Strong Start for America's Children Act of 2013

Strong Start for America's Children Act of 2013 - Directs the Secretary of Education (Secretary) to allot matching grants to states and, through them, subgrants to local educational agencies (LEAs), childhood education program providers, or consortia of those entities to implement high-quality prekindergarten programs for children from low-income families. Allots grants to states based on each state's proportion of children who are age four and who are from families with incomes at or below 200% of the poverty level. Defines "high-quality prekindergarten programs" as those that: serve children who are three or four by the eligibility determination date or have attained the legal age for state-funded prekindergarten; require staff to have high qualifications, which for teachers include specified alternative requirements that all involve possessing a bachelor's degree; maintain an evidence-based maximum class size and child-to-instructional staff ratio; offer a full-day program; provide developmentally appropriate, evidence-based curricula and learning environments that are aligned with state early learning and development standards; offer teachers salaries comparable to those earned by kindergarten through grade twelve teachers; provide for ongoing monitoring and program evaluation to ensure continuous improvement; offer accessible comprehensive services for children, including specified minimum services; provide high-quality professional development for all staff; meet education performance standards under the Head Start Act; and maintain evidence-based health and safety standards. Conditions states' grant eligibility on demonstrating to the Secretary that they: (1) have or will establish early learning and development standards, (2) have or will develop the ability to link prekindergarten data with their elementary and secondary school data, (3) offer state-funded kindergarten for children, and (4) have established a State Advisory Council on Early Childhood Education and Care. Allows states to reserve up to 20% of their grant funds over the first four years of their grant for prekindergarten quality improvement activities, including support for teachers seeking a baccalaureate degree in early childhood education or a closely-related field. Authorizes states to apply to the appropriate Secretary to use up to 15% of their grant for subgrants to high-quality early childhood education and care programs for infants and toddlers whose family income is at or below 200% of the poverty level. Requires state to develop, implement, and make publicly available performance measures and targets for their grant activities. Prohibits state grantees from requiring any child to participate in any federal, state, local, or private early childhood education program. Limits the use of assessments funded by the grant program. Directs the Secretary and the Secretary of Health and Human Services (HHS) to develop a process to provide Head Start program services to children who are younger than age four in states or regions that provide four-year-olds whose family income is at or below 200% of the poverty level with sustained access to high-quality prekindergarten programs. Directs the Secretary to award competitive, matching, capacity-building grants to states that assure the Secretary that they will use their grant to become eligible, within three years of receiving the grant, for this Act's grants for high-quality prekindergarten programs. Amends the Head Start Act to direct the Secretary of HHS to make grants to Early Head Start agencies to partner with center-based or family child care providers, particularly those that receive support under the Child Care and Development Block Grant of 1990 (CCDBGA), to assist those providers in meeting applicable Head Start and Early Head Start program performance standards. Authorizes those partnerships to serve children through age three. Directs the Secretary of HHS to give Early Head Start program grant priority to Early Head Start agencies that agree to enter into such partnerships with center-based or family child care providers. Amends the CCDBGA to require states to: (1) ensure that the funding they receive for child care services under the Community Services Block Grant Act and the program of block grants for social services under the Social Security Act is subject to the requirements and limitations of the CCDBGA; (2) provide children with assistance under the CCDBGA for at least 12 months before redetermining their eligibility, provided their family income does not exceed 85% of the state median income for their family size; and (3) use the CCDBGA's funding to supplement, not supplant, other public funding for child care services and activities. Authorizes the Secretary of HHS to: (1) reserve a specified amount of Child Care and Development Block Grant program funds, in fiscal years in which program funding exceeds a specified amount, for formula grants to states, Indian tribes, and tribal organizations to improve the quality of child care programs and services; and (2) carry out demonstration and pilot projects designed to develop and implement strategies and practices useful in supporting the needs of low-income families in-need of, or receiving, child care services. Reauthorizes appropriations under the Child Care and Development Block Grant program for FY2014-FY2023. Expresses the sense of the House of Representatives regarding the need for Congress to continue providing resources to the Maternal, Infant, and Early Childhood Home Visiting program to support the work of states in helping at-risk families voluntarily receive home visits from nurses and social workers.

