USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Creating Accountability Measures Protecting University Students Historically Abused, Threatened, and Exposed to Crimes Act or the CAMPUS HATE Crimes Act This bill amends the Higher Education Act of 1965 to establish measures to hold institutions of higher education accountable for hate crimes that occur on their campuses.

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement in the Patient Protection and Affordable Care Act to cover contraceptive services without cost-sharing.

Keep Americans Safe Act This bill amends the federal criminal code to make it a crime to knowingly transfer, possess, import, or bring into the United States a large capacity ammunition feeding device (LCAFD). It permits the continued possession of a grandfathered LCAFD. Additionally, the bill does not prohibit, with respect to an LCAFD: manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; transfer or possession related to securing nuclear materials; and possession by a retired law enforcement officer. A violator is subject to criminal penalties—a fine, a prison term of up to 10 years, or both. Newly manufactured LCAFDs must display serial number identification that clearly shows the device was manufactured after this bill's enactment.

Title IX Protection Act This bill amends the Department of Education Organization Act to require recipients of federal financial assistance to comply with specified procedural requirements when responding to sexual harassment and sexual violence to prevent and effectively respond to sexual discrimination as required by title IX of the Education Amendments of 1972.

This bill amends the Export-Import Bank Act of 1945 to revise the quorum requirement for the Board of Directors of the Export-Import Bank of the United States to require the lesser of three members or the number of members holding office on the board (currently, at least three members) for there to be a quorum.

Automatic Gunfire Prevention Act This bill amends the federal criminal code to make it a crime to import, sell, manufacture, transfer, or possess a trigger crank, a bump-fire device, or any part, combination of parts, component, device, attachment, or accessory that is designed or functions to accelerate the rate of fire of a semiautomatic rifle but not convert the semiautomatic rifle into a machine gun. The bill does not prohibit, with respect to such firearm accessories, the importation or manufacture for, sale or transfer to, or possession by a federal, state, or local government. A violator is subject to criminal penalties—a fine, a prison term of up to 10 years, or both.

Local Food And Regional Market Supply Act or the Local FARMS Act This bill consolidates, modifies, and authorizes several Department of Agriculture (USDA) programs to expand regional or local food markets and implement food safety practices. The bill authorizes and provides mandatory funding for a new Agricultural Market Development Program that is administered by the Agricultural Marketing Service (AMS) and consolidates: the Farmers' Market and Local Food Promotion Program, Value-Added Producer Grants, regional food chain coordination, and public-private partnerships to plan and develop regional food systems. The bill modifies the Food Safety Outreach Program to move the program to the AMS, provide mandatory funding, and expand the project priorities. The bill also: establishes a national food safety cost-share program; reauthorizes the National Organic Certification Cost-Share Program; authorizes rural development grants and loans to be used for meat, dairy, and poultry processing infrastructure; allows institutions participating in the school food programs to use locally grown, locally raised, or locally caught as a product specification; authorizes grants for produce prescription programs for low-income individuals and households; and reauthorizes the Senior Farmers Market Nutrition Program and expands eligibility to include low-income veterans. The bill modifies the Food and Agriculture Service Learning Program to: (1) require the majority of funds to be reserved for national or regional programs involving multiple states, and (2) expand the purposes of the program to include food waste reduction.

American Miners Pension Act of 2017 This bill amends the Surface Mining Control and Reclamation Act of 1977 (SMCRA) to transfer certain funds and provide loans to the 1974 United Mine Workers of America (UMWA) Pension Plan in order to provide pension benefits for retired coal miners. The bill requires the Department of the Treasury to transfer additional funds from the Abandoned Mine Reclamation Fund and the General Fund of the Treasury to the 1974 UMWA Pension Plan to pay pension benefits required under that plan if the amounts available for transfer under SMCRA's $490 million annual limit exceed the amounts required to be transferred for other purposes (including to the UMWA Health Plans). The bill prohibits the plan from making certain changes to benefits during any year in which a transfer is received. Treasury must make annual loans to the plan equal to the amount certified by the trustees of the plan as necessary to prevent insolvency. The loans may not exceed $600 million per year. The trustees must annually certify that the plan is projected to be solvent and is able to repay the loans under terms specified in the bill. The bill also establishes additional reporting requirements for the plan.

