Construction Quality Assurance Act of 2005 - Prohibits the federal government or any contractors or subcontractors from participating in the practice of bid shopping with respect to any government contract exceeding $1 million for the construction or repair of any public building or public work. Defines "bid shopping" as the practice of divulging, or causing to be divulged, a contractor's or subcontractor's bid or proposal or requiring a contractor or subcontractor to divulge its bid or proposal to another prospective contractor or subcontractor before the award of a contract or subcontract in order to secure a lower bid or proposal. Requires any invitation for bid or request for proposal issued by the government to include a clause explicitly prohibiting such practice and specifying penalties, which may include contract termination or imposition of liquidated damages equal to the greater of: (1) the final bid on the contract; or (2) the price paid to the contractor or subcontractor for work performed.

Abraham Lincoln Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the life and legacy of President Abraham Lincoln in commemoration of the bicentennial of his birth. Permits issuance of such coins only during 2009. Subjects the coin sales to a surcharge of $10 per coin.

Affordable Housing Tax Credit Enhancement Act of 2005 - Amends the Internal Revenue Code to: (1) increase to $3.70 the per capita amount for determining the state housing credit ceiling; and (2) rename the low-income housing credit as the affordable housing credit.

Local Law Enforcement Hate Crimes Prevention Act of 2005 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under federal law or a felony under state or Indian tribal law; and (2) is motivated by prejudice based on the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of the victim or is a violation of the hate crime laws of the state or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one state and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist state, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to state and local programs designed to combat hate crimes committed by juveniles. Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability. Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender and gender identity.

College Affordability and Accountability Act - Amends the Higher Education Act of 1965 (HEA) to require state maintenance of effort in providing funding to public institutions of higher education (IHEs). Requires all IHEs to plan, engage in, and report on cost containment strategies. Authorizes the Secretary of Education to conduct research on such strategies. Directs the Secretary to publish an annual report on college affordability and to disseminate certain data, including the net price tuition index (NTPI) for each IHE through a college price calculator on an enhanced college opportunities on line (COOL) website. Establishes a Pell Plus program to provide an increased award to each Pell Grant recipient at IHEs that maintain specified types of: (1) low tuition; (2) guaranteed tuition; or (3) affordable tuition. Establishes a program of grants for cooperative education for IHEs that restrain tuition increases. Authorizes grants and contracts for cooperative education demonstration and innovation projects, training and resource centers, and research. Directs the Secretary to commission the National Research Council to study the viability of developing and implementing standards in environmental, health, and safety areas to provide for differential regulation of: (1) industrial laboratories and facilities; and (2) research and teaching laboratories. Authorizes the Secretary to select IHEs, IHE systems, or IHE consortia for voluntary participation in an articulation agreement demonstration program to specify the acceptability of courses in transfer toward meeting specific degree requirements, as a means to lower tuition prices for students. Directs the Advisory Committee on Student Financial Assistance to convene a task force of experts to: (1) determine the best methods to finance higher education in the long-term; (2) help public institutions utilize long-term budgeting; (3) review the trends of financing of higher education; and (4) define the role played by the states, the federal government, families, and outside entities in financing higher education, and determine the best methods to strengthen this partnership.

Community Economic Development Expertise Enhancement Act of 2005 - Authorizes the Secretary of Housing and Urban Development to make grants to increase the capacity and expertise of qualifying community-based economic development organizations. Directs the Secretary to: (1) conduct an assessment of such organizations' capability needs; and (2) establish the Advisory Council on Community Economic Development. Directs the President to include with each annual budget request a report regarding Federal financial support for community economic development. Amends the Internal Revenue Code to provide a limited housing infrastructure business credit for qualified housing infrastructure property placed in service. Defines such property as property located in an empowerment zone, enterprise community, or renewal community, when substantially all of the use of which is to provide water, sewer, electricity, or natural gas service to residents. Doubles, and extends through 2009 (currently 2005), for employment beginning after the enactment of this Act, the: (1) work opportunity credit; (2) welfare-to-work credit; (3) empowerment zone employment credit; and (4) renewal community employment. Increases, through 2009, the Indian employment credit. Increases and extends, through 2009, deductions for expensing the cost of certain depreciable business assets, commercial revitalization, and environmental remediation. Extends, through 2009, the special deduction for property used on Indian reservations.

