Expresses the sense of Congress that: (1) on September 11, 2001, the passengers and crew of hijacked United Airlines Flight 93 possibly averted the use of such aircraft in a further terrorist attack on the United States by attempting to overpower the hijackers; (2) the United States owes its gratitude to the passengers and crew of Flight 93 and extends its condolences to the victims' families and friends; and (3) a memorial plaque to the victims should be placed on the grounds of the Capitol, and a copy of the plaque and this resolution sent to a designated survivor of each victim.

Growers' Tax Fairness Act of 2001 - Amends the Internal Revenue Code to allow taxpayers to take compulsory or involuntary commercial plant conversion compensation (citrus canker tree replacement, plum pox virus compensation, or Pierce's disease payments) into account as income or gain ratably over the ten-year period beginning with the taxable year in which the taxpayer receives or accrues the compensation.

Date Certain Tax Code Replacement Act - Prohibits the imposition of any tax by the Internal Revenue Code: (1) for any taxable year beginning after December 31, 2005; and (2) in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2005. Excepts the: (1) tax on self-employment income (chapter 2 of the Code); (2) Federal Insurance Contributions Act (chapter 21 of the Code); and (3) Railroad Retirement Tax Act (chapter 22 of the Code). Establishes the National Commission on Tax Reform and Simplification to review: (1) the present structure and provisions of the Code; (2) whether the tax systems of other countries could provide more efficient and fair methods of funding government revenue requirements; (3) whether the income tax should be replaced with a tax imposed in a different manner or on a different base; and (4) whether the Code can be simplified, absent wholesale restructuring or replacement. Requires a Commission report to Congress on review results, with recommendations for Code reform and simplification. Terminates the Commission 90 days after such report. Authorizes appropriations (with interim funding). Declares that any new Federal tax system should be approved by Congress in its final form before July 4, 2005, and, if not, Congress should be required to vote to reauthorize the Code.

Motor Vehicle Owners' Right to Repair Act of 2001 - Requires a manufacturer of a motor vehicle sold or introduced into commerce in the United States to disclose to the vehicle owner, a repair facility, and the Federal Trade Commission (FTC) the information necessary to diagnose, service, or repair the vehicle. Sets forth protections for trade secrets. States that manufacturer noncompliance with this Act constitutes an unfair method of competition and an unfair or deceptive act or practice affecting commerce within the purview of the Federal Trade Commission Act. Authorizes a vehicle owner or repair facility to bring a civil action in Federal district court for violations of this Act without regard to the amount in controversy or the citizenship of the parties. Instructs the FTC to prescribe a uniform methodology for manufacturer disclosure in writing, and on the Internet. Prohibits the FTC from prescribing rules that interfere with the authority of the Administrator of the Environmental Protection Agency regarding motor vehicle emissions control diagnostics systems.

National Uniformity for Food Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act (FDCA) to prohibit any State or political subdivision from establishing or continuing in effect as to any food in interstate commerce any requirement for food that is not identical to specified FDCA provisions. Prohibits any State or political subdivision from establishing or continuing in effect any notification requirement for a food that provides for a warning concerning the food's safety that is not identical to FDCA provisions. Allows current State notification or food safety requirements to continue for 180 days after the enactment of this Act, during which such State may petition for an exemption or a new national standard. Allows a State to petition for an exemption and for a national standard regarding any requirement under the FDCA, as amended by this Act, or the Fair Packaging and Labeling Act relating to food regulation. Allows a State to establish a requirement that would otherwise violate FDCA provisions relating to national uniform nutrition labeling or this paragraph if the requirement is needed to address an imminent hazard to health that is likely to result in serious adverse health consequences and if other requirements are met.

Amends the Fair Labor Standards Act of 1938 to exempt from certain child labor restrictions the employment, inside or outside of businesses where machinery is used to process wood products, of individuals between ages 14 and 18 who are members of religious sects that do not permit formal education beyond the eighth grade. Permits such youth employment if the individual: (1) is supervised by an adult relative or by an adult member of the same religious sect or division; (2) does not operate or assist in the operation of power-driven woodworking machines; (3) is protected from wood particles or other flying debris within the workplace by a barrier appropriate to such potential hazard or by maintaining a sufficient distance from machinery in operation; and (4) is required to use personal protective equipment to prevent exposure to excessive levels of noise and sawdust.

Social Security Fairness Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to Old-Age and Survivors insurance benefit payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.

Commission to Universally Reduce and Eradicate Disease Act of 2001 - Establishes the National Commission for the New National Goal: The Advancement of Global Health to: (1) recommend a national strategy for coordinating governmental, academic, and public and private health care entities for the purpose of the global eradication of disease; and (2) address how the United States may assist in the global control of infectious diseases through the development of vaccines and the sharing of health research information on the Internet. Authorizes appropriations to the National Institutes of Health to carry out coordination activities with the Commission, the National Science Foundation, and other appropriate groups to make available on the Internet information concerning the benefits of the infectious disease vaccine development program and health research information.

