Declares that drug trafficking organizations cultivating illicit marijuana on federal lands in the United States pose an unacceptable threat to law enforcement and to the public. Affirms that it is the federal government's responsibility to confront such threat. Calls upon the Director of the Office of National Drug Control Policy to work with federal and state agencies to develop a strategy to permanently dismantle Mexican drug trafficking organizations operating on federal lands.

United States Marshals Service 225th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 225th anniversary of the establishment of the United States Marshals Service, to mint and issue $5 gold and $1 silver coins emblematic of the 225 years of exemplary and unparalleled achievements of the U.S. Marshals Service. Requires all such coin sales to include a surcharge of: (1) $35 per $5 coin; and (2) $10 per $1 coin. Requires distribution of the first $5 million to the Director of the United States Marshals Service National Museum, for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Reiterates condemnation of the 1994 attack on the Argentine Jewish Mutual Association (AMIA) Jewish Community Center in Buenos Aires, Argentina, honors the victims of the attack, and expresses sympathy to the victims' relatives. Applauds the government of Argentina for its onging investigative efforts. Urges: (1) all nations to cooperate fully with the AMIA investigation; and (2) governments in the Western Hemisphere to designate Hezbollah as a terrorist organization and to penalize those providing support for Hezbollah and other Islamist terrorist organizations. Encourages the President to direct U.S. law enforcement agencies, upon Argentine request, to cooperate in the AMIA investigation.

Property Owners Access to Court Act of 2010 - Amends the federal judicial code to provide that, whenever a district court exercises jurisdiction in civil rights cases in which the operative facts concern the uses of real property, it shall not abstain from exercising such jurisdiction, or relinquish it to a state court, if the party seeking redress does not allege a violation of a state law, right, or privilege, and no parallel proceeding is pending in state court, at the time the action is filed in the district court, that arises out of the same operative facts as the district court proceeding. Declares that in an action in which operative facts concern the uses of real property, the district court shall exercise jurisdiction even if the party seeking redress does not pursue judicial remedies provided by a state or territory. Provides for referral of an unsettled question of state law to the state's highest appellate court. Prohibits the district court from certifying a question of state law unless it is necessary to resolve the merits of the injured party's federal claim, and such question is patently unclear. Declares that any claim or action to redress the deprivation of a property right or privilege secured by the Constitution shall be ripe for adjudication by the district courts upon a final decision rendered by any person acting under color of any law, regulation, custom, or usage of any state or U.S. territory that causes actual and concrete injury to the party seeking redress. Declares that any claim founded upon a property right or privilege secured by the Constitution, but allegedly infringed or taken by the United States, shall be ripe for adjudication upon a final decision rendered by the United States which causes actual and concrete injury to the party seeking redress. Amends the Revised Statutes of the United States and the federal judicial code with respect to certain constitutional property rights claims. Provides for the liability of the United States for certain claims, brought under U.S. district court jurisdiction or Court of Federal Claims jurisdiction, where the claim is founded upon a property right or privilege secured by the Constitution. Requires a federal agency, whenever it takes action limiting the use of private property that may be affected by the amendments made by this Act, to give notice to the owners of that property explaining their rights and the procedures for obtaining any compensation that may be due to them under such amendments.

Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 - Amends the federal criminal code to revise provisions prohibiting knowingly creating, selling, or possessing a depiction of animal cruelty to prohibit knowingly and for the purpose of commercial advantage or private financial gain selling or distributing an animal crush video in interstate or foreign commerce. States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

Commends the brave efforts of the people of Guatemala, Honduras, and El Salvador as they recover from Tropical Storm Agatha. Recognizes the assistance of the international community during the recovery effort in providing relief to the people of Guatemala, Honduras, and El Salvador. Urges the Secretary of State, in coordination with the Administrator of the United States Agency for International Development (USAID), to continue to develop a strategic plan to promote food security and recovery efforts with the goal of mitigating the current and future effects of the recent natural disasters that have devastated Guatemala, Honduras, and El Salvador.

America Stands with Israel Act - Expresses the sense of Congress that the United States: (1) supports Israel's right to defend itself; (2) supports Israel's naval blockade of Gaza; and (3) should oppose any investigation by the United Nations (U.N.) into the flotilla incident (involving the May 2010 Israeli interception of ships carrying supplies to Gaza). Requires the Secretary of State to direct the U.S. Permanent Representative to the United Nations to cease U.S. participation in and membership on the United Nations Human Rights Council (UNHRC). Prohibits the Secretary from contributing any funds to the United Nations for an investigation into the flotilla incident. Directs the Secretary to ensure that no U.S. contributions to the United Nations are used for any such investigation, including by withholding from U.S. contributions to the regularly assessed biennial budget of the United Nations amounts equal to any amounts so expended.

