Expresses the sense of Congress that the final rule issued on May 23, 2016, by the Department of Labor titled "Defining and Delimiting the Exemptions for Executive, Administrative, Professional, Outside Sales and Computer Employees": (1) would provide more than 13 million workers with greater economic security, (2) was created through the legally valid exercises of the congressionally delegated authority of the Department of Labor under the Fair Labor Standards Act of 1938, and (3) should be defended and enforced with due haste.

Community Health Center and Primary Care Workforce Expansion Act of 2017 This bill amends the Patient Protection and Affordable Care Act to make appropriations for and extend indefinitely: (1) enhanced funding for the community health centers program and the National Health Service Corps, and (2) grants for federally qualified health centers and nurse-managed health centers to train family nurse practitioners to become primary care providers. The bill makes appropriations for capital projects under the community health centers program. The bill amends the Public Health Service Act to make appropriations for and extend indefinitely a program that pays teaching health centers to establish or expand graduate medical residency training programs.

Justin Smith Morrill Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to posthumously award a Congressional Gold Medal to Justin Smith Morrill, a United States Senator from Vermont, for his lasting contributions to higher education opportunity for all Americans.

Voter Empowerment Act of 2017 Voter Registration Modernization Act of 2017 This bill amends the National Voter Registration Act of 1993 to require states to make available online voter registration. The federal criminal code is amended to prohibit hindering, interfering with, or preventing voter registration. The Help America Vote Act of 2002 is amended to require states to promote access to voter registration and voting for individuals with disabilities. The Election Assistance Commission (EAC) must support pilot programs enabling individuals with disabilities to register and vote at their residences. The bill reauthorizes support for state and local governments to ensure voting access for individuals with disabilities. States must notify individuals convicted of a criminal offense under state law, upon release or upon sentence to probation, of their right to vote in federal elections. Voter Confidence and Increased Accessibility Act of 2017 This bill revises auditing requirements for voting systems. Voting systems must use individual, durable, voter-verified paper ballots. The National Science Foundation must support the study and development of accessible ballot voting and best practices to enhance the accessibility of voting for certain individuals. With exceptions, states must audit federal election results. The Servicemembers Civil Relief Act is amended to extend the guarantee of voting residency to family members of absent military personnel. The EAC must support poll-worker recruitment and training and develop materials for a model program. The Federal Election Campaign Act of 1971 is amended to prohibit a chief state election administration official, unless the official or a family member is a candidate, from taking part in political management or in a political campaign for federal office over which the official has supervisory authority. The EAC is reauthorized and its exemption from certain contracting requirements is repealed.

Voting Rights Advancement Act of 2017 This bill amends the Voting Rights Act of 1965 to allow a representative official of an Indian tribe, with authorization from the governing body of the tribe, to request one or more polling places to be located on tribal lands. The state or political subdivision shall provide each requested polling place at no expense to the Indian tribe if certain criteria are met. A federal court shall retain jurisdiction to enforce constitutional voting guarantees, but also certain violations of the Act as well as of any federal prohibition against discrimination on the basis of race, color, or membership in a language minority group, for an appropriate period to prevent commencement of new devices to deny or abridge the right to vote. Any state (and all of its political subdivisions) shall be subject to certain requirements for a 10-year period if: 15 or more voting rights violations occurred there during the previous 25 years; or 10 or more violations occurred during the previous 25 years, at least one of which was committed by the state itself (as opposed to a political subdivision within it). A state or political subdivision that obtains a declaratory judgment that it has not used a device to deny or abridge the right to vote shall be exempt from such requirements unlessas specified. This bill prescribes transparency requirements regarding any changes to specified matters. Department of Justice authority to assign observers receives new extensions. Courts shall grant preliminary injunctive relief if a complainant raises a serious question whether the challenged covered practice violates the Act or the Constitution and, on balance, the hardship imposed upon the defendant by the relief will be less than the hardship on the plaintiff if the relief were not granted.

Stop the Asian Carp Now Act of 2017 This bill directs the U.S. Army Corps of Engineers to release for public comment the Great Lakes and Mississippi River Interbasin Study - Brandon Road interim report that was scheduled for release on February 27, 2017. (The interim report is a feasibility study that assesses the viability of establishing a single point to control the upstream transfer of aquatic nuisance species from the Mississippi River Basin into the Great Lakes Basin in the vicinity of the Brandon Road Lock and Dam in Joliet, Illinois.)

