Individuals With Disabilities' Trained Animals Parity Act of 1991 - Amends Federal law to allow as a benefit to certain veterans with service-connected disabilities the provision of an animal trained to assist individuals with the disability. (Present law encompasses only the provision of seeing-eye or guide dogs trained for the aid of the blind.) Makes similar changes (from "guide dogs" to "animals") to provisions requiring admission to public buildings and carrier rate charges for disabled individuals accompanied by assisting animals.

Federal Facilities Compliance Act of 1991 - Amends the Solid Waste Disposal Act to waive the sovereign immunity of the United States for purposes of enforcing Federal, State, interstate, and local requirements with respect to solid and hazardous waste management. Absolves Federal employees from personal liability for civil penalties under any Federal or State solid or hazardous waste law if the act or omission was within the scope of official duties. Makes such employees subject to criminal sanctions under such laws. Prohibits Federal agencies from being subject to such sanctions. Authorizes the Administrator of the Environmental Protection Agency to commence an administrative enforcement action against any Federal agency pursuant to the authorities of the Solid Waste Disposal Act. Requires fines collected by States from the Federal Government for violations of hazardous and solid waste management requirements to be used only for projects to improve or protect the environment or to defray the costs of environmental protection or enforcement.

Amends Federal law relating to the Martin Luther King, Jr. Federal Holiday Commission to: (1) increase its membership from 23 to 30 and its staff membership from five to eight; (2) increase the potential salary of a staff member from a GS-13 to a GS-15; and (3) authorize appropriations for FY 1992 through 1993.

Environmental Infrastructure Financing Act of 1991 - Amends the Internal Revenue Code to allow qualified recycling facilities to issue tax-exempt private activity bonds. Excludes the following environmental facilities from the volume cap on such bonds: (1) mass commuting facilities; (2) facilities for the furnishing of water; (3) sewage facilities; (4) solid waste disposal facilities; (5) qualified hazardous waste facilities; and (6) qualified recycling facilities. Exempts such facilities from certain rules relating to acquisition of existing property and restrictions on issuance costs. Excludes from alternative minimum tax the interest on environmental facility bonds. Provides for the treatment of such bonds under advance refunding rules. Excludes such bonds from arbitrage rebate requirements. Repeals the requirement that mass commuting facilities be governmentally owned.

Establishes the Snake River Birds of Prey National Conservation Area, Idaho. Directs the Secretary of the Interior (Secretary) to continue implementation of the comprehensive land use plan for the management and rehabilitation of public lands and resources within the conservation area. Requires the Secretrary to review such plan for the compatibility of the military use of such area with the protection and conservation of the area's raptor (birds of prey) habitat and resources. Authorizes the Secretary to establish a visitors center designed to interpret the history, research, management, geology, ecology, and biology of the raptors and their relationship to man. Declares that the management plan shall provide for the continued use of the conservation area's Orchard Training Area by the Idaho National Guard. Authorizes the grazing of domestic livestock within such area. Provides that private lands acquired within the boundaries of the conservation area shall become a part of such area. Directs the Secretary to appoint a steering committee to review long-range plans and research and management of the conservation area. Releases lands of the Snake River Birds of Prey Natural Area not designated as wilderness for multiple use and management and requires such lands to be managed as part of the conservation area. Authorizes appropriations.

Family Caregiver Support Act of 1991 - Amends the Social Security Act to add a new title XXI entitled "Grants to States for Family Caregiver Support Programs" to establish a program to enable States to furnish services to support informal caregivers of individuals with functional disabilities. Outlines State plan requirements for such caregiver support services, including requirements that: (1) States must support 50 percent of program administration costs; (2) services may not supplant Medicare or Medicaid (titles XVIII and XIX of the Social Security Act) or private insurance otherwise available to eligible recipients of services; and (3) persons with incomes exceeding 200 percent of the Federal poverty level must pay on a sliding fee scale established by the State, up to a maximum annual income of $75,000. Caps total annual Federal expenditures at $2,400 per eligible recipient. Authorizes appropriations to carry out the new title.

Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1991 to extend the phase-in period for State licensed appraisals. Prohibits the Appraisal Subcommittee from establishing a minimum experience requirement in excess of 500 hours as a licensing standard or qualification for State licensed appraisers.

Hearing Loss Testing Act of 1991 - Directs the Secretary of Health and Human Services to: (1) require that every child born in the United States be tested for hearing loss at the time of birth; and (2) establish uniform standards for such testing. Requires each health insurance policy, including contracts for coverage by health maintenance organizations, which provides for any benefits with respect to a newborn to include coverage for newborn hearing loss testing. Amends title XIX (Medicaid) of the Social Security Act to add newborn hearing loss testing to the definition of screening services. Directs the Secretary to provide for such a grant or other program as necessary to assure that all newborns in the United States are tested for hearing loss at the time of birth. Authorizes appropriations.

