Public Safety Employer-Employee Cooperation Act of 2009 - Provides collective bargaining rights for public safety officers employed by states or local governments. Directs the Federal Labor Relations Authority to determine whether state law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the Authority to issue regulations establishing rights and responsibilities for public safety employers and employees in states that do not substantially provide for such public safety employee rights and responsibilities. Directs the Authority, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a voting majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of Authority regulations and orders, as well as prohibitions against lockouts or strikes, through appropriate state courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts or strikes. Provides that existing collective bargaining units and agreements shall not be invalidated by this Act.

Veterans' Heritage Firearms Act of 2009

Veterans' Heritage Firearms Act of 2009 - Provides a 90-day amnesty period during which veterans and their family members can register in the National Firearms Registration and Transfer Record any firearm acquired before October 31, 1968, by a veteran while a member of the Armed Forces stationed outside the continental United States. Grants such an individual limited immunity under the federal criminal code and the Internal Revenue Code with respect to the acquisition, possession, transportation, or alteration of such firearm before or concurrent with such registration. Extends such immunity to a veteran who attempts to register a qualifying firearm outside of the amnesty period if the veteran surrenders the firearm within 30 days after being notified of potential criminal liability for continued possession. Requires the Attorney General to: (1) transfer each firearm qualifying as a curio or relic which has been forfeited to the United States to the first qualified museum that requests it; and (2) publish information identifying each such firearm which is available to be transferred to a museum. Prohibits the Attorney General from destroying any such firearm which has been forfeited until five years after the forfeiture. Requires that any firearm transferred to a qualified museum be registered to the transferee. Makes a prohibition against transfer or possession of a machine-gun inapplicable to a transfer to or by, or possession by, a museum which is open to the public and incorporated as a not-for-profit corporation under applicable state law.

Repeals provisions phasing in the full concurrent receipt of such pay through December 31, 2013. Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Ready to Compete Act - Amends the Elementary and Secondary Education Act of 1965 to create a new Ready to Learn program authorizing the Secretary of Education to award a grant to a public broadcasting entity to provide a coordinated Ready to Learn television service by awarding subgrants and contracts to public television stations and producers or distributors of educational programming for the operation of Ready to Learn programs for preschool and elementary school children. Requires such service to include programming that: (1) is aligned with state academic and early learning standards; (2) addresses specific community and school needs, ascertained via ongoing community outreach programs; and (3) is in reading and social and emotional development. Specifies that public broadcasting entities are eligible for Ready to Teach grants to improve teaching in core curriculum areas by using high-tech platforms to deliver integrated educational content and services and teacher training. Requires grantees to direct a significant portion of such services to schools that have failed for two consecutive years to make adequate yearly progress (AYP) toward state academic performance standards. Alters the Digital Educational Programming Grants program by authorizing competitive five-year (currently, three-year) grants to public television stations that partner with certain other entities to develop, and train teachers in the use of, innovative educational tools and digital content for core curriculum content areas, particularly math, science, and technology. Reauthorizes appropriations for such revamped programs through FY2014. Directs the Secretary to award ten-year grants to television public broadcasting entities to develop and operate a national on-demand digital education media service available to teachers, parents, educational entities, and the public at low or no cost. Amends the Workforce Investment Act of 1998 to create a Ready to Earn program authorizing the Secretary to award competitive grants to public television stations that partner with states, state workforce investment boards, or institutions of higher education to develop, disseminate, and provide on-line and on-air education and training services for adults.

Repeals the dollar per kilowatt limitation for fuel cell property under the energy investment tax credit. Allows public electric utilities to qualify for such credit. Extends through 2009 the tax credit for residential energy efficient property expenditures. Repeals the $2,000 limitation on the tax credit for solar electric property. Allows an offset against the alternative minimum tax (AMT) of tax credit amounts. Extends through 2009 the tax credit for investment in clean renewable energy bonds. Increases the national limitation amount for such bonds. Extends through 2009 deferral provisions relating to the recognition of gain by certain electric utilities. Extends through 2009 the tax credit for nonbusiness energy property. Includes residential biomass fuel stoves (pellet stoves) as eligible energy property for purposes of such credit. Extends through 2010 the tax credit for energy efficient new homes. Extends through 2009 the tax deduction for energy efficient commercial buildings and increases the allowable amount of such deduction. Extends the tax credit for energy efficient appliances to include appliances produced in 2008, 2009, and 2010. Revises and updates energy efficiency standards for such appliances in accordance with the Energy Independence and Security Act of 2007.

