Local Government Infrastructure Financing Improvement Act of 1987 - Amends the Public Works and Economic Development Act of 1965 to direct the Secretary of Commerce to provide local governments technical assistance with respect to financing construction, repair, and expansion of public works facilities, including provision of information necessary to familiarize local governments about the use and availability of tax-exempt public works facility bonds for such financing. Requires the Secretary to report biennially to specified congressional committees on local government public works financing practices. Amends the Internal Revenue Code to: (1) raise from $5,000,000 to $25,000,000 the threshold amount of tax-exempt bonds that a small governmental unit may issue and still remain within the exception from arbitrage rebate requirements; and (2) increase from ten percent to 25 percent the amount of tax-exempt government bond proceeds that may be used by a nongovernmental entity for private purposes without triggering treatment of the bond issue as a taxable private activity bond. Limits the latter provision to governmental issuers whose reasonably anticipated amount of tax-exempt obligations to be issued during the calendar year is $25,000,000 or less. Caps at $25,000,000 the amount of bonds to which the issuer may apply the 25 percent private use test in any year.

Urges the U.S. Government to call on the Soviet Government to ban its prohibition of the Ukrainian Orthodox and Ukrainian Catholic Churches.

Amends Federal veterans' benefits provisions to direct the American Battle Monuments Commission to establish a memorial and museum on Federal land in the District of Columbia or its immediate area to honor World War II veterans and to commemorate U.S. participation in that conflict. Directs the Commission to plan, design, construct, and oversee the operation of the memorial and museum. Establishes the World War II Memorial and Museum Advisory Board to: (1) promote the establishment of the memorial and museum and encourage the donation of private funds for construction and maintenance; and (2) recommend the site and select the design for the memorial and museum, subject to the approval of the Commission. Authorizes the Commission to solicit private contributions for such memorial and museum. Authorizes Federal funding, in addition to such private funds, for preparation, planning, establishment, construction, and maintenance of the memorial and museum. Authorizes assistance from specified Federal departments and agencies. Authorizes Federal property to be transferred to the Commission, or authorizes the Commission to purchase suitable property within the District of Columbia for the establishment of such memorial and museum.

Bus Safety Act of 1987 - Requires the Secretary of Transportation to take the following actions regarding bus safety: (1) issue a final rule extending full coverage of the Federal motor carrier safety regulations to all motor carriers of passengers operating in interstate commerce; (2) develop and implement an education and enforcement program to inform all private motor carriers of passengers that compliance with the Federal motor carrier safety regulations is mandatory when operating in interstate commerce; (3) submit periodic reports to the Congress regarding the regulations and the status of the education and enforcement program; (4) amend specified regulations in the Code of Federal Regulations to include motor vehicles and drivers operating wholly within a municipality or its commercial zone; (5) promulgate regulations requiring all motor carriers of passengers to carry on all vehicles operating in interstate commerce written evidence of compliance with minimum insurance requirements; (6) require motor carriers of passengers operating in interstate commerce without certification by the Interstate Commerce Commission to display prominently within such vehicle an identification number issued by the Department of Transportation; (7) establish Federal standards for periodic inspection of commercial motor vehicles; (8) prohibit any State from requiring an additional periodic inspection of a commercial motor vehicle that has been the subject of a current inspection that meets the Federal standards; (9) remove from the definition of "on-duty time," for purposes of hours of service computation, time spent by a driver resting inside the motor vehicle; (10) establish an Office of Bus Safety in the Federal Highway Administration for the enforcement of Federal safety regulations affecting passenger carrying motor vehicles; (11) report to the Congress regarding the status of such Office and of the rulemaking proceedings required by this Act; and (12) report to the Congress explaining in detail every rule required by this Act that has not been adopted.

Middle-Income Family Higher Education Savings Act of 1987

Middle-Income Family Higher Education Savings Act of 1987 - Amends the Internal Revenue Code to allow an individual an income tax deduction for contributions to a savings account established to pay the educational expenses (tuition, supplies, meals, and lodging) of the taxpayer's child at an institution of higher education or a vocational school. Limits the deduction to $1,000 per year per child. Provides that no account may have more than one beneficiary. Permits a deduction with respect to only one account in cases of multiple accounts for the same beneficiary. Disallows the deduction for contributions made to an account after the beneficiary either attains age 25 or graduates from an eligible educational institution. Permits the exclusion from the gross income of the recipient beneficiary of payments and distributions from an education savings account as long as such amounts: (1) are used for the educational expenses of that individual; or (2) are rolled over into an education savings account established for a sibling of that individual. Exempts the education savings accounts themselves from taxation unless they cease to be proper education savings accounts because either the contributor taxpayer or the beneficiary engages in prohibited transactions or the beneficiary pledges the account as security. Establishes penalties in the form of additional tax when account funds or distributions are improperly used. Requires that the trustee of an education savings account report to the Secretary of the Treasury and to the account's benefactor on the maintenance of the account. Identifies the criteria and requirements applicable to an education savings account. Provides that contributions to an education savings account shall not be subject to gift tax. Establishes: (1) a five percent excise tax on amounts connected with any prohibited transaction with respect to an education savings account; and (2) a penalty for failure to file required reports concerning the education savings account.