Amends the Federal Aviation Act of 1958 to require the Secretary of Transportation to issue regulations requiring the use of child safety restraint systems on commercial aircraft. Expresses the sense of the Congress that the United States representative to the International Civil Aviation Organization should seek an international standard to require that airline passengers be restrained on takeoff and landing and when directed by the captain of such aircraft.

Expresses the sense of the House of Representatives that it should be U.S. policy to reduce national emissions of carbon dioxide in the next ten years by 20 percent from the 1988 baseline level and to assume a leadership position in negotiating an international climate protection treaty that includes establishing: (1) agreements by industrialized nations to reduce their current carbon dioxide emissions by 20 percent over 1988 levels in the next ten years, by developing nations to reduce their growth in carbon dioxide emissions from fossil fuel combustion, and by all countries to reduce emissions of greenhouse gases; (2) an international fund and other financial mechanisms to help developing countries achieve such objectives; (3) mechanisms for continuing international cooperation for the development of policies for future emissions reductions; and (4) commitments to cease the destruction of primary forests.

Expresses the sense of the Congress that: (1) the United Nations should provide the Kurdish refugees with protection so they may return to their homes; (2) the Kurds are political, not economic, refugees; (3) the United States should call for the immediate cessation of the ongoing genocide being committed by Saddam Hussein against the Kurdish people; and (4) the United States should continue to provide humanitarian aid to Kurdish refugees both inside and outside of Iraq.

National Traffic Fatality and Injury Reduction Act of 1991 - Authorizes the Secretary of Transportation to make grants for traffic safety programs to States which require any person riding a motorcycle to wear a helmet and any driver or front seat passenger of a passenger car to have seat belts properly fastened. Authorizes appropriations. Requires States receiving grants to agree to maintain at least their average levels of expenditures for traffic safety programs over the preceding two fiscal years. Prohibits a State from receiving such a grant in more than three fiscal years. Specifies the Federal share of grants and the aggregate amount of such grants to each State. Sets forth requirements with respect to: (1) States' eligibility for grants; and (2) measurement of compliance with State safety laws. Eliminates a provision prohibiting a highway safety program approved by the Secretary from requiring that motorcycle operators or passengers 18 years or older wear a safety helmet. Requires any State where it is lawful to operate or ride a motorcycle without wearing a motorcycle helmet or to occupy a front seating position in a passenger car without using a safety belt or child restraint system to expend a specified percentage of its apportioned Federal aid highway funds for highway safety programs.

Older Americans Child Care Employment Amendments of 1991 - Amends the Older Americans Community Service Employment Act to require the Secretary of Labor to enter into agreements with public or private nonprofit agencies or organizations to conduct experimental projects employing individuals who are age 55 or older in providing day care to children of families with low incomes. Requires that such agencies or organizations: (1) charge families a day care fee which is proportional to their financial resources; and (2) be subject to the State licensing requirements or regulatory standards applicable to similar day care providers in the State. Prohibits the making of grants pursuant to this Act to more than two agencies or organizations in each State. Authorizes appropriations for such projects. Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to prohibit the income an individual earns in providing such child care from being applied against OASDI benefits.

Radon Testing for Safe Schools Act of 1991 - Amends the Toxic Substances Control Act to direct the Administrator of the Environmental Protection Agency (EPA) to publish guidelines on testing for and remediating radon in school buildings. Requires local educational agencies located in areas designated as priority radon areas to conduct radon tests in school buildings owned or operated by such agencies. Directs the Administrator to designate such areas by September 30, 1991. Makes test results available for public review. Requires individuals testing for radon to be approved by the Administrator or a State pursuant to a radon proficiency program. Authorizes appropriations for: (1) the Administrator to implement radon remediation measures for local educational agencies; and (2) grant assistance for implementing such measures and for conducting additional radon tests.

Fair Credit Reporting Amendments of 1991 - Amends the Fair Credit Reporting Act to require consumer reporting agencies to disclose promptly to a consumer any adverse information the agency receives. Directs the Board of Governors of the Federal Reserve System to prescribe regulations defining "adverse information."

Amends the Internal Revenue Code to disallow a deduction for certain costs incurred in connection with any oil discharge or hazardous substance release. Provides an exception to such rule for any taxpayer who has a complete liability defense or qualifies for a liability limitation with respect to such discharge or release. Provides a limitation on the use of the net operating loss deduction to offset deductions disallowed by this Act.
