Private Property Rights Protection Act of 2005 - Prohibits a state or political subdivision from using economic development as a reason for exercising its power of eminent domain if federal funds would contribute in any way to: (1) the project for which eminent domain is exercised; or (2) the exercise and enforcement of eminent domain over the project. Renders a state or political subdivision that violations this prohibition ineligible for any such federal funds and directs the federal agency involved to withhold those funds. Prohibits the federal government from using economic development as a reason for exercising eminent domain. Defines "economic development" to mean any activity other than making private property available in substantial part for use by the general public or by an entity that makes the property available for use by the general public, or as a public facility, or to remove harmful effects.

Children's Safety Act of 2005 - Sex Offender Registration and Notification Act - Requires: (1) each state, territory, and federally recognized Indian tribe to maintain a sex offender registry; and (2) each sex offender to register in the jurisdictions where the offender resides, is an employee, and is a student. Requires the Attorney General to: (1) maintain a National Sex Offender Registry at the Federal Bureau of Investigation (FBI); (2) establish a Sex Offender Management Assistance program; and (3) authorize sex offender apprehension grants. DNA Fingerprinting Act of 2005 - Amends: (1) the DNA Identification Act of 1994 to expand the scope of DNA (deoxyribonucleic acid) samples to be included in the Combined DNA Index System; and (2) the DNA Analysis Backlog Elimination Act of 2000 to authorize the Attorney General to collect DNA samples from individuals who are arrested or detained under U.S. authority. Prevention and Deterrence of Crimes Against Children Act of 2005 - Increases penalties for violent crimes against persons under age 18, including death or life imprisonment if the crime results in the death of a person under that age. Protection Against Sexual Exploitation of Children Act of 2005 - Increases penalties for sexual offenses against children. Foster Child Protection and Child Sexual Predator Sentencing Act of 2005 - Requires background checks and checks of national crime information databases and state child abuse registries before approval of foster or adoptive placements. Establishes: (1) procedures for the civil commitment of sexually dangerous persons; and (2) mandatory minimum penalties for child sex trafficking.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal in recognition of Constantino Brumidi's contributions to the Nation as a designer and decorator of the U.S. Capitol. Requires the Architect of the Capitol to arrange for the gold medal to be displayed in the Capitol Visitor Center as part of an exhibit honoring Constantino Brumidi.

Community Restoration and Revitalization Act of 2005 - Amends the Internal Revenue Code to: (1) allow an increased rehabilitation tax credit for certain low-income buildings; (2) allow a basis reduction adjustment for property eligible for the credit; (3) increase the credit for certain smaller buildings; (4) allow property eligible for the credit to be used for lodging purposes; (5) modify placed-in-service rules for credit property; (6) modify qualification rules for credit property that is tax-exempt use property; (7) increase the credit for buildings in high cost areas; and (8) exempt certain condominium transactions from rehabilitation tax credit recapture requirements.

Underground Storage Tank Compliance Act of 2005 - Amends the Solid Waste Disposal Act to require the Administrator of the Environmental Protection Agency to distribute to states at least 80 percent of the funds authorized to be appropriated under this Act from the Leaking Underground Storage Tank Trust Fund to pay the reasonable costs incurred under cooperative agreements of: (1) certain corrective actions; (2) directly related administrative expenses; or (3) enforcement of state or local requirements regulating underground storage tanks (USTs). Allows undistributed funds to be used for enforcing UST regulations. Requires the Administrator or a state with an approved program to require compliance inspections of USTs at least once every three years. Requires the study of compliance assurance programs that could serve as an alternative to the inspection programs. Directs the Administrator to publish operator training guidelines and states to develop and implement a training strategy consistent with stated requirements. Authorizes the use of funds made available for the petroleum response program to carry out corrective actions with respect to releases of fuel containing an oxygenated fuel additive that presents a threat to human health or welfare or the environment. Permits the use of trust funds for release prevention and compliance (as well as corrective actions). Requires compliance reports by any federal or state agency responsible for USTs. Authorizes a state or the Administrator to prohibit the delivery of regulated substances (motor fuels) to non-compliant tanks. Provides temporary relief for certain tanks in remote locations. Includes underground storage tank systems and release response activity (as well as underground storage tanks) that are under federal jurisdiction under the UST control and abatement requirements. Requires compliance strategy reports by any federal agency responsible for USTs which list the USTs and describe compliance actions. Requires the Administrator and Indian Tribes to correct UST releases on Indian lands.

