Palestinian Anti-Terrorism Act of 2006 - States that it shall be U.S. policy to promote the emergence of a democratic Palestinian governing authority that denounces and combats terrorism, upholds human rights for all people, and has agreed to recognize Israel as an independent Jewish state. Amends the the Foreign Assistance Act of 1961 to provide assistance under such Act or any other provision of law to the Palestinian Authority (PA) only during a period for which a presidential certification has determined: (1) that no PA ministry, agency, or instrumentality is controlled by a foreign terrorist organization and no member of a foreign terrorist organization serves in a PA ministry, agency, or instrumentality; (2) that the PA has publicly acknowledged Israel's right to exist as a Jewish state, and is adhering to all previous agreements and understandings with the government of the United States, the government of Israel, and the international community; and (3) that the PA has made demonstrable progress toward purging from its security services individuals with ties to terrorism, dismantling all terrorist infrastructure and cooperating with Israel's security services, halting anti-Israel incitement, and ensuring democracy and financial transparency. Directs the President to make and transmit such certifications to Congress every six months. Prohibits during a period in which a certification is is not in effect with respect to the PA.: (1) assistance to nongovernmental organizations for the West Bank and Gaza (exempts assistance for basic human health needs from such limitation.); (2) U.S. contributions to the United Nations intended for U.N. agencies providing assistance directly to the PA; (3) visa issuance to any PA official or affiliated person (with a case-by-case exemption for U.S. security needs); (4) travel outside of a 25-mile radius of the U.N. headquarters building for officials and representatives of the PA and of the Palestine Liberation Organization (PLO) who are stationed at the United Nations in New York City; and (5) establishment of an office, headquarters, premises, or other facilities within U.S. jurisdiction at the direction of, or with funds provided by, the PA or the PLO. Requires the President to direct the executive director at each international financial institution to use U.S. influence to prohibit assistance to the PA during any such period. Directs the Secretary of State to audit and report respecting duplicative entities and functions of: (1) the United Nations Division for Palestinian Rights; (2) the Committee on the Exercise of the Inalienable Rights of the Palestinian People; (3) the United Nations Special Coordinator for the Middle East Peace Process and Personal Representative to the Palestine Liberation Organization and the Palestinian Authority; (4) the NGO Network on the Question of Palestine; (5) the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories; and (6) any other entity the Secretary determines results in duplicative efforts or funding or fails to ensure balance in the approach to Israeli-Palestinian issues. Withholds specified U.S. contributions to the United Nations for such entities until the report's recommendations are implemented. Expresses the sense of Congress that during any such period the territory controlled by the PA should be deemed to be in use as a terrorist sanctuary for purposes of the Export Administration Act of 1979, and of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989. Prohibits funds to be used by any U.S. officer or employee to negotiate, attend official meetings, or have official contacts with members or official representatives of Hamas, Palestinian Islamic Jihad, the Popular Front for the Liberation of Palestine, al-Aqsa Martyrs Brigade, or any other Palestinian terrorist organization, until such organization: (1) recognizes Israel's right to exist; (2) renounces terrorism; (3) dismantles the terrorist infrastructure; and (4) recognizes all previous agreements and understandings between Israel and the PA.

Sri Lanka Tsunami Temporary Economic Relief Act of 2006 - Declares Sri Lanka eligible for duty-free treatment for any article that is the growth, product, or manufacture of such country meeting specified requirements if the President certifies to Congress that Sri Lanka: (1) has established or is progressing toward specified political, economic, and social reforms; (2) does not engage in activities that undermine U.S. security or foreign policy; (3) does not engage in gross violations of human rights or activities in support of international terrorism; and (4) Sri Lanka otherwise meets the eligibility requirements set forth in the Trade Act of 1974. Applies such provisions until the earlier of five years or the date on which a free trade agreement between the United States and Sri Lanka enters into force with respect to the United States under the Bipartisan Trade Promotion Authority Act of 2002.

Consumer Telephone Records Protection Act of 2006 - Prohibits any person from obtaining or causing the disclosure of, or requesting another person to obtain, customer proprietary network information relating to another person by: (1) making a false statement to a telecommunications carrier; or (2) providing any information knowing that it is counterfeit, that it was obtained fraudulently or without the customer's consent, or that it contains a false statement. Prohibits a person from selling customer information relating to any other person knowing it was obtained in such manner. Amends the Communications Act of 1934 to direct the Federal Communications Commission (FCC) to require each telecommunications carrier to notify a customer when proprietary network information relating to such customer is disclosed in violation of such prohibitions. Treats a violation as an unfair or deceptive act or practice in violation of the Federal Trade Commission Act. Gives all of the functions and powers of the Federal Trade Commission (FTC) under that Act to the FCC to enforce compliance. Prescribes penalties, which double for violations that are part of a pattern of illegal activity.

