September 11th Lessons Learned in Preventing Waste, Fraud, and Abuse Implementation Act of 2006 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to ensure that: (1) all Department of Homeland Security (DHS) agencies that administer federal emergency assistance maintain internal management controls to detect, prevent, and deter waste, fraud, and abuse; and (2) databases used by DHS to collect information on eligible recipients are integrated with disbursement and payment records to identify ineligible applications. Requires: (1) the DHS Inspector General to review relevant databases to assess the implementation of internal controls; (2) the Secretary to biennially certify that such controls are in place; (3) entities receiving assistance to periodically report to the disbursing federal agency; (4) the Secretary to implement a waste, fraud, and abuse detection and prevention training program; (5) agencies disbursing assistance to attempt to confirm the applicant's identity and eligibility; and (6) the Small Business Administration (SBA) Administrator to collect, verify, and maintain information regarding applicant eligibility for loans to recover from an emergency. Directs the Secretary to: (1) require contractors to submit information on performance before awarding, renewing, or extending a contract; and (2) maintain a database of small business entities for federal emergency-related contracting. Establishes within the Office of Inspector General the position of Deputy Inspector General for Response and Recovery to conduct audits and investigations and to establish a Fraud Task Force. Requires departmental entity heads to maintain budgetary procedures to distinguish funds related to response and relief efforts from other agency funds.

Department of Homeland Security Stabilization and Security Enhancement Act of 2006 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security and the Administrator of General Services to jointly complete and submit to Congress a comprehensive master plan for the establishment of a 21st century permanent headquarters for the Department of Homeland Security (DHS).

Reiterates support for democracy in Nepal. Recognizes that the full participation of the people of Nepal will be required to hold elections for a constituent assembly and draft a new constitution. Expresses the sense of the House of Representatives that the Seven-Party Alliance Government should: (1) continue its role in developing a new democracy; (2) hold an election for a constituent assembly; (3) draft a constitution; and (4) implement the will of the people of Nepal. States that the Maoists must: (1) lay down their weapons before joining the interim government; (2) respect human rights; (3) implement what they have agreed to with the Seven Party Alliance; (4) implement steps to show their commitment to competitive politics and a multiparty system; and (5) follow the rule of law and commit to press freedom.

Equitable Agriculture Today for a Healthy America Act or the EAT Healthy America Act - Amends provisions with respect to: (1) specialty crops; (2) the tree assistance program; (3) the conservation reserve program; (4) the wetlands reserve program; (5) the farmland protection program; (6) the grassland reserve program; (7) the wildlife habitat incentive program; (8) the environmental qualities incentives program; (9) air quality improvement; (10) integrated pest management initiative; (11) native plant habitat restoration; (12) agricultural trade; (13) invasive pests and diseases; (14) nutrition; (15) agricultural research; and (16) renewable energy, including crop biomass waste.

Veterans Health Care Act of 2006 - Amends federal veterans' benefits provisions to, among other things: (1) authorize the Secretary of Veterans Affairs, in certain cases, to furnish up to 14 days of postnatal care to the newborn child of a woman veteran; (2) revise third-party payer provisions relating to health care furnished through the Department of Veterans Affairs (VA) for spina bifida and associated disabilities in the children of Vietnam veterans; (3) make permanent the homeless veterans' comprehensive services program; (4) include as authorized VA mental health service providers marriage and family therapists and professional mental health counselors; (5) provide a pay level adjustment for the Chief Nursing Officer; (6) authorize VA vs. private contractor cost comparison studies with respect to certain commercial or industrial products; (7) direct the Secretary to expand certain veterans' mental health clinical services and education programs; (8) provide an exception to the confidentiality of VA medical records in the case of possible organ donations; (9) direct the Secretary to expand the National Guard outreach program and telehealth services; (10) allow limited veterans' travel reimbursement in connection with treatment or care for a non-service-connected disability; (11) establish VA blind rehabilitation outpatient specialists; (12) provide priority health care and services for certain veterans affected by Hurricane Katrina; (13) authorize the Secretary to reimburse veterans for certain outstanding emergency treatment expenses for which they remain personally liable; and (14) authorize the Secretary to convey to the city of Fort Thomas, Kentucky, certain property located in the Tower Park area of Fort Thomas.

