Selected Reserve Educational Assistance Improvement Act - Increases, for months occurring during FY 2004 and thereafter, the rates of basic educational assistance for members of the Selected Reserve. Prohibits any rate increase during FY 2004 and 2005 based on adjustments to the Consumer Price Index. Directs the Secretary of Defense, with respect to fiscal years beginning on or after October 1, 2004, to increase such rates by an amount equal to the percentage increase in educational costs at institutions of higher learning.

Armed Forces Tax Fairness and Justice Act of 2003 - Includes Israel in the geographic area encompassed by the applicability of benefits afforded as a result of the January, 2003 Operational Deployment Order issued by the President with respect to U.S. personnel participating in Operation Enduring Freedom.

Vocational and Technical Entrepreneurship Development Act of 2003 - Amends the Small Business Act to direct the Administrator of the Small Business Administration to establish a program under which the Administrator shall make grants to, or may enter into cooperative agreements with, State small business development centers to provide, on a statewide basis, technical assistance to secondary schools, or to post-secondary vocational or technical schools, for the development and implementation of curricula designed to promote vocational and technical entrepreneurship. Provides for the minimum amount of a grant to not be less than $200,000. Directs the association of small business development centers to act as an information clearinghouse regarding vocational and technical entrepreneurship education programs.

Former Prisoners of War Equitable Dental Benefits Act - Amends Federal veterans' benefits provisions with respect to former prisoners of war to repeal the 90-day minimum period of internment required for eligibility for dental care furnished through the Department of Veterans Affairs.

Secure and Fast Entry at the Border Act of 2003 or the SAFE Border Act of 2003 - Amends the Immigration and Nationality Act to authorize The Port Passenger Accelerated Service System (PortPASS) as a permanent land border inspection program. Directs the Secure Electronic Network for Travelers' Rapid Inspection (SENTRI) Pilot Program of the Immigration and Naturalization Service to issue permits for non-commercial vehicle border crossers that shall be valid for not less than two years. Expresses the sense of the Congress that: (1) the Department of Homeland Security must ensure the permanence of PortPASS programs in the transition from the Department of Justice to the Department of Homeland Security; (2) all land PortPASS programs should utilize interoperable technology to offer program enrollees increased commuter access; and (3) the Secretary of Homeland Security should increase SENTRI staffing, and create a pre-inspection low-risk traveler commuter lane for pedestrian land border crossers.

Child Healthcare Crisis Relief Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration, to establish programs of educational loan forgiveness and scholarships to encourage qualified individuals to provide mental health services to children and adolescents. Sets forth qualifications, including education and licensing requirements. Limits the program to U.S. citizens or permanent legal residents. Grants priority according to financial need, methodology, and willingness to work with high priority populations in the public sector. Treats such grants as equivalent to those of the National Health Service Corps Programs. Authorizes additional grants for clinical and graduate and paraprofessional training to accredited schools and State-licensed mental health organizations, respectively. Gives priority to applicants with the demonstrated ability to collect data on the numbers trained, certain methodology, and programs to increase the numbers of professionals and paraprofessionals serving high priority populations. Requires training to prioritize cultural competency. Amends the Social Security Act to increase the number of child and adolescent psychiatry residents permitted to be paid under the Medicare Graduate Medical Education Program. Extends the Medicare Board eligibility period for residents and fellows in child and adolescent psychiatry. Directs the Administrator to study and report to Congress on the distribution and need of child mental health service professionals.

