Cold War Funds for Youth Summer Jobs Act of 1993 - Makes supplemental appropriations for FY 1993 to training and employment services of the Employment and Training Administration, Department of Labor, for the summer jobs program under summer youth training and employment provisions of the Job Training Partnership Act. Designates such resultant new budget authority and outlays as defense spending, for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

Breast and Cervical Cancer Information Act of 1993 - Amends the Public Health Service Act to require each recipient of a grant or contract for family planning services to: (1) provide information (in a culturally competent manner) concerning breast and cervical cancer, including information on the need and skills for breast self-examinations; and (2) refer clients for breast and cervical cancer screening, treatment, or other services.

Executive Composting Act - Expresses the sense of the Congress that the President and the Governor of each State should consider: (1) carrying out on-site composting of organic materials generated at their residences and grounds; and (2) distributing the resulting compost to visitors and local residents for use in gardens and for other appropriate purposes.

Designates July 25 through 31, 1993, as National Week of Recognition and Remembrance for Those Who Served in the Korean War. Authorizes the President to urge U.S. departments and agencies, interested organizations, groups, and individuals to fly the American flag at half-staff on July 27, 1993, in honor of the Americans who died as a result of their service in Korea.

Part-Time and Temporary Workers Protection Act of 1993 - Amends the Internal Revenue Code to revise requirements for approval of State unemployment compensation laws to provide for the eligibility for unemployment compensation of certain individuals seeking part-time employment. Directs the Secretary of Labor, acting through the Commissioner of the Bureau of Labor Statistics, to conduct an annual survey identifying characteristics of temporary workers and their relationships with their employers. Amends the Employee Retirement Income Security Act of 1974 to provide for protection and treatment of part-time and temporary workers under: (1) participation, vesting, and accrual rules governing pension plans; and (2) group health plans. Expands the definition of employee to include certain individuals whose services are leased or contracted.

TABLE OF CONTENTS: Title I: Recreational Camp Reporting Requirements and Data Base Title II: President's Advisory Council on Recreational Camps Recreational Camp Safety Act - Title I: Recreational Camp Reporting Requirements and Data Base - Requires a recreational camp in a State to report to the Secretary of Health and Human Services on: (1) each medical incident that occurs at the camp; and (2) each incident of sexual abuse that is alleged to have occurred at the camp involving a camper or staff member as a victim and that has previously been reported to another governmental agency. Directs the Secretary to: (1) collect such information in a central data system in a manner that will enable compilation of separate statistics concerning incidents that involve campers, staff members, recreational camp operators and directors; and (2) report to the President, the Congress, the National Association of Governors, and the National Association of State Legislatures on a comprehensive analysis of the information. Authorizes the Secretary to issue advisories to assist States in the prevention of deaths, injuries, and illnesses at recreational camps. Requires a recreational camp to record information in a medical log concerning an incident that is required to be reported and such other illnesses and injuries that occur at the camp as the Secretary may prescribe. Requires the Secretary to advise each State agency that has legal responsibility for public health and each State agency that issues a license to a recreational camp of any failure by a camp to comply with any requirements of this Act. Title II: President's Advisory Council on Recreational Camps - Establishes the President's Advisory Council on Recreational Camps to develop model safety guidelines for recreational camps.

