September 11th Families Stamp Act - Directs the U.S. Postal Service to issue a semipostal (first-class postage stamp sold at a premium) with the proceeds from its sale going to the September 11th Families Fund to provide assistance, through the Office for Victims of Crime, Department of Justice, to the families of individuals who were killed in the terrorist attacks against the United States on September 11, 2001. Establishes the September 11th Families Fund.

Victims of Terrorism Relief Act of 2001 - Amends the Internal Revenue Code to exempt from income taxes and the additional estate tax any individual who died as a result of the September 11, 2001, terrorist attacks, unless the individual was a perpetrator of the attacks.

Medicare Regulatory and Contracting Reform Act of 2001 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to: (1) regulations, establishing a regular timeline for the publication of final regulations; and (2) contracts with Medicare administrative contractors. Outlines requirements for provider education and technical assistance under Medicare. Directs the Secretary of Health and Human Services (HHS) to establish a demonstration program making certain technical assistance available, upon request on a voluntary basis, to small providers of services or suppliers to evaluate their billing and related systems for compliance with the applicable Medicare requirements. Amends SSA title XVIII part D with respect to the Practicing Physicians Advisory Council to direct the Secretary to appoint a Medicare Provider Ombudsman to: (1) assist confidentially service providers, physicians, practitioners, and suppliers with respect to grievances and requests for information; and (2) submit recommendations to the Secretary for improvement in Medicare administration. Outlines requirements with respect to provider appeals. Directs the Secretary to establish a process for expedited access to judicial review. Amends SSA title XVIII part D with respect to: (1) the Medicare Integrity Program to provide for the recovery of overpayments and prepayment review; and (2) agreements with service providers to direct the Secretary to establish a process (including an appeals process) for enrollment of Medicare service providers, services, physicians, practitioners, and suppliers. Requires the Secretary to establish a demonstration program under which Medicare specialists employed by HHS provide advice and assistance to Medicare beneficiaries at the location of existing local offices of the Social Security Administration. Prohibits the Secretary from implementing any documentation guidelines for evaluation and management physician services under Medicare unless the Secretary has, among other things, established a plan that contains specific goals and a schedule for improving the use of such guidelines.

Cybermolesters Enforcement Act of 2001 - Amends the Federal criminal code to provide for a five-year mandatory minimum sentence for: (1) transportation of a person under age 18 with intent to engage in criminal sexual activity; and (2) travel with intent to engage in a sexual act with a person under age 18. Authorizes the interception of wire, oral, or electronic communications in the investigation of crimes involving: (1) transporting, receiving, distributing, selling, or possessing child pornography; or (2) coercing or enticing an individual to travel to engage in prostitution or any sexual activity for which a person can be charged with a criminal offense, transportation of a minor with the intent that the minor engage in such sexual activity, or travel for the purpose of engaging in a sexual act with a minor that would constitute a felony if that activity took place within the special maritime and territorial jurisdiction of the United States. Includes child pornography within the definition of "contraband" the transport, concealment, or possession of which is prohibited.

Medicare Medical Savings Account (MSA) Expansion Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to repeal the sunset date for, and numerical limitation on, Medicare participation in Medicare+Choice medical savings account (MSA) plans under Medicare part C (Medicare+Choice). (Thus terminates the demonstration basis for MSA plans, makes authority for them permanent, and the number of enrollees without a ceiling.)

Professional Employer Organization Workers Benefits Act of 2001 - Amends the Internal Revenue Code to establish provisions concerning certified professional employer organizations, including: (1) defining such organizations; (2) employment taxes and such organizations; and (3) employee benefits of such organizations.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Expresses the sense of Congress that: (1) the President and Congress should save Social Security as soon as possible; (2) Social Security surpluses must be vigorously safeguarded and used only for purposes of saving Social Security or reducing the publicly held debt; and (3) the President's Commission to Strengthen Social Security, recognizing the immense financial commitment of every American worker in the Social Security system, should present in its recommendations innovative ways to protect that commitment without benefit cuts or payroll tax increases.

Medicare Improvements for Special Needs Beneficiaries Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act (SSA) to provide for specialized Medicare+Choice plans for special needs beneficiaries and the treatment of such plans as coordinated care plans under Medicare part C. Permits: (1) restriction on the enrollment of individuals in a specialized Medicare+Choice plan to special needs beneficiaries; and (2) continuous open enrollment for such beneficiaries.

