National Guard Bonus Repayment and Financial Relief Act This bill requires the Army to review all bonuses, incentive pays, or similar benefits received by members of the Army National Guard between January 1, 2004, and December 31, 2010, to determine if such benefits were issued erroneously and to either: (1) waive repayment of such an erroneous payment if the member concerned fully satisfies any period of service otherwise agreed to or imposed upon the member in connection with receipt of the payment; or (2) repay any such erroneous payment and any interest that was repaid by a member before this bill's enactment if the member fully satisfies any such period of service. The Army may require an Army National Guard member to repay any such erroneous payment upon determining that: (1) the member knowingly received the benefit through fraud or misrepresentation in which the member participated, or (2) repayment is otherwise consistent with provisions governing repayment of unearned pay. For any such member granted relief under this bill, the Army shall: (1) notify all consumer credit reporting agencies that any debt subject to the relief was never valid, and (2) provide assistance to the member facing financial hardship as a result of recoupment actions taken in connection with receipt of the payment. A consumer reporting agency notified of the invalidity of such a debt may not, after the date of notice, make any consumer report containing information relating to the debt.

Funding for Student Scholarships for the 1890s Land-Grant African-American Colleges and Universities Act This bill amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to establish and provide funding for a grant program within the Department of Agriculture (USDA) for scholarships for students at 1890 land-grant colleges and universities (historically black colleges and universities established under the Second Morrill Act of 1890). USDA may award the scholarships to students who: (1) are seeking to attend such a college or university, and (2) intend to pursue a career in the food and agricultural sciences.

Jobs, On-the-Job "Earn While You Learn" Training, and Apprenticeships for African-American Young Men Act This bill requires the Department of Labor to request labor unions, general contractors, and businesses that will rebuild infrastructure, transportation systems, technology and computer networks, and energy distribution systems to actively recruit, hire, and provide on-the-job training to African American men ages 18 to 39 through existing jobs, apprenticeships, and "earn while you learn" programs. Labor must help coordinate such recruitment. The jobs, training, and apprenticeships must be conducted in conjunction with Labor, labor unions and associations involved in infrastructure rebuilding, and the National Joint Apprenticeship and Training Committee. Labor unions, contractors, and businesses involved with such infrastructure or systems must recruit by seeking assistance from the African American community, churches, the National Urban League, the National Association for the Advancement of Colored People, 100 Black Men of America, high school and college job placement offices, and media outlets.

Zika Pregnancy and Infant Registry Act of 2016 This bill amends the Public Health Service Act to require the Centers for Disease Control and Prevention to establish and maintain a registry of: (1) women who are diagnosed during pregnancy as having been infected with Zika virus, and (2) the children of such women. The registry may include information on symptoms experienced by the women and children, testing of the women and children, and development of the children. Information in the registry may be made available only for research.

Recognizes the importance of U.S. and international assistance to the people of Lebanon in order to build Lebanon's capacity to provide services and security, and particularly to curb Hezbollah's influence. Encourages coordination between the Department of State, the United Nations High Commissioner for Refugees, and humanitarian organizations to ensure that refugees from the conflict in Syria are supported so as to mitigate any destabilizing effect on their host countries. Recognizes that it is in U.S. interests to support negotiations to end the conflict in Syria, which would allow for the eventual return of the millions of Syrian refugees in Lebanon, Jordan, Turkey, and other countries. Supports full implementation of U.N. Security Council Resolution 1701 (calling for the disarmament of all armed groups in Lebanon). Recognizes the Lebanese Armed Forces (LAF) as the sole institution entrusted with the defense of Lebanon's sovereignty and supports U.S. partnerships with the LAF, particularly through the global coalition to defeat the Islamic State of Iraq and Syria (ISIS).

Securing Our Schools Act of 2016 This bill establishes a pilot program under which the Department of Justice may award one-year grants to local education agencies for the purpose of purchasing and installing devices that allow for the immediate notification of appropriate officials in case of emergency.

