Amends the Internal Revenue Code to classify qualified leasehold improvement property (defined as certain improvements made to an interior portion of nonresidential real property) as ten-year property for depreciation purposes under the Accelerated Cost Recovery System.

Teacher Tax Credit Act of 2003 - Amends the Internal Revenue Code to allow an eligible educator an annual $2,000 tax credit. Defines: (1) "eligible educator" as an individual who is a kindergarten through grade 12 teacher, instructor, counselor, principal, or aide in an eligible elementary or secondary school for at least 900 hours during a school year; and (2) "eligible elementary or secondary school" as a school that is eligible for schoolwide assistance under part A of title I of the Elementary and Secondary Education Act of 1965 (as amended by the No Child Left Behind Act of 2001).

Military Survivors Equity Act of 2003 - Repeals the social security offset applicable to certain annuities paid to surviving spouses under the Survivor Benefit Plan (SBP) for retired members of the armed forces, to the extent that such offset is due to integration with social security benefits when the surviving spouse reaches 62 years of age. Repeals the required reduction in such annuity when such person reaches age 62. Directs the Secretary of Defense to recompute the existing annuities of certain individuals under the SBP to reflect the changes made by this Act.

United States Forces Korea Quality of Life Act - Amends the Internal Revenue Code to exclude from gross income so much of combat zone compensation as does not exceed the maximum enlisted amount received for active service as a member of the armed forces serving in South Korea.

Medicare Outpatient Copayment Reduction Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA), with respect to the prospective payment system for hospital outpatient department (OPD) services, to provide for an extended period through 2010 of increased graduated reduction of the Medicare beneficiary copayment for a covered OPD service furnished under Medicare.

Servicemembers Health Protection Act of 2003 - Establishes in the Department of Health and Human Services the National Center for Military Deployment Health Research, headed by a Director, to: (1) conduct research on deployment-related health issues of members of the armed forces, veterans, and their families; and (2) serve as the national center for coordination of private and public research on those issues. Requires the Center to have an Advisory Committee on Military Deployment Health Research to advise the Secretary of Health and Human Services and the Center Director on all aspects of Center activities. Directs the Secretary of Veterans Affairs to establish and operate centers for research, education, and clinical activities related to post-deployment illnesses, designating such centers as National Centers for Military Post-Deployment Illness Research. Allows the designation of no more than 25 centers and requires geographical diversity of such centers. Requires the Under Secretary for Health of the Department of Veterans Affairs to establish a panel to assess the scientific and clinical merit of proposals submitted for center designation.

Help and Opportunities for Parents of Exceptional Children Act of 2003 - Amends the Internal Revenue Code to allow an annual tax credit of up to $3,000 (with adjustments for inflation) per year for the qualified elementary or secondary education expenses of a dependent child with a disability. Includes private, parochial, religious, or home schools among qualified educational institutions.

Abusive Tax Shelter Shutdown and Taxpayer Accountability Act of 2003 - Amends the Internal Revenue Code (Code) concerning tax shelters to, among other things: (1) define economic substance; (2) impose a penalty for the failure to include in a return information concerning a reportable transaction, a reportable transaction understatement (including imposing the penalty for certain understatements which were based on unreasonable legal or factual assumptions), a noneconomic substance transaction understatement, and interests in foreign financial accounts; (3) modify rules concerning the failure to furnish information regarding reportable transactions and the penalty for such failure, the failure to maintain lists of investors in potentially abusive tax shelters and the penalty for such failure, the authority to seek an injunction to enjoin promoters of abusive tax shelters; and (4) deny a deduction of interest on underpayments attributable to nondisclosed reportable transactions and noneconomic substance transactions. Amends other Code provisions to, among other things: (1) place a limit on the transfer or importation by a corporation of built-in losses; (2) provide for the partnership treatment of certain contributed property with a built-in loss; (3) repeal part V (Financial Asset Securitization Investment Trusts) of subchapter M (Regulated Investment Companies and Real Estate Investment Trusts); and (4) modify rules concerning the disallowance of a deduction on certain debt instruments of corporations, passive foreign investment companies, and the reduction in a corporate shareholder's basis in stock by the nontaxed portion of extraordinary dividends.

