States that the United States and the Soviet Union should: (1) pursue a complete halt to the nuclear arms race; (2) decide when and how to achieve a mutual and verifiable freeze on the testing, production, and further deployment of nuclear warheads, missiles, and other delivery systems; (3) give special attention to destabilizing weapons; and (4) proceeding from this freeze, pursue major, mutual, and verifiable reductions in nuclear warheads, missiles, and other delivery systems.

Campaign Finance Reform Act of 1982 - Amends the Federal Election Campaign Act of 1971 to impose ceilings on the total contributions which campaigns for the House of Representatives and the Senate may accept from multicandidate political committees. Sets the ceiling with respect to campaigns for the House at $75,000 for a general or special election (with an extra $25,000 in the case of a run-off). Sets the ceiling with respect to campaigns for the Senate at: (1) the greater of $25,000, or the product of $12,500 times the number of State Representatives, in the case of a run-off election; or (2) the greater of $75,000, or the product of $37,500 times the number of State Representatives (not to exceed $500,000), for a general or special election (including conventions and primaries). Amends the Internal Revenue Code to increase the tax credit for political contributions from $50 to $100 ($200 for joint returns). Allows two separate tax credits, up to such amounts, for contributions: (1) to individual candidates and political committees; and (2) to national, State, and local committees of a national political party.

Amends the Federal Power Act to direct the Federal Energy Regulatory Commission to approve public utility rate increases for electric energy based on costs of proposed or ongoing construction in regard to: (1) pollution control facilities; or (2) conversion of oil or gas-fired facilities to use of other fuels. Directs the Commission to order rate increases to cover construction costs for facilities other than those above only after an evidentiary proceeding. Sets forth requirements concerning such proceedings.

Amends the Trade Act of 1974 to grant the President specified powers if the President determines that a major industrial country: (1) does not provide equivalent competitive opportunities for U.S. commerce in that country; or (2) consistently violates U.S. trade laws. Directs the President, upon making such a determination, to recommend to Congress: (1) terminating certain U.S. concessions affecting tariffs or import restrictions; and (2) ending the applicability to such country of legislation necessary to carry out trade agreements. Authorizes the President, upon making such determination, to proclaim increased tariffs or other import restrictions.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide that no determination that an individual's disability has ceased shall take effect before the month in which the individual is notified of the determination in writing. Extends by three months the period during which disability insurance benefits remain payable after a disability ceases. Permits an individual to elect to continue to receive disability insurance benefits while such individual is appealing a determination that he or she is no longer entitled to such benefits. Provides that if the decision upon such appeal affirms such determination, any disability insurance benefits paid pursuant to such election shall be considered overpayments.

Withdraws certain Federal lands in the Black Hills National Forest in South Dakota from public use for a period of ten years. Directs the Secretary of Agriculture to issue a ten-year permit to the Yellow Thunder Camp community established by the Lakota-Dakota (Sioux) Nation to use such lands as a cultural and religious resource area. Prohibits any lease, permit, or contract with respect to such lands without Yellow Thunder Camp's consent. Requires that the Secretary assure that any land and resource management plan for lands in the Black Hills National Forest: (1) prohibits activities harmful to religious or cultural sites of the Lakota-Dakota Nation; (2) prohibits excavation of archeological resources on such lands without the Lakota-Dakota Nation's consent; and (3) guarantees to the Lakota-Dakota Nation and allied members of other Indian nations the free exercise of their religion on such lands. Requires the Secretaries of Agriculture and the Interior to consult and negotiate with the leaders of the Lakota-Dakota Nation to resolve conflicts with respect to their religious freedom, activities harmful to their religious and cultural sites, and the excavation of archeological resources on such lands. Directs the Secretaries to report to the President, the Speaker of the House of Representatives, and the President of the Senate on such consultations and negotiations.

Coast Guard Authorization Act for 1983 and 1984 - Authorizes appropriations for the Coast Guard for FY 1983 and 1984 for: (1) operation and maintenance expenses; (2) acquisition, construction, rebuilding, and improvement of aids to navigation, shore facilities, vessels, and aircraft; and (3) research, development, testing, and evaluation. Permits the Coast Guard an end-year strength of 41,500 active duty personnel. Authorizes average military training student loads. Revises the authority of the Coast Guard to establish and operate aids to maritime navigation on the inland waterways by contract with persons or public bodies or instrumentalities. Recommends that such services be provided by civilian rather than military members of the Guard. Directs the Secretary of the department in which the Coast Guard is operating to report to Congress within a year on the exercise of such contracting authority and on increased civilian participation. Eliminates the Secretary's annual report to Congress concerning the utilization of authority to lease housing facilities for military personnel and their dependents. Amends the Presidential Protection Assistance Act of 1976 to eliminate a semi-annual report on expenditures from the Commandant of the Coast Guard to the appropriate committees of Congress. Repeals the current provisions concerning the guaranty, apportionment, and payment of cost for the alteration of bridges. Permits the Secretary, before ordering a bridge altered or relocated, to require equitable contributions from any interested party or political sub-division for such alteration, whether necessitated by its obstruction of navigation or other causes. (Currently, contributions by other than the bridgeowner are required only for other causes.) Amends the General Bridge and other Acts to exclude from specified bridge construction and operation provisions bridges over waters not subject to the ebb and flow of the tide and not used in interstate or foreign commerce. Eliminates the misdemeanor of unreasonable delay in opening a drawbridge. Requires that violations of regulations for bridges over navigable waters be willful to be punishable. Prohibits a vessel owner or operator from signaling a drawbridge to open for any nonstructural vessel appurtenance which is not essential to navigation. Establishes a civil penalty for violations of specified bridge regulations and orders of the Army Chief of Engineers. Requires the owner or operator of a bridge or causeway to keep it in proper repair so that it does not obstruct or make navigation hazardous. Requires that complete files of vessel inspections or examinations delegated to the American Bureau of Shipping or a similar agent be kept in the United States and accessible by the Coast Guard. Revises personnel and manning standards for foreign vessels. Increases the amount of penalties under the Federal Boat Safety Act of 1971. Directs the Commandant of the Coast Guard to review policies and procedures for towing and salvaging disabled vessels to minimize competition with private enterprise. Establishes an end strength level for full-time civilian employees for FY 1983 and 1984.

