PEPFAR Extension Act of 2018 This bill amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to extend certain provisions related to the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), a U.S. governmental initiative addressing the global HIV/AIDS epidemic. Specifically, the bill extends through FY2023 provisions that: require the Inspectors General of the Department of State and the U.S. Agency for Global Media, jointly with the Department of Health and Human Services and the U.S. Agency for International Development, to coordinate and conduct oversight of PEPFAR programs; limit U.S. contributions to the Global Fund to Fight AIDS, Tuberculosis and Malaria to 33% of funds contributed from all sources; require that certain fund contributions be withheld under specified circumstances; and require that at least half of the PEPFAR budget be allocated for specified HIV/AIDS treatment and care. The bill also extends through FY2024 annual reporting requirements relating to HIV/AIDS treatment providers and costs.

Restore Our Parks and Public Lands Act This bill establishes the National Park Service and Public Lands Legacy Restoration Fund and requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

Computers for Veterans and Students Act of 2018 or the COVS Act This bill directs federal agencies to offer, through the General Services Administration (GSA), to transfer surplus computers and technology equipment to nonprofit computer refurbishers for repair and distribution to educational institutions, veterans, disabled individuals, low-income individuals, students, and seniors in need. Each nonprofit computer refurbisher to whom the GSA transfers a surplus computer or technology equipment must offer training programs for such an institution or individual on how to use the computer or equipment. The bill prohibits the GSA from requiring that a nonprofit computer refurbisher repair and distribute any surplus computer or technology equipment within a specific period of time.

Efficient Drug Disposal Act of 2018 This bill amends the Clean Air Act to exempt certain solid waste incinerators from performance standards, including emission requirements. Burma Unified through Rigorous Military Accountability Act of 2018 or the BURMA Act of 2018 This bill provides humanitarian assistance for Burma (Myanmar) and Bangladesh and imposes sanctions on Burmese military or security officials responsible for serious human rights abuses. The bill provides humanitarian assistance for Burma, Bangladesh, and the surrounding region, including assistance for the Rohingya minority. The Department of State, the Department of the Treasury, and the U.S. Agency for International Development shall jointly submit to Congress a strategy for promoting economic growth in Burma.

Global Engagement Center Authorities Act of 2018 This bill revises provisions relating to the Global Engagement Center and its role in countering foreign and non-state propaganda and disinformation efforts aimed at undermining the policies, security, or stability of the United States and its allies and partner states. It also modifies the center's grant program for assisting specified entities in countering such propaganda and disinformation efforts. The Department of State shall brief Congress at least annually on the activities of the center.

Burn Pits Accountability Act This bill requires the Department of Defense (DOD) and the military departments to evaluate whether each member of the Armed Forces has been (1) based or stationed where an open air burn pit was used to dispose of waste, or (2) exposed to toxic airborne chemicals. Members located where an open burn pit was used or exposed to toxic airborne chemicals must be enrolled in the Airborne Hazards and Open Burn Pit Registry, unless the member elects not to enroll. The evaluations must be included in periodic health assessments, physical exams conducted immediately prior to separation from active duty, and deployment assessments. DOD must share the results of the evaluations with the Department of Veterans Affairs.