Schedules That Work Act This bill grants an employee the right to request that the employee's employer change the terms and conditions of employment relating to: the number of hours or times the employee is required to work or be on call; the location; the amount of notification the employee receives of work schedule assignments; and minimizing fluctuations in the number of hours the employee is scheduled to work on a daily, weekly, or monthly basis. The employer, if the request is made, shall engage in a timely, good faith interactive process with the employee that includes a discussion of potential schedule changes that would meet the employee's needs. The bill outlines the process for either granting or denying a change. The employer shall grant a request, unless there is a bona fide business reason for denying it, if the request is made because of the employee's serious health condition, the employee's responsibilities as a caregiver, or enrollment in a career-related educational or training program, or if a part-time employee requests such a change for a reason related to a second job. An employer, if an employee requests a change for any other reason, may deny it for any reason that is not unlawful. The employer shall give the employee the reason for the denial, including whether it was a bona fide business reason. The bill outlines employer requirements for paying reporting time and split shift pay and for giving advance notice of work schedules to retail, food service, or cleaning employees, or the Department of Labor's designated employees, except for those in bona fide executive, administrative, or professional capacities. The bill makes it unlawful for any employer or other person to: (1) interfere with, restrain, or deny the exercise or the attempt to exercise any right of an employee specified in this bill; (2) retaliate against an employee for exercising the rights granted employees by this bill; or (3) interfere with proceedings or inquiries with respect to violation of an individual's rights under this bill. The bill sets forth administrative enforcement procedures and civil remedies for violation of these prohibitions. Labor must give information and technical assistance to employers, labor organizations, and the general public concerning compliance with this bill. The Bureau of Labor Statistics and the Bureau of the Census shall: (1) include in the Current Population Survey questions on, among other things, the amount of fluctuation in the number of hours the employee is scheduled to work on a daily, weekly, or monthly basis; and (2) conduct at regular intervals the Contingent Worker Supplement, the Work Schedules and Work at Home Supplement, and other relevant supplements to the Current Population Survey. This bill is inapplicable to any employee covered by a bona fide collective bargaining agreement if its terms govern work scheduling practices.

Urges the President to reverse his decision and maintain U.S. participation in such agreement.

Report and Educate About Campus Hazing Act or the REACH Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to modify campus security reporting requirements for an institution of higher education (IHE) that participates in federal student aid programs. Specifically, an IHE must disclose hazing incidents that were reported to campus security authorities or local police agencies in its annual security report. In addition, each IHE must provide students with an educational program on hazing, which includes information on hazing awareness, hazing prevention, and the IHE's policies on hazing. Hazing means any intentional, knowing, or reckless act committed by a student, or a former student, of an IHE against another student, that: (1) was committed in connection with an initiation into, an affiliation with, or the maintenance of membership in, any organization that is affiliated with the IHE; and (2) contributes to a substantial risk of physical injury, mental harm, or degradation or causes physical injury, mental harm or personal degradation.

Expresses that the House of Representatives: remembers the victims, their families, the survivors, and the community one year since the Pulse nightclub shooting in Orlando, Florida, the deadliest mass shooting in the history of the United States; acknowledges the scars are still fresh and the community is still recovering from this tragedy; offers support to the brave men and women of the emergency response teams, law enforcement agencies who responded to the scene of the shooting, and the medical personnel who treated victims and survivors; acknowledges the threat of homegrown terrorists and will work together to ensure such a tragedy is not repeated; stands united together against terrorism and hatred, and will not permit prejudice, violence, and fear to diminish the U.S. ideals of compassion, liberty, equality, and freedom.

