Veterans Health Care Full Funding Act - Requires each fiscal year budget submitted to Congress by the President to include requests for amounts for veterans health care programs. Requires amounts appropriated for such programs to be available for two consecutive fiscal years. Establishes the Veterans Health Care Funding Review Board within the Department of Veterans Affairs. Directs the Board, beginning with FY 2005, to determine the level of funding needed for such programs for that fiscal year and the next and to publish such determination in the Federal Register. Outlines veterans' health care needs factors to be considered by the Board in arriving at such determination. Repeals requirements for certain congressional notifications in connection with a funding request for a Department major medical facility project or lease. Provides a 30-day standard for access to medical care for veterans seeking primary or specialized care, as measured from: (1) the time the veteran contacts the Department seeking an appointment until the date a visit is completed (primary care); and (2) the date on which the veteran is referred to a specialist until the date a visit is completed (specialty care). Directs the Secretary of Veterans Affairs to develop a standard of waiting time during a visit and to periodically review the performance of Department facilities compared to that standard.

National Monument Fairness Act - Revises Federal law with respect to a presidential proclamation that, during one calendar year, either creates a national monument that is more than 50,000 acres or that adds more than 50,000 acres to an existing national monument. Prohibits the issuance of such a proclamation until 30 days after the President has transmitted the proposed proclamation to the Governor of the State or States in which such acreage is located, soliciting written comment. Makes any such proclamation ineffective two years after its issuance unless Congress has approved it by law. Provides that land subject to a proclamation issued after the enactment of this Act that ceases to be effective shall revert to the land use status it had before the proclamation was issued. Requires the President: (1) to solicit public participation and comment in the development of a monument proclamation; (2) to consult with the Governor and entire congressional delegation of the State or territory in which such lands are located at least 60 days before any national monument proclamation; and (3) before issuing it, to consider any information, including public comments, made available in the development of existing plans and programs for the management of the lands under consideration. Requires any management plan for a national monument developed subsequent to a proclamation made under this Act to comply with the procedural requirements of the National Environmental Policy Act of 1969.

Nevada Mining Townsite Conveyance Act

Nevada Mining Townsite Conveyance Act - Sets forth procedures for the conveyance of certain mining townsites. Defines a mining townsite as real property in the counties of Esmeralda and Nye, Nevada, that is owned by the Federal Government but upon which improvements have been constructed because of a mining operation on or near the property, if such improvements were undertaken based on the belief that: (1) the property had been or would be acquired by the entity operating the mine; or (2) the person who made the improvement had a valid claim for acquiring the property. Directs the Secretary of the Interior, acting through the Bureau of Land Management, to convey, without consideration, all right, title, and interest of the United States in and to certain mining townsites to the county in which each site is located. Directs, if a valid interest is proven in a site under Nevada law, the county receiving such site to reconvey the property to the person or persons with such interest. Requires, for a claim to be valid, the claimant to have occupied the relevant mining townsite for at least 15 years immediately before the enactment of this Act. Provides for the protection of historic and cultural resources on conveyed townsites. Subjects conveyances under this Act to valid existing rights.

Adjusts the amount provided for fiscal years after FY 2005 based on the number of enrolled veterans and the number of other persons eligible but not enrolled who are provided care, multiplied by the per capital baseline amount for FY 2003, as increased by the percentage increase in the Consumer Price Index. Prohibits the availability of such funds for: (1) construction, acquisition, or alteration of veterans' medical facilities (other than for repairs provided for before the date of enactment of this Act); or (2) grants for the construction of State home facilities for the furnishing of veterans' domiciliary, nursing home, and hospital care.

Postmasters Equity Act of 2003 - Amends Federal law to authorize an organization (other than an organization representing supervisors) that represents at least 20 percent of certain postmasters to participate directly in the planning and development of pay policies and schedules, and fringe benefit programs, and other programs relating to supervisory and other managerial employees. Grants the postmasters and postmasters' organizations the same consultation and other rights afforded to supervisors and supervisors' organizations. Provides that if two or more postmasters' organizations exist such organizations shall: (1) be treated as if they constituted a single organization and in accordance with such arrangements as the organizations shall mutually agree to; and (2) in the case of any fact-finding panel convened by the Federal Mediation and Conciliation Service at the organizations' request, be jointly and severally liable for the cost of such panel, apart from the portion to be borne by the Service. States that for purposes of the Employee Thrift Advisory Council's membership: (1) each of such two or more postmasters' organizations shall be treated as a separate organization; and (2) any determination of the number of individuals represented by each of those respective organizations shall be made in a manner consistent with this Act's purposes.

