Farm and Ranch Risk Management Act - Amends the Internal Revenue Code to allow an individual engaged in an eligible farming or commercial fishing business a deduction for any taxable year of up to 20 percent of taxable income attributable to the eligible farming or commercial fishing business which was paid in cash by the taxpayer to a Farm and Ranch Risk Management Account (FARRM Account). Includes distributions from a FARRM account in the taxpayer's gross income, and subjects to a special ten percent surtax any distributions not made within five years of contribution. Establishes a tax on excess contributions, but exempts the taxpayer from the tax on certain prohibited transactions.

Urges: (1) the President to formulate a reorganization plan to minimize or eliminate coordination and communication problems among the executive agencies that deal with issues related to domestic terrorism; (2) Congress to establish a panel to examine the adequacy of its committee structure to deal with issues related to domestic terrorism and to consider the creation of more effective structures; and (3) the President and Congress to work together to reach a mutual conclusion regarding the most effective reorganizations to address the threat of domestic terrorism.

Excludes the Civil Service Retirement and Disability Fund from the Federal and congressional budgets and exempts it from any general budget limitation imposed by statute on U.S. budget outlays and from certain orders issued under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

Collegiate Learning and Student Savings Act - Amends the Internal Revenue Code to: (1) permit private higher educational institutions, in addition to currently permitted State institutions, to establish qualified tuition programs; and (2) exclude from gross income such program distributions used for qualified higher education expenses. Amends the Investment Company Act of 1940 to exempt qualified tuition programs from the definition of an investment company.

Vietnam Veterans Memorial Education Act - Authorizes the Vietnam Veterans Memorial Fund, Inc., to construct a temporary education center for educating people about the Memorial. Requires the center to remain for ten years, after which Congress may reevaluate the continuing need for the center. Sets forth conditions for the use of excess coin funds under the United States Veterans Commemorative Coin Act of 1993 in the construction of such center, including that the Fund provide detailed information with respect to the use of such funds.

Constitutional Amendment - Declares that: (1) nothing in the Constitution shall be construed to prohibit voluntary individual or group prayer in public schools or other public institutions; (2) no person shall be required by the United States or any State to participate in prayer; and (3) neither the United States nor any State shall compose the words of any prayer to be said in public schools.

Provides that for purposes of computing retired pay for non-regular military service, a person's days of active service shall include days served in active status after qualifying for retired pay, which shall be credited when the person leaves active status. Makes such provision effective with respect to any person qualifying for retired pay after January 1, 1988.

Directs the Secretary of Defense to provide transportation on Department of Defense aircraft, on a space-available basis, for veterans with service-connected disabilities rated at 50 percent or more, and for their dependents, on the same basis that such transportation is provided to former military personnel entitled to retired or retainer pay.

Bankruptcy Abuse Prevention and Consumer Protection Act of 2001 - Amends Federal bankruptcy law governing: (1) conversion of bankruptcy petitions; (2) abusive creditor practices; (3) debt reaffirmation and credit counseling; (4) domestic support obligations; (5) personal injury claims resulting from drug- or alcohol-impaired operation of a motor vehicle or vessel; (6) Federal criminal law enforcement with regard to abusive reaffirmations of debt; (7) fraudulent bankruptcy schedules; (8) education and retirement benefits; and (9) nondischarge from a debt for restitution or damages awarded in a civil action against the debtor for willful or malicious injury that caused personal injury or death of an individual. Prescribes guidelines regarding: (1) discouragement of bankruptcy abuse; (2) general and small business bankruptcy; (3) bankruptcy data dissemination and bankruptcy tax provisions; (4) ancillary and other cross-border cases to incorporate the Model Law on Cross-Border Insolvency; and (5) financial contracts and transfers entered into with an insolvent insured depository institution before its conservatorship or receivership. Reenacts Chapter 12, Adjustment of Debts of a Family Farmer with Regular Annual Income. Prescribes guidelines for insolvent health care businesses and related patients' rights. Mandates appointments and extensions for certain additional temporary bankruptcy judgeships. Prescribes additional consumer credit disclosures.

