James Zadroga 9/11 Health and Compensation Reauthorization Act Amends the Public Health Service Act to extend the World Trade Center (WTC) Health Program Fund indefinitely and index appropriations to the medical care component of the consumer price index for urban consumers. Makes funding available for: a quality assurance program for services delivered by health care providers, the WTC Program annual report, WTC Health Program Steering Committees, and contracts with Clinical Centers of Excellence. Amends the Air Transportation Safety and System Stabilization Act to make individuals (or relatives of deceased individuals) who were injured or killed in the rescue and recovery efforts after the aircraft crashes of September 11, 2001, eligible for compensation under the September 11th Victim Compensation Fund of 2001. Allows individuals to file claims for compensation under the September 11th Victim Compensation Fund of 2001 anytime after regulations are updated based on the James Zadroga 9/11 Health and Compensation Act of 2010. Removes the cap on payments under the September 11th Victim Compensation Fund of 2001. Adds the September 11th Victim Compensation Fund and World Trade Center Health Program Fund to the list of accounts that are not subject to budget sequestration.

Making the Education of Nurses Dependable for Schools Act or the MEND Act Requires the Department of Health and Human Services, for any reimbursements to providers under title XVIII (Medicare) of the Social Security Act for the costs of nursing and allied health education activities, to apply the regulation establishing the payment methodology for such reimbursements by treating a provider as meeting the requirements: for consideration as operating an approved nursing or allied health education program if the provider or a wholly owned subsidiary educational institution singly or collectively meets all such requirements; for payment for certain nonprovider-operated programs at wholly owned subsidiary educational institutions if the provider meets all such requirements except that the transfer of a nursing or allied health education program to that wholly owned subsidiary educational institution to meet accreditation standards occurred after October 1, 2003, and if the provider or its wholly owned subsidiary educational institution has been in continuous operation since October 1, 2003. Defines "wholly owned subsidiary educational institution" as one that: (1) is organized as a legal entity distinct from the provider, (2) has the provider as its sole owner or sole member, and (3) is organized in the same state in which the provider is organized or registered to do business.

Employee Privacy Protection Act Amends the National Labor Relations Act to require the National Labor Relations Board, not earlier than seven days after it makes a final determination of the appropriate bargaining unit in a proposed election regarding collective bargaining representation, to acquire from the employer a list of all employees eligible to vote in the election, which shall: (1) be made available to all parties, and (2) include the employees' names as well as not more than one additional form of personal contact information (such as telephone number, email address, or mailing address) chosen by the employee in writing.

Improving Coal Combustion Residuals Regulation Act of 2015 This bill amends subtitle D (Resource Conservation and Recovery Act of 1976) of the Solid Waste Disposal Act to establish a permit program for coal combustion residuals (coal ash) that states may elect to administer. The program outlines the criteria that a state must use if it chooses to adopt and enforce a permit program regulating the management and disposal of coal ash generated by electric utilities and independent power producers. The program applies to the disposal of coal ash into landfills or surface impoundments, sand or gravel pits, quarries, or lateral expansions of the structures. The structural criteria concern: (1) design, location, and integrity; (2) financial assurance; (3) groundwater and surface water protections; (4) closure procedures; and (5) air quality with respect to fugitive dust. A state that chooses to adopt a coal ash program is given sole enforcement authority. The Environmental Protection Agency (EPA) must implement a program for a state if: (1) a state's program fails to meet those criteria, or (2) a state does not implement a program. A coal ash permit program implemented by the EPA shall not apply to the utilization, placement, and storage of coal ash at surface or underground coal mining and reclamation operations. The bill revises implementation of the EPA rule governing the disposal of coal ash, entitled "Hazardous and Solid Waste Management System; Disposal of Coal Combustion Residuals from Electric Utilities." The rule may be implemented only through the permit program established by the bill. The agency implementing the permit program must ensure that certain information concerning the program is publicly available.