Homeowners' Insurance Availability Act of 2003 - Instructs the Secretary of the Treasury to implement a reinsurance coverage program available only through contracts for reinsurance coverage purchased at regional auctions. States that the purpose of the program is to improve: (1) the availability of homeowners' insurance for the purpose of facilitating the pooling, and spreading the risk, of catastrophic financial losses from disasters; and (2) the solvency of the homeowners' insurance markets. Prescribes implementation guidelines that include establishment: (1) in the Treasury of the Disaster Reinsurance Fund; and (2) of a National Commission on Catastrophe Risks and Insurance Loss Costs.

Animal Fighting Prohibition Enforcement Act - Amends the Animal Welfare Act to increase the imprisonment penalty for animal fighting violations from one year to two years. Makes it unlawful to sell, buy, transport, or deliver in interstate or foreign commerce a knife, gaff, or other sharp instrument used in a bird-fighting venture. Revises enforcement provisions. Permits euthanasia for an animal in extreme pain. Includes the Internet or any technology as interstate instrumentality.

Democracy Day Act of 2003 - Requires the Tuesday next after the first Monday in November in 2004 and in each even-number year thereafter (Election Day) to be treated in the same manner as November 11 (Veterans Day) for purposes of any laws relating to Federal employment. Urges private employers to give their employees that day off to enable them to vote. Directs the Comptroller General to conduct a study of the impact of such requirement on voter participation.

Collegiate Housing and Infrastructure Act of 2003 - Amends the Internal Revenue Code to permit organizations organized and operated exclusively for charitable or educational purposes and which make collegiate housing and infrastructure improvement grants to continue to be treated as tax-exempt organizations so long as all of the active members of the recipient organization are full-time students at the college or university with which the recipient organization is associated.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to Prime Minister Tony Blair of the United Kingdom in recognition of his outstanding and enduring contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to: (1) strike such gold medal (and authorizes the Secretary to strike and sell duplicate bronze medals); and (2) deposit sums received from the sale of the bronze medals into the U.S. Mint Public Enterprise Fund.

Reconstructive Surgery Act of 2003 - Amends the Public Health Service Act to require a group health plan and a health insurance issuer offering group health insurance coverage in connection with a plan providing surgical coverage to provide coverage for reconstructive surgery. Amends the Public Health Service Act to provide similar coverage for reconstructive surgery offered by a health insurance issuer in the individual market. Sets forth related provisions with respect to collective bargaining agreements.

Save America's Valuable Energy Resources Act of 2003 - Amends the Internal Revenue Code to establish credits for: (1) qualified energy efficient improvements to existing homes; and (2) the construction of qualified new energy efficient homes. Directs the Secretary of Education to study and report to Congress on the rate at which Native Americans (including Alaska Natives and Native Hawaiians) and students who reside in American Samoa, the Northern Mariana Islands, and Guam drop out of secondary schools in the United States. Requires recommendations for increasing the numbers of such students who graduate from secondary school. Directs the Secretary of Labor to report to Congress three years after enactment of this Act on the Federal programs funded during such period which were designed to decrease or otherwise address the rate at which students cease attending secondary schools in the United States before they have graduated.

Community Economic Development Expertise Enhancement Act of 2003 - Authorizes the Secretary of Housing and Urban Development to make grants to increase the capacity and expertise of qualifying community-based economic development organizations. Directs the Secretary to: (1) conduct an assessment of such organizations' capability needs; and (2) establish the Advisory Council on Community Economic Development. Directs the President to include with each annual budget request a report regarding Federal financial support for community economic development.

WISEWOMAN Expansion Act of 2003 - Amends the Public Health Service Act (PHSA) to permit the Secretary of Health and Human Services, through a competitive review process, to award grants to States to provide additional specified preventive health services, screenings, education, and referrals under PHSA provisions concerning preventive health measures with respect to breast and cervical cancers. Authorizes appropriations.

