FISA Court Oversight Underscoring Responsibility and Transparency Act or the FISA COURT Act - Amends the Foreign Intelligence Surveillance Act of 1978 (FISA) to require the Foreign Intelligence Surveillance Court to consist of 11 publicly designated district court judges, of whom: 2 judges are designated by the President; 1 judge is designated by a majority of the Supreme Court; and 2 judges each are designated, respectively, by the Speaker of the House of Representatives, the minority leader of the House of Representatives, and the majority and minority leaders of the Senate. (Currently, the Chief Justice designates all 11 judges.) Requires a majority of the Supreme Court (currently, the Chief Justice alone) to designate three judges from the U.S. district courts or courts of appeals who shall comprise the Foreign Intelligence Surveillance Court of Review. Requires the Attorney General (DOJ) to make publicly available: (1) copies of FISA court decisions, orders, pleadings, applications, and memoranda currently submitted to Congress, subject to the authority of the Attorney General to waive such public availability requirements for national security purposes; and (2) a quarterly estimate of the number of waivers along with the reasons for such waivers.

Domestic Partnership Benefits and Obligations Act of 2013

Domestic Partnership Benefits and Obligations Act of 2013 - Amends provisions of federal civil service law to extend employment-related and retirement benefits to domestic partners of federal employees and to set forth requirements for establishing and terminating a domestic partnership, including the filing of an affidavit attesting to the existence and legitimacy of the partnership. Modifies provisions relating to the Civil Service Retirement System (CSRS) and the Federal Employees' Retirement System (FERS) to extend eligibility for annuity and survivor benefits to current and former domestic partners of federal employees on the same basis as married employees. Requires the Office of Personnel Management (OPM) to prescribe regulations to provide that domestic partners and former domestic partners shall be considered as spouses or former spouses for purposes of creditable service determinations under CSRS and FERS. Makes domestic partners of federal employees eligible for: (1) the federal employee group life insurance (FEGLI) program, (2) federal employees health benefits (FEHB), (3) dental and vision benefit plans, and (4) long-term care insurance coverage. Grants the head of an federal agency authority to reimburse an employee for taxes incurred by the domestic partner of such employee for travel, transportation, or relocation expense reimbursements. Modifies provisions of the Federal Employees' Compensation Act (FECA) to make domestic partners of federal employees eligible for worker compensation benefits under such Act. Adds "domestic partner" to the list of relatives subject to restrictions on federal employment of relatives and related prohibitions. Includes a biological, adopted, or foster child of a domestic partner as a "son or daughter" for purposes of federal employee family and medical leave provisions. Allows a federal employee family and medical leave to care for a domestic partner. Requires the President to prescribe regulations necessary to ensure that specified provisions relating to the following are administered in a manner consistent with the purposes of this Act: (1) the Family and Medical Leave Act of 1993; (2) travel, transportation, and related payments and benefits under the Foreign Service Act of 1980 and for civilian employees of the Department of Defense (DOD); (3) certain benefits for members of the commissioned officer corps of the National Oceanic and Atmospheric Administration (NOAA); and (4) benefits related to federal employees or annuitants and benefits necessary to carry out the purposes of this Act. Amends the Ethics in Government Act of 1978 to make provisions of that Act applicable to domestic partners of federal employees to the same extent as married employees, including provisions relating to financial disclosure, government-wide limitations on outside earned income and employment, gifts to superiors and to federal employees, bribery, acceptance of travel expenses from nonfederal sources, taxes on self-dealing, and disqualification of a justice, judge, or magistrate judge. Requires reporting by: (1) the President on the implementation of this Act, and (2) the Government Accountability Office (GAO) on the effect of this Act on premiums or other periodic charges under FEHB and the impact of extending benefits to domestic partners on federal employee retention and recruitment efforts.

Amends the federal criminal code to: (1) impose liability on, and grant U.S. district courts personal jurisdiction over, any person who commits, or aids, abets, or conspires with a person who commits, an act of international terrorism that injures a U.S. national; and (2) repeal provisions prohibiting civil actions against foreign states or foreign officials for damages related to acts of terrorism.

