National Heritage Areas Partnership Act - Establishes a National Heritage Areas System through which the Secretary of the Interior shall provide technical and financial assistance to local coordinating entities to support the establishment, development, and continuity of National Heritage Areas. Directs the Secretary to assess and report on the feasibility of designating proposed Areas and on the future of Areas already designated. Specifies feasibility criteria, including that an Area has an assemblage of natural, historic, or cultural resources that tell a nationally important story. States that designation of an Area shall be: (1) by Act of Congress; and (2) contingent on the prior completion of a feasibility study and an affirmative determination by the Secretary that the area meets such criteria. Sets forth requirements for Area management plans. Instructs local coordinating entities to submit plans to the Secretary for approval. Specifies approval criteria, including that resource protection and interpretation strategies would adequately protect, enhance, and interpret the natural, historic, scenic, and cultural resources of the Area. Requires local coordinating entities to submit annual reports on performance goals, accomplishments, finances, and expenditures. Sets forth such entities' authority for using federal funds. Authorizes appropriations for such Areas. Terminates the Secretary's authority to provide financial assistance (to be matched by such entities) 15 years after enactment of the law designating an Area.

Equitable Agriculture Today for a Healthy America Act or the EAT Healthy America Act - Amends provisions with respect to: (1) specialty crops; (2) the tree assistance program; (3) the conservation reserve program; (4) the wetlands reserve program; (5) the farmland protection program; (6) the grassland reserve program; (7) the wildlife habitat incentive program; (8) the environmental qualities incentives program; (9) air quality improvement; (10) integrated pest management initiative; (11) native plant habitat restoration; (12) agricultural trade; (13) invasive pests and diseases; (14) nutrition; (15) agricultural research; and (16) renewable energy, including crop biomass waste.

Income-Dependent Education Assistance Act of 2006 - Directs the Secretary of Education to conduct a direct income-dependent education assistance (IDEA) loan program, from July 1, 2007, through July 1, 2013, under which student borrowers of Federal Family Education Loans (FFEL) or Direct Loans (DL), under parts B and D of title IV of the Higher Education Act of 1965, may elect to convert or consolidate such loans to direct IDEA loans. Provides that when a student defaults on a loan under the FFEL or DL programs and it is repaid or canceled by the Secretary, it is thereby converted to a direct IDEA loan. Amends the Internal Revenue Code to collect IDEA loan repayments through the income tax withholding system.

Healthy Farms, Foods, and Fuels Act of 2006 - Extends: (1) the conservation reserve program; (2) the wetlands reserve program; (3) the conservation security program; (4) the grassland reserve program; (5) the environmental quality incentives program; (6) the wildlife habitat incentive program; (7) the agricultural management assistance program; and (8) the organic agriculture research and extension initiative. Establishes: (1) the cooperative conservation partnership initiative; (2) the suburban and community forestry and open space program; (3) an integrated pest management initiative; and (4) a conservation initiative for socially disadvantaged farmers and ranchers. Revises: (1) the farmland protection program; (2) funding for the healthy forests reserve program; and (3) the national organic certification and transition cost share program. Makes permanent funding available for: (1) the education grant program for Hispanic-serving institutions; and (2) the fresh fruit and vegetable program. Revises and extends the biorefinery development program. Extends: (1) the energy audit and renewable energy development program; (2) the renewable energy systems and energy efficiency improvements program; (3) the Department of Agriculture bioenergy program; (4) biomass research and development; and (5) carbon cycle research. Extends: (1) the community food project grant program; (2) the farm-to-cafeteria program; (3) WIC farmers' market nutrition program; (4) the senior farmers' market nutrition program; and (5) farmers' market promotion program.

HIT for Small Business Health Care Providers Act of 2006 - Instructs the Administrator of the Small Business Administration (SBA) to ensure that a portion of certain loan amounts secured by the SBA under the Microloan program and under the 504 loan program (which finances small business concerns through loan guarantees under the Small Business Investment Act of 1958), respectively, are secured by certain guarantees. Includes among the guarantee requirements that: (1) the purpose of the guarantee is to help a small business acquire capital for the purchase of materials relating to health information technology; and (2) purchase of materials is made pursuant to a plan certified by the Certification Commission for Healthcare Information Technology. Requires the SBA Inspector General to review periodically a representative sample of such guaranteed loans in order to mitigate fraud and to ensure the safety and soundness of the program.

