Long-Term Care Insurance Reform Act of 2011 - Directs the Secretary of Health and Human Services (HHS) to request the National Association of Insurance Commissioners (NAIC) to: (1) conduct reviews every five years of the national and state-specific markets for long-term care (LTC) insurance policies; (2) issue a white paper on disclosure requirements for LTC insurance policies, standardized definitions for LTC services, and issues related to the development of a proposed form for marketing LTC insurance policies; (3) establish a Working Group to develop a model disclosure form for marketing LTC insurance policies; and (4) incorporate such form into the Model Act and regulation. Sets forth requirements related to the use of the proposed model disclosure form for marketing LTC insurance policies, including requiring states to require issuers to use such forms. Amends the Deficit Reduction Act of 2005 to require the National Clearinghouse for Long-Term Care Information to establish an Internet directory of information regarding LTC insurance ("to be known as LTC Insurance Compare). Amends title XIX (Medicaid) of the Social Security Act to require a state Medicaid plan to provide for the annual submission of data relating to functional criteria for the receipt of nursing facility services under the plan. Amends the Internal Revenue Code to apply Medicaid partnership required model provisions to all tax-qualified LTC insurance contracts. Outlines a process for secretarial review of model provisions adopted by NAIC with respect to their application to tax-qualified LTC policies and Medicaid partnership policies to determine if updating such provisions would improve consumer protections for insured individuals. Applies 2006 NAIC model regulations to Medicaid partnerships. (Currently, 2000 NAIC model regulations apply). Sets forth additional requirements applicable to such policies.

Authorizes the Secretary of the Interior to take land into trust for the Tribe. Prohibits the Tribe from conducting gaming activities. Requires North Carolina to exercise jurisdiction over all criminal offenses committed, and all civil actions that arise, on North Carolina lands owned by, or held in trust for, the Lumbee Tribe or any dependent Indian community of the Tribe.

Allows such manufacturers to make tax deductible cash payments into an MRA of the lesser of their domestic manufacturing gross receipts for the taxable year or $500,000. Permits expenditures from an MRA for expenses for property to be used in the manufacturing business and expenses for employee job training and workforce development. Imposes a 10% tax on amounts in an MRA that are not distributed within 7 years. Terminates the tax deduction for payments to an MRA 10 years after the enactment of this Act.

Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations. Requires the budgetary effects of this Act to be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act, provided that such statement has been submitted prior to the vote on passage.

Breast Density and Mammography Reporting Act of 2010 - Amends the Mammography Quality Standards Act of 1992 to include within the standards to assure the safety and accuracy of mammography the requirement that: (1) facilities that perform mammograms provide the patient with a summary of the report of the mamography results that includes information regarding the patient's individual measure of breast density based on the Breast Imaging Reporting and Data System established by the American College of Radiology and used by the National Cancer Institute, or as specified by the Secretary of Health and Human Services (HHS) based upon new scientific knowledge, technological advances, or other updated medical procedures where the use of such screening developments is consistent with the practice of medical experts in the field; (2) the summary convey to the patient his or her increased risk of developing breast cancer based on that person's individual measure of breast density analyzed by the patient's interpreting physician; and (3) the report include a notice to the patient stating that he or she might benefit from supplementary screening tests for expanded detection if his or her mammogram demonstrates dense breast tissue, that a report of the mammography results has been sent to his or her treating physician's office, and and the patient should contact that physician regarding any questions or concerns about the report.

Sober Truth on Preventing Underage Drinking Act or the STOP Act - Amends the Public Health Service Act to revise and expand the program to reduce underage drinking by: (1) expressing the sense of Congress that the age-21 minimum drinking law has been an effective public health and safety policy and has reduced drinking and driving traffic fatalities; (2) expanding the national media campaign to prevent underage drinking; (3) authorizing the Administrator of the Substance Abuse and Mental Health Services Administration, in coordination with the Director of the Office of National Drug Control Policy, to make supplemental grants to eligible entities to enhance collaboration between communities and institutions of higher education to prevent and reduce underage alcohol use; (4) requiring the Administrator to make grants to professional pediatric provider organizations to increase effective practices, including the screening of children and adolescents for alcohol use, to reduce the prevalence of alcohol use among individuals under the age of 21, including college students; (5) expanding data collection and research activites with respect to underage drinking; and (6) requiring the National Academy of Sciences to conduct a review of the research on the influence of drinking alcohol on adolescent brain development and the public policy implications of such research.