Modernizing Our Drug & Diagnostics Evaluation and Regulatory Network Cures Act of 2013 or MODDERN Cures Act of 2013 - Requires the Secretary of Health and Human Services (HHS) to: (1) establish the Advanced Diagnostics Education Council to recommend standard terms and definitions related to innovative diagnostics for use by patients, physicians, health care providers, payers, and policy makers; and (2) publish a guide regarding such terms and definitions. Sets forth additional factors for the Secretary to consider in determining the payment amount for new clinical diagnostic laboratory tests under gap filling procedures which are used when no comparable existing test is available. Extends the exclusivity period for a medicine if the diagnostic test related to such drug has been determined by the Secretary to have been developed by, or with the participation of, the manufacturer or sponsor of the medicine, and use of the diagnostic tests provides for or improves: (1) the identification of a patient population for the medicine; or (2) the determination of the most appropriate treatment option for a patient population with the medicine. Establishes a dormant therapy designation for medicine that addresses unmet medical needs. Gives such medicine 15 years of data exclusivity under which no drug can be approved by relying on the approval or licensure of the dormant therapy. Directs the Secretary to arrange with the Institute of Medicine (or, if it declines, another appropriate entity) to study intellectual property laws and their impact on therapy and diagnostic development in order to formulate recommendations on how to facilitate the clinical evaluation and development of therapies currently available on the market for new potential indications.

Medicare Orthotics and Prosthetics Improvement Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act, for application of quality standards for certain accredited suppliers of prosthetic devices, orthotics, and certain prosthetics, to require the Secretary of Health and Human Services (HHS) to designate and approve an independent accreditation organization with respect to such suppliers only if that organization is the American Board for Certification in Orthotics and Prosthetics, Inc. or the Board for Orthotist/ Prosthetist Certification (or a program with essentially equivalent accreditation and approval standards). Exempts from such standards any suppliers who: (1) are physicians, occupational therapists, or physical therapists licensed or otherwise regulated by the state in which they practice; and (2) receive Medicare payments. Applies to custom-fitted orthotics the special payment rules for certain prosthetics and custom-fabricated orthotics. Exempts from such rules off-the-shelf orthotics included in a competitive acquisition program. Modifies the Medicare payment rules for orthotics and prosthetics to account for supplier qualifications and complexity of care. Directs the Secretary to report to Congress on: (1) HHS steps taken to ensure that the state licensure and accreditation requirements are enforced, and (2) the effects of requirements of this Act on the occurrence of Medicare fraud and abuse with respect to orthotics and prosthetics. Requires the Secretary, acting through the Chief Actuary of the Centers for Medicare and Medicaid Services, to submit to Congress a projection on the effect on cumulative federal spending under Medicare part B (Supplementary Medical Insurance) for 2014-2018 that will result from implementation of this Act. Requires the Secretary, if the Chief Actuary projects that implementation of this Act will not result in a cumulative spending reduction of at least $250 million for 2014-2018, to issue an interim final regulation to strengthen the licensure, accreditation, and quality standards applicable to orthotics and prosthetics suppliers in order to produce such a cumulative reduction by the end of 2018. Exempts from such regulation any qualified physical therapist or qualified occupational therapist.

National Flood Research and Education Center Act - Establishes within the National Oceanic and Atmospheric Administration (NOAA) a National Flood Research and Education Center (NFREC), which shall consist of: (1) an office within NOAA; (2) one public university or college selected by the NOAA Administrator, which shall serve as the lead partner institution with NOAA; and (3) a consortium of other public universities or colleges selected by the Administrator and such lead partner institution based on their ability to fulfill specific purposes of NFREC. Lists the purposes of NFREC, including to plan, conduct, and arrange for competent public research, data, education, and recommendations within the following categories as they relate to flooding issues nationwide, regionally, and locally: (1) physical sciences, social science, and economic, policy, and risk analysis; (2) risk management; and (3) improvement of existing, and testing of new, risk assessment tools and methods, monitoring and predicting strategies and techniques, and flood management and prevention strategies and techniques. Sets forth criteria for selection of a lead partner institution and consortium members. Directs NFREC to: (1) partner with the U.S. Geological Survey (USGS) and the Army Corps of Engineers; (2) collaborate on federal flood-related issues with specified federal agencies; and (3) collaborate and share best practices on regional, state, and locally specific flooding and flood-related issues with state and local governments and with watershed, agriculture, environmental, and business and development organizations. Sets forth review and reporting requirements. Requires NFREC to establish and make information available on a website. Authorizes NFREC to provide technical assistance and demonstration project grant assistance to state and local governments on a competitive basis to assist with implementing recommendations of NFREC or testing new or improved strategies or technologies.