Common Sense Opportunities Act This bill amends the Higher Education Act of 1965 to require the Department of Education (ED) to inform each entity operating programs under the federal TRIO programs (programs designed to identify and provide services for students from disadvantaged backgrounds) of the status of their application for continued funding at least four months (currently eight) prior to the expiration of the funding. The bill establishes a process for applicants to resubmit an application for a grant or contract for higher education resources or student assistance when the application contains a technical error. The bill prohibits ED from rejecting an application solely because it contains a technical error, unless ED notifies the applicant of the error and the applicant does not correct it by the resubmission deadline. ED must submit an annual report that: (1) identifies each entity that received a grant or contract for higher education resources or student assistance and indicates the amount of the grant or contract; and (2) identifies each entity that applied for, but did not receive, such grant or contract and indicates the reason for the rejection of the application. ED must set forth the information separately for each state and local educational agency in the report.

Equal Employment for All Act of 2017 This bill amends the Fair Credit Reporting Act to prohibit a consumer reporting agency from furnishing an employer with a consumer credit report containing information on the consumer's creditworthiness, credit standing, or credit capacity if the employer intends to use that information for any decision made for employment purposes. An employer may use such a report in either an employment decision or before taking an adverse employment action with the consumer's authorization under certain circumstances. Specifically, a report may be used if the consumer applies for or holds employment that requires eligibility for access to classified information or such use is otherwise required by law. An employer who has sought such a report may neither deny employment to nor make any other employment decision about a consumer because the consumer has not authorized the employer's procurement of the report.

Grow American Incomes Now Act of 2017 or the GAIN Act This bill amends the Internal Revenue Code, with respect to the earned income tax credit (EITC), to: (1) increase specified credit and phaseout percentages, (2) increase the earned income amounts and the phaseout amounts, (3) decrease from 25 to 21 the minimum eligibility age for individuals without qualifying children, and (4) allow employees to elect to receive advance payments of the EITC from employers when wages are paid.

SNAP Standard Medical Expense Deduction Act of 2017 This bill amends the Food and Nutrition Act of 2008 to allow households containing an elderly or disabled member to use a standard medical expense deduction for calculating income to apply for Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) benefits. If the amount of actual costs of allowable medical expenses incurred by the elderly or disabled member for a month, exclusive of special diets, is equal to or greater than $35, the standard medical deduction for each month is: (1) $140 for FY2018, and (2) the preceding year's amount with a specified adjustment for inflation for FY2019 and each subsequent year. If the monthly costs are greater than the sum of the standard medical deduction and $35, the household may deduct the actual costs. The Department of Agriculture (USDA) may approve a standard medical deduction that is higher than the amount required by this bill. USDA must submit specified studies and reports to Congress regarding: (1) state performance in enrolling disabled and elderly individuals in SNAP and specified Medicare programs, (2) disability and food insecurity, and (3) the effectiveness of the standard medical deduction.

Combat Sexual Harassment in Housing Act This bill amends the Fair Housing Act to specify that the following unwelcome conduct in or around a dwelling shall be considered sufficiently severe or pervasive as to constitute a discriminatory housing practice: (1) unwelcome touching of a sexual nature or groping; or (2) any other unwelcome conduct of a sexual nature that is intended to be coercive, threatening, or intimidating.

