This bill amends the federal criminal code to require a licensed gun dealer to notify the national instant criminal background check system (i.e., the NICS database) of an explosive materials sale and the purchaser's identity. Additionally, it requires the Department of Justice (DOJ) to include in the NICS database information about an individual who is or has been under a federal terrorism investigation. A federal department or agency must submit to DOJ information about such individual. If a licensed gun dealer request a background check on a prospective gun buyer or provides notice of an explosive materials purchaser who is or has been under a federal terrorism investigation, then the NICS database must notify the appropriate division of the Federal Bureau of Investigation.

Coal Cleanup Taxpayer Protection Act This bill amends the Surface Mining Control and Reclamation Act to prohibit the Office of Surface Mining and Reclamation Enforcement (OSMRE) and state regulatory authorities from accepting new self-bonds for coal reclamation. Additionally, any existing self-bonds or corporate bonds utilized for coal reclamation must be converted to surety or collateral bonds. The OSMRE may approve state or federal alternative coal mining bond programs that result in no greater risk of financial liability to the federal government than a surety or collateral bond program. The bill also requires the OSMRE to issue rules establishing limitations on surety bonds to minimize the financial liability to the federal or state government.

Voting Access Act This bill amends the Help America Vote Act of 2002 to require each state to comply with national standards established by the Election Assistance Commission for the location and operation of polling places used in elections for federal office. The Commission shall establish such standards and study instances of the misidentification by election officials of the political party registration of individuals attempting to vote in primary elections for federal office.

Expanding Care for Female Veterans Act This bill directs the Department of Veterans Affairs (VA) to establish a three-year pilot program to award grants to health care entities to lease, purchase, or build health care facilities for female patients in order to provide hospital care and medical services to female veterans enrolled in the VA's patient enrollment system. For purposes of providing such care and services, a facility leased, purchased, or built under the program shall be deemed to be: (1) a non-VA entity that may provide veterans hospital care and medical services as specified in the Veterans Access, Choice, and Accountability Act of 2014; or (2) if the authority to carry out the program is terminated, an entity otherwise authorized to provide hospital care and medical services pursuant to an agreement entered into by the VA.

Original LGBTQ Pride Month Resolution of 2016 Expresses the sense of the House of Representatives that: (1) lesbian, gay, bisexual, transgender, and queer (LGBTQ) rights are human rights to be recognized and protected by the U.S. Constitution; and (2) the United States should continue to strive to ensure that the promise of equality is realized for all people in the United States. Recognizes that all people in the United States should be treated fairly and equally regardless of sexual orientation or gender identity. Acknowledges the struggle of the Stonewall protestors (human rights protesters at the Stonewall Inn in New York City on June 28, 1969) and countless other LGBTQ people for equality, Encourages the celebration of LGBTQ Pride Month.

Presidential Tax Transparency Act This bill amends the Federal Election Campaign Act of 1971 to require any candidate of a major party for the office of President to file with the Federal Election Commission (FEC) a copy of the candidate's income tax returns for the three most recent taxable years for which such a return has been filed with the Internal Revenue Service as of the date of the nomination. In any case in which such a candidate has not filed with the FEC such income tax returns within 30 days after the nomination date, the FEC shall request the Department of the Treasury to furnish the returns. A tax return furnished to the FEC by a candidate or by Treasury shall be treated in the same manner as a report filed by the candidate and, except for the appropriate redaction of certain information, shall be made publicly available at the same time and in the same manner as other reports and statements. The bill amends the Internal Revenue Code to authorize the FEC to disclose to the public the applicable tax returns of any person who has been nominated as a candidate of a major party. Treasury shall furnish the FEC with copies of any requested returns.

Revamping the Education of our Veterans to Align Manufacturing through Partnerships with Community Colleges Act of 2016 or REVAMP with Community Colleges Act of 2016 This bill directs the Department of Labor to award grants to community colleges to: (1) analyze the demand for additional trained employees in their locality and the skills possessed by veterans who receive federal educational assistance and seek local employment; (2) carry out an existing, or implement a new, certificate or degree program that provides those veterans with training that addresses local demand for trained employees; and (3) facilitate the establishment of an advisory board to provide guidance to the training program and assist trained veterans in their pursuit of local employment. The advisory board shall be composed of local business representatives and an employee from the Department of Veterans Affairs.

