Fruit Labeling Accuracy Act of 2016 This bill amends the Federal Food, Drug, and Cosmetic Act to prohibit the Food and Drug Administration from requiring the percent daily value of added sugars to appear on the label of dried fruit or vegetables that are naturally low in sugar or juice beverages made from fruit or vegetables that are naturally low in sugar.

Charles Duncan Buried with Honor Act of 2016 This bill authorizes the Department of Veterans Affairs (VA), if it is unable to identify a deceased veteran's next of kin and if it determines that sufficient resources for the furnishing of a casket or urn for the burial of such veteran are not otherwise available, to furnish a casket or urn for the burial of such veteran in a national cemetery (current law) or in a veterans cemetery of a state or tribal organization for which the VA has provided a grant for the establishment, expansion, and improvement of veterans' cemeteries.

Regulatory Relief for Small Businesses, Schools, and Nonprofits Act This bill postpones from December 1, 2016, until June 1, 2017, the effective date of a final rule of the Department of Labor revising income thresholds for determining overtime pay for executive, administrative, professional, outside sales, and computer ("white collar") employees exempt from regular minimum wage and overtime pay requirements.

Hospital Quality Rating Transparency Act of 2016 This bill delays the date upon which the Department of Health and Human Services (HHS) may make Overall Hospital Quality Star Ratings for hospitals publicly available. With respect to such ratings, HHS shall: (1) make publicly available detailed information on the methodology used, (2) have the validity and accuracy of such methodology independently confirmed, and (3) provide a public comment period of specified duration. HHS may not make the ratings publicly available until the later of July 31, 2017, or the date upon which the bill's requirements are satisfied. In the event that such ratings have already been published on a specified website, HHS shall remove them and not republish them until the bill's requirements have been satisfied.

Graduate Opportunities in Medical Education Distribution Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to redistribute unused residency positions for which graduate medical education costs are paid under Medicare. Specifically, the Centers for Medicare & Medicaid Services must: (1) reduce a hospital's resident limit by a specified amount if the hospital has unused residency positions and is not a rural hospital with fewer than 250 acute care inpatient beds, and (2) increase the resident limit for each qualifying hospital that applies for an increase. In aggregate, the number of increased positions shall equal the number of reduced positions. The bill establishes specified priorities and capacity considerations with respect to redistribution.

Protection from Insurance Exchange Monopolies Act This bill amends the Internal Revenue Code to exempt from the requirement to maintain minimum essential health coverage any individual residing in a county with fewer than two health insurance issuers offering qualified health plans on an exchange.

Recognizes September 11 as a day of remembrance and extends sympathies to persons affected by the September 11, 2001, terrorist attacks. Honors the service and sacrifice of the men and women who served in the U.S. Armed Forces in the aftermath of such attacks. Honors the sacrifices made by military families and the support they provide to members of the Armed Forces. Expresses sorrow for those members who gave their lives in service to the United States and extends sympathies to their families. Extends gratitude to the armed forces of all nations who have served and fought alongside the U.S. Armed Forces since September 11, 2001. Reaffirms the duty to understand and honor our post-9/11 veterans and faithfully serve the needs of all veterans.

Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers.

Declares that the House of Representatives: mourns the loss of life and expresses condolences to the families of those killed and injured in the earthquake in Italy on August 24, 2016, recognizes the deep ties between the United States and Italy and expresses continued solidarity with the people of Italy during this time of crisis, applauds the courageous actions of the first responders and volunteers, and supports President Obama's offer of assistance to Italy. Commends the many U.S. organizations, including the National Italian-American Foundation, supporting the Italian people and raising funds to aid in the rebuilding and relief efforts. Expresses gratitude to the people of the United States who have generously supported humanitarian aid agencies working to assist the people of Italy.

United States Appreciation for Olympians and Paralympians Act This bill amends the Internal Revenue Code to exclude from gross income, for income tax purposes, the value of any medal or prize money received on account of competition in the Olympic Games or Paralympic Games.