More Border Patrol Agents Now Act of 2006 - Directs the Secretary of Homeland Security to submit to the House Committees on Homeland Security and Government Reform and the Senate Committee on Homeland Security and Governmental Affairs a plan to determine how the Border Patrol can better recruit and retain agents with the appropriate skills and training. Requires such plan to include: (1) recruitment and retention strategies; and (2) assessments of the impact of pay levels and duty station transfer opportunities upon recruitment and retention. Amends federal law to authorize the Secretary (for five years) to pay a: (1) bonus to an individual to recruit Border Patrol agents; and (2) retention bonus to Border Patrol agents. Authorizes the Secretary (for five years) to appoint annuitants to Border Patrol positions.

Unborn Child Pain Awareness Act of 2006 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception for certified medical emergencies. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Recognizes breast cancer survivors, the efforts of victims, volunteers, and professionals who combat breast cancer, and the work of national and community organizations in promoting breast cancer awareness, providing information, and offering treatment.

Secure Fence Act of 2006 - Directs the Secretary of Homeland Security to take appropriate actions to achieve operational control (as defined by this Act) over U.S. international land and maritime borders, including: (1) systematic border surveillance through more effective use of personnel and technology, such as unmanned aerial vehicles, ground-based sensors, satellites, radar coverage, and cameras; and (2) physical infrastructure enhancements to prevent unlawful border entry and facilitate border access by United States Customs and Border Protection, such as additional checkpoints, all weather access roads, and vehicle barriers. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to direct the Secretary to provide at least two layers of reinforced fencing, installation of additional physical barriers, roads, lighting, cameras, and sensors extending: (1) from ten miles west of the Tecate, California, port of entry to ten miles east of the Tecate, California, port of entry; (2) from ten miles west of the Calexico, California, port of entry to five miles east of the Douglas, Arizona, port of entry (with specified priority areas); (3) from five miles west of the Columbus, New Mexico, port of entry to ten miles east of El Paso, Texas; (4) from five miles northwest of the Del Rio, Texas, port of entry to five miles southeast of the Eagle Pass, Texas, port of entry; and (5) 15 miles northwest of the Laredo, Texas, port of entry to the Brownsville, Texas, port of entry (with specified priority areas). Directs the Secretary to: (1) conduct a study and report to Congress respecting the necessity and feasibility of constructing a state-of-the-art barrier system along the U.S. northern international land and maritime border; and (2) evaluate and report to Congress respecting United States Customs and Border Protection authority to stop fleeing vehicles that enter the United States illegally, including related training, technology, and equipment reviews.

Amends the Internal Revenue Code to allow an inflation adjustment based upon the gross domestic product deflator to the adjusted basis of certain assets (including C corporation common stock and tangible property used in a trade or business) held by a taxpayer for more than three years for purposes of determining gain or loss on the sale or other disposition of such assets. Sets forth rules for applying such inflation adjustment to short sales, regulated investment companies and real estate investment trusts, partnerships and other pass-thru entities, and dispositions of assets between related persons.

American Child Support Enforcement Immigration Act of 2006 - Amends the Immigration and Nationality Act to prohibit the Secretary of Homeland Security (Secretary) from approving a family-based immigration petition or fiance/fiancee nonimmigrant petition by a petitioner certified by the Secretary of Health and Human Services as owing child support arrearages. Authorizes the Secretary to revoke a previously-approved petition (if a visa has not been issued or a status adjustment has not been effected) if such petition would not have been approved had the provisions of this Act been in effect.

Condemns the government of the Islamic Republic of Iran's human rights abuses and urges the international community to bring pressure on Iran to halt discrimination and violence toward its citizens, in particular women, religious and ethnic minorities, and vocal opponents of the regime. Urges the U.S. government to continue to pressure the government of Iran into making measurable human rights improvements. Expresses unity with all Iranian people and shares their desire to see Iran become a free country with democratic institutions and equal rights for all.

Amends the Internal Revenue Code to treat the first $10,000 of tips received for cosmetology, hospitality (including lodging and food and beverage services), recreation, taxi, newspaper delivery, and shoe shine services as property transferred by gift, thus exempting such tips from income, employment, and unemployment taxation and from wage withholding.