Montgomery GI Bill Improvements Act of 2001 - Amends Federal basic educational assistance provisions (the Montgomery GI Bill) to authorize enhanced educational assistance to a member of the armed forces who, after September 30, 2001: (1) first enters on active duty; (2) reenlists or continues to serve on active duty; (3) serves a continuous period of active duty of four years; or (4) serves and is discharged or released for a service-connected disability, at the convenience of the Government (after serving at least 42 months of such duty), or due to a reduction in force. Limits to 36 months the period for such enhanced assistance. Requires the payment of educational expenses under such program. Provides: (1) a monthly stipend for approved programs of education; and (2) tutorial assistance. Increases the monthly rates of basic educational assistance. Repeals, with respect to such assistance: (1) a required monthly reduction in pay for individuals who do not elect to participate in such assistance program; (2) a provision authorizing individuals to elect not to receive such assistance; (3) the requirement that participants complete the requirements of a high school diploma or equivalency certificate prior to the end of their initial obligated period of service in order to be eligible to receive such assistance; and (4) provisions limiting an individual's opportunity to withdraw an election not to enroll in such assistance program. Authorizes an individual entitled to basic educational assistance to receive an accelerated payment of such allowance, beginning on March 1, 2002, under certain conditions. Authorizes the use of basic educational assistance for training for technological occupations offered by entities other than educational institutions.

Surviving Spouses and Dependents Outreach Enhancement and Veterans Casework Improvement Act - Encourages all elements within the Department of Veterans Affairs and public and private sector entities (including veterans service and veterans widows organizations) to work cooperatively to fully inform veterans' surviving spouses and dependents regarding their eligibility for veterans' benefits and health care services. Requires the Secretary of Veterans Affairs to assign appropriate Department employees to conduct outreach programs and provide outreach services for eligible spouses and dependents.

Uniformed Services Tax Equity Act - Amends the Internal Revenue Code to declare that a member of the uniformed services shall be treated as using a principal residence while away from home on qualified official extended duty (in excess of 90 days or for an indefinite period) in determining the exclusion of gain from the sale of such residence, but only if the taxpayer owned and used the property as a principal residence for any period before such extended duty.

Postmasters Fairness and Rights Act of 2001 - Amends Federal law to prescribe guidelines within which the Postal Service shall propose changes in pay policies, schedules, and fringe benefit programs affecting postmasters which are to be in effect during the period covered by a collective bargaining agreement between the Postal Service and certain recognized bargaining representatives. Grants certain qualified postmasters' organizations the right to participate in program planning and development pertaining to pay policies, schedules, and fringe benefits.

Federal Firefighters Retirement Age Fairness Act - Amends Federal civil service law relating to the Civil Service Retirement System and the Federal Employees' Retirement System to provide that the mandatory separation age for Federal firefighters (currently, 55) be made the same as the age that applies with respect to Federal law enforcement officers (currently, 57).

Military Retirement Equity Act of 2001 - Permits retired members of the armed forces to be paid retirement pay concurrently with compensation for any service-connected disability, with an exception for members retired with less than 20 years of creditable service. Reduces the retirement pay of individuals receiving both types of pay by a specified percentage of the disability compensation which decreases as the disability rating increases. Prohibits any reduction in the retirement pay of a disabled person when the disability rating is total. Provides retired pay amounts for members who retired with 20 years or more of service due to a physical disability.

Keep Our Promise to America's Military Retirees Act - Amends Federal employee provisions to include the following as an employee, for purposes of authorized enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Community Protection Act of 2001- Amends the Federal criminal code to authorize qualified law enforcement officers (including qualified retired officers) carrying the photographic identification issued by the governmental agency for which the individual is, or was, employed as a law enforcement officer, notwithstanding State or local laws, to carry a concealed firearm that has been shipped or transported in interstate or foreign commerce. Specifies that this Act shall not be construed to supersede or limit the laws of any State that: (1) permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property; or (2) prohibit or restrict the possession of firearms on any State or local government property, installation, building, base, or park.