Reforming CFPB Indirect Auto Financing Guidance Act Declares without force or effect Consumer Financial Protection Bureau (CFPB) Bulletin 2013-02 (Indirect Auto Lending and Compliance with the Equal Credit Opportunity Act), published March 21, 2013. Amends the Consumer Financial Protection Act of 2010 to direct the CFPB, when proposing and issuing guidance primarily related to indirect auto financing, to: provide for a public notice and comment period before issuing the guidance in final form; make publicly available all information relied on by the CFPB; redact any information exempt from disclosure under the Freedom of Information Act; consult with the Board of Governors of the Federal Reserve System, the Federal Trade Commission, and the Department of Justice; and study the costs and impacts of the guidance to consumers and women-owned, minority-owned, and small businesses.

Child and Elderly Missing Alert Program of 2015 Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to award public safety and community policing grants to eligible nonprofit organizations to assist federal, state, tribal, and local law enforcement agencies in the rapid recovery of missing children and elderly and disabled individuals through the use of a rapid telephone and cellular alert call system. Defines an "elderly individual" as an individual 60 years of age or older. Permits the use of grant funds to: (1) maintain and expand technologies and techniques to ensure the highest level of performance of services; (2) provide both centralized and on-site training and distribute information to law enforcement agency officials about missing individuals and use of a rapid telephone and cellular alert call system; (3) provide services to Child Abduction Response Teams; (4) assist law enforcement agencies to combat human trafficking through the use of rapid telephone and cellular alert calls; (5) share appropriate information on cases with the National Center for Missing and Exploited Children, the AMBER Alert, Silver Alert, and Blue Alert programs, and law enforcement; and (6) assist appropriate organizations with education and prevention programs related to missing individuals. Directs the Attorney General to annually: (1) require each grantee to submit the results of monitoring and evaluations of grant recipients, and (2) publish a report regarding such results and the effectiveness of activities carried out under each grant.

This bill amends the Clean Air Act to apply limitations on Reid vapor pressure (a measure of gasoline's volatility) applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol. Limitations on Reid vapor pressure are placed on gasoline during the summer ozone season.

Buy Smarter and Save Act of 2015 Directs the President to establish: (1) an annual government-wide goal to procure goods and services using strategic sourcing, and (2) an annual government-wide goal for savings from the use of strategic sourcing. Defines "strategic sourcing" as a structured and collaborative process of critically analyzing an organization's spending patterns to better leverage its purchasing power, reduce costs, and improve overall value and performance. Requires the Office of Management and Budget to: (1) issue guidance to executive agencies for implementing the strategic sourcing goals established by this Act, and (2) report on spending for goods and services that was strategically sourced and the extent of the savings realized. Directs the Departments of Defense, Homeland Security, Energy, Veterans Affairs, and Health and Human Services, the National Aeronautics and Space Administration (NASA), the General Services Administration, and the Small Business Administration to take certain actions to support strategic sourcing, including establishing department wide-goals and savings targets for strategic sourcing efforts and a strategic sourcing accountability official. Directs the Comptroller General to: (1) conduct studies on contract utilization fees and on establishing strategic sourcing initiative contract vehicles, and (2) assess and report on the performance of executive agencies in implementing the strategic sourcing goals required by this Act and the amounts saved through the use of strategic sourcing.

Federal Savings Association Charter Flexibility Act of 2015 This bill amends the Home Owners' Loan Act to permit a federal savings association to elect to operate subject to supervision by the Comptroller of the Currency with the rights and duties of a national bank.

Government Neutrality in Contracting Act This bill directs the head of any federal agency that awards or obligates funds for any construction contract, or that awards grants, provides financial assistance, or enters into cooperative agreements for construction projects, to ensure that bid specifications, project agreements, or other controlling documents do not: (1) require or prohibit a bidder, offeror, contractor, or subcontractor from entering into, or adhering to, agreements with a labor organization, with respect to that construction project or another related construction project; or (2) otherwise discriminate against or give preference to such a party because it did or did not become a signatory or otherwise adhere to such an agreement. The bill also allows exemptions to this rule to avert an imminent threat to public health or safety or to serve national security, as well as additional exemptions for certain projects meeting specified criteria. The Federal Acquisition Regulatory Council shall amend the Federal Acquisition Regulation to implement this Act with respect to the applicable federal contracts.