Limitation on Assistance to the Palestinian Authority Act of 2006 - States that it shall be U.S. policy to promote the emergence of a democratic Palestinian government that: (1) denounces and combats terrorism; (2) is actively working to disarm and dismantle terrorist agencies, networks, and facilities; (3) is actively working to eliminate terrorist incitement and the commemoration of terrorists in Palestinian society; (4) respects its neighbors' boundaries and sovereignty; (5) recognizes Israel's existence and its right to secure borders; and (6) upholds the human rights of all people. Amends the Foreign Assistance Act of 1961 to provide assistance under such Act or any other provision of law to the Palestinian Authority (PA) only during a period for which a presidential certification has determined that the PA: (1) is not controlled by a foreign terrorist organization; and (2) recognizes Israel's right to exist, disarms all militias, renounces violence against Israel, takes definitive steps to be an active and willing participant in peace negotiations, and removes people with ties to terrorist organizations from its security services. Directs the President to make and transmit such certifications to Congress every six months.

Prohibits assistance to Lebanon unless the President certifies to Congress that the government of Lebanon has extradited Mohammed Ali Hammadi to the United States. Exempts international disaster assistance and assistance for food or medicine from such prohibition.

Group Home Community Notification Act of 2005 - Makes it unlawful for any federally assisted non-profit intending to place a group home in a locality to refuse or fail to comply with all state and local laws for such a group home's placement in that locality, including laws requiring public notification, reporting requirements, and hearings. States that any individual who participates in such a hearing shall be immune from suit based on a claim of discrimination against the disabled for any communication made in the course of such participation.

No Parole for Sex Offenders Act - Requires a state, in order not to reduce the funds available for Local Law Enforcement Block Grants by 10%, to have in effect a law that disallows parole for a sexually violent predator or an individual convicted of a criminal offense against a minor. Provides for the redistribution of withheld funds to participating states that are in compliance.

Compliance, Examinations, and Inspections Restructuring Act of 2005 - Amends the Securities Exchange Act of 1934 to vest the inspections and examinations authority of the Securities and Exchange Commission (SEC) in those administrative divisions or offices to which the SEC has delegated its administrative responsibilities. Requires the subject of an SEC inquiry or inspection to be notified in writing at least every 120 days regarding the status of an ongoing proceeding. Requires an SEC administrative division or office to obtain permission to conduct a sweep examination in the same manner and subject to the same procedures as SEC enforcement divisions or offices must follow in conducting a formal investigation or inquiry of registered entities. Instructs the Chairman of the SEC to appoint an Ombudsman with respect to any problems resulting from SEC regulatory activities. Expresses the sense of Congress that the SEC should develop and publish guidelines setting forth explicitly the benefit to either an issuer of securities or a registered entity if it self-reports an apparent violation of law, and subsequently becomes the respondent in an SEC civil injunctive action or administrative proceeding regarding the matter that was self-reported.

Commission on Terrorism Risk Insurance Act - Amends the Terrorism Risk Insurance Act of 2002 to establish the Commission on Terrorism Risk Insurance. Directs the Commission to identify and make recommendations regarding actions to: (1) encourage, facilitate, and sustain provision by the private domestic insurance industry of affordable coverage for losses due to acts of terrorism; (2) sustain or supplement the ability of the domestic insurance industry to cover losses resulting from acts of terrorism; (3) reduce the federal role over time in any continuing federal terrorism risk insurance program; and (4) evaluate whether coverage under the Terrorism Insurance Program is necessary to permit redevelopment at sites of previous acts of terrorism. Instructs the Commission to evaluate and makes recommendations on the need for a federal terrorism risk insurance program. Requires the Terrorism Insurance Program to remain in effect, but only to cover insured losses under property and casualty insurance issued on or before December 31, 2008, if the Commission determines that the market will not provide for renewal or generation of new insurance contracts necessary to permit redevelopment at the site of a previous act of terrorism.

