Expresses the sense of Congress that the U.S. Agency for International Development (USAID) should: (1) prioritize where loan guarantees to African financial institutions would facilitate involvement in African power projects, and where partnerships and grants would increase access to electricity; and (2) consider providing grants to develop national, regional, and local energy and electricity policy plans, and expand electricity access to the poorest. Urges: (1) the Secretary of the Treasury to use U.S. influence at each institution in the World Bank Group and the African Development Bank to encourage power sector and electrification investments in sub-Saharan Africa, (2) the Overseas Private Investment Corporation (OPIC) to prioritize investment in the electricity sector of sub-Saharan Africa, and (3) the Trade and Development Agency to promote U.S. private sector participation in energy sector development projects in sub-Saharan Africa.

Federal Adjustment in Reporting Student Credit Act of 2013 or the FAIR Student Credit Act of 2013 - Amends the Fair Credit Reporting Act, with respect to the responsibilities of furnishers of information to consumer reporting agencies, to provide for the removal of a previously reported default regarding a qualified education loan from a consumer report if the consumer of the loan meets the requirements of a loan rehabilitation program, where the number of consecutive on-time monthly payments are equal to the number of payments specified in a default reduction program under the Higher Education Act of 1965. Permits a consumer to obtain such rehabilitation benefits only once per loan. Requires the Comptroller General (GAO) to report on any hurdles borrowers experience with the private loan rehabilitation program.

Safe Streets Act of 2013

Safe Streets Act of 2013 - Requires each state to have in effect within two years a law, or each state department of transportation and metropolitan planning organization (MPO) an explicit policy statement, that requires all federally-funded transportation projects, with certain exceptions, to accommodate the safety and convenience of all users in accordance with certain complete streets principles. Defines "complete streets principles" as federal, state, local, or regional level transportation laws, policies, or principles which ensure that the safety and convenience of all users of a transportation system, including pedestrians, bicyclists, public transit users, children, older individuals, motorists, freight vehicles, and individuals with disabilities, are accommodated in all phases of project planning and development. Allows such law or policy to make project-specific exemptions from such principles only if: (1) affected roadways prohibit specified users by law from using them, the cost of a compliance project would be excessively disproportionate to the need, or the population, employment densities, traffic volumes, or level of transit service around a roadway is so low that the expected roadway users will not include pedestrians, public transportation, freight vehicles, or bicyclists; and (2) all such exemptions are properly approved. Requires the Secretary of Transportation (DOT) to establish a method for evaluating compliance by state departments of transportation and MPOs with complete streets principles. Requires the Access Board to issue final standards for accessibility of new construction and alterations of pedestrian facilities for public rights-of-way. Requires the Secretary to conduct research regarding complete streets to: (1) assist states, MPOs, and local jurisdictions in developing and implementing complete streets-compliant plans, projects, procedures, policies, and training programs; and (2) establish benchmarks for, and provide technical guidance on, implementing complete streets policies and principles.

Authorizes the Secretary of Health and Human Services (HHS) to allow other physicians, registered dietitians, certified diabetes educators, and instructors trained and certified by the National Diabetes Prevention Lifestyle Coach Training program of the Centers for Disease Control and Prevention (CDC) to provide, and be independently reimbursed for, intensive behavioral therapy for obesity furnished outside of the primary care setting, so long as any such nonphysician provider or instructor furnishing the therapy must communicate any recommendation or treatment plan for an individual to the individual's primary care physicians or practitioner. Authorizes the Secretary to cover under Medicare part D (Voluntary Prescription Drug Benefit Program) medication for treatment of obesity or for weight loss management for an overweight individual with one or more comorbidities.

Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements, or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Servicemember Assistance for Lawful Understanding, Treatment, and Education Act or the SALUTE Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to award grants for developing, implementing, or enhancing veterans' treatment courts or expanding operational mental health or drug courts to serve veterans to ensure that such courts effectively integrate substance abuse treatment, mental health treatment, sanctions and incentives, and transitional services, in a judicially supervised court setting with jurisdiction over offenders who are veterans. Authorizes the Attorney General to award such grants to states, state courts, local courts, local governments, and Indian tribal governments for court programs that involve: (1) continuing judicial supervision over offenders who are veterans with substance abuse or mental health problems; (2) coordination with appropriate federal, state, or local prosecutors; (3) coordination with the Veterans Health Administration; and (4) the integrated administration of other sanctions and services, including substance abuse and mental health treatment, supervised release involving the possibility of prosecution, confinement, or incarceration based on non-compliance with program requirements or failure to show satisfactory progress, and offender management. Prohibits the use of grant funds to provide judicial supervision over, treatment of, or other services to violent offenders. Sets forth application and reporting requirements. Directs the Comptroller General to conduct a study to assess the effectiveness and impact of such grant program.