Public Online Information Act of 2016 This bill establishes a Public Online Information Advisory Committee to: (1) coordinate the government's efforts to make information from all three branches of government available on the Internet, and (2) issue nonbinding guidelines on how the government should make public information available. The government must make public records available on the Internet at no charge, except as imposed by federal law before this bill's enactment. The bill requires: (1) public records to be permanently available on the Internet; (2) current information technology to be applied to the formats and means through which records are made available; and (3) each agency to publish on the Internet a searchable, machine-processable list of all records it makes publicly available. The bill delineates the roles of the Office of Management and Budget, the Office of Electronic Government, and the chief information officers of independent regulatory agencies. It allows exceptions to the Internet publication requirement, including a process for an agency's request for an exception to be granted if: (1) there is a clear and convincing reason for the record to not be made available on the Internet, and (2) the harm caused by disclosure significantly outweighs the public's interest in having the record available on the Internet. Inspectors general must periodically review agency compliance. Private individuals or organizations may file a complaint in federal court if an agency denies a request to place public records on the Internet. The bill expresses the sense of Congress that: (1) judicial and legislative agencies adopt or adapt the advisory committee's recommendations, and (2) the Government Publishing Office make all of its publications permanently available on the Internet in a multiplicity of formats.

Overtime Reform and Enhancement Act This bill directs the Department of Labor, by December 1, 2016, to revise the rule published in the Federal Register on May 23, 2016, relating to exemptions (from the minimum wage and overtime pay requirements of the Fair Labor Standards Act) regarding the rates of pay for executive, administrative, professional, outside sales, and computer employees. Labor shall revise specified regulations to increase the defining rates of pay of exempted employees from $455 per week to: $692 per week for executive employees effective December 1, 2016; $765 per week for administrative employees effective December 1, 2017; $839 per week for professional employees effective December 1, 2018; and $913 per week for computer employees effective December 1, 2019; and Such revisions shall also nullify the automatic updates to the amounts of salary and compensation required for such exemptions. Labor may only update any rate of pay related to these exemptions in accordance with federal rulemaking requirements.

Taxpayer Identity Protection and Alert Act of 2016 This bill requires the Internal Revenue Service (IRS) to submit to Congress a report including: (1) an assessment of the feasibility of notifying a taxpayer when a return (including any claim for a credit or a refund) has been filed for the taxpayer, and (2) recommendations with respect to any infrastructure or other changes that would facilitate the notification process. The assessment must include the feasibility of transmitting the notification using the contact information on file with the IRS in addition to any contact information provided in the return.

Senior Citizen Protection Act of 2016 This bill requires the Department of Justice (DOJ) to establish guidelines for states to design and implement elder abuse registries. DOJ may award state grants to establish and operate such registries. Additionally, DOJ must establish and maintain a national database that contains information from state elder abuse registries.

Shift Back to Society Act of 2016 This bill directs the Department of Justice to establish a pilot program that awards matching grants to historically black colleges and universities to provide educational programs for eligible offenders to facilitate re-entry into the community. An eligible offender is a convicted criminal offender who has been released from incarceration for less than one year or who is scheduled to be released from incarceration within one year. The Government Accountability Office must report to Congress on the results of the pilot program.

This bill authorizes the Department of Justice (DOJ) to deny the transfer of a firearm or explosive, or the issuance of an explosives license or permit, to known or suspected terrorists. Specifically, the bill authorizes DOJ to deny those transfers, licenses, or permits if the citizens or permanent residents of the United States are included in the Federal Bureau of Investigation's Terrorist Screening Database's no-fly list or the selectee list. DOJ and federal, state, and local law enforcement must be notified immediately of requests to transfer a firearm or explosive to a person who is, or in the last five years was, identified on the database. The bill establishes a judicial review process for appealing a denial by DOJ.

This bill amends the federal criminal code to require a licensed gun dealer to notify the national instant criminal background check system (i.e., the NICS database) of an explosive materials sale and the purchaser's identity. Additionally, it requires the Department of Justice (DOJ) to include in the NICS database information about an individual who is or has been under a federal terrorism investigation. A federal department or agency must submit to DOJ information about such individual. If a licensed gun dealer request a background check on a prospective gun buyer or provides notice of an explosive materials purchaser who is or has been under a federal terrorism investigation, then the NICS database must notify the appropriate division of the Federal Bureau of Investigation.

