Directs the Secretary of Transportation under the provisions of the National Traffic and Motor Vehicle Safety Act of 1966 to regulate seatbelt standards to prohibit motor vehicles from being equipped with starter interlock systems.

National Homestead Act - Directs the Secretary of Housing and Urban Development to compile a catalog of all unoccupied single-family dwellings in urban and other areas within the United States which are owned by him or his Department, and which would be suitable for occupancy and rehabilitation by qualified low and moderate-income families. Requires the Secretary to take such steps as may be necessary to assure that the residents of each community or area in which any such dwelling is located will be fully and currently informed of the existence, nature, and location of such dwellings. States that an applicant is qualified, for the purposes of participation in the program under this Act with respect to any dwelling, only if he or she: (1) is eighteen years of age or older; (2) is the head of his or her household; (3) is a citizen of the United States; (4) has not previously participated in the program; (5) is not the owner of any other real property; and (6) possesses the financial, technical, and other resources which are necessary to rehabilitate such dwelling. Requires each applicant to enter into an agreement that, among other things, he or she will reside in the dwelling for a period of at least five years and will during such period rehabilitate and maintain the dwelling so that it satisfies all of the requirements of applicable State and local law. States that the conveyance of any dwelling to an applicant under this Act shall be made on a conditional basis, in return for the payment by such applicant of the aforementioned agreement. Provides that upon any material failure by the applicant to carry out his or her agreement entered into under this Act the conditional conveyance of title to such applicant shall be revoked. States that after the applicant has resided in the dwelling for the required five-year period and has rehabilitated and maintained it and otherwise complied with the terms of his or her agreement throughout such period, he shall be granted a fee simple title to such property.

Requires the Secretary of the Army and the Chief of Engineers to act, on applications for permits, licenses or any other authorization under the provisions of any law, within ninety days or explain the failure to do so to the applicant.

Provides that real property which is farmland, woodland, historical places, or open scenic land and forms part of an estate shall be valued, under the Internal Revenue Code, for estate tax purposes, at its value as farmland if it continues to be used as such. (Amends 26 U.S.C. 2031)

Expresses the sense of the House of Representatives that accurate and complete data on imports of oil and oil products into the United States, oil and oil products inventories in the United States or under the control of companies owned by United States citizens, and distribution of oil and oil products within and from out of the United States are essential to the national security of the United States, the safety of its citizens, and the proper conduct of its domestic and international commerce. Authorizes the House Committee on Interstate and Foreign Commerce to conduct a full and complete investigation and study of the importing, inventorying, and disposition of crude oil, residual fuel oil, and refined petroleum products.

Requires the National Railroad Passenger Corporation to initiate a feasibility test of rail passenger service as a means of alleviating transportation problems caused by the energy crisis between points in Harford and Cecil Counties, Maryland, and Baltimore, Wilmington and Philadelphia, Pennsylvania. Requires a report to the Congress and the Secretary of Transportation in one year on such service.

Rape Prevention and Control Act - Directs the Secretary of Health, Education, and Welfare to establish, within the National Institute of Mental Health, the National Center for the Control and Prevention of Rape. Requires the Secretary, acting through the Center, to conduct a continuing study and investigation of specified areas, including: (1) the effectiveness of existing Federal, State and local laws dealing with rape; (2) the relationship, if any, between traditional legal and social attitutdes toward sexual roles, the act of rape, and the formulation of laws dealing with rape; (3) the treatment of the victims of rape by law enforcement agencies, hospitals, or other medical institutions, prosecutors, and the courts; (4) the causes of rape; and (5) sexual assaults in correctional institutions. Provides that the Center shall compile and publish annually a summary of its findings. Directs the Center to develop an information clearinghouse with regard to enumerated materials regarding rape and rehabilitation of offenders. Authorizes appropriations of such sums as may be necessary for carrying out the purposes of this Act. Provides that the Secretary, through the National Center for the Control and Prevention of Rape, shall make grants to community mental health centers, nonprofit private organizations, and public agencies for the purpose of conducting research and demonstration projects concerning the control and prevention of rape. Authorizes appropriations for such purposes. Requires the Secretary to establish an advisory committee to advise, consult with, and make recommendations to him on matters relating to rape prevention and control.

