Iraq Strategic Agreement Review Act of 2008 - Directs the Secretary of State, the Secretary of Defense, and any other necessary representative of the executive branch of the U.S. government to begin consultations with the appropriate congressional committees and leadership on any potential long-term security, economic, or political agreement (agreement) with the government of Iraq. Expresses the sense of the Congress that: (1) full Iraqi sovereignty is in the U.S. national interest; and (2) any agreement that is not in the form of a treaty with respect to which the Senate has given its advice and consent to ratification under Article II of the Constitution of the United States does not have the force and effect of law. Prohibits obligating or expending funds for the implementation of any agreement with the government of Iraq unless the agreement is in the form of a treaty with respect to which the Senate has given its advice and consent to ratification under Article II.

Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform and Firearms Modernization Act of 2007 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) inspections, examinations, or investigations of possible firearms violations. Prohibits ATF from disclosing information on firearms purchasers other than to a court, law enforcement agency, or prosecutor. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Requires any state agency that stores or keeps explosive materials to report to the Attorney General on the location and amount of such materials. Allows the transfer and possession of machineguns for use by federal security contractors. Prohibits taxes or user fees for background checks under the Brady Handgun Violence Prevention Act. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Restricts the disclosure of information in the ATF firearms trace system database. Increases penalties for possession of firearms by felons with prior convictions of a crime of violence or a serious drug offense.

Performance Rights Act - Amends federal copyright law to: (1) grant performers of sound recordings equal rights to compensation from terrestrial broadcasters; (2) establish a flat annual fee in lieu of payment of royalties for individual terrestrial broadcast stations with gross revenues of less than $1.25 million and for non-commercial, public broadcast stations; (3) grant an exemption from royalty payments for broadcasts of religious services and for incidental uses of musical sound recordings; and (4) grant terrestrial broadcast stations that make limited feature uses of sound recordings a per program license option. Provides that nothing in this Act shall adversely affect the public performance rights or royalties payable to songwriters or copyright owners of musical works.

Code Talkers Recognition Act of 2007 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals to Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in military communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify code talkers eligible for a gold medal.

Keeping Americans Warm Act of 2007 - Appropriates funds for FY2008 to the Secretary of Health and Human Services for emergency payments to states under the Low-Income Home Energy Assistance Act of 1981, notwithstanding such Act's requirement that funds be made available only after the President's submission to Congress of a formal budget request that includes a designation of the requested amount as an emergency requirement.

Mail Network Protection Act of 2007 - Requires the U.S. Postal Service to bargain with unions representing career Postal Service employees before entering into a contract for mail processing, mail handling, or surface transportation of mail if the contract, in a 12 month period, would involve work that would otherwise be performed by those employees and either: (1) involve more than a specified amount of work time; or (2) cost over $5 million.

American Anti-Torture Act of 2007 - Amends the Detainee Treatment Act of 2005 to prohibit any person in the custody or control of the United States (under current law, the Department of Defense) from being subject to any treatment or technique of interrogation not authorized by and listed in the U.S. Army Field Manual on Intelligence Interrogation. Makes such prohibition inapplicable with respect to any person in the custody or control of the United States (under current law, the Department of Defense) pursuant to a U.S. criminal or immigration law.

Medicare Recovery Audit Contractor Program Moratorium Act of 2007 - Directs the Secretary of Health and Human Services to effect a one-year moratorium on the Medicare recovery audit contractor program, under which the Secretary contracts with recovery audit contractors to identify underpayments and overpayments, and recoup overpayments, with respect to all services for which payment is made under part A or B of title XVIII (Medicare) of the Social Security Act. Requires: (1) the Administrator of the Centers for Medicare & Medicaid Services to evaluate the program for Congress; and (2) the Comptroller General to report to Congress on the use of recovery audit contractors in the Medicare Integrity program.