Dialysis PATIENTS Demonstration Act of 2016 or the Dialysis Patient Access to Integrated-care, Empowerment, Nephrologists, Treatment, and Services Demonstration Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to establish a demonstration program for the provision of integrated care to Medicare beneficiaries with end-stage renal disease (ESRD). Under the voluntary program, eligible participating providers may form organizations to offer ESRD integrated care models and serve as medical homes for program-eligible beneficiaries. Such a model: (1) shall cover medical and hospital services, other than hospice care, under Medicare; (2) must include benefits for transition into palliative care; and (3) may cover prescription drug benefits. An organization must offer at least one open network model but may also offer one or more preferred network models. An organization shall return savings achieved under the models to program-eligible beneficiaries. A beneficiary shall have the opportunity to: (1) opt out of the program, (2) make an assignment change into an open network model offered by a different organization, or (3) elect a preferred network model. The bill establishes requirements regarding: (1) benefits for program-eligible beneficiaries who are also eligible for Medicaid benefits, (2) program quality and reporting, (2) ESRD integrated care strategy, (3) program operation and scope, (4) beneficiary notification, and (5) payment.

Countering Violent Extremism Task Force Oversight Act This bill requires the Department of Homeland Security and the Department of Justice to jointly submit to Congress an annual report on the Countering Violent Extremism Task Force. Each report shall include an examination of how the task force: plans and coordinates countering violent extremism programs of the federal government; evaluates the effectiveness of such programs; plans and coordinates such programs that specifically address and counter the threat of radicalization of U.S. citizens or lawful permanent residents by foreign terrorists or foreign terrorist organizations through the Internet, social media, or other platforms; and plans and coordinates such programs that specifically address and counter the threat of lone wolf acts of terrorism conducted by U.S. citizens or lawful permanent residents who have been radicalized. Each such report also shall examine: the levels of funding, personnel, and agency resources that are devoted to the task force; problems and difficulties associated with the development, implementation, and coordination of such programs; a comparison of the task force with similar organizations and programs employed by U.S. allies and partners; and proposed policy recommendations for developing coordinated, coherent, cohesive whole-government countering violent extremism programs.

Improving Economic Sanctions Act of 2016 This bill establishes within the Office of Terrorism and Financial Intelligence of the Department of the Treasury an Economic Sanctions Strategy, Coordination, and Planning Group. The group shall conduct contingency planning to enable the Office of Foreign Assets Control (OFAC) to impose, monitor, and enforce a program of economic sanctions against a foreign country or entity pursuant to the International Emergency Economic Powers Act. The group shall: (1) review OFAC economic sanctions programs to identify specific problems with such programs and general problems with U.S. economic sanctions policy, and (2) create a strategy to improve such programs and policy. The Office of Terrorism and Financial Crimes shall coordinate the development of U.S. economic sanctions policy with the Departments of State, Defense, Justice, and Commerce; the National Security Council; and the Office of the Director of National Intelligence.

Pershing County Economic Development and Conservation Act This bill directs the Department of the Interior to conduct sales or exchanges of eligible lands in Pershing County, Nevada, identified as the "Checkerboard Lands Resolution Area." Interior and the county shall jointly select which parcels of eligible land to offer for sale or acre-for-acre exchange. For purposes of acre-for-acre exchanges, Interior shall identify management priority areas within the Checkerboard Lands Resolution Area, including those considered to be: greater sage-grouse habitat; part of an identified wildlife corridor or designated critical habitat; of value for outdoor recreation or public access for hunting, fishing, and other recreational purposes; of significant cultural, historic, ecological, or scenic value; or of value for improving federal land management. The bill prescribes requirements for the disposition of proceeds from the sales of lands. Interior shall offer for sale and convey to specified qualified entities, for fair market value, the remaining U.S. right, title, and interest in certain lands and interests in the county. Interior shall convey to the county, without consideration, Unionville Cemetery. The bill designates specified federal land in Nevada as components of the National Wilderness Preservation System. The bill releases specified wilderness study areas from further review for designation as wilderness.

Veterans Transplant Coverage Act of 2016 This bill authorizes the Department of Veterans Affairs (VA) to: (1) provide for an operation on a live donor to carry out a transplant procedure for an eligible veteran notwithstanding that the live donor may not be eligible for VA health care, and (2) provide for such an operation at a VA or a non-VA facility. The VA shall furnish to such a donor any care or services that may be required before and after conducting with such procedure.