Hunger-Free Communities Act of 2005 - Expresses the sense of Congress that: (1) Congress is committed to achieving domestic hunger goals and ending hunger by 2015; (2) federal food and nutrition programs should receive adequate funding; and (3) the entitlement nature of the child and adult care food program, the food stamp program, the school breakfast and lunch programs, and the summer food service program should be preserved. Directs: (1) the American Communities Survey to collect and submit food security information to the Secretary of Agriculture; and (2) the Secretary to conduct an annual study of hunger in the United States and develop recommendations on reducing domestic hunger. Directs the Secretary to make: (1) hunger-free communities collaborative grants to eligible public food program service providers or nonprofit organizations; (2) hunger-free communities infrastructure grants to eligible emergency feeding organizations; and (3) hunger-free communities training and technical assistance grants to eligible national or regional nonprofit organizations. (States that such grants' federal share shall not exceed 80 %.) Sets forth grant priorities.

Pet Animal Welfare Statute of 2005 - Amends the Animal Welfare Act to revise the definition of dealer (in animals) to include: (1) sellers of dogs imported from outside the United States; and (2) persons who sell more than 25 dogs or cats or who whelp for sale more than six litters of dogs or cats annually. Defines "retail pet store" for purposes of the Act as a public retail establishment that sells animals commonly kept as pets in U.S. households (e.g., dogs, cats, guinea pigs, rabbits, and hamsters). Excludes from such definition: (1) a person breeding animals to sell to the public as pets; (2) a person selling hunting, security, or breeding dogs; or (3) a person selling wild animals. Requires dealers and retail pet stores to provide the Secretary of Agriculture with source records relating to the purchase or acquisition of dogs and cats. Authorizes the Secretary to extend the period for the temporary suspension of a dealer license for a violation of the Act from 21 to 60 days, if the Secretary believes that such violation will continue past the initial 21-day period and will jeopardize the health of any animal. Authorizes the Secretary to apply directly to a U.S. district court for a temporary restraining order or injunction to address violations of the Act.

Clean Water Protection Act - Amends the Federal Water Pollution Control Act to define "fill material" to mean any pollutant that replaces portions of waters of the United States with dry land or that changes the bottom elevation of a water body for any purpose and to exclude any pollutant discharged into the water primarily to dispose of waste.

Campus Fire Safety Right-to-Know Act of 2005 - Amends the Higher Education Act of 1965 to require each institution participating in any program under the Act to provide to all current students and employees, and to any applicant for enrollment or employment upon request, an annual fire safety report containing specified information about the campus fire safety practices and standards of that institution. Requires such institutions to: (1) record all on-campus fires, including the nature, date, time, and general location of each fire and all false fire alarms; and (2) open such information to public inspection. Requires the institutions to report on such information annually to the campus community in a manner that will aid the prevention of similar occurrences. Requires the institutions to request their fraternities and sororities to collect and report such information for each building and property they own or control. Requires the Secretary of Education to report to Congress on fire safety systems in college and university facilities and on fire safety standards in all such facilities.

Innocent Check Depositor Protection Act - Amends the Expedited Funds Availability Act to provide that, in the case of a check drawn on an account at an originating institution which is dishonored by that institution due to lack of sufficient funds, a receiving depository institution may not impose any fee on the depositor, in connection with such check, due to such dishonorment. States that this Act shall not be construed as affecting any intervening depository institution or the costs of services it provides.