Secure America Through Verification and Enforcement Act of 2007 or SAVE Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) emergency deployment of Border Patrol agents; and (7) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Border Law Enforcement Act - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county within 25 miles of the southern border of the United States. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with the Department of Homeland Security (DHS); and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities; (2) additional district court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Allows employees of commercial passenger airlines who receive payments from a bankruptcy case filed between September 11, 2001, and January 1, 2007, as compensation for lost pension plan benefits to rollover such payments into an individual retirement account (IRA), except for a Roth IRA, without tax or tax penalty.

Prevention Through Affordable Access Act - Amends title XIX (Medicaid) of the Social Security Act to revise requirements for the best price component of the formula for determination of the Medicaid rebate for a covered single source outpatient drug or a covered innovator multiple source outpatient drug. (Under current law, best prices shall not take into account prices that are merely nominal in amount.) Revises the list of entities to which sales by a manufacturer of covered outpatient drugs at nominal prices shall be considered to be sales at a nominal price, or merely nominal in amount (and thus excluded from computation of the best price for such drugs). Adds to such list any entity that is: (1) operated by a health center of an institution of higher education, primarily for its students (university-based clinic); or (2) a public or private nonprofit entity that provides family planning services under the Public Health Service Act (safety-net clinic).

Consumer Product Safety Modernization Act - Makes any children's consumer product containing more than specified amounts of lead a banned hazardous substance under the Federal Hazardous Substances Act. Lowers the lead level at which paint is a banned hazardous product under the Consumer Product Safety Act. Requires independent third party testing of children's products. Provides for a variety of measures to facilitate identifying a product's source, intermediate parties, and end user. Requires replacing durable infant or toddler product voluntary standards with consumer product safety rules. Requires, in certain circumstances, that choking warnings be included in associated advertising. Authorizes appropriations: (1) to carry out the Consumer Product Safety Act and any other provision of law the Consumer Product Safety Commission (CPSC) carries out; and (2) for capital improvements to the Commission's research, development, and testing facility. Allows the CPSC to transact business with two members, if they are not of the same political party, until August 3, 2008. Modifies procedures for promulgating rules and regulations under the Consumer Product Safety Act and the Federal Hazardous Substances Act. Modifies procedures regarding the public disclosure by the CPSC of information regarding a consumer product. Allows the CPSC to prohibit product stockpiling. Requires notice to the CPSC if a consumer product fails to comply with a rule under the Federal Hazardous Substances Act, the Flammable Fabrics Act, or the Poison Prevention Packaging Act. Modifies requirements regarding action plans of manufacturers, distributors, or retailers to deal with products that present a substantial hazard. Requires manufacturers, distributors, or retailers to give public notice of a substantial product hazard on their Internet website and to third party Internet websites on which the product was for sale. Authorizes the CPSC to prohibit the export of, and makes it unlawful to sell, a product or substance that is not in conformity with applicable requirements. Increases the maximum civil penalties under the Consumer Product Safety Act, the Federal Hazardous Substances Act, and the Flammable Fabrics Act. Authorizes the forfeiture of assets associated with the violation of any Act enforced by the CPSC. Authorizes the CPSC, in certain circumstances, to make certain information obtained by the Commission available to any federal, state, local, or foreign government agency.

Credit and Debit Card Receipt Clarification Act of 2007 - Amends the Fair Credit Reporting Act (FCRA) to declare that any person who printed an expiration date on any receipt provided to a consumer cardholder at a point of sale (POS) or transaction between December 4, 2004, and the enactment of this Act, but otherwise complied with FCRA requirements for such receipt, shall not be in willful noncompliance by reason of printing such expiration date on it.

