Transparency in Federal Home Loan Bank Membership Act of 2020 This bill allows a captive insurance company—an insurer that primarily insures its parent company and affiliates—to apply for membership with a Federal Home Loan Bank. To qualify for membership, the parent company of a captive insurance company must comply with certain investment requirements and capital standards.

National Landslide Preparedness Act This bill directs the U.S. Geological Survey (USGS) to establish a National Landslide Hazards Reduction Program to identify and understand landslide hazards and risks, reduce losses from landslides, protect communities at risk of landslide hazards, and help improve communication and emergency preparedness. The USGS shall, among other things develop and publish a national strategy for landslide hazards, risk reduction, and response in the United States (including territories and freely associated states); develop and maintain a publicly accessible national landslide hazard and risk inventory database; expand the early warning system for debris flow; and establish emergency response procedures for the rapid deployment of federal scientists, equipment, and services to areas impacted by a significant landslide event. The USGS may provide grants to research, map, assess, and collect data on landslide hazards. The National Science Foundation may provide grants to eligible entities for landslide research. The USGS (1) shall establish the 3D Elevation Program and the 3D Elevation Federal Interagency Coordinating Committee, and (2) may make grants and enter into cooperative agreements to facilitate the improvement of nationwide coverage of 3D elevation data. The USGS, not later than one year after a significant landslide event in the United States (including territories and freely associated states), shall publish data on the event on a publicly available website.

Japanese American Confinement Education Act This bill establishes a museum program on the historical importance of Japanese American confinement during World War II and permanently reauthorizes the Japanese American Confinement Sites preservation program. The bill directs the Department of the Interior to establish a program of grants to a Japanese American museum to educate individuals in the United States on the historical importance of such confinement and the commitment of the United States to equal justice.

Truth and Healing Commission on Indian Boarding School Policy Act This bill establishes the Truth and Healing Commission on Indian Boarding School Policy in the United States and sets forth its powers, duties, and membership. Among other activities, the commission must study the impacts and ongoing effects of the Indian Boarding School Policy (a federal policy under which American Indian and Alaska Native children were forcibly removed from their family homes and placed in boarding schools) and make recommendations to discontinue the removal of American Indian and Alaska Native children from their families and tribal communities by state social service departments, foster care agencies, and adoption agencies.

This resolution condemns the performance of unwanted, unnecessary medical procedures on individuals without their informed consent and recognizes the need for additional accountability, oversight, and transparency to protect individuals from such medical procedures while they are in the custody of U.S. Immigration and Customs Enforcement. It also calls on the Department of Homeland Security to fully cooperate with investigations about, and take other actions related to, medical procedures in one of its detention centers.

Protecting Our Democracy Act This bill addresses issues involving (1) abuses of presidential power; (2) checks and balances, accountability, and transparency; and (3) foreign interference in elections. Specifically, regarding abuses of presidential power, the bill requires the Department of Justice (DOJ) and the President to submit to Congress specified materials relating to certain pardons; prohibits self-pardons by the President; suspends the statute of limitations for any federal offense committed by a sitting President or Vice President; prohibits the acceptance of foreign or domestic emoluments, authorizes civil actions by Congress concerning foreign emoluments, and requires the President to make certain disclosures; and sets forth provisions regarding enforcement authority of the Office of Government Ethics and Office of Special Counsel jurisdiction. To address checks and balances, accountability, and transparency, the bill, among other things authorizes specified actions to enforce congressional subpoenas, requires appropriations to be made available for obligation in a timely manner, imposes limits on presidential declarations of emergencies, requires DOJ to maintain a log of communications between it and the White House regarding certain investigations, requires cause for removal of inspectors general, increases whistleblower protections, reauthorizes the Merit Systems Protection Board, and establishes penalties for political appointees who engage in prohibited political activities. To protect against foreign interference in elections, the bill requires federal campaign reporting of foreign contacts, requires federal campaigns to establish a foreign contacts compliance policy, and specifies that foreign donations to political campaigns and candidates of nonpublic information relating to a candidate are prohibited.