Commends and congratulates the people of Ukraine on the tenth anniversary of Ukrainian independence. Expresses the sense of Congress that: (1) the Ukrainian President and Parliament should continue efforts to maintain the balance of powers between the executive and legislative branches of government and ensure that their cooperation is aimed at furthering democratic reforms and strengthening civil society based on the rule of law; and (2) the United States should continue to assist in building an independent Ukraine through encouraging and supporting democratic and market-economy transformations.

Indian Child Welfare Act Amendments of 2001 - Amends the Indian Child Welfare Act of 1978 (the Act) to provide for retention by an Indian tribe of exclusive jurisdiction over child custody proceedings involving Indian children that are or become wards of a tribal court of that tribe, except in Alaska, where the State and tribe shall have concurrent jurisdiction. Requires the determination of the appropriate foster or adoptive home placement of Indian children to include placement in homes that reflect the unique values of Indian culture. Revises requirements with respect to: (1) voluntary termination of parental rights; and (2) withdrawal of consent to such termination or to adoption. Requires a party seeking the voluntary placement of an Indian child or the voluntary termination of parental rights to provide written notice to such child's tribe. Provides conditions under which an Indian tribe may intervene in such actions. Requires a party that terminates or changes the voluntary adoptive placement of an Indian child, or that commences a proceeding for the adoption of an Indian child, to provide written notice thereof to such child's parents. Revises requirements with respect to: (1) disclosure of information regarding the biological parents of an adopted Indian child; and (2) resumption of State jurisdiction over Indian child custody proceedings. Subjects to criminal sanctions a person who makes fraudulent representations with respect to any proceeding under the Act. Authorizes a court to approve visitation rights with respect to an adopted Indian child.

Expresses the sense of Congress that the Government of the People's Republic of China should cease its persecution of Falun Gong practitioners. Calls for the U.S. Government to urge the Chinese Government to: (1) release from detention all Falun Gong practitioners and end the torture and other cruel, inhumane, and degrading treatment of such practitioners and other prisoners of conscience; and (2) abide by the International Covenant on Civil and Political Rights and the Universal Declaration of Human Rights by allowing Falun Gong practitioners to pursue their personal beliefs.

Indian and Alaska Native Foster Care and Adoption Services Amendments of 2001 - Amends title IV part E of the Social Security Act (Foster Care and Adoption Assistance) to authorize an Indian tribe or intertribal consortium meeting certain requirements to receive Federal foster care maintenance payments for children placed in its custody. Prescribes procedural guidelines for foster care programs operated by Indian tribal organizations.

Patients' Bill of Rights Act of 2001 - Sets forth provisions concerning group health plans and health insurers and the provision of certain advice and care, including: (1) emergency care; (2) obstetric and gynecological care; (3) specialists care; (4) prescription drugs; (5) participation in approved clinical trials; and (6) health plan information. Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act, and the Internal Revenue Code to, among other things: (1) provide for review and appeal of health plan decisions; (2) provide penalties for health plans failing to provide benefits; (3) provide for patient protection standards; (4) repeal the limitation on the number of Archer Medical Savings Accounts and increase the deduction for contributions to such accounts; and (5) set forth rules governing association health plans.

Conservation Tax Incentives Act of 2001 - Amends the Internal Revenue Code to exclude from gross income 50 percent of any gain from the sale of land or an interest in land or water to an eligible entity if: (1) such land or interest in land or water was owned by the taxpayer or a member of the taxpayer's family at all times during the 3-year period ending on the date of the sale; and (2) such land or interest in land or water is being acquired by an eligible conservation entity which provides the taxpayer, at the time of acquisition, a written letter of intent stating that the purchaser's intent in making the acquisition is to serve specified conservation purposes.

Cooperative Dividend Equity Act of 2001 - Amends the Internal Revenue Code to provide that the patronage dividends of cooperatives shall not be reduced by stock dividends to the extent the stock dividends are in addition to amounts otherwise payable.

Tribal Government Tax-Exempt Bond Reform Amendments Act of 2001 - Amends the Internal Revenue Code to permit the issuance of tax-exempt bonds by an Indian tribal government if: (1) at least 95 percent of the net proceeds are used to finance facilities on or in close proximity to an Indian reservation; or (2) the obligation is part of an issue substantially all of whose proceeds are to be used in the exercise of an essential government function. Excludes gaming facilities from such provision. Amends the Securities Act of 1933 to exempt obligations issued by an Indian tribal government or subdivision from registration requirements.