Rural Housing Preservation Act of 2007 - Amends the Housing Act of 1949 to require the Secretary of Agriculture to carry out a preservation program to provide financial incentives and other assistance to owners of Section 515 rural multifamily housing projects through long-term use agreements entered into between the project owners and the Secretary. (A Section 515 project is one involving housing and related facilities for elderly persons and families or other persons and families of low income.) Authorizes the Secretary to give priority to applications for eligible projects located on tribal trust lands or other Indian areas, in colonias, or in other small, poor, low-income communities. Requires the Secretary to prepare and approve a long-term viability plan for each eligible project for which the owner requests to participate. Allows the Secretary, subject to certain conditions, to offer a project owner a financial restructuring plan, based on the long-term viability plan, and specified project preservation incentives. Specifies compliance requirements for rents for any eligible households residing in a dwelling unit in any preserved Section 515 project, including: (1) a disregard for certain earned income for residents; and (2) phase-in of rent increases. Establishes conditions that makes certain project owners ineligible to participate in the preservation program. Requires the Secretary to make rural preservation and rural tenant protection vouchers available to certain eligible households. Requires the Secretary to give priority, in entering into contracts involving financing for new construction of a Section 515 project, for projects located in eligible rural areas needing affordable low-income rental housing because of prepayment of Section 515 loans.

Government Contractor Accountability Act of 2007 - Directs federal government contracting officers to require covered contractors to submit for each contract entered: (1) a certification that the contractor received 80% or less of its annual gross revenues from other federal contracts; or (2) a statement disclosing the names and salaries of the contractor's principal executive officer, principal financial officer, three most highly compensated other executive officers or individuals, and directors. Directs contracting officers to require contractors to update such statements annually. Requires such certifications and statements to be made publicly available in searchable form through the Federal Procurement Data System. Defines a "covered contractor" to mean an individual or entity that: (1) received more than $5,000,000 in annual gross revenues from federal contracts for the preceding fiscal year; and (2) is not a publicly traded company required to file periodic reports under the Securities Exchange Act of 1934. Requires the Administrator of General Services to promulgate regulations to carry out this Act.

Mortgage Reform and Anti-Predatory Lending Act of 2007 -- Amends the Truth in Lending Act to set forth a duty of care standard for residential mortgage loan originations. Prohibits steering incentives to mortgage originators, including incentive compensation and any yield spread premium based on, or varying with, the terms of a residential mortgage loan. Directs the Secretary of Housing and Urban Development and other specified federal banking regulatory agencies to prescribe jointly regulations to prohibit mortgage originators from steering any consumer to a residential mortgage loan that is not in the consumer's interest (loans with predatory characteristics). Sets forth licensing and registration requirements for mortgage originators. Sets forth minimum repayment standards for residential mortgage loans. Requires creditors to determine, based on verified and documented information, that a consumer has a reasonable ability to repay the loan, according to its terms, and all applicable taxes, insurance, and assessments. Prohibits creditors from extending credit for residential mortgage loans that involve refinancing of a prior residential mortgage loan unless the creditor determines that refinancing provides a net tangible benefit to the consumer. Subjects assignees and securitizers to liability for certain violations in connection with residential mortgage loans. Sets forth defenses to foreclosure. Proscribes certain practices, including: (1) certain prepayment penalties; (2) single premium credit insurance; (3) mandatory use of arbitration; and (4) negative amortization mortgages. Redefines high-cost mortgages. Prohibits balloon payments for such mortgages. Revises requirements governing prepayment penalties. Prohibits lending without due regard to repayment ability. Prohibits certain creditor practices with respect to high-cost mortgages, including: (1) recommending default on an existing loan or other debt before and in connection with closing of a high-cost mortgage that refinances all or any portion of such existing loan or debt; (2) imposing late fees except according to specified requirements; (3) exercising sole discretion to accelerate indebtedness; (4) financing points and fees; (4) structuring certain transactions and reciprocal arrangements to evade the requirements and prohibitions of this Act; and (5) charging certain modification or deferral fees, and fees for notification of payoff information. Requires pre-loan counseling.