Air Carrier Worker Support Extension Act of 2020 This bill extends authority for the Department of the Treasury to provide financial assistance to passenger air carriers, cargo air carriers, and contractors of passenger air carriers for the continuation of payment of employee wages, salaries, and benefits. The maximum amounts of financial assistance that may be provided by Treasury for this purpose are $25.5 billion for passenger air carriers, $300 million for cargo air carriers, and $3 billion for contractors . The bill provides specific deadlines and procedures under which Treasury must provide financial assistance to air carriers and contractors. To be eligible for financial assistance, an air carrier or contractor must (1) agree not to reduce pay and benefits or conduct involuntary furloughs until March 31, 2021; and (2) agree, through March 31, 2022, not to repurchase stock, pay dividends, or make other capital distributions. Additionally, Treasury may require carriers that receive assistance to maintain service to points served before March 1, 2020. Such authority terminates on April 1, 2022. The bill limits the maximum allowable compensation of an officer or employee of an air carrier or contractor that receives assistance.

I Am Vanessa Guillen Act of 2020 This bill addresses the response of the Department of Defense to sex-related offenses committed against members of the Armed Forces, including allowing a member to confidentially allege a complaint of sexual harassment to an individual outside the immediate chain of command of that member.

Delivering for America Act This bill prohibits the U.S. Postal Service (USPS) from making changes to operations or levels of service from those that were in effect on January 1, 2020. Specifically, the USPS may not, during the period beginning on enactment of this bill and ending on the last day of the COVID-19 (i.e., coronavirus disease 2019) public health emergency or January 1, 2021, whichever is later, implement or approve any change to the operations or the level of service that would impede prompt, reliable, and efficient services, including changes in the nature of services that will generally affect service on a nationwide basis; revisions of service standards; closures or consolidations of post offices or reduction of facility hours; prohibitions on payment of overtime pay to USPS officers or employees; changes that would prevent the USPS from meeting its service standards or that would reduce measurements of performance concerning those standards; changes that would have the effect of delaying mail, allowing non-delivery to a delivery route, or increasing the volume of undelivered mail.

This resolution expresses the sense of the House of Representatives that the Department of Justice (DOJ) should defend the Patient Protection and Affordable Care Act (PPACA) in ongoing litigation. Currently, DOJ supports the ruling by the U.S. Court of Appeals for the Fifth Circuit that upheld a district court ruling that certain provisions of the PPACA are not severable from the remainder of the Act and therefore that the entire law is invalid. The Fifth Circuit's ruling is currently pending appeal before the U.S. Supreme Court.

Restrictions on Intelligence Assets in Protests Act This bill limits when the intelligence community or federal law enforcement may conduct surveillance of protesters in the United States and requires a report on surveillance conducted in relation to protests after the death of George Floyd. (George Floyd was a Black man who died while restrained by a police officer in Minneapolis, Minnesota.) In general, no intelligence community element may investigate or conduct surveillance of individuals in the United States involved in First Amendment-protected protest activities. However, this prohibition shall not apply to (1) an investigation by the Federal Bureau of Investigation that is not solely based on the protected protest activity; (2) a National Guard member's active service while assigned to a unit with an intelligence community element; or (3) an activity in support of the Armed Forces pursuant to the Insurrection Act, if the Office of the Director of National Intelligence (ODNI) notifies Congress no later than one year after the start of such support activities. (The Insurrection Act authorizes the President to call upon the Armed Forces during an insurrection.) No federal law enforcement agency may support any other law enforcement agency in investigating or conducting surveillance of individuals involved in such protest activities if such support is beyond the mission, scope, or purpose of the supporting agency. The ODNI shall report to Congress on any intelligence community asset used to support any law enforcement agency or the National Guard during the U.S. protests occurring after the death of George Floyd.

Polar Bear Cub Survival Act of 2020 This bill prohibits oil and gas activities within one mile of polar bear habitat on the coastal plain of the Arctic National Wildlife Refuge as specified by the bill. Prohibited activities include exploration, development, production, or transportation and other infrastructure activities.

