PEPFAR Extension Act of 2018 This bill amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to extend certain provisions related to the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), a U.S. governmental initiative addressing the global HIV/AIDS epidemic. Specifically, the bill extends through FY2023 provisions that: require the Inspectors General of the Department of State and the U.S. Agency for Global Media, jointly with the Department of Health and Human Services and the U.S. Agency for International Development, to coordinate and conduct oversight of PEPFAR programs; limit U.S. contributions to the Global Fund to Fight AIDS, Tuberculosis and Malaria to 33% of funds contributed from all sources; require that certain fund contributions be withheld under specified circumstances; and require that at least half of the PEPFAR budget be allocated for specified HIV/AIDS treatment and care. The bill also extends through FY2024 annual reporting requirements relating to HIV/AIDS treatment providers and costs.

Restore Our Parks and Public Lands Act This bill establishes the National Park Service and Public Lands Legacy Restoration Fund and requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

Marijuana Data Collection Act This bill requires the Department of Health and Human Services, in coordination with the Department of Justice, the Department of Labor, and relevant state agencies, to enter into an arrangement with the National Academy of Sciences in order to study the effects of marijuana legalization in states that have legalized marijuana for medicinal or non-medicinal use.

Computers for Veterans and Students Act of 2018 or the COVS Act This bill directs federal agencies to offer, through the General Services Administration (GSA), to transfer surplus computers and technology equipment to nonprofit computer refurbishers for repair and distribution to educational institutions, veterans, disabled individuals, low-income individuals, students, and seniors in need. Each nonprofit computer refurbisher to whom the GSA transfers a surplus computer or technology equipment must offer training programs for such an institution or individual on how to use the computer or equipment. The bill prohibits the GSA from requiring that a nonprofit computer refurbisher repair and distribute any surplus computer or technology equipment within a specific period of time.

Efficient Drug Disposal Act of 2018 This bill amends the Clean Air Act to exempt certain solid waste incinerators from performance standards, including emission requirements. Specifically, incinerators used by federal, state, and local law enforcement agencies to destroy contraband or household pharmaceuticals are exempt from these requirements.

Burma Unified through Rigorous Military Accountability Act of 2018 or the BURMA Act of 2018 This bill provides humanitarian assistance for Burma (Myanmar) and Bangladesh and imposes sanctions on Burmese military or security officials responsible for serious human rights abuses. The bill provides humanitarian assistance for Burma, Bangladesh, and the surrounding region, including assistance for the Rohingya minority. The Department of State, the Department of the Treasury, and the U.S. Agency for International Development shall jointly submit to Congress a strategy for promoting economic growth in Burma.

Global Engagement Center Authorities Act of 2018 This bill revises provisions relating to the Global Engagement Center and its role in countering foreign and non-state propaganda and disinformation efforts aimed at undermining the policies, security, or stability of the United States and its allies and partner states. It also modifies the center's grant program for assisting specified entities in countering such propaganda and disinformation efforts. The Department of State shall brief Congress at least annually on the activities of the center.

Burn Pits Accountability Act This bill requires the Department of Defense (DOD) and the military departments to evaluate whether each member of the Armed Forces has been (1) based or stationed where an open air burn pit was used to dispose of waste, or (2) exposed to toxic airborne chemicals. Members located where an open burn pit was used or exposed to toxic airborne chemicals must be enrolled in the Airborne Hazards and Open Burn Pit Registry, unless the member elects not to enroll. The evaluations must be included in periodic health assessments, physical exams conducted immediately prior to separation from active duty, and deployment assessments. DOD must share the results of the evaluations with the Department of Veterans Affairs.

Medical Cannabis Research Act of 2018 This bill amends the Controlled Substances Act to establish a new, separate registration process for manufacturers of cannabis for research. The Drug Enforcement Administration must assess whether there is an adequate and uninterrupted supply of research cannabis and register additional manufacturers.

Women's Entrepreneurship and Economic Empowerment Act of 2018 This bill requires the U.S. Agency for International Development (USAID) to ensure that gender equality and female empowerment considerations are integrated into its strategies, projects, and activities. The Foreign Assistance Act of 1961 is amended to expand USAID microenterprise assistance authorities to include programs for small and medium-sized enterprises, particularly those that serve and are owned and managed by women. The bill revises requirements for the measurement of poverty levels by implementing partners. It also authorizes the establishment of a USAID office to support efforts to broaden local financial markets and support the development of micro, small, and medium-sized enterprises. The Government Accountability Office shall report to Congress on USAID assistance for such enterprises.

