Merrill's Marauders Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award, on behalf of the Congress, of a single gold medal of appropriate design to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma during World War II. Following its award the gold medal shall be given to the Smithsonian Institution where it will be displayed and made available for research. It is the sense of Congress that the Smithsonian Institution should make the gold medal received under this Act available for display elsewhere, particularly at other locations and events associated with Merrill's Marauders.

Assistance, Quality, and Affordability Act of 2016 This bill amends the Safe Drinking Water Act to reauthorize the Act through FY2021. The bill sets forth requirements concerning Safe Drinking Water Act State Revolving Fund (SRF) projects, including mandates for the use of bond sales, mandates to produce goods in the United States, and mandates to provide prevailing wages to laborers and mechanics. The bill makes changes to provisions that states must include in their Intended Use Plans, including data on variances, exemptions, and persistent violations. The bill amends the Safe Drinking Water Act to provide additional assistance to public water systems that serve disadvantaged communities. The bill increases the portion of SRF funds that states may reserve to provide technical assistance to public water systems. Additionally, the bill increases the funds that may be reserved by the Environmental Protection Agency (EPA) for use in the District of Columbia, American Samoa, Northern Mariana Islands, Guam, and the Virgin Islands. The EPA must: (1) study the presence of pharmaceuticals and personal care products in drinking water sources, (2) establish requirements for electronic submission of compliance monitoring data by public water systems, (3) collect data on best practices for administration of SRF programs, (4) implement a certification program for effective water leak control technology, (5) develop a strategic plan for assessing and managing the risks of drought to drinking water, (6) establish a grant program to assist water systems in improving drinking water resiliency and sustainability, and (7) establish a grant program to remove lead service lines from public water systems.

Firefighter Cancer Registry Act of 2016 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary patient registry to monitor, collect, and make available epidemiological information related to cancer incidence and trends among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) encourage the inclusion in the registry of data on minority, female, and volunteer firefighters; and (2) seek feedback on the registry from nonfederal experts. The CDC must develop an approval process for making registry data available for research without a fee if findings or publications derived from the research are made public or available to stakeholders.

SAVE for Small Businesses Act or the Savings Accounts for a Variable Economy for Small Businesses Act This bill amends the Internal Revenue Code to: (1) provide for tax-exempt small business savings accounts, and (2) allow tax deductible contributions to such accounts of not more than 10% of the gross profits of an eligible small business (a business employing an average of 50 or fewer full-time employees) for the preceding taxable year. The bill excludes qualified distributions from such accounts from gross income for income tax purposes. A "qualified distribution" is: (1) any amount that is distributed from a small business savings account during a specified period of economic hardship, and (2) the distribution of which is certified as being part of a plan that provides for the reinvestment of such distribution for the funding of worker hiring or financial stabilization for the purposes of job retention or creation. The Secretary of the Treasury shall: (1) establish minimum standards for small business savings accounts that seek to minimize fees and risk of loss of principal, and (2) ensure a range of investment risk options available to account beneficiaries.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for its operations.

United States Commission on the Organization of Petroleum Exporting Countries Act of 2016 This bill establishes the United States Commission on the Organization of Petroleum Exporting Countries (OPEC) to investigate and address any practices on the part of OPEC that prevent or reduce competition in the global oil market. The Commission shall be composed of a bipartisan group of 16 experts on energy and related matters chosen by the leadership of both parties in Congress and appointed by the President. All members of the Commission must be U.S. citizens. The bill requires the Commission to: determine whether the anti-competitive behavior of OPEC is designed to disadvantage U.S. oil producers; assess the impact of OPEC's policies on U.S. economic and energy security interests; assess how federal agencies are working to alleviate the potential negative impacts of OPEC's behavior; and produce policy recommendations for tax, trade, defense, diplomacy, and other areas where OPEC's behavior is found to cause adverse impacts. The Commission must submit a report of its findings and recommendations to Congress and the President within 12 months. The Commission shall terminate within 90 days after submission of its report. On receipt of the Commission's report, the President will have 90 days to submit Congress a proposal to implement or respond to the recommendations.

United States Fish and Wildlife Service Resource Protection Act This bill authorizes the U.S. Fish and Wildlife Service (USFWS) to seek compensation from individuals or entities for costs or damages for destroying, causing the loss of, or injuring any living, nonliving, historical, cultural, or archaeological resource on land managed by the USFWS, or for causing the USFWS to carry out actions to prevent, minimize, or abate such destruction, loss, or injury. Amounts recovered as a result of such destruction, loss, or injury must be made available to USFWS to: (1) reimburse response costs and damage assessments; (2) restore, replace, or acquire the equivalent of a resource that was destroyed, lost, or injured; or (3) monitor and study those resources.