Pandemic Child Hunger Prevention Act This bill revises food and nutrition programs of the Department of Agriculture (USDA) during the COVID-19 (i.e., coronavirus disease 2019) pandemic. USDA must reimburse states at the free rate for meals served by school food authorities in such states during the 2020-2021 school year under the National School Lunch Program and the School Breakfast Program. All children enrolled in a school that participates in such programs are temporarily eligible (without application) to receive free school meals during the 2020-2021 school year. Additionally, such children are certified eligible (without application) for free meals under the (1) summer food service program, (2) child and adult care food program, and (3) meal supplements for children in after-school programs. The bill also sets forth provisions related to the 2021-2022 school year, including provisions regarding (1) calculations to determine the percentage of identified students under the school meal programs, (2) the selection of schools under the fresh fruit and vegetable program, and (3) establishing a price for paid lunches during such school year.

Toxic Exposure Safety Act of 2020 This bill expands an existing program to provide compensation to Department of Energy (DOE) employees and contractors for illnesses caused by occupational exposure to radiation and certain substances to cover additional workers with illnesses caused by toxic substances. The Energy Employees Occupational Illness Compensation Program shall cover DOE employees and contractors who are members of the Toxic Special Exposure Cohort established under this bill. The Department of Health and Human Services shall establish rules for determining whether a DOE employee or contractor qualifies as a cohort member, including a list of qualifying diseases. The bill also requires the Department of Labor to create or update assessments of toxic substance exposure in each DOE facility. The bill also appropriates funds as necessary for DOE's assistance with certain Labor activities related to DOE facilities. Furthermore, the National Institute of Environmental Health Sciences shall conduct or support research on the epidemiological impacts of toxic substance exposure at DOE facilities.

Save our Stages Act or the SOS Act This bill authorizes the Small Business Administration (SBA) to make grants to eligible live venue operators, producers, promoters, or talent representatives to address the economic effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on certain live venues. Specifically, the SBA may make (1) an initial grant of up to $12 million dollars to an eligible operator, promoter, producer, or talent representative; and (2) a supplemental grant that is equal to 50% of the initial grant. An initial grant must be used for costs incurred between March 1, 2020, and December 31, 2020, but a supplemental grant may be used for expenses incurred through June 30, 2021. Such grants shall be used for specified expenses such as payroll costs, rent, utilities, and personal protective equipment.

ESP Family Leave Act This bill provides that employees who are education support professionals will be considered as meeting the hours of service requirements to become eligible for family or medical leave under the Family and Medical Leave Act of 1993, if they have worked a number of hours equal to not less than 60% of the total monthly hours expected for their job descriptions and duties, as assigned for the previous school year. The bill defines an education support professional as an employee within a public school or public institution of higher education which may include (1) paraeducators who provide instructional and noninstructional support; (2) secretarial, clerical, and administrative support staff; (3) custodians and maintenance service workers who provide building and grounds maintenance and repair; (4) skilled trade workers who provide services in schools, e.g., electricians, carpenters, and machinery operators; (5) workers who provide food service; (6) workers who provide school transportation and delivery services; (7) computer audiovisual, and language technical support staff; (8) security staff; (9) nursing, health, and therapy support staff; and (10) other staff that may serve public education students. The Department of Labor may provide a method for calculating leave under the Act for education support professionals.

Preventing Authoritarian Policing Tactics on America's Streets Act This bill imposes limitations on federal law enforcement officers and members of the Armed Forces (or the National Guard) engaging in law enforcement activities related to crowd control. When engaged in certain law enforcement activities related to crowd control, such an officer or member (1) shall clearly display certain identifying information, such as the individual's last name or unique identifier; and (2) shall not use an unmarked vehicle to apprehend or arrest civilians. Such an officer or member may only engage in certain law enforcement activities, such as crowd or riot control and arrest of individuals engaged in civil disobedience, on or in the immediate vicinity of federal property, unless (1) a state or local government has requested federal support, or (2) the President has invoked certain authorities to suppress insurrection. If such an officer or member is conducting a law enforcement function in violation of the limitations in this bill, the officer or member may not arrest an individual in the United States. If such an officer or member is deployed to respond to any riot, public disturbance, or crowd control incident, the responsible federal agency or branch of the Armed Forces shall, within 24 hours of the deployment, notify the public and provide certain information on its website.