Preventing Iranian Destabilization of Iraq Act of 2016 This bill declares it shall be the policy of the United States to impose sanctions with respect to terrorist organizations and foreign countries, including the government of Iran, that threaten the peace or stability of Iraq. The bill directs the President to impose sanctions to block transactions in property and interests in property in the United States of, and the Department of State or the Department of Homeland Security (DHS) to deny admissions into the United States or revoke the visa of, any foreign person that State or DHS determines: has knowingly committed, or poses a significant risk of committing, violence that threatens the peace or stability of Iraq or that undermines economic reconstruction, political reform, or humanitarian efforts in Iraq; has knowingly materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services in support of, any such act; or is owned or controlled by, or has acted on behalf of, a foreign person that has carried out any such act or activity. Such admissions-related sanctions shall not apply if a person's admission is necessary to permit the United States to comply with the Agreement regarding the Headquarters of the United Nations or other applicable international obligations. The President may waive the application of sanctions under this bill for up to 90 days if the President provides prior certification that the waiver is vital to U.S. national security interests. The sanction provisions of this bill shall cease to be effective on January 1, 2022. It is the sense of Congress that the government of Iran has committed acts of violence, and poses a significant risk of committing further acts of violence, that threaten the peace or stability of Iraq. The bill directs the President to determine whether specified Iranian officials are responsible for engaging in acts or activities described in this bill and, if so, to impose admissions-related sanctions on such officials. The President must report, every 180 days for 5 years, on Iranian activities in Iraq, including Iran's support for Iraqi militias or political parties.

Lift the Relocation Burden from Military Spouses Act This bill authorizes the military department concerned to reimburse a member of the Armed Forces who is reassigned for a permanent change of station or assignment from one state to another for qualified relicensing costs of the member's spouse. Reimbursement may not exceed $500 for each change of station or assignment. The Department of Defense and the Department of Homeland Security (with respect to the Coast Guard) shall work with states to improve license portability. "Qualified relicensing costs" are the costs, including exam and registration fees, needed to secure a license or certification to engage in the same profession in the new state.

Strengthening Career and Technical Education for the 21st Century Act This bill reauthorizes through FY2022 the Carl D. Perkins Career and Technical Education Act of 2006, divides career and technical education (CTE) students into CTE concentrators and CTE participants, and revises requirements for within-state funding allocations. The bill also revises requirements for core indicators of performance, including state adjusted levels of performance, to differentiate those for CTE concentrators who graduate from high school and for CTE concentrators at the postsecondary level. The Institute for Education Sciences shall act for the Department of Education (ED) to appoint the independent advisory panel on the evaluation of CTE programs. The bill revises requirements for the contents of an evaluation. ED may award grants to eligible entities, including local educational agencies and area CTE schools, to: create, develop, implement, or take to scale evidence-based, field initiated innovations, including through a pay for success initiative to improve CTE student outcomes; and evaluate such innovations rigorously. The bill reauthorizes through FY2022 grants for tribally controlled CTE institutions, and repeals the authorization for assistance for certain occupational and information activities. State plans shall be for four years instead of six years. The bill revises requirements for: such plans as well as state program improvement plans and state leadership activities; local applications for CTE programs, including a comprehensive CTE needs assessment, and local uses of funds; and state maintenance of efforts, including administrative penalties for failure to meet maintenance requirements. The bill repeals the separate mandate for tech prep education. The Government Accountability Office shall evaluate: the strategies, components, policies, and practices used by eligible agencies or eligible recipients receiving funding to assist successfully all students in pursuing and completing programs of study aligned to high-skill, high-wage occupations, as well as any specific underrepresented subgroup of students; and any challenges associated with replication of such strategies, components, policies, and practices. The Wagner-Peyser Act is amended to revise the duties of a state agency receiving federal assistance for participation in the nationwide employment statistics system of workforce and labor market information.

Accessing Higher Education Opportunities Act This bill amends title V (Developing Institutions) of the Higher Education Act of 1965 to expand grant activities under the Hispanic Serving Institutions program to include: (1) support programs that facilitate student advancement to doctoral degree programs in health care occupations, and (2) developing or expanding access to dual or concurrent enrollment programs and early college high school programs.

