Urges the government of Saudi Arabia to reform its textbooks and education curriculum in a manner that promotes tolerance and peaceful coexistence, develops civil society, and encourages functionality in the global economy. Urges the President to: (1) direct the Secretary of State to use diplomacy, international visitor exchanges, professional development, and educational reform programs to focus on educational reform in Saudi Arabia; and (2) consider educational reform progress when determining the level and frequency of U.S.-Saudi relations. Expresses disappointment with the slow pace of education reform. Requests that the Secretary report to the appropriate congressional committees respecting such educational reform.

Ensuring Ballott Access for Hurricanes Katrina and Rita Victims Act of 2005 - Directs the Election Assistance Commission to make grants to states to restore and replace election administratiion supplies, materials, and equipment which were damaged as a result of Hurricane Katrina and Hurricane Rita.

Condemns the government of Syria for its apparent involvement in the assassination of former Lebanese Prime Minister Rafik Hariri, and demands that Syrian President Bashar Assad and the government of Syria cooperate with international and Lebanese efforts to further investigate such assassination and bring those responsible to justice. Supports: (1) the findings of the United Nations International Independent Investigation Commission (UNIIIC); and (2) full implementation of U.N. Security Council Resolution 1595. Urges the United States to support international and Lebanese efforts to investigate such assassination and bring its perpetrators to justice, including establishment of an international tribunal, if so requested by the government of Lebanon.

Expresses the sense of the House of Representatives that the United States: (1) must move rapidly to increase the productivity with which it uses fossil fuel, and to accelerate the transition to renewable fuels and a sustainable, clean energy economy; and (2) should establish, in collaboration with other international allies, an energy project with the magnitude, creativity, and sense of urgency of the "Man on the Moon" project to develop a comprehensive plan to address the challenges presented by Peak Oil.

Advocates Dedicated to Older Child Parental Tax Credit (ADOPT) Act of 2005 - Amends the Internal Revenue Code to allow a $2,000 tax credit for costs associated with the adoption of a child who has reached nine years of age before the adoption decree becomes final. Allows the credit each year until such child attains the age of 19.

Food Allergy and Anaphylaxis Management Act of 2005 - Requires the Secretary of Health and Human Services to develop and make available to local educational agencies a voluntary policy to manage the risk of food allergy and anaphylaxis in schools. Directs that such policy address: (1) a parental obligation to provide the school with information regarding a student's food allergy and anaphylaxis; (2) communication strategies between schools and emergency medical services; (3) strategies to reduce the risk of exposure in classrooms and common areas; (4) food allergy management training of school personnel; (5) authorization of school personnel to administer epinephrine when the school nurse is not immediately available; and (6) creation of an individual health care plan tailored to each child's risk for anaphylaxis.

Children's Gasoline Burn Prevention Act - Directs the Consumer Product Safety Commission to promulgate final child-resistance product safety standards for closures on portable gasoline containers intended for use by consumers. Prescribes criteria for such standards.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS); and (2) establish a national registry for the collection and storage of ALS data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to study and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for public access to an electronic national database that accepts data from state registries, health care professionals, and others as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Middle Class Energy Initiative Act of 2005 - Amends the Internal Revenue Code to allow individuals a $500 tax credit for: (1) gasoline and diesel fuel expenses; and (2) home energy consumption expenses. Denies the credit for taxpayers whose adjusted gross income is twice the state median adjusted gross income. Limits the amortization of geological and geophysical expenses to 90 percent of such expenses.

Recognizes the 40th anniversary of the Second Vatican Council's Declaration on the Relation of the Church to Non-Christian Religions, Nostra Aetate. Expresses support for the new collaborative relationship that has grown between Jews and Roman Catholics. Requests the President to: (1) issue a proclamation recognizing the 40th anniversary of the Nostra Aetate; and (2) exert U.S. leadership toward ensuring that anti-Semitism and all forms of religious and racial bigotry are not tolerated worldwide.

Eliminate Gas Price Discrimination Act - Amends the Petroleum Marketing Practices Act to prohibit a franchise from placing a limitation on the source from which a franchisee may obtain motor fuel. Permits a franchise, however, to require the franchisee to obtain only motor fuels with respect to which the franchisor, or the refiner that supplies the franchisor, owns or controls a trademark.