Injured and Amputee Veterans Bill of Rights - Directs the Secretary of Veterans Affairs to ensure that an Injured and Amputee Veterans Bill of Rights is printed on signage in accessible formats and displayed prominently and conspicuously in each Department of Veterans Affairs (VA) prosthetics and orthotics clinic. Requires VA employees who work at such clinics, as well as patient advocates of veterans who receive care there, to receive training on such Bill of Rights. Directs the Secretary to conduct outreach to inform veterans of such Bill of Rights. Includes in the Bill of Rights the right to: (1) access the highest quality prosthetic and orthotic care; (2) select the practitioner that best meets their prosthetic and orthotic needs; (3) timely and efficient prosthetic and orthotic care; and (4) transition and readjust to civilian life in an honorable manner, including by having ample access to vocational rehabilitation, employment programs, and housing assistance. Directs: (1) the Secretary to collect information relating to the alleged mistreatment of injured and amputee veterans, (2) the veteran liaison at each VA medical center to submit quarterly to the VA's Chief Consultant of Prosthetics and Sensory Aids a report on such information, and (3) the Chief Consultant to investigate and address such information.

Amends part B (Child and Family Services) of title IV of the Social Security Act to make it a purpose of the Stephanie Tubbs Jones Child Welfare Services Program to promote efforts to prevent children from entering the foster care system through the provision of pre- and post-adoptive support services. Extends adoption promotion and support services to those designed to support adoptions from other countries as well as domestic adoptions. Specifies related pre- and post-adoptive support services. Amends SSA title IV part E (Foster Care and Adoption Assistance) to revise requirements for state expenditures for adoption support services. Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS), acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to award grants or cooperative agreements to eligible entities to develop and implement statewide or tribal post-adoption mental health service programs for all adopted children. Amends SSA title IV part D (Child Support and Establishment of Paternity) to direct the Secretary, as part of the child support and paternity data collection system, to promulgate final regulations requiring the states to collect and report information regarding children adopted within the United States or from other countries who enter into state custody as a result of the disruption of a placement for adoption or the dissolution of an adoption. Directs the Comptroller General (GAO) to report to Congress on how children are advertised for adoption, prospective parents, and support for adopting families.

American Savings Promotion Act

American Savings Promotion Act - Amends the Revised Statutes of the United States, the Federal Reserve Act, the Federal Deposit Insurance Act, and the Home Owners' Loan Act to authorize covered financial institutions to conduct a contest, known as a "savings promotion raffle," in which the sole consideration required for a chance of winning designated prizes is obtained by the deposit of a specified amount of money in a savings account or program, where each ticket or entry has an equal chance of being drawn. Subjects such a drawing contest to regulations promulgated by the appropriate prudential regulator. Excludes such a "savings promotion raffle" from the prohibition against a covered financial institution's dealing in "lottery" tickets. Amends the federal criminal code to exempt savings promotion raffles conducted by an insured depository institution or an insured credit union from specified prohibitions against interstate and foreign travel or transportation in aid of racketeering enterprises.

Homeowner Flood Insurance Affordability Act of 2014

Homeowner Flood Insurance Affordability Act of 2013 - Prohibits the Administrator of the Federal Emergency Management Agency (FEMA) from: (1) increasing flood insurance risk premium rates to reflect the current risk of flood for certain property located in specified areas subject to a certain mandatory premium adjustment, or (2) reducing such subsidies for any property not insured by the flood insurance program as of July 6, 2012, or any policy that has lapsed in coverage as a result of the policyholder's deliberate choice (Pre-Flood Insurance Rate Map or pre-FIRM properties). Sets forth expiration dates for such prohibitions. Amends the National Flood Insurance Act of 1968 (NFIA) to prohibit the Administrator from providing flood insurance to prospective insureds at rates less than those estimated for any property purchased after the expiration of such six-month period (currently, any property purchased after July 6, 2012). Directs FEMA to: (1) restore during such six-month period specified estimated risk premium rate subsidies for flood insurance for pre-FIRM properties and properties purchased after such six-month period, and (2) submit to certain congressional committees a draft affordability framework addressing the affordability of flood insurance sold under the National Flood Insurance Program. Prescribes procedures for expedited congressional consideration of legislation on FEMA affordability authorities. Permits FEMA to enter into an agreement with another federal agency either to: (1) complete the affordability study, or (2) prepare the draft affordability framework. Directs FEMA submit to certain congressional committees the affordability study and report. Amends NFIA to authorize FEMA to reimburse homeowners for successful map appeals. Makes any community that has made adequate progress on the construction (as under current law) or reconstruction (new) of a flood protection system which will afford flood protection for the one-hundred year frequency flood eligible for flood insurance at premium rates not exceeding those which would apply if such flood protection system had been completed. Revises guidelines governing availability of flood insurance in communities restoring disaccredited flood protection systems to include riverine and coastal levees. Requires FEMA to: (1) rate a covered structure using the elevation difference between the floodproofed elevation of the covered structure and the adjusted base flood elevation of the covered structure; and (2) designate a Flood Insurance Advocate to advocate for the fair treatment of policy holders under the National Flood Insurance Program and property owners in the mapping of flood hazards, the identification of risks from flood, and the implementation of measures to minimize the risk of flood.