Represent America Abroad Act of 2020 This bill requires the Department of State to establish the Represent America Mid-Career Foreign Service Entry Program to increase diversity in the Foreign Service by recruiting mid-career professionals who are from minority groups. As part of the program, the State Department shall (1) establish and publish eligibility criteria for participation; (2) carry out recruitment efforts to attract highly qualified, mid-career professionals from minority groups; and (3) include appropriate mentorship and other career development opportunities for program participants. The State Department must submit an annual report on the status of the program.

Coronavirus Relief Fund Local Government Flexibility Act This bill allows payments from the Coronavirus Relief Fund, which were made to states, tribal governments, and local governments, to be used to cover expenditures incurred through March 31, 2021. Currently, expenditures must be incurred before December 31, 2020.

Local Journalism Sustainability Act This bill allows individual and business taxpayers certain tax credits for the support of local newspapers and media. Specifically, individual taxpayers may claim an income tax credit up to $250 for a local newspaper subscription. The bill also allows local newspaper employers a payroll tax credit for wages paid to an employee for service as a journalist and certain small businesses a tax credit for local newspaper and media advertising expenses.

Safe Line Speeds in COVID-19 Act This bill directs the Food Safety and Inspection Service of the Department of Agriculture (USDA), for the duration of the COVID-19 (i.e., coronavirus disease 2019) emergency period, to suspend any waivers and not issue new waivers related to line speeds in meat and poultry establishments and inspection staffing requirements for such establishments. Additionally, the implementation of, and conversion to, the New Swine Slaughter Inspection System must be suspended. No funds made available to USDA during the COVID-19 emergency period shall be used to develop, propose, finalize, issue, amend, or implement any policy, regulation, directive, constituent update, or any other agency program that would increase line speeds at meat and poultry establishments. Upon termination of the COVID-19 emergency period, the Government Accountability Office shall conduct a review of actions taken by specific federal agencies, including USDA, in response to the COVID-19 pandemic to determine the effectiveness of such actions in protecting animal, food, and worker safety.

Maritime Transportation System Emergency Relief Act of 2020 This bill authorizes the U.S. Maritime Administration (MARAD) to provide financial assistance to states and maritime industry entities during an emergency such as COVID-19 (i.e., coronavirus disease 2019). Specifically, MARAD may provide grants for operating costs involved with an emergency response operation, including costs for cleaning, sanitizing, janitorial services, staffing, paid leave, and procuring personal protective equipment; and the costs of capital projects to protect, repair, reconstruct, or replace equipment and facilities of the United States maritime transportation system that are in danger of suffering serious damage, or has suffered serious damage, as a result of an emergency. The federal share payable of the costs for which a grant is provided under the bill shall be 100%.

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement that their health insurance plans cover contraceptive services without cost-sharing.

Social Security COVID Correction and Equity Act This bill expands the Old-Age, Survivors, and Disability Insurance (OASDI) benefits program, temporarily expands the Supplemental Security Income (SSI) program, and otherwise modifies these programs. Specifically, the bill revises OASDI benefits by (1) modifying funding formulas, (2) extending eligibility for certain benefits, and (3) increasing income thresholds used to determine the percentage of benefits subject to federal income tax. Changes to OASDI funding formulas include (1) increasing the primary insurance amount, (2) establishing new methods to calculate benefits for individuals with lifetime low earnings and for widows and widowers, and (3) modifiying application of the national average wage index to prevent certain reductions to benefits. In addition, children of a deceased, disabled, or retired worker remain eligible for OASDI benefits through age 22 if they are full-time students. Under current law, they receive benefits through age 18. The bill also extends dependent child benefits under the OASDI program to specified family members other than grandparents or step-grandparents, including in cases where a court grants custody of the dependent child to an eligible family member. To receive benefits under current law, either both parents must be disabled or deceased or a grandparent or step-grandparent must legally adopt the dependent child. The bill also temporarily increases income and resource limits for the SSI program, thereby temporarily expanding eligibility. This program helps aged, blind, and disabled individuals with limited income and resources meet their basic needs.