Community Economic Opportunity Act of 2015 This bill amends the Community Services Block Grant Act to revise the Act and reauthorize it through FY2023. States must adopt performance requirements and performance benchmarks to be included as part of the performance measurement system under this Act. States that receive grants must reserve 2% of the funds for a new Community Action Innovations Program (CAIP) and use not less than 90% of the remainder to make subgrants to eligible entities to enable the entities to implement programs, projects, or services to reduce poverty. Authority is repealed for specific nationally administered grants for: (1) community food and nutrition programs, (2) national or regional programs designed to provide instructional activities for low-income youth, and (3) demonstration partnership agreements addressing the needs of the poor. A state may use certain grant funds for training and technical assistance to eligible entities and innovative projects to reduce poverty conditions. Two or more eligible entities shall receive state assistance to merge if the geographic areas of the state they serve can be more effectively served under a single corporate structure. The same assistance must be given any eligible public organization that determines the area it serves can be more effectively served if it becomes a private public charity. An incentive is repealed for states to enact a charity tax credit. The Department of Health and Human Services must conduct, in at least one-third of the states in each fiscal year, evaluations (including investigations) of state compliance with the Community Services Block Grant Program.

No Social Security for Illegal Immigrants Act of 2015 Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to exclude from creditable wages and self-employment income any wages earned for services by aliens performed in the United States, and self-employment income derived from a trade or business conducted in the United States, while the alien was not authorized to be so employed or to perform a function or service in such a trade or business.

Save Access to a Valuable Investment Needed to Generate Savings Act of 2015 or the SAVINGS Act Directs the Department of the Treasury to: (1) allow individual taxpayers an option to purchase U.S. savings bonds in paper form with a portion or all of a tax refund during the period ending on December 31, 2020; or (2) implement an alternative option that allows for the gifting of U.S. savings bonds, serves the unbanked, and retains the ability to sign-up on the return of tax.

Alternative Fuel Tax Parity Act This bill equalizes the excise tax on liquefied petroleum gas and liquefied natural gas by establishing a rate of 18.3 cents per energy equivalent of a gallon of gasoline for liquefied petroleum gas and 24.3 cents per energy equivalent of a gallon of diesel for liquefied natural gas. The bill also expands the alternative fuel excise tax credit to include liquefied natural gas used in a motor vehicle or motorboat or sold for use as a fuel in aviation.

Mutual Bank Capital Opportunity Act of 2015 Amends the Federal Deposit Insurance Act to authorize a mutual depository to issue mutual capital certificates that qualify as common equity Tier 1 capital for purposes of capital requirements mandated by federal law or regulation. Defines "mutual capital certificate" as a financial instrument issued by a mutual depository that entitles the holder to a payment of fixed, variable, or participating dividends (if its board of directors so declares) but no voting or member rights, nor is it redeemable until five years after issuance. Defines "mutual depository" as an insured depository institution operating in a non-stock form, including a federal non-stock depository and any form of non-stock depository provided for under state law, whose deposits are insured by an instrumentality of the federal government.

Military Sexual Assault Victims Empowerment Act or the Military SAVE Act This bill amends the Veterans Access, Choice, and Accountability Act of 2014 to make eligible for treatment in a non-Department of Veterans Affairs entity any veteran who was the victim of a sexual trauma which occurred while the veteran was serving on active duty, active duty for training, or inactive duty training.

Protecting Affordable Coverage for Employees Act This bill amends the Patient Protection and Affordable Care Act (PPACA) and Public Health Service Act to include employers with 51 to 100 employees as large employers for purposes of health insurance markets. States have the option to treat these employers as small employers. Currently under PPACA, employers with 51 to 100 employees are small employers, but before January 1, 2016, states have the option to treat them as large employers. (Under PPACA, health insurance offered in the small group market must meet certain requirements that do not apply to the large group market, including the requirement to cover the essential health benefits.)

Lymphedema Treatment Act This bill amends title XVIII (Medicare) of the Social Security Act to cover certain lymphedema compression treatment items as durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

Biennial Budgeting and Enhanced Oversight Act of 2015 This bill amends the Congressional Budget Act of 1974, the Congressional Budget Impoundment and Control Act of 1974, and the Rules of the House of Representatives to change the process for the President's budget submission, congressional budget resolutions, appropriations bills, and government strategic and performance plans from the current annual process to a biennial process, in which a biennium is the two consecutive fiscal years beginning on October 1 of any odd-numbered year. The House Budget Committee must use the second session of each Congress to study issues with long-term budgetary and economic implications. The bill creates a point of order in the House and Senate against authorizations of appropriations that do not include specific authorizations covering at least each fiscal year in one or more bienniums.