Aviation Industry Stabilization Act of 2003 - Amends Federal transportation law to change from discretionary to mandatory the authority of the Secretary of Transportation to provide insurance and reinsurance against loss or damage arising out of any risk from the operation of an American aircraft or foreign-flag aircraft. Grants the Secretary authority to extend through calendar year 2007 the termination date of any insurance policy issued to an air carrier. Makes permanent the Secretary's authority to declare an air carrier a victim of terrorism not liable for third party claims arising out of acts of terrorism. Extends the period for an air carrier to apply for a loan guarantee or line of credit to pay for its aviation fuel costs or increases in aviation fuel costs under the Air Transportation Safety and System Stabilization Act. Requires the Under Secretary for Border and Transportation Security, after all cockpit doors are strengthened, to consider and report to Congress on whether it is necessary to require Federal air marshals to be seated in the first class cabin of an aircraft with strengthened cockpit doors. Requires the Under Secretary to: (1) undertake action necessary to improve the screening of mail so that it can be carried on passenger flights; and (2) reimburse air carriers for certain screening and related activities as well as the cost of fortifying cockpit doors, and for any financial losses attributed to the loss of air traffic resulting from the use of force against Iraq in calendar year 2003. Requires that an airlift services contract entered into by the Secretary of Defense and an air carrier provide for the air carrier to be compensated for the positioning, repositioning, and other ferry portions of missions performed under the contract. Requires the Secretary of Energy, if the use of force against Iraq is authorized in calendar year 2003, to drawdown and distribute petroleum from the Strategic Petroleum Reserve to the extent necessary to remedy a dislocation in the jet fuel market or an extraordinary increase in the price of jet fuel. Establishes an air cargo security working group composed of various groups to develop recommendations on the enhancement of the current known shipper program. Directs the Comptroller General to analyze factors contributing to the financial difficulties of air carriers to determine possible approaches to alleviate such difficulties.

International School Curriculum Monitoring Act - Amends the Foreign Assistance Act of 1961 with respect to the Department of State's annual Country Reports on Human Rights Practices regarding foreign countries that receive development assistance and security assistance information. Requires the Secretary of State to describe in such reports the nature and extent of the promotion of violence and hatred in the curriculum (including textbooks and any other related materials) of schools in such foreign countries, including the promotion of anti-Americanism, anti-Semitism, and racism.

Equity for Reservists Pay Act of 2003 - Entitles a Federal employee who is also a member of the reserves and who is absent from his or her civilian employment position under a call or order for active duty service of more than 30 days, to receive an amount equal to the difference in pay between the military compensation received and the civilian compensation that otherwise would have been received during such period. Makes such amounts also payable during: (1) any period of hospitalization or convalescence required as a result of such service; and (2) the 14-day period following such service. Directs the Secretary of the military department concerned to reimburse a State or local government for 50 percent of the civilian compensation paid by such government for pay periods when a State or local government employee is performing active duty service of more than 30 days. Increases such rate to 100 percent if the employee's active duty service period extends beyond nine months. Requires such reimbursement during periods of hospitalization or convalescence and for 14 days after service. Amends the Internal Revenue Code to provide that, for purposes of the general business credit, the Active-Duty Reserve Component employee credit is 50 percent of the compensation paid by the employer to the employee during the period of active duty.

Wellstone Memorial Stop Corporate Expatriates Act - Amends the Homeland Security Act of 2002 to apply a prohibition on contracting by the Secretary of Homeland Security with foreign incorporated entities which are treated as inverted domestic corporations to any subsidiaries of such entities. Deletes a provision that would allow the waiver of such prohibition in order to prevent the loss of any jobs in the United States or to prevent the Government from incurring any additional costs that otherwise would not occur (thus allowing such waiver only in the interest of national security).

Recreational Marine Employment Act of 2003 - Amends the Longshore and Harbor Workers' Compensation Act with respect to employer liability for death and disability compensation payable to longshore, harbor workers, and other specified marine employees not otherwise covered by State workers compensation laws. Excludes from the definition of employee any individuals employed by or at, or engaged in the construction or maintenance of, a recreational marine facility or structure. Expands the range of individuals whose work is concerned with recreational vessels who do not qualify as employees, including people who principally buy and sell, or test, such vessels. Makes such exclusions contingent on the employer's being in compliance with a State workers' compensation law. (Currently they are contingent on workers' being covered under such a law). Modifies requirements for third part actions against vessels for negligence to apply them only to injuries to maritime workers who do not qualify as seamen under specified Federal law. (Currently they apply to injuries to all persons covered under the Act).