United States Call Center Worker and Consumer Protection Act of 2013 - Requires a business enterprise that employs 50 or more employees, excluding part-time employees, or 50 or more employees who in the aggregate work at least 1,500 hours per week, exclusive of overtime, in a call center to notify the Secretary of Labor at least 120 days before relocating such center outside of the United States. Subjects violators to a civil penalty of up to $10,000 a day. Directs the Secretary to establish, maintain, and make publicly available a list of all such employers that relocate a call center. Authorizes the Secretary to remove from the list an employer that has relocated the call center from a location outside the United States to a location inside the United States. Requires such an employer to remain on the list for up to three years after each relocation. Makes such an employer ineligible for federal grants or federal guaranteed loans for five years after being added to the list, except where the employer demonstrates that a lack of such loan or grant would threaten national security, result in substantial job loss in the United States, or harm the environment. Requires the head of federal or state executive agency or military department, when awarding a civilian or defense-related contract, to give preference to a U.S. employer that does not appear on the list. Requires a business entity that initiates or receives a customer service communication to require each of its employees or agents participating in the communication to disclose their physical location at the beginning of each such communication unless all involved employees or agents are located in the United States. Exempts any communication: (1) initiated by a consumer if the consumer knows or reasonably should know that the employee or agent is located outside the United States, or (2) related to the provision of emergency services. Requires such a business entity, upon request, to transfer a customer to a customer service agent who is physically located in the United States. Authorizes the Federal Trade Commission (FTC) to exclude certain classes or types of business entities or customer services communications from the requirements of this Act under exceptionally compelling circumstances. Sets forth enforcement provisions.

Modifies exceptions to such prohibition, including by making it inapplicable to a person who is: (1) a licensed and inspected person who does not allow direct contact between the public and prohibited wildlife species, and (2) transporting a single primate of the genus Cebus that was obtained from and trained by a charitable organization to assist a permanently disabled individual with a severe mobility impairment. Sets forth civil and criminal penalties for violations of the requirements of this Act.

Restore Honor to Service Members Act

Restore Honor to Service Members Act - Requires appropriate military record correction boards or discharge review boards to review the discharge characterization of any former members of the Armed Forces requesting a review who were discharged because of their sexual orientation. Permits such boards to change a characterization to honorable if such characterization is any characterization except honorable. Directs the Secretary of Defense (DOD) to ensure that any such changes are carried out consistently and uniformly across the military departments using specified criteria, including that: (1) the original discharge was based on the policy of Don't Ask Don't Tell (as in effect before it was repealed pursuant to the Don't Ask, Don't Tell Repeal Act of 2010) or a similar earlier policy; and (2) the discharge characterization will be changed if, with respect to the original discharge, there were no aggravating circumstances, such as misconduct, that would have independently led to any discharge characterization except honorable. Prohibits "aggravating circumstances" from including: (1) an offense of sodomy committed by the member against a consenting person of the same sex; or (2) statements, consensual sexual conduct, or consensual acts relating to sexual orientation or identity, or the disclosure of such statements, conduct, or acts, that were prohibited at the time of discharge but that became permitted after such discharge. Directs the Secretary of each military department to ensure that oral historians of the department: (1) review discharges between World War II and September 2011 based on sexual orientation, and (2) receive oral testimony of individuals who personally experienced discrimination and discharge because of actual or perceived sexual orientation so that such testimony may serve as an official record of such discriminatory policies and their impact on American lives. Requires the reissuance of specified military personnel records and discharge forms in a manner that shall not reflect the sexual orientation of the member. Amends the Uniform Code of Military Justice to remove from the offense of sodomy specified activity referred to as unnatural carnal copulation with another person of the same or opposite sex.