Middle Class College Tuition Tax Credit Expansion Act of 2016 This bill amends the Internal Revenue Code to replace the Hope Scholarship and Lifetime Learning tax credits with a new American Opportunity Tax Credit that: allows an increased income tax credit for the qualified tuition and related expenses of a student who is carrying at least one half of a normal course load, increases the income threshold for reductions in the credit amount based upon modified adjusted gross income, allows a lifetime dollar limitation on such credit of $25,000 for all taxable years, prohibits taxpayers who have fraudulently or recklessly claimed the credit from receiving the credit during a specified disallowance period, and makes 50% of the credit refundable. The bill also allows an exclusion from gross income of any amount received as a Federal Pell Grant.

Student Loan Employment Benefits Act of 2016 This bill amends the Internal Revenue Code to exclude from the gross income of an employee up to $5000 per year of the amounts paid by an employer under a student loan payment assistance program. The student loan payment assistance program must be a separate written plan of an employer to provide employees with student loan payment assistance which meets specified requirements. The bill defines "student loan payment assistance" as the payment of principal or interest on any indebtedness incurred by an employee solely to pay qualified higher education expenses which are paid or incurred within a reasonable time before or after such indebtedness was incurred and are attributable to education furnished during a period in which such employee was a student eligible for federal financial assistance. "Student loan payment assistance" also includes the payment of principal or interest on debt used to refinance the debt described above.

College Preparation Tax Credit Act of 2016 This bill amends the Internal Revenue Code to allow an individual taxpayer a tax credit for up to $500 of qualified college preparation expenses. An individual may use the credit for up to three years for qualified college preparation expenses that include: the fees required for taking any Advanced Placement or International Baccalaureate exam, the SAT, the ACT, or any SAT subject test; expenses related to preparation for the exams; fees and expenses related to applications for admission to pursue a postsecondary course of study at an institution of higher education; and similar expenses and fees prescribed by the Internal Revenue Service in regulations.

LGBT Data Inclusion Act This bill requires federal agencies that collect information through a survey that includes demographic data (where subjects self-report information or a proxy provides information about the subject or responds for all persons in a household) to establish data standards that require: a determination of which existing data sets exclude information about sexual orientation and gender identity; an identification, and a use, of appropriate methods to include questions on sexual orientation and gender identity in surveys that facilitate categorization and voluntary participation and that preserve privacy and confidentiality; and a routine assessment of needed changes in survey methods related to asking such questions. Agencies that publish reports relying on survey demographic data must include information on sexual orientation and gender identity. Individuals shall not be: (1) required by this bill to disclose their sexual orientation or gender identity to an agency; or (2) subjected to fines or penalties for refusing to answer, or providing a false answer to, any survey question regarding gender identity or sexual orientation. Nothing in this bill shall be construed to permit the use of such collected information in a manner that would adversely affect an individual.

Supports cooperation between the United States and the EU in thwarting Hizballah's criminal and terrorist activities. Urges the EU to designate Hizballah in its entirety as a terrorist organization and increase pressure on the group, including through: better cross-border cooperation among EU members, issuing arrest warrants against Hizballah members and active supporters, freezing Hizballah's assets in Europe, and prohibiting fund raising activities in support of Hizballah.