Expresses the sense of the House of Representatives that the United States Government should support the formation of an organization of petroleum-consuming nations to counter balance the Organization of Petroleum Exporting Countries and the Organization of Arab Petroleum Exporting Countries. States that the purpose of such an international group would be to negotiate as a single body with the oil exporters to try to establish and maintain reasonable petroleum prices and to promote joint projects among member countries to find alternative sources of energy and develop new energy forms.

Suspends emissions controls on motor vehicles and engines in the continental United States except vehicles registered to residents of designated air quality regions until June 30, 1977, or sixty days after the President determines there is no significant shortage of petroleum fuels, whichever is later. Directs the Administrator of the Environmental Protection Agency to designate, subject to the limitations of the Act, geographic areas of the United States in which there is significant auto emissions related air pollution. Provides that each State shall, not later than sixty days following enactment of this Act, submit to the Administrator a plan for implementing the Act. Provides that if a State fails to submit a plan under the Act or if the Administrator determines (after notice and opportunity for hearing) that such State is not adequately enforcing such a plan, then such State shall lose its entitlement to, and may not thereafter receive, any Federal grant or loan assistance under this Act or under the Federal Water Pollution Control Act. Declares that willful and deliberate violation of any provision of this Act shall be punishable by a fine of up to $1,000, or imprisonment for up to one year, or both.

Declares it to be the sense of the House of Representatives that: (1) the Government of the United States should maintain and protect its sovereign rights and jurisdiction over the canal and zone, and should in no way cede, dilute, forfeit, negotiate, or transfer any of these sovereign rights, power, authority, jurisdiction, territory, or property that are indispensably necessary for the protection and security of the United States and the entire Western Hemisphere; (2) that there be no relinquishment or surrender of any presently vested United States sovereign right, power, or authority or property, tangible or intangible, except by treaty authorized by the Congress and duly ratified by the United States; and (3) that there be no recession to Panama, or other divestiture of any United States-owned property, tangible or intangible, without prior authorization by the Congress (House and Senate), as provided in article IV, section 3, clause 2 of the United States Constitution.

Makes it the sense of the House that, during the period pending consideration and action by the Senate upon the bill H.R. 10710, as introduced in the first session of the Congress, cited as the "Trade Reform Act of 1973" and as amended and passed by the House, no loan, guarantee, insurance, or credit shall be extended by the Export-Import Bank of the United States to any nonmarket economy country (other than any such country whose products are eligible for column 1 tariff treatment on the date of the enactment of this resolution), and no such country shall participate in any program of the Government of the United States which extends credits or credit guarantees or investment guarantees, directly or indirectly.

Federal Paperwork Burden Relief Act - Directs the Comptroller General to conduct a study of the reporting requirements of Federal regulatory programs to determine the extent to which these requirements may be revised to lessen the burden upon small and independent business establishments. Requires the Comptroller General to report the results of such study to the Congress one year from the date of enactment of this Act.

Interim Fisheries Zone Extension and Management Act - Extends the jurisdiction of the United States over specified ocean areas and fish for purposes of protecting the domestic fishing industry. Requires the Secretary of Commerce to conduct research in order to promote the conservation of fish originating in the United States territorial sea and contiguous fisheries zone. Authorizes the appropriation of up to $1,000,000 in any fiscal year to carry out the provisions of this Act.

Authorizes the Secretary of the Interior to acquire specified property in the State of Maryland for an international center park. Establishes an International Center Park Advisory Commission. Provides that such Commission shall advise the Secretary in the development and management of this Act. Authorizes the appropriation of such sums as may be necessary to carry out the purposes of this Act.

Provides, under the Merchant Marine Act, that the appropriate agencies take steps to assure that at least 20 per cent of the gross tonnage of all petroleum and petroleum products imported into the United States on ocean vessels be transported on privately owned United States flag commercial vessels. Requires that the quantity to be carried in United States-flag commercial vessels be at least 25 per cent after June 30, l975, and at least 30 per cent after June 30, l977. (Amends 46 U.S.C. 1241))

Authorizes and directs the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Transportation to jointly conduct studies to determine the feasibility and desirability of establishing national scenic bicycle trails along United States Highways number 1, 30 and 101. Directs that these studies be submitted to the President and Congress including recommendations as to such actions which should be taken with respect to the establishment of such trails.

Increases the salaries of police and firemen under the District of Columbia Police and Firemen's Salary Act of 1958. Provides for a ten percent night differential in such pay for work performed during the hours of 4 P.M. and 8 P.M.