CLEANER Act of 2013 or the Closing Loopholes and Ending Arbitrary and Needless Evasion of Regulations Act of 2013 - Amends the Solid Waste Disposal Act, with respect to the regulation of wastes associated with the exploration, development, or production of crude oil, natural gas, or geothermal energy, to require the Administrator of the Environmental Protection Agency (EPA), within one year, to: determine whether drilling fluids, produced waters, and other wastes associated with such activities meet the criteria promulgated for the identification or listing of hazardous waste; identify or list as hazardous waste any of such energy-associated wastes that the Administrator determines meet the identification or listing criteria; and promulgate regulations regarding standards applicable to generators, transporters, and owners and operators of facilities for the treatment, storage, or disposal of wastes described under this Act (except that the Administrator may modify the requirements for such regulations to consider such wastes' special characteristics so long as the requirements protect human health and the environment). Directs the Administrator to promulgate revisions of the criteria regarding sanitary landfills and practices of open dumping for facilities that receive the energy-associated wastes described under this Act not identified as hazardous waste. Requires such revisions to: be those necessary to protect human health and the environment, allowing consideration of the practicable capability of such facilities; and include, at minimum, groundwater monitoring as necessary to detect contamination, criteria for the acceptable location of new or existing facilities, and provision for corrective action and financial assurance.

Limits such a grant to: (1) an amount that is not greater than 10% of the average of the total funding of the 3 most recent awards a state received under the STOP Violence Against Women Formula Grant Program and the Sexual Assault Services Program; and (2) a 1-year term, subject to renewal for not more than 3 additional years. Requires a state that receives such a grant to use: (1) 25% of grant funds for permissible uses under the STOP Violence Against Women Formula Grant Program, and (2) 75% of funds for permissible uses under the Sexual Assault Services Program.

Saving America's Pollinators Act of 2013 - Requires the Administrator of the Environmental Protection Agency (EPA) to suspend the registration of imidacloprid, clothianidin, thiamethoxam, dinotafuran, and any other members of the nitro group of neonicotinoid insecticides to the extent such insecticide is registered under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) for use in seed treatment, soil application, or foliar treatment on bee attractive plants, trees, and cereals until the Administrator has made a determination that such insecticide will not cause unreasonable adverse effects on pollinators. Requires such a determination to be based on: (1) an evaluation of the published and peer-reviewed scientific evidence on whether the use or uses of such neonicotinoids cause unreasonable adverse effects on pollinators, including native bees, honeybees, birds, bats, and other species of beneficial insects; and (2) a completed field study that meets the criteria required by the Administrator and evaluates residues, including residue build-up after repeated annual application, chronic low-dose exposure, and cumulative effects of multiple chemical exposures. Prohibits the Administrator from issuing any new registrations of the pesticides listed in this Act for any seed treatment, soil application, and foliar treatment on bee attractive plants, trees, and cereals under FIFRA until the Administrator has made such determination with respect to such insecticide. Requires the Secretary of the Interior, in coordination with the Administrator, to: (1) regularly monitor the health and population status of native bees, (2) identify the scope and likely causes of unusual native bee mortality, and (3) submit to Congress and make public an annual report on such health and population status.

No Child Left Inside Act of 2013 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to direct the Secretary of Education to award grants to states and, through them, competitive subgrants to eligible partnerships to support the implementation of state environmental literacy plans that include environmental education standards and teacher training. Includes in the eligible partnerships a local educational agency (LEA) and at least one institution of higher education, another LEA, an elementary or secondary school, or a government or nonprofit entity experienced in environmental literacy. Requires use of the subgrants for one or more of the following activities: providing targeted, job-embedded professional development that improves teachers' environmental content knowledge and pedagogical skills; establishing and operating environmental education summer workshops or institutes for teachers; developing or redesigning more rigorous environmental education curricula; designing programs that prepare teachers to provide environmental education mentoring and training to other teachers in their school; establishing and operating programs to bring teachers and students into contact with working professionals in environmental fields; creating initiatives that incorporate environmental education within teacher training programs or accreditation standards; and promoting the integration of outdoor environmental education lessons into the regular school curriculum and schedule. Authorizes the Secretary to award competitive matching grants to eligible partnerships for one or more of the following activities: developing and implementing state curriculum frameworks for environmental education that meet challenging state academic content and achievement standards for environmental education, replicating or disseminating information about proven and tested model environmental education programs, and developing and implementing new approaches to advancing environmental education and the adoption and use of environmental education content standards. Amends part B (Mathematics and Science Partnerships) of title II of the ESEA to: (1) include nonprofit environmental education organizations and government science, environmental, or natural resource management agencies among the entities eligible to participate in part B partnerships; and (2) allow the use of part B funds to train teachers to use environmental education to enhance student understanding of science and mathematics. Amends part B (21st Century Community Learning Centers) of title IV of the ESEA to include environmental literacy activities among the before and after school activities that such program funds at community learning centers. Directs the Secretary to: request all federal departments and agencies to provide information on any environmental literacy assistance program that they operate, sponsor, or support; make that information searchable and accessible through the Department of Education's website and cross-referenced with the United States Green Ribbon School application information; coordinate environmental literacy activities between the Department of Education, the Environmental Protection Agency (EPA), the Department of the Interior, and the Department of Commerce; and appoint an advisory panel of stakeholders to advise and support interagency environmental literacy planning and assessment activities.