Medicaid Safety Net Improvement Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act to increase the allowed Federal Medicaid disproportionate share hospital (DSH) allotment in "extremely low-DSH" States from one percent to three percent of the State's Medicaid program costs.

Medicare Mental Health Modernization Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for: (1) elimination of the lifetime limit on inpatient mental health services; (2) parity in treatment for outpatient mental health services; (3) coverage of intensive residential services under Medicare part A (Hospital Insurance) and of intensive outpatient services under Medicare part B (Supplementary Medical Insurance); (4) exclusion of clinical social worker services from coverage under the Medicare skilled nursing facility prospective payment system; and (5) coverage of marriage and family therapist services and mental health counselor services under Medicare.

Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to limit the late enrollment penalty to a ten percent increase in the monthly part B premium due over a period equal to twice the number of years that the part B beneficiary could have been but was not enrolled under Medicare part B.

Reservist and National Guard Opportunities and Protection of Education Act - Amends the Higher Education Act of 1965 to declare that: (1) whenever a student who is a member of the National Guard or other reserve component of the Armed Forces of the United States, or a member of such Armed Forces in a retired status, is called or ordered to active duty, the institution of higher education in which the student is enrolled shall grant the student a military leave of absence from the institution while the student is serving on active duty, and for one year after the conclusion of such service; (2) as a consequence of military leave, upon return, such student is entitled to restoration to his or her previous educational status with regard to academic credits earned, scholarships or grants awarded, or tuition and other fees paid; and (3) the institution is obligated to refund tuition or fees paid prior to the commencement of active duty.

Emergency Retiree Health Benefits Protection Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide emergency protections for retiree health benefits. Prohibits group health plans from making post-retirement reductions of retiree health benefits. Requires group health plans to adopt provisions barring post-retirement reductions in retiree health benefits. Requires group health plans to restore benefits reduced after retirement. Authorizes the Secretary of Labor to waive or vary such requirements, if a plan sponsor applies for such exemption, upon finding that compliance would: (1) be adverse to the interests of plan participants in the aggregate; (2) not be administratively feasible; and (3) cause substantial business hardship to the sponsor. Establishes the Emergency Retiree Health Loan Guarantee Program and its Board. Authorizes the Program, through its Board, to guarantee loans provided by private banking and investment institutions to eligible plan sponsors to assist them in meeting obligations under this Act to restore benefits reduced after retirement. Authorizes the Secretary to assess civil penalties for violations of this Act.

Rural Fire Department Equipment Priority Act of 2003 - Directs the Secretary of Defense to enter into an agreement with the Secretary of Agriculture to utilize the Federal Excess Personal Property program of the Forest Service to facilitate the reutilization of Department of Defense personal property by firefighting agencies in rural areas. Requires the priority given to such transfers by the Department of Defense to be at least equal to that given for transferring such property to military departments and defense agencies.

Veterans Prescription Drug Benefits Act of 2003 - Directs the Secretary of Veterans Affairs to establish a prescription drug benefit program under which drugs and medicines are furnished to eligible veterans on prescription of a duly licensed physician or other authorized health care professional who is not an employee of the Department of Veterans Affairs, subject to the payment of any required premium and copayment. Makes eligible for the program Priority 1 veterans (those with service-connected disabilities rated 50 percent or more) and Medicare-eligible veterans. Requires the Secretary of Health and Human Services to reimburse the Secretary for the costs of drugs and medicine furnished to the Medicare-eligible veterans under the program. Requires the Secretary to: (1) develop and maintain a database of veterans who enrolled in and applied for the program; and (2) implement a computerized patient profile system for program participants.

College Affordability and Lifetime Savings Act - Amends the Internal Revenue Code to: (1) convert the current deduction for interest on education loans to a credit equal to 50 percent of the interest paid during the taxable year on any qualified education loan; and (2) exclude from gross income amounts which would be included under specified loan forgiveness programs for teachers and other public servants.

