Secure Visas Act

Secure Visas Act - Amends the Homeland Security Act to grant the Secretary of Homeland Security (DHS) (Secretary), except for the Secretary of State's authority with respect to diplomatic- and international organization-related visas, exclusive authority to issue regulations, establish policy, and administer and enforce the provisions of the Immigration and Nationality Act (INA) and all other immigration or nationality laws relating to U.S. consular officer visa functions. Authorizes the Secretary to refuse or revoke any visa to an alien or class of aliens if necessary or advisable for U.S. security interests. Prohibits judicial review of such determinations. Provides that any such visa revocation shall become effective immediately and cancel any other visa in an alien's possession. Authorizes the Secretary of State to direct a consular officer to refuse or revoke a visa if necessary or advisable for U.S. foreign policy interests. Prohibits a decision by the Secretary of State to approve a visa from overriding a revocation or refusal determination by the Secretary. Directs the Secretary to review on-site all visa applications and supporting documentation before adjudication at visa-issuing posts in Algeria, Canada, Colombia, Egypt, Germany, Hong Kong, India, Indonesia, Iraq, Jerusalem and Tel Aviv in Israel, Jordan, Kuala Lumpur in Malaysia, Kuwait, Lebanon, Mexico, Morocco, Nigeria, Pakistan, the Philippines, Saudi Arabia, South Africa, Syria, Turkey, United Arab Emirates, the United Kingdom, Venezuela, and Yemen. Authorizes the Secretary to assign DHS employees to such posts. States that if the Secretary or the Secretary of State revokes a visa: (1) the relevant consular, law enforcement, and terrorist screening databases shall be immediately updated; and (2) look-out notices shall be posted to all DHS port inspectors and Department of State consular officers. Amends INA to eliminate the exception permitting judicial review of a visa revocation where such revocation is the sole ground for a deportation process based upon an alien's unlawful presence in the United States.

Colmery in initiating actions which led to the enactment of that Act. Requires the medal, following its award, to be given to the Smithsonian Institution for display. Expresses the sense of Congress that the medal should be made available for display elsewhere, particularly at appropriate locations selected by the Secretaries of Veterans Affairs (VA), Defense (DOD), or Education.

Prevention of Farm Animal Cruelty Act - Declares that it is U.S. policy that the raising of livestock for food production shall be consistent with the basic principles of animal welfare. Prohibits a federal agency from purchasing any food product derived from a pig during pregnancy, a calf raised for veal, or an egg-laying hen used or intended for use in food production (covered animal) unless that animal, during the entire period covered by that definition, was provided adequate space to stand up, lie down, turn around freely, and fully extend all limbs. Exempts a covered animal: (1) during lawful transport; (2) during the slaughter of the animal in compliance with the Humane Methods of Slaughter Act of 1958 and other applicable law and regulations; (3) in lawful rodeo exhibitions, state or county fair exhibitions, or other similar exhibitions; (4) in lawful scientific or agricultural research; (5) while undergoing an examination, test, treatment, or operation for individualized veterinary purposes to improve the animal's well-being; or (6) in the case of a pig during pregnancy, during the seven-day period immediately before the date the pig is expected to give birth. Provides that nothing in this Act shall modify, limit, or repeal any law or preempt any state or local law.

Holocaust Insurance Accountability Act of 2010 - Declares that no executive agreement between the United States and any foreign country shall invalidate or preempt any state law creating a cause of action against an insurer or related company based upon a claim arising out of or related to a covered insurance policy that: (1) was in effect at any time after January 30, 1933, and before December 31, 1945; and (2) was issued to a policyholder domiciled in any area occupied or controlled by Nazi Germany. Deems any state law enacted as of March 1, 1998, which requires an insurer doing business in that state to disclose information regarding such a covered policy to be effective upon its enactment. Authorizes the President to waive application of this Act upon: (1) a determination that the executive agreement is vital to U.S. national security interests; and (2) presentation of a report by the President to certain congressional committees explaining the reasons for such determination. Prohibits a court from dismissing a claim that is brought under a state law within 10 years after enactment of this Act on the ground that the claim is barred under any statute of limitations. Declares this Act applicable to any claim brought under state law before, on, or after enactment of this Act including: (1) any claim dismissed on the ground of executive preemption before the date of the enactment of this Act; and (2) any claim that is deemed released as a result of the settlement of a class action entered into before enactment of this Act if the claimant did not receive any payment pursuant to the settlement.

Mortgage E-Verify Act of 2010 - Amends the Federal National Mortgage Association Charter Act and the Federal Home Loan Mortgage Corporation Act to require the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation Act (Freddie Mac) to confirm the identity and work eligibility of the mortgagor as a prerequisite to: (1) any refinancing, restructuring, or modification agreement governing a single-family housing mortgage that is held by, or that backs any security issued by, either Fannie Mae or Freddie Mac; or (2) any purchase of, or issuance of any security that is backed by, any single-family housing mortgage made for the refinancing, restructuring, or modification of the mortgagor's previous single-family housing mortgage on the same property. Identifies the required inquiry as one made through the basic pilot E-Verify program under the Illegal Immigration Reform and Immigrant Responsibility Act of 1996. Amends the National Housing Act to require the Secretary of Housing and Urban Development (HUD) to use the E-Verify program to confirm the identity and work eligibility of the mortgagor as a prerequisite to single-family housing mortgage insurance issued under the Act.