Air Traffic Controller Hiring Improvement Act of 2016 This bill directs the Federal Aviation Administration (FAA), in appointing air traffic controllers, to give preferential consideration to qualified individuals maintaining 52 consecutive weeks of experience involving the active separation of air traffic after receipt of an air traffic certification or facility rating within 5 years of application while serving at an FAA air traffic control facility, a civilian or military air traffic control facility of the Department of Defense, or a tower operating under contract with the FAA. The FAA shall consider additional applicants by referring an approximately equal number of employees for appointment among two applicant pools. The number referred from each group shall not differ by more than 10%. Pool one shall consist of applicants who: have successfully completed air traffic controller training and graduated from an institution participating in the Collegiate Training Initiative program and have received an appropriate recommendation or endorsement from such institution, are eligible for a veterans recruitment appointment and provide a Certificate of Release or Discharge from Active Duty within 120 days of the announcement closing, are veterans eligible for veterans' benefits who maintain aviation experience obtained in the course of the individual's military experience, or are preference eligible veterans. Pool two shall consist of applicants who apply under a vacancy announcement recruiting from all U.S. citizens. The FAA: (1) may not use a biographical assessment when hiring, (2) must provide an individual who applied in response to a specified 2014 vacancy announcement and was disqualified as the result of a biographical assessment an opportunity to reapply under the revised hiring practices, and (3) must waive any maximum age limit for such reapplying applicants who met such requirement when they applied under such announcement. Otherwise, the maximum age limit for an original appointment as an air traffic controller under this bill shall be 35 years of age. The FAA shall consider directly notifying secondary schools and institutes of higher learning of a vacancy announcement for pool one applicants.

Student Loan Refinancing and Recalculation Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Department of Education to establish a program to refinance the outstanding principal, interest, and late charges on Federal Direct Loans (DLs) and Federal Family Education Loans (FFELs). A refinanced loan has a fixed interest rate equal to the 10-year Treasury note rate plus 1 percentage point. Additionally, the bill modifies the formula to calculate interest rates on new Direct Subsidized, Unsubsidized, and PLUS Loans disbursed on or after July 1, 2017. Finally, it eliminates the origination fee on Direct Subsidized, Unsubsidized, and PLUS Loans disbursed (and on Consolidation Loans applied for) after enactment of this bill.

Senate's Court Obligations Trump Unconstitutional Stalling Resolution or the SCOTUS Resolution Prohibits the House of Representatives or Senate from adjourning, remaining adjourned, or convening solely in a pro forma session for a period of more than two days (excluding Saturdays, Sundays, and legal holidays, except when the House or Senate is in session on such a day) during the remainder of the 114th Congress unless, at the time the period of adjournment begins, the Senate has taken action on the nomination of Judge Merrick Garland for Associate Justice of the Supreme Court by: (1) holding a hearing on the nomination in the Senate Judiciary Committee, or (2) holding a vote on the nomination in the Senate. Requires such prohibition to take effect July 19, 2016.

Opioid and Heroin Abuse Crisis Investment Act of 2016 This bill appropriates funding for the activities in the bill. This bill amends the Public Health Service Act to require the Department of Health and Human Services to enter into cooperative agreements with states to expand opioid treatment capacity, make services more affordable to those who cannot afford them, and help individuals seek treatment, successfully complete treatment, and sustain recovery. (Opioids are drugs with effects similar to opium, such as heroin and certain pain medications.) Funding must be allocated to states based on the severity of the opioid epidemic in the state and the strength of the state's strategy to respond. The Office of the National Coordinator for Health Information Technology must expand efforts to support prescription drug monitoring programs and health information technology interoperability. The Bureau of Prisons must support drug treatment programs. The bill amends the Second Chance Act to require the Department of Justice (DOJ) to help justice-involved individuals successfully reintegrate into the community. The bill amends the Controlled Substances Act to permit DOJ to support the development of residential and aftercare services for substance-involved inmates. DOJ must establish new heroin enforcement groups within the Drug Enforcement Administration to target, disrupt, and dismantle heroin trafficking organizations.

Cleaning Product Right to Know Act of 2016 This bill requires cleaning products to bear a label with, and requires manufacturers to include on their websites, a list of all of the product's ingredients (including individual ingredients in dyes, fragrances, and preservatives) in descending order of predominance by weight, except that ingredients that constitute less than 1% of the product can be listed at the end in any order. Product websites must include: (1) the CAS Registry Number of each ingredient, and (2) an explanation of each ingredient's purpose. A product that is not in conformity with the labeling and website listing requirements shall be treated as a misbranded hazardous substance under the Federal Hazardous Substances Act. A person may petition the Consumer Product Safety Commission to investigate claims that a product does not satisfy these requirements.