Act for Better Child Care Services of 1988

Act for Better Child Care Services of 1987 - Authorizes appropriations for FY 1988 and such sums as necessary for FY 1989 through 1992 to carry out the purposes of this Act. Specifies the manner of making allotments for child care services. Requires the designation of a lead agency in each State which participates in the programs under this Act. Requires States to submit, in order to qualify for assistance under this Act, an application and plan to the Secretary of Health and Human Services. Requires each plan to cover a five-year period and to meet specified requirements for providers of child care services. Authorizes the use of State allotments: (1) by contracts with or grants to eligible child care providers, or public or private nonprofit agencies, to enable such providers or agencies to operate programs directly or by subcontract; or (2) by distributing child care certificates that parents may use as payment for child care services. Requires that a percentage of funds be reserved to enable part-day programs to extend existing hours of operation and provide full-day child care services. Authorizes the Secretary to make planning grants to States which desire to participate under this Act but cannot fully satisfy the requirements of a State plan without financial assistance. Provides for a review of the operation of a State plan during the five-year period to determine its continued eligibility for funds. Requires the Governor of each participating State to establish: (1) a State interagency advisory committee on child care to assist the lead agency in carrying out its responsibilities; and (2) a State committee on licensing to review the licensing requirements, the law, and the policies regulating child care services and programs within the State. Requires each participating State to recognized private nonprofit community-based organizations, or public organizations, as resources and referral agencies for particular geographic areas. Requires each participating State to require that all employed or self-employed persons providing licensed or regulated child care complete at least 15 hours per year of inservice, continuing education, or other training as described in this Act. Directs the Secretary to establish within the Department of Health and Human Services an Administrator of Child Care to carry out the provisions of this Act. Establishes enforcement provisions for review of State plans and monitoring of State compliance. Declares the Federal share of child care programs to be 80 percent and requires the State to demonstrate that the remaining 20 percent will be provided from other sources. Requires the Secretary to establish a National Advisory Committee on Child Care Standards to: (1) review Federal policies on child care services and such other data as appropriate; (2) submit to the Secretary proposed minimum standards for child care programs; and (3) develop and make available to lead agencies model regulations for resources and referral agencies. Terminates the committee 90 days after the date of publication of final minimum child care standards. Prohibits the use of funds under this Act for: (1) sectarian purposes or activities; (2) capital improvements to sectarian institutions; and (3) tuition.

Amends the Federal judicial code to grant U.S. district courts personal jurisdiction over citizens and subjects of foreign states in actions relating to the purchase or use of a product manufactured outside of the United States (provided such citizen or subject knew or should have known that the product would be imported for sale or use in the United States). Permits removal of such actions (without regard to whether all interested parties were properly joined and served) to an appropriate Federal district court. States that the law of the place of injury shall govern all issues concerning liability and damages in such actions.

Low-Income Housing Tax Act of 1987

Low-Income Housing Tax Act of 1987 - Amends the Internal Revenue Code (IRC) with respect to gain or loss on dispositions of property to provide that for purposes of determining the allowable depreciation and the amount of gain in connection with qualified low-income housing (as defined in this Act) or its disposition, the adjusted basis shall be increased to equal the adjusted cost of the housing. Provides for the recapture of benefits if the taxpayer fails to operate the housing in accordance with the relevant agreement or if there is a disposition of the property. Revises the IRC to waive the ten-year requirement for the low-income housing credit if: (1) the head of the governmental body responsible for administering the pertinent low-income housing program determines either that the availability of the credit would help to avoid default or mitigate loss to the government involved, or that the availability of the credit is necessary to enable the project to avoid default or to be retained for low-income use; or (2) the taxpayer acquires the building from a governmental body that acquired it by reason of default on any indebtedness. Excludes from the gross income of a noncorporate taxpayer any passive activity gain realized in connection with the disposition of a qualified low-income housing project to a qualified non-related party that agrees to continue the low-income housing use of the property. Requires that the property: (1) be held by the taxpayer for the five years preceding the disposition; and (2) be identified by a State or local government as necessary to meet certain low-income housing requirements. Revises the definition of "cooperative housing corporation" for purposes of the income tax deduction of taxes, interest, and business depreciated by a tenant-stockholder to delete the 80-percent income requirement for limited equity cooperative housing corporations. Requires that income derived from investment of the mandatory reserves of a limited equity cooperative housing corporation be treated, for purposes of the tax deduction incurred in transactions with members, as income derived by the corporation from its members. Provides for the recapture of such amounts if the corporation ceases to be a qualified limited equity cooperative housing corporation. Permits such a corporation to elect retroactive application of such treatment.