Veterans and Servicemembers Employment Rights and Housing Act of 2013 - Prohibits employment practices that discriminate based on an individual's military service and amends the Fair Housing Act and the Civil Rights Act of 1968 to prohibit housing discrimination against members of the uniformed services. Declares that it shall be an unlawful employment practice for an employer to fail to hire, to discharge, or to otherwise discriminate against individuals because of their military service. Prohibits employers, employment agencies, labor organizations, and job training programs from engaging in specified practices that adversely affect an applicant or employee because of such service. Exempts certain hiring and employment practices from being considered unlawful if the occupancy of the position is subject to national security requirements that an individual does not fulfill. Permits an employer to apply different standards of compensation or terms of employement pursuant to a bona fide seniority or merit system, a system which measures earnings by quantity or quality of production or to employees who work in different locations, or a professionally developed ability test. Declares that an unlawful employment practice based on disparate impact is established only if: (1) the complaining party demonstrates that a respondent uses a particular employment practice that causes a disparate impact on the basis of military service and the respondent fails to demonstrate that the challenged practice is job-related and consistent with business necessity, or (2) the complaining party makes a demonstration with respect to an alternative employment practice and the respondent refuses to adopt such practice. Prohibits business necessity from being used as a defense against a claim of intentional discrimination. Declares that an unlawful employment practice is established when the complaining party demonstrates that military service was a motivating factor for any employment practice, even though other factors also motivated such practice. Grants enforcement powers, remedies, and procedures under the Civil Rights Act of 1964 to the Equal Employment Opportunity Commission (EEOC), Attorney General (DOJ), and persons alleging such discrimination. Amends the Fair Housing Act to prohibit housing discrimination against a member of the uniformed services with respect to: (1) the sale or rental of housing, (2) residential real estate-related transactions, and (3) the provision of brokerage services. Prohibits religious organizations engaging in housing transactions from giving preferences to persons of the same religion in cases where membership in such religion is restricted to persons who are not members of the uniformed services. Amends the Civil Rights Act of 1968 to impose a fine, imprisonment, or both on persons who violate prohibitions on housing discrimination under such Act against members of the uniformed services.

Caroline Pryce Walker Conquer Childhood Cancer Reauthorization Act - Amends the Public Health Service Act to reauthorize through FY2018 cancer research programs under the Caroline Pryce Walker Conquer Childhood Cancer Act of 2008. Replaces the current pediatric cancer research and awareness grant program carried out by the Secretary of Health and Human Services (HHS) with a comprehensive children's cancer biorepositories program. Authorizes the Director of the National Institutes of Health (NIH) to make awards to eligible applicants to build upon existing initiatives to collect biospecimens and clinical and demographic information (including date of diagnosis, age at diagnosis, and patient's gender, race, and ethnicity) for at least 90% of all children, adolescents, and young adults with cancer in Comprehensive Children's Cancer Biorepositories for the purpose of achieving a better understanding of the cause of such cancers and the effects of treatments. Permits award amounts to be used to: (1) acquire, preserve, and store high quality, donated biospecimens and associated clinical and demographic information on children, adolescents, and young adults diagnosed with cancer in the United States; (2) maintain a secure searchable database for scientists and qualified health care professionals to research such biospecimens and data; and (3) make available and distribute such biospecimens and data to researchers and professionals for peer-reviewed research. Revises the national childhood cancer registry grant program to require the Director of the Centers for Disease Control and Prevention (CDC) to award grants to state cancer registries to enhance and expand infrastructure to track the epidemiology of cancer in children, adolescents, and young adults. Requires a Comptroller General (GAO) report regarding the barriers to conducting pediatric studies of oncologic therapies in applications for new drugs or biological products under the Federal Food, Drug, and Cosmetic Act, including recommendations to improve development and access to new therapies as well as assessments of: (1) the feasibility of requiring studies for a pediatric oncologic indication if the therapeutic target of a drug or biologic product for an adult oncologic indication is highly relevant to any pediatric cancer to which it could apply, and (2) the impact of altering the current exemption for orphan drug designations relating to rare diseases or conditions.