Social Security Decedent's Family Relief Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to continue an individual's entitlement to benefits through the month of his or her death, without affecting any other person's entitlement to benefits for that month. Provides that such individual's benefit shall be payable for such month only in proportion to the number of days preceding the date of such individual's death. Provides for disregard of such benefits for the individual for the month of death under provisions for determining maximum family benefits.

National Resource Governance Act of 2001 - Establishes the National Energy Self-Sufficiency Commission, which shall: (1) investigate issues involving U.S. dependence on foreign energy sources; (2) evaluate proposals to make the United States self-sufficient in energy production by the year 2011; (3) explore alternative energy sources; (4) investigate areas currently not being used for oil exploration and drilling for environmental reasons; (5) consider tax credits and other financial incentives; and (6) expand drilling in areas such as the Arctic National Wildlife Refuge and offshore. Prohibits the Commission from recommending an increase in taxes or other revenues, or import restrictions on oil or other commodities.

Armed Services Voting Act - Prohibits a State from refusing to count a ballot submitted in a Federal election by an absent uniformed services voter on the grounds that the ballot was improperly or fraudulently cast, unless the State finds clear and convincing evidence of fraud in the preparation or casting of the ballot by the voter.

Social Security Benefits Tax Relief Act of 2001 - Amends the Internal Revenue Code to repeal the 85 percent (second tier) taxation of Social Security and Railroad Retirement benefits. Appropriates, from the general fund, to the Hospital Insurance Trust Fund amounts equal to the reduction in revenue lost because of the repeal. Requires an annual report concerning the funds transferred from the general fund to the Trust Fund.

Expresses the solidarity of Congress with the state and people of Israel at this time of crisis. Condemns the Palestinian leadership for encouraging the violence and doing so little for so long to stop it. Calls upon the Palestinian leadership to: (1) refrain from exhortations to public incitement; and (2) vigorously use its security forces to act immediately to stop all violence, to show respect for all holy sites, and to settle all grievances through negotiations. Commends successive Administrations on their continuing efforts to achieve peace in the Middle East. Calls upon: (1) the current Administration to use its veto power at the United Nations Security Council to ensure that the Security Council does not again adopt unbalanced resolutions addressing the uncontrolled violence in the areas controlled by the Palestinian Authority; and (2) all involved parties to make all possible efforts to reinvigorate the peace process.

Veterans Commemoration Act of 2000 - Directs the Secretary of the Treasury to mint and issue a maximum of 500,000 $1 coins to commemorate the service of veterans of the United States armed forces. Mandates that the proceeds from sale surcharges be paid promptly to the Disabled American Veterans to fund the transportation of veterans to and from hospitals administered by the Secretary of Veterans Affairs.

Amends Federal law to remove a requirement that a Federal rule be submitted to both Houses of Congress before it can take effect. Requires submission to each House of Congress of rules that are not published in the Federal Register before they become effective. Directs the Comptroller General to submit weekly reports to each House of rules published in the Federal Register and provides for publication of such reports in the Congressional Record.

No Oil Producing and Exporting Cartels Act of 2000 (NOPEC) - Amends the Sherman Act to declare it to be illegal and a violation of the Act for any foreign state or instrumentality thereof to act collectively or in combination with any other foreign state or any other person, whether by cartel or any other association or form of cooperation or joint action, to limit the production or distribution of oil, natural gas, or any other petroleum product (petroleum), to set or maintain the price of petroleum, or to otherwise take any action in restraint of trade for petroleum, when such action has a direct, substantial, and reasonably foreseeable effect on the market, supply, price, or distribution of petroleum in the United States. Denies a foreign state engaged in such conduct sovereign immunity from the jurisdiction or judgements of U.S. courts in any action brought to enforce this Act. States that no U.S. court shall decline, based on the act of state doctrine, to make a determination on the merits in an action brought under this Act. Authorizes the Attorney General and the Federal Trade Commission to bring an action in U.S. district court to enforce this Act. (Sec. 3) Amends the Federal judicial code to make an exception to the jurisdictional immunity of a foreign state in an action brought under this Act.

