Provides that for a State to be eligible to receive a grant, the chief executive officer of the State shall submit to the Attorney General an application which shall include a certification that the State shall comply with specified quality assurance standards. Sets forth provisions regarding restrictions on the use of funds and expenditure records. Amends the Violent Crime Control and Law Enforcement Act of 1994 to require the Director of the Federal Bureau of Investigation (FBI) to issue (and revise periodically) standards for collecting and processing, for use as forensic evidence, samples on which DNA analysis may be carried out. Authorizes the Attorney General to make grants to eligible States to carry out DNA analyses of samples from crime scenes for inclusion in the FBI's Combined DNA Index System. Sets forth provisions regarding State eligibility, restrictions on uses of funds, and expenditure records.

Authorizes the interception of wire, oral, or electronic communications in the investigation of crimes involving: (1) transporting, receiving, distributing, selling, or possessing child pornography; or (2) coercing or enticing an individual to travel to engage in prostitution or any sexual activity for which a person can be charged with a criminal offense, transportation of a minor with the intent that the minor engage in such sexual activity, or travel for the purpose of engaging in a sexual act with a minor that would constitute a felony if that activity took place within the special maritime and territorial jurisdiction of the United States. Includes child pornography within the definition of "contraband" the transport, concealment, or possession of which is prohibited.

Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Requires: (1) insurers to file such information in an electronic format with the Secretary of Commerce by a specified deadline; (2) the Secretary to assess a civil penalty for each day an insurer fails to comply; and (3) notify each State's commissioner of insurance of the identity of any insurer that has failed to file such information or to satisfy any penalty.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Bring Our Children Home Act - Amends the Federal judicial code to provide that a contestant may bring an action in district court to determine which of conflicting State court child custody determinations shall prevail. Directs the Attorney General (AG) to establish a registry for all custody orders entered by State courts. Authorizes law enforcement officers of a State or local government to hold, for no more than 24 hours, any child listed as missing for proper disposition under the latest valid custody determination. Requires the Secretary of State to prepare a report on progress made by the United States in negotiating and entering into bilateral treaties relating to international child abduction with countries that are not contracting parties under the Hague Convention on the Civil Aspects of International Child Abduction. Amends the Foreign Assistance Act of 1961 to require information on each country's efforts to prohibit international child abduction. Requires the AG to prepare a report describing the status of each case involving a request for extradition in cases involving international kidnaping by parents.

Recruit and Reward Future Math and Science Teachers of America Act of 2001 - Amends the Higher Education Act of 1965 to establish the National Math and Science Teacher Scholarships pilot program to recruit and train future secondary school mathematics and science teachers. Authorizes the Secretary of Education to award competitive grants to higher education institutions with graduate programs in teacher training to make such scholarships to outstanding students enrolled in such programs who are committed to pursuing careers in secondary school mathematics and science teaching. Makes institutions eligible only if they are ranked by the Secretary in the top 25 percent of schools in their States with the highest percentage of graduates passing the State teacher qualification assessment for new teachers. Gives priority to institutions with one or more of the following: (1) a year-long internship program in a professional development school; (2) mentoring programs for novice teachers in their first three years; (3) a history of placing graduates in rural and urban schools; and (4) a high retention rate of teachers that the institution places in teaching positions. Requires scholarship recipients to agree to teach in an urban or rural public secondary school for at least three full academic years, or repay the pro rata amount of awards received, plus interest, for any failure to fulfill such obligation, with specified exceptions.

Tribal Energy Self-Sufficiency Act

Tribal Energy Self-Sufficiency Act - Amends the Indian Financing Act of 1974 to authorize appropriations, exempt from certain limitations, for Indian electric energy development, including electric generation, transmission, and distribution. Authorizes the Secretary of the Interior (Secretary) to transfer, upon tribal request, Federal water and power projects on Indian lands to the tribe upon whose land such projects are located. Directs the Secretary to continue trusteeship responsibilities to review agreements entered into between Indian tribes and other parties under: (1) the Federal Oil and Gas Royalty Management Act of 1982; and (2) the Indian Mineral Development Act of 1982. Instructs the Secretary to study and report to Congress on all dams and water impoundments on Indian land to determine their suitability for siting for electrical power projects. Requires the Western Area Power Administration to set up electric power transmission facilities for the development of wind power generation on certain Indian lands. Amends the Energy Policy Act of 1992 and the Department of Energy Organization Act to establish within the Department of Energy the Office of Indian Energy Policy and Programs to assist Indian tribes to meet certain energy needs. Creates the Indian Energy Loan Guaranty Fund to enable the Secretary to guarantee loans made to an Indian tribe for energy development. Amends the Public Utility Regulatory Policies Act of 1978 to make net metering available for renewable energy on Indian reservations. Amends the Federal Power Act to direct the Federal Energy Regulatory Commission, upon tribal application, to order the interconnection and wheeling of transmission or local distribution facilities owned by another person with those of the applicant tribe. Amends the Internal Revenue Code to: (1) extend the credit for electricity produced from certain renewable resources to solar power, non-closed loop biomass, incremental hydropower, geothermal energy, and fuel cells on Indian lands; and (2) allow a tax credit for the production of Indian oil or gas. Amends the Housing and Community Development Act of 1974 to make electricity facilities owned or controlled by an Indian tribe or entity eligible for community development assistance. Directs the Secretaries of Housing and Urban Development and of the Interior to develop energy efficiency and conservation measures in connection with certain housing located on Indian lands. Amends the Rural Electrification Act of 1936 to authorize grants and zero interest loans for energy efficiency purposes, including provision or modernization of electric facilities for an Indian tribe.