Antiterrorism and Arms Export Amendments of 1988

Antiterrorism and Arms Export Amendments Act of 1987 - Amends the Arms Export Control Act to prohibit the U.S. Government and U.S. persons from exporting or facilitating the export of any munitions item to any country which: (1) has repeatedly provided support for international terrorism; or (2) grants sanctuary from prosecution to any individual or group which has committed an act of international terrorism. Authorizes the President to waive such prohibition upon making specified certifications. Imposes criminal penalties for willful violations of such prohibition. Imposes civil penalties for violations of such prohibition and provides for enforcement of such civil penalties. Requires that the possibility of supporting international terrorism shall be a consideration in the issuance of arms export licenses or in arms sales. Amends the Export Administration Act of 1979 to provide that a validated license shall be required for the export of goods or technology to a country if the Secretary determines that: (1) such country grants sanctuary to or has repeatedly provided support for acts of international terrorism; and (2) such exports would contribute to the military potential of such country, would be destined to a military end-user or for military end use in such country, or would enhance the ability of such country to support acts of international terrorism. Amends the Foreign Assistance Act of 1961 to prohibit the provision of any assistance under such Act, the Agricultural Trade Development and Assistance Act of 1954, the Peace Corps Act, or the Export-Import Bank Act to any country which the Secretary determines: (1) has repeatedly provided support for international terrorism; or (2) grants sanctuary from prosecution to any individual or group which has committed an act of international terrorism. Authorizes the President to waive such prohibition upon making specified certifications. Prohibits rescinding a determination that a country supports international terrorism, unless the Secretary of State, at least 90 days before the rescission would take effect, certifies to the Congress that: (1) the country has not provided support for international terrorism for the preceding six months; and (2) the country has made explicit assurances that it will not support international terrorism in the future. Amends the Arms Export Control Act and the Foreign Assistance Act of 1961 to require the President to notify the Congress of third country transfers of items: (1) sold under the Foreign Military Sales (FMS) program; (2) exported pursuant to a munitions license; or (3) provided under the Military Assistance Program (MAP). Directs the President to include in required quarterly reports to the Congress concerning military exports a listing of all defense articles or defense services transferred by the Department of Defense to other agencies of the U.S. Government. Prohibits the transfer of any munitions item by the U.S. Government to any foreign country, group, or person under the authority of a presidential determination that such a transfer is important to the national security of the United States as a significant anticipated intelligence activity, unless the President notifies certain congressional committees of such a transfer in accordance with the procedures set forth in the National Security Act of 1947 for the reporting of any intelligence activities. Revises requirements for reporting the use of foreign assistance funds where it is inadvisable to specify the nature of the use of such funds to require that such a report be transmitted to the Committee on Foreign Affairs of the House of Representatives rather than to the Speaker of the House. Amends the Hostage Act to specify that the President may not use any means otherwise prohibited by law in attempting to cause the release of U.S. citizens imprisoned by foreign governments. (Current law specifies that the President may not use any means amounting to acts of war.)

CIA Accountability Act of 1987 - Directs the Comptroller General to audit the financial transactions and evaluate the programs and activities of the Central Intelligence Agency: (1) on the initiative of the Comptroller General; or (2) when requested by the Chairman or the ranking minority member of the Senate Select Committee on Intelligence or the House Permanent Select Committee on Intelligence. Requires the Comptroller General to provide the results of such audit to the Committees and the Director of Central Intelligence. Authorizes the Comptroller General to inspect and copy any written or recorded information in the possession or control of the Agency. Requires that the Comptroller General be provided access to officers and employees of the Agency unless the President determines, in a written report, that access to certain personnel is not in the national interest. Requires the Comptroller General, in consultation with the congressional committees, to establish procedures to protect all classified and other sensitive information from unauthorized disclosure. Requires all workpapers of the Comptroller General and all records and property of the Agency used during an audit to remain in Agency facilities. Directs the Director of Central Intelligence to expedite security clearance reviews on General Accounting Office personnel who may have access to classified or other sensitive information during an audit or evaluation.

