Agua Fria National Monument Technical Corrections Act of 2002 - Directs the Secretary of the Interior, through the Bureau of Land Management, to modify: (1) the boundaries of the Agua Fria National Monument to exclude specified parcels of public and private land; and (2) the Monument's western boundary to be at least 400 feet east of the existing Arizona State Department of Transportation right-of-way. Bars the use of the National Park Service or the Fish and Wildlife Service to administer the Monument. Requires the Secretary to: (1) review the interim management policy for the administration of the Monument; and (2) develop a plan for its long-range management. Establishes the Agua Fria National Monument Advisory Committee. Requires the Secretary to: (1) allow hunting, trapping, and fishing on lands and waters within the Monument; (2) continue to allow the use of motorized vehicles on designated roads and trails; (3) allow the use of non-motorized, wheeled game carriers for the removal of downed big game; and (4) permit livestock grazing. Declares that the designation of the Monument by Presidential Proclamation 7263 of January 11, 2000, and the enactment of this Act shall preclude the use by the President of the authority provided in the Antiquities Act to expand by presidential proclamation its boundaries to include any other Federal lands. Directs the Secretary to submit to the President a study containing recommendations regarding any boundary changes to the Monument that would enhance protection of the archaeological resources or expand opportunities for public education and scientific research concerning these resources.

Permits leases or contracts affecting land within the Gila River Indian Community Reservation to contain a provision for the binding arbitration of disputes arising out of such lease or contract. Grants Federal district courts jurisdiction to enforce such agreements to arbitrate and any resulting arbitration decision.

Ten Commandments Defense Act of 2002 - Declares reserved to the States the power to display the Ten Commandments on State or local government property. Declares that expressions of religious faith by individual persons upon State property are: (1) protected against Federal laws or regulations respecting an establishment of religion or prohibiting the free exercise of religion; and (2) among those liberties of which no State may deprive any person without due process of law made in pursuance of powers reserved to the States. Requires the courts established by the Congress to exercise judicial power in accordance with such declarations.

States that reconciliation reports received by an Indian tribe in response to requirements under the American Indian Trust Fund Management Reform Act of 1994 shall be deemed to have been received on December 31, 1999, for purposes of applying a statute of limitations in order to provide report recipients with the opportunity to postpone the filing of claims, to facilitate the voluntary dismissal of claims, or to encourage settlement negotiations with the United States.

Kidney Disease Educational Benefits Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide coverage for kidney disease education services furnished upon the managing physician's referral to an individual with kidney disease who will require dialysis or a kidney transplant. Requires such services to impart comprehensive information regarding management, prevention, and options regarding treatment of kidney disease, and to ensure that such individuals have the opportunity to participate actively in the choice of therapy.

Highway Funding Restoration Act - Amends the Transportation Equity Act for the 21st Century to require that obligations for Federal-aid highway and highway safety construction programs for FY 2003: (1) meet a specified minimum level; and (2) be distributed in accordance with that Act.

National Border Security Agency Act - Establishes the National Border Security Agency, which shall plan and coordinate Federal border security activities, and act as a focal point for immigration enforcement. Transfers to the Agency the United States Coast Guard, the United States Customs Service, and specified portions of the Immigration and Naturalization Service.

Medicare+Choice Improvement and Stabilization Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act (SSA) to make each annual Medicare+Choice capitation rate for a Medicare+Choice payment area for a contract year equal to the largest of the amounts specified under current law or, for 2003, 100 percent of the fee-for-service costs for the Medicare+Choice payment area for services covered under Medicare parts A (Hospital Insurance) or B (Supplementary Medical Insurance) for individuals entitled to benefits under part A and enrolled under part B who are not enrolled in a Medicare+Choice plan under this part for the year. Revises the calculation of the national standardized annual Medicare+Choice capitation rate used in determining the input-price-adjusted annual national Medicare+Choice capitation rate for a Medicare+Choice payment area for calculation of annual Medicare+Choice capitation rates for 2003. Eliminates budget neutrality in such calculation for a year other than 2003. Modifies requirements for establishment of standards (other than solvency standards) for provider-sponsored organizations for Medicare+Choice organizations and plans in relation to State laws to avoid duplicative State regulation. Directs the Secretary of Health and Human Services to conduct a demonstration program under which payment rules for Medicare+Choice organizations are modified in order to promote: (1) the offering of Medicare+Choice plans by preferred provider organizations, of Medicare+Choice plans that provide point-of-sale coverage for other than participating providers, and of MSA plans: and (2) the use of disease management programs by Medicare+Choice plans. Amends SSA title XVII part C to: (1) suspend the limitation for program reentry for Medicare+Choice organizations for 2003 and 2004; and (2) set forth rules governing specialized Medicare+Choice plans for special needs beneficiaries. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to provide for extension of municipal health service demonstration projects.