Mobilized Reserve Family Health Care Act of 2003 - Amends the Internal Revenue Code to allow a tax credit to cover the cost of insurance coverage under TRICARE for a member (and family) of the National Guard or a reserve component of a U.S. Armed Force who has been called or ordered to active duty for a period in excess of 30 days, or for an indefinite period, during such period of duty. Permits a deduction (for both itemizers and nonitemizers), applicable to such period of duty, for insurance costs in addition to the TRICARE costs.

Vietnam Veterans Memorial Visitor Center Act - Authorizes the Vietnam Veterans Memorial Fund, Inc. to design and construct a visitor center for the Vietnam Veterans Memorial. Directs the Commission on Fine Arts to approve a final design for the center within one year. Requires the center to be operated and maintained by the Secretary of the Interior subject to the Secretary entering into an operation and maintenance agreement with the Memorial Fund. Prohibits the use of any Federal funds for the planning, design, construction, operation, or maintenance of such center.

Women's Cancer Recovery Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act (PHSA) to require certain group health plans, and health insurance issuers providing coverage under a group plan, to ensure specified minimum coverage regarding: (1) the surgical treatment of breast cancer, including mastectomies, lumpectomies, and lymph node dissections; and (2) secondary consultations by specialists. Prohibits: (1) changing coverage terms and conditions based on a participant's or beneficiary's decision to request less than the minimum coverage; and (2) certain penalties or incentives for providers or specialists. Amends: (1) PHSA to apply similar requirements to health insurance issuers in the individual market; and (2) the Internal Revenue Code to apply those requirements to group health plans. Exempts from the requirements of this Act health insurance coverage in certain States. Provides for coordination of the administration of this Act among the Secretaries of Labor, the Treasury, and Health and Human Services.

Anti-Atrocity Alien Deportation Act of 2003 - Amends the Immigration and Nationality Act to provide for the inadmissibility and removability of aliens who have committed, ordered, assisted, incited, or otherwise participated in acts of torture (as defined in title 18, United States Code) or extrajudicial killings abroad (as defined in the Torture Victims Protection Act of 1991). Redefines "genocide" for such purposes to cover an alien who has ordered, incited, assisted, or otherwise participated in conduct outside the United States that would, if committed in the United States or by a U.S. national, be genocide (as defined in title 18, United States Code). Redefines "severe violations of religious freedom" with respect to the inadmissibility and removability of a foreign government official to cover an alien who, while serving as a foreign government official, was responsible for or directly carried out at any time severe violations of religious freedom (as defined in the International Religious Freedom Act of 1998). Eliminates the bar to the admission of such person's spouse or children. Prohibits the waiver of inadmissibility and temporary admission of such aliens. Prohibits an alien who has engaged in Nazi persecution, genocide, acts of torture, extrajudicial killings, or severe violations of religious freedom from establishing good moral character under such Act. Directs the Attorney General to: (1) establish within the Criminal Division of the Department of Justice an Office of Special Investigations to investigate and denaturalize an alien who has participated in Nazi persecution, genocide, torture, or extrajudicial killing abroad; and (2) consult with the Secretary of Homeland Security regarding actions to prosecute or extradite such aliens. States that in determining the proper legal action against such an alien, consideration shall be given to the availability of U.S. prosecution or removal to a foreign jurisdiction for prosecution.

Expresses the sense of Congress that: (1) those U.S. and allied Armed Forces that were killed, wounded, or missing in action or those who were taken captive in the war with Iraq are to be recognized for their ultimate sacrifice and commended for their courage; (2) the families of U.S. and allied service members currently deployed are deserving of the unequivocal support and appreciation of the Nation; and (3) all U.S. citizens should extend their deepest sympathy to the families of the members of the U.S. and allied forces killed in action.

