Urges the President to: (1) express to oil exporting countries that are not Organization of Petroleum Exporting Countries (OPEC) members, such as the Republic of Mexico, that decisions to restrict crude oil supply in the world market as requested by the OPEC cartel adversely affect the national security of the United States and the world economy; (2) encourage U.S. allies in the Persian Gulf region, including OPEC members Saudi Arabia, Kuwait, Qatar, and the United Arab Emirates, to reconsider their announcements to reduce and to hold the cartel's crude oil output at current levels despite increased demand in the United States and abroad; and (3) encourage the oil exporting countries allied to the United States, including non-OPEC states such as Mexico and Norway and OPEC members Saudi Arabia, Kuwait, Qatar, and the United Arab Emirates, to increase oil production and exports to the United States to offset shortfalls in exports resulting from Iraq's boycott of oil shipments. Urges the Senate to pass H.R. 4 instituting a comprehensive national energy policy that would bolster U.S. national security by reducing dependence on foreign sources of energy, thereby resulting in lower prices for U.S. consumers.

Permanent Investment in American Workers and Workplace Act of 2002 - Amends the Internal Revenue Code as it relates to a special allowance for certain property acquired after September 10, 2001. Strikes the deadline of September 11, 2004 for acquiring such property, thereby permanently extending the bonus depreciation available under the Job Creation and Worker Assistance Act of 2002.

Captain Jack Punches Memorial Act - Amends the Veterans Education and Benefits Expansion Act of 2001 to require the Secretary of Veterans Affairs to furnish Government markers for the private cemetery graves of veterans dying on or after September 11, 2001 (currently December 27, 2001) who: (1) would have been eligible for burial in a national cemetery; or (2) would have been eligible for military retired or retainer pay except for not having attained 60 years of age.

Flight 93 National Memorial Act - Establishes a memorial at the September 11, 2001, crash site of United Airlines Flight 93 in the Stonycreek Township, Somerset County, Pennsylvania, to honor the passengers and crew of Flight 93. Establishes a Flight 93 Advisory Commission to assist with consideration and formulation of plans for such a memorial.

Government Shutdown Prevention Act - Provides for continuing appropriations for a fiscal year in the absence of regular appropriations, at a level not exceeding 75 percent of the lowest of possible rates of operations found in: (1) the previous fiscal year's appropriations or continuing appropriations acts; (2) the House or Senate passed appropriation bill for the fiscal year in question (except for a project or activity not funded in one such version); (3) the presidential budget submission; or (4) the annualized rate of operations provided for in the most recently enacted joint resolution making continuing appropriations for part of that fiscal year or any funding levels established under this Act. Charges expenditures made under this Act to the applicable appropriation, fund, or authorization when it becomes law.

Apprehension of Tainted Money Act of 2002 - Amends the Federal Election Campaign Act of 1971 to direct the Federal Election Commission (FEC) to establish a single interest-bearing escrow account for contributions of $500 or more that are given to the committee with the request that they be returned to the contributor. Authorizes the FEC to require the use of amounts placed in escrow to cover fines, penalties, and costs of investigation. Requires the FEC to return a contribution deposited in escrow to the contributor if it will not be used for such purposes.

Highway Funding Restoration Act - Amends the Transportation Equity Act for the 21st Century to require that obligations for Federal-aid highway and highway safety construction programs for FY 2003: (1) meet a specified minimum level; and (2) be distributed in accordance with that Act.

Civil Air Patrol Homeland Security Benefits Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include as a "public safety officer" for purposes of provisions governing death benefits a volunteer civilian member of the Civil Air Patrol engaged in: (1) active service rendered in performance or support of operational missions of the Patrol under the direction of the Department of the Air Force and performed consistent with written authorization that specifies a finite assignment; or (2) travel to or from such service.

Expresses the sense of Congress that: (1) the members of American Gold Star Mothers, Inc., and Blue Star Mothers of America, Inc. should be recognized for their sacrifices and for their dedicated and patriotic support of the United States; (2) during the period in which the armed forces are engaged in the war on terrorism, members of the immediate family of individuals serving in the armed forces should be encouraged to display a service flag approved by the Secretary of Defense in the window of their place of residence and to wear a service lapel button approved by the Secretary; and (3) the President should issue a proclamation calling on such members to take such actions.