Abusive Tax Shelter Shutdown and Taxpayer Accountability Act of 2005 - Amends the Internal Revenue Code to revise or add provisions relating to tax shelter activity, including provisions to: (1) define "economic substance" for purposes of evaluating tax shelter transactions; (2) increase penalties for large entities and high net-worth individuals for failure to disclose certain tax shelter transactions; (3) impose penalties for understatements of tax due to transactions lacking economic substance; (4) deny material tax advisors a claim of privilege as to the identity of a client; (5) revise standards for the penalty for understatement of tax liability by income tax return preparers and increase the penalties for such understatements; (6) revise and increase the penalties for frivolous tax submissions; (7) deny a tax deduction for interest on underpayments of tax due to nondisclosed reportable transactions and transactions lacking economic substance; (8) expand the authority of the Secretary of the Treasury to disallow certain tax benefits arising from the acquisition of corporate stock; (9) modify certain passive loss rules for controlled foreign corporations; and (10) provide a rule for the reduction in basis of corporate stock for which certain extraordinary dividends are received.

Amends the Higher Education Act of 1965 title III part A (Strengthening Institutions) to direct the Secretary of Education to provide grants and related assistance to certain institutions of higher education for activities to improve their capacity to serve students who are Asian Americans and Pacific Islanders. Gives priority to eligible institutions with a significant percentage of enrollment made up of such students who are low-income individuals.

Elaine Sullivan Act - Amends title XVIII (Medicare) of the Social Security Act to require emergency departments to contact family members, a specified healthcare agent, or a surrogate decisionmaker of an incapacitated patient within 24 hours of arrival at the emergency department. Authorizes the Secretary of Health and Human Services to make grants to qualified not-for-profit organizations for the purpose of assisting them to establish and operate voluntary next of kin registries.

Supports the establishment of September as Campus Fire Safety Month. Encourages administrators and municipalities across the country to: (1) provide educational programs to all students during September and throughout the school year; (2) evaluate the level of fire safety being provided in both on- and off-campus student housing; and (3) take the necessary steps to ensure fire-safe living environments through fire safety education, installation of fire suppression and detection systems, and the development and enforcement of applicable codes relating to fire safety.

Profiting from Access to Computer Technology (PACT) Act or the Child PACT Act - Directs each Federal agency to: (1) safeguard and identify potential educationally useful Federal equipment that it no longer needs or that has been declared surplus; and (2) transfer such equipment, either directly or through the General Services Administration (GSA), to educational recipients or nonprofit refurbishers.

Responsible Education About Life Act - Requires the Secretary of Health and Human Services to make grants to States for family life education, including education on abstinence and contraception, to prevent teenage pregnancy and sexually transmitted diseases. Expresses the sense of Congress that States are encouraged but not required to provide matching funds. Requires the Secretary to provide for a national evaluation of a representative sample of such programs for effectiveness in changing adolescent sexual behavior, including delaying sexual and high-risk activity, preventing pregnancy and disease (including HIV/AIDS), and increasing contraceptive knowledge. Requires States receiving such grants to provide for an individual evaluation of the State's program by an external, independent entity.

Recognizes the historical significance to the Nation, and supports the continued celebration, of Juneteenth Independence Day (June 19, 1865, the day Union soldiers arrived in Galveston, Texas, with news that the Civil War had ended and that the enslaved African Americans were free). Declares the sense of Congress that: (1) history should be regarded as a means for understanding the past and solving the challenges of the future; and (2) the celebration of the end of slavery is an important and enriching part of the history and heritage of the United States.

Combating Autism Act of 2005 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish: (1) a program to provide information and education on autism and its risk factors to health professionals and the general public; and (2) the Autism Coordinating Committee to coordinate autism related activities within the Department of Health and Human Services (HHS). Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to award grants or cooperative agreements to develop statewide autism screening, diagnosis, and intervention programs and systems. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants or cooperative agreements to provide technical assistance to state agencies to conduct applied autism research.

Fair Minimum Wage Act of 2005 - Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $5.85 an hour, beginning on the 60th day after enactment of this Act; (2) $6.55 an hour, beginning 12 months after that 60th day; and (3) $7.25 an hour, beginning 24 months after that 60th day. Makes federal minimum wage requirements applicable to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage there shall be gradually increased to equal the federal minimum wage.