TABLE OF CONTENTS: Title I: Programs and Related Provisions Subtitle A: Programs Subtitle B: Related Provisions Title II: Organization Title III: Reauthorization Subtitle A: National and Community Service Act of 1990 Subtitle B: Domestic Volunteer Service Act of 1973 Title IV: Technical and Conforming Amendments National Service Trust Act of 1993 - Amends the National and Community Service Act of 1990 and the Domestic Volunteer Service Act of 1973 to reauthorize, revise, and reorganize national and community service and domestic volunteer programs, establish a Corporation for National Service and a National Service Trust program of Federal investment in support of national service, and provide expanded opportunities for national service and educational awards for participants. Title I: Programs and Related Provisions - Subtitle A: Programs - (Sec. 101) Amends the National and Community Service Act of 1990 (the Act) to establish the National Service Trust program, replacing the current American Conservation and Youth Service Corps. Authorizes the Corporation for National Service (CNS) to make matching grants to State and local governments, Indian tribes, public and private nonprofit organizations, and higher education institutions for: (1) full- or part-time national service programs, including summer programs; and (2) subgrants for national service programs of other entities. Authorizes CNS to enter into agreements with other Federal agencies to support their national service programs. Directs CNS to approve national service educational awards for participants serving in CNS-assisted national service programs. Describes types of eligible national service programs addressing unmet human, educational, environmental, or public safety needs, including community corps, youth corps, service-learning, special skills or specialized training, individualized placement, campus-based, preprofessional training, professional corps, disadvantaged youth community service, national service entrepreneur, intergenerational, or other programs. Directs CNS to establish qualification criteria. Authorizes CNS to provide the following types of program assistance: planning, operational, replication, subgrantee, training, technical, and other special assistance (including support for State commissions and challenge grants for national service programs). Requires CNS to ensure that participants in VISTA or the Civilian Community Corps receive national service educational awards, except in specified circumstances. Sets forth application and program requirements. Requires an assurance that the program assisted will not perform service that provides a direct benefit to any: (1) for-profit business; (2) labor union; (3) partisan political organization; or (4) organization engaged in religious activities (unless such service does not involve use of assistance or participants to give religious instruction, conduct worship services, or engage in any form of proselytization). Sets a minimum age for national service participants of 17, except for certain youth programs where the beginning of service may be between age 16 and 25. Sets rules for selection of participants, including selection and training of a national leadership pool. Sets a term of service at a minimum of 1,700 hours during: (1) a full-time period of nine months to one year; or (2) a part-time period of one to two years. Establishes requirements for participant living allowances. Limits the Federal share to not more than 85 percent of the VISTA volunteer allowance. Makes those who serve in approved national service positions eligible for national service educational awards. (Sec. 102) Establishes the National Service Trust in the Treasury to provide for the payment of national service educational awards. Sets forth eligibility standards for national service educational awards. Bases such awards on only the first and second terms of service. Requires that the award be used within five years after completion of the term of service. Sets the award's value at $5,000 for each term of service (up to two terms). Allows the use of such awards to: (1) repay outstanding student loans; (2) pay current educational expenses; (3) enable participation in approved school-to-work programs; and (4) pay interest during forbearance on loan repayment. Provides that awards shall not be considered: (1) in a means-test for Federal or federally-assisted benefits; or (2) as taxable income under the Internal Revenue Code. Makes conforming amendments to student loan provisions of the Higher Education Act of 1965 (HEA). Makes Stafford loan forgiveness available. (Sec. 103) Establishes School-Based and Community-Based Service-Learning programs to replace current Programs for Students and Out-of-School Youth. Revises the Serve-America program (currently named Service-America) to include: (1) school-based programs for students; (2) community-based service programs for school-age youth; and (3) a service-learning clearinghouse. Authorizes CNS to make planning grants to local educational agencies (LEAs) with respect to service-learning coordinators participating in an assisted national service program or receive a national service educational award. Authorizes grants for school-based service-learning programs and community-based service programs. Directs CNS to provide financial assistance to eligible public and private nonprofit organizations to establish a service-learning clearinghouse. Adds priority criteria for the making of grants for Higher Education Innovative Programs for Community Service. (Sec. 104) Establishes an Investment for Quality and Innovation program to carry out specified innovation and quality improvement activities. Directs CNS to provide assistance to appropriate entities to establish one or more clearinghouses, including the service-learning