Americans Giving Care to Elders (AGE) Act of 2016 This bill amends the Internal Revenue Code to allow caregivers a tax credit for up to $6,000 of the eldercare expenses incurred for their parents (or ancestors of such parents). It also amends the Older Americans Act of 1965 to: (1) increase and extend through FY2020 the authorization of appropriations for the National Family Caregiver Support Program, and (2) require the Department of Health and Human Services to award a grant to or enter into a cooperative agreement with a public or private nonprofit entity to establish a National Resource Center on Family Caregiving to provide information on and support for family caregiver support programs.

Overdraft Protection Act of 2016 This bill amends the Truth in Lending Act to prohibit a depository institution from engaging in unfair or deceptive acts or practices in connection with overdraft coverage, or in acts designed to evade the provisions of this Act. Each depository institution that offers or provides overdraft coverage for transaction accounts held at the institution shall clearly and conspicuously disclose overdraft coverage fees. It must also disclose that, if a consumer does not opt-in to such overdraft coverage: the consumer's transaction may be declined if there are insufficient funds in the related transaction account, and the consumer will not be charged a fee if such transaction is declined. A depository institution may charge overdraft coverage fees in connection with use of an automatic teller machine (ATM) or point of sale transaction only if the consumer has consented in writing, in electronic form, or in another form permitted by the Consumer Financial Protection Bureau. A depository institution must provide specified consumer disclosures regarding its overdraft protection program, including: periodic statements for any transaction account that has an overdraft coverage program feature; prompt notification of the account's overdraft status; and the overdraft coverage fee as an annual percentage rate, permitting consumers to compare meaningfully the overdraft coverage to alternative forms of overdraft options and other sources of credit. The bill prescribes overdraft coverage fee limits. The bill prohibits an overdraft coverage fee if the overdraft results solely from a debit hold amount that exceeds the actual dollar amount of the transaction. A depository institution shall provide consumers who have not consented to participate in an overdraft coverage program transaction accounts with the same terms as those provided to consumers who have consented to participate in such program. The bill prohibits a depository institution from: charging a non-sufficient fund fee for any ATM or debit card transaction, or reporting negative information regarding consumer use of overdraft coverage to any consumer reporting agency when the overdraft amounts and coverage fees are paid under the terms of an overdraft coverage program.

Promoting Life-Saving New Therapies for Neonates Act of 2016 This bill amends the Federal Food, Drug, and Cosmetic Act to require the Food and Drug Administration (FDA) to award the sponsor of a new drug or biological product for the treatment of newborns a neonatal drug exclusivity voucher upon approval of the medication. A neonatal drug exclusivity voucher is a transferable voucher for a one-year extension of all existing patents and marketing exclusivities for a brand name medication. For a sponsor to be eligible for a voucher, the new medication must: (1) treat a condition identified in the Priority List of Critical Needs for Neonates required under this bill, and (2) have been studied in newborns. A voucher may be revoked if the new medication is not marketed in the United States within one year of approval. A voucher may not be used: (1) to extend the marketing exclusivity period for a drug for which the FDA requires an assessment of the safety and effectiveness in newborns, or (2) on the same product as a priority review voucher. A sponsor intending to use a voucher must notify the FDA at least 15 months before the expiration of the patents or exclusivity to be extended. The Government Accountability Office must study the effectiveness of this voucher program.

Countering Foreign Propaganda and Disinformation Act of 2016 This bill expresses the sense of Congress that: foreign governments, including the governments of the Russian Federation and China, use disinformation and other propaganda tools to undermine the national security objectives of the United States and key allies and partners; the U.S. government should develop a comprehensive strategy to counter foreign disinformation and propaganda and assert leadership in developing a fact-based strategic narrative; and an important element of this strategy should be to promote an independent press in countries that are vulnerable to foreign disinformation. The Department of State shall establish a Center for Information Analysis and Response to: lead and coordinate the collection and analysis of information on foreign government information warfare efforts; establish a framework for the integration of critical data and analysis on foreign propaganda and disinformation efforts into the development of national strategy; and develop and synchronize government initiatives to expose and counter foreign information operations directed against U.S. national security interests and advance fact-based narratives that support U.S. allies and interests. When selecting participants for U.S. educational and cultural exchange programs, special consideration shall be given to students and community leaders from populations and countries deemed vulnerable to foreign propaganda and disinformation campaigns.