America's College Promise Act of 2017 This bill requires the Department of Education (ED) to award grants to states and Indian tribes to waive tuition and fees at community colleges. To receive a grant, states and Indian tribes must agree to waive tuition and fees at all their community colleges and for all eligible students. An eligible student is a student who: (1) qualifies for resident tuition, (2) enrolls in the college and attends at least half-time, (3) maintains satisfactory academic progress, and (4) enrolls in an academic program with credits that are fully transferable to any public institution of higher education in the state or enrolls in a training program that leads to credentials in an in-demand industry. The bill appropriates $1.5 billion in FY2018, an increasing annual amount through FY2026, and $15.7 billion for FY2027 and each succeeding fiscal year for grants under this community college program. This bill also requires ED to award grants to four-year historically black colleges and universities (HBCUs) and other minority-serving institutions (MSIs) to waive or reduce tuition and fees for up to 60 credits for low-income students. HBCUs and MSIs that participate must: (1) enroll a student body that contains at least 35% low-income students; (2) maintain or adopt reforms and practices to improve completion rates and student outcomes; (3) set performance goals; and (4) execute an articulation agreement with community colleges, if accepting transfer students. It appropriates $61 million for FY2018, an increasing annual amount through FY2026, and $1.6 billion for FY2027 and each succeeding fiscal year for grants under this HBCU/MSI program.

Farm to School Act of 201 7 This bill amends the Richard B. Russell National School Lunch Act to reauthorize the Department of Agriculture's (USDA's) Farm to School Program through FY2022 and modify the program. The program currently provides grants and technical assistance to schools, state and local agencies, Indian tribal organizations, agricultural producers, and nonprofit entities to improve access to local foods in schools. The bill makes schools participating in the Summer Food Service Program for children, the early care and afterschool portions of the Child and Adult Care Food Program, and the School Breakfast Program eligible to participate in the program. It also permits USDA to provide land-grant colleges and universities with grants, research, and technical assistance under the program. The purposes for grants awarded under the program are expanded to include agricultural literacy and nutrition education. The bill requires USDA to provide technical assistance, research, and information to increase awareness of and participation in farm to school programs among agricultural producers. In awarding grants, USDA must seek to improve local food procurement and distribution options for agricultural producers and eligible schools. USDA is permitted to fund projects that include innovative approaches to aggregation, processing, transportation, and distribution. The bill establishes new limitations on the amount and duration of grants. The bill also establishes reporting requirements and limits funds that may be used for administrative costs.

Urges President Trump to fire all White House advisors who have urged him to cater to the White supremacist movement.

Special Counsel Independence Protection Act This bill sets forth requirements and limitations with respect to the removal from office of a special counsel appointed by the Attorney General, or of another official appointed by the Attorney General who exercises a similar degree of independence from the Department of Justice (DOJ) chain of command. Specifically, a special counsel or other appointed individual may be removed only if: (1) the Attorney General files an action in the U.S. District Court for the District of Columbia and files a contemporaneous notice of the action with Congress; and (2) the U.S. District Court for the District of Columbia issues an order finding misconduct, dereliction of duty, incapacity, conflict of interest, or other good cause, including violation of DOJ policies.

Free File Permanence Act of 2017 This bill requires the Department of the Treasury to continue to operate the Internal Revenue Service (IRS) Free File Program. The program must work with state government agencies to enhance and expand the use of the program, while continuing to: provide free commercial-type online individual income tax preparation and electronic filing services to the lowest 70% of taxpayers by income; provide all taxpayers (regardless of income) with a basic, online electronic fillable forms utility; and work with the private sector to provide the free tax preparation and electronic filing services. Treasury must work with the private sector through the program to identify and implement innovative new program features to improve and simplify the taxpayer's experience with completing and filing individual income tax returns. The IRS and members of the tax software and electronic industry involved in the program must support and promote improvements within the program by mutually testing, piloting, and offering innovative solutions to: simplify the tax system, reduce compliance and reporting burdens, increase tax return accuracy through financial data authentication, strengthen the tax system against fraud through cybersecurity collaboration, avoid duplication, and maximize the use of electronic technology. The Electronic Tax Administration Advisory Committee must report annually to Congress regarding the program, including website statistics, cybersecurity standards, demographic information, marketing and education efforts, simplifications and innovations, and state and local participation.

Safer Neighborhoods Gun Buyback Act of 2017 This bill authorizes the Department of Justice's Bureau of Justice Assistance (BJA) to make grants to states, local governments, or gun dealers to conduct gun buyback programs. The BJA may distribute smart prepaid cards for use by a state, local government, or gun dealer to compensate individuals who dispose of firearms. Additionally, the bill amends the federal criminal code to make it a crime to use or accept a smart prepaid card in the acquisition or transfer of a firearm or ammunition. A violator is subject to a fine, up to two years in prison, or both.