Condemns the Dog Meat Festival in Yulin, China, because it: (1) is a spectacle of extreme animal cruelty, (2) is a commercial activity not grounded in Chinese history, (3) is opposed by a majority of the Chinese people, and (4) threatens global public health. Urges: the government of China and the Yulin authorities to ban the killing and eating of dogs as part of Yulin's festival and to enforce China's food safety laws regulating the processing and sale of animal products and the 2011 Agriculture Ministry of China Regulation on the Quarantine of Dogs at the Place of Origin requiring one certificate for one dog on trans-provincial transport trucks, and the National People's Congress of China to enact an animal anticruelty law that bans the dog meat trade. Affirms the commitment of the United States to the protection of animals and to the progress of animal protection.

Expresses appreciation to the European Union (EU) for the progress made in countering Hizballah since the EU designated Hizballah's military wing as a terrorist organization. Supports cooperation between the United States and the EU in thwarting Hizballah's criminal and terrorist activities. Urges the EU to designate Hizballah in its entirety as a terrorist organization and increase pressure on the group, including through: better cross-border cooperation among EU members, issuing arrest warrants against Hizballah members and active supporters, freezing Hizballah's assets in Europe, and prohibiting fund raising activities in support of Hizballah.

Air Traffic Controller Hiring Improvement Act of 2016 This bill directs the Federal Aviation Administration (FAA), in appointing air traffic controllers, to give preferential consideration to qualified individuals maintaining 52 consecutive weeks of experience involving the active separation of air traffic after receipt of an air traffic certification or facility rating within 5 years of application while serving at an FAA air traffic control facility, a civilian or military air traffic control facility of the Department of Defense, or a tower operating under contract with the FAA. The FAA shall consider additional applicants by referring an approximately equal number of employees for appointment among two applicant pools. The number referred from each group shall not differ by more than 10%. Pool one shall consist of applicants who: have successfully completed air traffic controller training and graduated from an institution participating in the Collegiate Training Initiative program and have received an appropriate recommendation or endorsement from such institution, are eligible for a veterans recruitment appointment and provide a Certificate of Release or Discharge from Active Duty within 120 days of the announcement closing, are veterans eligible for veterans' benefits who maintain aviation experience obtained in the course of the individual's military experience, or are preference eligible veterans. Pool two shall consist of applicants who apply under a vacancy announcement recruiting from all U.S. citizens. The FAA: (1) may not use a biographical assessment when hiring, (2) must provide an individual who applied in response to a specified 2014 vacancy announcement and was disqualified as the result of a biographical assessment an opportunity to reapply under the revised hiring practices, and (3) must waive any maximum age limit for such reapplying applicants who met such requirement when they applied under such announcement. Otherwise, the maximum age limit for an original appointment as an air traffic controller under this bill shall be 35 years of age. The FAA shall consider directly notifying secondary schools and institutes of higher learning of a vacancy announcement for pool one applicants.

Working to Integrate Networks Guaranteeing Member Access Now Act or the WINGMAN Act This bill directs the Department of Veterans Affairs (VA) to provide an accredited, permanent congressional employee with read-only remote access to the electronic Veterans Benefits Administration (VBA) claims records system of a represented veteran, regardless of whether the employee is acting under a power of attorney executed by the veteran. The VA shall ensure that access does not allow the employee to modify system data. An employee must complete the VA certification process required of agents or attorneys in order to have system access. Each Member of Congress who elects to have an employee participate in the system shall bear the certification cost, which shall be paid from the Member's representational allowance. Information access by an employee shall be deemed: (1) a covered disclosure requiring prior consent, with specified exceptions; and (2) a permitted disclosure relating to the privacy of individually identifiable health information. The VA may not recognize an employee for purposes of preparation, presentation, and prosecution of VA claims by reason of such system access. "Accredited, permanent congressional employee" means an employee of a Member of Congress who assists constituents with issues regarding federal departments or agencies. "Electronic VBA claims records system" means the VA system that provides claim status information, including information about medical records, compensation and pension exams records, rating decisions, a statement of the case and a supplementary statement of the case, a notice of disagreement, and Form-9.