Downed Animal Protection Act - States that it is U.S. policy that all nonambulatory livestock in interstate and foreign commerce be immediately and humanely euthanized when such livestock become nonambulatory. Amends the Humane Methods of Slaughter Act of 1958 to direct the Secretary of Agriculture to promulgate regulations providing for the humane treatment, handling, and disposition of nonambulatory livestock by a covered entity, including a requirement that nonambulatory livestock be humanely euthanized. Requires an entity to: (1) humanely euthanize nonambulatory livestock (while not limiting the Secretary's ability to test nonambulatory livestock for disease, such as bovine spongiform encephalopathy); and (2) not move nonambulatory livestock while such livestock is conscious, and ensure that such livestock remains unconscious until death. Prohibits an inspector at an establishment covered by the Federal Meat Inspection Act to pass nonambulatory livestock, carcass, or carcass parts through inspection. Requires an inspector or other employee at such establishment to label such material as "inspected and condemned." Defines "covered entity," "nonambulatory livestock," and "humanely euthanize."

Suburban and Community Forestry and Open Space Program Act of 2005 - Amends the Cooperative Forestry Assistance Act of 1978 to establish in the Forest Service the Suburban and Community Forestry and Open Space Program, which shall provide cost-share grants to preserve private forest land, contain suburban sprawl, and support value-added forest product industries in States in which less than 25 percent of the land is owned by the United States.

Hurricanes Katrina and Rita Flood Insurance Buy-In Act of 2005 - Establishes a temporary flood insurance buy-in program. Instructs the Director of the Federal Emergency Management Agency to make flood insurance coverage available under such program for eligible structures (but not their contents) for flooding resulting from Hurricane Katrina or Hurricane Rita. Limits eligibility to structures located in an area not subject to the mandatory purchase requirements of the national flood insurance program, and which were not covered by such insurance at the time of the hurricanes. Prescribes a formula for determination of premiums, which may be paid by deduction from the amount of any claims payable under coverage by the buy-in program.

Medicare Informed Choice Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to: (1) provide for an extended period of open enrollment during all of 2006 without late enrollment penalty; (2) give Medicare beneficiaries the opportunity to make a one-time change in prescription drug plan enrollment at any point in 2006; and (3) provide protection from loss of employment-based retiree health coverage upon enrollment for Medicare prescription drug benefit, including a Medicare Advantage-Prescription Drug benefit, during 2006.

Amateur Radio Emergency Communications Consistency Act - Provides that, for purposes of the Federal Communications Commission's regulation relating to station antenna structures in the amateur radio services, any private land use rules applicable to such structures shall be treated as a State or local regulation and subject to the same requirements and limitations of such a regulation.

Hurricane Katrina Surviving Spouse Student Loan Relief Act - Directs the Secretary of Education to discharge or cancel the federal student loan indebtedness of spouses and parents of victims of Hurricane Katrina, with respect to any principal and accrued unpaid interest outstanding on student loans on behalf of such victims on the date of the injury causing their death or permanent and total disability.

Fair Wages for Hurricane Victims Act - Reinstates the application of the wage requirements of the Davis-Bacon Act to all federal contracts in counties affected by Hurricane Katrina, notwithstanding the President's proclamation dated September 8, 2005, or any other provision of law.

Katrina College Student Relief Act - Amends the Higher Education Act of 1965 to authorize the Secretary of Education to waive certain requirements for repayment of federal student grant assistance by students if: (1) they were residing in, employed in, or attending an institution of higher education located in a major disaster area; (2) their attendance was interrupted because of the disaster's impact on them or the institution; and (3) their withdrawal ended within the academic year during which the major disaster designation occurred or during the next succeeding academic year. Provides such students with deferments for certain student loan obligations for up to six months. Directs the Secretary to recalculate the expected family contribution for such students.

Directs the Comptroller General of the United States to study and report to Congress on the consolidation of the refiners, importers, producers, and wholesalers of gasoline with retail sellers of such gasoline. Requires the study to analyze the impact of such consolidation upon: (1) the retail price of gasoline; (2) small business ownership; (3) other corollary effects on the market economy of fuel distribution; (4) local communities, and (5) other market impacts of such consolidation.

