Higher Education Affordability and Equity Act of 2003 - Amends the Internal Revenue Code and the Higher Education Act of 1965 to expand education incentives, including: (1) the deduction for interest on education loans; (2) making the deduction for qualified tuition and related expenses permanent; (3) increasing allowable contributions to Coverdell education savings accounts; (4) allowing qualified higher education expenses (books, supplies, room, board, and special needs services) to be excluded from gross income in the case of scholarship programs for higher education; and (5) repealing the sunset provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 applicable to title IV (Affordable Education Provisions) of such Act.

State Assistance Accountability Act - Amends title VI (Temporary State Fiscal Relief) of the Social Security Act to revise the provision concerning the limitation on temporary State fiscal relief, to permit the use of such funds only for types of expenditure authorized under: (1) the budget of the State for the fiscal year for which the funds are to be expended that, as of May 28, 2003, was most recently approved by the State legislature; or (2) in the absence of such a budget, the budget of the State for the fiscal year for which the funds are to be expended that, as of May 28, 2003, was at the furthest stage of development by the State legislature. Requires the Secretary to: (1) audit a State's use of such funds; and (2) require remittance of all inappropriately expended funds, plus a penalty and interest. Defines an "essential government service" as reduction in the amount of debt held or planned to be held by a State, and not any activity that was not funded by a State in its previous fiscal year.

Encourages all public and private colleges and universities in the United States to adopt an Academic Bill of Rights and observe specified principles and procedures to secure the intellectual independence of faculty members and students and protect the principle of intellectual diversity. Recognizes that such principles and procedures fully apply only to public universities and to private universities that present themselves as bound by the canons of academic freedom. Expresses the sense of the Congress that private institutions choosing to restrict academic freedom on the basis of creed have an obligation to be as explicit as possible about the scope and nature of these restrictions.

Amends the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) to prohibit the prescription drug cost-sharing requirements for Medicare-eligible beneficiaries under CHAMPUS from being in excess of the cost-sharing requirements applicable to all other CHAMPUS health care beneficiaries.

Family Budget Protection Act of 2003 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require, within 15 days after the end of each congressional session, a sequestration to eliminate any deficit that exceeds the excess margin (maximum permissible deficit). Requires half of the required outlay reductions to come from non-exempt defense accounts and half to come from non-exempt non-defense accounts. Provides decreasing maximum deficit amounts for FY 2005 and thereafter, with a zero balance for FY 2012 and beyond. Requires adjustment of the maximum deficit in the event of negative Federal revenue growth. Provides discretionary spending limits for FY 2005 through 2013. Repeals the Gramm-Rudman-Hollings Act expiration date. Directs the Chairman of the House Budget Committee to maintain the Family Budget Protection Discretionary Account, to be debited and credited by new budget increases and reductions. Provides spending caps on the growth of entitlements and mandatory budget outlays. Excludes benefits payable under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act and Tier 1 railroad retirement benefits from required reductions under the Gramm-Rudman-Hollings Act, along with specified Government accounts and activities. Provides other exceptions, limitations, and special rules with respect to sequestration exemptions. Directs the Chairman to maintain the Family Budget Protection Mandatory Account, to be debited and credited by increases or decreases in mandatory budget authority. Freezes at current levels spending authority for each unearned entitlement, high-cost discretionary spending program and authorized and unauthorized discretionary spending programs. Requires: (1) joint (currently, concurrent) and biennial (currently, annual) budget resolutions; (2) biennial appropriations Acts; and (3) biennial Government strategic and performance plans. Requires the appropriation of funds out of any available Treasury amounts to continue in a new fiscal year any previously-authorized Government project or activity in the event that a regular appropriations bill does not become law by the beginning of that fiscal year.

Repudiates the anti-Semitic rhetoric of the outgoing prime minister of Malaysia, Dr. Mahathir Mohamad. Calls upon other governments and international bodies, notably the European Union, to condemn these remarks as dangerous incitement. Deplores the tacit acquiescence of those in attendance at the October 2003 Organization of the Islamic Conference.

Hospitalized Veterans Financial Assistance Act of 2003 - Makes the commencement date of the period of payment of a temporary increase in veterans' disability compensation for hospitalization or treatment the day on which such hospitalization or treatment commences. (Currently, such date is the first day of the month in which such hospitalization or treatment commences, when the hospitalization or treatment commences and terminates within the same calendar month.)

Marriage Protection Act of 2003 - Amends the Federal judicial code to deny Federal courts jurisdiction to hear or determine any question pertaining to the interpretation of the Defense of Marriage Act or the Federal statute defining marriage.