FISA Court Oversight Underscoring Responsibility and Transparency Act or the FISA COURT Act This bill amends the Foreign Intelligence Surveillance Act of 1978 to require that the Foreign Intelligence Surveillance Court consist of 11 publicly designated district court judges, of whom: 2 judges are designated by the President; 1 judge is designated by a majority of the Supreme Court; and 2 judges each are designated, respectively, by the Speaker of the House of Representatives, the minority leader of the House of Representatives, and the majority and minority leaders of the Senate. (Currently, the Chief Justice designates all 11 judges.) A majority of the Supreme Court (currently, the Chief Justice alone) shall designate three judges from the U.S. district courts or courts of appeals who shall comprise the Foreign Intelligence Surveillance Court of Review.

Better On-line Ticket Sales Act of 2016 or the BOTS Act This bill prohibits: (1) intentionally using or selling software to circumvent a security measure, access control system, or other control or measure on a ticket seller's Internet website that is used by the seller to ensure equitable consumer access to tickets for any given event; or (2) selling any ticket in interstate commerce knowingly obtained in violation of such prohibition. The Federal Trade Commission shall enforce against violations of such prohibitions, which shall be treated as unfair or deceptive acts or practices under the Federal Trade Commission Act. A person who suffers injury as a result of a violation of these prohibitions may bring a civil action for damages plus $1,000 for each distinct use or sale of software, or sale of a ticket, that caused such injury and reasonable attorney's fees.

This bill bars the Department of Transportation (DOT) from issuing a foreign air carrier permit, or an exemption from certain economic regulations, to furnish foreign air transportation under the United States-European Union-Norway-Iceland Air Transport Agreement of June 21, 2011, unless DOT: finds that issuing the permit or exemption would be consistent with the intent of the parties, set forth in article 17 bis of the agreement, that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the parties' respective laws; and imposes conditions on the permit or exemption necessary to ensure that the foreign air transportation furnished complies with the intent of article 17 bis .

Airplane Impacts Mitigation Act of 2016 or the AIM Act of 2016 This bill requires the Federal Aviation Administration (FAA) to enter into an agreement with an eligible institution of higher education to conduct a study of the health impacts of airplane flights on residents exposed to a range of noise and air pollution levels from such flights. The study shall: focus on residents in Boston, Chicago, New York, the northern California metroplex, Phoenix, and not more than three additional metropolitan areas that each contain at least one international airport; consider the health impacts on residents living partly or wholly within the land area underneath the flight paths most frequently used by aircraft flying below 10,000 feet; and consider only those health impacts that manifest during the physical implementation of the NextGen RNAV program on flights departing from or arriving at an international airport located in one of such metropolitan areas. An institution of higher education is eligible to conduct the study if it: has a school of public health that has participated in the FAA Center of Excellence for Aircraft Noise and Aviation Emissions Mitigation, has a Center for Environmental Health that receives funding from the National Institute of Environmental Health Sciences, is located in one of the areas within the scope of the study, applies to the FAA in a timely fashion, demonstrates that it is qualified to conduct such a study, and agrees to submit its findings to the FAA within two years after entering into such an agreement.

This bill provides FY2016 emergency supplemental appropriations to the Departments of State and Health and Human Services (HHS) to prevent, prepare for, and respond to the Zika virus and other infectious diseases. The bill specifies permissible uses for the funds and designates the funds as an emergency requirement, which exempts the funds from discretionary spending limits. The bill provides appropriations to HHS for: the Food and Drug Administration, the Centers for Disease Control and Prevention, the National Institutes of Health, and the Public Health and Social Services Emergency Fund. The bill amends the Public Health Service Act to permit Project BioShield to be used to support the advanced development and procurement of medical countermeasures to diagnose, mitigate, prevent, or treat harm from any infectious disease that may pose a threat to the public health. (Under current law, Project BioShield supports only countermeasures against specific chemical, biological, radiological, and nuclear terrorist threats.) The bill temporarily increases from 55% to 65% the Medicaid Federal Medical Assistance Percentage in the territories (Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands). The bill provides appropriations to the Department of State for: the Administration of Foreign Affairs, the U.S. Agency for International Development, Bilateral Economic Assistance, International Security Assistance, and Multilateral Assistance. Unobligated balances of specified funds provided for the Ebola virus may be used to respond to the Zika virus and other infectious diseases.