Fair Playing Field Act of 2010 - Amends the Internal Revenue Code, with respect to the classification of workers for employment tax purposes, to: (1) repeal the prohibition against issuance of regulations and guidance by the Secretary of the Treasury on workers' employment tax status (i.e., as an employee or as an independent contractor) enacted by the Revenue Act of 1978; (2) direct the Secretary to issue regulations and other guidance to clarify the proper employment status of workers for employment tax purposes; (3) prohibit a retroactive assessment of employment tax, except with respect to certain skilled workers, for tax periods after December 31, 1978, and before a specified reclassification date for worker misclassifications, unless the taxpayer had no reasonable basis for not treating a worker as an employee; (4) require taxpayers who hire independent contractors on a regular and ongoing basis to provide such contractors with notice of their federal tax obligations, the labor and employment law protections that do not apply to them, and their right to seek a status determination from the Internal Revenue Service (IRS); and (5) eliminate reduced penalty provisions for failure to withhold income taxes for taxpayers who lack a reasonable basis for treating a worker as other than an employee (i.e., as an independent contractor).

Urges that foreign companies be prohibited from receiving Iranian capital, technology, and expertise, and that foreign energy-related companies, especially, be blocked from entering into joint ventures, investments, and partnerships for energy and energy-related projects outside of Iran. Requires the Secretary of the Interior to include in each lease issued after enactment of this Act that authorizes oil and gas drilling on the Outer Continental Shelf a provision that requires: (1) the lessee to certify annually to the Secretary that it does not engage in any activity for which sanctions may be imposed under the Iran Sanctions Act of 1996; and (2) the Secretary to cancel the lease if the lessee fails to make such a certification or makes a false one. Requires such a lease also to require the lessee to disclose to the Secretary any participation in any energy-related joint venture, investment, or partnership located outside Iran that involves: (1) any person whose property and property interests are blocked pursuant to Executive Orders 13224 (for transacting business with persons who commit, threaten to commit, or support terrorism) or 13382 (because they are weapons of mass destruction proliferators or their supporters); or (2) any entity on a specified list relating to Iranian Transactions Regulations. Requires cancellation of any lease whose lessee has failed to make such a disclosure or makes a false disclosure. Allows a national interest waiver of these requirements.