Solar Heating and Cooling Demonstration Act - Declares it to be the policy of the United States and the purpose of this Act to provide for the demonstration within a three-year period of the practical use of solar heating technology. Defines the terms used in this Act. Directs the National Aeronautics and Space Administration to initiate, support and carry out basic and applied research and development in solar heating and cooling technologies. Provides for the installation of solar heating systems in residential dwellings under the monitoring of the Secretary of Commerce, acting through the National Bureau of Standards and in consultation with the Secretaries of Housing and Urban Development and Defense. Provides that such residential dwellings shall be located in a sufficient number of different geographic areas (not less than three) in the United States to assure a realistic and effective demonstration of solar heating and cooling systems involved. Directs the Director of the National Science Foundation to initiate, support and fund basic and applied research activities related to solar energy in support of the objectives of this Act. Authorizes the appropriation of up to $50,000,000 to carry out this Act.

Provides that postal rates shall be established to apportion the costs of all postal operations to all users of the mail on a fair and equitable basis that takes into consideration all aspects of postal policy. Prohibits per piece surcharges. States that each rate of reduced postage shall be at the rates that existed for such matter on July 6, 1972, for the first 250,000 copies of each issue mailed.

Constitutional Amendment - Provides that nothing contained in the U.S. Constitution shall abridge the right of persons lawfully assembled, in any public building which is supported in whole or in part through the expenditure of public funds, to participate in voluntary prayer.

Food Supplement Amendment - Defines the term "food supplement" for purposes of the Federal Food, Drug, and Cosmetics Act to mean food for special dietary uses, and defines the meaning of "special dietary uses" as particular uses of food for man which meets specified requirements. Provides that in administering such Act the Secretary of Health, Education, and Welfare: (1) shall not limit the potency, number, combination, amount, or variety of any synthetic or natural vitamin, mineral, substance, or ingredient of any food supplement unless such article is intrinsically injurious to health in the recommended dosage; and (2) shall not require a warning label on any food supplement unless such article is intrinsically injurious to health in the recommended dosage.

Equal Credit Opportunity Act - Provides, under the Consumer Credit Protection Act, that any creditor who fails to comply with the provisions of this Act will be liable for (1) actual damages, (2) specified amounts in individual and class actions, and (3) reasonable attorney's fees. Prescribes the factors to be considered in determining the amount of award in any class action. Provides that a person may not offset any amount for which a creditor is potentially liable against any amount owed to such creditor. Makes it unlawful for any creditor or card issuer to discriminate on account of sex or marital status against any individual with respect to credit or the terms of such credit.

Expresses the sense of Congress that it shall be the policy of the United States that the Government of the United States shall cease forthwith all consideration of aid, trade, diplomatic recognition, or any other form of communication, travel, or accomodation with the Democratic Republic of North Vietnam or the Viet Cong until such time as agreements relating to facilitating the location and care of graves of the dead, exhumation, and repatriation of the remains have been complied with to the fullest extent.

Confers United States citizenship on each child who, to the satisfaction of the State Department under such rules and regulations as the Secretary of State shall prescribe : (1) was born in the Republic of Vietnam prior to January 1, 1974, and orphaned or abandoned; (2) is of an age such that not more than twelve years have passed from the date of such child's birth to the date of the enactment of this Act; (3) in all probability has or had one parent who was at the time of such child's birth a citizen of the United States; and (4) is placed through an adoption agency in the United States licensed or properly accredited according to pertinent local, State, and Federal law with suitable parent or parents in the United States, with a preference for any natural parent of such child, who is or are willing to adopt the child upon its arrival in the United States. Provides that the Department of State shall make the arrangements necessary to inform properly accredited adoption agencies in the United States of children potentially eligible for the benefits of this Act; and cooperate in the placement of such children and shall make the arrangements necessary to transport children who are qualified under this Act to their adoptive parents in the United States at the expense of the United States. Authorizes the President and the Secretary of State to negotiate and to make such arrangements with the Republic of Vietnam as are necessary to effectuate the purposes of this Act while assuring that citizenship conferred under this Act is in accordance with the norms of international law and the treaty obligations of the United States.

Hobbs Act Amendment - Provides that whoever obstructs, affects, or interferes with commerce by willfully damaging to the extent of $2,000 or more any real, personal or mixed property of an employer owner, or other person at or near a factory, construction site, or any other place where work or business of the employer is carried on shall be fined not more than $10,000 or imprisoned not more than 20 years, or both. (Amends 18 U.S.C. 1951)