Government Efficiency Act of 2006 - Authorizes the establishment of Federal Review Commissions with respect to specific aspects of federal programs and agencies. Requires a Commission to review and make recommendations on how to improve the operations, effectiveness, and efficiency of such federal programs and agencies in order to determine whether a reorganization, consolidation, abolishment, expansion, or transfer of existing federal programs and agencies is necessary to carry out any U.S. policy for promoting more effective management of the executive branch. Permits establishment of a Commission only through the issuance of an executive order or the enactment of a joint resolution that: (1) describes the federal programs and agencies to be reviewed; and (2) grants the Commission powers and authorities specified by, and subjects it to the requirements of, this Act. Describes what a Federal Review Commission shall consider in reviewing federal programs and agencies. Requires a Commission to submit to the President: (1) an assessment of the operations, effectiveness, and efficiency of the federal programs and agencies reviewed; and (2) a legislative proposal, if appropriate, to reorganize, consolidate, abolish, expand, or transfer such federal programs and agencies. Provides for expedited congressional consideration of Federal Review Commission recommendations. Directs the President to submit to Congress a schedule for establishment of Federal Review Commissions.

Foundations for Emergency Management Act or the FEMA Act - Amends the Homeland Security Act of 2002 to provide for the establishment within the Department of Homeland Security (DHS) of a Directorate of Emergency Management (DEM) (replacing the Directorate of Emergency Preparedness and Response). Requires DEM to be headed by an Under Secretary for Emergency Management and to include Deputy Under Secretaries for: (1) Emergency Preparedness and Mitigation; and (2) Emergency Response and Recovery. Directs the Under Secretary to serve as a Cabinet Officer during an Incident of National Significance. Requires the Secretary of DHS to: (1) ensure and annual certify that all programs within DEM administering federal assistance maintain proper internal management controls to prevent and detect fraud, waste, and abuse; and (2) develop and implement a fraud prevention training program. Provides for the establishment within DHS of a Deputy Inspector General for Response and Recovery. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize grants for state disaster preparedness programs and plans for catastrophic incidents. Requires the President to conduct annual reviews of federal agencies, states, and local governments in preparing for catastrophic incidents. Good Samaritan Liability Improvement and Volunteer Encouragement Act of 2006 or the GIVE Act of 2006 - Exempts from liability for acts or omissions in providing services in connection with a declared disaster: (1) disaster relief volunteers; (2) employers or business partners of disaster relief volunteers; (3) hosts or enabling persons, entities, or organizations; and (4) governmental and intergovernmental entities for donations of disaster relief goods. Provides for punitive and non-economic damages only for willful, knowing, or reckless misconduct. Disaster Recovery Personal Protection Act of 2006 - Prohibits U.S. officers or employees, while acting in support of relief in a major disaster or emergency, from taking specified actions to restrict the possession, registration, or carrying of firearms, such as seizing any firearm the possession of which is not prohibited under federal or state law (with exceptions). Authorizes civil actions in U.S. district court for the return of confiscated firearms. Hurricane Election Relief Act of 2006 - Directs the Election Assistance Commission to make grants to each state for the purpose of: (1) restoring and replacing supplies, materials, records, equipment, and technology used in the administration of federal elections that were damaged, destroyed, or dislocated as a result of Hurricane Katrina or Hurricane Rita; and (2) ensuring the full participation in such elections by individuals displaced as a result of Hurricane Katrina or Hurricane Rita.

Recognizes that National POW/MIA Recognition Day is one of six days specified by law on which the POW/MIA flag is to be flown over specified federal facilities and national cemeteries, military installations, and post offices. Applauds the personnel of the Defense POW/Missing Personnel Office, the Joint POW/MIA Accounting Command (JPAC) of the Department of Defense (DOD), the Armed Forces DNA Identification Laboratory, the Air Force Life Sciences Equipment Laboratory, and the military departments for seeking the fullest possible accounting of Americans unaccounted for as a result of the nation's previous conflicts. Extends the thanks of Congress and the nation to the personnel of those offices, commands, and laboratories and the Socialist Republic of Vietnam for their efforts to achieve the fullest possible accounting of Americans who remain unaccounted for as a result of the Vietnam War. Encourages and recognizes the efforts of the U.S. government, POW/MIA families and veterans, and host nations in supporting such mission. Recognizes and honors eight Americans and nine Vietnamese who paid the ultimate sacrifice in supporting such mission. Thanks Vietnam for continued assistance and cooperation in the humane recovery, identification, and repatriation of the remains of American personnel remaining unaccounted for from the Vietnam era. Recognizes that the efforts and involvement of POW/MIA families contribute significantly to the success of the JPAC.