Recognizes, on the ninth anniversary of that attack, the service and sacrifice of the 19 members of the U.S. Air Force who died in the terrorist bombing of the Khobar Towers U.S. military housing compound near Dhahran, Saudi Arabia. Calls upon every American to pause and pay tribute to those brave airmen. Extends the continued sympathies of Congress to the families of those who died. Assures the members of the Armed Forces serving anywhere in the world that their well-being and interests will at all times be given the highest priority.

Louis Braille Bicentennial--Braille Literacy Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the life and legacy of Louis Braille, whose design: (1) on the obverse shall bear a representation of the image of Louis Braille; and (2) on the reverse shall emphasize Braille literacy and include the word for Braille in Braille code. Authorizes the Secretary to issue such coins only during 2009. Subjects all coin sales to a surcharge of $10 per coin. Requires all surcharges to be promptly paid by the Secretary to the the National Federation of the Blind to further its programs to promote Braille literacy.

Expresses the sense of Congress that it is necessary to ensure that Congress is presented with reliable information from the Congressional Budget Office (CBO) and the Joint Committee on Taxation as to the dynamic macroeconomic feedback effects to changes in federal law and the probable behavioral responses of taxpayers, businesses, and other parties to such changes. Requires the Joint Committee and CBO to prepare fiscal estimates of each proposed change in federal revenue law on the basis of assumptions that estimate the probable behavioral responses of personal and business taxpayers and other relevant entities to such change and its dynamic macroeconomic feedback effects. Applies such requirement only to proposed changes that, pursuant to static fiscal estimates, have a fiscal impact exceeding $250 million in any fiscal year.

Abraham Lincoln Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the life and legacy of President Abraham Lincoln in commemoration of the bicentennial of his birth. Permits issuance of such coins only during 2009. Subjects the coin sales to a surcharge of $10 per coin.

HIPAA Recreational Injury Technical Correction Act - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to prohibit a group health plan or health insurance issuer offering group health coverage from denying benefits or coverage otherwise provided under the plan for the treatment of an injury solely because it was sustained while a person was engaged in any particular mode of transportation specified in the plan, consisting of the use of a motorcycle, snowmobile, all-terrain vehicle, or other similar recreational vehicle or horseback riding, unless such mode of transportation or its use was illegal.

United States-Israel Energy Cooperation Act - Directs the Secretary of Energy, in consultation with the United States-Israel Binational Industrial Research and Development Foundation (BIRD), or the United States-Israel Binational Science Foundation (BSF), to establish a grant program for joint ventures, composed of both Israeli and U.S. private business entities or of U.S. and Israeli academic persons, to implement projects to encourage cooperation between the United States and Israel on research, development, or commercialization of alternative energy, improved energy efficiency, or renewable energy sources. Establishes in the Department of Energy an International Energy Advisory Board to advise the Secretary on the grant program and grant recipients.

Recognizes and commends employers of members of the National Guard and other reserve components who have been mobilized during the Global War on Terrorism. Urges the Department of Defense to continue to develop long-term strategies to maintain a high level of support between such employers through: (1) the Civilian Employment Information Program database; (2) a more predictable system for the mobilization and demobilization of such members; and (3) opportunities to address employer groups on future mobilization plans and future roles of the reserve components.

Supports the establishment of September as Campus Fire Safety Month. Encourages administrators and municipalities across the country to: (1) provide educational programs to all students during September and throughout the school year; (2) evaluate the level of fire safety being provided in both on- and off-campus student housing; and (3) take the necessary steps to ensure fire-safe living environments through fire safety education, installation of fire suppression and detection systems, and the development and enforcement of applicable codes relating to fire safety.

Stem Cell Therapeutic and Research Act of 2005 - Requires the Secretary of Health and Human Services to contract with qualified cord blood stem cell banks to assist in the collection and maintenance of human cord blood to be made available for transplantation through the C.W. Bill Young Cell Transplantation Program. Requires the Secretary to require that recipients of such contracts: (1) acquire and store donated units of human cord blood acquired with the informed consent of the donor in a manner that complies with applicable Federal and State regulations; and (2) make collected cord blood units available for stem cell transplantation or, if not appropriate for clinical use, available for peer-reviewed research. Amends the Public Health Service Act to require the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to establish and maintain the Program to increase the number of transplants for recipients suitably matched to biologically unrelated donors of bone marrow and cord blood. Requires the Secretary to establish an Advisory Council to advise the Secretary on matters related to Program activities. Requires the Program to: (1) operate a system for identifying, matching, and facilitating the distribution of donated cord blood units; (2) allow transplant physicians, health care professionals, and patients to search by electronic means for available cord blood units; (3) support studies and demonstration and outreach projects for the purpose of increasing cord blood donation to ensure a genetically diverse collection of cord blood units; and (4) carry out information and educational activities for the purpose of increasing cord blood donation and promoting the availability of cord blood units as a transplant option. Requires the Secretary to establish and maintain a scientific database of outcome information relating to patients who have been recipients of stem cell therapeutics product from a biologically unrelated donor (replacing provisions establishing a bone marrow scientific registry).