Small Business Tax Relief Act of 2010 - Repeals the provision of the Patient Protection and Affordable Care Act that amends the Internal Revenue Code to apply to corporations reporting requirements for payments of $600 or more to persons engaged in a trade or business. Amends the Internal Revenue Code, with respect to the taxation of foreign income and the foreign tax credit, to: (1) suspend the recognition of foreign tax credits until the related foreign income is taken into account for U.S. tax purposes; (2) deny a foreign tax credit for foreign income not subject to U.S. taxation due to a covered asset acquisition (defined as an acquisition that results in an increase in tax basis for U.S. tax purposes but not for foreign tax purposes); (3) apply a separate foreign tax credit limitation for each item of income that would be treated as derived from sources within the United States and that would be treated as arising from sources outside the United States under a treaty obligation (and the taxpayer chooses the benefits of such treaty); (4) limit the amount of foreign tax credits that may be claimed by a U.S. domestic corporation with respect to a deemed dividend paid by a foreign subsidiary; (5) prevent a reduction in earnings in profits of a foreign corporation in an acquisition if more than 50% of the dividends arising from such acquisition would not be subject to U.S. taxation or be includible in the earnings and profits of a controlled foreign corporation; (6) treat a foreign corporation as a member of an affiliated group for interest allocation and apportionment purposes if more than 50% of its gross income is effectively connected with a U.S. trade or business and at least 80% of either the vote or value of its outstanding stock is owned directly or indirectly by members of the affiliated group; (7) repeal tax rules exempting foreign source income attributable to the active conduct of a foreign trade or business from tax withholding requirements; (8) treat as income received in the United States amounts received from noncorporate residents or domestic corporations with respect to guarantees and amounts paid by any foreign person if such amounts are connected with income which is effectively connected with the conduct of a trade or business in the United States; and (9) provide that the statute of limitations for assessing tax on certain foreign transactions shall apply only to items related to a failure to provide information to the Internal Revenue Service (IRS) due to reasonable cause and not willful neglect. Amends the Internal Revenue Code to: (1) revise rules for valuing assets in grantor retained annuity trusts to require that the right to receive fixed amounts from an annuity last for a term of not less than 10 years, that such fixed amounts not decrease during the first 10 years of the annuity term, and that the remainder interest have a value greater than zero when transferred; (2) exclude any fuel with an acid number greater than 25 from the definition of "cellulosic biofuel" for purposes of the tax credit for alcohol used as fuel; (3) increase penalties for failure to file correct information returns, for intentional disregard of reporting requirements, and for failure to furnish correct payee statements; and (4) allow nonrecognition of gain in a corporate reorganization for corporations that exchange property solely for stock other than nonqualified preferred stock. Provides for compliance of the budgetary effects of this Act with the Statutory Pay-As-You-Go Act of 2010.

Veterans' Disability Claims Efficiency Act of 2010 - Allows the Secretary of Veterans Affairs (VA), in the case of a disability claim with multiple conditions, to assign an interim disability rating for the condition(s) that can be assigned without further development and to continue development of the remaining condition(s). Requires an interim disability rating to remain in effect unless the Secretary later assigns an increased rating for such condition. Prohibits the continuation of such rating if the rating was based on fraud or the condition improves. Directs the Secretary to establish a process for the rapid identification of initial claims for disability compensation that should, in adjudication, receive priority in the order of review. Requires the Secretary to identify whether claims have the potential of being adjudicated quickly, the claims qualify for priority treatment, and a temporary disability rating could be assigned for such claims. Authorizes the Secretary to provide priority based on the effect such priority would have on a claimant.

Long Island Sound Improvement Act Amendments of 2010 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to create additional duties for the Long Island Sound Office of the Environmental Protection Agency (EPA), including studying the impacts of climate change on the Sound watershed. Requires a municipality that owns or operates a municipal separate storm sewer system to obtain, without regard to the size of the population served by the system, a permit for discharges composed entirely of stormwater for any portion of the municipality that is located within both the Long Island Sound watershed and an urbanized area. Authorizes such permits to be issued on a regional basis. Requires the EPA Administrator to ensure that: (1) permits held by industrial stormwater dischargers and permits held by construction activity dischargers conform to regional permits' conditions; and (2) monitoring requirements are included in a regional permit. Authorizes the Administrator to provide technical assistance to municipalities with respect to establishing regional permits. Establishes: (1) reporting requirements for the Office; and (2) requirements directing agencies to ensure that their property, actions, and activities within the watershed are consistent with the Long Island Sound Comprehensive Conservation and Management Plan (Plan) and to develop plans to maximize forest cover and riparian habitat and minimize stormwater discharge on agency property. Requires the Administrator to establish a voluntary interstate nitrogen trading program with respect to the Sound that includes the generation, trading, and use of nitrogen credits to facilitate the attainment and maintenance of the Sound Total Maximum Daily Load (TMDL). Authorizes: (1) grants for a prioritized list of projects and studies that will assist in meeting the Plan's goals and objectives; and (2) the Administrator to make grants for the construction of a publicly owned treatment work within Connecticut, Massachusetts, New Hampshire, New York, Rhode Island, and Vermont solely to a municipal or state agency if the state has established allocations for discharges within the state in a Long Island Sound TMDL. Requires the Administrator to: (1) consider the use of innovative stormwater management practices and approaches in meeting the requirements of the Act; and (2) implement a pilot project to demonstrate the efficacy of nutrient bioextraction for the removal of nitrogen and phosphorous from the waters of the Sound watershed.