Reduction in Distribution of Spam Act of 2003 - Prohibits a person from initiating in interstate commerce the transmission of any unsolicited commercial electronic (UCE) mail message unless the message contains: (1) identification as an advertisement or solicitation; (2) notice of an opt-out opportunity, along with a mechanism for doing so; and (3) a valid physical street address of the vendor. Prohibits the transmission of UCE mail: (1) after valid objection; (2) with fraudulent header information; and (3) from illegally harvested email addresses. Provides a right of enforcement action for: (1) providers of Internet access service; (2) States on behalf of any of their residents; and (3) the Federal Trade Commission (FTC). Amends the Federal Criminal code to provide criminal penalties for: (1) falsifying the identify of an UCE mail sender; (2) failing to place warning labels on UCE mail containing sexually oriented material; (3) bulk email violations and repeat offenses; and (4) illegal harvesting of email addresses. Provides for enforcement of such penalties through actions by Internet service providers, the Attorney General, and State attorneys general. Requires the FTC to issue regulations to implement this Act. Requires the FTC and the Federal Communications Commission to report to Congress: (1) regarding the need to protect the rights of users of email to avoid receiving unwanted commercial email; and (2) a detailed analysis of the effectiveness and enforcement of the provisions of this Act.

Fairness to Contact Lens Consumers Act - Requires a "prescriber" (a person permitted under State law to issue prescriptions for contact lenses) to provide to the patient a copy of the patient's contact lens prescription free of charge. Declares that a contact lens prescription shall expire: (1) on the date specified by the law of the State involved, if that date is one year or more after the issue date of the prescription; or (2) not less than one year after the issue date of the prescription, if such State law specifies no date or a date that is less than one year after the date of the prescription. Permits an exception in either instance for a patient's ocular health. Prohibits advertising that lenses for which a prescription is required may be obtained without a prescription. Prohibits a prescriber from issuing certain waivers. States that any violation of this Act shall be treated as a violation of the Federal Trade Commission Act regarding unfair or deceptive acts or practices.

Provides authorized uses of such funding, including: (1) pay, allowances, and clothing; (2) equipment and facilities operation and maintenance; and (3) procurement of related services. Authorizes State National Guard personnel to perform full-time National Guard duty to carry out homeland security activities under a State plan. Allows a current State drug interdiction and counter-drug activities plan to be included as an annex to a State's homeland security activities plan. Authorizes National Guard personnel, while on orders to support counter-drug activities, to participate in additional military training to promote military readiness, including attendance at schools.

Property Protection and Encouragement Act - Amends the Endangered Species Act of 1973 to exempt from required consultation with the appropriate Secretary any agency action affecting an endangered species that: (1) is authorized, funded, or carried out by the Department of Defense on land under its jurisdiction; or (2) occurs on privately owned land. Exempts from the prohibition against any act or omission considered a taking of any endangered species of fish or wildlife any act or omission that occurs on land that is either under Department of Defense jurisdiction or privately owned. Requires the Secretary of the Interior to create a voluntary program to use funds transferred under the Farm Security and Rural Investment Act of 2002 to provide water to at-risk natural Desert Terminal Lakes to make payments to private land owners who own property or water rights in a location that is or has been a habitat for a threatened or endangered species and who voluntarily elect to enroll into the program in order to maintain those habitats. Requires the Secretary to issue regulations implementing this program.

