Hudson-Fulton-Champlain Quadricentennial Commemoration Act of 2006 - Directs the Secretary of the Interior to establish: (1) the Champlain Quadricentennial Commemoration Commission to plan and execute programs and activities to commemorate the 400th anniversary of the voyage of Samuel de Champlain (the first European to discover and explore Lake Champlain); and (2) the Hudson-Fulton 400th Commemoration Commission to plan and execute programs and activities to commemorate the 400th anniversary of the voyage of Henry Hudson (the first European to sail up the Hudson River) and the 200th anniversary of the voyage of Robert Fulton (the first person to use steam navigation on a commercial basis).

Home Oxygen Patient Protection Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to restore Medicare treatment of ownership of oxygen equipment that existed prior to the enactment of the Deficit Reduction Act of 2005. Repeals: (1) the limitation of Medicare payment to the supplier for such equipment (including portable oxygen equipment) to 36 months of continuous use; and (2) the requirement that the equipment supplier transfer title to the individual at the end of such period, with payments continuing at specified monthly rates.

Responsible Bioterrorism Funding Act of 2006 - Requires, for FY2007 and subsequent fiscal years, that all grants to states administered by the Secretary of the Department of Health and Human Services (HHS) for preparation for or response to bioterrorism be distributed in accordance with a risk-based formula predicated on a quantitative assessment of threat, vulnerability, and consequences. Directs the Secretary of the Department of Homeland Security (DHS) to: (1) develop such formula, which shall be established and provided to the HHS Secretary by March 31, 2006; and (2) periodically review (and revise as appropriate) the formula to accurately distribute funds based on risk. Makes a revision ineffective for a fiscal year unless it is approved by both Secretaries by July 1 of the preceding year.

Reform of National Security Reviews of Foreign Direct Investments Act - Amends the Defense Production Act of 1950 to direct the President, upon receiving written notification by any party involved of a possible merger, acquisition, or takeover which could result in foreign control of any person engaged in interstate commerce in the United States (covered transaction), or upon a motion of a member of the Committee on Foreign Investment in the United States (CFIUS), to review the covered transaction to determine whether it threatens to impair U.S. national security and whether such threat can be mitigated. Requires CFIUS, if it determines that the covered transaction is a foreign government-controlled transaction, to conduct its own investigation. Requires the President, in his investigation, to take necessary action to protect national security with respect to the covered transaction. Makes any review final and complete only after its findings and report are approved and signed by both the Secretaries of the Treasury and Homeland Security. Requires the Director of National Intelligence to carry out an analysis of the threat to national security of any covered transaction. Makes CFIUS a statutory committee under the Defense Production Act of 1950, with a revised membership. Requires the consideration, as additional factors in determining whether it should be investigated, of whether a covered transaction: (1) has a security-related impact on critical infrastructure; and (2) is a foreign government-controlled transaction. Authorizes CFIUS to: (1) negotiate, impose, and enforce any agreement or condition with any party to a covered transaction in order to mitigate any threat to national security; (2) track withdrawn notifications; and (3) monitor the enforcement of any agreements. Requires reports to Congress by the President and CFIUS concerning investigations of covered transactions.

401Kids Family Savings Act of 2006 - Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to extend through 2015 provisions allowing increased annual contributions to Coverdell education savings accounts. Amends the Internal Revenue Code to: (1) allow tax-free distributions from a Coverdell education savings account for first-time homebuyer expenses; (2) permit rollovers from Coverdell education savings accounts to Roth individual retirement accounts (Roth IRAs); and (3) rename Coverdell education savings accounts as 401Kids Savings Accounts.

Deleting Online Predators Act of 2006 - Amends the Communications Act of 1934 to require schools and libraries that receive universal service support to enforce a policy that prohibits access to a commercial social networking website or chat room through which minors may easily: (1) access or be presented with obscene or indecent material; (2) be subject to unlawful sexual advances, requests for sexual favors, or repeated offensive sexual comments from adults; or (3) access other material that is harmful to minors. Allows an administrator, supervisor, or other authorized person to disable such a technology protection measure during use by an adult, or by minors with adult supervision, to enable access for educational purposes. Directs the Federal Communications Commission (FCC) to: (1) establish an advisory board; (2) annually publish a list of commercial social networking websites and chat rooms that have been shown to allow sexual predators easy access to personal information of, and contact with, children; (3) issue a consumer alert regarding use of the Internet by child predators and the potential dangers to children because of such use, including the potential dangers of commercial social networking websites and chat rooms; and (4) establish a website resource of information for parents, teachers, school administrators, and others regarding potential dangers posed by the use of the Internet by children.