Section 515 Rural Housing Property Transfer Improvement Act of 2007 - Amends the Housing Act of 1949 to direct the Secretary of Agriculture to: (1) implement administrative and procedural changes to expedite the application approval process for transferring ownership of Section 515 rural multifamily housing projects for which a loan is either made or insured for a project's preservation, continued use restriction, and rehabilitation; and (2) actively facilitate such transfers. Grants final regulatory authority over such property transfers to the Office of Rental Housing Preservation of the Rural Housing Service of the Department of Agriculture. Sets forth deadlines for the processing of transfer applications.

Home Health Care Access Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to the prospective payment system (PPS) for home health services and adjustments to it for case mix changes. Prohibits any adjustment in the PPS for payment in 2008. Requires the Secretary of Health and Human Services, for any adjustment in a subsequent year, to evaluate changes in case mix using standards developed consistent with specified processes, taking certain criteria into account. Directs the Secretary to convene a Technical Advisory Group to advise on the development of such standards. Prohibits the Secretary from taking any action to implement or otherwise carry out provisions in the final rule published on August 29, 2007, that propose to make a case mix adjustment to the standardized payment amounts under the PPS to account for changes in coding that were not related to an underlying change in patient health status. Directs the Secretary to republish any rates specified in such rule to take into account the application of such prohibition.

Escrow, Appraisal, and Mortgage Servicing Improvements Act - Amends the Truth in Lending Act to require a creditor, in a consumer credit transaction secured by the consumer's principal dwelling, to establish an escrow or impound account to pay taxes and hazard insurance, and, if applicable, flood insurance, mortgage insurance, ground rents, and any other required periodic payments or premiums. Requires written disclosures by the creditor to the consumer regarding: (1) such escrow or impound account; and (2) consumers who opt out of escrow services. Amends the Real Estate Settlement Procedures Act of 1974 to proscribe specified practices by the servicer of a federally related mortgage, including obtaining force-placed hazard insurance coverage to protect the mortgagee's interest in the property. Prohibits practices related to default, late fees, or foreclosure. Requires prompt: (1) crediting of payments; (2) responses to payoff balances; and (3) refund of escrow accounts upon payoff. Directs the Secretary of Housing and Urban Development to study and report to specified congressional committees on mortgage servicing fraud. Amends the Truth in Lending Act to: (1) require repayment analyses to include escrow payments; (2) include a written property appraisal as a prerequisite to granting a mortgage; (3) prohibit unfair and deceptive practices and acts relating to consumer credit transactions secured by the principal dwelling, especially in property appraisals; and (4) require a mortgage originator to make available to the credit applicant all appraisal valuation reports no later than three days prior to the transaction closing date. Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to: (1) include among the functions of the Appraisal Subcommittee protection of the consumer from improper appraisal practices and the predations of unlicensed appraisers; and (2) expand state agency reporting requirements to include transmittal to the Appraisal Subcommittee of reports on claims, disciplinary actions, license and certification revocations, and suspensions. Prohibits certain interested parties in a real estate transaction involving an appraisal from engaging in specified practices to improperly influence a real estate appraisal in connection with a mortgage loan. Requires the Comptroller General to study and report to specified congressional committees on possible improvements in the appraisal process and in state compliance programs.

Veterans Guaranteed Bonus Act of 2007 - Provides that, in the case of a member of the Armed Forces who is retired or separated for disability due to a combat-related injury, the Secretary of Defense shall require the continued payment of any bonuses or special pay to which the member: (1) was entitled to immediately before the retirement or separation; and (2) would continue to be entitled to if not retired or separated. Requires such payment in a lump sum within 30 days after such retirement or separation.