Recruiting, Retention, and Reservist Promotion Act - Includes hazardous duty pay and diving duty special pay received for at least 60 months as qualifying pay in the computation of military retired pay. Directs the Comptroller General to study the possibility of tax credits or small business loan incentives for businesses that employ National Guard and reserve personnel. Directs the Secretary of Defense to report to Congress on an assessment of the feasibility and desirability of expanding the Junior Reserve Officers' Training Corps program of each of the military departments, the Civil Air Patrol, the Naval Sea Cadet Corps, and the Young Marines of the Marine Corps League.

College Opportunity for a Better America Act of 2003 - Amends the Higher Education Act of 1965 to provide student loan forgiveness for borrowers who are employed full-time in qualified public service positions. Requires the Secretary of Education, depending on the duration of such public service employment, to assume certain portions of such borrowers' obligations to repay specified types of Federal student loans. Makes eligible for such program: (1) highly qualified teachers in low-income communities and of mathematics, science, and bilingual and special education; (2) early childhood educators; (3) nurses; (4) child welfare workers; (5) nutrition professionals; (6) infant and toddler specialists; and (6) other highly-qualified workers who serve low-income or needy communities and who are in public service professions that suffer from a critical lack of qualified personnel. Revises provisions for income-related repayment. Changes those for guaranteed student loan from income-sensitive to income-contingent, thus making them consistent with those for direct student loan provisions. Releases qualified public service employees from income-contingent repayment obligations after a maximum of 15 years. (Other borrowers must repay over a maximum 25-year period.)

Community Streetcar Development and Revitalization Act - Establishes a five-year pilot grant program to provide Federal assistance to States and local governmental authorities for the capital and startup costs of development and expansion of streetcar transportation, including: (1) streetscaping; (2) signalization modifications, and other modifications to the road system or other public rights-of-way on which the project is to be carried out; and (3) acquisition of streetcars and project construction, design, and engineering. Sets forth program requirements, including a maximum Federal funding limit for any project for each fiscal year.

Medicare Ambulance Payment Reform Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act with respect to payment for ambulance services to revise requirements for the establishment of a fee schedule. Directs the Secretary of Health and Human Services to establish a system for the coding of claims for ambulance services, including a code set specifying the medical condition of the individual transported by an ambulance and the appropriate level of transportation service.

Department of Veterans Affairs Claims Backlog Reduction Act of 2003 - Directs the Secretary of Veterans Affairs to: (1) identify the current backlog of veterans' claims for benefits through the Department of Veterans Affairs and to categorize those claims; and (2) identify claims that need further development and refer them to a geographically appropriate County Veterans Service Office. Allows veterans' claims to be submitted to County Veterans Service Officers (in lieu of the Department) and authorizes the Officers to fully develop such claims. Requires appropriate information sharing between the Department's Benefits Delivery Network and the Offices. Requires funding provided by this Act to be allocated to States based on their respective populations of veterans and allocates such funds to the appropriate Office. Prohibits Federal funding from exceeding 50 percent of the costs of Office operations. Allows funding to be used to establish Officer programs in States that do not have one.

Family Farm and Ranch Innovation Act of 2003 - Authorizes the Administrator of the Small Business Administration to guarantee small business loans to qualifying farming or ranching concerns in order to implement an Agricultural Innovation Plan. Directs the Secretary of Agriculture, through the Natural Resources Conservation Service, to assist a qualifying small business farming or ranching concern to develop a Plan which shall seek to increase farm or ranch income and protect environmental quality.