Modernizing Our Drug & Diagnostics Evaluation and Regulatory Network Cures Act of 2013 or MODDERN Cures Act of 2013 - Requires the Secretary of Health and Human Services (HHS) to: (1) establish the Advanced Diagnostics Education Council to recommend standard terms and definitions related to innovative diagnostics for use by patients, physicians, health care providers, payers, and policy makers; and (2) publish a guide regarding such terms and definitions. Sets forth additional factors for the Secretary to consider in determining the payment amount for new clinical diagnostic laboratory tests under gap filling procedures which are used when no comparable existing test is available. Extends the exclusivity period for a medicine if the diagnostic test related to such drug has been determined by the Secretary to have been developed by, or with the participation of, the manufacturer or sponsor of the medicine, and use of the diagnostic tests provides for or improves: (1) the identification of a patient population for the medicine; or (2) the determination of the most appropriate treatment option for a patient population with the medicine. Establishes a dormant therapy designation for medicine that addresses unmet medical needs. Gives such medicine 15 years of data exclusivity under which no drug can be approved by relying on the approval or licensure of the dormant therapy. Directs the Secretary to arrange with the Institute of Medicine (or, if it declines, another appropriate entity) to study intellectual property laws and their impact on therapy and diagnostic development in order to formulate recommendations on how to facilitate the clinical evaluation and development of therapies currently available on the market for new potential indications.

Honoring the Fort Hood Heroes Act - Directs: (1) the Secretary of the military department concerned to award the Purple Heart to members of the Armed Forces (members) who were killed or wounded in the attack at Fort Hood, Texas, on November 5, 2009; and (2) the Secretary of Defense (DOD) to award the Secretary of Defense Medal for the Defense of Freedom to civilian employees and contractors of DOD who were killed or wounded in such attack. Deems, for purposes of all applicable federal benefit laws, regulations, and policies: (1) such members to have been killed or wounded in a combat zone as the result of an enemy act; and (2) such employees to have been killed or wounded by hostile action while serving with the Armed Forces in a contingency operation and to have been killed or wounded in a terrorist attack. Excludes any member whose death or wound was the result of willful misconduct. Applies such provisions to post-traumatic stress disorder (PTSD) or other psychological injuries that were a a result of such attack.