Global Food Security Act of 2015 This bill requires the President to coordinate the development and implementation of a comprehensive strategy to accomplish the objectives of promoting global food security, resilience, and nutrition consistent with national food security investment plans. The President must coordinate the efforts of relevant departments and agencies in implementing the Global Food Security Strategy by establishing monitoring and evaluation systems, coherence, and coordination across relevant departments and agencies; and platforms for regular consultation and collaboration with key stakeholders. By October 1, 2016, the President must submit the strategy to Congress, including a detailed description of how the United States intends to advance the objectives and agency-specific implementation plans. The bill authorizes the President to provide foreign assistance to implement the strategy and prevent or address food shortages. The President must ensure that assistance to implement the strategy is provided under established parameters for a system to monitor and evaluate the progress and impact of the strategy, including by providing specified reports to Congress and the public.

Military Surviving Spouses Equity Act Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age. Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Transnational Criminal Organization Illicit Spotter Prevention and Elimination Act Amends the Immigration and Nationality Act to make it a crime to: (1) transmit to another person the location, movement, or activities of law enforcement agents while intending to further a federal crime relating to U.S. immigration; and (2) destroy, alter, or damage any physical or electronic device used by the federal government to control the border or any port of entry. Subjects a violator to fine, up to 10 years' imprisonment, or both. Prohibits the carrying or use of a firearm in an alien smuggling crime.

Community Bank Access to Capital Act of 2015 This bill directs the Board of Governors of the Federal Reserve System to increase the asset threshold under the Small Bank Holding Company Policy Statement on Assessment of Financial and Managerial Factors from less than $1 billion to less than $5 billion. The Comptroller of the Currency, the Board, and the Federal Deposit Insurance Corporation (FDIC) shall exempt community banks from regulations implementing the International Regulatory Framework for Banks (Basel III), and, as they determine appropriate, to adjust the related capital requirements. A community bank is defined as one whose consolidated assets are $50 billion or less. The bill also exempts from the internal control attestation requirements of the Sarbanes-Oxley Act of 2002 both an insured depository institution and a depository institution holding company with consolidated assets of less than $1 billion. Savings and loan associations meeting specified asset and equity security holder criteria shall be subject to security registration requirements. The Securities and Exchange Commission (SEC) is prohibited from adjusting under Regulation D the $1 million net worth threshold and $200,000 and $300,000 income thresholds that define a natural person as an accredited investor. The SEC shall increase from 35 to 70 the number of purchasers of securities in transactions deemed not to involve a public offering and so are exempt from regulation under the Securities Exchange Act of 1933. The Securities Exchange Act of 1934 is amended to: (1) subject a savings and loan holding company to registration requirements for securities whose issuer has total assets exceeding $10 million and a class of non-exempt equity security held of record by 2,000 or more persons; and (2) apply the automatic termination of registration, and suspension of the duty to file supplementary and periodic information, to a savings and loan holding company whose securities are found to be held by less than 1,200 persons.

Korean War Veterans Memorial Wall of Remembrance Act of 2015 Authorizes a Wall of Remembrance, as part of the previously authorized Korean War Veterans Memorial, to include: (1) a list by name of members of the U.S. Armed Forces who were killed in action; (2) the number of members who were wounded, listed as missing in action, or prisoners of war; and (3) the number of members of the Korean Augmentation to the U.S. Army, the Republic of Korea Armed Forces, and the other nations of the United Nations (U.N.) Command who were killed, wounded, missing, or prisoners. Prohibits using any federal funds to construct the Wall.

Ensuring Access to Quality Complex Rehabilitation Technology Act of 2015 Amends title XVIII (Medicare) of the Social Security Act to cover, as medical and other health services, complex rehabilitation technology (CRT) items designed or individually configured for a specific qualified individual to meet that individual's unique: (1) medical, physical, or functional needs related to a medical condition; and (2) capacities for basic activities of daily living (ADLs) or instrumental ADLs. Directs the Secretary of Health and Human Services to: (1) designate CRT items (excluding adaptive equipment to operate motor vehicles or certain prosthetic devices and orthotics); and (2) establish eligibility criteria for them. Prescribes requirements for payments for CRT items. Directs the Secretary to establish standards for clinical conditions for CRT item payment as well as quality standards for suppliers of such items. Directs the Secretary to establish a formal process to allow submission of CRT code set modification requests by stakeholder groups for comprehensive coding changes related to entire policy groups. Requires payment for replacement of a CRT item (or any part of one), without regard to certain continuous use or useful lifetime restrictions established for items of durable medical equipment, if a qualified ordering practitioner determines that a replacement item (or part) is necessary.