Refugee Ecology Protection, Assistance, and Immediate Response Act - Authorizes the Secretary of the Interior to provide under the Refuge Ecology Protection, Assistance, and Immediate Response Grant Program or the REPAIR Program (established by this Act): (1) a grant to any eligible applicant to carry out a qualified control project to control harmful nonnative species; and (2) a grant to any state to carry out an assessment project to identify harmful nonnative species, assess the needs to restore, manage, or enhance native fish, wildlife and habitats, identify priorities, and identify mechanisms to increase capacity building for native fish, wildlife, and habitats. Requires the Secretary to consult with the Invasive Species Advisory Committee on: (1) the projects proposed for such grants; and (2) regarding the development of a database concerning control projects carried out with such grants. Authorizes the Secretary to provide financial assistance to enable an immediate response to outbreaks of harmful nonnative species that threaten or may negatively impact refuge resources that are at a stage at which rapid eradication or control is possible, and to ensure eradication or immediate control of such species. Directs the Secretary to establish a Cooperative Volunteer Invasives Monitoring and Control Program to document and combat invasive species in national wildlife refuges.

Eightmile Wild and Scenic River Act - Amends the Wild and Scenic Rivers Act to designate as a component of the national wild and scenic rivers system certain segments of the main stem and specified tributaries of the Eightmile River, Connecticut. Declares that: (1) such segments shall be managed in accordance with the Eightmile River Watershed Management Plan; (2) the Eightmile River shall neither be administered as part of the National Park System, nor be subject to related regulations; (3) provisions of the Wild and Scenic Rivers Act that prohibit federal acquisition of lands by condemnation shall apply to the Eightmile River; and (4) specified tributaries of the Eightmile River watershed are recognized as integral to its protection and enhancement.

Electronic Surveillance Modernization Act - Amends the Foreign Intelligence Surveillance Act of 1978 to include as an "agent of a foreign power" under such Act a person who possesses or is reasonably expected to transmit or receive foreign intelligence information while in the United States. Authorizes the use of electronic surveillance for foreign intelligence purposes, including against agents of a foreign power. Authorizes the Attorney General (AG) to require any person with access to electronic communications or equipment to provide information, facilities, or technical assistance: (1) necessary to accomplish authorized electronic surveillance; or (2) to an official designated by the President for up to one year, if the AG certifies that the provision of such information, facilities, or assistance does not constitute electronic surveillance. Allows the AG to authorize the emergency employment of electronic surveillance if the AG determines that an emergency situation exists to obtain foreign intelligence information before an order authorizing such surveillance can be obtained. Authorizes electronic surveillance or physical searches for up to 60 days following an armed attack against the United States. Allows the President to authorize electronic surveillance to acquire foreign intelligence information without a court order for up to 45 days following a terrorist attack against the United States, following certification to the congressional intelligence committees. Requires recertification for each subsequent 45-day period. Permits electronic surveillance of more than 90 days without an order only upon making a specified certification.

Minimum Wage Competitiveness Act of 2006 - Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $6.00 an hour, beginning on the 60th day after enactment of this Act; (2) $6.75 an hour, beginning six months after that 60th day; and (3) $7.15 an hour, beginning 12 months after that 60th day. Makes federal minimum wage requirements applicable to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage there shall be gradually increased to equal the federal minimum wage.

Amends the Employee Retirement Income Security Act (ERISA), the Internal Revenue Code, and the Public Health Service Act to remove all limitations on Consolidated Omnibus Budget Reconciliation Act (COBRA) continuation coverage that establish a period by which such coverage must end, and instead provides no deadline for discontinuing such coverage. Sets forth a formula to determine the maximum allowable premium that certain qualified disabled beneficiaries and individuals receiving extended coverage provided pursuant to this Act may be charged based on the average monthly actuarial cost of such continuation coverage. Applies such provisions to continuation coverage provided pursuant to the Federal Employee Health Benefits Program (FEHBP).