Gang Elimination Act of 2006 - Directs the Attorney General to report to Congress on a national strategy to eliminate the illegal operations of National Threat Drug Gangs (i.e., the top three international drug gangs that present the greatest threat to law and order in the United States). Sets forth criteria for the Attorney General to consider in identifying a National Threat Drug Gang, including (1) ties to international terrorist organizations or state-sponsored terrorism; (2) the volume of controlled substances imported or distributed by such gangs; and (3) the threat to children and schools in the United States.

UNRWA Integrity Act - Amends the Foreign Assistance Act of 1961 to provide that voluntary U.S. contributions to the regular budget of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) may be provided only during a period for which the President certifies to Congress that UNRWA: (1) is not an impediment to achieving a lasting solution for Palestinian refugees in the West Bank and Gaza and moving such refugees to post-refugee status; (2) is subject to comprehensive, independent financial audits; (3) does not knowingly provide employment, refuge, freedom of movement, cash assistance, food assistance, housing rehabilitation assistance, or any other type of social services assistance to members of foreign terrorist organizations; and (4) does not promote anti-Semitism or the denial of Israel's right to exist. Authorizes a maximum 180-day waiver of such limitation for U.S. national security interests. Requires recertification not later than 180 days after the initial certification and every 180 days thereafter. Requires a report by the Secretary of State to Congress respecting the extent to which UNRWA: (1) serves Palestinian refugee and U.S. interests; and (2) includes in its educational materials anti-Semitic or anti-Israel elements.

Communications Opportunity, Promotion, and Enhancement Act of 2006 - Amends the Communications Act of 1934 to allow an eligible person or group to obtain a national franchise to provide cable service in a franchise area in lieu of any other authority under federal, state, or local law. Requires: (1) the filing of a franchise certification with the Federal Communications Commission (FCC); and (2) cable operators with a national franchise to provide a specified minimum of channel capacity for public, educational, and governmental use, and to meet certain other requirements. Provides for FCC enforcement of franchising requirements. Requires an annual FCC report on the deployment of cable service, including deployment by new cable operators. Empowers the FCC to enforce its broadband policy statement and principles. Requires an FCC study regarding whether such statement and principles are being achieved. Requires each VOIP (voice over Internet protocol) service provider to ensure that 911 and E-911 services are provided to subscribers of VOIP services. Outlines rights and obligations of VOIP service providers. Allows the municipal provision of cable services, requiring competition neutrality among all providers in an area. Prohibits a broadband service provider from requiring a subscriber, as a condition for such service, to purchase any cable, telecommunications, or VOIP service offered by the provider. Directs the FCC to further the development of seamless mobility, requiring a study identifying barriers to achieving seamless mobility.

Early Hearing Detection and Intervention Act of 2006 - Amends the Public Health Service Act to expand the newborns and infants hearing loss program to: (1) provide services for young children (currently, limited to infants and newborns); and (2) include diagnostic services among services provided. Requires the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to assist in the recruitment, retention, education, and training of qualified personnel and health care providers. Includes within the purposes of such program: (1) developing efficient models to ensure that newborns, infants, and young children who are identified with a hearing loss through screening are not lost to follow-up by a qualified health care provider; and (2) ensuring an adequate supply of qualified personnel to meet the screening, evaluation, and early intervention needs of children. Requires the Director of the National Institutes of Health (NIH), acting through the Director of the National Institute on Deafness and Other Communication Disorders, to establish a postdoctoral fellowship program to foster research and development in the area of early hearing detection and intervention. Amends the definition of "early intervention" to require that families be given the opportunity to obtain the full range of early intervention services, educational and program placements, and other options for their child from highly qualified providers.

Tax and Education Assistance for Children (TEACH) Act of 2006 - Amends the Internal Revenue Code of 1986 to establish a tax credit for the tuition paid by taxpayers to send their dependents to private or religious elementary or secondary schools. Sets the annual credit limit at $4,500 for single individuals and taxpayers filing a joint return, and $2,250 for a married individual filing a separate return.

Securing America's Energy Independence Act of 2006 - Amends the Internal Revenue Code to extend through 2015: (1) the investment tax credit for solar energy property and qualified fuel cell property; and (2) the tax credit for residential photovoltaic, solar water heating, and fuel cell property expenditures. Modifies the maximum amounts for such residential credits based upon kilowatt of capacity. Allows such credits to be taken against the alternative minimum tax.

Directs the Secretary of Homeland Security and the Director of National Intelligence to conduct jointly, or contract with an entity to conduct, a study of the operations of federal, state, and local government entities to identify best practices for the communication of information concerning a terrorist threat. Requires the Secretary to make grants for the establishment and operation of three centers (in New York City, Detroit, and Los Angeles) to implement the best practices for the processing, analysis, and dissemination of terrorist threat information.