Jamestown 400th Anniversary Commemorative Coin Act of 2003 - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins, which shall be emblematic of the settlement of Jamestown, Virginia (the first permanent English settlement in America). Provides for a $35 per coin surcharge for the $5 dollar coins and $10 per coin for the $1 dollar coins. Directs that: (1) half of the surcharges be used to support programs to promote the understanding of the legacies of Jamestown (to be paid to the Jamestown-Yorktown Foundation); and (2) half be used to sustain the ongoing mission of preserving Jamestown, to enhance national and international educational programs relating to Jamestown, to improve infrastructure and archeological research activities relating to Jamestown, and conduct other programs to support the commemoration of the 400th anniversary of the settlement of Jamestown (to be distributed by the Secretary in equal shares to the Secretary of the Interior, the Association for the Preservation of Virginia Antiquities, and the Jamestown-Yorktown Foundation).

Healthy Forests Restoration Act of 2003

Healthy Forests Restoration Act of 2003 - Permits the Secretary of Agriculture, with respect to National Forest System lands, and the Secretary of the Interior, with respect to public lands administered by the Bureau of Land Management, to plan and conduct hazardous fuels reduction projects (fuels projects) on specified types of Federal lands. Directs the Secretary concerned to give priority to fuels projects that provide for the protection of communities and watersheds. Authorizes the Secretary concerned to make grants: (1) to improve the commercial value of forest biomass to produce electric energy, sensible heat, transportation fuels, or substitutes for petroleum-based products; and (2) to offset the cost of projects to add value to biomass. Amends the Cooperative Forestry Assistance Act of 1978 to permit the Secretary of Agriculture, acting through the Forest Service, to provide assistance to State foresters and officials for the purpose of expanding State forest capacities and activities to address watershed issues on non-Federal forested lands and potentially forested lands. Directs the Secretary concerned to establish an accelerated program to plan, conduct, and promote comprehensive and systematic information gathering on bark beetles. Directs the Secretary of Agriculture to establish the healthy forests reserve program within the Forest Service for the purpose of protecting, restoring, and enhancing degraded forest ecosystems to promote the recovery of threatened and endangered species as well as improve biodiversity and enhance carbon sequestration. Directs the Secretary of Agriculture to carry out a comprehensive plan to inventory, monitor, characterize, assess, and identify forest stands and potential forest stands in specified locations. States that issues to be addressed shall include: (1) the early detection, identification, and assessment of environmental threats; and (2) the loss or degradation of forests.

National Security Readiness Act of 2003 - Amends the Endangered Species Act of 1973 to prohibit the Secretary of the Interior (or the Secretary of Commerce, as appropriate) from designating as critical habitat any land or geographical area controlled by the Department of Defense, or designated for its use, that are subject to an integrated natural resources management plan for a military installation under the Sikes Act, if the Secretary determines that the plan addresses special management considerations or protections. Amends the Marine Mammal Protection Act of 1972 to: (1) redefine the term "harassment" as it relates to marine mammals; and (2) authorize the Secretary of Defense , after conferring with the Secretary of Commerce or the Secretary of the Interior, to exempt any action undertaken by the Department of Defense from requirements of the Act, if the Secretary of Defense determines that the action is necessary for national defense. Exempts the Secretary of the Interior (or, as appropriate, the Secretary of the department in which the National Oceanic and Atmospheric Administration is operating) from the requirement to publish notice (except in the Federal Register) with respect to incidental takings of marine mammals and marine mammal products while engaged in military readiness activities authorized by the Secretary of Defense. (Currently, the appropriate Secretary is required to publish notice also in newspapers of general circulation, and through electronic media, in the coastal areas that may be affected.)

Provides for overseas naturalization proceedings for members of the armed forces. Retains immediate relative status for the alien wife, child, or parent of a U.S. citizen who died from injury or disease incurred while serving honorably on active military service. (Requires petition filing within two years of such death.) States that an application for status adjustment by the alien wife, child, or parent of an alien member of the armed forces who was granted service-related posthumous citizenship may be adjudicated as if the death had not occurred. (Requires application filing prior to such death.) Treats the spouse, child, or parent of a lawful permanent resident who was granted service-related posthumous citizenship as a valid petitioner for immediate family status. (Requires parent filing within two years of such death.) Permits such aliens to apply for permanent resident status adjustment. Waives specified grounds of inadmissibility.