Historic Rehabilitation Enhancement Act of 2005 - Provides that: (1) the receipt of a state historic tax credit and the transfer, disposition, or refund of such credit shall not constitute income for income tax purposes, unless the taxpayer elects to include such tax credit amount in income; (2) the adjusted basis of property for which a state historic tax credit is allowed shall be reduced by the tax credit amount; and (3) the transfer or disposition of the state historic tax credit shall not affect or reduce qualified rehabilitation expenditures under the rehabilitation tax credit or trigger recapture of income.

Counts as federal active duty for military retirement credit purposes full-time State active duty service performed by a member of the Army or Air National Guard on or after September 11, 2001, and before October 1, 2001, in specified counties of New York and Arlington County, Virginia, to support a federal declaration of emergency following the terrorist attacks on the United States of September 11, 2001.

Combating Autism Act of 2005 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish: (1) a program to provide information and education on autism and its risk factors to health professionals and the general public; and (2) the Autism Coordinating Committee to coordinate autism related activities within the Department of Health and Human Services (HHS). Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to award grants or cooperative agreements to develop statewide autism screening, diagnosis, and intervention programs and systems. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants or cooperative agreements to provide technical assistance to state agencies to conduct applied autism research.

Jacob Wetterling, Megan Nicole Kanka, and Pam Lychner Sex Offender Registration and Notification Act or the Sex Offender Registration and Notification Act - Repeals existing provisions governing state registration programs for persons convicted of a criminal offense against a minor or of a sexually violent offense. Directs the Attorney General to carry out a Jacob Wetterling, Megan Nicole Kanka, and Pam Lychner Sex Offender Registration and Notification program under which a "covered individual" (an individual convicted of a listed offense against a minor) shall, for that individual's life, provide to the Attorney General specified information, including any change of address and employer. Lists exceptions. Sets penalties for violations. Requires the Attorney General to prescribe regulations to ensure that every covered individual wears and maintains a device that transmits information about that person's whereabouts to the domicile state, subject to specified requirements. Sets penalties for violations. Lists the responsibilities of the Attorney General and State or tribal actors. Provides for specified community notification by law enforcement. Directs the Attorney General to: (1) maintain a National Sex Offender Registry database to track the whereabouts and movements of covered individuals; (2) develop a software application that can be used by state and tribal actors; (3) establish and maintain a database to manage DNA information regarding covered individuals; and (4) carry out a Sex Offender Management Assistance program for awarding grants to states or tribal actors to offset costs associated with implementing this Act. Amends the Immigration and Nationality Act to subject to deportation any alien who is a covered individual and who fails to provide registration information under this Act.

Commuter Benefits Equity Act of 2005 - Amends the Internal Revenue Code to equalize and increase to $200, with a modified cost-of-living adjustment, the tax exclusion for both transportation and parking fringe benefits. Extends such benefits to federal employees.

Pledge Protection Act of 2005 - Amends the Federal judicial code to deny jurisdiction to any Federal court, and appellate jurisdiction to the Supreme Court, to hear or decide any question pertaining to the interpretation of the Pledge of Allegiance or its validity under the Constitution. Makes this limitation inapplicable to: (1) any court established by Congress under its power to make needful rules and regulations respecting the territory of the United States; or (2) the Superior Court of the District of Columbia or the District of Columbia Court of Appeals.

Honor Our Fallen Prisoners of War Act - Requires the Secretary concerned to award the Purple Heart to members of the Armed Forces who die in captivity under circumstances not otherwise establishing eligibility for the Purple Heart. Makes this Act effective as to members of the Armed Forces who die on or after December 7, 1941, including those who die prior to enactment.