Urges the working group established by the Federal Republic of Germany and the Conference on Jewish Material Claims Against Germany to recognize the imperative to fund immediately and fully the medical, mental health, and long-term care needs of surviving Holocaust victims, with full transparency and accountability, to ensure all funds for Holocaust victims from the Federal Republic of Germany are administered efficiently, fairly, and without delay. Urges the Federal Republic of Germany also to reaffirm its commitment to fulfill its moral responsibility to Holocaust victims by: ensuring that each Holocaust victim receives all of the prescribed medical care, home care, mental health care, and other vital services necessary to live in dignity; and providing, without delay, additional financial resources to address the unique needs of Holocaust victims.

2016 Tax Day Floods Supplemental Funding Act This bill makes supplemental appropriations for FY2016 for the Army Corps of Engineers for construction for flood control and storm damage reduction projects in areas affected by flooding in Houston, Texas, that have received a major disaster declaration pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act. Appropriated funds shall remain available through FY2026 and shall be designated as being for disaster relief under the Balanced Budget and Emergency Deficit Control Act of 1985.

This bill provides that the monthly stipend under the Post-9/11 Educational Assistance program for a member of the reserve components of the Armed Forces who is pursuing a program of education using assistance under such program and performing certain active duty service shall be payable on a pro rata basis for the period of such month in which the individual is not performing active duty service.

Kevin and Avonte's Law of 2016 Missing Americans Alert Program Act of 2016 This bill amends the Violent Crime Control and Law Enforcement Act of 1994 to revise and rename the Missing Alzheimer's Disease Patient Alert Program as the Missing Americans Alert Program and to reauthorize it through FY2021. It directs the Department of Justice's (DOJ's) Bureau of Justice Assistance to award grants to state and local law enforcement or public safety agencies and nonprofit organizations to prevent wandering and locate missing individuals with dementia or developmental disabilities. DOJ must establish and certain grant recipients must comply with standards and best practices related to the use of tracking technology to locate missing individuals with dementia or developmental disabilities. The bill amends the Missing Children's Assistance Act to specify that, with respect to training and technical assistance provided by the National Center for Missing and Exploited Children, cases involving missing and exploited children include cases involving children with developmental disabilities such as autism.

United States - Israel Cybersecurity Cooperation Act This bill authorizes the Department of Homeland Security (DHS) to establish a joint United States-Israel Cybersecurity Center of Excellence based in the United States and Israel to leverage the experience, knowledge, and expertise of institutions of higher education, the private sector, and government entities in cybersecurity and protection of critical infrastructure. The center may promote joint research and development, share best practices and access to American and Israeli innovation, and strengthen partnerships between the United States and Israeli entities. DHS may carry out a program to award an annual competitive prize to stimulate innovation to advance the center's mission.

American Dream Employment Act of 2016 This bill amends the Consolidated Appropriations Act, 2016 to permit the compensation of congressional employees who have been issued employment authorization documents under the Department of Homeland Security's Deferred Action for Childhood Arrivals Program. The program enables many unlawfully present aliens who came to the United States as children to be granted deferred action (a type of relief from removal which does not confer immigration status) and work authorization.