Community Access to Emergency Defibrillation Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award grants to States, political subdivisions of States, Indian tribes, and tribal organizations to develop and implement public access defibrillation programs by: (1) training and equipping local emergency medical services personnel to administer immediate care, including cardiopulmonary resuscitation (CPR) and automated external defibrillation (AED), to cardiac arrest victims; (2) purchasing AEDs, placing the defibrillators in public places where cardiac arrests are likely to occur, and training personnel in such places to administer CPR and AED to such victims; (3) setting procedures for proper maintenance and testing of such devices; (4) providing training to members of the public in CPR and AED; (5) integrating the emergency medical services system with the public access defibrillation programs; and (6) encouraging private companies to purchase AEDs and provide training for their employees to administer CPR and AED to cardiac arrest victims in their community. Directs the Secretary to award grants to States, Indian tribes, and tribal organizations to develop and implement innovative, comprehensive, community-based public access defibrillation demonstration projects that: (1) provide CPR and AED to cardiac arrest victims in unique settings; (2) provide training to community members in CPR and AED; and (3) maximize community access to AEDs. Directs the Secretary to award a grant to a health care organization to establish a national information clearinghouse that provides information to increase public access to defibrillation in schools.

Stroke Treatment and Ongoing Prevention Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to carry out a national education and information campaign promoting stroke prevention and immediate treatment. Directs the Secretary to: (1) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse, including conducting and/or making available research concerning best practices for prevention, treatment, and rehabilitation; (2) make grants to States to establish statewide stroke prevention, treatment, and rehabilitation systems; and (3) develop a model curriculum for training emergency medical services personnel. Sets forth requirements for the State grant program, including matching funds, standards for care and facilities, central data reporting and analysis, special consideration for geographic areas with high rates of disability from stroke or significant need, and technical assistance. Authorizes the Secretary to make grants to develop and implement education programs for appropriate medical personnel with regard to newly developed diagnostics, technologies, and therapies for stroke prevention and treatment.

Choctaw Code Talkers Recognition Act - Authorizes the President to present on behalf of Congress (where appropriate, posthumously) congressional gold medals honoring the Choctaw Code Talkers who distinguished themselves in performing a unique, highly successful communications operation that greatly assisted in saving countless lives and in hastening the end of World War I.

Indian Financing Act Reform Amendment - Amends the Indian Financing Act of 1974 to permit the transfer (currently sale or assign only) of guaranteed loans made under such Act, in whole or in part, both guaranteed and unguaranteed portions. Requires that the Secretary of the Interior be notified of such transfers. Allocates responsibility on the guarantee agreement, for servicing, and as the secured creditor of record after such transfers according to whether such portion/loan is guaranteed or unguaranteed.

Medicare Regulatory and Contracting Reform Act of 2001 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to: (1) a regular timeline for the publication of final regulations; and (2) contracts with Medicare administrative contractors. Outlines requirements for provider education and technical assistance under Medicare. Amends SSA title XVIII part D with respect to the Practicing Physicians Advisory Council to direct the Secretary to appoint a Medicare Provider Ombudsman to: (1) assist confidentially service providers and suppliers with respect to grievances and requests for information; and (2) submit recommendations to the Secretary for improvement in Medicare administration. Amends SSA title XVIII to direct the Secretary to appoint a Medicare Beneficiary Ombudsman to assist Medicare beneficiaries with respect to grievances and requests for information. Directs the Secretary of Health and Human Services (HHS) to establish a demonstration program making certain technical assistance available, upon request on a voluntary basis, to small providers of services or suppliers to evaluate their billing and related systems for compliance with the applicable Medicare requirements. Outlines requirements with respect to provider appeals and recovery. Directs the Secretary to establish a process for expedited access to judicial review. Amends SSA title XVIII part D with respect to: (1) the Medicare Integrity Program to provide for the recovery of overpayments; and (2) agreements with service providers to direct the Secretary to establish a process for enrollment of Medicare service providers and suppliers. Prohibits the Secretary from implementing any documentation guidelines for evaluation and management physician services under Medicare unless the Secretary has, among other things, established a plan with specific goals and a schedule for improving the use of such guidelines.

Houseboat Safety Improvement Act of 2001 - Directs the Commandant of the Coast Guard to prescribe rules regarding houseboat generator exhaust safety that: (1) set a standard that ensures that carbon monoxide from such exhaust is not expelled in a manner that would impair the safety of houseboat occupants or swimmers near the houseboat; (2) require a houseboat manufactured after a date specified by the Commandant to meet such safety standard; (3) require houseboat manufacturers that do not comply with such standard to issue a recall for such a houseboat in order to retrofit it to comply with the standard; and (4) require a person who commercially rents a houseboat, or commercially sells a used houseboat, to another person to inform them of the potential hazards of carbon monoxide poisoning from houseboat generator exhaust (particularly for houseboat occupants or nearby swimmers), if the houseboat was manufactured before the date set for compliance with the safety standard, and has not been retrofitted to comply with it.