The Fourteenth Dalai Lama Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro Tempore of the Senate to make appropriate arrangements for the presentation, on behalf of Congress, of a gold medal of appropriate design to Tenzin Gyatso, the Fourteenth Dalai Lama, in recognition of his many contributions to peace and religious understanding.

Condemns the vile assertions concerning Israel and the Holocaust made by Mahmoud Ahmadinejad, the President of the Islamic Republic of Iran, and again demands that he disavow his remarks. Calls upon the U.N. Security Council and all civilized nations to censure Iran for its government's dangerous attempt to rewrite history. Reiterates the House of Representatives' pledge to prevent Iran from procuring nuclear weapons and its steadfast bonds with Israel. Affirms its understanding of all of the lessons of World War II, including that the millions murdered in the Holocaust must never be forgotten and such atrocities should never happen again.

Hudson-Fulton-Champlain Quadricentennial Commemoration Commission Act of 2005 - Establishes the Hudson-Fulton-Champlain Quadricentennial Commemoration Commission to plan, develop, and execute programs and activities appropriate to commemorate, in 2009: (1) the 400th anniversary of the voyage of Henry Hudson (the first European to sail up the Hudson River); (2) the 200th anniversary of the voyage of Robert Fulton (the first person to use steam navigation on a commercial basis); and (3) the 400th anniversary of the voyage of Samuel de Champlain (the first European to discover and explore Lake Champlain).

College Life Safety and Fire Prevention Act - Directs the Secretary of Homeland Security to establish a demonstration program to award grants to eligible entities for the purpose of contracting with fire alarm companies to install professionally fire alarm detection systems or other fire detection and prevention technologies in student housing, dormitories, and other buildings controlled by such entities.

Children's Hope Act of 2005 - Amends the Internal Revenue Code to allow a tax credit, up to $100 ($200 for joint returns), for charitable contributions to an education investment organization that disburses 90% of its contributions to provide grants to students for elementary and secondary education expenses, if at least 50% of such disbursements go to students who qualify for free or reduced-cost school lunches. Requires a taxpayer claiming such credit to first claim a state qualified scholarship tax credit, as defined by this Act, as a condition of eligibility for the federal tax credit.

Amends the Wetland Loan Act to extend funding for conservation of migratory waterfowl and habitat. Amends the Duck Stamp Act (the Act) to increase the price of federal migratory-bird hunting and conservation stamps, and to revise procedures for disposing of unsold stamps. Provides that nothing in the Act shall be construed to require a person to affix a stamp sold under such Act to any other license as a condition of engaging in hunting under the authority of the stamp. Expresses the sense of Congress that the funds provided pursuant to this Act should be used for preserving and increasing waterfowl populations in accordance with the goals and objectives of the North American Waterfowl Management Plan, and to that end, should be used to supplement and not replace current conservation funding, including funding for other federal and state habitat conservation programs. States the sense of Congress that this Act should be implemented in a manner that helps private landowners achieve their long-term land use objectives in ways that enhance the conservation of wetlands and wildlife habitat.

Terrorism Risk Insurance Revision Act of 2005 - Revises the Terrorism Risk Insurance Act of 2002 to establish Program Year 4 beginning on January 1, 2006, and ending on December 31, 2006. Provides for Additional Program Years following Program Year 4. Repeals the $5 million minimum for an act to be certified by the Secretary of the Treasury as an act of terrorism. Redefines casualty insurance. Prescribes a formula for insurer deductibles for Program Year 4 and additional Program Years. Revises mandatory availability guidelines to include terrorism involving nuclear, biological, chemical and/or radiological reactions, releases, or contaminations, to the extent any insured losses are caused by any such reactions, releases, or contaminations. Revamps guidelines governing the federal share of compensation covering insured losses of an insurer. Establishes a Program trigger for such federal share. Prescribes guidelines under which an insurer may establish a TRIA Capital Reserve Fund (CRF) in which it may hold funds in a fiduciary capacity on behalf of the Secretary. Directs the Secretary to collect and use CRF funds to offset the federal share of compensation. States that this Act does not prohibit insurers from developing risk-sharing mechanisms (including mutual reinsurance facilities and agreements) to voluntarily reinsure certain terrorism losses among themselves. Requires the Secretary to appoint an Advisory Committee to encourage the creation and development of such mechanisms. Provides for full recoupment of federal financial assistance provided in connection with acts of terrorism. Establishes the Commission on Terrorism Risk Insurance (Commission). Sets limitations upon state regulatory authority with respect to mandatory availability of terrorism risk insurance. Declares that Congress intends that all states implement streamlined procedures for rate and form filing and for streamlined surplus lines policies in any covered line of insurance that includes coverage for acts of terrorism. Revises the termination date of the Program to December 31, 2008, unless the Commission has not satisfied its obligations, in which case the termination date is December 31, 2007.