Bankruptcy Judgeship Act of 2003 - Authorizes appointment of additional bankruptcy judgeships for designated States, including additional temporary bankruptcy judgeships for Puerto Rico, New York, Pennsylvania, Maryland, Mississippi, and Georgia. Extends certain existing temporary bankruptcy judgeships in Alabama and. Tennessee. Converts to a bankruptcy judgeship for the middle district of Georgia the bankruptcy judgeship presently shared by the southern district of Georgia and the middle district of Georgia. Converts to a permanent bankruptcy judgeship existing temporary bankruptcy judgeships for the districts of Delaware and Puerto Rico.

Colon Cancer Screen for Life Act of 2003 - Expresses the sense of the Congress with respect to the use of and reimbursement for colorectal cancer screening tests covered under the Medicare program under title XVIII of the Social Security Act (SSA). Amends SSA title XVIII to: (1) increase reimbursement for colorectal cancer screening and diagnostic tests; (2) cover an outpatient office visit or consultation for the purpose of beneficiary education before a colorectal cancer screening test consisting of a screening colonoscopy or in conjunction with the beneficiary's decision to obtain such a screening, regardless of whether such screening is medically indicated with respect to the beneficiary; and (3) waive the deductible for colorectal cancer screening tests.

Veterans' Housing Equity Act - Excludes certain veterans' compensation and pension amounts from consideration as adjusted income for purposes of determining rent paid by a family for a dwelling unit assisted under the United States Housing Act of 1937.

Higher Education Relief Opportunities for Students Act of 2003 - Authorizes the Secretary of Education to waive or modify any requirement or regulation applicable to the student financial assistance programs under title IV of the Higher Education Act of 1965 as deemed necessary with respect to an affected individual who: (1) is serving on active duty during a war or other military operation or national emergency; (2) is performing qualifying National Guard duty during a war, operation, or emergency; (3) resides or is employed in an area that is declared a disaster area by any Federal, State, or local official in connection with a national emergency; or (4) suffered direct economic hardship as a direct result of a war or other military operation or national emergency. Authorizes the Secretary to grant such a waiver to ensure that: (1) affected individuals who have received student financial assistance (affected recipients) are not placed in a worse position financially in relation to that financial assistance because of their status; (2) administrative requirements placed on affected recipients are minimized to ease the burden on them and avoid inadvertent, technical violations or defaults; (3) calculations of income or overpayment amounts required to be returned may be modified in light of the special circumstances; and (4) institutions of higher education, eligible lenders, guaranty agencies, and other participating entities that are located in declared disaster areas in connection with a national emergency, or whose operations are significantly affected by such a disaster, may be granted temporary relief from requirements that are rendered infeasible or unreasonable by the emergency, including due diligence requirements and reporting deadlines. Declares the sense of Congress that: (1) all institutions offering postsecondary education should provide a full refund (or credit) of tuition and related fees to students who are affected individuals for that portion of a period of instruction such student was unable to complete, or for which such individual did not receive academic credit, because he or she was called up for active duty or active service; and (2) if affected individuals withdraw from a course of study as a result of such active duty or active service, such institutions should make every effort to minimize deferral of enrollment or reapplication requirements and should provide the greatest flexibility possible with administrative deadlines related to those applications.

Family and Medical Leave Inclusion Act - Amends the Family and Medical Leave Act of 1993 to provide for employee leave to care for a domestic partner, parent-in-law, adult child, sibling, or grandparent if such person has a serious health condition. Amends Federal civil service law to apply the same leave allowance to Federal employees.

Tribal Government Tax-Exempt Bond Fairness Act of 2003 - Amends the Internal Revenue Code to permit the issuance of tax-exempt bonds by an Indian tribal government if: (1) at least 95 percent of the net proceeds are used to finance facilities on an Indian reservation; or (2) the obligation is part of an issue substantially all of whose proceeds are to be used in the exercise of an essential government function. Excludes an obligation used to finance a gaming facility. Amends the Securities Act of 1933 to exempt obligations issued by an Indian tribal government or subdivision from registration requirements.