American Hope Act of 2017 This bill amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to allow a state to extend higher-education benefits to state residents regardless of whether they are lawfully present in the United States. In addition, the bill requires the Department of Homeland Security (DHS) to cancel the removal, and adjust the status, of certain residents who entered the United States as children prior to 2017. An individual whose status has been so adjusted shall be considered to have obtained conditional permanent-resident status, valid for a period of eight years and subject to termination on the basis of specified deportable conduct. In order for an individual's conditional status to become permanent, the individual must timely file with DHS a petition indicating, among other specified information, that the individual has maintained conditional permanent-resident status for at least three years. Any period of time in which the individual was granted deferred action pursuant to the Deferred Action for Childhood Arrivals policy shall count toward this three-year period. Information furnished by an individual in such a petition may not be used by an officer or employee of the United States to initiate removal proceedings. The bill also: (1) allows DHS to establish a competitive grant program for the provision of nonprofit assistance to eligible applicants for conditional permanent-resident status; (2) establishes the Presidential Award for Business Leadership in Promoting American Citizenship; (3) allows the Department of Education to develop an open-source, electronic English-learning program; (4) specifies requirements related to federal higher-education assistance for individuals with conditional permanent-resident status; and (5) requires the Government Accountability Office to report on specified data related to the bill.

Results Through Innovation Act of 2017 This bill amends the Food and Nutrition Act of 2008 to require the Department of Agriculture to establish and carry out a program that provides grants on a competitive basis to states to carry out three-year projects to provide targeted employment and training services for Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) beneficiaries or hard-to-serve populations such as homeless and recently incarcerated individuals.

Background Check Completion Act of 2017 This bill amends the federal criminal code to prohibit a licensed gun dealer from transferring a firearm to an unlicensed person prior to completion of a background check. (Current law permits a licensed gun dealer to transfer a firearm to an unlicensed person if a submitted background check remains incomplete after three business days.)

Dream Act of 2017 This bill directs the Department of Homeland Security (DHS) to cancel removal and grant lawful permanent resident status on a conditional basis to an alien who is inadmissible or deportable or is in temporary protected status who: (1) has been continuously physically present in the United States for four years preceding this bill's enactment; (2) was younger than 18 years of age on the initial date of U.S. entry; (3) is not inadmissible on criminal, security, terrorism, or other grounds; (4) has not participated in persecution; (5) has not been convicted of specified federal or state offenses; and (6) has fulfilled specified educational requirements. DHS shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an alien who was granted Deferred Action for Childhood Arrivals (DACA) status unless the alien has engaged in conduct that would make the alien ineligible for DACA. DHS may not: (1) grant conditional permanent resident status without the submission of biometric and background data, and completion of background and medical checks; and (2) disclose or use information provided in applications filed under this bill or in DACA requests for immigration enforcement purposes. The bill prescribes the conditions under which DHS: (1) may terminate a person's conditional permanent resident status, and (2) shall adjust a person's conditional status to permanent resident status. The bill: (1) sets forth documentation requirements for establishing DACA eligibility, and (2) repeals the denial of an unlawful alien's eligibility for higher education benefits based on state residence.

Pesticide Protection Act of 2017 This bill requires the Environmental Protection Agency (EPA) to cancel the registration of the pesticide chlorpyrifos under the Federal Insecticide, Fungicide, and Rodenticide Act. The bill prohibits the sale and use of existing stock of chlorpyrifos. The bill requires the EPA to ban chlorpyrifos residue on food under the Federal Food, Drug, and Cosmetic Act.

Jobs Now Act of 2017 This bill amends the Workforce Innovation and Opportunity Act to direct the Department of Labor to carry out a two-year pilot program to award competitive grants to general local government units or community-based organizations to retain, employ, or train employees who provide a local government unit with a public service. The bill prescribes required and authorized uses of grant fund and priorities for awarding and using grant funds, including: encouraging grantees to use funds to retain, employ, or train veterans, individuals with disabilities, individuals who receive unemployment benefits, or dislocated workers; and giving priority in awarding grants to local government units and their community-based organizations with high unemployment, foreclosure, and poverty rates.

