Veterans Benefits Continuity and Accountability Supplemental Appropriations Act, 2024 This bill provides FY2024 supplemental appropriations to the Veterans Benefits Administration (VBA) within the Department of Veterans Affairs (VA) and establishes reporting requirements related to VA funding and projected shortfalls.   Specifically, the bill provides FY2024 supplemental appropriations to the VBA for Compensation and Pensions, and  Readjustment Benefits. In addition, the bill requires the VA to report to Congress on (1) corrections the VA will make to improve forecasting, data quality, and budget assumptions relating to budget submissions for the VBA's Compensation and Pensions and Readjustment Benefits accounts; and (2) the status of funds provided to these accounts for FY2024, FY2025, and FY2026 by this or any other act. The bill also requires the VA Office of Inspector General to report to Congress on (1) the circumstances and causes of certain funding shortfalls that the VA has projected for the VBA and the Veterans Health Administration, and (2) actions that the VA can take to improve the accuracy of the supporting information submitted with the President's budget and prevent funding shortfalls.

Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act This bill addresses various programs, benefits, and services provided by the Department of Veterans Affairs (VA), including those related to health care, educational assistance, home loans, homelessness, and disability and memorial affairs. Among other elements, the bill modifies the administration of the Veterans Community Care Program, including by providing protections for care agreements between veterans and clinicians; increases the expenditure cap for non-institutional care alternatives to nursing home care; provides certain support to family caregivers under the Program of Comprehensive Assistance for Family Caregivers; modifies the administration of certain educational assistance programs and benefits, including by removing the expiration on a surviving spouse’s entitlement under the Marine Gunnery Sergeant John David Fry Scholarship; expands the Native American Direct Loan program by allowing Native American veterans to refinance other existing mortgage loans on the same property if certain conditions are met; requires the VA to provide a burial and funeral allowance for certain veterans who die prior to October 1, 2026, in a home or other setting at which the veteran was receiving VA hospice care (if such care was directly preceded by VA hospital or nursing home care); temporarily increases the maximum rate of per diem payments provided by the VA to entities that furnish services and transitional housing to homeless veterans; authorizes a program to modernize the electronic health record and other relevant health information technology systems of the VA; and addresses various oversight and reporting matters.

Israel Security Assistance Support Act

Israel Security Assistance Support Act This bill specifies that no federal funds may be used to withhold, halt, reverse, or cancel the delivery of defense articles or defense services to Israel. Also, no funds may be used to pay the salary of any Department of Defense (DOD) or Department of State employee who acts to limit defense deliveries to Israel. Additionally, DOD and the State Department shall ensure prompt delivery of all defense articles and services expected to be delivered to Israel in FY2024 and FY2025. Unobligated funds for operation and maintenance for the Office of the Secretary of Defense, diplomatic programs for the Office of the Secretary of State, and the National Security Council may not be spent until each office certifies to Congress that any withheld defense articles or services are delivered to Israel. DOD and the State Department must obligate any remaining funds for assistance to Israel. DOD and the State Department must periodically report to Congress on defense articles and services provided to Israel.

SAVE Act

Safeguard American Voter Eligibility Act or the SAVE Act This bill requires individuals to provide documentary proof of U.S. citizenship in order to register to vote in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process under which an applicant may submit other evidence to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by specified sources. Additionally, the bill requires states to remove noncitizens from their official lists of eligible voters. The bill allows for a private right of action against an election official who registers an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The bill also establishes criminal penalties for registering an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The Election Assistance Commission must, within 10 days, adopt and transmit guidance for implementing the bill's requirements to chief state election officials.

This bill clarifies the definition of a malign foreign talent recruitment program under the Research and Development, Competition, and Innovation Act.   The Research and Development, Competition, and Innovation Act, which was included in the CHIPS and Science Act, prohibits researchers who receive federal funds from participating in malign foreign talent recruitment programs, in which foreign countries incentivize or compensate researchers for activities that present a conflict-of-interest for the researcher or that are otherwise unauthorized (e.g., sharing proprietary information without proper authorization). The bill clarifies that these restrictions apply to programs that are sponsored by a foreign country of concern.

ANCHOR Act

Accelerating Networking, Cyberinfrastructure, and Hardware for Oceanic Research Act or the ANCHOR Act This bill requires the National Science Foundation (NSF) to develop a plan to improve the cybersecurity and telecommunications of the U.S. Academic Research Fleet (ARF). The plan must be provided to Congress within one year after the bill is enacted. ARF is comprised of U.S.-flagged vessels that provide at-sea laboratories where oceanographic scientists, educators, and students research and learn about marine science.  The bill requires a plan to include assessments of (1) telecommunications and networking needs of ARF, consistent with typical scientific missions; (2) cybersecurity needs appropriate for the ownership of ARF vessels and their typical functions; (3) the costs necessary to meet these needs; and (4) the time required to implement necessary upgrades. The plan must also include a spending plan and a proposal for adopting common solutions, consortial licensing agreements, or a solution for centralizing cybersecurity, telecommunications, and data systems at a single facility. Among other factors specified in the bill, the NSF must consider approaches to align with international standards for encryption of sensitive information, requirements for controlled classified or unclassified information, and the network capabilities necessary to meet particular mission needs (such as to upload data to shoreside servers or to enable video communications with K-12 classrooms). The NSF must provide Congress with a report on the plan's implementation within two years after the plan is provided to Congress.

Under the bill, a special district  is a political subdivision of a state, with specified boundaries and significant budgetary autonomy or control, that was created by or pursuant to state law to perform limited and specific governmental or proprietary functions that distinguish it as a significantly separate entity from the administrative governance structure of any other form of local government unit within a state. The bill requires federal agencies to implement OMB's guidance within one year of the date it is issued.

The funding is provided for purposes such as supporting current U.S. military operations in the region; replacing defense articles that were provided to Israel; reimbursing DOD for defense services and training provided to Israel; and procuring Israel's Iron Dome, David's Sling, and Iron Beam defense systems to counter short-range rocket threats. The bill also provides appropriations to the State Department for Diplomatic Programs, Emergencies in the Diplomatic and Consular Service, and the Foreign Military Financing Program. The funding is provided to the State Department for purposes such as (1) increasing security at U.S. embassies impacted by the attacks on Israel, and (2) conducting emergency evacuations of U.S. government personnel and citizens in the region. Finally, the bill includes provisions that expand the authorities of the President to transfer defense articles and services from DOD to Israel.