Water Resources Reform and Development Act of 2014

Water Resources Reform and Development Act of 2013 - Title I: Program Reforms and Streamlining - Revises requirements for feasibility studies under the Water Resources Development Act (WRDA) of 1986 to: (1) limit the duration of any feasibility study to 3 years; (2) limit the cost of any such study to $3 million; and (3) require personnel of the Army Corps of Engineers (Corps) to conduct concurrent reviews of feasibility studies (currently, sequential reviews are permitted). Requires the Secretary of the Army, not later than 90 days after the initiation of a feasibility study, to initiate federally-mandated reviews, including environmental reviews. Amends the WRDA of 2000 to authorize the Secretary to accept and expend funds contributed by a public utility company to expedite the evaluation of a permit for a water resources project or activity under the jurisdiction of the Department of the Army. Amends the WRDA of 2007 to designate the Corps as the federal lead agency in the environmental review process (i.e., preparation of an environmental impact statement, environmental assessment, categorical exclusion, or other document under the National Environmental Policy Act of 1969 [NEPA]) for a water resources project study. Requires the Corps to: (1) facilitate the expeditious resolution of the environmental review process and complete documents required by NEPA, (2) conduct concurrent environmental reviews, and (3) establish a plan for coordinating public and agency participation in and comment on the environmental review process for a project. Repeals requirements for: (1) a reconnaissance study by the Corps prior to initiating a feasibility study, and (2) review of the cost effectiveness of the design of each water resources project that has a total cost in excess of $10 million. Requires the Secretary to establish a process for the review of section 14 applications. Defines a "section 14 application" as an application for the temporary occupation or use of a public work or the alteration or permanent occupation or use of a public work. Authorizes a non-federal interest (i.e., a sponsor for a water resources project, including federally-recognized Indian tribes and nonprofit entities) to: (1) provide funds to the Corps to carry out feasibility studies and to carry out authorized federal water resources development projects, and (2) make contributions to the operation and maintenance of the inland navigation facilities. Extends the authority of the Secretary to carry out water-related planning activities and studies in Indian country in FY2014-FY2023. Directs the Secretary to establish a pilot program to evaluate the cost effectiveness and project delivery efficiency of allowing non-federal interests to carry out at least 15 authorized water resources development projects for coastal harbor improvement, channel improvement, inland navigation, flood damage reduction, and hurricane and storm damage reduction. Requires the Secretary to submit annual reports to the House Committee on Transportation and Infrastructure and the Senate Committee on Environment and Public Works on feasibility studies under this Act and on proposed modifications to an authorized water resources development project or feasibility study. Requires the President, as part of the President's annual budget submission to Congress, to identify and recommend Corps construction projects for which Congress should provide funding at the full level authorized for such projects. Requires the Corps, as part of such budget process, to report on the prioritization of federal action for the next fiscal year to mitigate for fish and wildlife losses due to Corps water resources projects in the Missouri River Basin. Directs the Secretary to make specific project recommendations relating to flood and storm damage reduction activities under the Disaster Relief Appropriations Act, 2013. Directs the Secretary to: (1) carry out a locally preferred plan that provides a higher level of flood protection and is funded by non-federal interests; (2) evaluate alternatives to ensure safety of affected communities and the resiliency of water resources development projects to future flooding and storm events; and (3) establish procedures for providing the public and governmental entities, including Indian tribes, with timely information regarding expected water levels and preparedness actions. Amends the WRDA of 1974 to authorize the Secretary to provide technical assistance to states to encourage state programs for levee safety. Requires the Secretary to establish federal guidelines relating to levee safety. Requires the Secretary to: (1) undertake a comprehensive review of Corps policy on vegetation management for levees, and (2) report on the use of electronic commerce in federal procurement. Amends the WRDA of 1992 to require the Secretary to consider the beneficial use of dredged material in a manner that contributes to the maintenance of sediment resources in the nearby costal system. Directs the Secretary to encourage: (1) advanced modeling technologies, including 3-dimensional digital modeling, for activities related to water resources development projects and studies; (2) corrosion prevention activities at water resources development projects; and (3) the use of durable, resilient, and sustainable material and practices in carrying out Corps activities. Requires the Secretary to conduct an assessment of the management practices, priorities, and authorized purposes at Corps reservoirs in arid regions. Expresses the sense of Congress that Congress should consider a water resources development bill not less than once every Congress. Title II: Navigation Improvements - Subtitle A: Ports - Authorizes the Secretary, for any fiscal year in which specified target appropriations are met, to use up to 5% of the total amount made available from the Harbor Maintenance Trust Fund for eligible operations and maintenance costs described in the WRDA of 1986 for that fiscal year for expanded uses of such Trust Fund. Amends the WRDA of 1986 to direct the Secretary to: (1) assess the operation and maintenance needs of harbors used for commercial navigation and fishing and other purposes; (2) make expenditures to pay for