Maya Angelou Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous presentation of a Congressional Gold Medal in commemoration of Maya Angelou in recognition of her achievements and contributions to American culture and the civil rights movement. The bill requires the medal to be given to the Smithsonian Institution. The bill expresses the sense of Congress that the Smithsonian Institution make it available for display, particularly at the National Museum of African American History and Culture, or for loan as appropriate, particularly to locations associated with Angelou's life.

Human Trafficking Accountability Act This bill amends the Justice for Victims of Trafficking Act of 2015 to direct the Department of Justice (DOJ) to designate: at least one Human Trafficking Coordinator in each federal judicial district to implement the National Strategy for Combatting Human Trafficking and to prosecute cases, conduct outreach, and enforce laws related to human trafficking; and a National Human Trafficking Coordinator within DOJ to coordinate, promote, and support DOJ's work related to human trafficking.

Wounded Officers Recovery Act of 2017 This bill authorizes the Capitol Police Board to make payments from the United States Capitol Police Memorial Fund to employees of the U.S. Capitol Police who have sustained serious line-of-duty injuries. The board is required to issue specific regulations governing the fund's use for making such payments. These regulations shall ensure that the payments are in addition to, and do not otherwise affect, other forms of compensation payable to the employee, including worker's compensation benefits. The bill requires amounts received by the board in response to the shooting incident at the practice for the Congressional Baseball Game for Charity on June 14, 2017, to be deposited into the fund.

Declares that the House of Representatives has no confidence that President Trump is faithfully executing the office of President. Calls for President Trump to: release his tax returns; place his private business assets in a blind trust or divest from them; donate to the U.S. Treasury any personal profit from foreign patronage of hotels in which he has an ownership interest; refrain from taking any action that results in taxpayer money being spent on goods or services from businesses in which he has an ownership interest; seek congressional consent for any emoluments he has received from foreign countries; refrain from using Twitter inappropriately; support the First Amendment, support freedom of the press, refrain from calling reporting "fake news," refrain from posting video of himself wrestling with a press logo, and stop limiting full electronic press access to White House press briefings; promote democracy, freedom of the press, and human rights in foreign policy; unequivocally acknowledge that Russia interfered in the 2016 U.S. presidential election and work to protect our electoral process from future foreign interference; refuse any offer to form a cybersecurity unit with the Russian government to protect the United States from election hacking; respect the independence of our nation's judicial branch; respect Members of Congress and refrain from using derogatory nicknames for them; and conduct foreign policy in a manner that reflects the U.S. traditional role as leader of the free world.

President John F. Kennedy Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 500,000 $1 silver coins in commemoration of President John F. Kennedy. The bill requires all sales of such coins to include a surcharge of $10 per coin, which shall be paid by Treasury to the John F. Kennedy Library Foundation to support the John F. Kennedy Presidential Library and Museum.

Veteran Education Empowerment Act This bill requires the Department of Veterans Affairs to make grants to institutions of higher education (IHEs) or consortia of IHEs for the establishment, maintenance, improvement, and operation of veteran student centers. A veteran student center is a dedicated space on a campus that provides students who are veterans or members of the Armed Forces with: (1) a lounge or meeting space for themselves, their spouses or partners, and veterans in the community; (2) a centralized office for veteran services that serves as a single point of contact to coordinate veterans support services; and (3) comprehensive academic and tutoring services to veterans.