Requires agencies participating in the Program to support the setting of standards for nanotechnology. Sets forth a new funding requirement with respect to the National Nanotechnology Coordination Office. Requires the Office to be supported by funds from each agency participating in the Program. Sets forth annual reporting requirements regarding the Office. Makes the National Nanotechnology Advisory Panel a distinct entity. Instructs the Panel to form a subpanel to enable it in assessing whether societal, ethical, legal, environmental, and workforce concerns are adequately addressed by the Program. Rewrites provisions for triennial external review of the Program. Provides for the designation of an associate director of the Office of Science and Technology Policy as the Coordinator for Societal Dimensions of Nanotechnology. Requires the Coordinator to convene a panel to develop a research plan. Provides for one or more grants to establish Nanotechnology Education Partnerships. Establishes an Education Working Group. Requires agencies supporting nanotechnology research facilities to provide access to such facilities to assist companies in the development of prototypes of nanoscale products, devices, or processes. Sets forth requirements for the support of nanotechnology related projects under existing nanotechnology transfer programs. Establishes industry liaison groups. Requires coordination and leveraging of federal investments with states' nanotechnology initiatives. Requires the Program to include support for nanotechnology research and development in areas of national importance. Sets forth provisions regarding nanomanufacturing research, including green nanomanufacturing research. Requires specified reviews.

Boy Scouts of America Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Boy Scouts of America. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to February 8 through December 31, 2010. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the National Boy Scouts of America Foundation, to be made available to local councils in the form of grants for the extension of Scouting in hard-to-serve areas.

Homeownership Protection and Housing Market Stabilization Act of 2008 - Sets forth a licensing and registry system for residential mortgage loan originators. Amends the Truth in Lending Act to require additional creditor disclosures on residential mortgage loans. Expand and Preserve Home Ownership Through Counseling Act - Amends the Department of Housing and Urban Development Act to establish the Office of Housing Counseling in the Office of the Secretary of Housing and Urban Development (HUD). Amends the Community Reinvestment Act of 1977 to grant community investment credit for certain lender practices. Expanding American Homeownership Act of 2008 - Amends the National Housing Act to revise the single family mortgage insurance program under the Federal Housing Administration (FHA), including Hawaiian home lands and Indian reservations, and home equity conversion (reverse) mortgages. Amends the Economic Stimulus Act of 2008 to grant a temporary increase in the maximum loan guaranty amount for veterans' housing loans guaranteed by Secretary of Veterans Affairs. Directs the Secretary of Defense to implement a mortgage foreclosure prevention counseling program for members of the Armed Forces returning from active duty abroad. Amends the Servicemembers Civil Relief Act to extend the period of protection against mortgage foreclosures. Amends the Truth in Lending Act to: (1) require escrow and impound accounts for periodic payments for certain credit transactions; and (2) set forth property appraisal requirements. Authorizes appropriations for federal prosecution of mortgage fraud. Federal Housing Finance Reform Act of 2008 - Amends the Housing and Community Development Act of 1992 to establish: (1) the Federal Housing Finance Agency (FHFA) to exercise oversight authority over the Federal Home Loan Banks, the Federal Home Loan Mortgage Corporation (Freddie Mac), and the Federal National Mortgage Association (Fannie Mae) (enterprises) ; and (2) the Federal Housing Enterprise Board. Prescribes: (1) minimum and critical capital levels for regulated entities; and (2) special enforcement powers. Requires the FHFA Director to establish standards for enterprise assets and liabilities. Abolishes: (1) the Office of Federal Housing Enterprise Oversight; and (2) the Federal Housing Finance Board. Transfers their functions, personnel, and property to the FHFA. Terminates enterprise-related functions of HUD.