operation and maintenance costs of the harbors, based on an equitable allocation of funds among all such harbors, regardless of the size or tonnage throughput of the harbor; (3) allocate, in each of FY2015-2016, not less than 10% of the total amount of the expenditures to pay for operation and maintenance costs of emerging harbors (those that transit less than 1 million tons of commerce annually); and (4) manage and allocate funding for all individually authorized projects in the Great Lakes Navigation System as components of a single, comprehensive system, recognizing the interdependence of the projects. Authorizes the Secretary to enter into an agreement with a non-federal interest to maintain a navigation project for a harbor or inland harbor (federally authorized harbor) in accordance with the WRDA of 1986. Amends the WRDA of 2007 to direct the Secretary to consolidate deep draft navigation expertise within the Corps into a deep draft navigation planning center of expertise. Authorizes the Secretary, with the concurrence of the Administrator of the Environmental Protection Agency (EPA), to reopen the Cape Arundel Disposal Site in Maine as an alternative dredged material disposal site. Subtitle B: Inland Waterways - Directs the Secretary, for certain projects for navigation infrastructure of the inland and intracoastal waterways, to utilize certified project managers, utilize risk-based cost estimates, evaluate early contractor involvement acquisition procedures, review the use of fully funded contracts or continuing contracts, identify best management practices to speed project delivery, and develop a portfolio of standard design for inland navigation locks. Directs the Secretary to develop and submit a 20-year investment strategy for making capital investments on the inland and intracoastal waterways. Directs the Comptroller General (GAO) to prepare a report on the efficiency of collecting the fuel tax for the Inland Waterways Trust Fund. Directs the Secretary to study methods of financing the Inland Waterways Trust Fund, including issuance of tax-exempt bonds and imposing user fees, and to consider the feasibility of fees and revenues from alternative sources. Directs the Secretary to conduct an inland waterways stakeholder roundtable to provide for a review and evaluation of alternative approaches to: (1) address the financial needs of the Inland Waterways Trust Fund, and (2) support the water infrastructure needs of the Inland Waterways System. Requires 25% of the cost of construction for the Olmsted Project (a navigation project for Locks 52 and 53 on the Lower Ohio River between Illinois and Kentucky) to be paid from amounts appropriated from the Inland Waterways Trust Fund. Expresses the sense of Congress that the appropriation for the Project should not be less than $150 million for each fiscal year until construction of the Project is completed. Requires the Secretary to submit to Congress an annual financial plan for any inland waterways project that has an estimated total cost of $500 million or more. Directs the Secretary, at least 90 days before carrying out a proposed modification to the operation of a lock at a project for navigation on the inland waterways, to: (1) provide notice of the proposed modification in the Federal Register, and (2) accept public comments on the proposed modification. Directs the Secretary to assess the operation and maintenance needs of the Atlantic Intracoastal Waterway. Directs the Secretary to study and report on the impact of closing the Upper St. Anthony Falls Lock and Dam in Minnesota on the economy and the environment. Provides for the closure of such facility if the annual average tonnage moving through it during the preceding 5 years was not more than 1.5 million tons. Authorizes the Cherokee Nation of Oklahoma to: (1) design and construct one or more hydroelectric generating facilities at the W.D. Mayo Lock and Dam on the Arkansas River, Oklahoma; and (2) market the electricity generated from any such facility. Title III: Deauthorizations and Backlog Prevention - Directs the Secretary to submit to the House Committee on Transportation and Infrastructure and the Senate Committee on Environment and Public Works, and publish in the Federal Register, a report that lists each authorized water resources development project, or separable element of a project, authorized for construction before November 8, 2007: (1) for which construction was not initiated before the enactment of this Act or for which no funds were obligated for construction of the project during the 5-year period ending on July 1, 2013; and (2) that has an estimated cost to complete of at least $12 billion. Directs the Secretary to conduct an assessment of all properties under the control of the Corps of Engineers and develop an inventory of the properties that are not needed for its missions. Provides that a water resources development project, or separable element of such project, shall not be authorized for construction by this Act after the last day of the seven-year period beginning on the date of enactment of this Act unless during that period funds have been obligated for construction of such project. Deauthorizes projects for flood protection, navigation, shoreline protection, and other improvement at specified locations in California, Florida, Hawaii, Illinois, Maine, Maryland, Massachusetts, Texas, and Wisconsin. Provides for land conveyances in Oklahoma and Washington. Title IV: Water Resources Infrastructure - Authorizes specified final feasibility studies for water resources development and conservation and other purposes, including regarding: (1) navigation in Texas, Louisiana, Florida, and Georgia; (2) flood risk management in Kansas, California, Iowa, Minnesota, North Dakota, and Kentucky; (3) hurricane and storm damage risk reduction in North Carolina and California; (4) hurricane and storm damage risk reduction and environmental restoration in Mississippi; and (5) environmental restoration in Maryland, Florida, Louisiana, Minnesota, and North Carolina. Modifies projects for: (1) navigation at Miami Harbor, Miami-Dade County, Florida, and at the Lower Ohio River, Illinois and Kentucky; and (2) flood control at Little Calumet River Basin (Cady Marsh Ditch), Indiana.