Medicare Dialysis Benefit Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) payment under the Medicare Program for four hemodialysis treatments per week for specified patients; and (2) an increased update in the composite payment rate for renal dialysis treatments for FY 2002. Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to restore a specified exception to renal dialysis composite rate under rate update provisions.

Amends the Federal criminal code (the code) to prohibit any person from operating a motor vehicle at land border ports of entry with a drug or alcohol in his or her body in violation of applicable State law. Deems any individual who operates a motor vehicle at a land border port of entry to have given consent to submit to a test of the driver's blood, breath, or urine for drugs or alcohol by an officer or employee (officer) of the Immigration and Naturalization Service (INS). Amends the Immigration and Nationality Act (INA) to authorize an INS officer who: (1) inspects a driver at a land border port of entry and who has reasonable grounds to believe that the driver may be operating a motor vehicle in violation of State laws to require the driver to submit to a breath test to determine the presence or concentration of the alcohol; and (2) arrests a driver for such prohibited operation of a motor vehicle to require the driver to submit to a drug or alcohol test. Requires the Attorney General: (1) at each point where motor vehicles regularly enter a land border port of entry, to post a notice that operation of a motor vehicle with a drug or alcohol in the driver's body at a land border port of entry is an offense under Federal law; and (2) to issue regulations authorizing an INS officer to impound a vehicle if the individual who operates it refuses to submit to such a test.

Two Strikes and You're Out Child Protection Act - Amends the Federal criminal code to provide for mandatory life imprisonment (unless a death sentence is imposed) of a person convicted of a Federal sex offense in which a minor is the victim if the person has a prior sex conviction in which a minor was the victim.

Trade Promotion Authority Act of 2001 - Sets forth the overall trade negotiating objectives of the United States for trade agreements (generally similar to the objectives of the Omnibus Trade and Competitiveness Act of 1988 (OTCA)), including to: (1) further strengthen the system of international trading disciplines and procedures, including dispute settlement; and (2) foster economic growth, raise living standards, and promote full employment in the United States and to enhance the global economy. Sets forth the principal U.S. negotiating objectives (generally similar to the principal OTCA negotiating objectives) regarding trade barriers and other trade distortions, trade in services, foreign investment, intellectual property, transparency, improvement of the World Trade Organization (WTO) and other multilateral and bilateral trade agreements, foreign regulatory practices, electronic commerce, reciprocal trade in agriculture, and WTO extended negotiations. Requires the United States Trade Representative (USTR) to consult closely with Congress during trade negotiations. Sets forth the authority of the President (generally similar to the authority under OTCA) to enter into trade agreements with foreign countries regarding tariff and non-tariff barriers. States that a trade agreement may be entered into (before June 1, 2005; or June 1, 2007, if trade authorities procedures (or fast-track procedures) are extended under this Act) only if it makes progress in meeting the overall and principal trade negotiating objectives, and the President satisfies certain notification and consultation requirements set forth in this Act, including submission of the agreement for assessment by the International Trade Commission. Applies trade authorities procedures to bills implementing trade agreements if they consist of: (1) a provision approving a trade agreement entered into under this Act, and approving any statement of administrative action; and (2) if changes in existing laws or new statutory authority are required to implement such agreements, provisions necessary to implement them, either repealing or amending existing laws or providing new statutory law. Authorizes both Houses of Congress to adopt, within 60 days of each other, a procedural disapproval resolution denying trade authorities procedures to any trade agreement if the President has failed or refused to notify or consult with Congress about it. Exempts from the notice and consultation requirements of this Act any tariff or nontariff agreement which results from negotiations commenced before enactment of this Act, and which: (1) is entered into under the auspices of the WTO regarding the rules of origin work program; (2) is entered into with Chile or Singapore; or (3) establishes a Free Trade Area for the Americas. Requires the appointment of a Congressional Oversight Group to serve as advisor to the U.S. delegation after the President notifies Congress of his intention to enter into the negotiation of any tariff or nontariff trade agreement. Requires the President to submit an implementation and enforcement plan at the same time a final text of any tariff or nontariff trade agreement is submitted to Congress.

Permanent Death Tax Repeal Act of 2001 - Amends title IX (Compliance with Congressional Budget Act) of the Economic Growth and Tax Relief Reconciliation Act of 2001 (P.L. 107-16) to repeal the sunset provisions applicable to title V (Estate, Gift, and Generation-Skipping Transfer Taxes) of such Act.