America Votes Act of 2017 This bill amends the Help America Vote Act of 2002 to permit an individual required to present identification as a condition of voting in a federal election to meet the requirement by presenting a sworn written statement attesting to the individual's identification and that he or she is registered to vote in the election. An individual desiring to vote by mail may submit such a statement with the ballot. States with an identification requirement shall: (1) prepare a pre-printed version of the statement which includes a blank space for an individual to provide a name and signature, (2) make copies of the pre-printed version available at polling places, (3) include a copy of the pre-printed version with each ballot transmitted to an individual who desires to vote by mail, and (4) include the use of a sworn written statement in voting information posted at polling places. A state is prohibited from requiring an individual who presents or submits such a sworn written statement to cast a provisional ballot in the election. This bill does not apply to first-time voters registering by mail.

Automatic Voter Registration Act This bill amends the National Voter Registration Act of 1993 to require state motor vehicle authorities, upon receiving certain identifying information with respect to an individual requesting motor vehicle authority services, to transmit the information to the state election official. The state election official shall then notify the individual that unless the individual declines to be registered to vote in federal elections in the state, the individual shall be automatically registered unless the individual does not meet voter registration eligibility requirements or is already registered to vote. A state may not use any identifying information regarding an individual's citizenship status for any purpose other than determining whether the individual is eligible to vote in federal elections.

Establishes the House Select Committee on Gun Violence Prevention to investigate and report on: the causes of mass shootings, methods to improve the federal firearms purchaser background check system, connections between access to firearms and dangerously mentally ill individuals, strengthening federal penalties for trafficking and straw purchasing of firearms, closing loopholes that allow some domestic abusers continued access to firearms, linkages between firearms and suicide, gun violence's effect on public health, the correlation between state gun violence prevention laws and the incidence of gun violence, the importance of having reliable and accurate information on gun violence and its toll on our nation, the implementation of effective gun violence prevention laws in accordance with the Second Amendment to the Constitution, and rates of gun violence in large metropolitan areas.

Raise the Wage Act This bill amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage for regular employees over a 7-year period, for tipped employees, and for newly hired employees who are less than 20 years old. The bill sets forth a schedule of annual increases in the federal minimum wage for individuals with disabilities. The Department of Labor shall no longer issue special certificates for the payment of subminimum wages to such individuals after the final wage increase under this bill for such individuals takes effect. Labor shall provide, upon request, technical assistance and information to employers to: (1) help them transition their practices to comply with wage increases and other requirements under this bill for individuals with disabilities, and (2) ensure continuing employment opportunities for such individuals. The bill eliminates the separate minimum wage requirements for tipped, newly hired, and disabled employees. After a specified period, these employees shall be paid the same minimum wage as regular employees. Labor must publish any increase in the minimum wage in the Federal Register and on its website 60 days before it takes effect.

Every Child Deserves a Family Act This bill prohibits adoption or foster care placement entities that receive federal assistance from using the sexual orientation, gender identity, or marital status of a prospective adoptive or foster parent, or from using the sexual orientation or gender identity of the child, to: (1) deny a person the opportunity to become an adoptive or foster parent; (2) delay or deny the placement of a child for adoption or into foster care; or (3) require different or additional screenings or procedures for adoptive or foster placement decisions, including whether to seek the termination of birth parent rights or to make a child legally available for adoptive placement. This bill directs the Department of Health and Human Services (HHS) to publish guidance on legal compliance with the requirements of this bill and to assist entities with casework practices, recruitment efforts, and cultural competency training. This bill allows HHS to withhold payments under part B (Child and Family Services) or part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act from states that fail to comply with the requirements of this bill.

Computer Science for All Act of 2017 This bill establishes a program through which the Department of Education (ED) shall award grants to states, local educational agencies, and eligible tribal schools to serve as models for national replication of computer education expansion efforts. A grant application shall include specified plans that demonstrate the applicant's ability to carry out an ambitious expansion effort for all students, including traditionally underrepresented students. A grant recipient shall use the grant funds to: train teachers to teach computer science; expand access to high-quality learning materials and online learning options; create plans for expanding overall access to science, technology, engineering, arts, and mathematics (STEAM) classes; utilize computer science as a catalyst for increased interest in STEAM more broadly; reduce course equity gaps for all students; and ensure additional support and resources. A grantee may also use grant funds to: build effective regional collaborations, recruit and hire instructional personnel, prepare for effectively sustaining project activities after the grant period ends, and disseminate information about effective practices. At least semi-annually, a grantee must report to ED on specified data related to the number of students served through program activities.