SAFE Workers Act or the Secure And Fair Elections for Workers Act This bill requires the National Labor Relations Board (NLRB) to provide employees with the ability to vote remotely by telephone or the internet in union representation elections during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill further permits the NLRB's use of appropriations to issue directives or regulations providing for electronic voting methods.

Reviving the Economy Sustainably Towards A Recovery in Twenty-twenty Act or the RESTART Act This bill establishes a loan program whereby the Small Business Administration (SBA) shall guarantee loan amounts to certain businesses affected by COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires the SBA to guarantee 100% of program loan amounts made to certain small businesses that have not more than than 5,000 full-time employees. The terms for such loans shall include (1) a maximum duration of not more than seven years; (2) an amount that is not greater than 45% of 2019 gross receipts, up to $12 million; and (3) no payment on principal for the first two years of the loan. A lender that is otherwise approved to make paycheck protection loans may make and approve loans established by the bill, and a recipient may use loan funds for specified allowable expenses including payroll costs, rent, utilities, and personal protective equipment. Such loans may be forgiven up to the amount of total losses incurred by the recipient in the taxable year 2020.

Comprehensive Review of Military Suicide Act This bill requires the Department of Defense to issue and implement guidance that requires that each suicide involving a member of the Armed Forces be reviewed by a multidisciplinary board established at the command or installation level.

Voices for Veterans Act This bill expands the membership of the Advisory Committee on Minority Veterans to include veterans who are lesbian, gay, bisexual, transgender, or queer. Among other responsibilities, the committee advises the Department of Veterans Affairs on the administration of benefits and provision of health care, benefits, and services to minority veterans.

Protecting Europe's Energy Security Clarification Act of 2020 This bill expands existing sanctions on foreign individuals and entities that engage in certain activities relating to the construction of the Nord Stream 2 and TurkStream energy pipelines. Current law generally imposes visa- and property-blocking sanctions on foreign individuals and entities that knowingly took actions such as selling or leasing vessels that engaged in pipe laying related to the pipelines. Under this bill, the President shall also impose sanctions on foreign individuals and entities that engage in other specified activities, such as (1) providing underwriting services or insurance for such vessels, or (2) installing welding equipment for such vessels.

National Cyber Director Act This bill establishes the Office of the National Cyber Director, the duties of which shall include (1) serving as the principal advisor to the President on cybersecurity strategy and policy, (2) developing and supervising implementation of the U.S. National Cyber Strategy, and (3) directing the response of the federal government to cyberattacks and cyber campaigns of significant consequence.

Research Investment to Spark the Economy Act or the RISE Act This bill authorizes the Departments of Agriculture, Commerce, Defense, Education, Energy, the Interior, and Health and Human Services and the National Aeronautics and Space Administration (NASA), National Science Foundation, and Environmental Protection Agency to provide support for research regarding COVID-19 (i.e., coronavirus disease 2019) or research disrupted by the COVID-19 pandemic. Support under this bill shall be provided through federal science agencies with at least $50 million in basic and applied research obligations in FY2020. Support may be used to provide supplemental funding to extend the duration of a grant to a research institution or national laboratory that was awarded prior to the enactment of this bill, or to expand the purposes of such a grant as specified; provide supplemental funding through existing competitively awarded cooperative agreements and contracts to cover the increased costs of construction of scientific facilities and equipment that have been delayed because of COVID-19; and award grants and cooperative agreements to institutions of higher education to conduct research on the behavioral, social, or economic effects of COVID-19 and the responses to the disease or on the effectiveness of such responses. Agencies must provide the support as rapidly as possible. Provided funds shall remain available for expenditure for up to two years.