New Diplomatic Offensive for Iraq Act - Directs the President to implement a regional diplomatic plan in conjunction with the U.N. Security Council to: (1) curtail the ongoing civil war in Iraq; (2) prevent the spread of violence from Iraq into neighboring countries; (3) prevent the establishment of safe havens for al-Qa'ida and other terrorist organizations; (4) prevent regional conflict; (5) prevent genocide, ethnic cleansing, and other crimes against humanity; and (6) promote a national process of reconciliation within Iraq. States that it is U.S. policy to: (1) undertake a sustained diplomatic effort to engage the governments of regional nations on issues that impact the situation in Iraq; (2) continue and expand U.S. direct bilateral talks with nations neighboring Iraq on issues of mutual interest; (3) support the goals specified in the International Compact for Iraq; and (4) encourage the increased engagement of international organizations in working to achieve stability and security in Iraq. Directs the President to appoint a Presidential Special Envoy for Iraq Regional Security whose duties shall include: (1) discussions with the government of Iraq and governments of neighboring countries to support Iraq's efforts to achieve peace and stability and to take necessary actions to prevent regional instability, including organizing a related Iraq Support Group; and (2) working with Iraqi officials and other domestic stakeholders to organize a forum for negotiations on national reconciliation. Directs the Secretary of State to organize an international donors conference to solicit additional international commitments of funding and support for reconstruction and economic development in Iraq. Directs the President direct the U.S. Permanent Representative to the United Nations to seek a Security Council resolution that: (1) supports regional and international cooperation in promoting stability and development in Iraq; (2) encourages increased support for efforts to rebuild and expand Iraq's economy and critical infrastructure; and (3) authorizes renewed U.N. assistance to promote security and political reconciliation in Iraq, including a commitment to an increased U.N. role following the beginning of a U.S. Armed Forces' redeployment from Iraq.

Commits to judge the merits of opinions of such members regarding the policies of the United States, including those related to military actions in Iraq, without prejudice or personal bias, including refraining from unwarranted personal attacks. Condemns the personal attacks made by broadcaster Rush Limbaugh impugning the integrity and professionalism of members who have expressed opinions regarding military actions in Iraq. Honors all members and civilian personnel serving in harm's way, as well as their families. Pledges to debate any supplemental funding request or any policy decisions regarding the war in Iraq with the solemn respect and commitment to integrity that the sacrifices of these members and civilian personnel deserve.

Disapproves a specified rule submitted by the Centers for Medicare & Medicaid Services of the Department of Health and Human Services relating to Medicare coverage for the use of erythropoiesis stimulating agents in cancer and related neoplastic conditions. Declares that such rule shall have no force or effect.

Protecting Employees and Retirees in Business Bankruptcies Act of 2007 - Amends federal bankruptcy law to increase the maximum amount per individual or corporationof unsecured claims ranked in the fourth (wages, salaries, or commissions) and fifth (employee benefit plan contributions) order of priority. Includes within the scope of a claim in bankruptcy certain equity securities held in a defined contribution plan for the benefit of certain individuals. Ranks in sixth order of priority the diminished value of debtor's equity securities held in a defined contribution plan if the employer or plan sponsor committed fraud regarding the plan. Permits within administrative expenses certain severance pay for termination or layoffs. Prohibits certain senior executive compensation from being disproportionate in light of economic concessions by debtor's nonmanagement workforce. Disallows as an administrative expense specified executive compensation enhancements. Revises requirements governing: (1) rejection of collective bargaining agreements; (2) insurance benefits for retired employees; and (3) the status of certain employee benefits in a sale of business assets. Allows defined benefit plan participants to file claims for certain shortfalls in pension benefits. Permits inclusion within the necessary costs and expenses of preserving property the mandatory recovery of unpaid obligations owed to employees. Directs the court to consider the extent to which alternative reorganization plans maintain: (1) jobs; (2) defined benefit plans; and (3) retiree health benefits. Prohibits assumption of deferred compensation for the benefit of insiders or senior management if an employee defined benefit plan has been terminated. Limits the recovery of executive compensation if the debtor has reduced its contractual obligations under either a collective bargaining agreement or retiree benefits plan. Excepts from an automatic stay: (1) a dispute resolution proceeding established by a collective bargaining agreement prior to commencement of bankruptcy; or (2) an award or settlement under such proceeding. Authorizes the bankruptcy trustee to avoid transfers made for the benefit of an insider or certain consultants in anticipation of bankruptcy. Revises prerequisites to court confirmation of a business reorganization plan which continues retiree benefits.