Reuniting Families Act This bill amends the Immigration and Nationality Act (INA) to establish the fiscal year worldwide level of employment-based immigrants at 140,000 plus: (1) the previous year's unused visas, and (2) the number of unused visas from FY1992-FY2015. The bill establishes the fiscal year worldwide level of family-sponsored immigrants at 480,000 plus: (1) the previous year's unused visas, and (2) the number of unused visas from FY1992-FY2015. The bill redefines "immediate relative" to: mean a child, spouse, permanent partner, or parent of a U.S. citizen or the child or spouse of a lawful permanent resident, except that in the case of parents such citizens shall be at least 21 years old; permit a widow or widower of a U.S. citizen or resident to seek permanent resident status if married at least two years at the time of the citizen's or resident's death or, if married less than two years, by showing through a preponderance of the evidence that the marriage was entered into in good faith and not solely to obtain an immigration benefit; and include an alien who was the child or parent of a U.S. citizen or resident at the time of the citizen's or resident's death if the alien files a petition within two years after such date or prior to reaching 21 years old. The bill increases immigration visas for: (1) unmarried sons and daughters of U.S. citizens, and (2) brothers and sisters of U.S. citizens. The bill also: establishes an 80,640 visa allocation for the unmarried sons and daughters of permanent resident aliens, increases annual per country (10% of annual total) and dependent area (5% of annual total) limits for employment-based and family-sponsored immigrant visas, and expands specified family-unity exceptions to unlawful presence-based inadmissibility. An alien shall be inadmissible for willful misrepresentation of citizenship. (Under current law inadmissibility is based on false representation of citizenship.) The bill specifies relief for orphans and spouses regarding: (1) petitions for immediate relative status, (2) parole eligibility, (3) permanent resident status adjustment, and (4) processing of immigrant visas. Filipino Veterans Family Reunification Act Children of naturalized Filipino World War II veterans shall be exempt from worldwide or numerical immigrant limitations. The bill makes a minor child of an alien fiancee/fiance or of an alien spouse of a U.S. citizen eligible for derivative K-visa status, provided certain requirements are met. The Department of Homeland Security (DHS) or the Department of Justice may adjust the status of a finacee/fiance or alien spouse and any minor children (K-visa) to conditional permanent resident status if the alien marries the petitioner within three months after U.S. admission. The definition of "child" for purposes of titles I and II of the Act shall include a stepchild under 21 years old. The INA is amended to include a "permanent partner" within its scope. The bill revises requirements regarding: (1) priority date retention; and (2) waiver eligibility for widows, widowers, and orphans. "Permanent partner" shall mean any individual 18 or older who is: in a committed, intimate relationship with another individual age 18 or older in which both individuals intend the commitment to be lifelong; financially interdependent with the other individual, unless DHS or the Department of State has determined, on a case-by-case basis, that this requirement is unreasonable; not married to, or in a permanent partnership with, anyone other than the individual; unable to contract with the other individual a marriage cognizable under this Act; and not a first, second, or third degree blood relation of the other individual. "Alien permanent partner" is defined as the individual in a permanent partnership who is being sponsored for a visa.

U.S.-Israel Security Cooperation Act This bill authorizes the Department of Defense (DOD) to carry out research, development, test, and evaluation activities on a joint basis with Israel to establish directed energy capabilities to detect and defeat ballistic missiles, cruise missiles, unmanned aerial vehicles, mortars, and improvised explosive devices. Activities carried out pursuant to such authority shall be conducted in a manner that protects sensitive information and U.S. and Israeli national security interests. DOD's Missile Defense Agency shall be lead agency in carrying out these activities.

Fairness for Veterans Act of 2016 This bill addresses medical evidence reviews in the case of: (1) a former member of the Armed Forces who was deployed in a contingency operation and subsequently diagnosed as suffering from post-traumatic stress disorder or traumatic brain injury as a consequence of such deployment, or (2) a former member whose application for relief from the terms of his or her military discharge is based in whole or in part on matters relating to post-traumatic stress disorder or traumatic brain injury related to combat or military sexual trauma. Any board of review shall: review medical evidence of the Department of Veterans Affairs or a civilian health care provider presented by the former member, and review the case with a rebuttable presumption in favor of the former member that post-traumatic stress disorder or traumatic brain injury materially contributed to the circumstances resulting in the discharge of a lesser characterization.

Nicholas and Zachary Burt Memorial Carbon Monoxide Poisoning Prevention Act of 2016 This bill directs the Consumer Product Safety Commission to establish a grant program to provide assistance to states that require compliant carbon monoxide alarms to be installed in dwelling units. A "compliant carbon monoxide alarm" is an alarm that complies with: (1) the American National Standard for Single and Multiple Station Carbon Monoxide Alarms, and (2) the American National Standard for Gas and Vapor Detectors and Sensors. States receiving such grants may use the funds to: (1) purchase and install such alarms in dwelling units of low-income families or elderly persons, childcare facilities, public schools, senior centers, or student dwelling units owned by public universities; (2) train state or local fire code enforcement officials regarding compliance and installation; and (3) educate the public about the risk of carbon monoxide poisoning.