This bill provides FY2016 emergency supplemental appropriations to the Departments of State and Health and Human Services (HHS) to prevent, prepare for, and respond to the Zika virus and other infectious diseases. The bill specifies permissible uses for the funds and designates the funds as an emergency requirement, which exempts the funds from discretionary spending limits. The bill provides appropriations to HHS for: the Food and Drug Administration, the Centers for Disease Control and Prevention, the National Institutes of Health, and the Public Health and Social Services Emergency Fund. The bill amends the Public Health Service Act to permit Project BioShield to be used to support the advanced development and procurement of medical countermeasures to diagnose, mitigate, prevent, or treat harm from any infectious disease that may pose a threat to the public health. (Under current law, Project BioShield supports only countermeasures against specific chemical, biological, radiological, and nuclear terrorist threats.) The bill temporarily increases from 55% to 65% the Medicaid Federal Medical Assistance Percentage in the territories (Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands). The bill provides appropriations to the Department of State for: the Administration of Foreign Affairs, the U.S. Agency for International Development, Bilateral Economic Assistance, International Security Assistance, and Multilateral Assistance. Unobligated balances of specified funds provided for the Ebola virus may be used to respond to the Zika virus and other infectious diseases.

Expresses the sense of Congress that: a durable resolution to the Israeli-Palestinian peace process can only come through direct, bilateral negotiations between Israel and the Palestinians; the U.N. cannot be a truly neutral arbiter of the Israeli-Palestinian conflict; and the United States should veto any U.N. Security Council resolution that inserts the Security Council into the peace process, unilaterally recognizes a Palestinian state, makes declarations concerning Israeli controlled territories, or dictates terms and a time line for the Israeli-Palestinian peace process.

Puppies Assisting Wounded Servicemembers (PAWS) Act of 2016 This bill directs the Department of Veterans Affairs (VA), through the Office of Patient Centered Care and Cultural Transformation, to carry out a five-year pilot program under which the VA shall provide service dogs and veterinary health insurance to certain veterans who: (1) served on active duty on or after September 11, 2001; and (2) were diagnosed with, and continue to suffer from, post-traumatic stress disorder. The provision of a service dog shall be done in addition to other types of treatment for post-traumatic stress disorder and shall not replace established treatment modalities.

Quality Care for Moms and Babies Act This bill amends part A (General Provisions) of title XI of the Social Security Act to direct the Department of Health and Human Services (HHS) to: identify and publish a recommended core set of maternal and infant quality measures for women and children, as specified by the bill; publish an initial core set of any such measures applicable to mothers and infants eligible under Medicaid or the Children's Health Insurance Program (CHIP); establish a Maternal and Infant Quality Measurement Program; and establish an online clearinghouse of resources for entities working to improve maternity and infant care quality. HHS may make grants to eligible entities for: the development of new state and regional maternity and infant care quality collaboratives; expanded activities of existing collaboratives; and maternity and infant care initiatives within established state and regional quality collaboratives that are not focused exclusively on maternity care. Under current law, HHS must contract with a consensus-based entity to carry out specified duties regarding performance measurement. The bill requires such an entity to facilitate increased coordination and alignment between the public and private sector with respect to quality and efficiency measures.

This bill directs the U.S. Army Corps of Engineers, after completion of the study of the Herbert Hoover Dike, Florida, known as the Herbert Hoover Dike Dam Safety Modification Study, to: (1) carry out, without any further congressional authorization, the projects recommended as part the study; and (2) complete such projects by December 31, 2020. Appropriations in the amount of $800 million are made to carry out this bill.

Firefighter Cancer Registry Act of 2016 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary patient registry to monitor, collect, and make available epidemiological information related to cancer incidence and trends among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) encourage the inclusion in the registry of data on minority, female, and volunteer firefighters; and (2) seek feedback on the registry from nonfederal experts. The CDC must develop an approval process for making registry data available for research without a fee if findings or publications derived from the research are made public or available to stakeholders.

Hate Crimes Prevention Act This bill amends the federal criminal code to prohibit firearm sale or transfer to and receipt or possession by an individual who has: (1) been convicted of a misdemeanor hate crime, or (2) received an enhanced hate crime misdemeanor sentence. It defines "misdemeanor hate crime" as a misdemeanor offense that has, as an element, that the conduct was motivated by hate or bias because of the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of any person. An "enhanced hate crime misdemeanor sentence" is an enhanced sentence imposed for a misdemeanor that is based, in whole or in part, on conduct motivated by hate or bias because of the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of any person.