Repeal of the Obamacare Bay State Boondoogle Act Revises requirements for the non-rural area wage index floor in the formula for the national adjusted diagnosis-related group (DRG) prospective payment rate used in calculating payments under title XVIII (Medicare) of the Social Security Act for each inpatient hospital discharge in a fiscal year involving inpatient hospital services of a subsection (d) hospital. (Generally, a subsection [d] hospital is an acute care hospital, particularly one that receives payments under Medicare's inpatient prospective payment system [IPPS] when providing covered inpatient services to eligible beneficiaries.) Directs the Secretary of Health and Human Services, in the case of discharges occurring on or after April 1, 2015, to apply budget neutrality, under the Balanced Budget Act of 1997 and related regulations, on a state-specific rather than national basis in the calculation of the Medicare hospital wage index floor, including a minimum wage index, for each non-rural area, using a specified methodology as if it had been fully implemented for FY2011 using a 100% state-specific adjustment to the area wage index. Declares that nothing in this Act shall be construed as preventing the Secretary, for discharges occurring on or after April 1, 2015, from modifying related regulations in carrying out budget neutrality requirements. Amends the Patient Protection and Affordable Care Act to end the application of budget neutrality on a national basis in the calculation of the Medicare hospital wage index floor as of April 1, 2015.

Ambulatory Surgical Center Quality and Access Act of 2015 Amends title XVIII (Medicare) of the Social Security Act to require alignment of updates for ambulatory surgical center (ASC) services under a revised prospective payment system (PPS) with updates for hospital outpatient department (OPD) services. Revises requirements for the reporting and applying of quality measure data by ASCs and hospital OPDs. Revises requirements for the composition of the expert outside advisory panel the Secretary of Health and Human Services is required to consult during the annual review of the clinical integrity of the groups and payment weights in the PPS for OPD services. Requires the panel to include suppliers subject to the PPS as well as at least one ASC representative. Requires the Secretary, when excluding from a final rule updating ASC lists a procedure whose inclusion was requested during the public comment period, to cite in the final rule specific criteria based on which the procedure was excluded. Requires the Secretary also to identify the peer reviewed research or the evidence upon which the exclusion is based if certain of those criteria are cited for it. Prohibits the Secretary from using or citing as a criterion or a basis for an exclusion that the procedure can only be reported using a Current Procedural Terminology unlisted surgical procedure code.

Medicare CGM Access Act of 2015 - This bill amends title XVIII (Medicare) of the Social Security Act to provide Medicare coverage of continuous glucose monitoring (CGM) devices furnished to a CGM qualified individual. The Department of Health and Human Services must establish a fee schedule and ensure that CGM qualified individuals are furnished with appropriate device components.

Firearms Manufacturers and Dealers Protection Act of 2015 This bill declares that funds appropriated or otherwise made available, including amounts derived from any fee or other source, are denied to the Federal Deposit Insurance Corporation, the Department of Justice, or any other federal agency to carry out Operation Choke Point or any other program designed to discourage the provision or continuation of credit or the processing of payments by financial institutions for dealers and manufacturers of firearms and ammunition.