Child Support Enforcement Act of 2005 - Amends the Internal Revenue Code to: (1) allow a custodial parent (a parent entitled to receive child support) a refundable tax credit for unpaid child support; and (2) include in the gross income of any taxpayer who is delinquent in the payment of child support the amount of such unpaid child support. Prohibits the Internal Revenue Service from selecting a tax return for audit based upon any discrepancy between the tax returns of a custodial parent and a taxpayer delinquent in the payment of child support.

Recognizes the 30th anniversary of the enactment of the Education for All Handicapped Children Act of 1975 (Public Law 94-142). Acknowledges the many and varied contributions of children with disabilities and their parents, teachers, related services providers, and other educators. Reaffirms the support of Congress for the Individuals with Disabilities Education Act so that all children with disabilities have access to a free appropriate public education.

Security Council and all civilized nations to: (1) condemn these statements and to censure Iran for its statements and policies aimed at destroying Israel; and (2) consider measures to deny Iran the means to carry out its threats and to prevent Iran from acquiring nuclear weapons. Reaffirms the unwavering alliance between the United States and Israel and reasserts the U.S. commitment to defend Israel's right to exist as a free and democratic state.

Family Education Reimbursement Act of 2005 - Directs the Secretary of Education to establish a Family Education Reimbursement Account Program for families of students displaced by Hurricane Katrina or Hurricane Rita. Provides for reimbursing parents for costs of such students or preschool-age children attending schools or preschool programs, chosen by the parents, during the 2005–2006 school year. Requires the Secretary to make a contract with a nongovernmental entity to administer and operate the program.

Expresses the sense of Congress that: (1) the United States and other responsible governments send clear signals to the marketplace that the current structure of oversight and management of the Internet's domain name and addressing service works, and will continue to deliver tangible benefits to Internet users worldwide in the future; and (2) the authoritative root zone server should remain physically located in the United States and the Secretary of Commerce should maintain oversight of ICANN (the Internet Corporation for Assigned Names and Numbers) so that ICANN can continue to manage the day-to-day operation of the Internet's domain and addressing system, remain responsive to Internet stakeholders worldwide, and otherwise fulfill its core technical mission.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS); and (2) establish a national registry for the collection and storage of ALS data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to study and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for public access to an electronic national database that accepts data from state registries, health care professionals, and others as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation, on behalf of Congress, of a gold medal to the next of kin or personal representative of each passenger or crew member on board United Airlines Flight 93 who is identified by the Attorney General as having aided in the effort to resist the hijackers on board the plane, in recognition of heroic service to the Nation. Directs the Secretary of the Treasury to strike a gold medal with suitable emblems, devices, and inscriptions. Authorizes the Secretary to strike and sell bronze duplicates of such gold medal. Declares such medals to be national medals. Requires that proceeds from the sale of duplicate bronze medals be deposited into the United States Mint Public Enterprise Fund.

Charitable Giving Act of 2005 - Amends the Internal Revenue Code with respect to charitable giving and charitable organizations to: (1) allow individuals who do not itemize a deduction from gross income for a portion of their charitable contributions; (2) allow tax-free distributions from individual retirement accounts for charitable purposes; (3) increase the cap on corporate charitable contributions; (4) allow non-corporate taxpayers a tax deduction for charitable contributions of food inventory; (5) revise certain excise taxes related to private foundations; (6) modify the excise tax on unrelated business taxable income of charitable remainder trusts; (7) extend and expand the charitable contribution for scientific property used for research and for computer technology and equipment used for educational purposes; (8) adjust the basis of S corporation stock for certain charitable contributions; (9) revise church tax inquiry provisions; and (10) exclude from gross income certain landowner initiatives programs to conserve endangered habitats or species. Amends title IV of the Social Security Act to: (1) authorize the Secretary of Health and Human Services to make grants to any private entity that operates a promising social services program (as defined by this Act): and (2) restore the 10 percent limit on transfers to the Social Services Block Grant Program. Amends the Assets for Independence Act to reauthorize the assets for independence demonstration program through FY2008. Expresses the sense of Congress encouraging corporate contributions to faith-based organizations. Amends the Runaway and Homeless Youth Act to include maternity group homes within the program for transitional living youth projects for homeless youth.