Attorney Fee Payment System Improvement Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) increase from $4,000 to $5,200 the maximum allowable attorney fee; and (2) cap the amount of attorney assessments at $100. Amends SSA title XVI (Supplemental Security Income) to prescribe a fee payment system for attorneys representing individuals filing claims for past-due benefits in the SSI program. Caps attorney fees at 25 percent of such past-due benefits. Requires the Commissioner of Social Security to assess such an attorney up to $100.

Amends the Internal Revenue Code to tax lifetime annuity payouts and similar payments of life insurance proceeds at dates later than death at capital gains rates. Excludes amounts received under an eligible deferred compensation plan or under a qualified retirement plan. Includes such gains in the calculation of the maximum rate of tax on net capital gains of noncorporate taxpayers when computing the alternative minimum tax.

Help America Vote Act of 2001 - Directs the Administrator of General Services to establish programs under which the Administrator makes payments to each eligible State or local government to: (1) replace a punch card voting system with a voting system which does not use punch cards; or (2) make technical enhancements to the performance of its punch card voting system. Establishes: (1) an independent Election Assistance Commission to serve as a national clearinghouse and resource for the compilation of information and review of procedures with respect to the administration of Federal elections; and (2) the Election Assistance Commission Standards Board and the Election Assistance Commission Board of Advisors to review any of the voluntary standards for engineering and procedural performance, for maintenance and enhancement of the accessibility and privacy of registration facilities, polling places, and voting methods, and for election management practices recommended by the Commission. Establishes the Technical Standards Development Committee to assist the Executive Director of the Commission by recommending standards to ensure the usability, accuracy, security, accessibility, and integrity of voting systems and voting equipment. Directs the Commission to: (1) provide for the testing, certification, decertification, and recertification of voting system hardware and software by accredited laboratories; (2) make payments to States for voting system improvements, grants to entities for voting equipment and technology research and development, and grants for pilot programs to try out new voting systems and equipment technologies; and (3) develop the Help America Vote College Program to encourage college students to assist State and local governments in election administration. Amends Federal law to create the Help America Vote Foundation as a nonprofit charitable corporation to mobilize secondary school students to participate in the election process in a nonpartisan manner as poll workers or assistants. Outlines minimum standards for State election systems. Sets forth provisions regarding voting rights of military members and overseas citizens. Amends Federal postal service law to replace reduced rates for voter registration purposes with reduced rates for official election mail.

Securing America From Terrorist Entries Act or the SAFTE Act - Establishes a temporary moratorium on the issuance of immigrant or (non-diplomatic) nonimmigrant visas to aliens who are, or were within 15 years of applying for U.S. admission, citizens or nationals of: (1) Afghanistan; (2) Algeria; (3) Egypt; (4) Lebanon; (5) Saudi Arabia; (6) Somalia; (7) United Arab Emirates; (8) Yemen; or (9) any country designated as a state sponsor of terrorism. Authorizes the Attorney General to grant exceptions. Applies such provisions to aliens with multiple citizenship. Makes the visa waiver program inapplicable to such aliens. Directs the Under Secretary of Transportation to require air carriers in foreign transportation to the United States to provide electronic passenger and crew manifests with specified information prior to U.S. arrival. Requires country of origin inquiry at the point of U.S. arrival. Amends the Immigration and Nationality Act to eliminate deadline waiver authority relating to implementation of machine readable passports. Directs the General Accounting Office to report every six months respecting border and visa security and related matters.

Recognizes and commends the efforts of State and local governments and community, religious, and charitable organizations to support military and civilian personnel engaged in the war on terrorism. Encourages the people of the United States: (1) to support such personnel through a united effort to be known as Operation Enduring Support; and (2) as part of such Operation, to support military families, stage patriotic send-off and welcome-home rallies and parades; and volunteer and contribute financial assistance to the Red Cross, United Way, and similar organizations.

Spirit of America Commemorative Coin Act of 2001 - Directs the Secretary of the Treasury to mint and issue $50 gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the tragic events that occurred at the Pentagon, in New York City, and in Pennsylvania, on September 11, 2001. Establishes the Victims of September 11th Fund which shall consist of amounts from surcharges received from the sale of such coins transferred to the Office for Victims of Crime for individuals who were injured, and to the families of individuals who were killed or injured, in the terrorist attacks against the United States on September 11, 2001.