Higher Education Sustainability Act of 2007 - Amends the Higher Education Act of 1965 to direct the Secretary of Education to make grants to establish sustainability programs at institutions of higher education. Requires such programs to develop and implement: (1) sustainability practices, including in the areas of energy management, green building, waste management, purchasing, transportation, and toxics management; and (2) other aspects of sustainability that integrate campus operations with multidisciplinary educational programs and are applicable to the private and government sectors. Directs the Secretary to convene a summit of higher education experts, federal representatives, and business and industry leaders to encourage cooperative efforts to enhance sustainability programs at institutions of higher education and apply such programs to the community and workplace.

Bringing Success to Scale Act - Authorizes the Secretary of Education to establish a Bringing Success to Scale program making academic achievement grant awards to local educational agencies (LEAs) and schools that: (1) significantly close the achievement gap between poor, minority, disabled, limited English proficient, and other students; (2) exceed the state's annual measurable academic objectives for two or more consecutive years; (3) make significant improvement on other meaningful data, such as graduation rates and the recruitment of high quality teachers and principals; and (4) demonstrate that they have established partnerships with the private sector and will provide matching funds to help bring results to scale. Designates such LEAs and schools as Distinguished School Districts and Distinguished Schools, respectively. Requires the program to award grants to school management or support organizations, nonprofit organizations, and human capital providers so that they can work in partnership with the private sector and philanthropic community to expand innovative programs that produce results and share best practices with schools and LEAs. Designates such entities as Distinguished School Support Organizations.

Plain Language in Government Communications Act of 2007 - Requires each executive agency, within one year, to use plain language in any covered document issued or substantially revised after the date of the enactment of this Act. Authorizes agencies to: (1) use plain language in any revision of a covered document issued on or before such date; and (2) follow the guidance of the Plain English Handbook published by the Securities and Exchange Commission, the Federal Plain Language Guidelines, or their own plain language guidance as long as it is consistent with such Guidelines. Defines "covered document" to include: (1) any document relevant to obtaining a benefit or service; and (2) a letter, publication, form, notice, or instruction, but not a regulation. Requires each agency head to report to specified congressional committees on how it intends to: (1) communicate the requirements of this Act to employees; (2) train employees to write in plain language; (3) meet the one year deadline; (4) ensure ongoing compliance with this Act; and (5) designate a senior official to be responsible for implementing this Act.

James Zadroga 9/11 Health and Compensation Act of 2007 - Amends the Public Health Service Act to establish within the National Institute for Occupational Safety and Health the World Trade Center Health Program (WTC program) to provide medical monitoring and treatment benefits to: (1) eligible emergency responders and recovery and cleanup workers who responded to the New York City terrorist attacks on September 11, 2001; and (2) residents and other building occupants and area workers who were directly impacted and adversely affected by such attacks. Requires the WTC program administrator to: (1) establish the WTC Health Program Steering Committee and the WTC Health Program Scientific/Technical Advisory Committee; (2) institute a program that provides education and outreach on the existence and availability of services under the WTC program; and (3) provide for the uniform collection of data related to WTC-related health conditions. Authorizes the Secretary of Health and Human Services to establish similar programs with respect to the terrorist attack at the Pentagon on September 11, 2001. Requires the administrator to conduct or support research on: (1) physical and mental health conditions that may be related to the September 11 terrorist attacks; and (2) diagnosing and treating WTC-related health conditions. Requires the administrator to extend and expand arrangements with the New York City Department of Health and Mental Hygiene to provide for the World Trade Center Health Registry. Authorizes the administrator to make grants to the New York City Department of Health and Mental Hygiene to address mental health needs relating to the terrorist attacks. Amends the Air Transportation Safety and System Stabilization Act to provide, under certain circumstances, for an extension of time for filing claims under the September 11 Victim Compensation Fund of 2001.