United States Toxic Mold Safety and Protection Act of 2003 or the Melina Bill - Directs: (1) the Centers for Disease Control, the Environmental Protection Agency (EPA), and the National Institutes of Health (NIH) to jointly study the health effects of indoor mold growth and toxic mold; (2) EPA to promulgate standards for preventing, detecting, and remediating indoor mold growth; and (3) EPA, NIH, and the Department of Housing and Urban Development (HUD) to sponsor related public education programs. Directs: (1) rental property lessors to conduct annual indoor mold inspections and notify the occupants of such results; and (2) the Secretary of HUD and the Administrator of EPA to promulgate mold hazard disclosure regulations with respect to housing offered for sale or lease. Directs the Secretary to: (1) establish, with respect to indoor mold in public housing, inspection requirements for existing housing and construction standards for new housing; and (2) establish model construction standards and techniques for mold prevention in new buildings. Establishes an indoor/toxic mold inspection requirement with respect to federally made or insured mortgages. Amends the National Cooperative Research and Production Act of 1993 to provide for industry standards development with respect to building products that are designed to retard mold development. Directs the Administrator of EPA to make grants to States and local governments for mold growth remediation efforts in buildings owned or leased by such governments, including schools and multifamily dwellings. Amends the Internal Revenue Code to allow an annual tax credit for 60 percent of non-reimbursed mold inspection and remediation expenses ($50,000 annual maximum) paid or incurred by a taxpayer. Requires the Director of the Federal Emergency Management Agency to: (1) establish and carry out a toxic mold insurance program, with priority for one-to-four-family residential properties; and (2) establish in the Treasury a National Toxic Mold Hazard Insurance Fund. Authorizes the Director to assist qualifying insurers to form a federally-assisted toxic mold hazard insurance pool. Provides for Federal operation of such program under specified circumstances. Authorizes State waiver of income, resource, and other Medicaid requirements for an individual whose health has been adversely affected by toxic mold exposure, and who lacks adequate medical insurance coverage.

Domestic Violence Screening, Treatment, and Prevention Act of 2003 - Amends the Public Health Service Act (PHSA) to require the Secretary of Health and Human Services to: (1) establish, under specified conditions, family violence research and education centers to conduct research and disseminate information concerning family violence; and (2) establish an advisory board to recommend the research agenda for such centers. Authorizes the Secretary to make grants to and enter into contracts with public and nonprofit private entities capable of conducting such research. Requires the Secretary to award grants to entities that currently work in the field of family violence and health care to enable them to develop, implement, evaluate, and disseminate family violence education and training curricula, programs, and strategies. Requires the Secretary, acting through the Assistant Secretary for the Administration for Children and Families, to award grants for up to four years to State and local governmental and nonprofit entities that currently work in the field of family violence and health care to be used to develop strategies to improve the response of State and local health care systems to domestic violence and to promote education and awareness. Amends title XIX (Medicaid) of the Social Security Act (SSA) to declare that State health benefits provided may cover domestic violence identification and treatment services. Amends Federal civil service law to require the Office of Personnel Management to require all contracted carriers of health coverage for Federal employees to include coverage for domestic violence identification and treatment services. Amends SSA title V (Maternal and Child Health Services) to require: (1) the Secretary, with respect to maternal and child health services block grant funds, to provide preference to State applicants who include training of providers in how to identify and treat the effects of family violence; and (2) States to set aside a reasonable portion of such funds to provide for domestic violence identification and treatment. Requires the Secretary to allot funds to States to provide for a separate program for domestic violence identification and treatment. Amends the PHSA to authorize the Secretary to award grants to federally-qualified health centers to improve the identification and treatment of domestic violence.

Amends the Public Utility Regulatory Policies Act of 1978 to prescribe guidelines for a Federal Renewable Portfolio Standard under which retail electric suppliers submit renewable energy credits to the Secretary. Directs the Secretary to: (1) encourage federally-owned utilities, municipally-owned utilities, and rural electric cooperatives that sell electric energy to electric consumers for purposes other than resale to participate in the renewable portfolio standard program; and (2) establish, not later than December 31, 2005, a State renewable energy account program.

Code Adam Act - Requires each Federal building that is open to the public to have in place procedures for locating a child who is missing in that building. Requires the head of each executive agency, the Director of the Administrative Office of the United States Courts, the House Office Building Commission, and the Committee on Rules and Administration of the Senate to direct employees to assist any parent, guardian, or teacher whose child is missing in a Federal building by instituting and enforcing procedures that include: (1) obtaining a detailed description of the child and activating a "Code Adam" alert; (2) escorting the parent, teacher, or guardian to the door to help identify the child; (3) monitoring building exits; (4) requiring all persons with children to exit through a designated entrance; (5) searching the building and contacting local law enforcement if the child isn't found; (6) calling 911 and notifying the National Center for Missing and Exploited Children; and (7) preparing a report of the incident.