Do No Harm Act This bill makes the Religious Freedom Restoration Act of 1993 (RFRA) inapplicable to federal laws (or implementations of laws) that: protect against discrimination or the promotion of equal opportunity, including the Civil Rights Act of 1964, the Americans with Disabilities Act, the Family Medical Leave Act, Executive Order 11246 (concerning equal employment opportunity), the Violence Against Women Act, and the Department of Housing and Urban Development's (HUD's) rules entitled "Equal Access to Housing in HUD Programs Regardless of Sexual Orientation or Gender Identity"; require employers to provide wages, other compensation, or benefits, including leave; protect collective activity in the workplace; protect against child labor, abuse, or exploitation; or provide for access to, information about, referrals for, provision of, or coverage for, any health care item or service. Under current law, RFRA prohibits the government from substantially burdening a person's exercise of religion even if the burden results from a rule of general applicability, except in furtherance of a compelling governmental interest when using the least restrictive means. The bill makes RFRA inapplicable to: (1) terms requiring goods, services, functions, or activities to be performed or provided to beneficiaries of government contracts, grants, cooperative agreements, or awards; or (2) denials of a person's full and equal enjoyment of a government-provided good, service, benefit, facility, privilege, advantage, or accommodation. To assert a RFRA claim or defense in a judicial proceeding, the government must be a party to the proceeding.

Anti-Voter Suppression Act This bill nullifies Executive Order 13799 (titled "Establishment of Presidential Advisory Commission on Election Integrity") and specifies that no funds shall be made available by any act of Congress to the commission described in the order or to any similar commission established for studying voter fraud.

Every Kid Outdoors Act This bill directs the Departments of the Interior, Agriculture, Commerce, and the Army to establish the Every Kids Outdoors program to provide fourth graders free access to federal lands and waters to which the public has access. Such Departments shall issue such students annual passes, upon request, which shall allow free access to: a per-vehicle fee area for the student and any passengers accompanying the student in a private, noncommercial vehicle or for up to three adults accompanying the student on bicycles; or a per-person fee area for the student and up to three adults accompanying the student. In carrying out such program, such departments: may collaborate with state park systems that opt to implement a complementary Every Kid Outdoors State park pass, shall maintain a publicly available website that provides information about the program, may provide visitor services, and may support approved partners of the federal lands and waters by furnishing them with opportunities for participation in the program.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill amends the National and Community Service Act of 1990 and the Domestic Volunteer Service Act of 1973 to reestablish the Corporation for National and Community Service as an independent executive agency called the National and Community Service Administration. An individual who successfully completes a term of full-time national service shall be entitled to a national service educational award equal to twice the amount of tuition for the institution of higher education where the individual is enrolled, not to exceed twice the average in-state tuition. Current law limits the award's value to the maximum amount of a Federal Pell Grant that an individual is eligible to receive in the aggregate. Within the administration, the bill establishes an interagency working group to evaluate specified issues related to: (1) eligibility for tuition and student loan repayment assistance with regard to participation in certain national or volunteer service programs, (2) the advisability of granting federal hiring preference to certain volunteer program participants, and (3) methods for increasing the participation of seniors in national service programs. The National Service Foundation, a nonprofit corporation established by the bill, shall accept and administer gifts made in connection with the administration. The bill expresses support for the authorization of appropriations sufficient to provide, within 10 years, volunteer service opportunities for at least 1 million volunteers in full-time national service annually. The bill amends the Internal Revenue Code to exclude AmeriCorps educational awards from gross income.

Transforming Student Debt to Home Equity Act of 2017 This bill requires the Department of Housing and Urban Development (HUD) and the Federal Housing Finance Agency to jointly establish and implement a pilot demonstration program to provide, to eligible applicants with federal student loan debt, assistance in purchasing eligible properties. Specifically, the program may provide for: (1) discounts on the appraised value of eligible properties, (2) flexibility in certain underwriting standards, (3) the development of new mortgage products specifically targeted to eligible applicants, (4) the development of a program that uses actuarial information to determine how the repayment of federal student loans may be integrated into a mortgage repayment schedule to allow eligible applicants to accumulate home equity, and (5) other appropriate assistance. An "eligible property" is a property: (1) that is designed as a dwelling for occupancy by one to four families; (2) that is safe and habitable; (3) the occupancy of which will promote community revitalization; and (4) that is owned by HUD, the Federal National Mortgage Association (Fannie Mae), or the Federal Home Loan Mortgage Corporation (Freddie Mac).