Expresses the sense of Congress that U.S. officials who: (1) leak sensitive classified national security secrets (secrets) should be investigated and, if necessary, brought to justice; (2) are concerned over certain U.S. covert operations have a number of lawful means to effectively express those concerns, including contacting appropriate congressional oversight committees; and (3) leak such secrets and are determined to maintain malevolent intentions should be tried for treason. Expresses the sense of Congress that members of the media have the right to abstain from publishing such secrets for fear that U.S. operations may be compromised and Islamofascism may advance.

Thanks the President, the Secretary of State, U.S. diplomatic representatives, the American Red Cross, the government of Switzerland, and officials of the International Committee of the Red Cross for their efforts that culminated in the Magen David Adom Society's acceptance as a full member in the International Red Cross and Red Crescent Movement. Commends the President for: (1) submitting the Third Additional Protocol to the Geneva Conventions to the Senate for its advice and consent; and (2) preparing related legislation for congressional consideration and enactment.

Coastal Economic and Environmental Protection Act - Amends the Outer Continental Shelf Lands Act (OCSLA) to revise the determination of adjacent zones and planning areas in the subsoil and seabed of the outer Continental Shelf (OCS). Prescribes guidelines for: (1) lease administration; (2) lease grants; (3) lease receipts ; and (4) allocations to states and coastal municipal political subdivisions. Modifies review guidelines for OCS exploration plans and drilling permits. Directs the Secretary of the Interior to include in each five-year program lease sales that offer at least 75% of the available unleased acreage within each OCS Planning Area for oil and gas or natural gas leasing. Revises requirements for review of OCS development and production plans. Establishes the Federal Energy Natural Resources Enhancement Fund. Declares without force or effect all provisions of existing federal law that prohibit spending appropriated funds for OCS oil and natural gas leasing and preleasing. Prohibits a federal agency from permitting certain activities on federal OCS or in state waters that are incompatible with either oil or natural gas leasing, or with exploration and production of tracts that are geologically prospective for oil or natural gas. Amends the Mineral Leasing Act to revise regulation of surface-disturbing activities. Redesignates the Minerals Management Service as the National Ocean Resources and Royalty Service. Rigs to Reefs Act of 2005 - Amends the OCSLA to prescribe requirements for the use of decommissioned offshore oil and gas platforms for mariculture, artificial reef, and scientific research. Amends the Energy Policy Act of 2005 to repeal the requirement for: (1) a comprehensive inventory of OCS oil and natural gas resources; and (2) payments for oil shale and tar sands leases. Prescribes implementation guidelines for leasing areas located within 125 miles of California or Florida. Amends the OCSLA to repeal the coastal impact assistance program.

Social Security Number Privacy and Protection Act - Directs the Director of Selective Service to alter the form of the Selective Service reminder mailback card, or the method by which the card is submitted to the Selective Service System, to reduce the risk of theft of Social Security account numbers included as part of the identifying information required from persons presenting themselves for registration under the Military Selective Service Act. Amends title XVIII (Medicare) of the Social Security Act (SSA) to eliminate the Social Security account number from Medicare, Medicaid (SSA title XIX), and SCHIP (SSA title XXI (State Children's Health Insurance) identification cards. Amends federal veterans' benefits law to eliminate the Social Security account number from veterans health care identification cards issued by the Department of Veterans Affairs. Expresses the sense of Congress that health insurers should not use Social Security account numbers on insurance identification or claims cards issued to beneficiaries, but should substitute another identification code or number instead.

Screening Applied Fairly and Equitably to Truckers Act of 2006 or the SAFE Truckers Act of 2006 - Amends the Homeland Security Act 2002 to prohibit an individual from operating a motor vehicle in commerce while transporting a security sensitive material, unless the operator of the motor vehicle holds a security sensitive material permit issued by the Secretary of Homeland Security. Prohibits a person from offering a security sensitive material for transportation by motor vehicle or causing the transportation of such material by motor vehicle, unless the operator of the motor vehicle holds a security sensitive material permit issued by the Secretary of Homeland Security. Requires the Secretary to conduct a fingerprint-based background records check before issuing a security sensitive material permit to an individual. Allows the Secretary to issue a security sensitive material permit to an individual as an integrated component of a transportation security card. Sets forth both civil and criminal penalties for persons who violate the requirements of this Act. Prohibits a motor vehicle registered in Mexico or Canada from transporting security sensitive material in U.S. commerce until the operator of the motor vehicle has undergone a similar background records check. Establishes task forces on: (1) highway security; (2) disqualifying crimes; and (3) redundant background checks.