Inflammatory Bowel Disease Research Act - Requires the Director of the National Institute of Diabetes and Digestive and Kidney Diseases to expand, intensify, and coordinate the Institute's research activities on inflammatory bowel disease, with an emphasis on: (1) genetic research on susceptibility for inflammatory bowel disease; (2) research targeted to increase knowledge about the causes and complications of inflammatory bowel disease in children; (3) animal model research; (4) clinical research; (5) expansion of the Institute's Inflammatory Bowel Disease Centers program with a focus on pediatric research; and (6) other research initiatives identified in specified documents. Requires the Director of the Centers for Disease Control and Prevention (CDC) to prepare a National Inflammatory Bowel Disease Action Plan to: (1) address the burden of inflammatory bowel disease in both adult and pediatric populations; (2) address strategies for determining the prevalence of the disease in the United States and the unique demographic characteristics of the patient community; (3) focus on strategies for increasing awareness about the disease within the general public and the health care community; and (4) address mechanisms designed to prevent the progression of the disease and the development of complications.

Life Insurance Fairness for Travelers Act of 2005 - Amends the Terrorism Risk Insurance Act of 2002 to make it unlawful for any insurer to: (1) deny any person life insurance, or to otherwise discriminate in the issuance, cancellation, amount of coverage, or conditions of life insurance, based upon the person's intent to engage in future lawful foreign travel; and (2) charge rates for life insurance which are excessive or unfairly discriminatory in relation to the actuarial risk associated with future lawful foreign travel of such person. Provides for administrative enforcement of this Act by either: (1) the chief law enforcement officer of a state, or an official or agency designated by a state; or (2) the Secretary of the Treasury.

Consumer Price Index for Elderly Consumers Act of 2005 - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years of age or older. Authorizes appropriations. Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVIII (Medicare) to provide for the use of such new CPI in the computation of cost-of-living increases for Social Security and Medicare benefits under such programs.

Life Insurance Anti-Discrimination in Travel Act - Declares that it is unlawful to deny any person life insurance coverage, or to discriminate in the issuance, cancellation, terms (including premium rates), or conditions of life insurance coverage, based upon the past lawful travel experiences of such person. Exempts property and casualty insurance, certain health insurance, and workers compensation insurance from such proscription. States that a violation of this Act constitutes an unfair method of competition and an unfair or deceptive act or practice under the Federal Trade Commission Act.

Financial Services Regulatory Relief Act of 2005 - Amends the Revised Statutes of the United States to: (1) revise capital stock ownership requirements for directors of national banks and national bank dividends; and (2) repeal the capital requirements for new intrastate branches, including capital stock and surplus requirements. Amends the Home Owners' Loan Act to prescribe guidelines for investments by a federal savings association to promote the public welfare of low- and moderate-income communities or families through housing, services, and jobs. Permits mergers of federal savings association with nondepository institution affiliates. Increases the limits placed on commercial real estate loans. Repeals the one limit on loans to one borrower. Cites circumstances that would permit interstate acquisitions by a savings and loan holding company. Amends the Federal Home Loan Bank Act to permit certain privately insured credit unions to become Federal Home Loan Bank members. Amends the Federal Credit Union Act (FCUA) to: (1) authorize a credit union to make investment securities for its own account; (2) increase the 12-year loan limitation to 15 years; (3) increase the investment limit in credit union service organizations; (4) exempt loans to nonprofit religious organizations from the restrictions relating to credit union net worth or capitalization standards; and (5) exempt multiple common-bond credit union mergers and conversions from numerical limitations. Authorizes State regulatory authorities to examine and enforce compliance relating to nonfederally insured credit unions. Amends the FDIA to permit interstate bank mergers between insured banks with different home states. Prohibits interstate branching by subsidiaries of commercial firms. Amends the National Bank Consolidation and Merger Act to permit the merger of a national bank which is a trust company with any trust company with a different home state under the same terms and conditions as though they were located in the same state. Amends the National Bank Receivership Act and the FDIA to permit a bank placed in receivership to bring an action for a federal court order requiring removal of the receiver. Amends the FRA and the Bank Holding Company Act Amendments of 1970 to repeal specified insider lending reporting requirements. Amends the Depository Institution Management Interlocks Act to quintuple the size of the assets of a small depository institution exempt from the prohibition against depository institution management interlocks in the same metropolitan statistical area. Amends the Bank Holding Company Act of 1956 to exempt from the proscription against cross marketing of commercial activities those depository institutions that are controlled by a twenty-five percent (or less) holding-company-shareholder. Sets forth banking agency provisions which authorize: (1) waiver of examination schedules; (2) interagency data sharing; (3) destruction of old records of a depository institution by the FDIC after its appointment as receiver; and (4) short form reports of condition for certain community banks. Modifies guidelines governing the currency transaction reporting system.