Reform of Energy Workers Compensation Act - Amends the Energy Employees Occupational Illness Compensation Program Act of 2000 (EEOICPA) to provide for worker compensation benefit payments to contractor employees of the Department of Energy (DOE) who were exposed to toxic substances at DOE facilities. (This new subtitle D replaces the current provisions for DOE assistance to such employees in State workers compensation proceedings.) Requires DOE to review claims and determine causation within specified time limits (with the Secretary of Health and Human Services (HHS) continuing to appoint members of physician review panels for diagnosing such occupational illnesses). Requires the Secretary of Energy to appoint a Worker Advocacy Advisory Committee to advise on claims procedures and related matters. Directs the Secretary of Labor, acting as a third-party administrator for DOE, to pay such benefits from the EEOICPA fund for claimants approved by DOE. Requires the Secretaries of Energy and of Labor to ensure that such claims are resolved in a nonadversarial manner. Revises EEOIPA subtitle B program administration provisions to add as covered illnesses: (1) chronic renal disease, for uranium workers; and (2) lung cancer, among beryllium-related diseases. Revises provisions relating to: (1) a special exposure cohort expansion procedure; (2) the radioepidemiologic model for determining compensation; and (3) additional specified cancers. Provides for coverage of individuals employed by atomic weapons employers or beryllium employees during a period of residual contamination. Requires the National Institute for Occupational Safety and Health to report to Congress on its access to information relating to performing radiation dose reconstructions. Provides administrative assistance for claimants under either subtitle B or D, including administrative relief and proof where medical records are not available, resource centers, and outreach programs. Establishes within the Office of the Secretary of Labor the Office of the Ombudsman for Occupational Illness Compensation, which is to coordinate activities of the Secretaries of Labor, Energy, and HHS under EEOICPA.

Constitutional Amendment - Declares that the rights of victims of violent crime, being capable of protection without denying the constitutional rights of those accused of victimizing them, are hereby established and shall not be denied by any State or the United States and may be restricted only as provided in this article. States that a victim of violent crime shall have: (1) the right to reasonable and timely notice of any public proceeding involving the crime and of any release or escape of the accused; (2) the rights not to be excluded from such public proceeding and reasonably to be heard at public release, plea, sentencing, reprieve, and pardon proceedings; and (3) the right to adjudicative decisions that duly consider the victim's safety, interest in avoiding unreasonable delay, and just and timely claims to restitution from the offender. States further that these rights shall not be restricted except when and to the degree dictated by a substantial interest in public safety or the administration of criminal justice, or by compelling necessity. States that nothing in this article shall be construed to provide grounds for a new trial or to authorize any claim for damages. Authorizes only the victim or the victim's lawful representative to assert the rights established by this article. Prohibits any person accused of the crime from obtaining any form of relief under this article.

Sound Science for Endangered Species Act Planning Act of 2003 - Amends the Endangered Species Act of 1973 to direct the Secretary of the Interior to: (1) give greater weight to scientific and commercial data that is empirical or that has been field-tested or peer-reviewed in determining that a species is an endangered or threatened species; and (2) promulgate regulations that establish criteria for data to be used as the basis of such a determination. Prohibits the Secretary from determining that a species is endangered or threatened unless the determination is supported by field data. Requires the Secretary to include in the rule-making record of such a determination data collected by landowners. Requires the Secretary to publish a description of additional scientific and commercial data that would assist in the preparation of a recovery plan. Directs the Secretary to: (1) solicit recommendations from the National Academy of Sciences and develop a list of qualified reviewers to participate in independent scientific review actions; and (2) appoint from such list three individuals who shall report on the scientific information and analyses on which final action is based. Requires the Secretary, when consulting with a Federal agency to determine whether agency action will jeopardize an endangered or threatened species or destroy the critical habitat of such species, to: (1) consider information provided by affected States; and (2) allow any person who has sought agency authorization or funding for an action to participate in related consultations.

Requires the FCC to provide support for each State equal to the greater of the amount calculated under the FCC's current support mechanism for high cost areas or the amount calculated above. Limits per State support and total support for all States. Requires the Comptroller General to report to Congress on the need to reform the high cost support mechanism for rural, insular, and high cost areas. States that nothing in this Act shall affect the support provided to rural telephone companies.

Requires such agencies to prioritize Federal lands under their respective jurisdictions according to contributions to the success of agency programs.