National Monument Fairness Act of 2001 - Revises Federal law with respect to a presidential proclamation that, during one calendar year, either creates a national monument that is more than 50,000 acres or that adds more than 50,000 acres to an existing national monument. Prohibits the issuance of such a proclamation until 30 days after the President has transmitted the proposed proclamation to the Governor of the State or States in which such acreage is located, soliciting written comment. Makes any such proclamation ineffective two years after its issuance unless Congress has approved it by law. Requires the President: (1) to solicit public participation and comment in the development of a monument proclamation; (2) to consult with the Governor and entire congressional delegation of the State or territory in which such lands are located at least 60 days before any national monument proclamation; and (3) before issuing it, to consider any information, including public comments, made available in the development of existing plans and programs for the management of the lands under consideration. Requires any management plan for a national monument developed subsequent to a proclamation made under this Act to comply with the procedural requirements of the National Environmental Policy Act of 1969.

Medicare Medical Nutrition Therapy Amendment Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide coverage of medical nutrition therapy services for certain Medicare beneficiaries with cardiovascular diseases.

Residential Solar Energy Tax Credit Act - Amends the Internal Revenue Code to allow a limited tax credit through tax year 2006 for residential solar energy property equal to the sum of: (1) 15 percent of the taxpayer's qualified photovoltaic property expenditures during the taxable year; and (2) 15 percent of the taxpayer's qualified solar water heating property expenditures during the same year.

Government Neutrality in Contracting Act - Directs the head of any Federal agency that awards or obligates funds for any construction contract, or that awards grants, provides financial assistance, or enters into cooperative agreements for construction projects, to ensure that bid specifications, project agreements, or other controlling documents do not: (1) require or prohibit a bidder, offeror, contractor, or subcontractor from entering into, or adhering to, agreements with labor organization, with respect to that construction project or another related construction project; or (2) otherwise discriminate against such a party because it did or did not become a signatory or otherwise adhere to such an agreement. Allows exemptions to avert an imminent threat to public health or safety or to serve national security. Allows additional exemptions for certain projects. Directs the Federal Acquisition Regulatory Council to amend the Federal Acquisition Regulation to implement this Act with respect to the applicable Federal contracts.

Protection of Lawful Commerce in Arms Act - Amends the Organic Act to direct the Secretary of Commerce to establish and maintain a list of each person that notifies the Secretary that it is a manufacturer or seller that is: (1) licensed to engage in interstate or foreign commerce of a firearm or ammunition product; or (2) is a trade association representing such manufacturers or sellers. Declares that any lawful conduct carried out by a manufacturer or seller in interstate or foreign commerce of a firearm or ammunition product, or lawful conduct carried out by a trade association in the course of representing such manufacturers or sellers, shall not be the basis for imposing a restriction on such commerce (the award of civil damages, equitable relief, or any other specified limitation) as a result of harm caused by the criminal or other unlawful misuse of such firearm or ammunition product by any other person.

Social Security Number Privacy and Identity Theft Prevention Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) specify restrictions on the sale and public display of social security account numbers (SSNs) (or any derivatives) by Federal, State, and local governments and bankruptcy case trustees; (2) prohibit the display of SSNs on checks issued for payment by such governments, or on driver's licenses or motor vehicle registrations issued by a State or local government; (3) prohibit the Federal, State, or local government display of SSNs (or any derivatives) on employee identification cards or tags (IDs); (4) prohibit access to the SSNs of other individuals by prisoners employed by Federal, State, or local governments; (5) require States to require independent verification of birth records provided in support of applications for SSNs; and (6) prohibit the selling, purchasing, or displaying of SSNs and the obtaining or using of any individual's SSN to locate or identify such individual with the intent to physically injure or harm such individual or to use the ID of such individual for any illegal purpose by any person, with specified exceptions. Establishes civil and criminal penalties for violations of this Act, including judicial orders of restitution. Provides that any person who refuses to do business with an individual because the individual will not consent to that person's receipt of his or her SSN shall be considered to have committed an unfair or deceptive act or practice in violation of the Federal Trade Commission Act, except in certain cases required under Federal law. Subjects to the Fair Credit Reporting Act information regarding a consumer's SSN (and any derivative) (credit header information).