Restores provisions of law amended by such Acts. Enacts the Common Sense Health Care Reform and Affordability Act (H.R. 4038), as introduced in the House of Representatives on November 9, 2009.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Expresses the sense of the House of Representatives that: (1) states and state law enforcement personnel in the course of carrying out routine duties have the inherent authority to investigate, identify, arrest, detain, or transfer to federal custody aliens in the United States for purposes of U.S. immigration law enforcement; (2) state and local governments should be supported and reimbursed by the federal government for taking actions to discourage illegal immigration; (4) state and local governments that knowingly harbor illegal immigrants should be penalized; (5) current laws governing the enforcement of U.S. immigration laws should be enforced; (6) attrition through enforcement should be U.S. policy; and (7) legislation to enhance border security and enforcement of immigration laws should be passed quickly to ease state and local government burdens and increase national security.

Urges states to enact laws that address the crime of domestic sex trafficking of minors. Encourages the Department of Health and Human Services (HHS) to establish the pilot shelter for juvenile trafficking victims authorized by the Trafficking Victims Protection Reauthorization Act of 2005. Recognizes: (1) that the demand for commercial sex with minors is central to the problem of domestic sex trafficking and urges the Attorney General to make the arrest and prosecution of buyers a federal priority; (2) the need for standardized practices of identification and response to domestic sex trafficking of minors among law enforcement and service providers; and (3) the need for an adequate number of specialized residential facilities and services that are gender specific and trauma informed for the protection and restoration of trafficking victims.

Save America's Future Economy Act of 2010 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require the Office of Management and Budget (OMB) to calculate the uniform percentage by which nonexempt spending accounts are to be sequestered such that total government spending for a budget year, compared to the preceding fiscal year, does not increase at a rate greater than the percentage point change in the Consumer Price Index (CPI) plus the percentage point change in annual population growth. Requires OMB to prepare annually a report to be included in the President's budget for each fiscal year setting forth: (1) the projected level of total federal spending for the current year; (2) the percentage point increase in the CPI over the fiscal year before the current year; (3) the total percentage point increase in population from July 1 of the second preceding fiscal year before the current year and July 1 of the fiscal year before the current year; (4) the sum of such total percentage point increases; and (5) the projected level of total federal spending for the budget year and the amount, if any, by which that spending would exceed the projected level of total federal spending for the current year, as adjusted by the such sum of the total percentage point increases. Prescribes requirements for OMB Preview Reports and OMB Final Sequestration Reports. Requires the President to issue a sequestration order, effective on issuance, if OMB in its Final Sequestration Report estimates that any sequestration is required. Prohibits OMB from including the budgetary effects of an emergency requirement in its estimates. Exempts from any sequestration reduction order: (1) payments for net interest; and (2) federal obligations required to be paid under the U.S. Constitution or legally contractual obligations. Extends indefinitely certain Pay-As-You-Go (PAYGO) enforcement mechanisms.

Demands that Hamas: (1) immediately and unconditionally release Israeli soldier Gilad Shalit; (2) allow access to the Israeli captives by competent medical personnel and representatives of the International Committee of the Red Cross; and (3) provide Gilad Shalit the humane treatment all captives are entitled to as a fundamental human right, including communication with his family. Expresses: (1) commitment to the survival of Israel as a Jewish and democratic state within recognized and secure borders; (2) support in resolving the Israeli-Palestinian conflict through the creation of a democratic, viable, and independent Palestinian state living in peace alongside Israel; (3) sympathy for Gilad Shalit's family; and (4) commitment to seek the release of Gilad Shalit and other missing Israeli soldiers. Recalls Israeli soldiers Ehud Goldwasser, Eldad Regev, Zecharya Baumel, Zvi Feldman, Yehuda Katz, Ron Arad, Guy Hever, and Majdy Halabi. Condemns: (1) Hamas for the cross border attack and kidnapping of Gilad Shalit; and (2) Iran and Syria for their support for international terrorism.