Public Pension Parity Act of 2001 - Amends the Internal Revenue Code to: (1) exclude from gross income any amount received by an individual as a qualified governmental pension which does not exceed the maximum excludable social security benefits of the taxpayer for such year reduced by the social security benefits received during such year which were excluded from gross income; and (2) prohibit applying clause (1) to any qualified governmental pension received during the taxable year unless the taxpayer (or the spouse or former spouse of the taxpayer) performed the service giving rise to such pension. Defines the term "maximum excludable social security benefits."

Combat Merchant Mariners Veterans Benefits Act of 2001 - Provides that: (1) qualifying service in the U.S. merchant marine during a period of war for a total period equal to at least 12 months shall be considered active duty in determining eligibility for veterans' benefits; and (2) such service may be verified by entries in a continuous discharge book, a certificate of discharge to merchant seamen, a certificate of substantially continuous service, or other documentation available from the Secretary of Transportation or the head of any other Federal agency.

Improving Global Health Through Safe Injections Act - Amends the Foreign Assistance Act of 1961 with respect to U.S. Agency for International Development (AID) immunization and other programs for the prevention, treatment, and control of infectious diseases, including tuberculosis, HIV and AIDS, polio, and malaria, in connection with health programs for developing countries. Requires the Administrator of AID to develop and implement effective strategies to improve injection safety, including: (1) eliminating unnecessary injections; (2) promoting the availability and use of single-use auto-disable needles and syringes and other safe injection technologies; (3) strengthening procedures for proper needle and syringe disposal; and (4) improving the education and information provided to the public and to health professionals.

Benjamin Franklin Tercentenary Commission Act - Establishes the Benjamin Franklin Tercentenary Commission to: (1) study and recommend Government activities to honor Benjamin Franklin on the tercentenary of his birth, including the minting of a Benjamin Franklin tercentenary coin and the issuance of a Benjamin Franklin tercentenary postage stamp; (2) serve as the contact point for State, local, international, and private sector initiatives regarding tercentenary activities; and (3) seek to enter into an arrangement for the Franklin Institute of Philadelphia, Pennsylvania, to serve as the secretariat of the Commission and house the Commission's administrative offices.

Class Action Fairness Act of 2001 - Establishes a consumer class action bill of rights, including provision for: (1) judicial review and approval of noncash settlements; (2) protection against loss by class members because of payments to class counsel; (3) a prohibition against court approval of a proposed settlement providing for greater payments to class members because they are located in closer geographic proximity to the court; (4) a prohibition against court approval of a proposed settlement providing for payment of a greater share of the award to a class representative serving on behalf of a class; (5) standardized settlement notification information; and (6) pleading requirements. Grants the district courts original jurisdiction of any civil action in which the matter in controversy exceeds $2 million, exclusive of interest and costs, and is a class action in which any member of a class of plaintiffs is: (1) a citizen of a State different from any defendant; (2) a foreign state or a citizen or subject of a foreign state and any defendant is a citizen of a State; or (3) a citizen of a State and any defendant is a foreign state or a citizen or subject of a foreign state. Lists exceptions, such as where a class action brought by shareholders solely involves a claim concerning a covered security or relating to the internal governance of a corporation. Sets forth procedures for removal of interstate class actions to U.S. district court and for review of orders remanding class actions to State courts. Grants the courts of appeals jurisdiction of appeals from orders of the U.S. district courts granting or denying class certification under rule 23 of the Federal Rules of Civil Procedure, if notice of appeal is filed within ten days after entry of the order.

Makes a member of the Selected Reserve and his or her dependents eligible for health care under the TRICARE Standard. Requires the member to pay 40 percent of the premiums for such care, and the Government to pay the remaining 60 percent. States that participation in TRICARE Standard shall not effect enrollment of the member or dependent in TRICARE Prime if the member is called to active duty. Requires the Secretary to Defense to annually specify a period of at least 90 days for election to participate in TRICARE Standard. Terminates coverage upon termination of membership in the Selected Reserve.

National Electricity and Environmental Technology Act - Directs the Secretary of Energy to: (1) perform an assessment that establishes cost and performance goals with respect to technologies that would permit the continued cost-competitive use of coal for electricity generation, chemical feedstocks, and transportation fuel in 2007, 2015, and 2020; (2) biennially transmit to Congress the results of a study to identify technologies capable of achieving specified cost and performance goals; and (3) implement under specified Federal law a research and development program, including commercial application of coal-based technologies. Directs the Secretary to establish a clean coal power commercial applications initiative that will demonstrate commercial applications of advanced coal-based technologies applicable to new or existing power plants, including coproduction plants. Amends the Internal Revenue Code to establish tax credits for: (1) investment in qualifying clean coal technology; (2) production from a qualifying clean coal technology unit; (3) investment in qualifying advanced clean coal technology facilities; and (4) production from qualifying advanced clean coal technology. Mandates creation of a Federal risk pool for qualifying advanced clean coal technology. Treats such tax credits as refundable overpayments (excessive credits) with respect to specified organizations and governmental units.