Requires the Administrator to consult with the National Institutes of Health and the Centers for Disease Control on matters relating to acquired immunodeficiency syndrome (AIDS) when promulgating such regulations. Authorizes exemptions for small quantities of such waste. Requires that facilities where such waste is handled be open for Federal inspection and that handlers of such waste provide information and samples as necessary.

Toll Highways Act of 1987 - Amends Federal law regarding toll facilities to provide that all highways, bridges, and tunnels which are constructed or rehabilitated shall, with specified exceptions, be free from tolls of all kinds. Authorizes Federal participation in the construction and maintenance of toll highways, bridges, and tunnels other than on the Interstate system. Limits the Federal share payable for such project to 35 percent. Mandates that: (1) such highways, bridges, or tunnels be publicly owned and operated; and (2) for a project to qualify for such funds the State highway department must agree that toll revenues in excess of construction, debt service, and maintenance costs will be used for highway construction on any public road. Makes Federal-aid highway funds available for obligation on projects approaching any toll road, bridge, or tunnel. Declares that construction or relocation costs of toll collection equipment or facilities are not eligible for Federal funds. Authorizes Federal participation in any engineering and fiscal assessments, traffic analyses, and preliminary design analyses necessary to determine whether a privately owned toll facility shall be acquired by a State (or political subdivision). Delineates circumstances under which Federal participation is authorized for the construction of both toll and free ferryboats, including construction projects constituting approaches to such ferryboats on either the Federal-aid primary or secondary system (but not on the Interstate system). Authorizes such Federal participation upon the condition that: (1) the operating authority and the amount of fares charged shall be under the control of a State agency or official; and (2) all revenues derived from publicly owned or operated ferries shall be applied to construction, operation, and maintenance costs. Authorizes the Secretary of Transportation to cancel certain agreements entered into with a State before the date of enactment of this Act if a State requests such cancellation, and if it enters into an agreement with the Secretary regarding toll facilities as detailed in this Act. Retains the eligibility of certain toll facilities for Federal participation upon request of the authority that selects the facility.

Veterans' Agent Orange Disabilities Act of 1987 - Creates a non-rebuttable presumption that, for the purposes of wartime disability compensation for Vietnam veterans, the following diseases shall be considered to have been incurred in, or aggravated by, active military, naval, or air service in Vietnam during the Vietnam era: (1) non-Hodgkin's lymphoma; (2) lung cancer becoming manifest within 25 years of service; and (3) a disease that, in accordance with this Act, is determined to be reasonably associated with damage to or suppression of the immune system resulting from exposure to dioxin or any other toxic herbicide used in Vietnam and that is listed in regulations prescribed by the Administrator of Veterans Affairs. Requires the Administrator to enter into an agreement with an appropriate nonprofit private scientific organization to: (1) conduct a survey of all scientific studies of the effects of dioxin and other toxic herbicides used by the United States in Vietnam on humans or animals; and (2) determine what (if any) diseases are reasonably associated with damage to or suppression of the human immune system as a result of exposure to such herbicides. Designates the National Academy of Sciences (NAS) as the appropriate nonprofit organization, unless: (1) the NAS does not enter into such an agreement with the Administrator; (2) the Administrator has notified the veterans' committees of an alternative organization; and (3) 90 days have elapsed since such notification. Requires that the scientific organization report to the Administrator and the veterans' committees on the name of each disease determined to be reasonably associated with human immune system damage or suppression within one year after enactment of this Act. Directs that the Administrator prescribe regulations listing each such disease within 90 days of receipt of such report, unless a disease is specifically excluded by law. Directs the Administrator to periodically (but not less than annually) survey additional completed studies to determine whether any diseases should be added to the list. Requires that the Administrator: (1) compile and analyze, on a continuing basis, all clinical data obtained by the VA in connection with physical examinations and treatment furnished after November 3, 1981, to veterans who were exposed to dioxin or any other such toxic substance; and (2) submit to the Senate and House Committees on Veterans' Affairs a semiannual report containing such compilation and analysis, along with a discussion of the disabilities identified or treated by the VA, the Administrator's explanation for the incidence of such disabilities, and other reasonable explanations for the incidence of such disabilities.