Safe Climate Act of 2006 - Amends the Clean Air Act to direct the Environmental Protection Agency (EPA) to promulgate: (1) targets for a 2% reduction in greenhouse gas emissions each year from 2010-2050 ; and (2) regulations requiring reductions to meet such targets, including by setting caps on emissions of sources and sectors with the largest emissions or the best opportunities to reduce them, by issuing and authorizing trading of emission allowances, and by imposing penalties for excess emissions. Requires relevant federal agencies to finalize a rule to carry out the National Academies' recommendations for regulatory action needed to reduce atmospheric greenhouse gas concentrations or explain their reasons for declining to act. Requires the President to submit to Congress a plan for the distribution of emission allowances (including through auctions) and the use of proceeds (to be deposited in a Climate Reinvestment Fund) for specified goals, including mitigating the effects of energy cost increases and climate change. Requires the EPA to ensure that emissions and allowances are accurately tracked, reported, and verified. Authorizes the emission reduction regulations to include: (1) additional requirements for any source or sector; and (2) performance standards, best management practices, and technology-based requirements. Requires such regulations to set standards for the reduction of greenhouse emissions from motor vehicles at least as quickly as the standards adopted by the California Air Resources Board at its September 2004 hearing. Requires the EPA to revise such standards in 2014 and every five years thereafter to further reduce emissions. Amends the Public Utility Regulatory Policies Act of 1978 to direct the Secretary of Energy to: (1) require, beginning in 2009, an annual increase in the percentage of electric energy generated from renewable sources that is sold at the retail level in the United States and to require such percentage to be at least 20% of the total electricity sold by 2020; and (2) set end-user savings targets for retail electric-energy and natural gas suppliers. Authorizes DOE to: (1) increase the required percentage of end-user savings for years after 2020; and (2) allow suppliers to achieve the targets through a market-based trading system.

Veterans Identity Protection Act or VIP Act - Establishes as an independent office in the executive branch the Office of Veterans Identity Protection Claims, headed by a Director, to receive, process, and pay claims for injuries suffered as a result of the unauthorized use, disclosure, or dissemination of identifying information stolen from the Department of Veterans Affairs (VA). Authorizes judicial review of claim determinations.

Innocent Sellers Fairness Act - Exempts a lawful seller from liability for personal injury, monetary loss, or damage to property arising out of an accident or transaction involving a seller's products, unless the claimant proves one or more of the following non-sale activities by the seller: (1) the seller was the manufacturer of the product; (2) the seller participated in the design of the product; (3) the seller participated in the installation of the product; or (4) the seller altered, modified, or expressly warranted the product in a manner not authorized by the manufacturer. Requires, where a claimant proves one or more of such activities, that: (1) the activity be negligent; and (2) damages be limited to those directly caused by the activity.

Amends federal veterans' benefits provisions to: (1) make permanent (currently, terminates on December 31, 2006) the authority for the provision by the Secretary of Veterans Affairs of government markers or memorial headstones for the marked graves of veterans buried in private cemeteries; and (2) terminate a reporting requirement on the use of such authority. Amends the Veterans Education and Benefits Expansion Act of 2001 to make eligible for such markers or headstones certain veterans dying on or after November 1, 1990 (currently, September 11, 2001).

Expresses the sense of Congress that: (1) mathematics and science education programs across federal agencies should be better coordinated; (2) there should be minimal duplication among these programs and consistent standards of evaluation; (3) the Department of Education should be commended for its rapid response in creating the Academic Competitiveness Council; and (4) federal funding for mathematics and science education programs should reflect the recommendations of the Council.

Medicare Drug Benefit Enrollment Fairness Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act (SSA) to eliminate the Medicare prescription drug late enrollment penalty for months during calendar year 2006. Amends SSA title XVIII to set additional limitations on the total amount of expenditures from the Medicare Advantage Regional Plan Stabilization Fund for periods prior to October 1, 2007, and during the period from October 1, 2007, through September 30, 2011.