Simplifying the Application for Student Aid Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to require the Department of Education (ED) to use tax information from the second preceding tax year (the "prior, prior year") to determine a student's financial aid eligibility. It requires data sharing between ED and the Internal Revenue Service (IRS), pursuant to taxpayer consent. The bill revises the annual adjustment percentage calculation used to determine the total maximum Federal Pell Grant award by measuring inflation over the most recent fiscal year instead of calendar year. ED must develop and maintain a consumer-tested technology tool to allow a federal financial aid applicant to complete and submit electronic forms (e.g., the Free Application for Federal Student Aid) using a mobile device. Additionally, ED must make every effort to use IRS data to automatically populate the electronic forms with tax return information.

This joint resolution declares that: Congress disapproves the rule submitted by the Department of Labor relating to defining and delimiting the exemptions from minimum wage and overtime pay requirements for executive, administrative, professionals, outside sales, and computer employees under the Fair Labor Standards Act of 1938; and such rule shall have no force or effect.

Honoring Hometown Heroes Act This bill authorizes the governor of a state, territory, or possession of the United States or the Mayor of the District of Columbia to proclaim that the U.S. flag shall be flown at half-staff in the event of the death of a first responder (public safety officer) working in such jurisdiction who dies while serving in the line of duty.

This bill prohibits U.S. agency funds from being used until the earlier of the enactment date of an Act authorizing FY2017 appropriations for military activities of the Department of Defense (DOD) or January 1, 2017, for the transfer or release to or within the United States, its territories, or possessions or to any foreign country or entity of an individual detained at Naval Station, Guantanamo Bay, Cuba. "Individual detained at Guantanamo" means an individual located at Guantanamo as of October 1, 2009, who: (1) is not a U.S. national or a member of the Armed Forces, and (2) is in the custody or under the control of DOD or otherwise detained at Guantanamo.

Condemns the Dog Meat Festival in Yulin, China, because it: (1) is a spectacle of extreme animal cruelty, (2) is a commercial activity not grounded in Chinese history, (3) is opposed by a majority of the Chinese people, and (4) threatens global public health. Urges: the government of China and the Yulin authorities to ban the killing and eating of dogs as part of Yulin's festival and to enforce China's food safety laws regulating the processing and sale of animal products and the 2011 Agriculture Ministry of China Regulation on the Quarantine of Dogs at the Place of Origin requiring one certificate for one dog on trans-provincial transport trucks, and the National People's Congress of China to enact an animal anticruelty law that bans the dog meat trade. Affirms the commitment of the United States to the protection of animals and to the progress of animal protection.

Expresses appreciation to the European Union (EU) for the progress made in countering Hizballah since the EU designated Hizballah's military wing as a terrorist organization. Supports cooperation between the United States and the EU in thwarting Hizballah's criminal and terrorist activities. Urges the EU to designate Hizballah in its entirety as a terrorist organization and increase pressure on the group, including through: better cross-border cooperation among EU members, issuing arrest warrants against Hizballah members and active supporters, freezing Hizballah's assets in Europe, and prohibiting fund raising activities in support of Hizballah.

Safeguarding Economic Needs Important to Our Retirees through Creating an Ongoing Living Adjustment Guarantee (SENIOR COLA Guarantee) Act of 2016 This bill amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to revise cost-of-living computation requirements. Annual minimum and maximum cost-of-living increases for Social Security beneficiaries shall range between: 3% and 4% for individuals whose adjusted gross income (AGI) for the preceding calendar year did not exceed $18,000 ($20,000 in a joint return), 1.5% and 3% for individuals whose AGI ranged from $18,000 to $48,000 ($20,000 to $50,000 in a joint return), or 1% and 2% for individuals whose AGI exceeded $48,000 ($50,000 in a joint return).

Urges finalization of a new Memorandum of Understanding between the United States and Israel. Supports a long-term Memorandum of Understanding between the United States and Israel that increases the amount of aid from previous agreements and enhances Israel's military capabilities.

Patient Access to Durable Medical Equipment Act of 2016 or the PADME Act This bill amends title XVIII (Medicare) of the Social Security Act to establish a bid ceiling for durable medical equipment (such as wheelchairs) under Medicare's competitive acquisition program, through which rates are set according to a bidding process rather than by an established fee schedule. Specifically, the bid ceiling for such an item shall not be less than the fee schedule amount that would otherwise be determined. Under current law, the Centers for Medicare & Medicaid Services (CMS) must use payment information from competitive acquisition programs to make payment adjustments for areas outside of such programs. The bill requires CMS, in making these adjustments, to account for stakeholder input. In addition, CMS must account for a comparison of competitive acquisition areas and other areas with respect to the following factors: average travel distance and cost associated with furnishing items and services, barriers to access, average delivery time, average volume of items and services furnished by suppliers, and number of suppliers. In addition, CMS shall delay by 15 months the full implementation of new Medicare payment rates for durable medical equipment. On a monthly basis, CMS must publish on its website the results of the monitoring of health outcomes and Medicare beneficiaries' access to durable medical equipment.