Long Island Sound Stewardship Act of 2006 - States as the purpose of this Act the establishment of the Long Island Sound Stewardship Initiative to identify, protect, and enhance sites within the Long Island Sound ecosystem with significant ecological, educational, open space, public access, or recreational value through a bi-state network of sites. Establishes the Long Island Sound Stewardship Initiative Region within Connecticut and New York. Establishes the Long Island Sound Stewardship Advisory Committee, which shall: (1) identify 20 initial Long Island Sound stewardship sites; (2) recommend an equal distribution of funds between Connecticut and New York for the initial sites (authorizes site owners to apply to have the sites identified as stewardship sites); (3) identify additional recreation areas and natural areas with ecological value as potential stewardship sites; (4) publish a list of sites that further the purposes of this Act; (5) apply an adaptive management framework to the process of updating the list; and (6) report annually on recommended sites and recommended grants for securing and improving sites. Directs the Administrator of the Environmental Protection Agency to review the Committees recommendations, approve stewardship sites, award grants, and report annually on the Initiative. States that nothing in this Act requires private property owners located within the Region to participate in the Initiative.

Expanding American Homeownership Act of 2006 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal loan obligation; (2) extend the mortgage term; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Authorizes the Secretary of Housing and Urban Development (Secretary) to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term as long as the basis for determining the variable rate is established before the execution of the mortgage. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain blanket mortgage insured by the Secretary. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Sets limitations upon the Secretary's authority to enter into commitments for loan guarantees. Makes insurance of a Native Hawaiian or Indian reservation mortgage the obligation of the MMI Fund (instead of the General Insurance Fund). Eliminates the limitation placed upon the aggregate number of home equity conversion mortgages insured under the Act. Authorizes the Secretary to insure a home equity conversion mortgage when its primary purpose is to enable an elderly mortgagor to purchase a 1-to 4 family dwelling in which the mortgagor will occupy one of the units. Authorizes the Secretary to enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area.

Truth in Caller ID Act of 2006 - Amends the Communications Act of 1934 to make it unlawful for any person in the United States, in connection with any telecommunication service or VOIP (voice over Internet protocol) service, to cause any caller identification service to transmit misleading or inaccurate caller identification information, unless such transmission is exempted in connection with authorized activities of law enforcement agencies.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation, on behalf of Congress, of a gold medal to the next of kin or personal representative of each passenger or crew member on board United Airlines Flight 93 who is identified by the Attorney General as having aided in the effort to resist the hijackers on board the plane, in recognition of heroic service to the Nation. Directs the Secretary of the Treasury to strike a gold medal with suitable emblems, devices, and inscriptions. Authorizes the Secretary to strike and sell bronze duplicates of such gold medal. Declares such medals to be national medals. Requires that proceeds from the sale of duplicate bronze medals be deposited into the United States Mint Public Enterprise Fund.

Expresses the sense of Congress that the government of Japan should: (1) issue an apology for the sexual enslavement of young women (known as "comfort women") during the colonial occupation of Asia and the Pacific Islands from the 1930s through the duration of World War II; (2) educate future generations about this crime against humanity; (3) publicly refute claims that the subjugation and enslavement of such women never occurred; and (4) follow the recommendations of the United Nations and Amnesty International with respect to the "comfort women."

Calls for the Secretary of Health and Human Services to promulgate as expeditiously as possible the regulations required under the Public Health Service Act that would: (1) require facilities dealing with individuals with mental illness to ensure that there is an adequate number of qualified staff to evaluate patients, formulate treatment plans, and provide active treatment measures; (2) require that appropriate training be provided for the staff of such facilities in the use of restraints and any alternatives to the use of restraints; and (3) require that such facilities provide complete and accurate notification of any deaths occurring after restraint or seclusion of a patient.

Security and Accountability For Every Port Act or the SAFE Port Act - Directs the Secretary of Homeland Security to develop and implement a strategic plan to enhance the security of the maritime transportation system. Directs the Secretary to develop protocols for the resumption of trade in the event of a transportation security incident that necessitates the suspension of trade. Directs the Secretary to develop and implement a plan for improving the Automated Targeting System for identifying high-risk containers moving through the international supply chain. Requires states to submit to the Secretary biographic information on current and future employees who have access to secured areas of seaports and to compare such information against terrorist watch lists. Establishes in the Department of Homeland Security (DHS) a Director of Cargo Security Policy to coordinate DHS cargo security policies and programs with other executive agencies relating to cargo security. Establishes minimum standards and verification procedures for securing containers in transit to an importer in the United States, including international standards for the security of containers moving through the international supply chain. Directs the Secretary to submit to the appropriate congressional committees a strategy for the deployment of radiation detection equipment at all ports of entry. Establishes the Container Security Initiative (CSI) to identify and examine maritime containers that pose a risk for terrorism at foreign ports before they are shipped to the United States. Establishes: (1) the Customs-Trade Partnership Against Terrorism (C-TPAT) to strengthen and improve the overall security of the international supply chain and U.S. border security; and (2) a third tier of C-TPAT (Greenlane) that offers additional benefits to validated C-TPAT participants that demonstrate a sustained commitment beyond the minimum requirements for participation in C-TPAT. Establishes a port security grant program to allocate federal assistance to U.S. ports on the basis of risk and need