HOPE VI Reauthorization Act of 2006 - Amends the United States Housing Act of 1937 to extend appropriations for FY2007-FY2011 for demolition, site revitalization, replacement housing, and tenant-based assistance grants for public housing projects. Extends the sunset date for such assistance to September 30, 2011.

Upper Housatonic Valley National Heritage Area Act - Establishes the Upper Housatonic Valley National Heritage Area in Connecticut and Massachusetts. Designates the Upper Housatonic Valley National Heritage Area, Inc., as the Area's management entity (the entity), which shall: (1) submit to the Secretary of the Interior for approval a management plan which includes policies, strategies, and recommendations for conservation, funding, management, development, and interpretation of the Area; and (2) assist local governments, regional planning organizations, and nonprofit organizations in implementing the plan. Prohibits the entity from using Federal funds received under this Act to acquire real property. Authorizes the Secretary to provide technical and financial assistance to the Area and enter into cooperative agreements with the entity and other public or private entities to develop and implement the plan.

Federal Energy Price Protection Act of 2006 - Declares that it shall be an unfair or deceptive act or practice in violation of the Federal Trade Commission Act for any person to sell crude oil, gasoline, diesel fuel, home heating oil, or any biofuel at a price that constitutes price gouging. Instructs the Federal Trade Commission (FTC) to promulgate enforcement rules within six months after enactment of this Act. Grants enforcement authority exclusively to: (1) the FTC; (2) the Attorney General of the United States; or (3) state attorneys general. Prescribes guidelines for enforcement of civil actions by state attorneys general. Preempts state action while federal action is pending. Subjects violations of this Act to specified civil and criminal penalties.

Tax Free Health Savings Act of 2006 - Amends the Internal Revenue Code to: (1) allow individual taxpayers a tax deduction for high deductible health plan premiums, a tax credit for employment taxes related to the payment of such premiums, and a refundable tax credit for the coverage costs under a high deductible health plan: (2) direct the Secretary of the Treasury to establish a program for advance payments of tax credit amounts to providers of high deductible health plans; (3) increase the tax deduction for contributions to health savings accounts; (4) allow health savings accounts to incorporate flexible spending arrangements or health reimbursement arrangements, or both; (5) allow payment of high deductible health plan premiums from health savings accounts; and (6) exempt employers from health savings account contribution requirements for certain employees with high levels of medical expenses.

Requests that the President issue a proclamation that reflects on the important contribution of African American spirituals to American history and that names the African American spiritual as a national treasure.

Pet Safety and Protection Act of 2005 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat and owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Revises provisions to prohibit federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Revises provisions to prohibit dealers from selling or otherwise providing a research facility with random source dogs or cats unless specified certification requirements are met.

Long Island Sound Stewardship Act of 2006 - States as the purpose of this Act the establishment of the Long Island Sound Stewardship Initiative to identify, protect, and enhance sites within the Long Island Sound ecosystem with significant ecological, educational, open space, public access, or recreational value through a bi-state network of sites. Establishes the Long Island Sound Stewardship Initiative Region within Connecticut and New York. Establishes the Long Island Sound Stewardship Advisory Committee, which shall: (1) identify 20 initial Long Island Sound stewardship sites; (2) recommend an equal distribution of funds between Connecticut and New York for the initial sites (authorizes site owners to apply to have the sites identified as stewardship sites); (3) identify additional recreation areas and natural areas with ecological value as potential stewardship sites; (4) publish a list of sites that further the purposes of this Act; (5) apply an adaptive management framework to the process of updating the list; and (6) report annually on recommended sites and recommended grants for securing and improving sites. Directs the Administrator of the Environmental Protection Agency to review the Committees recommendations, approve stewardship sites, award grants, and report annually on the Initiative. States that nothing in this Act requires private property owners located within the Region to participate in the Initiative.