Equity and Inclusion Enforcement Act This bill amends the Civil Rights Act of 1964 to allow private civil causes of action for disparate impact violations (to the same extent as intentional violations) of federal regulations of general applicability that prohibit discrimination on the ground of race, color, or national origin in programs or activities receiving federal financial assistance. Education programs that receive financial assistance authorized or extended by the Department of Education (ED) must designate at least one compliance coordinator to carry out these nondiscrimination responsibilities and to investigate complaints. The Department of Education Organization Act is amended to establish an ED-appointed Special Assistant for Equity and Inclusion within ED to: (1) promote, coordinate, and evaluate equity and inclusion programs, including the dissemination of information, technical assistance, and coordination of research activities; and (2) advise ED on matters relating to equity and inclusion.

Bank on Students Emergency Loan Refinancing Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to establish a program that allows eligible students with loans under the Federal Direct Loan program (a Federal Direct Stafford Loan, a Federal Direct Unsubsidized Stafford Loan, a Federal Direct PLUS Loan, or a Federal Direct Consolidation Loan) to refinance their loans down to the lower rates offered to new federal borrowers in the 2016-2017 school year under certain circumstances. In addition, the bill allows student borrowers to refinance their private loans into the Federal Direct Loan program. This bill amends the Internal Revenue Code to require an individual taxpayer whose adjusted gross income exceeds $1 million to pay a minimum tax rate of 30% of the excess of the taxpayer's adjusted gross income over the taxpayer's modified charitable contribution deduction for the taxable year (tentative fair share tax).

Organic Agriculture Research Act of 2017 This bill amends the Food, Agriculture, Conservation, and Trade Act of 1990 to increase and make permanent mandatory funding for the organic agriculture research and extension initiative and extend discretionary funding for such initiative through FY2023.

Disability Integration Act of 2017 This bill prohibits states or local governments that provide institutional placements for individuals with disabilities who need long-term assistance with daily living activities or health-related tasks, and prohibits insurance providers that fund such long-term services, from denying community-based services that would enable such individuals to live in the community and lead an independent life. States, local governments, or insurance providers may not discriminate against such individuals in the provision of community-based services by: (1) imposing prohibited eligibility criteria, cost caps, waiting lists, or payment structures; (2) failing to provide a specific community-based service; or (3) requiring an individual to receive a service in a congregate or disability-specific setting. Community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. States, local governments, and public insurance providers must assess: (1) transportation barriers that prevent individuals from receiving services in integrated settings, and (2) the availability of integrated employment opportunities. The Department of Justice (DOJ) and the Department of Health and Human Services (HHS) must issue regulations requiring states, local governments, or insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. State and local governments, in conjunction with housing agencies, must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Such regulations must also require states and local governments to begin implementing a transition plan to achieve the requirements of this bill within 12 years after its enactment. For 10 years after issuance of the regulations, HHS must determine annually whether each state is complying with the transition plan. If a state is complying, HHS must increase by five percentage points the federal medical assistance percentage for a state requesting an increase for expenditures on home and community-based services furnished under the state Medicaid plan under title XIX (Medicaid) of the Social Security Act, or a waiver of such plan, that are identified as: (1) improvements to ensure accessibility or self-directed receipt of such services, (2) funding shifts from institutional settings to integrated community-based services, or (3) environmental modifications for housing targeted toward the lowest income individuals. The bill provides for DOJ enforcement and allows civil actions by individuals subjected to, or about to be subjected to, a violation of this bill.

Pregnant Workers Fairness Act This bill prohibits employment practices that discriminate against making reasonable accommodations for job applicants or employees affected by pregnancy, childbirth, or related medical conditions. Specifically, the bill declares that it is an unlawful employment practice to: (1) fail to make reasonable accommodations to known limitations of such job applicants or employees, unless the accommodation would impose an undue hardship on an entity's business operation; (2) deny employment opportunities based on the need of the entity to make such reasonable accommodations; (3) require such job applicants or employees to accept an accommodation that they choose not to accept, if such accommodation is unnecessary to perform the job; (4) require such employees to take paid or unpaid leave if another reasonable accommodation can be provided to their known limitations; or (5) take adverse action in terms, conditions, or privileges of employment against an employee requesting or using such reasonable accommodations. The bill sets forth enforcement procedures and remedies under the Civil Rights Act of 1964, the Congressional Accountability Act of 1995, the Government Employee Rights Act of 1991, and the rights and protections extended to presidential offices. The Equal Employment Opportunity Commission must provide examples of reasonable accommodations that shall be provided to affected job applicants or employees unless the employer can demonstrate that doing so would impose an undue hardship. The bill prohibits state immunity under the Eleventh Amendment to the Constitution from an action for a violation of this bill.