Children's Access to Vision Act of 2005 - Authorizes the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states for providing: (1) comprehensive eye examinations for children, with priority given to children under nine years old; (2) subsequent vision treatment or services to correct vision problems; and (3) educational materials to parents, teachers, and health care practitioners on recognizing signs of visual impairment in children. Directs the Secretary to: (1) develop criteria to collect data related to vision assessment and the utilization of follow-up services; and (2) coordinate the grant program with appropriate federal and state child services programs. Requires states to annually submit to the Secretary a program evaluation.

Ferry Safety Enhancement Act of 2005 - Amends Federal shipping law to treat as a passenger vessel any vessel that carries more than 399 passengers. Directs the Secretary of the department in which the Coast Guard is operating to: (1) prescribe regulations that require such passenger vessels be equipped with a voyage data recorder; and (2) require vessel pilots to submit their annual physical examination results to the Coast Guard. Sets forth a criminal penalty for persons who falsify physical examination reports.

Praises the efforts of President George W. Bush and Prime Minister Ariel Sharon to create the conditions for Middle East peace. Commends the bipartisan commitment of all administrations and Congresses since 1948 to stand by Israel and work for its security and well-being.

Breast Cancer and Environmental Research Act of 2005 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to make grants to public or nonprofit private entities for the development and operation of not more than eight centers to conduct multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer. Requires each such center to: (1) be known as a Breast Cancer and Environmental Research Center of Excellence; (2) establish ongoing collaborations with community organizations; (3) be formed from a consortium of cooperating institutions; (4) be supported under this Act for a period of not more than five years with additional periods allowed after review and recommendation; and (5) use innovative approaches to study unexplored areas of the environment and breast cancer. Requires the Secretary of Health and Human Services to establish a Breast Cancer and Environmental Research Panel to make recommendations for and to review grants awarded under this Act.

United States Cadet Nurse Corps Equity Act - Deems service of a person as a member of the United States Cadet Nurse Corps between July 1, 1943, and December 15, 1945 (qualified service), to be active military service for purposes of all laws administered by the Department of Veterans Affairs. Requires: (1) the Secretary of Defense to issue an honorable discharge to each person whose qualified service warrants one; and (2) the discharge to be issued before the end of the one-year period beginning on the enactment of this Act. Prohibits benefits from being paid to persons as a result of such enactment for any period before the enactment date.

Generate Retirement Ownership Through Long-Term Holding Act of 2005 - Amends the Internal Revenue Code to provide that no gain shall be recognized on the receipt of a capital gain dividend distributed by a regulated investment company if such dividend is automatically reinvested in additional shares of the company pursuant to a dividend reinvestment plan.

Motor Vehicle Owners' Right to Repair Act of 2005 - Requires a manufacturer of a motor vehicle sold or introduced into commerce in the United States to disclose to the vehicle owner or to a repair facility of the motor vehicle owner's choosing the information necessary to diagnose, service, or repair the vehicle. Sets forth protections for trade secrets. Instructs the Federal Trade Commission (FTC) to prescribe a uniform methodology for manufacturer disclosure in writing and on the Internet. Prohibits the FTC from prescribing rules that interfere with the authority of the Administrator of the Environmental Protection Agency (EPA) regarding motor vehicle emissions control diagnostics systems. States that manufacturer noncompliance with this Act constitutes an unfair method of competition and an unfair or deceptive act or practice affecting commerce within the purview of the Federal Trade Commission Act.

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the United States Mint at West Point, New York, Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

San Francisco Old Mint Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins emblematic of the San Francisco Old Mint Building, its importance to California and U.S. history, and its role in rebuilding San Francisco after the 1906 earthquake and fire. Requires that all surcharges received by the Secretary from such coin sales be promptly paid to the San Francisco Museum and Historical Society for purposes of rehabilitating the Historic Old Mint in San Francisco as a city museum and an American Coin and Gold Rush Museum.

End Demand for Sex Trafficking Act of 2005 - Authorizes the Attorney General to award grants to states and political subdivisions to: (1) establish model law enforcement programs that promote the effective prosecution of persons who solicit an unlawful commercial sex act, persons who purvey others to engage in such an act, and sex traffickers; and (2) assist victims of such an act. Amends the federal criminal code to modify prohibitions against transportation for illegal sexual activity and related crimes (generally) and for coercion and enticement to engage in prostitution or criminal sexual activity to explicitly cover purchasers of commercial sexual activities and acts. Directs federal agencies involved in combating sex trafficking and providing services to victims of commercial sex acts inside the United States to coordinate their activities with the Senior Policy Operating Group established by the Victims of Trafficking and Violence Protection Act of 2000. Directs the Attorney General to: (1) report annually to the Senate and House Judiciary Committees regarding grants and evaluating success in enhancing the prosecution and conviction of purchasers, sex traffickers, and exploiters and in reducing demand for commercial sexual activity; (2) disseminate best methods and practices for training state and local law enforcement personnel involved in enforcing laws prohibiting commercial sexual acts at each annual conference conducted by the Department of Justice; and (3) carry out a biennial comprehensive statistical review and analysis of commercial sexual acts in the United States.