American Jobs and Community Revitalization Act of 2015 Directs the Consumer Financial Protection Bureau (CFPB) to establish an application process under which a person who lives or does business in a state may apply to have an area in the state identified as a rural area if it has not yet been so designated by the CFPB for purposes of federal consumer financial law. Prescribes criteria for the CFPB to consider when evaluating the application. Requires the CFPB to: (1) grant or deny the application within 90 days after the public comment period ends; and (2) publish the grant or denial in the Federal Register, including an explanation of the factors upon which the CFPB relied in making its determination. Amends the Truth in Lending Act to create a safe harbor from lawsuit for creditors that are depository institutions for any failure to comply with certain requirements with respect to a residential mortgage loan, and the banking regulators are required to treat such a loan as a qualified mortgage, if the creditor has, since the loan's origination, held it on its balance sheet and all prepayment penalties with respect to the loan comply with specified limitations. A safe harbor from lawsuit is also created for mortgage originators for steering a consumer to a residential mortgage loan if: (1) the creditor is a depository institution and has informed the mortgage originator that it intends to hold the loan on its balance sheet for the life of the loan, and (2) the mortgage originator informs the consumer that the creditor intends to do so. Requires the Federal Deposit Insurance Corporation, the Office of Comptroller of the Currency, the Board of Governors of the Federal Reserve System, CFPB, the National Credit Union Administration, the Securities and Exchange Commission, and the Commodity Futures Trading Commission, before issuing a regulation or order, to assess other federal regulations and orders to determine whether the agency's proposal is in conflict with, is inconsistent with, or is duplicative of such other regulations or orders and whether such other federal regulations or orders are outdated. Amends the Federal Deposit Insurance Act to double the maximum asset size of certain small insured depository institutions that qualify for an onsite examination by the appropriate federal banking agency every 18 months instead of every 12 months. Directs the Secretary of the Treasury to issue final rules to exempt depository institutions from reporting requirements with respect to a monetary instrument transaction involving a qualified customer. Requires the Director of the Financial Crimes Enforcement Network (FinCEN) to report annually to Congress on how the FinCEN data access service and the information it collects are used to detect and prevent money laundering, terrorist financing, and other financial crimes. Directs the Secretary to establish operating procedures with respect to the government-wide data access service and the FinCEN financial crimes communications center which provide for appropriate metrics to monitor, track, assess, and report on access to information in the FinCEN data access service. Amends the Dodd-Frank Wall Street and Consumer Protection Act to direct the appropriate federal banking agencies to issue final regulations authorizing S corporation banks to make dividend distributions under their capital conservation buffer for payment of taxes arising from bank activities.

Clean Air, Strong Economies Act This bill prohibits the Environmental Protection Agency (EPA) from lowering its national ambient air quality standards (NAAQS) for ozone until at least 85% of counties that are in nonattainment areas (counties that are exceeding the limit) have attained the standard. In promulgating a primary or secondary NAAQS for ozone, the EPA must: only consider a county to be a nonattainment area on the basis of direct air quality monitoring (rather than modeling); take into consideration feasibility and cost; and include in the regulatory impact analysis for the proposed and final rule at least one analysis that does not include any calculation of benefits resulting from reducing emissions of any pollutant other than ozone.

Women Veterans Access to Quality Care Act of 2015 Directs the Department of Veterans Affairs (VA) to: (1) establish standards to ensure that all VA medical facilities have the structural characteristics necessary to adequately meet the gender-specific health care needs of veterans at such facilities, including privacy, safety, and dignity; (2) integrate such standards into its prioritization methodology with respect to requests for funding major medical facility projects and major medical facility leases; and (3) report on such standards, including regarding the facilities that fail to meet such standards and the costs of projects and leases required to meet them. Requires the VA to: (1) use health outcomes for women veterans furnished health care by the the VA in evaluating the performance of VA medical center directors, (2) publish on its website information on such performance and on health outcomes for women veterans for each VA medical facility, (3) ensure that every VA medical center has a full-time obstetrician or gynecologist, and (4) carry out a pilot program to increase the number of residency program positions and graduate medical education positions for obstetricians and gynecologists at VA medical facilities in not less than three Veterans Integrated Service Networks. Directs the VA to develop procedures to share information that includes military service and separation data, personal email addresses and telephone numbers, and mailing addresses of veterans with state veterans agencies in electronic format as a means of facilitating the furnishing of assistance and benefits to such veterans. Allows a veteran to elect to prevent their information from being shared. Directs the Government Accountability Office to carry out an examination of whether VA medical centers are able to meet the health care needs of women veterans.

Home Health Care Planning Improvement Act of 2015 Amends title XVIII (Medicare) of the Social Security Act to revise conditions of and limitations on payment for home health care services. Allows payment for home health services to Medicare beneficiaries by: (1) a nurse practitioner, (2) a clinical nurse specialist working in collaboration with a physician in accordance with state law, (3) a certified nurse-midwife, or (4) a physician assistant under a physician's supervision.