Credit Card Abuse Prevention Act of 2003 - Directs the head of each executive agency that issues and uses purchase cards and convenience checks to establish and maintain specified safeguards and internal controls. Requires the Inspector General of each executive agency to: (1) periodically conduct risk assessments of the agency's purchase card program and associated internal controls and analyze identified weaknesses and the frequency of improper activity; (2) perform periodic audits of purchase cardholders; (3) report to the agency head on the results of such audits; and (4) report to the Director of the Office of Management and Budget (OMB) and the Comptroller General on implementation of recommendations made to the agency head to address findings during audits. Prohibits applying all such requirements above to the Department of Defense (DOD). Amends Federal law provisions relating to management of purchase cards issued to DOD personnel to require the Inspector General of DOD, Inspector General of the Army, Naval Inspector General, and Inspector General of the Air Force to perform risk assessments of DOD's purchase card program and associated internal controls and analyze identified weaknesses and the frequency of improper activity in order to develop a plan for using such risk assessments to determine the scope, frequency, and number of periodic audits of purchase cardholders. Amends the Travel and Transportation Reform Act of 1998 to direct each executive agency head that has employees that use travel charge cards to establish and maintain specified safeguards and internal controls. Requires the Inspector General of each executive agency to: (1) periodically conduct risk assessments of the agency's travel card program and associated internal controls and analyze identified weaknesses and the frequency of improper activity; (2) perform periodic audits of travel cardholders; (3) report to the agency head the results of such audits; and (4) report to the OMB Director and the Comptroller General on implementation of recommendations made to the agency head to address findings during audits.

Marine Corps 230th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 500,000 one dollar coins which shall be emblematic of the warrior ethos of the United States Marine Corps. Requires all surcharges from the sale of the coins to be paid to the Marine Corps Heritage Foundation for construction of the Marine Corps Heritage Center.

Specialty Crops Competitiveness Act of 2003 - Defines "specialty crop" as all agricultural crops, except wheat, feed grains, oilseeds, cotton, rice, peanuts, sugar, and tobacco. Directs the Secretary of Agriculture to make grants to States to enhance specialty crop competitiveness. Bases grant amounts on specialty crop production value. Amends the Consolidated Farm and Rural Development Act to increase fruit or vegetable producer operating loan limits. Amends the Agricultural Adjustment Act, reenacted with amendments by the Agricultural Marketing Agreement Act of 1937, to provide for marketing order specialty crop food safety programs. Authorizes the Secretary to make grants to State or local educational agencies for school garden programs that permit children to learn about specialty crops' dietary importance. Amends the Farm Security and Rural Investment Act of 2002 to: (1) increase maximum orchardist assistance under the tree assistance program; and (2) increase and extend specialty crop technical assistance. Directs the Secretary to use specified funds to provide restitution to licensed specialty crop shippers for economic losses resulting from the preparation of false inspection certificates by Department of Agriculture graders at Hunts Point Terminal Market, Bronx, New York. Authorizes appropriations for the maintenance of the Agricultural Marketing Service inspection training center in Fredericksburg, Virginia. Directs the United States Trade Representative to establish at least one position in the Office of the United States Trade Representative for specialty crop trade matters. Directs: (1) the General Accounting Office to conduct a study on why and to what extent U.S. specialty crops have not benefited from the Uruguay Round; and (2) the Secretary to prepare a foreign market access strategy plan aimed at increasing such exports. Directs the Secretary to establish: (1) in the Animal and Plant Health Inspection Service of the Department, the Sanitary and Phytosanitary Export Petition Division to process petitions for reducing sanitary and phytosanitary export barriers; and (2) in the Department an office to develop and protect intellectual property rights in plants and plant materials. Provides for a Foreign Agricultural Service study of supplier credit guarantee program modifications in order to increase specialty crop exports. Directs the Secretary to transfer the Office of Pest Management Policy of the Department from the Agricultural Research Service to the Office of the Secretary of Agriculture for administrative and funding purposes. Provides for additional research initiatives respecting: (1) methyl bromide alternatives; (2) specialty crop clean air benefits; (3) produce quality improvement; (4) new crop protection tools and integrated pest management; (5) foreign invasive pests and diseases; and (6) national specialty crop development initiative grants. Establishes in the Treasury the Invasive Pest and Disease Response Fund to support emergency eradication and research activities of the Animal and Plant Health Inspection Service in response to economic and health threats posed by invasive pests and agricultural disease. Directs the Administrator of the Animal and Plant Health Inspection Service to provide for independent scientific advice and peer review with regard to specialty crop import and export requests, including risk and mitigation assessments. Authorizes the Secretary to carry out a food safety education program to reduce contamination from: (1) microbial pathogens; and (2) unsanitary handling practices. Amends the Food Security Act of 1985 to remove the income limitation from the environmental quality incentives program.