Expresses the sense of Congress that: (1) the status quo on Cyprus must end and the island and its people must be reunited in a bi-zonal, bi-communal federal Cyprus, on the basis of United Nations Security Council resolutions; (2) the accession of Cyprus to the European Union (EU) would act as a catalyst for the solution of the Cyprus problem without such solution being a precondition for accession; (3) membership of Cyprus to the EU should be strongly supported; (4) all Cypriots should be urged to support and encourage efforts to bring Cyprus into the EU; and (5) U.S. agencies should pursue initiatives that will help promote and achieve reunification, reconciliation, stability, and prosperity on Cyprus.

Amends the Agricultural Market Transition Act to: (1) reduce quota peanut price support levels through crop year 2003; (2) extend marketing assessment services through 2003; and (3) make nonrecourse loans available to all peanut producers at 85 percent of estimated market value as of crop year 2004. Amends the Agricultural Adjustment Act of 1938 to eliminate peanut quotas as of crop year 2004. Amends the National School Lunch Act to authorize the purchase at world market price of additional (excess of poundage quota) peanuts for the school lunch and other specified food and nutrition programs. States that such peanuts shall not be considered domestic edible use peanuts under the Agricultural Adjustment Act of 1938 or the Agricultural Market Transition Act.

Sugar Program Reform Act - Amends the Agricultural Market Transition Act with respect to the sugar program to: (1) reduce sugarcane loan rates through crop year 2004; (2) revise the sugar beet loan rate; (3) eliminate nonrecourse loans; and (4) eliminate sugar price supports after crop year 2002. Amends the Agricultural Adjustment Act of 1938 to repeal sugar and crystalline fructose marketing quota and allotment provisions. Amends the Food Security Act of 1985 to direct the President, beginning after the 2000-2001 quota year, to use all available authority to ensure that U.S. market raw sugar shall be available at not more than the higher of the world sugar price or the U.S. loan rate.

Protection of Lawful Commerce in Arms Act - Amends the Organic Act to direct the Secretary of Commerce to establish and maintain a list of each person that notifies the Secretary that it is a manufacturer or seller that is: (1) licensed to engage in interstate or foreign commerce of a firearm or ammunition product; or (2) is a trade association representing such manufacturers or sellers. Declares that any lawful conduct carried out by a manufacturer or seller in interstate or foreign commerce of a firearm or ammunition product, or lawful conduct carried out by a trade association in the course of representing such manufacturers or sellers, shall not be the basis for imposing a restriction on such commerce (the award of civil damages, equitable relief, or any other specified limitation) as a result of harm caused by the criminal or other unlawful misuse of such firearm or ammunition product by any other person.

Uniformed Services Former Spouses Equity Act of 2001 - Requires payment from the monthly disposable retired pay of a member to his or her former spouse in compliance with court orders (division of property) to terminate upon the remarriage of that spouse, effective as of the last day of the month in which the remarriage occurs. Provides that, in the case of a member to whom a final decree of divorce, dissolution, annulment, or legal separation is issued before the member begins to receive retired pay, the disposable retired pay of such member, for purposes of such monthly payments, shall be computed based on the pay grade and length of service of the member while married. Increases such amount concurrently with retired pay increases. Requires a member's spouse or former spouse to obtain a court order for reapportionment of a member's monthly disposable retired pay by the later of the following dates: (1) two years of the date of the final decree of divorce, dissolution, annulment, or legal separation; or (2) six months after the enactment of this Act. Prohibits the court from treating as part of a member's disposable retired pay amounts which have been waived from such pay in order to receive veterans' disability compensation.

Merit Systems Protection Board Administrative Dispute Resolution Act of 2001 - Amends Federal civil service law to authorize the Merit Systems Protection Board to provide Federal employees and agencies with alternative dispute resolution (ADR) processes to apply to personnel disputes involving removals, suspensions for more than 14 days, and other adverse actions and removals based on unacceptable employee performance. Allows ADR services only upon joint request of the employee and agency. Directs the Board to test and evaluate a variety of ADR techniques. Authorizes the Board to establish an early intervention ADR process, upon joint request of both parties, after an agency has issued a notice letter of proposed action to an employee but before an appeal is filed with the Board. Requires the Board to develop a training and credentialing program to ensure that program neutrals have a sufficient understanding of issues that arise during the ADR process. Requires the Board's Office of Policy and Evaluation to establish criteria for evaluating the ADR program and to prepare a report as to whether mandatory ADR is desirable, effective, and appropriate for cases decided by Federal agencies. Establishes within the Board the Administrative Judge Pay Schedule, with pay levels comparable to that of other Federal administrative law judges. Outlines provisions for advancement within the Pay Schedule, as well as transition provisions for current judges. Authorizes the Board Chairman to phase in such pay rates, under specified conditions and limitations.