Stealth Tax Relief Extension Act of 2006 - Amends the Internal Revenue Code to: (1) increase the exemption from the alternative minimum tax for individual taxpayers in 2007; and (2) extend through 2007 the allowance of certain nonrefundable tax credits against alternative minimum tax liability.

Calls on the government of Germany to take action to combat sex trafficking in connection with the 2006 Federation Internationale de Football Association (FIFA) World Cup. Urges European countries to support public awareness campaigns to educate the general public, particularly athletes, sports fans, and financial sponsors of the 2006 World Cup, about the potential for trafficking in human beings. Encourages governments, international and nongovernmental organizations, 2006 World Cup sponsors, tour operators, and air transportation providers to join the efforts to end the sexual exploitation of women and girls and prevent trafficking in human beings. Commends the "Final Whistle--Stop Forced Prostitution Campaign" launched by the National Council of German Women's Organizations and calls on sports associations, including FIFA, the Union of European Football Associations (UEFA), the German Football Association to support this campaign. Urges Germany and all countries to ratify or accede to, and to implement, the United Nations Convention Against Transnational Organized Crime and the United Nations Protocol to Prevent, Suppress, and Punish Trafficking in Persons, Especially Women and Children.

Stormwater Enforcement and Permitting Act of 2006 - Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency (EPA) to require the owner or operator of any point source to provide information necessary to address an imminent and substantial endangerment to public health or welfare or the environment. Requires the Administrator to provide an operator a reasonable opportunity to correct a violation of a permit condition for a site with residential construction activity before initiation of an enforcement action, if such violation has not resulted in a discharge of stormwater. Prohibits more than one opportunity to correct violations of the same condition. Prohibits the Administrator from requiring a permit for stormwater runoff from such a site if: (1) the runoff enters a municipal separate storm sewer system that is covered by a permit and the operator is in compliance with runoff requirements; and (2) such site has minimal potential for soil erosion. Prohibits the Administrator from exercising enforcement authority with respect to a state permit that authorizes stormwater discharge from such a site unless: (1) such a discharge flows across a state line or onto a federal facility or Indian tribal lands; (2) such permit was issued under a state program that the Administrator has suspended or withdrawn; or (3) a discharge results in imminent and substantial endangerment to public health or welfare or the environment. Prohibits the Administrator from paying any state penalty for a violation of a permit for such a discharge. Requires the Administrator to establish a program that will develop and distribute to site operators a pamphlet that explains permitting requirements for stormwater discharges. Authorizes the Administrator or the state to issue a general permit for no more than five years on a state, regional, or nationwide basis to cover any category of discharges, sludge use, disposal practices, or facilities. Declares that the Administrator or state is not required to review, approve, or provide an opportunity for public comment on any application for a discharge under a general permit.

Constitutional Amendment - Marriage Protection Amendment - Declares that: (1) marriage in the United States shall consist only of the union of a man and a woman; and (2) neither the U.S. Constitution nor the constitution of any state shall be construed to require that marriage or the legal incidents of marriage be conferred upon any other union.

Veterans Identity Protection Act - Directs the Secretary of the Department of Veterans Affairs (VA) to provide notice to each veteran whose name or other personal identifying information was part of the VA data that was stolen from the home of a VA employee around May 22, 2006, informing the veteran of: (1) the theft; (2) the nature of the breach of confidentiality; and (3) the veteran's right to request a free credit report once every three months and free monitoring of the veteran's credit report for the next year. Directs the Secretary to: (1) include with each notification a form (with a postage-paid return envelope) by which the veteran may make such requests; (2) enter into discussions with the three principal credit reporting agencies and conclude agreements necessary to implement such elections; and (3) fully implement, as rapidly as possible, each of the 16 information security improvements recommended in the VA Inspector General's report on the March 2005 audit of the VA's Information Security Program. Sets penalties for failure to implement this Act.