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

Responsible Funding to Prevent Teen Pregnancy Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award competitive grants to public and private entities to establish or expand teenage pregnancy prevention programs. Requires the Secretary to give: (1) highest priority to applicants seeking assistance for programs targeting communities or populations in which teenage pregnancy or birth rates are higher than the state average or are increasing; and (2) priority to applicants seeking assistance for programs that will benefit underserved or at-risk populations or will take advantage of other available resources and be coordinated with other programs that serve youth. Requires funds to be used for programs that: (1) replicate or substantially incorporate elements of teenage pregnancy prevention programs that have proven to delay sexual intercourse or sexual activity, increase condom or contraceptive use (without increasing sexual activity), or reduce teenage pregnancy; and (2) incorporate specified strategies for preventing teenage pregnancy, including outreach or media programs. Requires programs receiving funds that focus on instruction that includes discussion of human sexuality and reproduction to provide medically accurate information regarding the health benefits and side effects of all contraceptives and barrier methods as a means to reduce the risk of unintended pregnancy and sexually transmitted diseases. Requires the Secretary to: (1) conduct or provide for a rigorous evaluation of 10% of programs for which a grant is awarded; (2) collect basic data on each program; and (3) report to Congress on grant effectiveness.

Medicare Durable Medical Equipment Access Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to prohibit the Secretary of Health and Human Services from awarding any contracts under the competitive durable medical equipment items and services acquisition program unless: (1) the quality standards have been implemented; and (2) the Secretary has received advice from the program oversight committee. Requires the Secretary (who currently is authorized), in carrying out competitive acquisition programs, to exempt: (1) rural areas and areas with low population density within urban areas that are not competitive, unless there is a significant national market through mail order for a particular item or service; and (2) items and services for which the application of competitive acquisition is not likely to result in significant savings. Adds to such exemptions smaller metropolitan statistical areas. Modifies requirements for the protection of small suppliers in bidding and contracting. Requires the Secretary to permit suppliers classified as small businesses to continue to participate as suppliers at the selected award price so long as they submit bids at less than the fee schedule amount otherwise applicable to the items and they otherwise comply with applicable program requirements. Provides for appeal rights (currently denied). Requires the Secretary to exempt from competitive acquisition requirements items and services for which the application of competitive acquisition is not likely to result in significant savings of at least 10%. Prohibits the Secretary from implementing a program with respect to an item or service unless the Secretary demonstrates a probability of achieving significant savings of at least 10%, compared to the fee schedule in effect on January 1, 2006, by including the item or service in the program. Prohibits the Secretary from implementing certain requirements for the payment basis for covered items furnished after January 1, 2009, with respect to the application of rates in an area that is not a competitive acquisition area, unless the Secretary has completed and published in the Federal Register a comparability analysis to ensure the application is appropriate. Requires application of the comparability analysis requirement to certain other part B items and services.

Amends the Internal Revenue Code to allow a bona fide association (an association which has been actively in existence for at least five years and has been formed and maintained in good faith for purposes other than obtaining insurance) to maintain an additional reserve fund for medical benefits plans not to exceed 35 percent of the sum of certain direct costs and changes in claims incurred.

Welcomes the government of the Socialist Republic of Vietnam's recent attempts to establish private land use rights for some of its citizens, and hopes that these rights are expanded to all Vietnamese citizens. Calls on the government of the Socialist Republic of Vietnam to more fully recognize its property restitution responsibility, and to direct local officials, particularly in the Central Highlands region, to resolve land confiscation complaints. Urges the government of the Socialist Republic of Vietnam to: (1) form a national restitution claims commission; and (2) ensure that land use reforms do not result in increased land inequity, particularly for the poor and for those out of favor with the Communist Party. Expresses the sense of the House of Representatives that the President should: (1) consider individual land use rights in determining whether the Socialist Republic of Vietnam is a country of particular concern under the International Religious Freedom Act of 1998; and (2) direct the Secretary of State to include the status of land use rights and restitution claims in the Socialist Republic of Vietnam in the annual country reports on human rights under the Foreign Assistance Act of 1961.