Anti-Lunch Shaming Act of 2017 This bill amends the Richard B. Russell National School Lunch Act to establish requirements for the treatment of a child who is a student at a school participating in the National School Lunch Program or the School Breakfast Program and is unable to pay for a meal at the school. The bill applies to a child who either does not have funds to pay for a meal or has outstanding credit that was extended by a school food authority (SFA). A SFA may not permit public identification or stigmatization of the child, such as by requiring a wristband or hand stamp. The child also may not be required to: (1) perform chores or activities that are not required of students generally, or (2) dispose of food after it has been served to the child. Any communication related to outstanding credit must be directed to the child's parent or guardian. A child may be required to deliver a letter regarding outstanding credit that is addressed to a parent or guardian if the letter is not distributed to the child in a manner that stigmatizes the child. The bill also expresses the sense of Congress regarding several issues regarding the administration of the school meal programs.

Water Infrastructure Flexibility Act This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to allow municipalities to develop a plan that integrates wastewater and stormwater management. A permit for a municipal discharge under the national pollutant discharge elimination system that incorporates an integrated plan may integrate all requirements under the Act addressed in the plan. Those permits may include a schedule of compliance that allows actions for meeting water quality-based effluent limitations to be implemented over more than one permit term if the compliance schedules are authorized by state water quality standards. Those actions may include implementing green infrastructure as part of a water quality-based effluent limitation. (Green infrastructure includes measures that mimic natural processes to store, reuse, or reduce stormwater.) The bill establishes an Office of the Municipal Ombudsman in the Environmental Protection Agency (EPA) to provide: (1) technical assistance to municipalities seeking to comply with the Clean Water Act and the Safe Drinking Water Act, and (2) information to the EPA to ensure that agency policies are implemented by all EPA offices. The EPA must ensure that specified EPA offices promote the integration of green infrastructure into permitting programs, planning efforts, research, technical assistance, and funding guidance. The bill establishes requirements for revising the EPA's 1997 guidance about combined sewer overflows, including by setting forth criteria for determining the ability of households to pay utility bills. (Combined sewer systems collect rainwater, sewage, and industrial wastewater into one pipe. During storms, the combined wastewater sometimes exceeds the capacity of the treatment plant. When this occurs, combined sewer overflows discharge directly into water bodies.)

Chinese American World War II Veterans Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to the Chinese American Veterans of World War II in recognition of their dedicated service during World War II. The medal shall be displayed at the Smithsonian Institution, which is urged to make the medal available for display at other locations associated with such veterans or with World War II.

Consumer Financial Choice and Capital Markets Protection Act of 2017 This bill amends the Investment Company Act of 1940 to allow a money market fund, under specified conditions, to elect to operate using a different method of valuation than is otherwise required. A money market fund that elects to do so shall not be subject to specified requirements related to the imposition of liquidity fees. Certain federal assistance may not be provided directly to any money market fund. This limitation on federal assistance must be disclosed in a money market's advertising and sales literature.

Low Income Sewer and Water Assistance Program Act of 2017 This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require the Environmental Protection Agency to establish a pilot program that awards grants to at least 10 eligible entities for assisting low-income households maintain access to sanitation (water and sewer) services. In order to be eligible for grants, entities must be municipalities, or public entities that own or operate public water systems, that are affected by consent decrees related to compliance with standards under that Act.

Free Credit Score Act of 2017 This bill amends the Fair Credit Reporting Act to require nationwide consumer reporting agencies to include the consumer's credit score when furnishing a consumer with a free annual report.

Breaking Addiction Act of 2017 This bill allows state Medicaid programs to provide medical assistance for community-based, inpatient, substance-use-disorder treatment services furnished in facilities with 60 or fewer beds to individuals between 21 and 65 years of age.

