School to Work Transition and Youth Apprenticeship Act - Title I: Establishment of National Interagency Compact and National Industry Recognized Skill Standards - Directs the Secretaries of Labor and of Education (the Secretaries) to establish an interagency compact between the Office of Employment and Training Administration of the Department of Labor and the Office of Adult and Vocational Education of the Department of Education, to: (1) design a national youth apprenticeship system; and (2) develop a system of skills standards within each major industry and within occupations that involve more than one industry. Sets forth various functions of the compact. Requires the compact to provide for national demonstrations to test skills standards and certification and assessment methods in work-based and training settings through: (1) local educational agencies (LEAs) two-year colleges, or postsecondary vocational institutions; and (2) businesses, business associations, or private industry councils. Requires the compact to provide for distribution of funds to facilitate creation of partnerships of business and industry, organized labor or other employee representatives, educators, and the training community for each industry or occupation (to the extent resources permit) to develop skills standards. Sets forth various functions of such partnerships. Authorizes appropriations. Title II: State Youth Transition Opportunity Challenge Grants - Authorizes the compact to make challenge grants to States for the cooperative use by the State agencies for education and for labor, job training, and employment (State agencies) to plan and develop policies and build an infrastructure to support programs for elementary and secondary students that will result in quality education programs and work-related experiences enabling students to graduate from high school prepared to: (1) enter the world of work directly; and/or (2) continue in some form of postsecondary education or training. Sets forth requirements for State applications and assurances. Requires State agencies to use such grants to: (1) prepare a State plan for policies and programs that will result in a comprehensive school-to-work transition system and development of a statewide youth apprenticeship system; (2) conduct assessments; and (3) make grants to at least one LEA to carry out such planning, development, and assessment activities. Allows a State, based on the State plan, to use such a grant to establish a youth apprenticeship system through specified activities, services, or programs. Limits the Federal share under this title to not more than 80 percent in the first year, 70 in the second, and 60 in the third and any subsequent year. Requires annual State reports to the compact and biennial compact reports to the Congress. Authorizes appropriations. Title III: Local Youth Apprenticeship Program Grants - Requires the compact to make grants to States for cooperative use by the aforementioned State agencies to award grants to eligible local entities, based on a competition or on a formula determined by such State agencies for youth apprenticeship programs at the local level. Defines eligible entity as a consortium of at least one entity from each of the following two groups: (1) LEAs, LEAs in consortia with community-based organizations, individual schools within an LEA, public vocational or technical schools, two-year public technical or community colleges; and (2) local employers or business associations (including private industry councils under the Job Training Partnership Act). Requires equitable distribution of such assistance among the States and their urban and rural areas. Limits the Federal share under this title to not more than 90 percent in the first year, 80 in the second, 70 in the third, and 60 in the fourth and any subsequent year. Allows other Federal funds under other Federal laws to be used for up to 50 percent of the matching funds for remaining costs. Sets forth requirements for State and local applications, including State plans and local assurances. Allows such grant funds to be used to: (1) train teachers and counselors; (2) (as part of the program's planning activities) acquire technical assistance from Federal, State, or local entities that have successfully designed, established, and operated school-to-work transition programs; (3) provide outreach to potential students; and (4) develop curricula. Sets forth required components of youth apprenticeship programs under this title. Limits portions of funds under this title which may be used by the Secretary for annual independent evaluations and by States for administrative costs. Authorizes appropriations.

Agricultural Credit Improvement Act of 1992 - Title I: Amendments to the Consolidated Farm and Rural Development Act - Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to establish a program of assistance (ten-year maximum) for beginning farmers and ranchers. Requires an applicant to submit a farm operations plan (plan) to the appropriate county committee, which must be approved by the committee and then by the Secretary of Agriculture. Provides assistance in the form of operating and equipment loans or guarantees. Gives applicants priority for equipment purchases in the Farmers Home Administration inventory. Terminates assistance for avoidable failure to achieve plan goals. Directs the Secretary to establish within the farm ownership loan program a ten-year down payment loan program for beginning farmers and ranchers. Sets forth loan terms. Limits the availability of certain other agricultural loans and guarantees to beginning farmers and ranchers during specified applicable periods. Sets forth debt service margin requirements. Title II: Amendments to the Farm Credit Act of 1971 - Amends the Farm Credit Act of 1971 to repeal the authority of the Farm Credit System Insurance Corporation to designate one of its directors as a nonvoting representative to the board of directors of the Federal Farm Credit Banks Funding Corporation. Expands water and sewer lending authority of banks for cooperatives. Sets compensation rates for Farm Credit System (FCS) bank directors at not more than $300 per day, payable only for days engaged in director duties. Requires all FCS institutions to be examined at least once every three years. Title III: Effective Date - Sets forth the effective dates of amendments made by this Act.