Lyme and Tick-borne Disease Prevention, Education, and Research Act of 2005 - Requires the Secretary of Health and Human Services to establish the Tick-Borne Diseases Advisory Committee. Requires the Committee to advise the Secretary and the Assistant Secretary for Health regarding how officials can: (1) ensure interagency coordination and communication and minimize overlap regarding efforts to address tick-borne diseases; (2) identify opportunities to coordinate efforts with other federal agencies and private organizations addressing such diseases; (3) ensure interagency coordination and communication with constituency groups; (4) ensure that a broad spectrum of scientific viewpoints is represented in public heath policy decisions and that information disseminated to the public and physicians is balanced; and (5) advise relevant federal agencies on priorities related to Lyme and tick-borne diseases. Requires the Secretary, acting through the appropriate federal officials, to provide for the coordination of all federal programs and activities related to Lyme and other tick-borne diseases, including: (1) developing sensitive and accurate diagnostic tools and tests, (2) improving the efficient utilization of diagnostic testing currently available; (3) accurately determining the prevalence of such diseases; (4) evaluating the feasibility of creating a national uniform reporting system; (5) providing and promoting access to a clearinghouse of information on such diseases; (6) increasing public education related to such diseases; (7) creating a physician education program; (8) establishing epidemiological research objectives to determine the long term course of illness for Lyme disease; and (9) determining the effectiveness of different treatment modalities by establishing treatment outcome objectives

Preserving Patient Access to Inpatient Rehabilitation Hospitals Act of 2005 - Prohibits the Secretary of Health and Human Services, during the period between July 1, 2005, and the date two years after the enactment of this Act, from: (1) requiring a compliance rate, pursuant to the criterion (commonly known as the "75 percent rule") used to determine whether a hospital or hospital unit is an inpatient rehabilitation facility, that is greater than the 50 percent compliance threshold that became effective on July 1, 2004; (2) changing the designation of any inpatient rehabilitation facility in compliance with the 50 percent threshold; or (3) conducting medical necessity review of inpatient rehabilitation facilities using any guidelines other than the national criteria established in the Medicare Benefits Policy Manual. Directs the Secretary to establish procedures for: (1) making any necessary retroactive adjustment to restore the status of a facility as an inpatient rehabilitation facility as a result of this Act; (2) making any necessary payments to inpatient rehabilitation facilities based on such adjustment for discharges occurring on or after July 1, 2005, and before enactment of this Act; and (3) developing and implementing an appeals process that provides for expedited review of any adjustment to the status of a facility as an inpatient rehabilitation facility made during such period Directs the Secretary to establish the National Advisory Council on Medical Rehabilitation to provide advice and recommendations to: (1) Congress and the Secretary concerning the coverage of rehabilitation services under title XVIII (Medicare) of the Social Security Act; and (2) appropriate federal agencies on how best to utilize available research funds and authorities focused on medical rehabilitation research.

Requests the President and directs the Secretary of State, not later than 14 days after the date of adoption of this resolution, to transmit to the House of Representatives all documents, including telephone and electronic mail records, logs, calendars, minutes, and memos, in the possession of the President and the Secretary relating to communications with officials of the United Kingdom from January 1, 2002 to October 16, 2002, relating to U.S. policy with respect to Iraq, including any discussions or communications between the President or other Administration officials, or the Secretary or other officials of the Department of State, and officials of the United Kingdom that occurred before the July 23, 2002 meeting in London, England, between Prime Minister Tony Blair, United Kingdom intelligence officer Richard Dearlove, and other national security officials of the Blair Administration.

Stolen Valor Act of 2005 - Amends the federal criminal code to expand the prohibition against wearing, manufacturing, or selling military decorations or medals without legal authorization to prohibit purchasing, soliciting, mailing, shipping, importing, exporting, producing blank certificates of receipt for, advertising, or exchanging such decorations or medals without authorization. Prohibits falsely representing oneself as having been awarded any decoration or medal authorized by Congress for the Armed Forces or any of the service medals or badges. Increases penalties for violations if the offense involves a Distinguished Service Cross, an Air Force Cross, a Navy Cross, a silver star, or a Purple Heart.

Teach for America Act - Authorizes the Secretary of Education to award a grant to Teach For America, Inc. to implement and expand its program of recruiting, selecting, training, and supporting new teachers.