Food and Fuel Consumer Protection Act of 2016 This bill amends the Clean Air Act by revising the renewable fuel program, which requires transportation fuel to contain a minimum volume of renewable fuel. The Environmental Protection Agency (EPA) must cap the total volume of ethanol blended into the transportation fuel supply at 9.7% of projected gasoline demand as determined by the Energy Information Administration.

Working to Integrate Networks Guaranteeing Member Access Now Act or the WINGMAN Act This bill directs the Department of Veterans Affairs (VA) to provide an accredited, permanent congressional employee with read-only remote access to the electronic Veterans Benefits Administration (VBA) claims records system of a represented veteran, regardless of whether the employee is acting under a power of attorney executed by the veteran. The VA shall ensure that access does not allow the employee to modify system data. An employee must complete the VA certification process required of agents or attorneys in order to have system access. Each Member of Congress who elects to have an employee participate in the system shall bear the certification cost, which shall be paid from the Member's representational allowance. Information access by an employee shall be deemed: (1) a covered disclosure requiring prior consent, with specified exceptions; and (2) a permitted disclosure relating to the privacy of individually identifiable health information. The VA may not recognize an employee for purposes of preparation, presentation, and prosecution of VA claims by reason of such system access. "Accredited, permanent congressional employee" means an employee of a Member of Congress who assists constituents with issues regarding federal departments or agencies. "Electronic VBA claims records system" means the VA system that provides claim status information, including information about medical records, compensation and pension exams records, rating decisions, a statement of the case and a supplementary statement of the case, a notice of disagreement, and Form-9.

Career and Technical Education Equity Act This bill amends the Carl D. Perkins Career and Technical Education Act of 2006 to revise hold harmless requirements for the allotment of career and technical education assistance grants to states. A state is prohibited from receiving an allotment for a fiscal year that is less than 90% of the allotment the state received for the preceding fiscal year. (Currently, no state may receive an allotment less than the one it received for FY1998.)

VA Appeals Modernization Act of 2016 This bill amends the Department of Veterans Affairs (VA) benefits appeals process to permit a claimant to request: a review of the Agency of Original Jurisdiction's decision by a higher-level adjudicator within the agency under which no additional evidence may be submitted; or a Board of Veterans Appeals (BVA) review under which no BVA hearing is requested and no additional evidence may be submitted or under which a BVA hearing is requested and the appellant requests an opportunity to submit additional evidence at, and within 90 days of, the hearing. ("Agency of Original Jurisdiction" means the activity which entered the original determination with regard to a claim for veterans benefits.) The BVA shall maintain two such separate dockets. A finding favorable to a claimant is binding on all subsequent VA adjudicators unless clear and convincing evidence is shown to the contrary. The BVA may remand a claim to the agency to obtain a corrective advisory medical opinion. The bill revises effective dates of awards provisions. The VA's duty to assist a claimant shall not apply: (1) once the claimant is provided notice of the agency's initial decision, and (2) to higher-level agency or BVA review. The VA is not required to send notice for a supplemental claim or to readjudicate a claim that has been disallowed except when new and relevant evidence is presented or secured (currently such provisions applies to reopening such claim). A claimants's notice of disagreement must set out specific allegations of error of fact or law. The BVA is authorized to dismiss an appeal which fails to do so.

Empowering Educators to Prevent Trafficking Act This bill authorizes the Department of Justice's Office of Juvenile Justice and Delinquency Prevention to award grants to local educational agencies to train school staff to recognize and respond to signs of labor and sex trafficking.