Declares that the Secretary's primary responsibility is to create a low-cost plan without compromising quality or access to care. Sets forth provisions related to the establishment and governance of the public health insurance option, including that such plan: (1) may be made available only through Exchanges; (2) must comply with requirements applicable to other health benefits plans offered through such Exchanges, including requirements related to benefits, benefit levels, provider networks, notices, consumer protections, and cost sharing; and (3) must offer bronze, silver, and gold plan levels. Requires the Secretary to: (1) establish an office of the ombudsman for the public health insurance option; (2) collect such data as may be required to establish premiums and payment rates; (3) establish geographically adjusted premiums at a level sufficient to fully finance the costs of the health benefits provided and administrative costs related to the operation of the plan; and (4) establish payment rates and provide for greater payment rates for the first three years. Requires repayment of start-up costs for the public health insurance option. Authorizes the Secretary to utilize innovative payment mechanisms and policies to determine payments for items and services under the public health insurance option.

PACE Assessment Protection Act of 2010 - Directs the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) to adopt underwriting standards that are consistent with the Guidelines for Pilot PACE Financing Programs issued on May 7, 2010, by the Department of Energy (DOE). Provides that liens or other property obligations that secure property taxes or assessments under a PACE program and that are consistent with such standards shall be considered to comply with the Uniform Instruments of Fannie Mae and Freddie Mac and shall not constitute a default on an existing mortgage or trigger the exercise of lender's remedies for a property with such a lien. Defines a "PACE program" as a property assessed clean energy program under which a state or political subdivision levies taxes or assessments on real property to finance the installation of renewable energy and energy efficiency improvements. Prohibits Fannie Mae and Freddie Mac from requiring repayment of a PACE program tax or assessment in order for a property owner to finance, refinance, or transfer property that meets their underwriting criteria without consideration of the PACE program lien. Requires the underwriting standards to provide that, in the event that a tax or assessment under a PACE program is delinquent, only the unpaid delinquent amount along with applicable penalties, interest, and costs will be subject to foreclosure and not the entire amount. Prohibits the Federal Housing Finance Agency, Fannie Mae, Freddie Mac, and all federal agencies and entities chartered under federal law from discriminating against communities implementing or participating in a PACE program.

Gulf Coast Restoration Act - Amends the Workforce Investment Act of 1998 to authorize the Secretary of Labor to award national emergency grants to a state to provide oil spill relief employment assistance for an area of the state that has been affected by an oil or hazardous substances spill of national significance (covered incident). Makes assistance available to: (1) provide oil spill relief employment of unemployed or dislocated workers on projects to clean, restore, or reconstruct lands, marshes, waters, and structures located within an area of a covered incident, as well as for food, clothing, shelter and other humanitarian assistance to affected individuals; (2) establish cleanup standards; (3) provide employment and training of, and protective equipment to, workers; (4) increase a state's capacity to provide information about public and private services at one-stop centers and other access points to individuals adversely affected by a covered incident; and (5) provide temporary employment by public sector entities. Requires the Secretary to require states receiving oil spill relief employment assistance to provide assurance that Davis-Bacon Act (locality pay) wages are paid to all employees and contractors who work on such projects. Limits an individual's oil spill employment to six months, subject to extension for a period determined by the Secretary. Establishes a Gulf Coast Community Conservation Corps (Gulf Coast CCC), administered by the Corporation for National and Community Service, to carry out national service programs that provide a covered incident area with oil spill relief specified in this Act. Authorizes the Corporation to transfer funds from the National Service Trust Fund to provide in-service or post-service national service educational benefits to individuals participating in a Gulf Coast CCC national service program. Requires parties responsible for a covered incident to reimburse the federal government for costs incurred in carrying out the activities authorized under this Act.