Directs the Secretary of the Treasury to identify and report annually on each country that is a country of concern because its government is not complying with the International Convention for the Suppression of the Financing of Terrorism, regardless of whether the country is a party to the Convention. Requires with respect to such a country: (1) withholding of 50 percent of bilateral assistance; and (2) withholding of access to financial institution multilateral assistance. Authorizes the Secretary to require domestic financial institutions to take special measures with respect to a country of concern, including financial institutions operating outside the United States engaging in financial transactions in such country to the same extent as if such country or financial institution were of primary money laundering concern. Exempts a country from such prohibitions if the President certifies to Congress that: (1) during the previous year the country has cooperated fully with the United States or has taken adequate steps to terminate financial support for terrorism; or (2) for a country that would not otherwise qualify for such certification, vital U.S. national interests apply.

Telephone Excise Tax Repeal Act of 2005 - Amends the Internal Revenue Code to repeal the excise tax on communication services (i.e., local telephone service, toll telephone service, and teletypewriter exchange service).

Recognizes and affirms the efforts of the Governors of the Great Lakes States of Illinois, Indiana, Michigan, Minnesota, New York, Ohio, Pennsylvania, and Wisconsin and the Premiers of the Canadian Provinces of Ontario and Quebec in developing a common standard for decisions relating to the withdrawal of water from the Great Lakes. Urges that the management authority over such waters should remain vested with such Governors and Premiers.

Katie Elise and Meghan Agnes Act - Requires the Consumer Product Safety Commission (CPSC) to promulgate: (1) consumer product safety standards applicable to any furniture or electronic appliance that the Commission determines poses a substantial safety hazard due to tipping because of its design, height, weight, stability, or other features; (2) regulations requiring warning labels on the packaging of such items and on the packaging of furniture with drawers that pose a danger to children due to tipping. Requires the Commission, in promulgating safety standards under this Act, to take into consideration the intended uses of furniture and electronic appliances and the likelihood that children could climb on or tip the furniture.

Amends federal law establishing the Presidential 9/11 Heroes Medals of Valor to: (1) instruct the Attorney General to make the necessary arrangements for striking such Medals (current law includes the efforts of the Secretary of the Treasury in such directive); and (2) revoke the status of such Medals as national medals.

September 11th Heroes Memorial Park Act - Establishes a national memorial at the Staten Island, New York, recovery site to honor the final resting place of those lost at the World Trade Center (WTC) on September 11, 2001. Creates the September 11th Heroes Memorial Park Advisory Commission to: (1) submit to the Secretary of the Interior and Congress a report with recommendations for the planning, design, construction, and management of a permanent memorial at the site; (2) advise the Secretary on memorial site boundaries; (3) advise the Secretary in the development of a management plan for the memorial; (4) consult and coordinate with specified entities; (5) address Federal funding for operation and maintenance of the memorial; (6) provide significant opportunities for public participation in the planning and design of the memorial; and (7) officially name the memorial. Authorizes the Secretary to: (1) assist the Commission with specified tasks and staffing; (2) participate in the planning, design, and construction of the memorial; (3) acquire land for the memorial site from willing sellers; and (4) administer the memorial as a unit of the National Park Service.

Diabetic Foot Complication and Lower Extremity Amputation Reduction Act of 2005 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to make grants to eligible multidisciplinary health care programs for: (1) providing a high-risk, underserved population with screening, education, and evidence-based medical treatment regarding diabetic foot complications that may lead to lower extremity amputations; and (2) evaluating the quality, cost effectiveness, parity, and patient satisfaction of medical interventions in the prevention of diabetic foot complications and lower extremity amputations.

Internet Consumer Protection Act of 2005 - Amends the Internet Tax Freedom Act to make permanent the ban on State taxation of Internet access and on multiple or discriminatory taxes on electronic commerce. Repeals provisions permitting States with Internet tax laws enacted prior to the ban on Internet taxes to continue enforcing such laws.