Gun Show Loophole Closing and Gun Law Enforcement Act of 2001 - Gun Show Loophole Closing Act of 2001 - Amends the Brady Handgun Violence Prevention Act to provide for regulation of firearms transfers at special firearms events (events at which 75 or more firearms are offered or exhibited for sale or exchange if one or more of the firearms has been shipped or transported in, or otherwise affects, interstate or foreign commerce, with an exception). Prohibits a special firearms events frequent operator from organizing, planning, promoting, or operating a special firearms event without meeting specified requirements. Sets forth: (1) responsibilities of special firearms events infrequent operators, transferors other than licensees, and licensees; (2) special firearms event license application requirements; and (3) penalties for violation of this Act. Provides an option for 24-hour background checks at special firearms events for States with computerized disqualifying records and programs to improve State databases. Increases penalties for: (1) serious record keeping violations by licensees; and (2) violations of criminal background check requirements. Gun Law Enforcement Act of 2001 - Authorizes appropriations for: (1) grants to States and local governments to support prosecutions in high gun crime areas; (2) the Attorney General to hire 114 additional Federal firearms prosecutors; (3) additional Bureau of Alcohol, Tobacco, and Firearms agents; (4) gun tracing and youth crime gun interdiction; and (5) grants to research entities developing technologies that limit the use of a gun to the owner.

Renewable Energy and Energy Efficiency Act of 2001 - Declares that it shall be policy of the United States that its research, development, demonstration, and commercial applications programs be designed to enable 20 percent of domestic energy generated from stationary sources to be generated from nonhydropower renewable energy sources by the year 2020. Prescribes research and development program goals to implement such policy in connection with enhanced: (1) energy efficiency; (2) renewable energy; and (3) biomass energy and related chemical research. Directs the Secretary of Energy to: (1) submit to Congress an assessment of renewable energy resources available for commercial application; (2) commission an independent assessment of innovative financing techniques to facilitate construction of new renewable energy and energy efficiency facilities that might not otherwise be built in a competitive market; (3) provide assistance to private sector entities for the commercial application of renewable energy and energy efficiency technologies; and (4) establish an education and outreach program on renewable energy and energy efficiency technologies. Prescribes a special rule for contributions of computer technology and equipment to a qualified organization made within three years after the taxpayer acquired or constructed the property, if: (1) the property's original use is by the donor or the donee; (2) substantially all of the property's use by the donee is within the United States and, in the case of a qualified educational organization, for educational purposes related to the organization's purpose or function; (3) the property is not transferred by the donee in exchange for money, other property, or services, except for shipping, installation, and transfer costs; and (4) other specified requirements are met.

Providing Reliable Officers, Technology, Education, Community Prosecutors, and Training In Our Neighborhoods Act of 2001 or PROTECTION Act - Modifies provisions of the Omnibus Crime Control and Safe Streets Act of 1968 regarding public safety and community policing ("cops on the beat" program, COPS) to authorize the Attorney General to use funding under COPS grants to: (1) increase prosecutor presence and to enhance law enforcement access to new technologies; (2) pay overtime to existing career law enforcement officers to the extent that such overtime is devoted to community policing efforts; and (3) promote higher education among in-service State and local law enforcement officers by reimbursing them for the costs associated with seeking a college or graduate school education. Includes among permitted additional grant projects: (1) specialized integrity and ethics training; and (2) innovative proactive crime control and prevention programs involving school officials and religiously-affiliated organizations. Authorizes the Attorney General to use up to five percent of appropriated funds for technical assistance and training to States, local governments, Indian tribal governments, and other public and private entities. Repeals provisions of the Act regarding termination of grants for hiring officers. Allows grants to be used to assist: (1) police departments in employing specified professional, scientific, and technological advancements; and (2) State, local, or tribal prosecutors' offices in implementation of community-based prosecution programs that build on local community policing efforts. Reserves specified funds for units of local government with a population of less than 50,000. Authorizes the Attorney General to use no more than 50 percent of grant renewal funds to award grants targeted specifically for retention of police officers.

Uniformed Services Former Spouses Equity Act of 2001 - Requires payment from the monthly disposable retired pay of a member to his or her former spouse in compliance with court orders (division of property) to terminate upon the remarriage of that spouse, effective as of the last day of the month in which the remarriage occurs. Provides that, in the case of a member to whom a final decree of divorce, dissolution, annulment, or legal separation is issued before the member begins to receive retired pay, the disposable retired pay of such member, for purposes of such monthly payments, shall be computed based on the pay grade and length of service of the member while married. Increases such amount concurrently with retired pay increases. Requires a member's spouse or former spouse to obtain a court order for reapportionment of a member's monthly disposable retired pay by the later of the following dates: (1) two years of the date of the final decree of divorce, dissolution, annulment, or legal separation; or (2) six months after the enactment of this Act. Prohibits the court from treating as part of a member's disposable retired pay amounts which have been waived from such pay in order to receive veterans' disability compensation.