clearinghouse. Authorizes the President, acting through CNS, to make Presidential awards for service to individuals providing significant service, and to outstanding service programs. Provides that Civilian Community Corps members may receive educational awards (or suitable alternative benefits if ineligible for such awards). Amends the National Defense Authorization Act for Fiscal Year 1993 to extend the authority to conduct the Civilian Community Corps Demonstration Program. Subtitle B: Related Provisions - (Sec. 111-121) Makes conforming amendments and repealers to specified Federal law. Title II: Organization - (Sec. 201) Amends the National and Community Service Act of 1990 to require the establishment of State commissions on national service as a condition for receiving certain grants or allotments or a distribution of approved national service positions. Sets commission membership standards, and duties, including planning. (Sec. 202) Establishes the Corporation for National Service (CNS) as a Government corporation to administer programs under the Act. Amends the Domestic Volunteer Service Act of 1973 to require the Director of the ACTION Agency to report directly to the CNS Chairperson (under interim authorities). Directs the Chairperson to establish (or request the Director of the Office of Personnel Management to provide) job search and related assistance to employees of the ACTION Agency who are not transferred to CNS. (Sec. 202 & 203) Transfers to CNS functions of: (1) the Commission on National and Community Service (under interim authorities); and (2) the ACTION Agency (under final authorities). Title III: Reauthorization - Subtitle A: National and Community Service Act of 1990 - Extends the authorization of appropriations for the National and Community Service Act of 1990. Subtitle B: Domestic Volunteer Service Act of 1973 - Domestic Volunteer Service Act Amendments of 1993 - Amends the Domestic Volunteer Service Act of 1978 (DVSA) to reauthorize, reorganize, and revise its programs. Chapter I: VISTA and Other Anti-Poverty Programs - (Sec. 321) Adds to VISTA program objectives generating private sector resource commitment, encouraging local level volunteer service, and strengthening local agencies and organizations to carry out the program. (Sec. 322) Revises procedures and other requirements for selection and assignment of VISTA volunteers. Allows a sponsoring organization to recruit VISTA volunteers, subject to final approval of the Director of the ACTION Agency (the Director). (Sec. 323) Revises provisions for terms and periods of service. Authorizes a VISTA summer associates program. (Sec. 324) Revises postservice stipends. (Sec. 325) Requires encouragement of participation of both younger (18 through 27) and older (55 and older) VISTA volunteers. (Sec. 328) Repeals authority for student community service programs grants and contracts. (Sec. 329) Renames the University Year for ACTION the University Year for VISTA program. Shortens the minimum period of participation to an academic semester or equivalent. Allows volunteers to receive a living allowance or such other support the Director deems appropriate. (Sec. 330) Revises authority to establish and operate special volunteer and demonstration programs. Requires a competitive process for any grant or contract exceeding $100,000. (Sec. 331) Permits the Director to provide technical and financial assistance to employers and other private organizations that use or desire to use volunteers. (Sec. 332) Repeals a separate authority for drug abuse education and prevention programs under special volunteer programs. Chapter 2: National Senior Volunteer Corps - (Sec. 342) Renames the retired senior volunteer program the Retired and Senior Volunteer Program (RSVP). (Sec. 343) Expands RSVP eligibility to include older working persons and those over 55 (currently 60). (Sec. 345) Requires certain adjustments and minimums for stipends for low-income volunteers. (Sec. 346) Allows non-low-income persons to participate in the Foster Grandparent and the Senior Companion programs, without any financial support except reimbursement for related expenses. (Sec. 347) Repeals certain conditions for grants and contracts under those two programs, including a requirement that volunteers no longer be in the regular work force. (Sec. 348) Eliminates one type of evaluation of the Senior Companion Program. (Sec. 349) Encourages agreements with other Federal agencies involving retired, senior, intergenerational, and conservation volunteer programs. (Sec. 352) Authorizes grants and contracts for demonstration programs of innovative activities involving older volunteers. Prohibits reducing other older volunteer programs to support such demonstrations. Chapter 3: Administration - (Sec. 365) Bases disability or death benefits for VISTA volunteers on a grade GS-5 (rather than GS-7) Federal employee entrance salary. (Sec. 370) Grants copyright protection for the programs of the ACTION Agency. (Sec. 371) Authorizes the Director to establish a Center for Research and Training on Volunteerism. (Sec. 372) Amends Federal law relating to Federal employees to make retirement credit for time served as a VISTA volunteer available to all who become Federal employees subsequent to such volunteer service, upon their paying a deposit based on their post-service stipend. Chapter 4: Authorization of Appropriations and Other Amendments - (Sec. 381-383) Extends the authorization of appropriations for various programs under the Domestic Volunteer Service Act of 1973. (Sec. 385) Repeals Youthbuild Projects authority. Chapter 5: General Provisions - (Sec. 391) Sets forth technical and conforming amendments. Title IV: Technical and Conforming Amendments - (Sec. 401-405) Sets forth various changes of definitions and references in specified Federal law.