Protecting Our Security Through Utilizing Right-Sized End-Strength Act of 2016 or the POSTURE Act This bill expresses the sense of Congress that given the uncertain world and the need for trained and ready U.S. land force, the planned drawdown of land forces should be stopped. The bill sets forth: FY2016 Army, Marine Corps, and Selected Reserve strength levels; and Army, Navy, Marine Corps, and Air Force permanent active duty end strength minimum levels. Any proposal to lower the end strength levels established by this Act must first be approved by Congress through enactment of a law to that effect.

Lake Berryessa Recreation Enhancement Act of 2016 This bill establishes as the Lake Berryessa Recreation Area specified land administered by the Bureau of Reclamation that is underlying or adjacent to Lake Berryessa in California, including any improvements. The bill transfers the administrative jurisdiction over the area from the Bureau of Reclamation to the Bureau of Land Management (BLM) of the Department of the Interior. Interior shall develop a management plan for the area and may establish guidelines and restrictions on recreational uses to ensure the safety and security of recreational users. Interior may also issue recreation concession permits, including at the area, to allow a third party to provide facilities and services to visitors on lands and waters managed by the BLM in support of outdoor recreational opportunities. Reclamation shall continue to administer and operate the Monticello Dam and any related facility, including any power facility.

Combating BDS Act of 2016 This bill authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit investment of its assets in: (1) an entity that such government determines, using credible information available to the public, engages in a commerce or investment-related boycott, divestment, or sanctions activity targeting Israel; or (2) an entity that owns or controls, is owned or controlled by, or is under common ownership or control with, such an entity. Such government shall provide written notice to such an entity before applying such a measure. Such a measure by a state or local government is not preempted by any federal law or regulation. The bill applies to measures adopted by a state or local government before, on, or after the date of this Act's enactment. The bill amends the Investment Company Act of 1940 to prohibit any person from bringing any civil, criminal, or administrative action against any registered investment company, or any officer or employee thereof, based solely upon such company divesting from, or avoiding investing in, securities issued by persons that such company determines, using credible information available to the public, engage in commerce or investment-related boycotts, divestments, or sanctions activities targeting Israel.

This bill authorizes the Department of Veterans Affairs (VA) to establish the PFC Joseph P. Dwyer Veteran Peer Support program to make grants to eligible entities for peer-to-peer mental health programs for veterans. "Eligible entity" means: (1) a nonprofit organization having historically served the mental health needs of veterans; (2) a congressionally chartered veteran service organization; or (3) a state, local, or tribal veteran service agency, director, or commissioner. The VA shall establish an advisory committee to create appropriate program standards.

Education for All Act of 2016 This bill expresses the sense of Congress that: (1) it is in the U.S. national security interest to promote universal basic education in developing countries; and (2) an educated citizenry contributes to economic growth, strengthened democratic institutions, the empowerment of women and girls, and decreased extremism. The Foreign Assistance Act of 1961 is amended to state that it is U.S. policy to work with foreign countries and international and civil society organizations to achieve sustainable quality universal basic education by: (1) assisting developing countries and nongovernmental and multilateral organizations to provide all children with a quality basic education, and (2) promoting education as the foundation for community development. The President, through the U.S. Agency for International Development (USAID), shall develop a comprehensive U.S. strategy to promote quality universal basic education. The President shall give assistance priority to foreign countries in which there is the greatest need and opportunity to expand universal access and to improve learning outcomes, and in which the assistance can produce a substantial, measurable impact on children and educational systems. Priority should also be considered in countries where there are chronically underserved and marginalized populations, or populations affected by conflict or crisis. USAID shall designate a Senior Coordinator of United States Government Actions to Provide Basic Education Assistance, who shall have primary responsibility for the oversight and coordination of all U.S. government resources and international activities to promote quality universal basic education.