Honors the victims of the Triangle Fire on the occasion of the 92nd anniversary of the fire that occurred at the Triangle Shirtwaist Company factory. Recognizes the historical significance of the Triangle Fire in the struggle for worker safety standards and protections. Commends all the government agencies, labor unions, and industry groups that attempted to aid the victims and played instrumental parts in facilitating lasting improvement in worker safety standards and protections. Acknowledges that work site fires and other hazards continue to be a problem and calls for the Government to take all appropriate measures to enforce safety regulations prompted by the Triangle Fire.

Intermodal Transportation Act of 2003 - Amends Federal transportation law to establish an intermodal transportation facilities program in which the Secretary of Transportation shall make grants on a competitive basis to public or private entities to finance projects for the construction, reconstruction, maintenance, repair, and renovation of facilities designed and operated to promote the intermodal transportation of passengers. Sets forth grant and project eligibility requirements. Sets the Federal share of project costs at no more than 90 percent. Directs the Secretary to carry out a program to promote essential intercity bus and commercial van service by private operators between non-urbanized and small urban areas and primary airports, including intermediate points. Amends the Transportation Equity Act for the 21st Century to set forth funding levels for grants to operators of over-the-road buses to increase accessibility for persons with disabilities under the rural transportation accessibility incentive program. Establishes a national public transportation information system to provide for all public and private providers of scheduled passenger transportation service over fixed routes information on service, fares, schedules, and availability of service accessible to persons with disabilities. Makes costs associated with the mass transportation, intercity bus, or intercity rail components of facility projects intended to enhance coordinating mass transportation with other transportation eligible for discretionary mass transportation grants and loans.

Prescription Drug Fairness for Seniors Act of 2003 - Requires each participating manufacturer of a covered outpatient drug to make it available for purchase by each pharmacy: (1) in an amount equal to the aggregate amount sold or distributed by the pharmacy to Medicare beneficiaries; and (2) at a price no greater than the manufacturer's average foreign price. Sets forth special provisions with respect to hospice programs.

Living Organ Donor Job Security Act of 2003 - Amends the Family and Medical Leave Act of 1993 to allow leave for living organ donation. Includes among authorized leave time spent for: (1) tests for medical suitability of the eligible employee; (2) physical, psychological, and social evaluations of the donor; (3) pre-transplant outpatient services; (4) post-operative inpatient and outpatient transplantation services; (5) travel in connection with such tests, evaluations, and services; and (6) recuperation.

Medicare Safety Net Access Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) provide for coverage of Medicare-covered ambulatory services by Federally qualified health centers (FQHCs); and (2) ensure FQHC reimbursement under hospital and skilled nursing facility prospective payment systems. Amends SSA title XI with respect to criminal penalties for acts involving Federal health care programs, particularly illegal remunerations (kickbacks). Exempts from the prohibition against such remunerations any remuneration: (1) between a certain kind of public or nonprofit private health center entity and any individual or entity providing goods, items, services, donations, loans, or a combination, to such health center entity pursuant to an agreement, if such agreement contributes to the ability of the health center entity to maintain or increase the availability, or enhance the quality, of services provided to a medically underserved population served by the health center entity; and (2) between a FQHC (or an entity controlled by such a health center) and a Medicare+Choice organization pursuant to a specified written agreement. Directs the Secretary of Health and Human Services to establish standards relating to the exception for health center entity arrangements to specified anti-kickback penalties. Amends SSA title XVIII to revise the payment for certain FQHC services furnished to an individual enrolled with a Medicare+Choice organization under Medicare part C (Medicare+Choice), allowing for supplemental reimbursement, among other changes. Amends Medicare+Choice to add additional Medicare+Choice contract requirements.

Building Better Health Centers Act of 2003 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to provide loan guarantees or make grants to eligible health centers for expansion, new construction, or equipment purchase or lease. Makes certain unexpended funds appropriated for FY's 1997 and 1998 under the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Acts of 1997 and 1998, which were made available for loan guarantees for loans made by non-Federal lenders for building costs associated with medical facilities owned and operated by health centers, available for loan guarantees under this Act.

Employee Benefits Protection Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to prohibit employers from disqualifying employees from benefits under their pension and welfare plans by misclassifying or reclassifying employee status.