Home Protection Act of 2013 - Amends the Biggert-Waters Flood Insurance Reform Act of 2012 to direct the Administrator of the Federal Emergency Management Agency (FEMA) to review, update, maintain, and publish National Flood Insurance Program rate maps under the National Flood Mapping Program with respect to areas protected by pumping stations, decertified levees, or non-federal or non-structural flood protection and mitigation measures, as well as the level of protection they provide. Directs the Administrator to: (1) work with states, local communities, and property owners to identify such areas and measures; and (2) include in flood map updates any relevant information that leads to the appropriate use of circular wind models for the application of stillwater elevation calculations. Amends the National Flood Insurance Act of 1968 to prohibit the Administrator from estimating flood insurance premium rates for property which, after July 6, 2012, has experienced or sustained substantial improvement exceeding 50% (currently 30%) of its fair market value. Makes eligible for flood insurance coverage any communities that have made adequate progress, acceptable to the Administrator, on reconstruction of a flood protection system which will afford protection from the 100-year frequency flood. Prohibits the Administrator, in determining whether adequate progress on construction or reconstruction has been made, from considering the level of federal funding involved in the enterprise. Makes flood insurance available in communities restoring certain disaccredited flood protection systems, regardless of the level of either federal funding or participation in such restoration. Directs the Administrator to issue regulations permitting a state or local government, either on its own accord or in conjunction with other state or local governments, to submit to FEMA payments necessary to cover part or all of the cost of any premium for any property within the government's jurisdiction. Prohibits the Administrator from publishing either a flood insurance rate map or an update for an area unless: (1) it adequately reflects the level of protection provided by any flood protection system for the area, including a pumping station, decertified levee, or non-federal or non-structural flood mitigation measure, against the 100-year frequency flood, regardless of the system's accreditation status; or (2) the community for which a system provides protection elects not to give the data necessary for the Administrator to publish a rate map or update that adequately reflects such protection. Nullifies the prohibition against extending premium rate subsidies to properties not insured before July 6, 2012, or to properties purchased after that date, until either of these two conditions applies. Expresses the sense of the House of Representatives that a Bipartisan Task Force on Innovation in Financing Flood Risk should be established to: (1) compile data on innovative market-based solutions to make flood insurance more accessible and affordable, and (2) report on future flood-risk analysis and risk innovation in pricing.