Home Mortgage Capital Stability Act - Amends the Federal Deposit Insurance Act to authorize the Federal Deposit Insurance Corporation to purchase capital participation notes from, and make earnings stabilization payments to, any insured bank determined eligible under this Act. Limits eligibility for such assistance to any insured bank: (1) whose net worth is less than two percent of its assets; (2) which has sustained earnings losses for any two consecutive quarters during a specified time period, althoug its prospects for long term viability remain reasonably good; and (3) at least 20 percent of whose loan portfolio consists of mortgages secured by property occupied by a one-to-four-family residence or by individual condominium or cooperative units. Prescribes the requirements of any assistance agreement between the Corporation and such a bank, including a requirement that at least 50 percent of annual net new deposits be used to issue mortgages to first-time home buyers for condominium or cooperative units or for property occupied by a one-to-four-family residence. Requires the capital participation notes purchased by the Corporation from an insured bank to be in an amount equal to the difference between such bank's net worth and two percent of its assets. Requires that all amounts received from the sale of capital participation notes be used to increase such bank's net worth. Permits the Corporation, during the two-year period following its purchase of such notes, to make quarterly earnings stabilization payments to such a bank in an amount equal to the earnings losses incurred by the bank during the previous quarter. Allows continued earnings stabilization payments after such two-year period only if the Corporation certifies that the continued earnings losses involved are caused by general market conditions and not by the banks's own actions. Requires an insured bank to begin repaying the Corporation the amounts received plus interest after its net worth reaches three percent of its assets or five years have passed since it first received assistance. Sets the total annual repayment amount at not less than half the bank's net income after taxes. Prohibits such a bank with a stock form of ownership from paying dividends to its shareholders while it owes any amount to the Corporation. Amends the National Housing Act and the Federal Credit Union Act to authorize the Federal Savings and Loan Insurance Corporation and the National Credit Union Administration Board to provide similar assistance to insured savings and loan associations and Federal credit unions in similar circumstances. Establishes in the Treasury a Home Mortgage Capital Stability Fund for use as a revolving fund by the Federal Deposit Insurance Corporation, the Federal Home Loan Bank Board, and the National Credit Union Administration for the purposes of this Act. Requires quarterly reports to each House of Congress by each of such users. Authorizes appropriations.

National Park System Protection Act of 1982 - Permits the Secretary of the Interior to issue leases for, authorize use or development of, or sell or dispose of, lands or waters within, adjacent to, or related to, any National Park System unit only after a determination that the exercise of such authority will not impair the values for which the park unit was established. Requires Federal agencies conducting activities affecting a park unit to insure that such activities will not injure or degrade any of the park unit's resources or values. Prohibits the commencement of any activity affecting a park unit after enactment of this Act unless the Secretary, acting through the Director of the National Park Service, determines that no injury or degradation of the park unit's resources or values will result. Requires an applicant for a license or permit to conduct activity affecting a park unit or for financial assistance for any such activity to include with the application a certification approved by the Secretary that the proposed activity will not injure or degrade the park unit's resources or values. Permits a person to bring an action against the Secretary or a Federal agency for any violation of this Act. Requires the Secretary to bring an action against any person, including a State or local government, whose activities will harm a park unit's resources. Sets forth procedural requirements for such actions. Expresses the sense of Congress that the Secretary should select for the post of Director of the National Park Service someone with the highest level of professional experience and expertise in fields relevant to the post's administrative duties. Requires the Secretary to direct the National Park Service to conduct a research program on the natural and cultural resources of the National Park System. Provides for the maintenance of the data and information obtained through such program in a National Park System resource data center. Makes such data and information available to the public and Congress. Requires the Secretary to submit biennial reports to Congress on the state of the National Park System. Directs the Secretary to submit to specified congressional committees an analysis of the most critical natural and cultural resource threats in the system. Directs the Secretary to provide technical assistance, upon request, to local governments which have land use control authority over private lands adjacent to any park unit to help develop land use plans and zoning ordinances. Authorizes the Secretary to make grants to local governments for such purposes. Provides for the cessation of all disbursements from the Treasury to the Secretary if the Secretary has failed or refused to comply with any requirements of this Act. Provides for termination of the cessation if the Comptroller General determines that the Secretary has complied with the provision involved. Provides that any officer or employee subject to such cessation order shall be considered to be on furlough status during the period of time for which disbursements have ceased. Authorizes appropriations.