Restoring Access to Medication Act of 2015 Repeals provisions of the Internal Revenue Code, as added by the Patient Protection and Affordable Care Act, that limit payments for medications from health savings accounts, medical savings accounts, and health flexible spending arrangements to only prescription drugs or insulin (thus allowing distributions from such accounts for over-the-counter drugs).

VA Appeals Backlog Relief Act Directs the Secretary of Veterans Affairs to ensure that a Department of Veterans Affairs regional office certifies a VA Form 9, Appeal to Board of Veterans' Appeals, submitted by a veteran to appeal a decision relating to a claim, within one year after receiving such form.

Campus Accountability and Safety Act Amends provisions of the Higher Education Act of 1965 (HEA) known as the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act to require institutions of higher education (IHEs) that participate in title IV (Student Assistance) programs to include in their annual campus security reports provided to current and prospective students and employees: the memorandum of understanding that this Act requires IHEs to enter into with local law enforcement agencies (and update, as necessary, every two years) to clearly delineate responsibilities and share information about certain serious crimes, including sexual violence, occurring against students or other individuals on campus; and specified information regarding the number of sex offenses reported to the IHE and the IHE's disposition of sex offense cases. Requires IHEs to provide new students and employees with a statement that identifies domestic violence, dating violence, sexual assault, and stalking as crimes which will be reported and with respect to which, based on the victim's wishes, the IHE will cooperate with local law enforcement. Requires an IHE's disciplinary procedures for such offenses to comply with its campus security policy and provide both the accuser and accused written notice of the outcome of such procedures or a change in an outcome within 24 hours after it occurs. Directs the Secretary to develop and administer through an online portal a standardized, online, and biannual survey of students regarding their experiences with sexual violence and harassment. Omits survey responses from the annual crime statistics IHEs must report, but requires the Secretary to publish survey information that includes campus-level data for each school on the Department of Education's (ED's) website biannually. Requires IHEs to publish the campus-level results of the survey on their websites and in their annual security reports. Requires ED to make publicly available guidance regarding the intersection of the campus security and crime statistics reporting requirements under title IV and requirements under title IX of the Education Amendments of 1972. Requires each IHE that receives funding under the HEA to establish a campus security policy that includes: the designation of one or more confidential advisors at the IHE to whom non-employee victims of sexual harassment, domestic violence, dating violence, sexual assault, or stalking can report, including anonymously; provision on the IHE's website of specified information to assist the victims of such crimes, including contact information for the confidential advisor; authorization for the IHE to provide an online reporting system to collect anonymous disclosures of crimes and track patterns of crime on campus; an amnesty policy for any student who, in good faith, reports sexual violence to a higher education responsible employee, with respect to a non-violent student conduct violation revealed in the course of such a report; a training program, developed by the Secretary, for IHE employees who are involved in implementing the school's student grievance procedures or responsible for interviewing alleged sexual assault victims; a uniform process (for each of the IHE's campuses) for student disciplinary proceedings relating to claims of sexual violence against a student attending the IHE; the annual provision of information to ED's Office for Civil Rights and the Civil Rights Division of the Department of Justice (DOJ) regarding the IHE's title IX coordinator; the provision of written notice to the accuser and accused student within 24 hours of the IHE's decision to proceed with an institutional disciplinary process regarding an allegation of sexual misconduct; and the provision of written notice to the accuser and accused student within 24 hours of the determination of responsibility made by the disciplinary board and any sanctions. Directs the Secretary to establish a title IX website that includes: the name and contact information for the title IX coordinator at each IHE, including a brief description of the coordinator's role and the roles of other officials who may be contacted regarding sexual harassment; and ED's pending investigations and the actions it has taken regarding all title IX complaints and compliance reviews related to sexual harassment. Directs the Secretary to develop online training materials for training higher education responsible employees, title IX coordinators, and individuals involved in implementing an IHE's student conduct grievance procedures. Authorizes the Secretary to impose civil penalties upon IHEs that fail to: (1) enter into memorandums of understanding with their local law enforcement agencies, (2) carry out campus security and crime statistics reporting requirements, or (3) establish the requisite campus security policy. Amends the Violence Against Women and Department of Justice Reauthorization Act of 2005 to: (1) increase the minimum grant that may be provided to IHEs to combat domestic violence, dating violence, sexual assault, and stalking on campuses; and (2) authorize the use of such grants to train campus personnel in how to use victim-centered, trauma-informed interview techniques. Amends the HEA to authorize the Secretary, using amounts collected under this Act's penalty provisions, to award competitive grants to IHEs to enhance their ability to address sexual harassment, sexual assault, domestic violence, dating violence, and stalking, on campus. Amends the Education Amendments of 1972 to authorize the Secretary or DOJ to impose civil penalties on IHEs that violate or fail to carry out title IX requirements regarding sexual violence. Gives individuals 180 days after their graduation or disaffiliation with an IHE to file a complaint regarding such a violation with ED's Office for Civil Rights.