Secure the Border Act of 2010 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to require the Secretary of Homeland Security (DHS) to: (1) construct two layers of reinforced fencing along the entire international land border between the United States and Mexico; (2) provide for the installation of additional physical barriers, roads, lighting, cameras, and sensors along the entire length of the international border between the United States and Mexico and the United States and Canada; and (3) complete such work within two years. Increases the FY2011 budget of the Tunnel Task Force (a joint Immigration and Customs Enforcement [ICE], Customs and Border Patrol [CBP], and Drug Enforcement Administration [DEA] force tasked to pinpoint smuggling tunnels) by 100% above the FY2007 budget. Directs the Secretary to implement a program to fully integrate and utilize aerial surveillance technologies, including unmanned aerial vehicles, to enhance the security of the international borders between the United States and Mexico and the United States and Canada.

Amends the Patient Protection and Affordable Care Act to prohibit federal funds from being to used to cover any part of the costs of any health plan that includes coverage of abortion services. (Currently, federal funds cannot be used for abortion services and plans receiving federal funds must keep federal funds segregated from any funds for abortion services.) Requires any qualified health benefit plan offered through an Exchange that includes coverage for abortions to also offer a qualified health benefit plan through the Exchange that is identical in every respect except that it does not cover abortions.

Expresses the sense of the House of Representatives that: (1) Democratic Members of the House should join its Republican Members in a total ban on earmarks for one year; (2) discretionary spending should be reduced in the concurrent budget resolution for FY2011 by the total amount that was spent on requests for earmarks in FY2010; (3) if spending in that resolution is not reduced by such amount, an amendment to that resolution to effectuate this change should be made in order; and (4) a complete review and overhaul of the congressional budgetary, spending, and earmark processes should be commenced by creating a bipartisan, bicameral committee to study the issue and report to the House and Senate with its recommendations.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Broadband for First Responders Act of 2010 - Amends the Communications Act of 1934 to increase the electromagnetic spectrum allocation for public safety services by 10 megahertz and reduce such allocation for commercial use by the same amount. Directs the Federal Communications Commission (FCC) to: (1) allocate the paired electromagnetic spectrum bands of 758-763 megahertz and 788-793 megahertz (referred to as D Block) for public safety broadband communications and assign such paired bands to public safety; (2) establish rules to permit a public safety broadband licensee to authorize public safety service providers to construct and operate a wireless public safety broadband network in the licensee's spectrum if such authorization would expedite public safety broadband communications; (3) require that any wireless public safety broadband network be fully interoperable, provide for user roaming, be disaster survivable, and have the appropriate level of cyber security; (4) establish regulations to authorize the shared use of the public safety broadband spectrum and network infrastructure by entities that are not defined as public safety services; (5) establish regulations to allow use of the public safety broadband spectrum by emergency response providers; and (6) develop a public safety agency statement of requirements that enables nationwide interoperability and roaming across any communications system using public safety broadband spectrum.

UNRWA Humanitarian Accountability Act - Amends the Foreign Assistance Act of 1961 to withhold U.S. contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) or to any successor or related entity unless the Secretary of State certifies to Congress that: (1) no UNRWA official, employee, representative, or affiliate is a member of a foreign terrorist organization, has propagated anti-American, anti-Israel, or anti-Semitic rhetoric, or has used UNRWA resources to propagate political materials regarding the Israeli-Palestinian conflict; (2) no UNRWA facility is used by a foreign terrorist organization; (3) no UNRWA school uses educational materials that propagates anti-American, anti-Israel, or anti-Semitic rhetoric; (4) UNRWA is subject to auditing oversight; and (5) UNRWA holds no accounts or other affiliations with financial institutions deemed by the United States to be complicit in money laundering and terror financing. Limits, upon certification compliance, U.S. contributions to UNRWA.

Amends federal patent law to revise the authorization of civil suits to collect one-half of the $500 penalty for false marking. Limits the right to file a civil action in a U.S. district court to persons who have suffered a competitive injury as a result of a violation of the prohibition against false marking. (Thus repeals the right of any person to sue for the penalty.) Allows a person who has suffered a competitive injury to file a civil action to recover damages adequate to compensate for the injury. (Current law allows any person to collect up to one-half of $500 for every such offense.)

Prohibits the Committee on Rules from reporting a rule or order that provides for disposition of the Senate amendments to H.R. 3590 (the Patient Protection and Affordable Care Act [PPACA]) unless it provides for: (1) at least one hour of debate, equally divided and controlled by the majority leader and the minority leader; and (2) a requirement that the Speaker put the question on disposition of the Senate amendments and that the yeas and nays be considered as ordered thereon.