Child Nutrition Promotion and School Lunch Protection Act of 2006 - Amends the Child Nutrition Act of 1966 to require the Secretary of Agriculture to revise the definition of "food of minimal nutritional value," the sale of which in areas where school meals are sold or eaten is prohibited as a condition for federal funding of school lunch and breakfast programs. Applies such definition (and prohibition) to all food sold outside such programs anywhere on school campuses at any time of the day, with the possible limited exemption of food sold at school fundraisers. Requires the Secretary, when revising such definition, to consider the recommendations of authoritative scientific organizations and evidence concerning the relationship between diet and health.

H-Prize Act of 2006 - Directs the Secretary of Energy to award competitive cash prizes biennially to advance the research, development, demonstration, and commercial application of hydrogen energy technologies. Designates prize-eligible categories, including: (1) advancements in certain hydrogen components or systems; (2) prototypes of hydrogen-powered vehicles or other hydrogen-based products that meet or exceed certain performance criteria; and (3) transformational changes in technologies for hydrogen distribution or production that meet or exceed far-reaching criteria, including minimal carbon emissions, and which may include cost criteria designed to facilitate the eventual market success of a winning technology.

Magnuson-Stevens Fishery Conservation and Management Amendments Act of 2006 - Amends the Magnuson-Stevens Fishery Conservation and Management Act (the Act) to authorize appropriations for the national fishery management program through FY2012. Revises provisions under the Act with respect to: (1) regional fishery management councils; (2) fishery management plan requirements; and (3) environmental review of fishery management plans. Establishes: (1) limited access privilege programs to harvest fish; (2) Western Pacific regional marine education and training programs; (3) a regional economic transition program for fishermen affected by a catastrophic fishery disaster; (4) a shrimp fisheries hurricane assistance program for the Gulf of Mexico; (5) a bycatch reduction engineering program to minimize bycatch mortality; (6) a community-based fishery and coastal habitat restoration program; and (7) a national fishery permitting and registration program Increases both civil and criminal penalties for certain prohibited acts under U.S. fishery law. Sets forth a criminal penalty for a person who uses a weapon in the commission of such acts. National Fishing Fleet Vision, Implementation, and Management Act - Establishes: (1) a National Task Force on Sustainable Fishery Capacity to develop guidance for the development of Sustainable Fishery Vision, Implementation, and Management Plans; (2) a regionally based registry program for recreational fishermen; (3) a cooperative research and management program; (4) a Fisheries Conservation and Management Fund; and (5) a deep sea coral research and technology program. Reauthorizes certain fisheries Acts through FY2010. Requires the Secretary to identify a nation's vessels that have engaged in illegal, unreported, or unregulated fishing (including relevant international fishery management organizations that have failed to implement effective measures to end such activities), or that have engaged in fishing practices beyond the exclusive economic zone that result in bycatch of a protected living marine resource, and to encourage them to take appropriate corrective actions or to enter into bilateral treaties to end such offending activities.

Expresses the sense of the House of Representatives that: (1) the Department of Education's Additional Clarification of Intercollegiate Athletics Policy: Three-Part Test--part Three issued on March 17, 2005, violates the intent and spirit of the mandate of title IX of the Education Amendments of 1972 to provide equal opportunities in athletics, changes prior Department of Education policies and long-standing title IX law, and should be withdrawn; and (2) the Department should honor its 2003 commitment to enforce the standards of long-standing title IX athletics policies, including the 1996 Clarification.

Directs the Attorney General, at the request of certain state education officials, to conduct fingerprint-based checks of public or private school employees, job applicants, or volunteers for positions involving work with or around children. Restricts the disclosure of information from such checks. Imposes criminal penalties for unauthorized use or release of such information.