Civil Defense Preparedness Act of 2018 This bill amends the Homeland Security Act of 2002 to authorize the use of grants under the Urban Area Security Initiative (UASI) and the State Homeland Security Grant Program (SHSGP) to assist high-risk urban areas and high-risk states, respectively, to increase preparedness against rocket-propelled or other forms of kinetically-delivered weapons of mass destruction (WMD), including nuclear, biological, and chemical attacks. The bill includes a rocket-propelled or other form of kinetically-delivered WMD among the types of threats to critical infrastructure sectors and to U.S. populations that the Federal Emergency Management Agency (FEMA) must assess. FEMA must permit a grant recipient under the UASI and the SHSGP to use grant funds for joint projects with governmental entities for the procurement of WMD protective equipment and nuclear weapons attack building reinforcement.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

USA Workforce Tax Credit Act This bill amends the Internal Revenue Code to allow tax credits for charitable contributions to certain nonprofit organizations with the exclusive purpose of providing: (1) workforce development and apprenticeship training, or (2) scholarships for elementary and secondary education expenses of students from households with income that does not exceed 200% of the median gross income. The bill limits the credits to specified amounts for individuals and corporations. It also: (1) imposes a tax on workforce development, apprenticeship training, and scholarship granting organizations that fail to distribute a specified portion of their receipts; and (2) establishes a $2 billion annual volume cap for the tax credits allowed under this bill.

Better Utilization of Investments Leading to Development Act of 2018 or the BUILD Act of 2018 This bill establishes the United States International Development Finance Corporation to facilitate the participation of private sector capital and skills in the economic development of countries with low- or lower-middle-income economies and countries transitioning from nonmarket to market economies in order to complement U.S. assistance and foreign policy objectives. The corporation may: (1) make loans or loan guarantees, (2) as a minority investor acquire equity or financial interests in entities, (3) provide insurance or reinsurance to private sector entities and qualifying sovereign entities, (4) provide technical assistance, (5) administer special projects, (6) establish enterprise funds, (7) issue obligations, and (8) charge service fees. The corporation shall terminate after seven years. The corporation shall not provide assistance to: (1) a country whose government has repeatedly supported acts of international terrorism, or (2) a private sector entity that is engaged in monopolistic practices. The bill prescribes transitional provisions, including transferring to the corporation the functions, personnel, assets, and liabilities of the Overseas Private Investment Corporation (which is subsequently terminated) and specified elements of the U.S. Agency for International Development.

Creating Real and Useful Middle-Class Benefits and Savings (CRUMBS) Act of 2018 This bill excludes up to $2,500 of bonus income received by an employee in 2018 from being considered taxable earnings for the purpose of determining an employee's federal tax liability. The bill defines a "bonus" as wages paid in addition to the compensation ordinarily given, required, optioned, or obligated under an employment contract.

Student, Teachers, and Officers Preventing School Violence Act of 2018 or the STOP School Violence Act of 2018 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise and reauthorize through FY2028 the Secure Our Schools grant program. This grant program provides grants to states, local governments, and Indian tribes to improve security, including the placement and use of metal detectors and other deterrent measures, at schools and on school grounds.

Transparency for Taxpayers Act This bill requires the Department of the Treasury to make publicly available by April 1, 2018, an online tool that allows taxpayers (other than corporations) to calculate the approximate change in taxpayer income tax liability by reason of P.L. 115-97 (commonly known as the Tax Cuts and Jobs Act).

Born-Alive Abortion Survivors Protection Act This bill amends the federal criminal code to require any health care practitioner who is present when a child is born alive following an abortion or attempted abortion to: (1) exercise the same degree of care as reasonably provided to any other child born alive at the same gestational age, and (2) ensure that such child is immediately admitted to a hospital. The term "born alive" means the complete expulsion or extraction from his or her mother, at any stage of development, who after such expulsion or extraction breathes or has a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, regardless of whether the umbilical cord has been cut. Also, a health care practitioner or other employee who has knowledge of a failure to comply with these requirements must immediately report such failure to an appropriate law enforcement agency. An individual who violates the provisions of this bill is subject to a criminal fine, up to five years in prison, or both. An individual who commits an overt act that kills a child born alive is subject to criminal prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Screening and Vetting Passenger Exchange Act of 2017 This bill directs the Department of Homeland Security (DHS) to develop best practices for utilizing advanced passenger information and passenger name record data for counterterrorism screening and vetting operations. DHS shall: (1) make such best practices available to certain countries, including visa waiver program countries; and (2) provide assistance to such countries in implementing such practices.