This joint resolution disapproves and nullifies a Department of Labor rule published on April 8, 2016, relating to the definition of the term "fiduciary" and the conflict of interest rule with respect to retirement investment advice. (The rule defines who is a fiduciary with respect to pension and retirement plans. Under current law, a person who provides investment advice has a fiduciary obligation that requires the person to provide advice in the sole interest of plan participants and beneficiaries. The rule changes the definition of "investment advice" to treat people who provide investment advice to pension and retirement plans for a fee or other compensation as fiduciaries in a wider array of advice relationships.)

Firearm Due Process Protection Act This bill amends the Brady Handgun Violence Protection Act to establish a 60-day time limit for the Department of Justice to make a final disposition of a request to correct a record in the National Instant Criminal Background Check System. With respect to violations of that limit, the bill establishes a private right to action.

This joint resolution disapproves the rule submitted by the Department of Labor relating to "Interpretation of the 'Advice' Exemption in Section 203(c) of the Labor-Management Reporting and Disclosure Act." The joint resolution declares that such rule shall have no force or effect. (Under section 203 of the Labor-Management Reporting and Disclosure Act, an employer must report any agreement or arrangement with a third party consultant to persuade employees as to their collective bargaining rights or to obtain certain information concerning the activities of employees or a labor organization in connection with a labor dispute involving the employer. The consultant, also, is required to report concerning such an agreement or arrangement with an employer. Statutory exceptions to these reporting requirements are set forth in LMRDA section 203[c], which provides, in part, that employers and consultants are not required to file a report by reason of the consultant's giving or agreeing to give "advice" to the employer.)

Expresses the sense of Congress that: a durable resolution to the Israeli-Palestinian peace process can only come through direct, bilateral negotiations between Israel and the Palestinians; the U.N. cannot be a truly neutral arbiter of the Israeli-Palestinian conflict; and the United States should veto any U.N. Security Council resolution that inserts the Security Council into the peace process, unilaterally recognizes a Palestinian state, makes declarations concerning Israeli controlled territories, or dictates terms and a time line for the Israeli-Palestinian peace process.

Kevin and Avonte's Law of 2016 Missing Americans Alert Program Act of 2016 This bill amends the Violent Crime Control and Law Enforcement Act of 1994 to revise and rename the Missing Alzheimer's Disease Patient Alert Program as the Missing Americans Alert Program and to reauthorize it through FY2021. It directs the Department of Justice's (DOJ's) Bureau of Justice Assistance to award grants to state and local law enforcement or public safety agencies and nonprofit organizations to prevent wandering and locate missing individuals with dementia or developmental disabilities. DOJ must establish and certain grant recipients must comply with standards and best practices related to the use of tracking technology to locate missing individuals with dementia or developmental disabilities. The bill amends the Missing Children's Assistance Act to specify that, with respect to training and technical assistance provided by the National Center for Missing and Exploited Children, cases involving missing and exploited children include cases involving children with developmental disabilities such as autism.

Risk Management and Homeowner Stability Act of 2016 This bill amends the Congressional Budget Act of 1974 to prohibit the chairs of the congressional budget committees from counting increases to guarantee fees as offsets for budget enforcement purposes. The bill includes an exception for legislation that increases guarantee fees to finance reforms to the secondary mortgage market. (Guarantee fees are charged by enterprises, such as the Federal National Mortgage Association [Fannie Mae] and the Federal Home Loan Mortgage Corporation [Freddie Mac], to guarantee the payment of principal and interest on loans. This bill prevents the fees from being used to offset provisions that increase the deficit in determining whether a budget point of order applies to legislation.)

Healthy Inpatient Procedures Act of 2016 or the HIP Act This bill delays and suspends implementation of Medicare's Comprehensive Care for Joint Replacement Model, which tests episode-based payment and quality measurement for care associated with hip and knee replacements. The bill also reduces and rescinds specified FY2017 and FY2018 funding that was appropriated for the Prevention and Public Health Trust Fund.

Veterans' Compensation Cost-of-Living Adjustment Act of 2016 This bill directs the Department of Veterans Affairs to increase, as of December 1, 2016, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Each such increase shall be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

ABLE to Work Act of 2016 This bill amends the Internal Revenue Code, with respect to ABLE accounts (tax-exempt savings accounts for persons with a disability), to allow: (1) an ABLE account beneficiary to make contributions to an ABLE account equal to the lesser of such beneficiary's compensation or an amount equal to the federal poverty line for a one-person household, and (2) a retirement savings tax credit for contributions to an ABLE account.
