Declares specified Indian lands in Utah to be held in trust by the United States for the use and benefit of the Confederated Tribes of the Goshute Reservation. Provides the effective date for determining water rights, and priorities related to such rights, in such lands. Declares that nothing in this Act shall be construed to deprive a person of any valid legal existing right or interest in such lands which such person may hold upon enactment of this Act. Transfers all valid Federal rights of way, leases, the right to receive compensation for the use of such lands, and other land use rights or authorizations, except mining claims, to the Tribe. Requires the Secretary of the Interior, not later than two years after enactment of this Act, to determine the validity of all mining claims that exist on such lands upon enactment of this Act. Prohibits the holders of certain claims (hard rock lode) to a patent unless otherwise provided by law. Sets forth certain rights and conditions with respect to valid mining claims. Declares that all right, title, and interest of the United States, and the State of Utah, in certain additional lands is to be held in trust by the United States for the use and benefit of the Tribe and to become a part of the Reservation. Requires the Secretary to publish a legal description of such lands in the Federal Register. Authorizes the Secretary to acquire by donation, exchange, or purchase lands or interests in lands adjacent or close to the Reservation for the use and benefit of the Tribe. Sets forth specified conditions on the exchange of such lands. Requires the Secretary to obtain the advice and consent of the Goshute Tribal Business Council before entering into any transaction for such lands. Requires title to such lands to be taken in the name of the United States in trust for the use and benefit of the Tribe and to become a part of the Reservation. Requires the approval of the Secretary before any transfer of certain Federal lands adjacent to the Reservation. Extinguishes the right of the United States to construct ditches and canals on specified Indian lands. Subjects certain Indian lands to Federal law to the same extent as it already applies on the Reservation.

Directs the Secretary of the Interior to release certain conservation, defense, and mineral restrictions on specified land in Salt Lake County, Utah, in return for the fair market value of such land or for land subject to the same conditions and restrictions as the original land.

National Forest Timber Receipts Clarification Act of 1986 - Requires that the States' and counties' share of money from National Forest System lands timber sales be determined on the gross amount received.

Cost-of-Living Adjustment Act of 1986 - Provides that whenever there is a cost-of-living increase in benefits payable under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, there shall be a corresponding increase in: (1) Central Intelligence Agency retirement and disability annuities; (2) civil service retirement and disability annuities; (3) Comptroller General retirement annuities; (4) foreign service retirement and disability annuities; (5) judicial survivors' annuities; (6) military retirement and retainer pay; (7) National Oceanic and Atmospheric Administration commissioned officer retirement pay; (8) Coast Guard retirement pay; (9) Public Health Service commissioned officer retirement pay; (10) Federal employee disability pay; (11) Tax Court judges survivors' annuities; and (12) railroad retirement annuities. Prohibits the treatment of such benefit increases as "automatic spending increases" subject to reductions mandated under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

Amends the Internal Revenue Code to provide that the interest on certain governmental obligations issued by an issuer who is in arrears with respect to another obligation issued by the issuer, or guaranteed by a guarantor who is in arrears with respect to another obligation guaranteed by the guarantor, is not exempt from tax.

Assimilative Crimes Act Amendments of 1986 - Amends the Federal criminal code to provide that the criminal penalty for operating a motor vehicle under the influence of a drug or alcohol in a special maritime or territorial jurisdiction of the United States shall be the punishment provided under the law of that State, Territory, or District. States that whoever operates a motor vehicle in such a jurisdiction consents to certain tests if arrested for driving under the influence of a drug or alcohol. States that any person refusing to submit to such tests shall be denied the privilege of driving for one year.

Child Protection Act of 1986 - Amends the Racketeer Influenced and Corrupt Organizations (RICO) Statute to extend its coverage to the sexual exploitation of children. Allows any person injured personally or in his business or property by such violations to bring a civil suit for treble damages. Amends the Federal criminal code to require a mandatory life sentence in kidnapping offenses involving the murder of a minor. Establishes mandatory minimum sentences for the sexual exploitation of minors. Provides that the period of any applicable limitation for the commencement of prosecution for certain offenses involving the sexual exploitation of children shall not begin until the child has reached the age of 18 years. Directs the Attorney General to submit a report to the Congress detailing possible changes in the Federal Rules of Evidence, the Federal Rules of Civil Procedure, the Federal Rules of Criminal Procedure, and other procedures which would facilitate the participation of child witnesses in cases involving child abuse and sexual exploitation. Directs the Attorney General to modify the classification system used by the National Crime Information System and the Federal Bureau of Investigation with respect to offenses involving the sexual exploitation of children by: (1) including the age of the victim and the relationship of the victim to the offender; and (2) using a uniform definition of a child. Grants the Postal Service certain authority with respect to the seizure and forfeiture of materials used in, or depicting, the sexual exploitation of children. States that amounts received from such forfeitures shall be deposited in the Postal Service Fund.