Systemic Risk Designation Improvement Act of 2015 Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act to authorize the Financial Stability Oversight Council to subject a bank holding company to enhanced supervision and prudential standards by the Board of Governors of the Federal Reserve System, if the Council makes a final determination that either material financial distress at the bank holding company, or the nature, scope, size, scale, concentration, interconnectedness, or mix of its activities, could threaten the financial stability of the United States. Requires that final determination to be based upon specified factors, using an indicator-based measurement approach established by the Basel Committee on Banking Supervision to determine systemic importance. Deems any bank holding company designated as a Global Systemically Important Bank by the Financial Stability Board, as of the date of enactment of this Act, to have been the subject of a final determination that it could pose a threat to U.S. financial stability for any of those reasons. Prohibits the Council from making a final determination concerning a bank holding company under this Act before one year after its enactment. Deems a bank holding company to have been the subject of such a final determination during this one-year period, however, if its total consolidated assets are $50 billion or more.

Amateur Radio Parity Act of 2015 Directs the Federal Communications Commission to amend regulations concerning the height and dimensions of station antenna structures to prohibit a private land use restriction from applying to amateur service communications if the restriction precludes such communications, fails to accommodate such communications, or does not constitute the minimum practicable restriction to accomplish the legitimate purpose of the private entity seeking to enforce the restriction.

World War II Merchant Mariner Service Act Directs the Secretary of Homeland Security to accept additional documentation for verifying that an individual performed honorable service as a coastwise merchant seaman during the period beginning on December 7, 1941, and ending on December 31, 1946, for purposes of eligibility for veterans' benefits under the GI Bill Improvement Act of 1977. Requires such documentation to include Social Security Administration records and validated testimony in the case of the absence of Coast Guard shipping or discharge forms, ship logbooks, documents, or other official employment records. Requires the Secretary, when determining whether to recognize service allegedly performed during such period, to recognize masters of seagoing vessels or other command officers who were authorized to document an individual for purposes of hiring for or discharging from the merchant marine. Considers any service so recognized as active-duty service for purposes of veterans' burial benefits. Makes such veterans eligible for any appropriate military medals, ribbons, and decorations. Requires the Secretary to verify that an individual performed such service under honorable conditions without regard to their sex, age, or disability during the service period.

Pet and Women Safety Act of 2015 Amends the federal criminal code to prohibit threats or acts of violence against a person's pet under the offenses of stalking and interstate violation of a protection order. Defines "pet" to mean a domesticated animal that is kept for pleasure rather than for commercial purposes. Requires the "full amount of the victim's losses" for purposes of restitution in domestic violence and stalking offenses to include any costs incurred for veterinary services relating to physical care for the victim's pet. Directs the Department of Agriculture to award grants to eligible entities to carry out programs to provide specified housing assistance, support services, and training of relevant stakeholders to victims of domestic violence, dating violence, sexual assault, or stalking and their pets. Expresses the sense of Congress that states should encourage the inclusion of protections against violent or threatening acts against the pet of the person in domestic violence protection orders.

Concrete Pump Tax Fairness Act of 2015 Amends the Internal Revenue Code to impose a vehicle mileage tax on owners of mobile mounted concrete boom pump vehicles. Defines "mobile mounted concrete boom pump vehicle" as a vehicle which is mobile machinery and on which the mounted machinery consists of a concrete boom pump and related subordinate parts. Directs that revenues from such tax be deposited into the Highway Trust Fund.