Kids First Research Act of 2013 - Amends the Internal Revenue Code to terminate: (1) the taxpayer election to designate $3 of income tax liability for financing of presidential election campaigns, (2) the Presidential Election Campaign Fund, and (3) the Presidential Primary Matching Payment Account. Redesignates the Presidential Election Campaign Fund as the 10-Year Pediatric Research Initiative Fund. Makes amounts in the Fund available only for allocation to national research institutes and national centers through the Common Fund for making grants for pediatric research under this Act. Requires deposit into the Treasury general fund of any amounts in the Pediatric Research Initiative Fund that remain unobligated on October 1, 2024. Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), through the Division of Program Coordination, Planning, and Strategic Initiatives, to allocate funds appropriated under this Act to the national research institutes and national centers for making grants for pediatric research representing important areas of emerging scientific opportunities, rising public health challenges, or knowledge gaps that deserve special emphasis and would benefit from conducting or supporting additional research that involves collaboration between two or more national research institutes or national centers, or would otherwise benefit from strategic coordination and planning. Authorizes $13 million out of the 10-Year Pediatric Research Initiative Fund for each of FY2014-FY2023 for pediatric research through the Common Fund. Requires such funds to supplement, not supplant, funds otherwise allocated by NIH for pediatric research. Prohibits the use of such amounts for any purpose other than making grants for pediatric research described in this Act.

Military Justice Improvement Act of 2013

Military Justice Improvement Act of 2013 - Amends the Uniform Code of Military Justice (UCMJ), with respect to charges that allege an offense triable by court-martial (with certain exclusions) for which the maximum punishment includes confinement for more than one year, to direct the Secretary of Defense (DOD) to require the Secretaries of the military departments to provide for the determination of whether to try such charges by general or special court-martial to be made by a commissioned officer of grade O-6 or higher with significant experience in such trials and who is outside the chain of command of the accused. Provides that a determination not to proceed to trial shall not preclude a commanding officer from either referring such charges for trial by summary court-martial or imposing non-judicial punishment. Requires Rule 306 (relating to policy on initial disposition of offenses) of the Manual for Courts-Martial to be amended to strike the character and military service of the accused from factors to be considered by the disposition authority. Revises the list of officers authorized to convene general and special courts-martial to include those in grade O-6 or higher assigned such responsibility by their department chief of staff (with the same prohibition against an officer in the same chain of command as the accused). Requires each chief of staff to establish an office which shall convene general and special courts-martial and detail judges and members. Requires a military judge to call a general or special court-martial trial into session within 90 days of the determination of its necessity. Requires a convening authority (the official acting on the sentence of a court-martial), when taking any action other than approving a sentence, to prepare a written justification of such action which shall be made part of the record of the court-martial. Prohibits a convening authority from: (1) dismissing or setting aside a finding of guilty, or (2) reducing a finding of guilty to a finding of guilty to a lesser included offense. Requires a commanding officer who receives a report of a sexual-related offense involving a member in such officer's chain of command to act immediately upon such report by way of referral to the appropriate criminal investigative office or service. Amends the National Defense Authorization Act for Fiscal Year 2013 to require an independent panel established by the DOD Secretary to monitor and assess the implementation and efficacy of this Act and its amendments.