Uniformed Services Former Spouses Equity Act of 2001 - Requires payment from the monthly disposable retired pay of a member to his or her former spouse in compliance with court orders (division of property) to terminate upon the remarriage of that spouse, effective as of the last day of the month in which the remarriage occurs. Provides that, in the case of a member to whom a final decree of divorce, dissolution, annulment, or legal separation is issued before the member begins to receive retired pay, the disposable retired pay of such member, for purposes of such monthly payments, shall be computed based on the pay grade and length of service of the member while married. Increases such amount concurrently with retired pay increases. Requires a member's spouse or former spouse to obtain a court order for reapportionment of a member's monthly disposable retired pay by the later of the following dates: (1) two years of the date of the final decree of divorce, dissolution, annulment, or legal separation; or (2) six months after the enactment of this Act. Prohibits the court from treating as part of a member's disposable retired pay amounts which have been waived from such pay in order to receive veterans' disability compensation.

Domestic Spirits Tax Equity Act of 2001 - Amends the Internal Revenue Code to allow a distilled spirits wholesaler a distilled spirits wholesalers credit equal to the product of: (1) the number of cases of bottled distilled spirits which were bottled in the United States and which are purchased by such wholesaler during the taxable year directly from the distiller or importer of such spirits; and (2) the average tax-financing cost per case for the most recent calendar year ending before the beginning of such taxable year.

Amends Federal aviation law with respect to the air traffic control contract program to authorize the Secretary of Transportation to provide grants to an airport sponsor for: (1) the construction or improvement of a nonapproach control tower (effectively eliminating eligibility of Level I air traffic control towers for such grants); and (2) the acquisition and installation of air traffic control equipment to be used in a nonapproach control tower to assist in sustaining or improving the safe and efficient movement of air traffic. Revises eligibility requirements with respect to such grants.

Dollars to the Classroom Act - Authorizes the Secretary of Education award grants to States for use by States and local educational agencies (LEAs) to improve classroom services and activities for students. Prescribes requirements for participation of private school children and teachers in activities and services. Prohibits Federal control of State or local educational activities or services receiving such grant assistance. Repeals specified programs under the Elementary and Secondary Education Act of 1965 (ESEA) and certain other Acts, including: (1) demonstrations of innovative practices; (2) innovative elementary school transition projects; (3) Dwight D. Eisenhower Professional Development Program;(4) Technology for Education, including Star Schools, Ready-to-Learn Television, and the telecommunications demonstration project for mathematics; (5) Magnet Schools Assistance; (6) Women's Educational Equity; (7) Innovative Education Program Strategies; (8) Native Hawaiians Education; (9) Alaska Native Education; (10) Fund for the Improvement of Education; (11) Gifted and Talented Education; (12) Arts in Education; (13) Civic Education; (14) Allen J. Ellender Fellowship Program (Close-Up programs); (15) 21st Century Community Learning Centers; (16) Urban and Rural Education Assistance; (17) National Writing Project; (18) Extended Time for Learning and Longer School Year; (19) Comprehensive Regional Assistance Centers; (20) Eisenhower Math and Science Regional Consortia; (21) State and local education systemic improvement; (22) school-to-work opportunities system development and implementation grants; and (23) Education for Homeless Children program. Education Flexibility Partnership Demonstration Act - Authorizes the Secretary to allow all 50 States to participate in the Education Flexibility Partnership Demonstration Act program.

Native American Housing and Self-Determination Reauthorization Act of 2001 - Amends the Native American Housing and Self-Determination Act of 1996 to extend through FY 2006: (1) the authorization of appropriations for block grants for Indian tribes to carry out affordable housing activities; (2) the aggregate fiscal year limitation on guarantees for tribal housing activities loans; (3) the authorization of appropriations for the estimated long-term cost to the Government of such loan guarantees; and (4) the authorization of appropriations for providing training and technical assistance for Indian housing authorities and entities.

Immunosuppressive Drug Coverage Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to: (1) continue entitlement to prescription drugs used in immunosuppressive therapy furnished to an individual who receives a kidney transplant for which payment is made under Medicare; and (2) extend Medicare secondary payer requirements for end stage renal disease beneficiaries. Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code to set forth requirements for group health plans to provide coverage of immunosuppressive drugs.

Amends the Internal Revenue Code to include in the definition of "educational assistance" provided to an employee (and thus exclude from the gross income of an employee) the provision, by an employer, of computer equipment or Internet access.