Subjects violators to a civil penalty of up to $10,000 a day. Directs the Secretary to establish, maintain, and make publicly available a list of all such employers that relocate a call center. Authorizes the Secretary to remove from the list an employer that has relocated the call center from a location outside the United States to a location inside the United States. Requires such an employer to remain on the list for up to three years after each relocation. Makes such an employer ineligible for federal grants or federal guaranteed loans for five years after being added to the list, except where the employer demonstrates that a lack of such loan or grant would threaten national security, result in substantial job loss in the United States, or harm the environment. Requires the head of federal or state executive agency or military department, when awarding a civilian or defense-related contract, to give preference to a U.S. employer that does not appear on the list. Requires a business entity that initiates or receives a customer service communication to require each of its employees or agents participating in the communication to disclose their physical location at the beginning of each such communication unless all involved employees or agents are located in the United States. Exempts any communication: (1) initiated by a consumer if the consumer knows or reasonably should know that the employee or agent is located outside the United States, or (2) related to the provision of emergency services. Requires such a business entity, upon request, to transfer a customer to a customer service agent who is physically located in the United States. Authorizes the Federal Trade Commission (FTC) to exclude certain classes or types of business entities or customer services communications from the requirements of this Act under exceptionally compelling circumstances. Requires the Secretary of the Treasury to transfer to the trustees of the 1974 United Mine Workers of America (UMWA) Pension Plan a certain additional amount of funds, to pay pension benefits required under that plan, if the $490 million limitation on certain transfers to the UMWA Combined Benefit Fund and distributions to states and Indian tribes exceeds the aggregate amount required to be transferred to them. Amends the Internal Revenue Code to prescribe a special rule that employer contributions to an employees' trust or annuity benefit plan providing supplemental benefits solely to participants in a pension plan are neither deductible nor nondeductible as such from the employer's gross income. Subjects such contributions, on the other hand, to deduction as an allowable trade or business expense. Treats a trust holding the assets of such a pension benefit plan as a tax-exempt organization. Excludes from taxable wages any payments made to, or on behalf of, an employee or his or her beneficiary under such a plan.

Directs the Secretary to establish: (1) the Wildlife and Zoological Veterinary Workforce Loan Repayment Program to repay educational loans of applicants who have received a doctoral degree in veterinary medicine or a graduate degree in veterinary medicine after receiving such doctoral degree, or who are enrolled in an accredited program that leads to such a degree, and who agree to serve for at least four consecutive years at a wildlife or veterinary institution as a wildlife or zoological veterinarian; and (2) the Wildlife and Zoological Veterinary Workforce Scholarship Program to award students enrolled in an accredited school or college of veterinary medicine scholarships in exchange for entering a contract to serve for at least four consecutive years as wildlife or zoological veterinarians at wildlife or veterinary institutions. Requires the Secretary to: (1) establish a pilot program to award competitive grants to accredited schools and colleges of veterinary medicine to develop or improve new or existing curricula that specialize in wildlife or zoological veterinary medicine; and (2) award competitive grants to eligible wildlife or veterinary institutions to establish or expand, for traineeship candidates, training programs (including externship, internship, fellowship, or residency programs) that will enhance the ability of a trainee to practice as a wildlife or zoological veterinarian.

Provides for an expedited appeals procedure for actions that adversely affect a person. Prohibits a person from placing an America Star label on a product, using such label in marketing such product, or in any other way representing that such product meets the standards of such label unless a certification by the Secretary is in effect. Bars the Secretary from certifying the product for a five-year period after determining that a manufacturer has violated the purposes of the Program.

Authorizes the Director of the National Institutes of Health (NIH) to make awards to eligible applicants to build upon existing initiatives to collect biospecimens and clinical and demographic information (including date of diagnosis, age at diagnosis, and patient's gender, race, and ethnicity) for at least 90% of all children, adolescents, and young adults with cancer in Comprehensive Children's Cancer Biorepositories for the purpose of achieving a better understanding of the cause of such cancers and the effects of treatments. Permits award amounts to be used to: (1) acquire, preserve, and store high quality, donated biospecimens and associated clinical and demographic information on children, adolescents, and young adults diagnosed with cancer in the United States; (2) maintain a secure searchable database for scientists and qualified health care professionals to research such biospecimens and data; and (3) make available and distribute such biospecimens and data to researchers and professionals for peer-reviewed research. Revises the national childhood cancer registry grant program to require the Director of the Centers for Disease Control and Prevention (CDC) to award grants to state cancer registries to enhance and expand infrastructure to track the epidemiology of cancer in children, adolescents, and young adults. Requires a Comptroller General (GAO) report regarding the barriers to conducting pediatric studies of oncologic therapies in applications for new drugs or biological products under the Federal Food, Drug, and Cosmetic Act, including recommendations to improve development and access to new therapies as well as assessments of: (1) the feasibility of requiring studies for a pediatric oncologic indication if the therapeutic target of a drug or biologic product for an adult oncologic indication is highly relevant to any pediatric cancer to which it could apply, and (2) the impact of altering the current exemption for orphan drug designations relating to rare diseases or conditions.