Encourages the American people to mark Earth Day by working to address environmental challenges, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.

Flags of Convenience Don't Fly Here Act This bill bars the Department of Transportation (DOT) from issuing a foreign air carrier permit or an exemption from certain air carrier certificate requirements to a person to provide foreign air transportation under the United States-European Union Air Transport Agreement of April, 2007, in a proceeding in which the applicability of Article 17 bis of such Agreement has been raised by an interested person, unless DOT: finds that issuing the permit or exemption would be consistent with the intent set forth in Article 17 bis of the agreement, that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the laws of the respective parties to the agreement; and imposes conditions on the permit or exemption necessary to ensure that the person complies with the intent of Article 17 bis . In carrying out such air carrier certificate requirements, DOT shall consider preventing entry of flag of convenience carriers into U.S. markets as being in the public interest and consistent with public convenience and necessity for safety in air transportation and air commerce. In formulating U.S. international air transportation policy, the Department of State and DOT shall develop a negotiating policy emphasizing the greatest degree of competition for a well-functioning air transportation system that eliminates specified discriminatory and unfair competitive practices faced by U.S. airlines in foreign air transportation, to include erosion of labor standards associated with flag of convenience carriers. A "flag of convenience carrier" is defined as a foreign air carrier that is established in a country other than the home country of its majority owner or owners in order to avoid the home country's regulations.

Northern Rockies Ecosystem Protection Act This bill designates specified National Forest System lands, National Park System lands, and public lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and as components or additions to existing components of the National Wilderness Preservation System. The bill also designates specified federal lands as biological connecting corridors and as special corridor management areas. The Wild and Scenic Rivers Act is amended to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. The bill designates specified areas as wildland recovery areas. The Department of Agriculture shall develop a wildland recovery plan for each recovery area. A specified panel of independent scientists shall study roadless lands greater than 1,000 acres that are within the National Forest System in the Wild Rockies bioregion in Idaho, Montana, Oregon, Washington, or Wyoming and that are not designated as components of the National Wilderness Preservation System for their role in maintaining biological diversity in the Northern Rockies and as part of the overall forest reserve system. Any new road construction or reconstruction or timber harvest is prohibited in those lands after the evaluation without an Act of Congress. Oil or gas leasing, mining, or other development which impairs the natural and roadless qualities of the land is also prohibited. The Department of the Interior may apply the Indian Self-Determination and Education Assistance Act in carrying out this bill.

Therapeutic Fraud Prevention Act of 2017 This bill prohibits sexual orientation or gender identity conversion therapy from being provided in exchange for monetary compensation. It bars advertisements for such therapy that claim to: (1) change an individual's sexual orientation or gender identity, (2) eliminate or reduce sexual or romantic attractions or feelings toward individuals of the same gender, or (3) be harmless or without risk. Individuals or entities shall not assist or facilitate a conversion therapy if they receive monetary compensation from any source in connection with providing such therapies. These prohibitions are inapplicable to practices or treatments that do not seek to change sexual orientation or gender identity if they provide: (1) assistance to an individual undergoing a gender transition; or (2) acceptance, support, and understanding of clients or facilitation of clients' coping, social support, and identity exploration and development, including sexual orientation-neutral interventions to prevent or address unlawful conduct or unsafe sexual practices. The Federal Trade Commission and states are provided authority to enforce against violations.

Camp Nelson Heritage Park Study Act This bill directs the Department of the Interior to conduct a special resource study of the Camp Nelson Civil War Heritage Park and adjacent property in Jessamine County, Kentucky. Interior shall: (1) evaluate the site's national significance, and (2) determine the suitability and feasibility of designating it as a unit of the National Park System.

Homeless Veterans Legal Services Act This bill directs the Department of Veterans Affairs to enter into partnerships with public or private entities to fund a portion of the legal services such entities provide to homeless veterans and veterans at risk of homelessness related to housing, family law, income support, and criminal defense.