Mobile Machinery Tax Fairness Act - Amends the Internal Revenue Code to prohibit the treatment of certain mobile machinery as a highway vehicle, thereby exempting such machinery from federal highway excise taxes.

Commission on the Accountability and Review of Federal Agencies Act - Establishes the Commission on the Accountability and Review of Federal Agencies to: (1) evaluate executive agencies and their programs; and (2) submit to Congress a plan recommending agencies and programs that should be realigned or eliminated and proposing implementing legislation. Directs the President to: (1) establish a systematic method for assessing the effectiveness and accountability of agency programs; and (2) submit to the Commission assessments of not less than half of the programs that use such method. Prohibits the implementation of such method until it has been reviewed and accepted by the Commission. Requires the Commission to consider submitted assessments in evaluating programs. Requires the President to identify common performance measures for programs having similar functions and provide the Commission with data on such measures.

Tax Reform Action Commission Act of 2003 - Establishes in the legislative branch a Tax Reform Action Commission to make specific recommendations to Congress for the reform of the internal revenue laws in a manner that produces a system that is: (1) simple, transparent, and efficient; (2) fair and equitable to all Americans; and (3) neutral between different activities and between current consumption and future consumption.

Benjamin Franklin Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue one dollar coins emblematic of the life and legacy of Benjamin Franklin (not more than 250,000 bearing his image as a young statesman and not more than 250,000 with his image as an older numismatist). Directs that all sales include a $10 per coin surcharge, which shall be paid by the Secretary to the Benjamin Franklin Tercentenary Commission, to be used to educate people about Franklin's legacy.

District of Columbia Personal Protection Act - Amends the District of Columbia Code to provide that the D.C. Council's regulatory authority regarding firearms, explosives, and weapons in the District shall not be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise permitted to possess firearms under Federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by Federal law nor regulated by the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Repeals the District's: (1) registration requirement for possession of firearms; (2) prohibition on registration of pistols (handguns); (3) prohibition on possession of handgun ammunition; (4) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked; (5) related firearm registration requirements such as applicant qualifications and filing deadline. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Eliminates criminal penalties for possessing an unregistered firearm. Amends Federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person.

Health and Education Access for Students with Diabetes Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to prohibit a State or public or private entity from receiving funds under ESEA title IV part A, also known as the Safe and Drug-Free Schools and Communities Act, unless it has a policy in effect against hindering or restricting a student from engaging in diabetes treatment prescribed or recommended by a physician.

Safeguarding Our Religious Liberties Act - Declares that among those powers reserved to the States and their political subdivisions are the powers to display the Ten Commandments, to recite the Pledge of Allegiance, and to recite the national motto on or within property owned or administered by them. Declares that: (1) the Pledge of Allegiance shall be, "I pledge allegiance to the Flag of the United States of America, and to the Republic for which it stands, one Nation under God, indivisible, with Liberty and justice for all."; and (2) the national motto shall be, "In God we trust." Excepts from the jurisdiction of Federal courts inferior to the Supreme Court the display of the Ten Commandments and the use of the word "God" in the Pledge of Allegiance.

Social Security Disability Determination Simplification Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to eliminate the reconsideration step in the review process governing decisions on benefit entitlement. Makes opportunity for a hearing with respect to any initial decision or determination available without any requirement for intervening reconsideration.

High Unemployment Area Assistance Act of 2003 - Directs the Administrator of General Services to give preference to areas where the unemployment rate exceeds the national average by two percent or more in selecting sites for the construction of public buildings and in leasing space for Federal agencies.