Amends the Defense Base Closure and Realignment Act of 1990 and the Defense Authorization Amendments and Base Closure and Realignment Act to require the Secretary of Defense, before any action is taken with respect to the disposal or transfer of real property at a military facility being closed or realigned, to notify the State and each local government in which the facility is located, as well as other interested persons, of the suitability of the property or facility for conversion and use as a youthful offender boot camp. Requires the State, local government, or interested party to whom such real property is so transferred to certify that the property or facilities will be promptly converted and used for such purpose. Directs the Secretary to develop a model program intended to incorporate military basic training, instruction, and disciplinary procedures into the design and operation of youthful offender boot camps at the Federal, State, and local levels. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reallocate between public agencies and private nonprofit organizations the percentage of grant funds authorized under such Act for correctional options that provide alternatives to traditional modes of incarceration and offender release programs.

Calls for the U.S. Trade Representative to insist that any trade agreement negotiated pursuant to the Uruguay Round must provide U.S. copyright-based industries with: (1) fair and equal access to the markets of the nations that are party to the General Agreement on Tariffs and Trade; (2) equal opportunities to obtain government funding; (3) adequate and effective copyright protection, including full national treatment and recognition of contractual rights; and (4) a mechanism to resolve expeditiously disputes concerning market access, national treatment, and copyright protection.

Gulf of Mexico Economic and Environmental Protection Act of 1993 - Authorizes an interagency program for the preservation and protection of the economic and environmental resources of the Gulf of Mexico, to be known as the Gulf of Mexico Program. Designates the Environmental Protection Agency (EPA) as the lead agency of the Program. Establishes a Gulf of Mexico Program Office within EPA, to be located in a Gulf State. Requires the President to establish a Gulf of Mexico Executive Board. Directs the Board to establish a Gulf Citizens Advisory Committee. Directs the Board to: (1) develop a preliminary comprehensive joint plan for the Gulf to recommend a mechanism for balancing priority actions to address Gulf economic and environmental problems; and (2) report to the Congress on the impact of environmental quality on the economic viability of the Gulf. Directs the EPA Administrator to develop a final plan similar to the preliminary plan. Requires Federal agencies represented on the Board and appropriate non-federal and private entities to carry out the plan. Authorizes appropriations.

Democracy in Presidential Debates Act of 1993 - Amends the Internal Revenue Code to require as a condition of eligibility to receive payments from the Presidential Election Campaign Fund that presidential candidates agree to participate in at least one primary election debate and two general election debates sponsored by a nonpartisan entity. Requires a corresponding agreement by vice-presidential candidates, but for a minimum of only one general election debate.

Prohibits the manufacture, sale, delivery, or importation of school buses that are not equipped with seat belts (with particular emphasis on the use of an Aaron Gordon type flight attendant double shoulder harness mechanism or other appropriate safety restraint device providing equal or greater passenger safety). Sets forth civil penalties.

Resolution Trust Corporation Compensation Reform Act of 1993 - Amends the Federal Home Loan Bank Act and the Federal Deposit Insurance Act to set limitations upon the compensation (including bonuses and regional pay differentials) received by employees of: (1) the Thrift Depositor Protection Oversight Board; (2) the Resolution Trust Corporation; and (3) the Federal Deposit Insurance Corporation.

Dietary Supplement Health and Education Act of 1993 - Amends the Federal Food, Drug, and Cosmetic Act to: (1) define the term "dietary supplement"; and (2) exclude a dietary supplement from the definition of "food additive." Deems a dietary supplement adulterated if it: (1) contains an unsafe dietary ingredient which presents a substantial and unreasonable risk of illness or injury; or (2) contains a dietary ingredient that has not been adequately substantiated for safety. Prohibits the establishment of maximum limits on the potency of any dietary supplement, except in the case of a supplement represented to be for the use of individuals with specific diseases or disorders. Allows a dietary supplement's label to characterize the relationship between the supplement and a disease under specified conditions. Deems food misbranded unless the label lists the daily value of specified nutrients which shall reflect the daily intake of each nutrient that will promote optimal health. Prohibits such value from being less than the U.S. Recommended Daily Allowance. Establishes an Office of Dietary Supplements within the National Institutes of Health.