National Breast and Cervical Cancer Early Detection Program Reauthorization Act of 2006 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services to waive, for two-year periods, requirements for awarding breast and cervical cancer grants to states if certain conditions are met, including that granting such a waiver will not reduce the number of women in the state receiving examinations and screening for breast or cervical cancer or the quality of such services. Requires the Secretary to review performance under the waiver and allows the Secretary to extend such waivers. Authorizes appropriations for breast and cervical cancer grants through FY2012.

Veterans' Disability Compensation Automatic COLA Act - Requires that, whenever there is an increase in benefit amounts payable under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, the Secretary of Veterans Affairs shall increase by the same percentage the amounts payable as veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children.

Preserve Historic America Act of 2006 - Amends the Internal Revenue Code to modify the tax credit for rehabilitation of older and historic buildings by: (1) increasing from 20 to 25% the tax credit rate for certified historic structure rehabilitation expenditures; (2) permitting a building at least 50 years old to qualify for the rehabilitation tax credit (currently, a building must have been placed in service before 1936); (3) permitting qualified rehabilitated buildings to be used for lodging purposes; (4) limiting to 50% the basis reduction for buildings qualifying for the low-income housing and rehabilitation tax credits; (5) allowing an increased rehabilitation tax credit for certain buildings in difficult development areas or which qualify as small rehabilitation projects; (6) exempting tax credits for rehabilitation of certified historic structures from the calculation of the passive activity credit; and (7) permitting the assignment of rehabilitation tax credits. Allows a new tax credit for 20% of the cost of rehabilitating a qualified historic home. Defines "qualified historic home" as a certified historic structure which has been substantially rehabilitated and which is owned by the taxpayer and is or will be used as the taxpayer's principal residence.

National Emergency Management Reform and Enhancement Act of 2006 - Amends the Homeland Security Act of 2002 to provide for the establishment within the Department of Homeland Security (DHS) of a Directorate of Emergency Management (DEM) (replacing the Directorate of Emergency Preparedness and Response). Requires DEM to be headed by an Under Secretary for Emergency Management and to include Deputy Under Secretaries for: (1) Emergency Preparedness and Mitigation; and (2) Emergency Response and Recovery. Directs the Under Secretary to serve as a Cabinet Officer during an Incident of National Significance. Establishes within DEM: (1) an Office of State, Local, and Tribal Government Coordination and an Office of Public and Community Preparedness; (2) a National Citizen Corps Council; (3) a National Incident Management System and National Response Plan Integration Center; and (4) a National Urban Search and Rescue Response System. Establishes in DHS Offices of Grants and Planning, Training and Exercises, Emergency Communications, Infrastructure Protection, and Cybersecurity and Telecommunications. Establishes the Emergency Communications Preparedness Center. Directs the Secretary of DHS to: (1) regularly update, revise, or replace essential capabilities for state, local, and tribal government emergency preparedness; (2) require any state or urban area that applies for federal homeland security assistance to maintain a catastrophic emergency plan; (3) establish the National Advisory Council on Emergency Management, a System Assessment and Validation for Emergency Responders Program, a Homeland Security Education Program in the National Capital Region, a Prepositioned Equipment Program, and a National Asset Inventory Program; (4) develop an integrated national public alert and warning system; and (5) establish within DHS a Gulf Coast Long-Term Recovery Office. Redesignates the Directorate for Information Analysis and Infrastructure Protection as the Office of Intelligence and Analysis. Requires the Secretary to: (1) ensure that all programs within DEM administering federal assistance maintain proper internal management controls to prevent and detect fraud, waste, and abuse; and (2) annually certify that such controls are in place. Provides for the establishment within DHS of a Deputy Inspector General for Response and Recovery.

Condemns the failure of the government of Venezuela to stop criminal drug trafficking. Expresses the sense of Congress that: (1) it should continue to be U.S. policy to support cooperation between Venezuela and its partners in the Andean region to combat drug trafficking; (2) efforts to restore cooperation between Venezuela and the U.S. Drug Enforcement Administration should be continued; (3) it should continue to be U.S. policy to assist the international community in a review of security measures at the Simon Bolivar International Airport and to work with the Organization of American States (OAS) to bring Venezuela into compliance with OAS conventions and treaties to punish and eliminate narco-terrorism; (4) the Secretary of Transportation should report to Congress on actions taken by the government of Venezuela to restore airport security measures at Simon Bolivar International Airport; and (5) the Secretary of State should report to Congress on Venezuela's compliance with international counternarcotics treaties.