Calls on the Russian Federation to immediately release Edmond Pope and to ensure that proper and qualified medical attention is provided to him. Expresses the sense of Congress that if Pope is not released immediately, the President should continue efforts to secure his release, including consideration of: (1) terminating all assistance to the Government of the Russian Federation under the Foreign Assistance Act of 1961 and the annual Foreign Operations, Export Financing, and Related Programs Appropriations Act for purposes of preparing the Russian Federation's entrance or accession to the World Trade Organization; and (2) opposing any further debt relief of obligations owed to the U.S. Government from the Government of the Russian Federation. Urges the President to increase efforts to secure appropriate medical attention for Pope.

Administrative Law Judge Conference of the United States Act - Establishes the Administrative Law Judge Conference of the United States to promote the judicial performance, status, and legal training of U.S. administrative law judges. Designates a chief administrative law judge of the Conference. Transfers to the Conference all administrative law judge functions of the Office of Personnel Management. Provides for the assignment of administrative law judges to appropriate Federal agencies. Requires the chief judge to adopt and issue rules of judicial conduct for administrative law judges. Authorizes appropriations.

Department of Veterans Affairs Health Care Personnel Act of 2000 - Title I: Personnel Matters - Revises pay adjustment authority for nurses employed by the Department of Veterans Affairs to require the director of such Department health-care facility to use third-party industry wage surveys in making such adjustments. Prohibits any adjustment from reducing the rate of basic pay applicable to any nurse grade. Prohibits a director, in determining whether to carry out an adjustment, from considering the absence of a current recruitment or retention problem for personnel in that position. Requires a director to make such determination based on whether there is a significant pay-related staffing problem for such position at that facility. Authorizes the Department's Under Secretary for Health to modify any adjustment determination made by a facility director. Requires each director to report annually to the Secretary of Veterans Affairs on staffing for covered positions at that facility. Requires the Secretary to report annually on such staffing to the congressional veterans' committees. Makes annual (currently terminated in 1993) a reporting requirement from the Secretary to the veterans' committees regarding pay adjustments. Requires the Under Secretary to ensure that: (1) the director of a geographic service area, in formulating policy for the provision of patient care, consult regularly with a senior nurse executive(s); and (2) the director of a health-care facility include a registered nurse on any committee providing recommendations or decisions on medical center operations or policies affecting clinical services, clinical outcomes, budget, or resources. (Sec. 102) Increases the special pay for dentists for: (1) full-time status; (2) completing a post-graduate year of accredited hospital-based training; (3) length-of-service pay; (4) scarce specialty pay; (5) service in a geographic location in which there exists extraordinary difficulties in the recruitment and retention of qualified dentists; and (6) service in certain executive positions. Credits toward civil service retirement calculations 25 percent of the special pay for length-of-service pay for each two years that the dentist completes as a dentist in the Veterans Health Administration (VHA). (Sec. 103) Exempts VHA pharmacists from a required ceiling on special salary rates for certain VHA health professionals. (Sec. 104) Requires a physician assistant with appropriate experience to advise the Under Secretary on all matters relating to the utilization and employment of VHA physician assistants. (Sec. 105) Revises generally provisions regarding the temporary appointment of graduates of physician assistant training programs. Provides a three-year term for temporary full-time appointments of certain medical support personnel (with authorized renewals for additional three-year periods). (Sec. 106) Requires VHA social workers to be licensed or certified to independently practice social work in a State (with an authorized waiver on an individual basis for a reasonable period). (Sec. 107) Amends the Department of Veterans Affairs