1994 Vietnam Veterans Memorial Commemorative Coin Act - Directs the Secretary of the Treasury to issue one-dollar silver coins emblematic of the Vietnam Veterans Memorial. Mandates that surcharges from the sale of such coins be paid to the Vietnam Veterans Memorial Fund to help raise an endowment to be a permanent source of support for the Memorial.

Amends the Federal Aviation Act of 1958 to require the Secretary of Transportation to issue regulations requiring the use of child safety restraint systems on commercial aircraft. Expresses the sense of the Congress that the U.S. representative to the International Civil Aviation Organization should seek an international standard to require that airline passengers be restrained on takeoff and landing and when directed by the captain of such aircraft.

Comprehensive HIV Prevention Act of 1993 - Amends the Public Health Service Act to replace the title relating to the prevention of acquired immune deficiency syndrome (AIDS) with a new title on the prevention of human immunodeficiency virus (HIV) infection. Requires: (1) coordination of the HIV infection prevention activities of the Centers for Disease Control and Prevention, the Health Resources and Services Administration, the National Institutes of Health (NIH), and the Substance Abuse and Mental Health Services Administration (designated agencies); (2) establishment of the Secretary's Advisory Council on HIV Prevention; (3) a comprehensive plan for each designated agency's activities; (4) submission directly to the President, for review and transmittal to the Congress, of a budget for carrying out each plan; and (5) establishment, within each designated agency other than NIH, of an office to prepare the plan and carry out related activities. Authorizes the conduct or support of: (1) activities to obtain epidemiological data; (2) community-based activities; (3) counseling and testing regarding HIV infection (and resulting conditions), referrals, and partner notification; (4) activities to provide information to the public and to special populations; (5) prevention activities regarding adolescents, including through school-based programs; and (6) prevention programs in addition to those specified in this Act. Authorizes appropriations. Authorizes technical assistance.

TABLE OF CONTENTS: Title I: Ensuring the Integrity of the Listing, Critical Habitat Designation, and Consultation Processes Title II: Providing Significance to the Recovery Planning Process Title III: Ensuring that the Compliance Procedures and Standards for Non-Federal Persons are not more Burdensome than those Applicable to Federal Agencies Title IV: Providing for Habitat Conservation Incentive Programs Title V: Reauthorization and Other Amendments Endangered Species Act Procedural Reform Amendments of 1993 - Title I: Ensuring the Integrity of the Listing, Critical Habitat Designation, and Consultation Processes - Amends the Endangered Species Act of 1973 to establish a peer review (upon request) requirement with respect to a determination of endangered or threatened species status. Establishes discretionary priorities for determining and conserving endangered or threatened species. Requires that the economic impact be considered in making a critical habitat determination. Revises consultation and related provisions, including establishing procedures with respect to private actions. Title II: Providing Significance to the Recovery Planning Process - Requires the Secretary of the Interior to develop and implement a recovery plan for each endangered or threatened species, unless the Secretary determines such plan to be unnecessary. Gives priority to multispecies plans. Title III: Ensuring that the Compliance Procedures and Standards for Non-Federal Persons Are Not More Burdensome than Those Applicable to Federal Agencies - Exempts non-Federal persons under specified circumstances from prohibitions against the taking of an endangered species. Provides for compensation of property owners adversely affected by specified determinations pursuant to such Act. Title IV: Providing for Habitat Conservation Incentive Programs - Authorizes the Secretary to: (1) enter into an agreement (Cooperative Management Agreement) with any affected non-Federal person (currently, only with a State) for the management of a species' habitat; and (2) provide grants to any non-Federal person for preservation of habitat for endangered or threatened species. Title V: Reauthorization and Other Amendments - Sets forth provisions regarding: (1) experimental population release; (2) captive propagation, including grants; and (3) citizen suits. Authorizes appropriations for activities under such Act.