Tobacco Reduction, Accountability, and Community Enhancement Act of 2003 - Amends, and repeals, specified agricultural Acts to eliminate tobacco quota and price support programs, including no net cost provisions. Adds a new subtitle, Subtitle E: Tobacco Assistance, to title III of the Agricultural Adjustment Act of 1938 which requires the Secretary of Agriculture to make transition payments to each tobacco quota holder (generally, an owner of a farm, as of July 1, 2002, for which a basic tobacco marketing or farm acreage allotment for quota tobacco was established for the 2002 tobacco marketing year under a marketing quota program). Requires the Secretary to make direct payments to a traditional producer of tobacco (a person that, for at least one of the 2000, 2001, or 2002 tobacco marketing years, was actively engaged in the production of tobacco marketed, or considered planted, under a marketing quota and shared in the risk of producing the tobacco). Directs the Secretary to establish: (1) a permanent Tobacco Advisory Board for each kind of tobacco; and (2) a poundage limitation program for each crop of each kind of tobacco. Directs the Secretary, during any marketing year period in which the insured price for the crop of a kind of tobacco exceeds the average domestic price for such tobacco, to make market stability payments available to active producers of such tobacco. Directs the Secretary to make research grants to colleges and universities in eligible States to: (1) assist tobacco producers reduce or eliminate reliance on tobacco production through crop diversification, or to promote alternative tobacco uses or enhance tobacco quality; and (2) foster development of economically viable new agricultural technologies and enterprises for rural communities. Establishes in the Commodity Credit Corporation a revolving Tobacco Trust Fund to carry this subtitle. Deposits into the Fund a quarterly assessment (imposed by this Act) on each tobacco product manufacturer and tobacco product importer that sells tobacco products in domestic U.S. commerce. Sets forth tobacco stocks and no net cost transition provisions.

Purchase Card and Travel Card Accountability Act of 2003 - Directs the Administrator for Federal Procurement Policy to prescribe a Government-wide policy for the use of purchase and travel cards by Federal employees. Requires such policy to include definitions of appropriate and inappropriate uses of such cards and a system of accountability for employees using such cards.

Combat Pay Safeguard Act of 2003 - Requires the total monthly rate for all combat zone-related special pay and allowances (hardship duty pay, special pay for duty subject to hostile fire or imminent danger, and the family separation allowance) available after September 30, 2003, for members of the armed forces serving in a combat zone designated for Operations Iraqi Freedom or Enduring Freedom to be at least equal to the rate in effect for September 2003.

American Manufacturing Jobs Retention Act of 2003 - Amends Federal defense procurement provisions and the Federal Property and Administrative Services Act of 1949 to prohibit the head of a military department or executive agency, in the case of a contract for the procurement of goods and services, from considering a covered prospective contractor as a responsible source unless such contractor employs at least 50 percent of its employees in the United States. Defines a prospective contractor as covered if at least ten percent of its annual gross receipts during the preceding year were attributable to Government contracts.

Celia Cruz Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 300,000 one dollar silver coins and 500,000 half dollar clad coins emblematic of Celia Cruz (known as the "Queen of Salsa") and her legacy. Establishes surcharges of ten dollars per coin for the dollar coin and three dollars per coin for the half dollar coin, which shall be paid to the Celia Cruz Foundation.

Renewable Fuels and Transportation Infrastructure Enhancement Act of 2003 - Amends the Internal Revenue Code to establish, for a limited period of time: (1) as a credit against the gasoline and diesel fuel excise tax, a credit equal to the sum of the alcohol fuel mixture credit plus the biodiesel mixture credit; and (2) a biodiesel fuels credit business credit.

Right to Keep and Bear Arms Act of 2003 - Prohibits appropriated funds from being used by any U.S. official to promote any action by the United Nations which advocates the taxation of firearms or any other abrogation of rights under the Second Amendment to the Constitution (the right to keep and bear arms). Condemms all proposals to tax or otherwise limit rights under the Second Amendment.

Expresses congressional concern over the detrimental effects of currency manipulation by foreign governments on the U.S. economy, especially the manufacturing sector. Calls on the President to: (1) vigorously enforce U.S. trade laws dealing with such practices; (2) encourage the harmonization of an international exchange rate policy of freely floating exchange rates based on market forces; and (3) review all tools available to counteract currency manipulation. Urges that: (1) the executive branch take certain steps to enable the dollar and other major currencies to move toward their equilibrium rates; (2) the Secretary of the Treasury include in each semiannual report on international economic and exchange rate policies the currency manipulation practices of foreign governments; and (3) the U.S. Trade Representative take action under section 301 of the Trade Act of 1974 to combat such practices should negotiations fail to produce meaningful results.

Homestead Preservation Act - Directs the Secretary of Labor to establish a program of low-interest loan (residential) mortgage assistance to eligible persons who are separated from their employment. Limits assistance to 12 months, and requires repayment within five years.

Currency Harmonization Initiative through Neutralizing Action Act of 2003 - Directs the Secretary of the Treasury to analyze annually the exchange rate policies of the People's Republic of China, and to impose additional tariffs, if necessary, to equalize any currency manipulations.