Health Protection Act of 1986 - Prohibits the promotion of tobacco products. Directs the Federal Trade Commission to issue regulations defining acts or practices which are unlawful consumer sales promotions of tobacco products.

National Organ and Tissue Donor Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to encourage and assist States in enacting and implementing State laws requiring hospitals to establish protocols for identifying and assisting human organ and tissue donors. Directs the Secretary to report to the Congress within one year on such activities.

Amends the Federal Aviation Act of 1958 to prohibit smoking on passenger aircraft if: (1) the flight is scheduled for two hours or less; or (2) seating is not assigned on such flight.

Federal Land Exchange Facilitation Act of 1986 - Amends the Federal Land Policy and Management Act of 1976 to require the Secretaries of the Interior and of Agriculture to promulgate regulations relating to the exchange of land or land interests, including the submission of appraisals in disagreement to binding arbitration. Requires regulations governing appraisals to reflect nationally recognized appraisal standards and the differences between acquisition appraisals and transfer appraisals. Makes funding available for such exchanges for FY 1988 through 1997 from oil and gas lease revenues.

Expresses the sense of the House of Representatives that if the basis recovery rule for annuities of employees who contribute to their retirement program is changed in tax reform legislation, in no event should such change apply to individuals retiring before the date of enactment of such legislation.

Amends the Agricultural Act of 1949 to suspend the current milk production termination program while the Secretary of Agriculture develops a new program that will minimize the adverse effects on beef, pork, and lamb producers. Requires the Secretary to report to the appropriate congressional committees.

Provides that any cost-of-living adjustment in military retirement and survivor benefit programs provided by law to take effect during FY 1987 shall be made in accordance with such law and not subject to any reduction, suspension, or contrary presidential order. Defines "military retirement and survivor benefit programs."

Anti-Terrorism Act of 1986 - Declares that any person who organizes, attempts, commits, procures, or supports acts of terrorism shall be considered to have committed an act of aggression against the United States and may be pursued with deadly force. Defines terrorism to mean activity directed against U.S. persons which: (1) is committed by a non-U.S. national or permanent resident alien; (2) involves violent or dangerous acts which would be crimes in the United States; and (3) is intended to intimidate a civilian population, to influence government policy, or to affect the conduct of a government by assassination or kidnapping. Authorizes the President, subject to the provisions of the Constitution, to protect U.S. persons from terrorism through the use of all antiterrorism and counterterrorism measures that the President deems necessary. Requires the President's authority to apply: (1) to all terrorists wherever they may be; and (2) until the President determines that no terrorist poses a threat to U.S. persons. Prohibits this Act from being construed as granting any authority to use deadly force within the United States which would not exist in the absence of this Act. Requires the President to report to the Congress within ten days of taking any action under this Act.

Directs the Secretary of the Interior to designate specified lands in Utah County, Utah, as the Utah Lake National Wildlife Refuge. Requires the Secretary to develop a comprehensive plan for such Refuge within three years. Requires the Secretary to acquire suitable sites outside the Refuge for water control, habitat protection, and development. Authorizes the use of funds from specified funds, including funds described in the Land and Water Conservation Fund Act of 1965 and the Migratory Bird Hunting and Conservation Stamp Act of 1934.

Non-Smokers' Rights Act of 1986 - Directs the Secretary of Health and Human Services, within 180 days of enactment of this Act, to promulgate regulations designating the areas in which smoking shall be allowed within buildings or building sections occupied by the Government. Requires the conspicuous display of signs at building entrances and in areas where smoking is permitted. Directs the Secretary to solicit comments from labor organizations and local health organizations prior to promulgating regulations. Prohibits such regulations from superseding those which provide more stringent restrictions on smoking. Declares that nothing in this Act prevents more stringent regulations from being promulgated.

Non-Smokers' Protection Act of 1986 - Establishes the policy of the United States to provide an environment free from tobacco smoke to the maximum extent practicable in Government buildings. Directs the Secretary of Health and Human Services, in consultation with the Surgeon General, to promulgate regulations to carry out such policy. Requires such regulations, at a minimum, to provide that smoking be prohibited in buildings or building sections occupied by the Government. Authorizes the Secretary to exempt certain limited areas from such restriction and grants precedence to the rights of nonsmokers in any dispute. Requires the posting of signs where smoking is permitted in a building. Directs the Secretary to solicit comments from labor organizations prior to promulgating regulations. Prohibits such regulations from superseding those that provide more stringent restrictions on smoking. Declares that nothing in this Act prevents more stringent regulations from being promulgated.

National Forest Ski Area Permit Act of 1986 - Authorizes the Secretary of Agriculture to issue permits for commercial skiing operations on National Forest System lands.