Good Samaritan Volunteer Firefighter Assistance Act of 2001 - Provides that neither a person (including any other entity) who donates re-certified fire control or fire rescue equipment, nor a State or local agency that administers the distribution of such equipment, shall be liable for personal injuries, property damage, or death proximately caused after the donation by a defect in such equipment. Waives such liability protection if: (1) the person's or agency's act or omission causing the injury, damage, or loss constitutes malice, gross negligence, recklessness, or intentional misconduct; or (2) the person or agency is the manufacturer of such equipment.

Hydroelectric Licensing and Incentives Act of 2001 - Amends the Federal Power Act to prescribe procedural guidelines for the consideration of hydroelectric power licensing by Federal agencies and the Secretaries of the Interior and of Commerce. Instructs the Secretary of Energy to make incentive payments: (1) for a period of ten fiscal years to the owner or operator of electric energy generated and sold by a qualified hydroelectric facility; and (2) to the owner or operator of hydroelectric facilities at existing dams for capital improvements directly related to specified facility efficiency improvements. Amends the Public Utility Regulatory Policies Act of 1978 to redefine "an existing dam" for purposes of small hydroelectric power projects as one whose construction was completed on or before May 16, 2001 (currently, on or before April 20, 1977). Instructs the Secretary of Energy to study and report to certain congressional committees on cost-effective opportunities to increase hydropower generation at existing federally-owned or operated water regulation, storage, and conveyance facilities.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Dairy Consumers and Producers Protection Act of 2001 - Amends the Agricultural Market Transition Act to include Maryland, New Jersey, New York, and Pennsylvania within the Northeast Interstate Dairy Compact. Eliminates: (1) the Compact's termination date; and (2) certain restrictive authority respecting non-Compact milk. States that only Ohio may join such Compact. Eliminates and revises specified provisions regarding Compact implementation, duration, restricting authority, and Commodity Credit Corporation compensation. States that Congress consents to the Southern Dairy Compact entered into by Alabama, Arkansas, Georgia, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Oklahoma, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia. States that only Florida, Nebraska, and Texas may join such Compact. Limits price regulatory authority to Class I fluid milk unless otherwise consented to by the Congress. Provides for Commodity Credit Corporation compensation. Sets forth the Southern Dairy Compact. States that Congress consents to: (1) the Pacific Northwest Dairy Compact proposed for California, Oregon, and Washington; and (2) the Intermountain Dairy Compact proposed for Colorado, Nevada, and Utah. Limits price regulatory authority to Class I fluid milk. Provides for Corporation compensation. States that such Compacts shall be the same as the Southern Dairy Compact with specified differences.

Middle East Peace Commitments Act of 2001 - Imposes specified sanctions with respect to the Palestine Liberation Organization (PLO) or the Palestinian Authority if the President determines that such entities have not complied with certain commitments made with Israel. Authorizes the President to waive such sanctions in the U.S. national security interest.

George McGovern-Robert Dole International Food for Education and Child Nutrition Act of 2001 - Directs the Secretary of Agriculture, using specified authority under the Agricultural Act of 1949, to provide eligible commodities and financial and technical assistance to establish and expand overseas preschool and school feeding programs, and maternal, infant, and child nutrition programs. Urges the President to engage multilateral and private sector involvement.

Amends the International Financial Institutions Act to direct the Secretary of the Treasury to instruct the U.S. Executive Director at the International Monetary Fund (IMF) to use the U.S. voice, vote, and influence to oppose any new IMF loan to any country which the Secretary of Energy determines is a member of the Organization of Petroleum Exporting Countries (OPEC) and is acting to restrict oil production to the detriment of the U.S. economy, or is acting in concert with OPEC to do so, unless the provision of the loan is necessary to address a systemic risk to the international financial system.

Conveys the sympathies of the House of Representatives to Jim and Cory Bowers and to their extended families, friends, co-workers, and fellow missionaries at the Association of Baptists for World Evangelism for the loss of Veronica "Roni" Bowers and Charity Bowers in an attack by a Peruvian Air Force fighter jet on the plane in which they were traveling. Access to Cancer Therapies Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to extend Medicare coverage to all oral drugs prescribed for use as an anticancer agent for a medically accepted indication.

Amends title XVIII (Medicare) of the Social Security Act to provide for the treatment of certified diabetes educators recognized by the National Certification Board of Diabetes Educators as certified providers for purposes of outpatient diabetes education services under part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act.