Clarifications to the Fair Debt Collection Practices Act - Amends the Fair Debt Collection Practices Act to state that formal pleadings in a civil action shall not be considered the kind of communication (initial or otherwise) required for a validation of debt notice. Prescribes an alternative version of the initial communication debt collectors are required to give consumers, incorporating the three statements currently specified. States that collection activities and communications may continue during the 30 days following a debt collector's initial notice to the debtor. States that, if the consumer's attorney at law fails to respond to a communication from a debt collector within 30 days (currently, a reasonable period of time) after receiving a communication from the collector, such collector may communicate directly with the consumer. Limits to one the number of additional communications a debt collector may make to a consumer after the consumer has notified the collector in writing that the consumer refuses to pay the debt or wishes the collector to cease further communication. Limits the content of any such additional communication to one of the three purposes already specified by the Act. Revises notice of debt guidelines to require one of the debt collector's mandatory statements to specify that a consumer's dispute of the validity of a debt be submitted in writing in order to preclude an assumption by the collector that the debt is valid.

Requires the payment of a one-time bonus of $1,500 to each active-duty and reserve member of the Army, Navy, Air Force, Marine Corps, or Coast Guard who served or serves for any period of time in a combat zone designated in connection with Operations Iraqi Freedom or Enduring Freedom.

State Accountability and Identity Fraud Elimination Act of 2004 - Directs the Secretary of Transportation to withhold specified Federal highway funds in increasing percentages starting in FY 2006 from any State that has enacted a law that allows the issuance of an identification card or a driver's license to an alien who is not legally authorized to be in the United States. Provides that funds withheld from apportionment to any State: (1) on or before September 30, 2005, shall remain available until the end of the third fiscal year following the fiscal year for which the funds are authorized to be appropriated; and (2) after September 30, 2007, shall not be available for apportionment to the State.

Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to allow a lessee to terminate a residential or motor vehicle lease which was entered into before military service or before receiving permanent change of station or deployment orders at any time after: (1) entry into military service; or (2) the date of the lessee's station or deployment orders. (Currently, a lessee may terminate only a residential lease and only after entry into military service.)

Terrorist Tax Exemption Suspension Act of 2003 - Amends the Internal Revenue Code to suspends the tax-exempt status of a designated terrorist organization (as defined by this Act). Denies: (1) deductions for contributions made to such an organization; and (2) administrative or judicial challenge to such suspension or denial. Provides for refund or credit in a case of erroneous designation.

Exempts from the requirement to pay subsistence charges while hospitalized in a military facility an officer or former officer, or an enlisted member or former enlisted member not entitled to retired or retainer pay or equivalent pay, who is hospitalized in a military facility because of an injury incurred: (1) as a direct result of armed conflict; (2) while engaged in hazardous service; (3) in the performance of duty under conditions simulating war; or (4) through an instrumentality of war.

Military Retiree Survivor Comfort Act - Requires the United States to forgive any overpayment of military retired or retainer pay for any period after the date of death of the recipient through the last day of the month in which such death occurs if such payment is electronically deposited in an accredited financial institution to a joint account bearing the name of the decedent and the decedent's designated beneficiary. Makes the effective date of annuity payments under the Survivor Benefit Plan the first day of the first month beginning after the death of the person for whom an overpayment is forgiven.

United States Employee Ownership Bank Act - Directs the Secretary of the Treasury to establish the United States Employee Ownership Bank in order to foster increased employee ownership and participation in company decision-making throughout the United States. Lists among the Bank's duties providing loans to enable employees to purchase a business through an employee stock ownership plan or eligible worker-owned cooperative that is at least 51 percent employee-owned. States that such loans are subordinated to the interests of all other creditors, loan guarantees, and technical assistance programs. Amends the Community Reinvestment Act of 1977 to provide that in assessing and taking into account the record of a financial institution, the appropriate Federal financial supervisory agency may consider as a factor capital investments, loans, loan participation, technical assistance, financial advice, grants, and other ventures undertaken by the institution to support or enable manufacturing employees to establish employee stock ownership plans or eligible worker owned cooperatives that are at least 51 percent employee-owned plans or cooperatives.

Amends the Brady Handgun Violence Prevention Act to authorize licensed firearms dealers to conduct firearms transfers and business with other licensed dealers away from the business premises from which such a person is licensed to conduct business, without requiring the payment of a separate fee under the Act for doing so.