Visa Entry Reform Act of 2001 - Requires the Director of the Office of Homeland Security, in conjunction with specified other entities, to establish and supervise a single computerized database (lookout database) to screen and identify inadmissible or deportable aliens. States that such information shall be available to immigration, Customs, law enforcement, and intelligence personnel. Sets forth required database and related information. Directs: (1) the Secretary of State to establish a Terrorist Lookout Committee at each embassy; (2) the Attorney General and the Secretary of State to develop a "SmartVisa" system which shall include machine-readable visas containing biometric information; and (3) that issued U.S. passports contain standard biometric identifiers. Conditions participation in the visa waiver program upon a country's: (1) issuance of U.S. machine-readable, tamper resistant passports containing biometric data; and (2) reporting of its stolen passports to the United States. Authorizes the Attorney General to terminate a country from program participation for reasons of national security. Requires air, land, or sea carriers arriving from a foreign country to provide the United States with specified crew and passenger manifest information prior to departure for the United States. Sets forth requirements for fraud-resistant Federal and federally-regulated documents. Prohibits, with exceptions, issuance of a foreign student visa to a national of a country on the Department of State's list of state sponsors of international terrorism. Provides for the implementation and expansion of the foreign student monitoring program, including provisions respecting: (1) submission of certain Immigration and Naturalization service (INS) forms; (2) background checks; and (3) educational institution reporting data on foreign students, including student failure to enroll. Provides for additional consular Customs, and INS investigative personnel. Amends Federal law to include in the category of identification document-related fraud the knowing possession of a stolen or illegally produced foreign identification document. Directs the Comptroller General to determine the feasibility of requiring each nonimmigrant alien to report annually to the INS respecting his or her status.

Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to: (1) make private for-profit medical facilities (including hospitals and long-term care facilities) eligible for Federal disaster assistance (currently limited to non-profits); (2) revise the definition of "emergency preparedness" to include under measures to be undertaken in preparation for anticipated hazards the preparation of private nonprofit and for-profit medical facilities to withstand major disasters; (3) include the preparation of such medical facilities to withstand such disasters within emergency preparedness for purposes of the Federal Emergency Management Agency's contribution to States; and (4) define the term "long-term care facility" to mean any skilled nursing facility, any nursing facility, and any other long-term care facility, such as an intermediate care facility for the mentally retarded.

Jicarilla Apache Reservation Rural Water System Act - Directs the Secretary of the Interior, acting through the Bureau of Reclamation and in collaboration with the Jicarilla Apache Nation (the Tribe), to plan, design, and construct the Rural Water Supply Project to improve water supply, delivery, and wastewater facilities for the town of Dulce, New Mexico, and surrounding communities for the purpose of providing the benefits of clean, safe, and reliable facilities. Requires the Tribe, upon completion of the Project and transfer of title to the Tribe, to assume annual operation, maintenance, and replacement costs of the Project. Requires: (1) the Secretary to prepare a recommended Project plan; and (2) the tribe to develop an operation, maintenance, and replacement plan to assist it in establishing rates and fees for Project customers. Requires the Secretary to enter into a memorandum of agreement with the Tribe that commits the Bureau of Reclamation and the Bureau of Indian Affairs to a transition plan that addresses Project operations and maintenance. Provides for the Secretary to have oversight responsibility with the Tribe and its constructing entity and to incorporate value engineering analysis, as appropriate, to the Project. Requires the Secretary to provide necessary technical assistance to the Tribe for planning, development, and construction of the Project, including operation and management training. Prohibits the use of Project funds for irrigation.

Medicare Ambulance Payment Reform Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to revise requirements for payment for ambulance services concerning: (1) the establishment of a fee schedule; and (2) the coding system specifying the medical condition of the individual transported by an ambulance and the appropriate level of transportation service. Amends SSA titles XVIII (Medicare) (including part C (Medicare+Choice) of the Medicare program) and XIX (Medicaid) to establish a prudent layperson standard for justification of emergency ambulance services under Medicare and Medicaid.

True American Heroes Act - Authorizes the President to present on behalf of Congress a gold medal to the next of kin or other representation of each officer, emergency worker, or employee of a State and local government agency, including the Port Authority of New York and New Jersey, and of the Federal Government, who responded to the attacks on the World Trade Center in New York City, and perished in the tragic events of September 11, 2001 (including those who are missing and presumed dead).

Declares that, in the quest to identify, locate, and bring to justice the perpetrators and sponsors of the September 11, 2001 terrorist attacks on the United States, the civil rights and liberties of all Americans, including Sikh-Americans, should be protected. Condemns bigotry and acts of violence or discrimination against any Americans, including Sikh-Americans. Calls upon local and Federal law enforcement authorities to: (1) work to prevent hate crimes against all Americans; and (2) prosecute to the fullest extent of the law all those who commit hate crimes.

Prohibits cargo transported by commercial motor vehicle (including cargo transported by vessel) from entering the United States from Canada or Mexico unless the Customs Service or other appropriate U.S. officer or employee has inspected such cargo to ensure that it complies with U.S. laws.