Cyber Security Enhancement Act of 2001 - Directs the United States Sentencing Commission to amend Federal sentencing guidelines and otherwise address crimes involving fraud in connection with computers and access to protected information, protected computers or restricted data in interstate or foreign commerce or involving a computer used by or for the Federal Government. Includes among exceptions to otherwise criminal conduct emergency disclosures to a governmental entity by an electronic communication service and specified disclosures made in good faith. Increases penalties for violations where the offender knowingly causes or attempts to cause death or serious bodily injury. Directs the Attorney General, acting through the Federal Bureau of Investigation, to establish and maintain a National Infrastructure Protection Center to serve as a national focal point for threat assessment, warning, investigation, and response to attacks on the Nation's critical infrastructure, both physical and cyber. Establishes within the Department of Justice an Office of Science and Technology to work on law enforcement technology issues, addressing safety, effectiveness and improved access by Federal, State, and local law enforcement agencies. Includes investigative and forensic technologies, corrections technologies, and technologies that support the judicial process. Abolishes the Office of Science and Technology of the National Institute of Justice, transferring functions, activities, and funds to the newly formed Office. Requires the Director of the Office to operate and support National Law Enforcement and Corrections Technology Centers.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from making a determination that real estate brokerage activity or real estate management activity is an activity that is either financial in nature or incidental to any financial activity, or is complementary to a financial activity.

Homeland Emergency Response Operations Act or HERO Act - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC) from granting any extension beyond December 31, 2006, for the reassignment of the frequencies assigned for public safety services. Directs the FCC to complete assignment of the electromagnetic spectrum between 764 and 776 megahertz and between 794 and 806 megahertz for public safety services and to permit operations by public safety services on those frequencies no later than January 1, 2007.

Reservist Pay Security Act of 2001 - Entitles a person who is absent from his or her position of Federal employment to perform service in the uniformed services or the National Guard to receive from his or her agency an amount that, when added to the pay and allowances for such service, equals the basic pay which would have been payable to such employee for such period of service for which such employee is not otherwise compensated.

Attorney Fee Payment System Improvement Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) increase from $4,000 to $5,200 the maximum allowable attorney fee; and (2) cap the amount of attorney assessments at $100. Amends SSA title XVI (Supplemental Security Income) to prescribe a fee payment system for attorneys representing individuals filing claims for past-due benefits in the SSI program. Caps attorney fees at 25 percent of such past-due benefits. Requires the Commissioner of Social Security to assess such an attorney up to $100.

Affirms the U.S. commitment to the Republic of the Philippines pursuant to the 1951 Mutual Defense Treaty. Declares that Congress acknowledges the economic and military needs of the Philippines and pledges to continue to assist in addressing those needs.

Expresses the sense of Congress that the President should direct: (1) the Nuclear Regulatory Commission (NRC), the Department of Defense, the National Guard Bureau, the Department of Transportation, the Federal Bureau of Investigation, and the Central Intelligence Agency to conduct a joint study to assess the present and future need for military and National Guard units to augment security at the 103 active nuclear facilities in the United States; (2) the NRC and National Guard Bureau to work with State law enforcement agencies to establish basic guidelines for the proper training and use of National Guard units deployed at such facilities; and (3) the NRC, the Federal Emergency Management Agency, and the Food and Drug Administration to establish emergency reserves of potassium iodide tablets in communities within the emergency planning zones of each of the 64 U.S. nuclear power sites. Calls for Federal funding of the National Guard units protecting nuclear facilities.

Spirit of America Commemorative Coin Act of 2001 - Directs the Secretary of the Treasury to mint and issue $50 gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the tragic events that occurred at the Pentagon, in New York City, and in Pennsylvania, on September 11, 2001. Establishes the Victims of September 11th Fund which shall consist of amounts from surcharges received from the sale of such coins transferred to the Office for Victims of Crime for individuals who were injured, and to the families of individuals who were killed or injured, in the terrorist attacks against the United States on September 11, 2001.

Immigration Reform and Accountability Act of 2001 - Replaces (in the Department of Justice) the Immigration and Naturalization Service with the Agency for Immigration Affairs, to be headed by the Associate Attorney General for Immigration Affairs. Establishes within the Agency: (1) the Bureau of Immigration Services and Adjudications; and (2) the Bureau of Immigration Enforcement. Sets forth Agency and Bureau offices and authorities. Provides for the transfer of all necessary personnel and allocation of appropriations. Establishes in the Treasury the Immigration Reorganization Transition Account. Expresses the sense of Congress that: (1) the Bureaus are equally important and should be adequately funded; and (2) adjudication and enforcement functions should operate at levels not below those in existence prior to enactment of this Act. Directs the Attorney General to: (1) establish an Internet-based system for accessing Immigration and Nationality Act benefit filings; (2) conduct an on-line filing and improved processing feasibility study; and (3) establish a Technology Advisory Committee.