Safe Drinking Water Act Improved Compliance Awareness Act This bill amends the Safe Drinking Water Act to require public water systems to notify their customers of lead concentration levels in drinking water that exceed lead limits under national primary drinking water regulations. The Environmental Protection Agency (EPA) must notify customers of a violation of a national primary drinking water regulation with significant potential to have serious adverse effects on human health as a result of acute exposure, if the state or the public water system fails to notify the public within 24 hours of receiving notice from the EPA of the exceedance. Community water systems' consumer confidence reports must include a definition of "action level," which is generally a certain contaminant level that triggers a requirement for the public water system to take additional actions to control corrosion. The EPA must establish a strategic plan for conducting targeted outreach, education, technical assistance, and risk communication to populations affected by lead in the public water system. EPA employees must forward to the public water system any data indicating that drinking water contains lead that exceeds limits. The public water system must then disseminate to its customers information on the exceedance of a lead limit, its potential adverse effects on human health, corrective steps underway, and advice on whether customers should seek alternative water supplies. The EPA must disseminate the information if the public water system or the state fails to do so. The EPA must: (1) make information about lead in drinking water available to the public, and (2) carry out targeted outreach strategies that focus on educating groups that are at greater risk than the general population for adverse health effects from exposure to lead in drinking water.

Truth in Tuition Act of 2016 This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to modify eligibility requirements for an institution of higher education (IHE) to participate in federal student aid programs. Specifically, the bill requires an IHE to provide to an admitted graduate or undergraduate student: (1) a multi-year tuition and fee schedule; or (2) a single-year tuition and fee schedule, and a nonbinding, multi-year estimate of net costs after financial aid is awarded. An IHE that provides a single-year tuition and fee schedule must include, in its multi-year estimate of net costs, the average difference between previous year estimates and actual net costs.

Long Island Aviation History Act This bill directs the Department of the Interior to conduct a special resource study of the aviation history of Long Island, with a particular focus on the Hempstead Plains, the areas surrounding Suffolk County Air Force Base, the hamlet of Bethpage, the hamlet of Port Washington, and the village of Farmingdale.

Families of Flint Act This bill provides support for Flint, Michigan in addressing lead in the city's drinking water and related issues. The bill amends the Safe Drinking Water Act by establishing a 10-year grant program to ensure that Flint's drinking water does not contain: (1) lead levels that threaten public health or the environment, or (2) other drinking water contaminants and pathogens that threaten public health. The bill also establishes specified grant programs for assisting Flint that are established within the Department of Labor, the Department of Health and Human Services (HHS), the Department of Education, the Department of Commerce, the Department of Justice, and the Department of Housing and Urban Development. The bill amends the Consolidated Appropriations Act, 2016, by allowing states to use more than 20% of funds from Drinking Water State Revolving Fund capitalization grants for addressing a threat to public health from heightened exposure to lead in a municipal drinking water supply if a federal or state emergency declaration has been issued for that threat. HHS must establish in Flint a Center of Excellence on Lead Exposure. The bill amends the Child Nutrition Act of 1966 to increase the allowable participation period in the Special Supplemental Nutrition Program for Women, Infants, and Children for children residing in areas that are in a state of emergency. A state may elect to allow those children to participate in the program for a period that ends on the earlier of: (1) the child's tenth birthday (currently fifth), or (2) five years after the emergency (currently children may participate for a one-year period).

Kerry Rose Fire Sprinkler Notification Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to modify fire safety reporting requirements for an institution of higher education (IHE) that participates in federal student aid programs. Specifically, it requires an IHE that maintains on-campus student housing facilities to notify students about whether a housing facility is equipped with a fire safety system, including an automatic fire sprinkler system in each bedroom. Additionally, the bill expands the information an IHE must submit in its annual fire safety report to include, with respect to student housing facilities, the number and percentage of beds protected and not protected by an automatic fire sprinkler system in the bedroom. Finally, the Department of Education must publish the number and percentage, in the aggregate and by state, of: student housing facilities with less than 100% of beds protected by an automatic sprinkler system, student housing facilities with less than 50% of beds protected, beds at student housing facilities that are protected, and beds at student housing facilities that are not protected.

Equal Access to Justice for Victims of Gun Violence Act This bill amends the Protection of Lawful Commerce in Arms Act to repeal provisions that prohibit state or federal civil actions or administrative proceedings from being brought against firearm or ammunition manufacturers, sellers, importers, dealers, or trade associations for criminal or unlawful misuse of a firearm by the person bringing the action or a third party. The bill lifts the immunity from legal process of the Firearms Trace System database maintained by the National Trace Center of the Bureau of Alcohol, Tobacco, Firearms and Explosives. In state or federal civil actions or administrative proceedings, the contents of the database: (1) shall be subject to discovery and admissible as evidence; and (2) may be used, relied on, or disclosed in any manner. Testimony or other evidence may also be permitted based on that data.