Emergency Housing Protections and Relief Act of 2020 This bill addresses various housing issues in response to the COVID-19 (i.e., coronavirus disease 2019) public health emergency, including housing assistance programs and moratoriums on evictions and foreclosures. The bill authorizes additional housing assistance, including rental assistance, for (1) low-income individuals with families, including those who are homeless or at risk of homelessness; (2) the elderly; (3) individuals with disabilities; and (4) rural renters. In addition, the bill establishes a 12-month moratorium on evictions covering all tenants, whereas the previously enacted moratorium covered only tenants of federally assisted properties. Similarly, the bill establishes a 12-month moratorium on foreclosures that covers all tenants, whereas the previously enacted moratorium covered only federally backed mortgages. The bill also establishes an automatic 60-day forbearance (i.e., suspension of mortgage payments) for a single-family mortgage that becomes delinquent by 60 days during the public health emergency. Under current law, the borrower must request a forbearance. This automatic forbearance also applies to certain reverse mortgages. The bill extends the maximum period of forbearance for multifamily mortgages from 90 days to 12 months. Additionally, the bill establishes a six-month moratorium on the repossession of personal property used as a dwelling. The bill also provides additional bankruptcy protections by (1) increasing the homestead exemption (generally, the equity in a residence that is protected from creditors in a bankruptcy proceeding) from $15,000 to $100,000, and (2) expanding eligibility for Chapter 13 bankruptcy.

Defense Communities Coronavirus Relief Act of 2020 This bill establishes and modifies Department of Defense programs that provide financial assistance to communities that support military installations and personnel, including programs for community infrastructure projects and for schools and small businesses that have been impacted by COVID-19 (i.e., coronavirus disease 2019).

This resolution expresses the sense of the House of Representatives that (1) lesbian, gay, bisexual, transgender, and queer (LGBTQ) rights are human rights and protected by the U.S. Constitution; (2) LGBTQ Pride Month should be celebrated; and (3) all Americans should be treated equally regardless of sexual orientation or gender identity.

Stop Biometric Surveillance by Law Enforcement Act This bill prohibits federal law enforcement agencies, states and local governments, and high-risk urban areas from using facial recognition technology or other biometric surveillance systems on any image that is acquired by body-worn cameras used by law enforcement officers. The bill also includes enforcement provisions that require certain federal grants to be reduced for states, local governments, and high-risk urban areas that violate this restriction.

Real Economic Support That Acknowledges Unique Restaurant Assistance Needed To Survive Act of 2020 or the RESTAURANTS Act of 2020 This bill temporarily establishes and provides funding for the Restaurant Revitalization Fund, from which the Department of the Treasury shall make grants to eligible food and beverage purveyors to cover specified costs. The amount of such a grant shall be reduced by the amount of (1) any emergency grant received for an economic injury disaster loan, or (2) any paycheck protection loan amount forgiven under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019). For the grant program's initial period, Treasury must (1) prioritize awarding grants to marginalized and underrepresented communities, and (2) only award grants to eligible food and beverage purveyors with annual revenues of less than $1.5 million.

The Global Pandemic NIE Act of 2020 This bill requires reports to Congress related to the COVID-19 (i.e., coronavirus disease 2019) pandemic. The Office of the Director of National Intelligence (ODNI) shall report to Congress a classified, intelligence-based assessment on the threat of global pandemic disease, including an assessment of the possible courses of the COVID-19 pandemic in the 18 months following the report. The bill also requires the President to report to Congress on (1) a whole-of-government response to a potential second wave of the COVID-19 pandemic and to future pandemics, and (2) a global strategy for mobilizing international institutions to combat the COVID-19 pandemic. The reports shall also be publicly available, except that the publicly available ODNI assessment shall be an unclassified version of the classified report given to Congress.