Employment Reduction Assistance Act of 1999 to: (1) revise the number of authorized participants in a plan for voluntary separation incentive payments; (2) revise the percentage of required agency contributions to the Civil Service Retirement and Disability Fund to cover such payments; and (3) extend payment authority through 2002. Title II: Construction Authorization - Authorizes the Secretary to carry out major medical facility projects at Department medical centers in Palo Alto, California, Miami, Florida, and Long Beach, California. Authorizes the Secretary to carry out a renovation project at the Department medical center in Murfreesboro, Tennessee. (Sec. 202) Authorizes appropriations for FY 2001 and 2002 for the Construction, Major Projects, account for such projects. Title III: Military Service Issues - Directs the Secretary to ensure that: (1) a protocol is used during at least one clinical evaluation of a patient to identify pertinent military experiences and exposures that may contribute to the health of the patient; and (2) such information is included in the patient's medical records. Requires a report from the Secretary to the veterans' committees on the feasibility and desirability of using a computer-based system in conducting such evaluations. (Sec. 302) Directs the Secretary to contract with an appropriate entity to conduct a follow-up study on post-traumatic stress disorder in Vietnam veterans. Requires a report to the veterans' committees. Title IV: Medical Administration - Authorizes the Secretary to carry out a pilot program in not more than four geographically dispersed areas to improve access to and coordination of inpatient care of eligible veterans. Terminates the pilot program on September 30, 2005. Authorizes the Secretary, under such program to pay the cost of hospital care and medical services furnished on an inpatient basis in a non-Department hospital to a veteran participant. Directs the Secretary to limit program care and services to general medical and surgical services, and to require that such services be provided only upon preauthorization by the Secretary. Makes eligible for the program a veteran who: (1) is enrolled to receive medical services from a nearby Department outpatient clinic; (2) has received care within 24 months preceding the veteran's application for program enrollment (3) requires such care and services for a non-service-connected condition and could not receive such care and services from a Department clinic; and (4) elects to receive such care and services under an entitled health plan. Directs the Secretary to ensure that at least 15 percent of program participants are veterans without a health care plan. Requires two reports from the Secretary to the veterans' committees on program implementation and operation. Limits to $50 million the total authorized program expenditure for any fiscal year. (Sec. 402) Authorizes the payment of veterans' disability compensation for veterans who are disabled during participation in a compensated work therapy program. (Sec. 403) Extends through December 31, 2005, the authority of the Secretary to establish nonprofit research and education corporations. (Sec. 404) Authorizes the Secretary to furnish temporary lodging in Fisher houses (guest houses) or other appropriate facilities, in connection with the examination, care, and treatment of a veteran, to: (1) a veteran who must travel a significant distance to receive such care and treatment; and (2) a family member and others who accompany such veteran and provide familial support. Authorizes the Secretary to establish charges for such lodging. (Sec. 405) Extends through 2004 an annual reporting requirement describing activities of the Committee on Care of Severely Chronically Mentally Ill Veterans. (Sec. 406) Excludes from the right of the Department to recover certain costs from a State for veterans' care facilities not so used for at least 20 years the establishment and operation of an outpatient clinic at such a facility. (Sec. 407) Prohibits the Secretary from entering into an enhanced-use lease of Department property until 90 days after notifying the veterans' committees of the intention to designate property for such use. (Sec. 409) Authorizes the Secretary to employ veterans claims examiners (also known as veterans service representatives) on a fee basis. Requires two reports on the implementation of such authority. (Sec. 410) Directs the Secretary to release a reversionary interest in certain real property in Johnson City, Tennessee, previously transferred to the State of Tennessee.