No Taxation Without Representation Act of 2003 - Provides for full voting representation in Congress for the residents of the District of Columbia, including two Senators and as many Representatives as a similarly populous State would be entitled to under the law. Treats the District of Columbia as a State. Prescribes a procedure for the first elections under this Act. Entitles the District to one Representative until the taking effect of the next reapportionment.

Amends the Immigration and Nationality Act respecting naturalization through service in the armed forces to: (1) reduce the required service from three years to two years; and (2) prohibit the imposition of a naturalization fee. Provides for overseas naturalization proceedings for members of the armed forces.

Prescription Drug Benefit Equity Act of 2003 - Amends the Public Health Service Act (regarding group health plans, health insurance issuers offering group insurance, and health insurance offered in the individual market), the Employee Retirement Income Security Act of 1974 (ERISA) (regarding group health plans and health insurance issuers offering group insurance), the Internal Revenue Code (regarding group health plans), title XVIII (Medicare) of the Social Security Act (SSA) (regarding Medicare+Choice plans, health maintenance organizations (HMOs), competitive medical plans, Medicare supplemental health insurance policies (Medigap), and Medicare select policies), SSA title XIX (Medicaid) (regarding State plans), and provisions of the U.S. Code relating to the Federal Employees Health Benefits Plan (regarding contracting with carriers offering health benefits plans) to require that, if mail-order prescription drug coverage is provided, non-mail-order prescription drug coverage must also be provided.

Child Care Public-Private Partnership Act of 2003 - Directs the Secretary of Health and Human Services to establish a business-incentive grant program to provide child care through public-private partnerships. Provides program grants to cover not more than one-third of the costs for: (1) businesses or consortia (two or more businesses acting jointly, which may also include a nonprofit private organization) to start up, or provide additional, employee child care services; and (2) nonprofit business organizations to provide technical information and assistance to enable businesses to provide employee child care services. Sets forth eligibility and application requirements, including: (1) provision of such services equitably and affordably to low- and moderate-income employees; and (2) compliance with State and local licensing requirements. Gives priority in grant selection to business and consortia applicants, especially businesses with fewer than 100 full-time employees. Requires equitable geographic distribution. Authorizes appropriations.

Air Traffic Controller Retirement Reform Act of 2003 - Amends Federal provisions concerning the Civil Service Retirement System and the Federal Employees' Retirement System to include under the definition of "air traffic controller" or "controller" a civilian employee of the Department of Transportation or Defense holding a supervisory, managerial, executive, technical, semiprofessional, or professional position for which experience as a controller is a prerequisite (thereby continuing to treat such service as controller service for Federal retirement benefits purposes).

Abolishment of Obsolete Agencies and Federal Sunset Act of 2003 - Establishes the Federal Agency Sunset Commission to: (1) submit to Congress a schedule for review by the Commission, at least once every 12 years, of the abolishment or reorganization of each agency; (2) review and evaluate the efficiency and public need for each agency using specified criteria; (3) recommend whether each agency should be abolished or reorganized; and (4) report to Congress on all legislation introduced that would establish a new agency or a new program to be carried out by an existing agency. Requires the abolishment of any agency within one year of the Commission's review, unless the agency is reauthorized by Congress. Authorizes the deadline for abolishing an agency to be extended for an additional two years by legislation enacted by a super majority of the House of Representatives and the Senate. Directs the Comptroller General and the Director of the Congressional Budget Office, in cooperation with the Director of the Congressional Research Service, to prepare an inventory of Federal programs within each agency for the purpose of advising and assisting Congress and the Commission in carrying out the requirements of this Act.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees. Sets an implementation deadline of the first open enrollment period beginning not less than 90 days following enactment.
