Border Safety and Security Act of 2022 This bill requires the Department of Homeland Security (DHS) to suspend the entry of any non-U.S. nationals ( aliens under federal law) without valid entry documents during any period when DHS cannot detain such an individual or return the individual to a foreign country contiguous to the United States. A state may sue DHS to enforce this requirement. (Under current law, non-U.S. nationals who arrive at the border without entry documents are generally subject to expedited removal. However, if such an individual is found to have a credible fear of persecution, they are typically subject to detention while their asylum claim is being considered.) The bill also authorizes DHS to suspend the entry of non-U.S. nationals without entry documents at the border if DHS determines that such a suspension is necessary to achieve operational control over such a border.

Trust the Science Act This bill directs the Department of the Interior to remove protections for the gray wolf under the Endangered Species Act of 1973 (ESA). Specifically, the bill requires Interior to reissue the final rule titled Endangered and Threatened Wildlife and Plants; Removing the Gray Wolf (Canis lupus) From the List of Endangered and Threatened Wildlife and published on November 3, 2020. The rule removed the gray wolf in the lower 48 United States, except for the Mexican wolf ( C. l. baileyi ) subspecies, from the endangered and threatened species list. However, the U.S. District Court for the Northern District of California vacated the rule on February 10, 2022. As a result, the gray wolf reattained the protection status it had prior to the rule's promulgation. The bill also prohibits the reissuance of the rule from being subject to judicial review.

Specifically, the bill prohibits the Department of Education (ED) from (1) requiring states, local educational agencies, or elementary schools to implement federal policies relating to sex education in elementary schools; or (2) punishing these entities (e.g., withholding federal funds or levying fines) for failing to implement or carry out these federal policies. Additionally, the bill prohibits the Task Force on Sexual Violence in Education from (1) developing recommendations for these entities with respect to sex education in elementary schools; or (2) assessing ED's ability to levy intermediate fines for noncompliance with Title IX of the Education Amendments of 1972, which prohibits discrimination on the basis of sex in federally funded education programs or activities.

No Timber From Tyrants Act This bill prohibits the importation of wood and related articles from Russia and Belarus. It also directs the Department of the Interior and the Department of Agriculture (USDA) to replace these prohibited imports with timber production on certain lands. Specifically, the bill directs the President to prohibit the importation of all wood and related articles from Russia and Belarus. The President may terminate this prohibition upon certification to Congress that certain conditions have been met, including that Russia or Belarus (or both, as applicable) reached an agreement to withdraw forces in Ukraine. Additionally, the bill directs Interior and USDA to authorize timber harvest in an amount sufficient to equal the volume, with respect to calendar year 2021, of imports of wood and related articles from Russia and Belarus. Interior may authorize timber harvest only on public lands and USDA may authorize timber harvest only on National Forest System lands. The bill generally prohibits Interior and USDA from approving a plan that reduces the allowable sale quantity of timber.

Solitary Confinement Reform Act of 2022 This bill limits the use of restrictive housing (such as solitary confinement) in certain prison facilities. These facilities are those under the jurisdiction of (1) the Bureau of Prisons, (2) the Department of Defense, or (3) a state or local government in which persons are held in custody pursuant to a contract or agreement with the federal government and the facility receives federal funds for law enforcement purposes. For example, the bill specifies that inmates shall be housed in the least restrictive setting necessary for safety purposes. It also requires that inmates remain in restrictive housing for no longer than necessary to address each specific reason for such placement.

TPS Reform Act of 2022 This bill changes the procedures for designating a country with temporary protected status (TPS). (Qualified nationals of a TPS-designated country shall have work authorization and may not be removed from the United States while the status is in effect.) Specifically, the bill requires an act of Congress to designate a TPS country, whereas currently the Department of Homeland Security has such authority. The initial act of designating a TPS country must include a time period for the designation of up to 18 months and also contain certain information, including an estimate of the number of individuals who would benefit from the status. Congress may also pass an act to terminate or extend a designation. The bill also establishes that an alien who lacks lawful immigration status may not receive the benefits of temporary protected status.

Justice for Vaccine Victims Act of 2022 This bill terminates the COVID-19 emergency and requires an investigation into adverse events associated with a COVID-19 vaccination. The bill also repeals federal income tax deductions for certain state, local, and foreign taxes paid by an individual. The Department of Health and Human Services (HHS) must terminate the COVID-19 emergency within three months of the bill's enactment. The bill also removes, within three months of that termination, liability protections that apply to the administration or use of certain medical countermeasures (e.g., vaccines) during the public health emergency. Additionally, the HHS Office of Inspector General must investigate adverse events associated with a COVID-19 vaccine that are reported to the Vaccine Adverse Event Reporting System. In carrying out the investigation, the office must ask specified questions of (1) each individual (or the individual's survivors) who reported an adverse event, (2) each manufacturer of a COVID-19 vaccine distributed in the United States, and (3) a sample of health care providers. The office must report its findings and recommendations, and the report must include, among other matters, transcripts of all interviews with individuals, manufacturers, and health care providers. The office must also report on the costs of carrying out this investigation.