Horseracing Integrity and Safety Act of 2013 - Requires: (1) there to be an independent anti-doping organization with responsibility for ensuring the integrity and safety of horse races that are the subject of interstate off-track wagers, and (2) the independent anti-doping organization designated pursuant to the Office of National Drug Control Policy Reauthorization Act of 2006 to serve as such organization. Sets forth as the duties of such organization: (1) developing, publishing, and maintaining rules regarding substances, methods, and treatments that may and may not be administered to a horse participating in such a race; (2) implementing programing relating to anti-doping education, research, testing, and adjudication to prevent any horse participating in such a race from racing under the effect of any prohibited substance, method, or treatment; and (3) excluding from participation in any such race any person who is determined to have violated such a rule or who is subject to a suspension from horse racing activities by any state racing commission. Prescribes conditions under which such organization may: (1) suspend the period a person is excluded from participation; and (2) permit the use of furosemide by a horse participating in such a race during the two-year period following enactment of this Act. Permits a host racing association to conduct a horse race that is the subject of an interstate off-track wager, and permits an interstate off-track wager to be accepted by an off-track betting system, only if consent is obtained from such organization. Requires such organization to ensure that all costs incurred in carrying out its duties are defrayed pursuant to agreements for such consent.

Limits the current assessment rate of 2/10 of 1 cent per gallon of oilheat fuel (currently, of No. 1 distillate and No. 2 dyed distillate) to calendar years 2013 and 2014. Requires subsequent annual assessment rates to be sufficient to cover the costs of Alliance plans and programs. Limits those assessments, however, to a change of no more than 1/2 of 1 cent per gallon of oilheat fuel. Prohibits any assessment increase unless: (1) it is approved by 3/4 of Alliance members voting at a regularly scheduled meeting, and (2) the Alliance notifies certain congressional committees of the proposed increase at least 90 days before the meeting. Prohibits such assessments from being passed through to, or otherwise required to be paid by, residential consumers of oilheat fuel. Requires a qualified state association to deposit funds received under this Act in an account separate from its other funds. Directs the Alliance to ensure that specified percentages of assessments collected for each calendar year are used by qualified state associations or the Alliance to: (1) conduct research, development, and demonstration activities relating to oilheat fuel, including development of energy-efficient heating and the transition and facilitation of the entry of energy-efficient heating systems into the marketplace; and (2) develop consumer education materials. Directs the Alliance to require that at least 20% of the demonstration cost or commercial application program be provided by a source other than the Alliance. Directs the Alliance to ensure that heating system conversion assistance is coordinated with administrators of a specified low-income home energy assistance program and with the Weatherization Assistance Program for Low-Income Persons. Repeals: (1) the requirement for an annual analysis of oilheat price changes relative to other energy sources (market survey); as well as (2) the restriction of Association activities to research and development, training, and safety matters if in any year the five-year average price composite index of consumer grade oilheat exceeds a certain amount. Prohibits the use of funds derived from assessments collected by the Alliance for lobbying purposes. Directs the Secretary of Commerce, in the event of noncompliance with this Act by the Alliance, a qualified state association, or any other person or entity, to notify Congress and the Alliance website. Extends the sunset date for the National Oilheat Research Alliance program to 19 years after the date on which it was established.

Authorizes a governmental entity that is: (1) seeking a warrant for the contents of communications to include in the application a request for an order delaying the notification required for up to 180 days, in the case of a law enforcement agency, or up to 90 days, in the case of any other governmental entity; and (2) obtaining the contents of a communication, or information or records, to apply to a court for an order directing a provider of electronic communication service or remote computing service to which a warrant, order, subpoena, or other directive is directed not to notify any other person of the existence of the directive for up to 180 days, in the case of of a law enforcement agency, or up to 90 days, in the case of any other governmental entity. Provides for extensions. Requires service providers, after such extension, to provide the government three business days' notice of their intent to inform a customer or subscriber that the provider has disclosed the individual's electronic communications information to the government. Revises the appointment of the five Board members to provide that two members shall be appointed by the Secretary, two by the Chairperson of the Council of Inspectors General of Integrity and Efficiency, and one by the Director of National Intelligence. States that to the maximum extent practicable individuals assisting a Board shall be employees of the Department's Office of the Inspector General. Prohibits an individual who has a personal or professional relationship with someone expected to be investigated from serving as a Board member or staffer. Defines "conflict of interest" for such purposes. Authorizes a Board to accept any evidence determined by a Board member to be relevant and material to an investigation. States that the Federal Rules of Evidence shall not apply to the Board. Requires that a Board report and related recommendations be submitted to Congress, in addition to the Secretary.