Prevention of Fraudulent Access to Phone Records Act - Makes it unlawful to attempt to obtain, or cause to be disclosed to any person, customer proprietary network information (CPNI) relating to any other person by: (1) making a false or fraudulent statement to an officer, employee, or agent of a telecommunications carrier; or (2) providing any document or other information to such officer, employee, or agent that the presenter knows or should have known to be forged, lost, stolen, or otherwise fraudulently obtained, or to contain a false or fraudulent statement or representation. Prohibits also: (1) the solicitation of another person to fraudulently obtain such information; and (2) the sale or other disclosure of CPNI obtained under false pretenses. Provides for enforcement through the Federal Trade Commission (FTC). Amends the Communications Act of 1934 to expand responsibilities of telecommunications carriers with respect to the confidentiality of subscriber (customer) calling records, both cellular and land-line based. Allows a carrier to use individual calling records only for purposes such as increasing business or publishing directories, and prohibits a carrier from otherwise disclosing CPNI without express prior authorization by the subscriber. Directs the Federal Communications Commission (FCC) to prescribe regulations adopting more stringent security standards for CPNI (including detailed customer telephone records) to detect and prevent confidentiality violations. Provides penalties for such violations.

Restricts the disclosure of information from such checks. Imposes criminal penalties for unauthorized use or release of such information.

Maritime Terminal Security Enhancement Act of 2006 - Directs the Commandant of the Coast Guard (CG) to require: (1) the security plan for a maritime facility that the Secretary of the department in which the CG is operating believes may be involved in a transportation security incident to be resubmitted for approval by the Secretary upon the transfer of ownership or operation of such facility; and (2) the qualified individual having full authority to implement security actions for the facility be a U.S. citizen.

Puerto Rico Democracy Act of 2006 - Directs the Puerto Rico State Elections Commission to conduct a plebiscite in Puerto Rico during the 110th Congress, giving voters the option to vote for continued U.S. territorial status or for a path toward a constitutionally viable permanent nonterritorial status. Provides for subsequent procedures, depending on ballot results. Authorizes the Secretary of the Treasury to allocate certain funds for the self-determination process.

Internet Consumer Protection Act of 2005 [sic] - Amends the Internet Tax Freedom Act to make permanent the ban on state taxation of Internet access and on multiple or discriminatory taxes on electronic commerce. Repeals provisions permitting states with Internet tax laws enacted prior to the ban on Internet taxes to continue enforcing such laws.

Businesses Supporting Education Act of 2006 - Amends the Internal Revenue Code to allow business entities a tax credit for contributions to a tax-exempt education scholarship organization which provides scholarships to elementary or secondary school students from low or moderate income families. Limits the annual amount of such credit to $100,000. Imposes a penalty tax on education scholarship organizations that fail to make required distributions of scholarship funds.

United States Security Improvement Act of 2006 - Amends the Defense Production Act of 1950 to state that the purpose of a mandatory investigation of a proposed corporate merger, acquisition, or takeover (transaction) undertaken under such Act is to determine whether the acquisition could affect U.S. national security. Directs the President, within five days after initiating a mandatory investigation, to notify each House of Congress of the transaction being investigated. Requires such notice to be promptly transmitted to specified congressional committees. Prohibits the President from taking any action regarding a transaction under investigation until 14 days after congressional notification. Requires the President to consider and take into account any comments on the transaction provided by any congressional committee.

Small Business Expensing Permanency Act of 2006 - Amends the Internal Revenue Code to: (1) increase and make permanent the taxpayer election to expense (i.e., deduct all costs in current taxable year) depreciable business property, including computer software; (2) increase the investment threshold amount used to calculate reductions in the amount of such expensing allowance; (3) allow an inflation adjustment to the amount of the expensing allowance and the investment threshold amount; and (4) make permanent the taxpayer's right to revoke an election to expense.

Amends the Deficit Reduction Act of 2005 to: (1) advance from FY2007 to FY2006 the fiscal year for which funds are appropriated for the Low-Income Home Energy Assistance Program (LIHEAP); and (2) repeal the limitation on such funds as a one-time only obligation and expenditure. Bars use of the funds for certain state planning and administration purposes. Accelerates the termination of such appropriation and related allocations and conditions from September 30, 2007, to September 30, 2006.

Amends the federal criminal code to allow any person who was the victim of a sexual crime while a minor to sue in federal court for damages for resulting injury, regardless of whether the injury occurred while such person was a minor. (Current law allows a minor who is the victim of a sexual crime to sue.) Increases from $50,000 to $150,000 the minimum amount of damages such a victim shall be deemed to have sustained.