Student Security Act of 2017 This bill amends the Higher Education Act of 1965 to require the Department of Education and the Social Security Administration to jointly carry out a student loan forgiveness program that will forgive Federal Direct loans in exchange for delayed eligibility for old-age insurance benefits under the Social Security Act. In addition, the bill authorizes the transfer of amounts from the Federal Old-Age and Survivors Insurance Trust Fund into the Federal Disability Insurance Trust Fund if borrowing is necessary to pay full benefit payments from the Federal Disability Insurance Trust Fund. The bill amends the Internal Revenue Code to expand the exclusion from gross income of income attributable to the discharge of student loan indebtedness to include indebtedness discharged under the program.

Counterterrorism Information Sharing Improvement Act of 2017 This bill requires the President: (1) acting through the Department of Homeland Security (DHS), to ensure that, for counterterrorism purposes, DHS has access to biographic and biometric data collected by the U.S. government on individuals associated with a terrorist organization; and (2) to direct relevant federal agencies to coordinate with DHS to minimize and overcome any administrative, technical, capacity, or classification challenges to carrying out such requirement. DHS must ensure that all relevant laws, rules, and procedures regarding classification levels and civil rights and civil liberties are followed in carrying out such requirement.

DHS Interagency Counterterrorism Task Force Act of 2017 This bill amends the Homeland Security Act of 2002 to authorize the Department of Homeland Security (DHS) to assign DHS personnel to participate in overseas interagency counterterrorism task forces to: (1) facilitate the sharing of counterterrorism information; and (2) combat the threat of terrorism and associated risks to the United States stemming from overseas sources of conflict or terrorism, as determined by DHS.

Terrorist Screening and Targeting Review Act of 2017 This bill directs the Government Accountability Office to submit to Congress a review of the authorization, funding, management, and operation of the National Targeting Center (NTC) established under the Homeland Security Act of 2002 and the Terrorist Screening Center (TSC) established under Homeland Security Presidential Directive 6. Such review shall include: (1) identification of any weaknesses or gaps in coordination, and of any unnecessarily duplicative or overlapping efforts, between the NTC and the TSC; (2) recommendations on how the NTC and the TSC may better support and complement one another; and (3) a cost-benefit analysis of congressional authorization of the TSC.

Saudi Educational Transparency and Reform Act This bill directs the Department of State to report to Congress annually on educational materials published by Saudi Arabia's Ministry of Education. The report shall detail whether such educational materials include content that could be seen as encouraging violence and intolerance toward religious groups, including Muslims who hold dissenting views. The report shall also discuss related subjects, including the extent to which such materials are exported and efforts by the Saudi government to remove the intolerant content. The State Department shall issue such reports for 10 years, unless the State Department determines that the intolerant content has been completely removed. If such content is still included in Saudi Arabia's educational materials after 10 years, the State Department shall continue reporting to Congress for another 5 years.

Promoting Real Opportunity, Success, and Prosperity through Education Reform Act or the PROSPER Act This bill amends the Higher Education Act of 1965 to revise the governance of federal financial aid provided to students pursuing a postsecondary education and institutions of higher education (IHEs), including by: removing restrictions on providing aid to for-profit institutions, correspondence courses, and certificate programs; modifying the eligibility requirements for IHEs and students to participate in federal student aid programs; revising accountability measures for IHEs, such as adding new measures for minority-serving institutions; requiring IHEs to implement programs to prevent the use of illicit drugs and the abuse of alcohol by students and employees; prohibiting aid to IHEs that deny religious student organizations the rights, benefits, or privileges that are afforded to other organizations; limiting the Department of Education's authority to issue regulations; revising requirements concerning sexual assault on campuses; authorizing an industry-led apprenticeship grant program; reauthorizing through FY2024 and revising specified programs, including the Federal Pell Grant program, the Federal Work-Study programs, and an aid program for students whose families are seasonal farm workers; revising requirements governing the Federal TRIO programs for students from disadvantaged backgrounds; repealing specified grant programs (e.g., the Federal Supplemental Educational Opportunity Grant program) and loan forgiveness programs (e.g., Public Service Loan Forgiveness) for new borrowers; replacing the existing student loan programs (i.e., the Federal Direct Loan program and the Federal Family Education Loan program) with a single loan program (i.e., ONE loan program); revising student loan limits for undergraduate students and establishing loan limits for graduate students; and replacing existing student loan repayment plans with an income-based repayment plan.