Expresses the sense of the House of Representatives that: the trial and conviction of 50 African-American sailors for mutiny in connection with their service at the Port Chicago Naval Magazine in Concord, California, during World War II were wrongfully pursued because of racial prejudice; and Congress should publicly exonerate the 50 sailors to further aid in healing the racial divide that continues to exist in the United States.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for its operations.

Protecting Patient Access to Emergency Medications Act of 2016 This bill amends the Controlled Substances Act to direct the Drug Enforcement Administration to register an emergency medical services (EMS) agency as an entity authorized to dispense controlled substances, instead of registering the individual practitioners or medical directors of the agency. A registered EMS agency must be overseen by one or more medical directors. The bill specifies that an EMS practitioner who is employed by a registered EMS agency may administer controlled substances under a standing order issued by a medical director. The standing order does not have to be specific to an individual patient.

Expresses condolences for the victims of anti-Muslim hate crimes. Declares that the House of Representatives: confirms its dedication to the rights and dignity of all citizens; denounces the increase of hate speech and hate crimes targeted against mosques, Muslims, or those perceived to be Muslim; and recognizes the positive contributions made by the U.S. Muslim community to U.S. society. Declares that the civil rights and liberties of all U.S. citizens, including Muslims in the United States, should be protected. Urges law enforcement authorities to work to prevent hate crimes and to prosecute the perpetrators of such crimes. Reaffirms the inalienable rights of every citizen to live without fear and intimidation and to practice freedom of faith.

Nurse and Health Care Worker Protection Act of 2015 This bill requires the Department of Labor to establish a standard on safe patient handling, mobility, and injury prevention to prevent musculoskeletal disorders for health care workers. The standard must require the use of engineering and safety controls to handle patients. The standard must require health care employers to: (1) develop and implement a safe patient handling, mobility, and injury prevention program; (2) train their workers on safe patient handling, mobility, and injury prevention; and (3) post a notice that explains the standard, procedures to report patient handling-related injuries, and workers' rights under this Act. Labor must conduct unscheduled inspections to ensure compliance with the standard. This bill amends title XVIII (Medicare) of the Social Security Act to apply the standard to hospitals receiving Medicare funds.

Cuban Immigrant Work Opportunity Act of 2015 This bill makes Cuban nationals who enter the United States on or after the date of enactment of this Act ineligible for refugee/parolee assistance under the Refugee Education Assistance Act of 1980. Conforming amendments are made to the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 and the Immigration and Nationality Act. The Inspector General of the Social Security Administration shall report to Congress describing methods for enforcing the loss of Supplemental Security Income eligibility by persons who are absent from the United States for at least one month.

This bill amends the Agricultural Act of 2014 to require the Department of Agriculture (USDA) to reimburse producers on farms for losses that are due to the inability to plant, grow, or ship a crop to market due to a federal or state government quarantine to control the Oriental fruit fly. The payments are limited to 70% of the market value of the affected crop and end as soon as possible once the producer is able to resume marketing a crop after the quarantine is lifted. In implementing this bill, USDA must not discriminate against or penalize a producer that obtained, or did not obtain, crop insurance, noninsured crop disaster assistance, or similar risk protection for the same type of crop, except that assistance provided by this bill must be reduced by the amount of assistance provided for the same losses under any other federal law. Producers receiving assistance under this bill must agree to obtain crop insurance, noninsured crop disaster assistance, or similar risk protection for the same type of crop for at least the next two crop years, if the insurance, assistance, or protection is available.

Condemns the November 12, 2015, terrorist attacks in Beirut, Lebanon, that resulted in the loss of at least 43 lives. Expresses condolences to the families and friends of those who were killed or injured in the attacks and expresses sympathies to those injured. Supports the government of Lebanon's efforts to bring to justice those involved in these terrorist attacks. Expresses readiness to continue assisting the Lebanese Armed Forces and people of Lebanon to respond to the growing terrorist threat posed by the Islamic State of Iraq and Syria (ISIS), and to provide continued support to refugee populations within Lebanon.

Emergency Citrus Disease Response Act This bill amends the Internal Revenue Code to allow a full deduction in the current taxable year of the cost of replanting lost or damaged citrus plants. The taxpayer must own an equity interest of at least 50% in such replanted plants and may deduct costs paid or incurred through 2025.
