Robo COP Act: Robo Calls Off Phones - Directs the Federal Trade Commission (FTC), notwithstanding any other provision of law, to revise the do-not-call registry provisions of the Telemarketing Sales Rule to prohibit politically-oriented recorded message telephone calls to telephone numbers listed on that registry. Defines politically-oriented recorded message telephone call.

Secure the Capitol Act - Prohibits an office of the legislative branch from entering into a contract for goods or services within the Capitol Complex with any contractor employing individuals unless the contractor: (1) elects to participate in the basic pilot program for employment eligibility confirmation under the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 with respect to all of its employees and those providing goods or services under the contract; (2) is in compliance with the terms and conditions of such election; and (3) certifies that each of its subcontractors providing goods or services has elected to participate in such program, and is also in such compliance, with respect to all of its employees as well as those providing goods or services under the subcontract.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Identity Theft Notification Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to require the Commissioner of Social Security to notify individuals and appropriate authorities of evidence of a certain misuse of individual Social Security account numbers. Requires the Commissioner to determine, in certain instances of wage reports involving multiple addresses for the same employee name, whether there is evidence that the wages were not paid to the individual to whom the Social Security account number was assigned.

Financial Oversight Commission Act of 2009 - Establishes the Financial Oversight Commission to investigate the financial crisis of 2008, including relevant legislation, Executive Order, regulation, plan, policy, practice, or procedure that pertains to: (1) government sponsored enterprises; (2) the stock market; (3) the housing market; (4) credit rating agencies; (5) the financial services sector, including hedge funds, private equity and the insurance industry; and (6) the role of congressional oversight and resource allocation. Directs the Commission to identify, review, and evaluate the lessons learned from the crisis in connection with the structure, coordination, management policies, and procedures of governmental and nongovernmental entities regarding crisis detection, prevention, and response. Requires the Commission to report to the President and Congress its findings, conclusions, and recommendations.

Marriage Tax Penalty Permanent Elimination Act of 2009 - Makes provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 that eliminate the marriage penalty in the standard deduction, the 15-percent tax bracket, and the earned income tax credit, permanent.

Credit Agencies Identity Theft Responsibilities Act of 2009 - Amends the Fair Credit Reporting Act to require a consumer reporting agency which has reason to suspect identity theft to: (1) report such suspicion to the U.S. Secret Service; and (2) inform the Attorney General for criminal prosecution. Requires the Secret Service to forward such information to either the Federal Bureau of Investigation (FBI) or the Department of Homeland Security (DHS), respectively, if it has reason to believe that a suspected case of identity theft involves any suspicion of terrorism or immigration violations. Cites factors for suspicion of identity theft. Requires a consumer reporting agency to review, at regular intervals, all information on consumers it maintains or controls in order to determine whether there is any basis for suspicion of identity theft. Sets forth criminal penalties for agency failure to comply with this Act.

Requires government contributions for health benefits for an individual who first becomes an annuitant by reason of retirement from employment with the United States Postal Service on or after July 1, 1971, or for a survivor of such an individual or of an individual who died on or after that date while employed by the Postal Service, to be paid first from the Postal Service Retiree Health Benefits Fund up to the amount contained in the Fund, with any remaining amount paid by the Postal Service (current law requires such contributions to be paid by the Postal Service through September 30, 2016).

Enforce Immigration Law Act of 2009 - Amends the Internal Revenue Code to require the Secretary of the Treasury to: (1) notify the Secretary of Homeland Security if an employee's tax identification number indicates that such employee is not authorized to be employed in the United States; (2) inform such an employee's employer and require that such employee be terminated within 30 days; and (3) grant such employee the right to contest the accuracy of the Secretary's notice. Requires the Secretary of Homeland Security to request from the Secretary of the Treasury annually information, including tax identification numbers, on individuals who are no longer authorized to be employed in the United States. Directs the Secretary of Homeland Security to: (1) disclose such information to officers and employees of the Department of Homeland Security (DHS) for enforcement of the immigration laws; and (2) notify the employer and require that such employee be terminated within 30 days. Grants an affected employee the right to contest the accuracy of the Secretary's notice and the determination that such employee is not authorized to be employed in the United States.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Los Padres National Forest Land Exchange Act - Authorizes the Secretary of Agriculture to convey specified National Forest System (NFS) lands to the United Water Conservation District of California in exchange for the conveyance of specified non-federal lands to the Secretary by the District. Makes the completion of such land exchange a priority for the Forest Service. Instructs the Forest Service to endeavor to complete the exchange within one year after the enactment of this Act. Requires the Secretary to reserve easements for all trails and roads that are considered necessary to provide for administrative purposes and to ensure public access to the NFS lands.