National Infrastructure Development Bank Act of 2013

National Infrastructure Development Bank Act of 2013 - Establishes the National Infrastructure Development Bank as a wholly owned government corporation. Makes the Bank's Board of Directors responsible for monitoring and overseeing energy, environmental, telecommunications, and transportation infrastructure projects. Authorizes the Board to: (1) make senior and subordinated direct loans and loan guarantees to assist in the financing or refinancing of an infrastructure project, (2) issue public benefit bonds and provide financing to infrastructure projects, and (3) pay an interest subsidy to the issuer of American Infrastructure Bonds. Requires the Board to establish an Executive Committee, headed by the chief executive officer, to establish requirements and make recommendations for project proposals to be considered for financial assistance. Requires the Bank to establish a Risk Management Committee, headed by the chief risk officer, which shall: (1) create financial, credit, and operational risk management guidelines for the Bank; (2) set guidelines to ensure diversification of lending activities by both geographic region and infrastructure project type; (3) create conforming standards for all financial assistance provided by the Bank; (4) monitor financial, credit, and operational exposure of the Bank; (5) provide financial recommendations to the Board; and (6) ensure that the aggregate amount of interest subsidies provided for American Infrastructure Bonds in a given calendar year do not exceed 28% of interest payable under all such Bonds. Requires the Bank to establish an audit committee, headed by a chief compliance officer, to be responsible for auditing and accounting activities. Requires the Board to approve criteria established by the Executive Committee, with public input, for determining project eligibility for financial assistance. Sets forth criteria to be considered by the Board for each type of infrastructure project. Requires the Executive Committee to conduct an analysis that considers the economic, environmental, and social benefits and costs of each project under consideration, prioritizing projects that contribute to economic growth, lead to job creation, and are of regional or national significance. Requires any financial assistance for an infrastructure project to be repayable from dedicated revenue sources that also secure the infrastructure project obligations. Limits the amount of assistance under this Act to 50% of reasonably anticipated project costs. Exempts all bonds issued by the Bank, and the interest on or credits with respect to such bonds, from state or local government taxation. Sets forth requirements regarding compliance of assisted projects with wage rate, domestic content, and buy American statutes. Requires the Board to establish an American Infrastructure Bond program. Establishes in the Treasury the National Infrastructure Development Bank Trust Fund into which an amount estimated to equal the tax receipts attributable to interest payable under such Bonds is to be appropriated.

Helping Veterans Exposed to Toxic Chemicals Act - Directs the Secretary of Defense to establish within the Department of Defense (DOD) three centers of excellence in the prevention, diagnosis, mitigation, treatment, and rehabilitation of health conditions relating to exposure to open burn pits and other environmental exposures. Requires the Secretary to select for such centers entities that: (1) are equipped with the specialized equipment needed to study, diagnose, and treat health conditions relating to such exposure; (2) have a publication track record of post-deployment health exposures among veterans from Iraq and Afghanistan; (3) have collaborated with a geosciences department that has a medical geology division; (4) have developed animal models and in vitro models of dust immunology and lung injury from Iraq and Afghanistan; and (5) have expertise in allergy and immunology, pulmonary diseases, and industrial and management engineering. Directs the Secretary to ensure that the centers collaborate with the Secretary of Veterans Affairs (VA), institutions of higher education, and other appropriate public and private entities to carry out specified responsibilities, including to: (1) implement the comprehensive plan and strategy for DOD for the prevention, diagnosis, mitigation, treatment, and rehabilitation of health conditions relating to such exposure; and (2) provide for dissemination within DOD of best practices for the treatment of such conditions and the training of health professionals. Requires the center to have access to and make use of the data accumulated by the burn pits registry established under the Dignified Burial and Other Veterans' Benefits Improvement Act of 2012.
