An amendment to allow employers to use polygraph tests in cases involving employee theft, embezzlement, misappropriation of funds, industrial espionage, and to investigate crimes which threaten public safety or which have resulted in substantial property damage. In such cases, polygraph tests may only be administered after notification of law enforcement officials or the employer's insurance company. Further, the amendment provides that all polygraph tests must be conducted in accordance with applicable state and local law, and in accordance with collective bargaining agreements.

U.S. businesses are required to adhere to the Sullivan principles. It permits the Export Import Bank to extend credit to South African business that are black or nonwhite majority owned firms. It also provides $15 million for education of blacks and $2 million for the Human Rights Fund for South Africa.

An amendment to require organizations that bring high school students to Washington to learn about the Federal Government and the law-making process to disclose certain information about the program to the parents of those students before they accept any payment from those parents. The amendment also specifies that these organizations may not discriminate against students on account of race, disability, or residence in a low-income area.