Faster Care for Veterans Act of 2016 This bill directs the Department of Veterans Affairs (VA) to begin an 18-month pilot program in at least three Veterans Integrated Service Networks (VISNs) under which veterans use an Internet website to schedule and confirm appointments at VA medical facilities. The pilot program's duration may be extended and the number of VISNs may be increased.

Women Airforce Service Pilot Arlington Inurnment Restoration Act This bill directs the Department of the Army to ensure that the cremated remains of persons who served as Women's Air Forces Service Pilots are eligible for interment in Arlington National Cemetery with full military honors.

Zero Tolerance for Terror Act This bill expresses the sense of Congress that: the Department of the Treasury's Office of Foreign Assets Control should be fully funded to ensure strict sanctions enforcement against Iran in the areas of ballistic missile proliferation and terrorism, and to ensure effective re-imposition of sanctions in the event of Iran's violation of the Joint Comprehensive Plan of Action; and Iran should continue to be prohibited from undertaking any activity related to ballistic missiles capable of delivering nuclear weapons, and United Nations member states should take measures to prevent the related transfer of technology or technical assistance to Iran. The President shall notify Congress if any person or entity: commits an act of international terrorism at the direction of an official of the government of Iran that threatens the security of U.S. nationals or the national security, foreign policy, or economy of the United States; knowingly assists in, sponsors, or provides financial, material, or technological support for, or financial or other services to or in support of such an act, or a foreign terrorist organization that receives financial support from Iran; or commits an act in violation of specified Security Council resolutions relating to ballistic missiles capable of delivering nuclear weapons. During the 60-day period after such notification legislation may be introduced in the Senate or the House of Representatives authorizing or requiring the President to impose sanctions on an identified person or entity. Congressional procedural requirements are set forth.

Wireless Tax Fairness Act of 2015 This bill prohibits states or local governments from imposing any new discriminatory tax on or with respect to mobile services, mobile service providers, or mobile service property for five years after the enactment of this Act. A "new discriminatory tax" is a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate, unless such tax was imposed and actually enforced prior to the enactment date of this Act. The bill grants jurisdiction to federal district courts to provide injunctive and other appropriate relief to prevent, restrain, or terminate any acts in violation of this Act. The bill requires the Government Accountability Office to study and report on the impact of: (1) state and local taxes on mobile services, providers, or property on the costs consumers pay for mobile services; and (2) the prohibition in this Act against discriminatory mobile services taxes on such costs.

Expresses condolences for the victims of anti-Muslim hate crimes. Declares that the House of Representatives: confirms its dedication to the rights and dignity of all citizens; denounces the increase of hate speech and hate crimes targeted against mosques, Muslims, or those perceived to be Muslim; and recognizes the positive contributions made by the U.S. Muslim community to U.S. society. Declares that the civil rights and liberties of all U.S. citizens, including Muslims in the United States, should be protected. Urges law enforcement authorities to work to prevent hate crimes and to prosecute the perpetrators of such crimes. Reaffirms the inalienable rights of every citizen to live without fear and intimidation and to practice freedom of faith.

Opposes: (1) the European Commission interpretive notice regarding labeling Israeli products and goods manufactured in the West Bank and other areas; and (2) politically motivated acts of boycott, divestment, and sanctions against Israel or Israeli-controlled territory. Calls upon the European Commission, the Council of the European Union, and the European Parliament to oppose boycott, divestment, or sanctions initiatives aimed at singling out Israel, and to refrain from actions counterproductive to resolving the Israeli-Palestinian conflict. Encourages European Union (EU) member states to exert prudence in the implementation of the EU labeling guidelines. Urges the Administration to increase its influence in international forums to oppose boycott, divestment, and sanctions actions against Israel. Supports efforts by U.S. state legislatures to enact measures that oppose such acts against Israel. Reaffirms support for a negotiated two-state solution to the Israeli-Palestinian conflict.

Assault Weapons Ban of 2015 This bill amends the federal criminal code to make it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is: (1) manually operated by bolt, pump, lever, or slide action; (2) permanently inoperable; (3) an antique; or (4) a rifle or shotgun specifically identified by make and model. Additionally, the bill does not prohibit, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The legislation amends the NICS Improvement Amendments Act of 2007 to require law enforcement agencies to be notified when a prohibited person attempts to purchase a grandfathered SAW. It also amends the Omnibus Crime Control and Safe Streets Act of 1968 to allow a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Guard and Reserve Equal Access to Health Act This bill directs the military department concerned to provide a physical examination to each requesting member of a reserve component who will not otherwise receive one through that department. The military department concerned shall: (1) provide such examination during the 90-day period before such member's scheduled date of separation, and (2) give the member a record of the examination. A member shall not be entitled to transitional health care benefits through his or her department solely by reason of being given such examination.