African American Civil Rights Network Act of 2017 This bill requires the Department of the Interior to establish within the National Park Service (NPS) a U.S. Civil Rights Network that encompasses: (1) all NPS units and programs that relate to the African American civil rights movement during the period from 1939 through 1968; (2) other federal, state, local, and privately owned properties that relate to the African American civil rights movement and that are included in, or eligible for, the National Register of Historic Places; and (3) other governmental and nongovernmental facilities and programs of an educational, research, or interpretive nature that are directly related to such movement. In carrying out the Network, Interior must: (1) review civil rights movement studies and reports that may already be underway or completed, such as the Civil Rights Framework Study; (2) produce and disseminate educational materials, such as handbooks, maps, interpretive guides, or electronic information; (3) provide technical assistance; and (4) adopt an official, uniform symbol or device for the Network and issue regulations for the symbol's use.

Election Infrastructure and Security Promotion Act of 2017 This bill directs the Department of Homeland Security to: (1) designate voting systems used in the United States as critical infrastructure; (2) include threats of compromise, disruption, or destruction of voting systems in national planning scenarios; and (3) conduct a campaign to proactively educate local election officials about the designation of voting systems as critical infrastructure and election officials at all levels of government of voting system threats. The National Institute of Standards and Technology (NIST) shall develop standards for ensuring the operational security of the voting systems used in elections for federal office. This bill amends the Help America Vote Act of 2002 to require a state, in operating the voting system, to comply with applicable standards developed by NIST for ensuring the operational security of voting systems. The testing and certification of voting systems hardware and software shall test whether voting systems are in compliance with applicable NIST standards for ensuring the operational security of voting systems. NIST shall develop standards for ensuring that the process by which ballots are counted in elections for federal office is transparent and permits voters to verify that votes in such elections are counted correctly. States shall comply with applicable NIST standards, in operating the voting system, for ensuring that the process by which ballots are counted in elections for federal office is transparent and permits voters to verify that votes in such elections are counted correctly. The National Science Foundation shall establish an election technology innovation research and development program.

Treat and Reduce Obesity Act of 2017 This bill allows coverage, under Medicare, of intensive behavioral therapy for obesity furnished by providers other than primary care physicians and practitioners. Additionally, it allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.

Social Security 2100 Act This bill increases various Old Age, Survivors, and Disability Insurance (OASDI) benefits and related taxes. The bill increases the primary insurance amount (e.g., the amount a Social Security beneficiary receives if the beneficiary begins receiving benefits at normal retirement age) by increasing the percentage of the beneficiary's average indexed monthly earnings used to calculate the amount. The Bureau of Labor Statistics shall publish a Consumer Price Index for Elderly Consumers, which the Social Security Administration (SSA) shall use to calculate cost-of-living adjustments to benefits. Currently, the SSA uses a price index for wage earners to make such adjustments. The bill increases the minimum benefit amount for individuals who worked for more than 10 years by creating an alternative minimum benefit. A qualifying beneficiary shall receive that alternative minimum if it is higher than the standard calculated benefit amount. The bill increases the income threshold that a beneficiary must reach before Social Security benefits are taxable. Increased benefits from this bill shall not count as income when determining an individual's eligibility or benefit amounts for (1) Medicaid, (2) the Children's Health Insurance Program, or (3) the Supplemental Security Income program. Income above $400,000 shall be included when calculating Social Security benefits and taxes. The bill also increases rates for the payroll and self-employment taxes that fund OASDI. The bill establishes the Social Security Trust Fund, which replaces the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund.

Safe Schools Improvement Act of 2017 This bill amends the Elementary and Secondary Education Act of 1965 to require states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying and harassment, that is sufficiently severe, persistent, or pervasive to: (1) limit students' ability to participate in, or benefit from, school programs; or (2) create a hostile or abusive educational environment that adversely affects students' education. LEAs shall also provide: (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics shall collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Families of Fallen Servicemembers First Act This bill provides a permanent appropriation for the payment of death gratuities and related benefits to survivors of deceased members of the uniformed services during a period of lapsed appropriations. The bill provides the appropriations at the rate and under the conditions provided for the most recent fiscal year for which an Act making appropriations for the uniformed services has been enacted. The appropriations are provided during a period of lapsed appropriations, in which appropriations are unavailable due to the absence of the timely enactment of an Act or joint resolution providing appropriations or continuing appropriations for the death gratuity and related benefits.