Check Cashing Act of 1933 - Sets forth licensing requirements for businesses that engage in issuing, redeeming, or cashing checks, travellers' checks, money orders, or similar instruments, or that transmit money. Confers licensing authority over such businesses upon the Federal Trade Commission (the Commission). Subjects violators of this Act to a civil penalty. Sets a maximum fee limitation which such businesses may charge for their services. Prohibits a depository institution from refusing to cash government checks where the presenter is the payee and provides sufficient identification. Mandates that checks drawn by Federal agencies be mailed only to specified addresses. Requires the Comptroller General to study and report to the Congress on the effects of requiring the use of a debit card system for making Federal benefit payments.

Directs the Attorney General to appoint a National Director of Bias Crime. Sets forth the duties of the Director, including to: (1) examine the needs of Federal, State, and local law enforcement agencies in training officers for the investigation and reporting of bias crimes; (2) recommend to the Attorney General policy options for the enhancement of bias crime interdiction and prevention; (3) develop a national curriculum to be taught as a preventative measure at elementary and secondary schools throughout the country; (4) coordinate technical assistance provided to State and local law enforcement agencies related to bias crime; and (5) coordinate assistance to victims of bias crime. Requires training programs established by the Director to include: (1) recognition of basic elements of bias crimes and proper initial response procedures; (2) instruction on how to comply with Federal reporting requirements under the National Hate Crimes Statistics Act; (3) notification of law enforcement officials regarding the history and growth of organized bias groups in the United States; and (4) methods to develop preventative education curricula for local schools and community youth groups and methods to cope with the trauma experienced by victims of bias crime. Authorizes appropriations.

Animal Medicinal Drug Use Clarification Act of 1993 - Amends the Federal Food, Drug, and Cosmetic Act to permit the extra-label use of drugs in animals if such use is upon the order of licensed veterinarian, is in compliance with appropriate regulations, and is in the context of a veterinarian-client-patient relationship. Prohibits such use if it results in unacceptable residues of a drug in food.

Comprehensive Wetlands Conservation and Management Act of 1993 - Amends the Federal Water Pollution Control Act to prohibit, unless such activity is undertaken pursuant to a permit issued by the Secretary of the Army: (1) the discharge of dredged or fill material into U.S. waters; or (2) the draining, channelization, or excavation of wetlands. Requires the Secretary, upon receiving permit applications, to: (1) classify as Type A wetlands wetlands that are of critical significance to the long-term conservation of an ecosystem; (2) classify as Type B wetlands wetlands that provide habitat for a significant population of wildlife or provide other significant wetlands functions; and (3) classify as Type C wetlands wetlands that serve marginal functions but exist in such abundance that regulation of activities is not necessary to conserve wetlands values and functions, or are lands that do not serve significant wetlands functions. Permits owners of interests in Type A wetlands to seek compensation for the fair market value of such lands. Provides that title for such lands shall pass to the United States upon acceptance of an offer for compensation. Requires the Secretary to deny a permit authorizing activities in Type A wetlands unless: (1) such activities can be undertaken with minimal alteration or disturbance; (2) there are public interest concerns that require use of the lands for purposes other than conservation; or (3) the proposed use of the land will result in overall environmental benefits. Authorizes the Secretary to issue a permit for activities in Type B wetlands subject to conditions that ensure that the wetland ecosystem does not suffer loss or degradation. Imposes requirements for mitigation when such activities result in permanent wetland loss or degradation. Directs the Secretary to establish a mitigation banking program in each State to ensure compensation for loss and degradation of wetlands. Requires the primary objective of such programs to be to provide for the restoration, enhancement, or creation of ecologically significant wetlands on an ecosystem basis. Exempts specified activities from this Act's requirements. Prohibits more than 20 percent of any county, parish, or borough from being classified as Type A wetlands. Requires the Director of the U.S. Fish and Wildlife Service to undertake a project to identify and classify U.S. wetlands. Authorizes civil actions and prescribes penalties for permit violations. Authorizes States to administer permit programs for activities covered by this Act, subject to the Secretary's approval.