This bill amends: (1) the Department of Energy Organization Act to revise the definition of "minority" to mean any U.S. citizen who is an Asian American, Native Hawaiian, Pacific Islander, African American, Hispanic, Puerto Rican, Native American, or Alaska Native; and (2) the Local Public Works Capital Development and Investment Act of 1976 to revise the definition of "minority group members" (who own minority group enterprises) to mean U.S. citizens who are Asian American, Native Hawaiian, Pacific Islanders, African American, Hispanic, Native American, or Alaska Natives.

Stonewall National Historic Site Establishment Act This bill establishes the Stonewall National Historic Site in New York as a unit of the National Park System. The boundary of the Historic Site shall be identical to that of the Stonewall National Historic Landmark. The Department of the Interior may enter into an agreement with New York City, New York, delineating the respective roles and responsibilities of the National Park Service and New York City in operating, maintaining, and interpreting the Historic Site. Interior shall prepare a general management plan for the Historic Site.

Recognizes that science and technology innovation present new frontiers for U.S.-Israel economic cooperation, particularly in light of widespread drought, cybersecurity attacks, and other major challenges impacting the United States. Encourages the Administration to expand forums of economic dialogue with Israel. Supports the exploration of new agreements with Israel, including in the fields of energy, water, agriculture, medicine, neurotechnology and cybersecurity.

Silent Skies Act of 2015 This bill directs the Federal Aviation Administration to enter into a competitive cooperative agreement with an institution, entity, or consortium to carry out a program for the development of aircraft technology that will assist in-service and in-production civil turbojets not meeting stage 4 noise standards to comply with those or more stringent standards. The Department of Transportation (DOT) must: (1) issue regulations to establish minimum standards to ensure that graduated percentages of civil turbojets weighing over 75,000 pounds comply with the stage 4 noise levels by specified dates, and (2) report annually on the progress made by air carriers in complying with such standards. 100% of such turbojets operating after December 31, 2037, must comply with stage 4 levels. DOT shall request the International Civil Aviation Organization to add to its Work Programme the consideration of international standards for the phase-out of aircraft that do not comply with stage 4 noise levels. The requirements of this Act shall not apply to civil turbojet aircraft that operate outside of the 48 contiguous states. DOT may not issue a type certificate for: (1) a civil turbojet with a maximum weight of more than 75,000 pounds on and after December 31, 2017, unless the applicant demonstrates that such turbojet complies with stage 5 noise levels; and (2) any civil turbojet on and after December 31, 2020, unless the applicant demonstrates that such turbojet complies with stage 5 noise levels.

Child Protection Improvements Act of 2015 This bill amends the National Child Protection Act of 1993 to direct the Department of Justice to: (1) establish policies and procedures to streamline the process of obtaining national criminal history background checks on covered individuals, and (2) establish a criminal history review program to provide covered entities with reliable and accurate information on the criminal history of a covered individual. It defines "covered entity" as any business or organization that provides, or licenses, certifies, or coordinates individuals or organizations to provide care, care placement, supervision, treatment, education, training, instruction, or recreation to vulnerable populations including elderly persons, disabled persons, and children. It defines "covered individual" as an individual who: (1) has, seeks to have, or may have unsupervised access to vulnerable populations served by a covered entity; (2) is employed by or volunteers with, or seeks to be employed by or volunteer with, a covered entity; or (3) owns or operates, or seeks to own or operate, a covered entity.

Open Fuel Act of 2015 This bill requires each fleet of a manufacturer of passenger automobiles (including light-duty motor vehicles) to comprise at least: 30% qualified vehicles in model year 2018, and 50% qualified vehicles in model year 2019 and each subsequent year. A "qualified vehicle" is: a vehicle that operates on natural gas, hydrogen, or biodiesel; a flexible fuel vehicle capable of operating on gasoline, E85, and M85; a plug-in electric drive vehicle; or a vehicle propelled solely by fuel cell or by something other than an internal combustion engine. The bill authorizes a manufacturer to request an exemption from such requirement from the Department of Transportation.