Legislative Residence Expenses Act of 1982 - Amends the Internal Revenue Code to repeal the provision allowing an income tax deduction without substantiation for living expenses of Members of Congress. Qualifies the income tax deduction for living expenses of State and Federal legislators to require legal residence in a location other than the city in which the legislative capitol is situated and the occupation of a second residence in the vicinity of the capitol for more than 183 days of the taxable year. Limits the income tax deduction for living expenses to amounts paid for: (1) utilities; (2) repairs; (3) home maintenance; (4) rent; and (5) depreciation. Provides a method of computing the depreciation on the home and its furnishings.

Community Home Health Services Act of 1982 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants to public and nonprofit private entities and loans to proprietary entities to establish and operate home health programs, including professional and paraprofessional training. Limits such grants and loans to areas without adequate services, including inadequate transportation services. Sets forth assistance priority factors. Authorizes appropriations for FY 1983-1984. Requires the Secretary to report to specified congressional committees by January 1, 1984. Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to expand home health care coverage, including coverage for homemaker-home health services, nonprofit hospitals, and transportation. Revises related payment provisions. Directs the Secretary to: (1) analyze and make recommendations regarding alternative reimbursement methods for home health services; (2) implement the most cost effective method within 180 days; (3) carry out reimbursement demonstration projects and report to the Congress by January 1, 1984, and (4) investigate Medicare and Medicaid fraud and report to the Congress within 18 months. Amends the Internal Revenue Code to provide a tax credit for households with qualifying dependents receiving home health care services. Limits such tax credit to 1983-1984. Requires the Secretary of the Treasury to report to Congress by September 30, 1984, regarding the number of such credits taken and their effect on tax revenues.

Amends title XVI (Supplemental Security Income) of the Social Security Act to limit any reduction in future SSI payments levied because of past overpayments to the larger of 25 percent (of the future payment) or $10, where the overpayments involved were not the fault of the recipients.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to direct the Secretary of the Treasury to implement procedures for identifying social security benefit checks issued under title II which have not been negotiated within 12 months and to credit the appropriate social security trust fund on a monthly basis for the amount of all unnegotiated benefit checks drawn on such trust fund. Requires the Secretary to pay a benefit check presented for payment after it has been credited to one of the trust funds if it is otherwise proper. Authorizes appropriations to reimburse the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund for the total amount of unnegotiated benefit checks.

Amends the Omnibus Budget Reconciliation Act of 1981 to extend by five months (until September 30, 1982) the period within which an individual must have become a full-time student at a postsecondary educational institution in order to receive, after July 1982, child's insurance benefits on the basis of student status under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require the Secretary of Health and Human Services to prescribe annual adjustments to the formula for determining the primary insurance amount in order to ensure that the replacement rate for the primary insurance amount for January of the following year does not fall below a specified percentage.

Authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to present, on behalf of Congress, a gold medal to Admiral Hyman George Rickover in recognition of his distinguished service and for his contributions to the development of safe nuclear energy and to the defense of the United States. Directs the Secretary of the Treasury to provide for a gold medal with suitable emblems, devices, and inscriptions. Authorizes appropriations to carry out such provision. Authorizes the Secretary to make available bronze duplicates of such medal for sale under regulations he prescribes and in accordance with provisions of this Act.

Law Enforcement Officers Protection Act of 1982 - Establishes criminal penalties applicable to licensees under the Gun Control Act of 1968 who import, manufacture, or sell a "restricted handgun bullet," except as authorized by the Secretary of the Treasury. Establishes additional criminal penalties, including a mandatory minimum sentence of one year imprisonment, for: (1) using a restricted handgun bullet to commit a Federal felony; or (2) carrying a restricted handgun bullet unlawfully during commission of a Federal felony.

Social Security Benefit Restoration Act of 1982 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to reinstate, with specified revisions, the formulas for computing the primary insurance amount and maximum benefits which were in effect with respect to benefits for December 1978. Requires the Secretary of Health and Human Services to recompute the primary insurance amounts of title II beneficiaries whose benefits are based upon the formula for computing the primary insurance amount as in effect with respect to benefits for months before January 1983. Makes such recomputation effective for benefits for months starting with January 1983.

Declares that the presidential certification submitted to the Congress with respect to sending military aid to El Salvador is void. Directs the President to immediately suspend such assistance. Requires the suspension to remain in effect during FY 1982 and 1983. Prohibits the President from making another such certification until Congress enacts a joint resolution declaring that El Salvador has met specified conditions.