Expresses the sense of Congress that the President, at the upcoming World Trade Organization (WTO) round of negotiations at Doha, Qatar, November 9-13, 2001, and at any subsequent round of WTO negotiations, should: (1) preserve the U.S. ability to enforce its trade laws rigorously, including antidumping and countervailing duty laws, and avoid agreements which lessen the effectiveness of domestic and international disciplines on unfair trade, especially dumping and subsidies, in order to ensure that U.S. workers, agricultural producers, and firms can compete fully on fair terms and enjoy the benefits of reciprocal trade concessions; and (2) ensure that U.S. exports are not subject to the abusive use of trade laws, including antidumping and countervailing duty laws, by other countries.

Combatting Illegal Gambling Reform and Modernization Act - Amends the Federal criminal code to revise provisions regarding interstate gambling. Increases the term of imprisonment for violations. Prohibits (with exceptions) any person engaged in a gambling business from knowingly using a communication facility for the transmission: (1) of bets or wagers, or betting information, in interstate or foreign commerce, within the special maritime and territorial jurisdiction of the United States, or to or from any place outside the jurisdiction of any nation regarding any transmission to or from the United States,; or (2) of a communication in such interstate or foreign commerce which entitles the recipient to receive money or credit as a result of bets or for information assisting in the placing of bets. Prohibits (with exceptions) any person engaged in a gambling business from knowingly accepting credit, an electronic fund transfer, a check, or the proceeds of certain other forms of financial transaction as the Secretary may prescribe in connection with the transmission of such a communication of information assisting the placing of bets. Lists exceptions, including certain: (1) transmissions of information assisting in the placing of bets (such as for use in news reporting); and (2) uses of communication facilities for the transmission of bets (e.g., where a State or Tribe has explicitly authorized such bets). Sets forth remedies for violations. Bars imposition of damages, penalties, or forfeiture against any person or entity for an act done in compliance with notice received from a law enforcement agency.

Abandoned Mine Land Area Redevelopment Act of 2001 - Amends the Internal Revenue Code to allow a credit for holders of qualified abandoned mine land area redevelopment bonds, as specified. Sets forth rules and formulae concerning the annual credit (including limits and carryover), the applicable credit rate, bond issuance and redemption, the amount of bonds designated, and a national volume cap. Includes the credit in gross income, to be treated as interest income. Permits the the credit to be stripped (owner of bond different from person entitled to the credit). Treats the allowed credit as a payment of estimated tax. Permits the credit to be transferred. Limits the program to ten years from the issuance of the first qualified abandoned mine land area redevelopment bond.

Freedom to be a Patriot Act - Prohibits a department or agency of the United States from transferring any Federal funds: (1) to an individual or entity that prohibits the patriotic display of the U.S. flag; or (2) that the head of such department or agency determines are likely to be subsequently transferred to such an individual or entity.

Military Widows Equity Act - Repeals, as of October 1, 2002, certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military pay or who would be entitled to retired pay except for being under 60 years of age. Provides for the recoupment of certain amounts previously paid to SBP recipients in the form of a retired pay refund.

POW/MIA Memorial Flag Act of 2001 - Includes the World War II Memorial among the locations where the National League of Families POW/MIA flag is required to be displayed. Requires such flag to be displayed at such Memorial, as well as the Korean War Veterans Memorial and the Vietnam Veterans Memorial, on any day on which the United States flag is displayed.

Medicare Regulatory, Appeals, Contracting, and Education Reform Act of 2001 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to: (1) timelines for publication of final regulations and compliance with substantive changes after notice; (2) timeframes for the completion of the record in the appeals process; (3) contracts with Medicare administrative contractors for determining payment amounts, making payments, and providing certain provider services; (4) coordination of funding for education of service providers; and (5) standardization of random prepayment review and recovery of overpayments from Medicare administrative contractors.

TRICARE Benefits Modernization Act of 2001 - Directs the Secretary of Defense to: (1) terminate the individual case management program under the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS); and (2) integrate its beneficiaries and services into the TRICARE program (a Department of Defense managed care program). Makes limits on custodial care under the case management program inapplicable to domiciliary or custodial care incident to other authorized health care. Requires the Secretary to provide long-term health care benefits under TRICARE so as to integrate such benefits with those provided under TRICARE on a less than long-term basis. Allows post-hospital extended care services in a skilled nursing facility to continue for as long as is medically necessary and appropriate. Provides extended health care benefits for military dependents who have a serious physical disability or any extraordinary physical or psychological condition (currently limited to moderately or severely mentally retarded dependents). Outlines benefits provided and copayment requirements. Allows a dependent, in order to receive outpatient mental health services under a TRICARE contract in excess of the amount available in that year, to convert any unused period of inpatient mental health benefit still available. Makes a physician's determination that a service or supply is medically or psychologically necessary for a TRICARE patient conclusive, unless clearly erroneous. Prohibits such determinations from being subject to peer review. Includes orthotic devices, hearing aids, and rehabilitative therapy among the TRICARE services authorized for military dependents. Outlines types of durable medical equipment authorized to be provided.