Innovation and Competitiveness Act - Business Activity Tax Simplification Act of 2006 - Amends federal law concerning the power of a state to impose a net income tax on income derived from interstate commerce to extend the exemption from such tax with respect to solicitations for, and sales of, tangible personal property shipped from outside the state to all other forms of property, services, and other transactions fulfilled from a point outside the state. Makes such net income tax prohibitions applicable to other business activity taxes specified by this Act. Prohibits imposing a net income tax or other business activity tax on a person's activities in interstate commerce unless such person has a physical presence in the state during the taxable period with respect to which the tax is imposed. Lawsuit Abuse Reduction Act of 2006- Amends Rule 11 of the Federal Rules of Civil Procedure (Signing of Pleadings, Motions, and Other Papers; Representations to Court; Sanctions) with respect to mandatory court sanctions for frivolous lawsuits and award of attorney's fees to parties prevailing on Rule 11 motions. Applies Rule 11 to state civil actions that substantially affect interstate commerce. Requires personal injury claims filed in state or federal court to be filed in the county or federal district meeting specified requirements. Requires a federal district court to suspend from the practice of law for one year (or longer, at the court's discretion) an attorney found to have violated Rule 11 three or more times. Establishes a rebuttable presumption that an attempt to litigate a claim or defense involving the same plaintiff and defendant that has been litigated and lost on three consecutive prior occasions is a Rule 11 violation. Imposes additional sanctions for the willful and intentional destruction of documents highly relevant to a federal court proceeding. Requires public disclosure of the record of a Rule 11 proceeding, except in specified circumstances. Amends the Higher Education Act of 1965 to replace the Robert C. Byrd Honors Scholarship program with an Innovation Scholarship program. Authorizes the Secretary of Education to: (1) award funds to a private nonprofit organization to administer, through a public-private partnership, a Mathematics and Science Honors Scholarships program for postsecondary and graduate students who commit to five consecutive years of service in a science, engineering, or mathematics field; (2) cover the student loan interest obligations of mathematics, science, or engineering professionals and elementary and secondary school teachers who commit to five consecutive years of service in such positions; and (3) award grants to states to establish, expand, or reform state mathematics and science education coordinating councils where education, business, and community leaders collaborate to improve teacher recruitment and training and student performance in science, technology, engineering, and mathematics. Investment in America Act of 2006 - Amends the Internal Revenue Code to: (1) make permanent the tax credit for increasing research activities; (2) increase the rates of the alternative incremental tax credit for research activities; and (3) allow a taxpayer to elect an alternative simplified tax credit for certain research expenses. Health Care Choice Act of 2006 - Amends the Public Health Service Act to apply the laws of the primary state (as designated by the health insurance issuer) to individual health insurance coverage offered by that issuer in both the primary state and any secondary state if the coverage and issuer meet certain requirements. Health Information Technology Promotion Act of 2006 - Amends the Public Health Service Act to establish the Office of the National Coordinator for Health Information Technology to oversee the nationwide implementation of interoperable health information technology. Amends title XI of the Social Security Act to provide for establishment of uniform confidentiality and security standards with respect to individually identifiable patient health information. Prohibits the Federal Communications Commission (FCC) from taking any action to impede the development of seamless mobility (the ability of a user and a user's connecting devices to move easily among Internet-protocol enabled technology platforms, facilities, and networks).

Great Lakes Invasive Species Control Act - Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to apply requirements directing vessels equipped with ballast water tanks to carry out exchange of ballast water or alternative ballast water management methods prior to entry into any port within the Great Lakes to vessels that are not carrying ballast water. Directs the Secretary of the department in which the Coast Guard is operating to conduct a study of the effectiveness of alternative ballast water management methods in reducing the threat of invasive species to the Great Lakes.

Internet Gambling Prohibition Act - Amends the federal criminal code to revise the prohibitions against interstate gambling. Modifies the definition of "wire communication facility" to include all communications, including transmissions by satellite or microwave using fixed or mobile connections (e.g., the Internet or other wireless communications). Expands the definition of "bets and wagers" to include all forms of gambling activity. Modifies existing prohibitions against interstate gambling to prohibit anyone engaged in a gambling business from using a communication facility to transmit: (1) bets or wagers; (2) a communication which entitles the recipient to receive money or credit as a result of bets or wagers; or (3) information assisting in the placing of bets or wagers. Imposes a five-year prison term for violations. Prohibits anyone engaged in a gambling business from accepting in connection with the transmission of bets or wagers or information assisting in the placing of bets or wagers: (1) credit, or the proceeds of credit; (2) electronic funds transfers; (3) checks, drafts, or similar instruments; or (4) the proceeds of any other form of financial transaction as prescribed by Treasury regulations. Exempts certain instrastate gambling activities. Requires any common carrier who is notified in writing that a user of one of its communication facilities is violating prohibitions against interstate gambling to discontinue service to such user. Authorizes federal, state, tribal, or local law enforcement agencies to obtain injunctive or declaratory relief to restrain persons from violating prohibitions against interstate gambling.