Requires the Secretary of Transportation to withhold specified graduated percentages of a state's apportionment of certain federal-aid highways funds for FY2010 and thereafter if driver licenses or personal identification cards issued by the state do not meet with certain minimum federal standards to be accepted by a federal agency.

Total Overhaul of Totalization Agreements Law of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to revise requirements for agreements establishing a totalization arrangement between the United States and another country with respect to the exchange of funds and information between the countries on behalf citizens, nationals, or permanent residents of one country who become entitled to cash benefits under the other country's social security system. Prohibits, in computing an individual's average indexed monthly earnings, the crediting of individuals under OASDI with wages from employment or self-employment in the United States performed while such individuals: (1) are not citizens, nationals, or lawful permanent residents of the United States; and (2) are not authorized by law to be employed in the United States.

Economic Recovery Through Responsible Homeownership Act of 2008 - Amends the Internal Revenue Code to allow an individual taxpayer a refundable tax credit for the purchase in 2009 or 2010 of a residence located in the United States if the construction of such residence began before 2010 and the taxpayer makes a downpayment of at least 10% of the purchase price. Limits the amount of such credit to $5,000 ($10,000 if the downpayment is at least 15% of the purchase price).

Amends the federal criminal code to impose a fine and/or prison term for up to six months for knowingly: (1) transferring for money or property a ticket to a presidential inaugural ceremony; (2) falsely making, forging, counterfeiting, or altering such a ticket, with intent to defraud; or (3) entering or attempting to enter a presidential inaugural ceremony with a forget ticket, with intent to defraud.

Directs the Commission to identify, evaluate, and report to Congress and the President on the lessons learned from the financial crisis regarding the structure, coordination, management policies, and procedures of governmental and nongovernmental entities related to crisis detection, prevention, and response.

Expresses outrage over the expulsions of the U.S. Ambassador to Venezuela and the U.S. Ambassador to Bolivia. Condemns the failure of the governments of Venezuela and Bolivia to adhere to their obligations under international counter-narcotics agreements. Expresses the sense of the House of Representatives that: (1) it should continue to be U.S. policy to work with all Andean countries to combat trafficking in narcotics and other controlled substances; and (2) steps should be taken to restore full cooperation between Venezuela, Bolivia, and the United States Drug Enforcement Administration (DEA).

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define "retail pet store" as a person that: (1) sells an animal directly to the public for use as a pet; and (2) does not breed or raise more than 50 dogs for use as pets during any one-year period. Exempts from requirements to obtain a license as an animal dealer or exhibitor under such Act any retail pet store or other person who: (1) does not breed or raise more than 50 dogs for use as pets during any one-year period; and (2) derives less than a substantial portion of their income from the breeding and raising of dogs or cats on their own premises and sells such dogs or cats to a dealer or research facility. Requires: (1) a dealer to provide each dog it holds that is 12 weeks or older with a minimum of two exercise periods during each day for a total of no less than one hour of exercise; (2) such exercise to include removing the dog from the dog's primary enclosure and allowing the dog to walk for the entire exercise period; and (3) such exercise to not include use of a treadmill, catmill, jenny mill, slat mill, or similar device, unless prescribed by a doctor of veterinary medicine.

Rail Collision Prevention Act - Requires each rail carrier that is a Class I railroad, that has inadequate safety performance, or that provides intercity passenger or commuter rail passenger transportation to develop and submit for Secretary of Transportation approval by December 31, 2014, a plan to implement a positive train control system that prevents rail collisions. Requires implementation of such systems by December 31, 2012, in areas that have the highest safety risk due to shared track between commuter and freight rail. Increases penalties for violations of rail safety regulations or orders issued by the Secretary, including violations related to rail accident reporting and hours-of-service.

Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992, as amended by the Federal Housing Finance Regulatory Reform Act of 2008, to require the Director of the Federal Housing Finance Agency to prohibit any golden parachute payment on or after enactment of this Act with respect to any executive officer or member of the board of directors of: (1) the Federal National Mortgage Association (Fannie Mae) and any affiliate; (2) Federal Home Loan Mortgage Corporation (Freddie Mac) and any affiliate; and (3) any Federal Home Loan Bank.

New IDEA (Illegal Deduction Elimination Act) - Amends the Internal Revenue Code to deny a tax deduction for wages and benefits paid to or on behalf of an unauthorized alien. Directs the Commissioner of Social Security and the Secretaries of Homeland Security and the Treasury to jointly establish a program to share information that may lead to the identification of unauthorized aliens. Requires the Secretary of the Treasury to provide taxpayer identity information to the Commissioner of Social Security and the Secretary of Homeland Security on employers who paid nondeductible wages to unauthorized aliens and on the aliens to whom such wages were paid. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to: (1) make permanent the pilot program for verifying the employment eligibility of alien workers (E-Verify Program); (2) apply such program to current employees in addition to new hires; and (3) establish a rebuttable presumption that employers who participate in the pilot program have not violated the prohibition against continued employment of unauthorized aliens.

Prevention of Equine Cruelty Act of 2008 - Amends the federal criminal code to impose a fine and/or prison term of up to three years for possessing, shipping, transporting, purchasing, selling, delivering, or receiving any horse, horse flesh, or carcass with the intent that it be used for human consumption. Reduces the prison term to one year if the offense involves less than five horses or less than 2,000 pounds of horse flesh or carcass and the offender has no prior conviction for this offense.

American Energy Act - Deep Ocean Energy Resources Act of 2008 - Amends the Submerged Lands Act (SLA) regarding delineation of offshore state boundaries with respect to the Outer Continental Shelf Lands Act (OCSLA), as well as related oil and gas mineral rights. Amends the Outer Continental Shelf Lands Act to: (1) allow the Secretary of the Interior (Secretary) to grant natural gas leases in the outer Continental Shelf (OCS); and (2) revise provisions concerning oil and gas leases and withdrawals of unleased land. Provides for federal agency coordination with adjacent states on the construction of pipelines for crude oil or petroleum products or natural gas produced from the OCS. Sets forth provisions concerning the application of the National Environmental Policy Act of 1969 to OCS programs. Declares existing federal prohibitions against spending appropriated funds for leasing and preleasing OCS oil and natural gas to be without force or effect. Prohibits a federal agency from permitting certain activities on the federal OCS or in state waters that are incompatible with: (1) oil or natural gas leasing; and (2) full exploration and production of tracts that are geologically prospective for oil or natural gas. Directs the Secretary to establish OCS Regional Headquarters in designated locations. Repeals: (1) the coastal impact assistance program; and (2) the Gulf of Mexico Energy Security Act of 2006. American Energy Independence and Price Reduction Act - Requires the Secretary to establish a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of the Coastal Plain's oil and gas resources. Amends the Alaska National Interest Lands Conservation Act of 1980 to terminate the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge. Provides for the authorization of Special Areas to be managed so as to protect and preserve the area's unique and diverse character including its fish, wildlife, and subsistence resource values in the Coastal Plain. Requires the Secretary to designate Sadlerochit Spring as a Special Area. Requires the Secretary to: (1) issue specified rights-of-ways and easements across the Coastal Plain for the transportation of oil and gas; and (2) convey specified estates to the Kaktovik Inupiat Corporation and the Arctic Slope Regional Corporation. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund and the American Renewable and Alternative Energy Trust Fund. Amends the Consolidated Appropriations Act, 2008 to terminate the prohibition against using federal funds to prepare or publish final regulations regarding a commercial leasing program for oil shale resources on public lands or to conduct an oil shale lease sale pursuant to the Energy Policy Act of 2005. Amends the Internal Revenue Code to set forth provisions concerning credits for fuel efficiency, alternative fuel vehicles, energy efficiency, nuclear energy, and renewable energy. Requires the Secretary of Energy to provide awards for activities concerning the: (1) research, development, demonstration, and commercial application of innovative energy technologies and new energy sources; (2) manufacture of midsized sedan automobiles that operate on gasoline and can travel 100 miles per gallon; and (3) manufacture of advanced batteries. Refinery Permit Process Schedule Act - Authorizes the Administrator of the Environmental Protection Agency (EPA) to provide financial assistance to states or tribes to facilitate the hiring of personnel with expertise in federal refinery authorizations. Requires the President to: (1) appoint a federal coordinator to facilitate such authorizations; and (2) designate at least three closed military installations as potentially suitable for the construction of a refinery and at least one for producing biofuel. Amends the Energy Policy Act of 2005 to repeal certain requirements regarding refinery revitalization. Amends the Energy Independence and Security Act of 2007 to repeal restrictions on federal agencies procuring alternative or synthetic fuel for mobility-related uses. Requires the Secretary of the Treasury to auction to the public coal-to-liquid fuel put option contracts. Provides for standby loans for qualifying coal-to-liquid projects. Amends the Nuclear Waste Policy Act of 1982 to revise provisions concerning the recycling and disposal of spent nuclear fuel or high-level radioactive waste.