Public and Teaching Hospital Preservation Act - Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 to extend by one year the moratorium on: (1) implementation of a rule relating to the federal-state financial partnership under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act; and (2) finalization of a Medicaid rule regarding the treatment of graduate medical education (GME).

Homebuyer's Protection Act of 2007 - Amends the Truth in Lending Act to require a creditor to establish, in an insured depository institution, an escrow or impound account for payment of taxes and hazard insurance at the time of the consummation of a subprime mortgage transaction. Requires such account to remain in existence for as long as the subprime mortgage is outstanding. Requires creditors, before consummating a consumer credit transaction involving an impound, trust, or escrow account, to provide the following written disclosures: (1) that an escrow or impound account will be established; (2) the amount required to fund such account; (3) the amount in the initial year of estimated taxes and hazard insurance premiums; and (4) the estimated monthly amount payable for taxes and hazard insurance. Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to extend its appraisal requirements to all real estate related financial transactions, not only those that are federally related.

Amends the Atomic Energy Act of 1954 to direct the Nuclear Regulatory Commission (NRC) to: (1) develop an independent safety assessment procedure for nuclear facilities; and (2) create a team to inspect the design, construction, maintenance, and operational safety performance of a facility. Declares that a final NRC decision on whether to extend an operating license, approve an extended power uprate, or continue to operate a facility shall not be made until: (1) the NRC has completed the independent safety assessment of the facility; and (2) the licensee has fully accepted and implemented each NRC-approved finding and recommendation of the assessment report

Declares that there should be a day known as National Hunting and Fishing Day and that the President should issue a proclamation calling on the people of the United States to observe such a day. Encourages participation in hunting and fishing. Commends the contributions of hunters and fishermen toward the scientific management of wildlife and conservation of the natural environment.

Global Climate and Ozone Layer Protection Act of 2007 - Expresses the sense of Congress that the United States should negotiate with the other parties to the Montreal Protocol concerning mitigating global warming impacts and accelerating the phaseout of hydrochlorofluorocarbons (HCFCs) for developed and developing countries. Amends the Clean Air Act to allow the production and consumption of class II substances that are used as fire suppression agents for military, commercial aviation, industrial, space, or national security applications and that reduce overall risk to human health and the environment compared to alternatives. Bans the importation of any product manufactured after January 1, 2010, that contains any class II substance that has been phased out of production and consumption for any purpose other than for its transformation or destruction. Bans the production or importation of class I or class II substances unless the Administrator of the Environmental Protection Agency (EPA) certifies that the importer has offset such production or importation. Requires the Administrator to promulgate regulations establishing standards and requirements regarding the sale, distribution, use, and safe disposal of substitutes for class I and class II substances. Makes it unlawful for specified persons to sell or distribute any such substitute that is suitable for use in a motor vehicle air-conditioning system and that is in a container of less than 20 pounds of such substitute. Establishes the Refrigerant Environmental Management Council as a nonprofit entity to address the emissions of fluorocarbon refrigerants in an economical, efficient, and effective manner and to lead industry in recovery, reclamation, and destruction of such refrigerants. Gives the Council authority to collect a levy on the domestic production of virgin HCFC and Hydrofluorocarbon (HFC) refrigerants, the import of all HCFC and HFC refrigerants, and the import of such refrigerants contained in equipment. Authorizes the Council to use the funds generated by the levies to provide incentive payments to entities that document that chlorofluorocarbons (CFCs), HCFCs, and HFCs have been reclaimed or destroyed. Authorizes the EPA to carry out the mission and activities of the SunWise Program.