Honors the National Association of State Veterans Homes and the 119 state veterans homes providing long-term care to veterans. Commends all individuals who work in, or on behalf of, state veterans homes for their contributions in caring for elderly and disabled veterans. Recognizes the importance of the partnership between the states and the Department of Veterans Affairs in providing long-term care to veterans. Affirms the support of Congress for continuation of the state homes program to address the known and anticipated needs of veterans for institutional long-term care services.

Canine Volunteer Protection Act of 2006 - Amends the federal criminal code to modify the definition of "police animal" for purposes of the prohibition against harming certain animals (i.e., dogs and horses) used in law enforcement to include animals employed or commissioned for search and rescue missions.

Federal Aviation Administration Fair Labor Management Dispute Resolution Act of 2006 - Amends federal transportation law to revise certain federal aviation administration personnel management system requirements to prohibit the Administrator of the Federal Aviation Administration (FAA) from implementing any proposed change to the FAA personnel management system in cases where the services of the Federal Mediation and Conciliation Service do not lead to an agreement between the Administrator and FAA employees unless a bill is enacted into law by Congress that authorizes the change during the 60-day period beginning from the time Congress received the proposed change. (Current law does not require congressional action.) Requires the Administrator and FAA employee bargaining representatives to submit the proposed change to binding arbitration if Congress does not enact a bill into law within the 60-day period.

Voting Machine Deadline Extension Act - Amends the Help America Vote Act of 2002 to extend the deadline for replacement of punch card and lever voting systems from the first election for federal office held after January 1, 2006, to the regularly scheduled general election for federal office held in November 2006.

Lobbying Transparency and Accountability Act of 2005 - Amends the Lobbying Disclosure Act of 1995 to require: (1) quarterly instead of semiannual filing of lobbying disclosures reports; (2) electronic filing; (3) maintenance of certain lobbying disclosure information in an electronic data base, available to the public free of charge over the Internet; (4) disclosure by registered lobbyists of all past executive and congressional employment; (5 ) disclosure of grassroots lobbying activities by paid lobbyists; (6) disclosure of registered lobbyists contributions and payments; and (7) an increased penalty for failure to comply with lobbying disclosure requirements. Revises criteria, with regard to disclosure requirements, for determining a coalition or association of groups that retain a person to conduct lobbying or grassroots lobbying activities. Extends from one to two years the ban on lobbying contacts by former very senior executive personnel, former Members of Congress, and officers and employees of the legislative branch with any officer or employee of the entity in which such person served before his or her tenure terminated. Amends the Indian Self-Determination and Education Assistance Act to grant a current or former employee or officer assigned to an Indian tribe to perform services pursuant to self-governance contracts or compacts formerly performed by them for the United States to communicate with and appear before any department, agency, court, or commission on behalf of the Indian tribe with respect to any matter relating to the contract or compact. Requires public disclosure by Members of Congress of employment negotiations. Exempts from the restrictions on gifts to Members of Congress or Senators, officers, or employees the market value for a flight on an airplane not licensed by the Federal Aviation Administration (FAA) to operate for compensation or hire. Declares that such market value is the fair market value of a charter flight. Requires public disclosure of such flights. Requires increased disclosure of travel by Members of Congress. Requires the Committee on Standards of Official Conduct and the Select Committee on Ethics to develop and revise guidelines on reasonable expenses or expenditures for official government travel. Declares that a gift to a covered executive branch official, or to an officer, employee, or Member of the House or of the Senate, of a ticket to a sporting or entertainment event shall be the face value of the ticket; and if there is no face value, then the highest cost of a ticket with a face value for the event. Calls for reviews and semiannual reports by the Comptroller General on activities carried out by the Clerk of the House and the Secretary of the Senate under the Act.