Calls on the President to urge other heads of state to condition participation in the 2009 Durban Review Conference process on concrete action by the United Nations and member states to ensure that it and they will reject any effort to inject anti-Semitism, hatred, and discrimination onto the Conference agenda.

Maximize Offshore Resource Exploration Act of 2008, or the MORE Act of 2008 - Declares without force or effect all federal prohibitions against the expenditure of appropriated funds to conduct natural gas leasing and pre-leasing activities for any area of the Outer Continental Shelf (OCS). Revokes all withdrawals of federal submerged lands from leasing for oil and natural gas exploration and production. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from granting an oil or natural gas lease for any OCS located within 25 miles of a state coastline unless the state has enacted a law approving the issuance of such leases by the Secretary. Sets forth an allocation schedule for a 75% state share of revenues derived from U.S. royalties under qualified oil and gas leases on submerged lands located within the seaward boundaries of a state. Extends the jurisdiction of state civil and criminal law, as appropriate, to the Alaska, Pacific, Gulf of Mexico, and Atlantic OCS Region State Adjacent Zones and OCS Planning Areas.

Emergency Solar Power Permit Act - Amends the National Environmental Policy Act of 1969 to exempt any action relating to the development, deployment, or operation of a solar energy project on lands managed by the Bureau of Land Management (BLM) from environmental impact statement (EIS) requirements. Requires each federal agency, for any such action relating to a solar energy project, to cease the preparation of an EIS to the extent that its preparation would delay or otherwise interfere with the action.

Commends the General Assembly of the International Criminal Police Organization (INTERPOL) for upholding and issuing the Red Notices. Expresses concern regarding the government of Saudi Arabia's failure to detain certain Iranian officials in connection with the AMIA case. Urges: (1) all nations to cooperate fully with the AMIA investigation; and (2) governments in the Western Hemisphere to designate Hezbollah as a terrorist organization and to penalize those providing support for Hezbollah and other Islamist terrorist organizations. Encourages the President to direct U.S. law enforcement agencies, upon Argentine request, to cooperate in the AMIA investigation.

Ryan Haight Online Pharmacy Consumer Protection Act of 2008 - Amends the Controlled Substances Act to prohibit the delivery, distribution, or dispensing of controlled substances over the Internet without a valid prescription. Exempts telemedicine practitioners. Defines "valid prescription" as a prescription that is issued for a legitimate purpose by a practitioner who has conducted at least one in-person medical evaluation of the patient. Adds definitions to the Controlled Substances Act relating to online pharmacies and the issuance of prescriptions over the Internet. Imposes registration and reporting requirements on online pharmacies. Requires an online pharmacy to: (1) display on its Internet homepage a statement that it complies with the requirements of this Act; (2) comply with state laws for the licensure of pharmacies in each state in which it operates or sells controlled substances; (3) post on its Internet homepage specified information, including the name, address, and telephone number of the pharmacy, the qualifications of its pharmacist-in-charge, and a certification of its registration under this Act; and (4) notify the Attorney General and applicable state boards of pharmacy at least 30 days prior to offering to sell, deliver, distribute, or dispense controlled substances over the Internet. Authorizes the Attorney General to issue a special registration under this Act for telemedicine practitioners. Increases criminal penalties involving controlled substances in Schedules III, IV, and V of the Controlled Substances Act. Authorizes states to apply for injunctions or obtain damages and other civil remedies against online pharmacies that are deemed a threat to state residents.