Resolution Trust Corporation Reform Act of 1992 - Title I: Serving the Real Economy - Subtitle A: Evaluation of Economic Impact - Amends the Home Loan Bank Act to require the Oversight Board and the Resolution Trust Corporation (RTC) to include in their semiannual report to the Congress an analysis of: (1) the impact that real property asset disposition by the RTC has had upon local real estate markets in certain metropolitan statistical areas in which it disposes of such property; (2) the efficacy of RTC procedures to ensure compliance with certain requirements to minimize the impact of RTC actions upon local real estate markets; and (3) specified details regarding RTC disposition of real property parcels. Requires the RTC, upon acquiring control of any asset, to: (1) evaluate the costs of holding and managing the property; and (2) take such evaluation into account when determining property disposition. Prohibits the RTC from disposing of any real property unless it has been appraised during the six-month period ending on the date of disposition. Subtitle B: Treatment of Residential Real Property Assets - Extends from 90 to 180 days after RTC notice the period in which qualifying multifamily purchasers may give written notice of serious interest in certain RTC property disposition. Grants the RTC loan guarantee authority for loans made by qualified lenders to finance purchases under the affordable housing program with respect to RTC-held residential properties (including condominium properties). Prescribes loan guarantee limitations. Authorizes appropriations to cover loan guarantee commitment costs. Sets forth maintenance standards for RTC-held residential property. Prohibits the RTC from disaffirming or repudiating any qualified residential lease. Requires the RTC to comply with State and municipal laws regarding residential leases and tenancies. Subtitle C: Increases in National Savings - Amends Federal law regarding the public debt to direct the Secretary of the Treasury (the Secretary) to issue citizen restitution bonds for the purpose of: (1) making restitution to the American taxpayer; (2) increasing national savings; and (3) providing funds to the RTC. Directs the Secretary to establish a marketing program for advertising the citizen restitution bonds and offering them for sale in depository institutions, including credit unions and United States Postal Service facilities. Amends the Internal Revenue Code exclude from gross income up to $1,000 ($2,000 in the case of a joint return) of interest on passbook savings accounts in federally insured depository institutions. Subtitle D: Preservation of Environmentally Sensitive Land - Amends the Federal Home Loan Bank Act to prescribe disposition guidelines for real property assets with natural value of special significance, including their transfer, upon agency request, to any Federal or State agency for conservation purposes. Title II: Accountability to Taxpayers and Consumers - Subtitle A: Bank and Thrift Disclosure Provisions - Bank and Thrift Disclosure Act of 1992 - Requires each appropriate banking agency to disclose to the public the reports of all examinations of each failed depository institution performed during the five-year period preceding its transfer, failure, or receipt of certain Federal depository insurance (or other Federal "bail-out" funds for a failed depository institution). Limits such disclosure requirement to any institution that received such funds while it was critically undercapitalized within the one-year period before its failure. Cites conditions under which public disclosure may be delayed because of threats to safety, soundness, or pending administrative, civil, or criminal investigations. Subjects a holding company of such a failed institution to the same public disclosure requirements, but excludes open institutions and affiliated solvent institutions. Mandates public disclosure of settlement agreements between the Resolution Trust Corporation or the Federal Deposit Insurance Corporation and any other party with respect to certain failed depository institutions. Applies the public disclosure requirements of this Act to specified kinds of failed institutions. Subtitle B: Public Right-to-Know Requirements - Directs the RTC and the Federal Deposit Insurance Corporation (FDIC) to establish and maintain: (1) a comprehensive national information tracking system to monitor data on insured depository institutions in conservatorship or receivership; and (2) standardized information to assess the status of such institutions, including the disposition of their assets. Requires such standardized information to be entered into the tracking system in a manner which allows direct electronic access by appropriate governmental agencies. Sets forth specific content requirements with respect to real estate and contractors. Subtitle C: Tort and Fraud Claims Recovery - Amends the Federal Deposit Insurance Act and the Federal Credit Union Act to extend from three years to five years the statute of limitations for tort actions brought by the Federal conservator or receiver of an insured depository institution. Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to authorize any person to bring a civil action to assess a civil money penalty for certain criminal violations affecting a federally insured financial institution. Subtitle D: RTC Accountability - Amends Federal law regarding Government corporations to define the RTC as a wholly-owned Government corporation.