Railroad Retirement and Survivors' Improvement Act of 2000 - Title I: Amendments to the Railroad Retirement Act of 1974 - Amends the Railroad Retirement Act of 1974 to increase benefits to railroad employees and their beneficiaries and to revise financing of the pension part (tier II) of the railroad retirement system. (Sec. 101) Increases benefits for widows and widowers by guaranteeing to them all of the tier II annuity the employee was entitled to at the time of the death. (Sec. 102) Makes employees with 30 years of service eligible to retire at age 60 with unreduced tier I and tier II annuities. Makes spouses of such employees eligible for unreduced annuities at age 60. (Sec. 103) Reduces the vesting requirement for tier II retirement annuities from ten years to five years of service after December 1995. Makes employees with at least five years of such service, but less than ten years of total service, eligible for a tier I disability annuity if their combined railroad retirement and social security earnings credits would satisfy social security eligibility requirements. Makes spouses, divorced spouses, and survivors of employees with at least five years of such service, but less than ten years of total service, eligible for a tier I annuity if they would have been entitled to a social security benefit based on combined service. (Sec. 104) Repeals a limit on the total amount of monthly railroad retirement benefits payable to an employee and spouse at the time the employee's annuity begins. (Sec. 105) Establishes a Railroad Retirement Trust Fund (the Fund) and a Railroad Retirement Investment Trust (RRIT) to manage and invest the assets of the Fund. Declares that RRIT is not an agency, department, or instrumentality of the U.S. Government. Requires RRIT to be administered by a Board of Trustees (the Trustees) with seven members (three representing labor, three representing employers, and one representing the general public) with experience and expertise in the management of financial investments and pension plans. Requires the Trustees to be appointed by a unanimous vote of the Railroad Retirement Board (RRB). Prohibits RRB members from being Trustees. Applies specified reporting requirements and fiduciary standards to the RRIT. Requires the Trustees to diversify investments so as to minimize the risk of large losses. Authorizes the Trustees to invest Fund assets in non-Governmental assets. (Sec. 106) Abolishes the Railroad Retirement Supplemental Annuity Account and provides for transfer of its funds to the Fund. (Sec. 107) Requires the RRB, upon the establishment of the Fund, to determine the portion of the Railroad Retirement Account not needed to pay current administrative expenses and direct the Secretary of the Treasury to transfer that amount into the Fund. Requires the Fund to transfer the necessary amount of funds to pay benefits and related administrative expenses to the disbursing agent. Transfers to the Fund Social Security Equivalent Benefit account funds not needed to pay current benefits, but requires that such funds only be used to pay benefits or to invest in U.S. Government or Government-guaranteed securities. Transfers to the disbursing agent from the Dual Benefit Account the amount necessary to make dual benefit payments. Requires the Trustees to consult with the Secretary of the Treasury to develop an appropriate method for transferring or converting existing account obligations. (Sec. 108) Requires the RRB to calculate the ratio of assets to benefits to determine annual tier II tax rates for employers, employee representatives, and employees. Establishes schedules for: (1) decreasing tax rates if the average account benefits ratio, based on the ratios for the ten most recent fiscal years, is above six; and (2) increasing employer and employee representatives' tax rates if the ratio is below four. Title II: Amendments to the Internal Revenue Code of 1986 - Amends the Internal Revenue Code to exempt the Railroad Retirement Trust Fund (the Fund) from taxation. (Sec. 203) Repeals a supplemental annuity tax that railroad employers pay to finance a benefit for long-time rail employees. (Sec. 204) Provides for adjustments to railroad employers, employee representatives, and employee tier II tax rates. Decreases such rates in 2001 and in 2002 for employers and employee representatives. Provides in the years after 2002 for tax rate schedules, based on the ten-year average account benefit ratio, for employers, employee representatives, and employees.

Good Samaritan Volunteer Firefighter Assistance Act of 2000 - Provides that neither a person (including any corporation, company, association, firm, partnership, society, joint stock company, or any other entity) who donates re-certified fire control or fire rescue equipment nor a State or local agency that administers the distribution of such equipment shall be liable for personal injuries, property damage, or death proximately caused by a defect in such equipment. Excepts such a person or agency from such liability protection if: (1) the person's act or omission causing the injury, damage, or loss constitutes malice, gross negligence, recklessness, or intentional misconduct; or (2) the person is the manufacturer of such equipment.

Calls for the immediate release of Edmond Pope from prison in Russia on humanitarian reasons. Declares that no funds should be provided for: (1) assisting the Government of the Russian Federation to prepare for or adjoin or accede to the World Trade Organization; or (2) Overseas Private Investment Corporation programs for activities within Russia. Urges the President to oppose further loans to the Russian Government by any international funding institution of which the United States is a member.

Amends Federal law to extend from July 1, 2000, to June 30, 2000, the period for which family farmer bankruptcy relief is reenacted (chapter 12 of the Federal Bankruptcy Code (Adjustment of Debts of a Family Farmer with Regular Annual Income).