National Wildfire Infrastructure Improvement and Cost Containment Act - Amends federal civil service law to raise the age for mandatory separation of a wildland firefighter from 57 to 65 years of age, or until her or she is certified by a licensed physician as being unable to successfully complete all applicable physical standards testing. Prohibits the use of funds appropriated to a federal department or agency to contract for the performance of firefighting or security guard functions that are performed, as of this Act's enactment, by a federal employee of any such department or agency. Directs the Office of Personnel Management (OPM), in cooperation with the federal land management agencies, to commence development of a separate wildland firefighter occupational series that will more accurately reflect the variety of duties performed by wildland firefighters. Requires a wildland firefighter's hours of work officially ordered or approved in excess of 40 hours per week or 8 hours per day to be considered overtime work. Makes time the firefighter is away from his or her official duty station assigned to an emergency incident, in support of an emergency incident, or pre-positioned for emergency response, compensable as work time. Includes hazardous duty differentials as basic pay for retirement purposes. Prohibits OPM from excluding wildland firefighters from government employees' life insurance coverage. Permits, under specified circumstances: (1) the continuation of health benefits for a wildland firefighter between wildfire seasons; and (2) anyone subject to the Federal Employees Retirement System (FERS) as a firefighter to have any qualifying firefighter service treated as creditable service, regarding service performed between 1989 and this Act's enactment. Provides for investigations of firefighter fatalities by the Inspectors General of the Departments of Agriculture and the Interior. Repeals a requirement for an independent investigation of Forest Service firefighter deaths caused by wildfire entrapment or burnover.

Belarus Arms Transfers Accountability Act of 2009 - Expresses the sense of Congress that: (1) the Secretary of State should consider reports of arms sales by Belarus to state sponsors of terrorism and states that do not cooperate with the United States in its anti-terrorism efforts, as well as any information gathered for a certain congressional report concerning Belarus' proliferation of conventional and nuclear weapons to such countries, including Venezuela, in determining whether to impose terrorism and nonproliferation sanctions to deter such arms sales by Belarus; and (2) any use by Iran of nuclear cooperation agreements with other countries as a means to proliferate weapons technology and expertise to countries such as Venezuela, either directly or by arrangements with Belarus or other countries, would not be in the interest of the United States. Directs the Secretary to report annually to the appropriate congressional committees on exports of weapons and related services by the government of Belarus and Belarusian enterprises, especially to state sponsors of terrorism or countries not fully cooperating with U.S. antiterrorism efforts, including Venezuela.

Hoover Power Allocation Act of 2009 - Amends the Hoover Power Plant Act of 1984 (HPPA) to modify, commencing October 1, 2017, certain statutory schedules governing contracts for delivery to specified localities in Arizona, California, and Nevada of hydroelectric power generated at Hoover Dam. Directs the Secretary of Energy to: (1) create, from certain apportioned allocations of contingent capacity and firm energy, a resource pool equal to 5% of the full rated capacity of 2.074 million kilowatts and associated firm energy; (2) offer Schedule D contingency capacity and firm energy to new allottees not receiving contingent capacity and firm energy for delivery commencing October 1, 2017; and (3) allocate through the Western Area Power Administration (WAPA) for delivery, commencing October 1, 2017, 66.7% of Schedule D contingent capacity and firm energy to specified new allottees located within the marketing area for the Boulder City Area Projects. Requires each contract offered under HPPA to: (1) authorize and require WAPA to collect from new allottees a pro rata share of Hoover Dam repayable advances paid for by contractors before October 1, 2017, and to remit such amounts to the contractors that paid such advances in proportion to the amounts paid by them as specified in a certain Implementation Agreement; (2) permit transactions with an independent system operator; and (3) contain the same material terms included in those long-term contracts for purchases from the Hoover Power Plant that were made in accordance with HPPA and are in existence on the date of enactment of this Act. Subjects the contractual obligation of the Secretary to deliver contingent capacity and firm energy under HPPA to the availability of the water needed to produce such contingent capacity and firm energy. Continues through FY2067 the requirements of HPPA as the exclusive method for (in effect, congressional oversight of) the disposal of capacity and energy from Hoover Dam.

Fort Hood Families Benefits Protection Act - Treats members of the Armed Forces and civilian employees of the Department of Defense (DOD) who were killed or wounded in the shootings at Fort Hood, Texas, as members killed or wounded in a combat zone or civilian employees killed or wounded in a terrorist attack or while serving in a contingency operation, respectively, for purposes of specified laws, regulations, and policies concerning compensation, awards, and other benefits for which such members and employees are eligible. Provides the maximum amount of coverage ($400,000) under Servicemembers' Group Life Insurance for any member killed in such shootings, as well as any member who dies of wounds sustained in the shootings, notwithstanding that the member elected to be insured in a lesser amount. Excludes from the above provisions members whose wounds or death is the result of willful misconduct.

Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.