Amends the Small Business Investment Act of 1958 to permit a qualified State or local development company that issues a debenture purchased by the Federal Financing Bank (Bank) and guaranteed by the Small Business Administration (SBA), at the election of the small business borrower whose loan secures such debenture, to prepay the debenture by payment to the Bank of the unpaid principal balance, accrued interest, and any prepayment penalties. Provides that in the case of prepayment of a debenture under this Act in which a new debenture is issued by a qualified State or local development company and guaranteed by the SBA, the guarantee of the original debenture shall transfer to the new debenture, but shall not be treated as new credit authority. Requires the full faith and credit of the United States to be pledged to the payment of all guaranteed debenture amounts. Permits the issuer to require the borrower to pay certain optional fees with respect to such prepayment. Provides that if a borrower defaults on a loan securing a debenture guaranteed by the SBA, the SBA's guarantee shall be extinguished by payment to the Bank of the remaining principal balance plus accrued interest at the coupon rate on the debenture.

Age Discrimination Parity Act of 1992 - Amends the Age Discrimination in Employment Act of 1967 (the Act) to provide, in the cases of non-Federal employees and Federal employees, for compensatory and punitive damages consistent with specified damages authorized under the Revised Statutes. Provides for coverage of certain employees in the legislative branch of the Federal Government. Limits the maximum aggregate amount of compensatory and punitive damages which may be awarded under such provisions.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide for the payment of benefits for the month (currently, the month preceding the month) in which the recipient dies. Provides for benefit reductions (determined according to a specified formula) in the first month of entitlement for future beneficiaries. Provides a 50-cent reduction in monthly benefits for current beneficiaries for a transitional period of five years.

Amends the Internal Revenue Code to allow a first-time homebuyer who purchases a principal residence a tax credit of ten percent of the purchase price of such residence. Limits the credit to $5,000. Requires married individuals filing jointly to both be first-time homebuyers. Allows the use of 50 percent of the credit in the first taxable year in which the residence is purchased and the remaining 50 percent in the succeeding taxable year. Makes this credit applicable to residences acquired after February 1, 1992, and before January 1, 1993, or for which a binding contract is entered into during such period.

Minor Crop Protection Assistance Act of 1992 - Amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to define "minor use" as the use of a pesticide on a commercial agricultural crop or site where: (1) the total U.S. acreage for the crop is less than 300,000 acres; (2) the acreage expected to be treated as a result of that use is less than 300,000 acres annually or the agricultural crop represents production from less than 300,000 acres annually; (3) the use does not provide sufficient economic incentive to support initial or continuing registration; and (4) the Administrator of the Environmental Protection Agency (EPA) has not determined that the use presents an unreasonable adverse environmental effect. Permits the Administrator, in handling the registration of a pesticide for a minor use, to waive applicable data requirements if it is determined that the absence of data will not prevent the Administrator from determining the incremental risk presented by the minor use and that such risk would have an unreasonable adverse environmental effect. Prohibits data that relates solely to a minor use, without the permission of the original data submitter, from being considered by the Administrator to support a minor use application by another person for ten years following the submission of the data. Terminates the exclusive use of such data if the registration is voluntarily cancelled, or if the data are used to support a nonminor use. Provides for expedited review (within six months of submission) of applications to support minor use pesticide registrations. Grants registrants who make good faith requests for minor use waivers regarding required data, and whose requests are denied, a full time period for providing such data. Requires the Administrator, upon the request of a registrant, to extend the deadline for the production of data required solely to support a minor use pesticide up to four years if the registrant provides data to support other uses of the pesticide and a schedule to assure that the data production will be completed before the expiration of the extension. Applies the same extension conditions to data for reregistrations. Requires the Administrator to conditionally amend a registration to permit additional minor uses even if data is insufficient if the applicant has submitted satisfactory data pertaining to the proposed minor use and amending such registration would not increase environmental risks. Prohibits amendments if the pesticide meets or exceeds risk criteria associated with human dietary exposure and other specified conditions. Provides for extensions of minor use registration and data submission deadlines in cases where a registrant is not providing data to support a minor use but is providing data in a timely fashion to support other uses. Requires the Administrator, when a minor use registration application is filed no later than two years after another registrant voluntarily cancels registration for a similar use, to evaluate such application as if the voluntary cancellation had not yet taken place for purposes of data use, subject to environmental risk considerations. Directs EPA to assure coordination of minor use issues through the establishment of a minor use program within the Office of Pesticide Programs. Establishes and authorizes funding for a Department of Agriculture matching fund minor use program. Requires the program to be utilized to ensure the continued availability of minor use crop protection chemicals, including the data to support minor use pesticide registrations.
