Jobs and Opportunities for SNAP Act

United States · United States Congress · 10 March 2023

Jobs and Opportunities for SNAP Act This bill expands applicability of the work requirements for Supplemental Nutrition Assistance Program (SNAP) recipients who are able-bodied adults without dependents (ABAWDs). (SNAP recipients who are ABAWDs have work-related requirements in addition to the general SNAP work registration and employment and training requirements.) Specifically, this bill applies the work requirements for ABAWDs to adults who are not over 65 years old, whereas these requirements currently apply to adults who are not over 50 years old. Further, the ABAWD exemption for a parent or household member with responsibility for a dependent child is restricted to a dependent child under the age of seven. Currently, the child must be under the age of 18. The bill repeals COVID-19 public health emergency waivers issued for ABAWD work requirements. The bill also repeals an ABAWD waiver program that allows state exemptions based on an area (1) having an unemployment rate of over 10%, or (2) not having a sufficient number of jobs. Under current law, a state agency may exempt up to 12% of SNAP recipients from the ABAWD work requirements for each fiscal year; unused exemptions may be carried over and used in a subsequent fiscal year. The bill reduces the percentage of exemptions a state agency may provide to up to 3% of SNAP recipients and unused exemptions may not be carried over.

Drug Cartel Terrorist Designation Act

United States · United States Congress · 10 March 2023

Drug Cartel Terrorist Designation Act This bill directs the Department of State to designate four specified drug cartels as foreign terrorist organizations. (Among other things, such a designation allows the Department of the Treasury to require financial institutions to block transactions involving the organization.) The four specified cartels in the bill are the Gulf Cartel, the Cartel Del Noreste, the Cartel de Sinaloa, and the Cartel de Jalisco Nueva Generacion. The bill also requires the State Department to submit a detailed report on those four cartels and any other cartels it may identify. Based on this report, the State Department must designate as a foreign terrorist organization any such identified cartel (or faction thereof) that meets certain criteria for designation as a foreign terrorist organization. The bill specifies that it may not be construed to expand eligibility for asylum.

United States · United States Congress · 9 March 2023

DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act This bill restricts funding to an institution of higher education (IHE) that has a relationship with a Chinese entity of concern or Confucius Institute. A Confucius Institute is a cultural institute directly or indirectly funded by the Chinese government. Specifically, the Department of Homeland Security (DHS) must ensure that an IHE that has awarded a contract to, entered into an agreement with, or received an in-kind donation or gift from a Chinese entity of concern or Confucius Institute is ineligible to receive any funds from DHS, unless the IHE terminates the relationship. The IHE may regain eligibility for these funds upon termination of the relationship.