Distracted Driving Education Act of 2015 This bill directs the Department of Transportation (DOT) to establish a distracted driving education grant program under which DOT may make a competitive grant to a nonprofit organization to provide education to the public regarding the risks of distracted driving.

Housing Our Heroes Act This bill directs the Department of Veterans Affairs (VA) to begin a three-year pilot grant program to assess the feasibility of awarding grants to eligible entities to purchase and renovate abandoned homes for homeless veterans. Eligible entities are: (1) veterans service agencies and organizations, (2) homeless organizations, and (3) other nongovernmental organizations. The Veterans Homelessness Grant Fund is established in the Treasury. The VA shall give grant priority to communities with the greatest need of homeless services, and may give grant priority to achieve geographic grant distribution.

FAA Community Accountability Act of 2015 This bill requires the Federal Aviation Administration (FAA), in considering flight paths or procedures as part of the implementation of the Next Generation Air Transportation System, to limit negative impacts on the human environment near airports. The FAA may give preference to overlays of existing flight paths or procedures to ensure compatibility with land use. The FAA shall appoint an FAA Community Ombudsman for each of its regions to: act as a liaison with communities regarding problems related to the impact of commercial aviation on the human environment; monitor the impact of System implementation on communities near affected airports; make recommendations to address community concerns and improve the use of community comments in FAA decisionmaking; and report periodically on the impact of commercial aviation on the human environment and on FAA responsiveness to community concerns. The FAA, in implementing the System, may not treat the establishment or revision of a flight path or procedure as covered by a categorical exclusion if an Ombudsman or airport operator submits notification that: (1) extraordinary circumstances exist, or (2) the establishment or revision will have a significant adverse impact on the human environment near such airport. The FAA, before treating such establishment or revision as covered by a categorical exclusion, shall provide notice and an opportunity for comment to persons affected. The bill requires the FAA to: (1) reconsider a flight path or procedure established or revised after February 14, 2012, as part of the implementation of the System if an Ombudsman or airport operator submits written notification that the establishment or revision is resulting in a significant adverse impact on the human environment near the airport, (2) provide notice of such reconsideration and an opportunity for public comment, (3) assess the impacts on the human environment, and (4) report on comments received, assessment results, and changes to be made.

Office of Strategic Services Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to the members of the Office of Strategic Services in recognition of their service and contributions during World War II.

Enhanced Veteran Healthcare Act of 2015 This bill directs the Department of Veterans Affairs (VA) to seek to enter into covered agreements and contracts for the mutually beneficial coordination, use, or exchange of covered VA health-care resources with eligible academic affiliates in order to improve access to, and quality of, VA hospital care and medical services.

Greater Grand Canyon Heritage National Monument Act This bill establishes the Greater Grand Canyon Heritage National Monument in Arizona. The Department of the Interior and the Department of Agriculture (USDA), with respect to lands under their respective jurisdictions, shall manage the Monument to conserve, protect, and enhance its natural resources and values. Interior and USDA shall collaborate with the Greater Grand Canyon Heritage National Monument Advisory Council (established by this Act) to develop a plan for the protection and management of the Monument.

Charitable Automobile Red-Tape Simplification Act of 2015 or the CARS Act of 2015 This bill amends the Internal Revenue Code, with respect to the tax deduction for charitable contributions, to modify the substantiation rules for donations of qualified vehicles (i.e., motor vehicles manufactured primarily for use on public streets, roads, and highways and boats or airplanes) with a claimed value exceeding $500 but not $2,500, to require: (1) a statement with respect to such qualified vehicles and a good faith estimate of their value at the time of donation; and (2) a contemporaneous written acknowledgement of the contribution by the donee organization, with information about the donor and the qualified vehicle.

Weekend Voting Act This bill amends the Revised Statutes to establish the first Saturday and Sunday after the first Friday in November, in every even numbered year, as the days for the election, in each state and territory, of Delegates to, or Members of, Congress. The first Saturday and Sunday after the first Friday in November, in every fourth year, shall be the days for the election of the President and Vice President of the United States. The polling place hours in the United States for both congressional and presidential elections shall be from 10:00 a.m. EST on Saturday till 6:00 p.m. EST on Sunday, with polls allowed to close between the hours of 10:00 p.m. local time on Saturday and 6:00 a.m. local time on Sunday, as provided by the law of the state in which the polling place is located.

Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands during the period January 1, 1977-December 31, 1980, as radiation exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers.