Lyme and Tick-borne Disease Prevention, Education, and Research Act of 2005 - Requires the Secretary of Health and Human Services to establish the Tick-Borne Diseases Advisory Committee. Requires the Committee to advise the Secretary and the Assistant Secretary for Health regarding how officials can: (1) ensure interagency coordination and communication and minimize overlap regarding efforts to address tick-borne diseases; (2) identify opportunities to coordinate efforts with other federal agencies and private organizations addressing such diseases; (3) ensure interagency coordination and communication with constituency groups; (4) ensure that a broad spectrum of scientific viewpoints is represented in public heath policy decisions and that information disseminated to the public and physicians is balanced; and (5) advise relevant federal agencies on priorities related to Lyme and tick-borne diseases. Requires the Secretary, acting through the appropriate federal officials, to provide for the coordination of all federal programs and activities related to Lyme and other tick-borne diseases, including: (1) developing sensitive and accurate diagnostic tools and tests, (2) improving the efficient utilization of diagnostic testing currently available; (3) accurately determining the prevalence of such diseases; (4) evaluating the feasibility of creating a national uniform reporting system; (5) providing and promoting access to a clearinghouse of information on such diseases; (6) increasing public education related to such diseases; (7) creating a physician education program; (8) establishing epidemiological research objectives to determine the long term course of illness for Lyme disease; and (9) determining the effectiveness of different treatment modalities by establishing treatment outcome objectives

Preserving Patient Access to Inpatient Rehabilitation Hospitals Act of 2005 - Prohibits the Secretary of Health and Human Services, during the period between July 1, 2005, and the date two years after the enactment of this Act, from: (1) requiring a compliance rate, pursuant to the criterion (commonly known as the "75 percent rule") used to determine whether a hospital or hospital unit is an inpatient rehabilitation facility, that is greater than the 50 percent compliance threshold that became effective on July 1, 2004; (2) changing the designation of any inpatient rehabilitation facility in compliance with the 50 percent threshold; or (3) conducting medical necessity review of inpatient rehabilitation facilities using any guidelines other than the national criteria established in the Medicare Benefits Policy Manual. Directs the Secretary to establish procedures for: (1) making any necessary retroactive adjustment to restore the status of a facility as an inpatient rehabilitation facility as a result of this Act; (2) making any necessary payments to inpatient rehabilitation facilities based on such adjustment for discharges occurring on or after July 1, 2005, and before enactment of this Act; and (3) developing and implementing an appeals process that provides for expedited review of any adjustment to the status of a facility as an inpatient rehabilitation facility made during such period Directs the Secretary to establish the National Advisory Council on Medical Rehabilitation to provide advice and recommendations to: (1) Congress and the Secretary concerning the coverage of rehabilitation services under title XVIII (Medicare) of the Social Security Act; and (2) appropriate federal agencies on how best to utilize available research funds and authorities focused on medical rehabilitation research.

Stolen Valor Act of 2005 - Amends the federal criminal code to expand the prohibition against wearing, manufacturing, or selling military decorations or medals without legal authorization to prohibit purchasing, soliciting, mailing, shipping, importing, exporting, producing blank certificates of receipt for, advertising, or exchanging such decorations or medals without authorization. Prohibits falsely representing oneself as having been awarded any decoration or medal authorized by Congress for the Armed Forces or any of the service medals or badges. Increases penalties for violations if the offense involves a Distinguished Service Cross, an Air Force Cross, a Navy Cross, a silver star, or a Purple Heart.

Congratulates Ambassador Dan Gillerman, Israel's Permanent Representative to the United Nations, and the government and people of Israel on Israel's election as Vice-President of the 60th General Assembly of the United Nations. Supports continued expansion of Israel's U.N. role. Notes that Israel: (1) remains the object of vilification by many U.N. members; and (2) remains excluded from the U.N. Asian regional grouping. Calls upon U.N. Secretary-General Kofi Annan to work to end Israel's vilification at the United Nations and to use his good offices to support Israel's bid to join the Asian regional grouping.

Television Viewer Consumer Protection Act of 2005 - Prohibits a television ratings service from selling or otherwise providing data from a television ratings measurement system that produces television ratings data to be used commercially as currency ratings unless that system has been accredited by the Media Ratings Council. Requires any dispute between a ratings service and the Council to be resolved according to the commercial rules of the American Arbitration Association.