Amends the Defense Base Closure and Realignment Act of 1990 to postpone the 2005 round of defense base closures and realignments, as currently required under such Act, until the last of the following occurs: (1) the complete analysis, consideration, and implementation by the Secretary of Defense (Secretary) of the recommendations of the Commission on Review of Overseas Military Facility Structure of the United States; (2) the return from deployment in Iraq of substantially all major U.S. combat units and assets; (3) the receipt by the congressional defense committees of the report on the quadrennial defense review to be submitted by the Secretary in 2006; (4) the complete development and implementation by the Secretary and the Secretary of Homeland Security of the National Maritime Security Strategy; (5) the complete development and implementation by the Secretary of the Homeland Defense and Civil Support directive; and (6) the receipt by the defense committees of a report from the Secretary assessing military installation needs. States that, effective May 13, 2005, the list of recommendations for 2005 base closures and realignments submitted by the Secretary pursuant to such Act shall have no further force and effect.

Honor Our Fallen Prisoners of War Act - Requires the Secretary concerned to award the Purple Heart to members of the Armed Forces who die in captivity under circumstances not otherwise establishing eligibility for the Purple Heart. Makes this Act effective as to members of the Armed Forces who die on or after December 7, 1941, including those who die prior to enactment.

Pension Security Disclosure Act of 2005 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to require the Pension Benefit Guaranty Corporation (PBGC) to disclose publicly certain information on the funding status of pension plans, through making it available: (1) for inspection at PBGC headquarters; (2) in written form upon request of a plan participant or beneficiary; and (3) on a PBGC website. Requires pension plan administrators to provide to each plan participant and beneficiary a written summary of material provided to the PBGC, and notification that such material is on the PBGC website. Authorizes, only in cases of hardship, the Secretary of Labor to extend the deadline for a pension plan to file an annual report past 275 days after the close of the plan year. Requires actuarial valuations in an annual report to be determined as of the last date of the plan year. Directs the Secretary to display annual report information on a Department of Labor website. Requires such information also to be displayed on any website maintained by the plan sponsor or administrator on the sponsor's behalf. Requires issuance of summary annual reports within 15 days after annual report filing. Requires such summaries to include disclosure of plan assets and liabilities and notification that certain annual report information is on the Department of Labor website and on a plan sponsor or administrator website. Authorizes the Secretary to prescribe simplified requirements for summary annual reports of pension plans covering less than 100 participants.

Requires the Director of the National Science Foundation to establish a program to award competitive grants, in coordination with the Secretary of Education, to institutions of higher education (IHEs) for increased education and job training of U.S. nationals who are undergraduate or graduate students in mathematics, science, engineering, and technology. Requires such grants to be provided to IHE applicants that demonstrate they will institute creative and innovative methods of encouraging students to study and enter into careers focused on those disciplines. Requires IHE applications to include: (1) financial incentives to students; (2) commitment to expose students to different industries; and (3) commitment to increase the number of traditionally underrepresented students in those disciplines. Allows IHE recipients to use grant funds: (1) for major research equipment, facilities construction, repair and upgrades, textbooks, and other purposes necessary to create a quality academic program in one or more of those disciplines; and (2) to create interdisciplinary programs in those disciplines to better meet rapidly changing needs in emerging fields.

Credit Union Regulatory Improvements Act of 2005 - Amends the Federal Credit Union Act to reduce the minimum net worth ratio requirements of well-capitalized, adequately capitalized, under capitalized, and significantly undercapitalized credit unions. Sets the minimum risk-based net ratio at 8%. Revises the requirement that the National Credit Union Administration Board design the risk-based net worth standard to take account of any material risks to insured credit unions. Requires the standard to be designed in relation to risk assets, and to be based on comparable standards for taking into account material risks to insured depository institutions under the Federal Deposit Insurance Act that are applicable to credit unions. Revises definitions relating to net worth of credit unions. Cites circumstances in which the Board may waive the requirement that an undercapitalized credit union submit an acceptable net worth restoration plan. Revamps guidelines governing limits and restrictions on member business loans. Authorizes credit unions to lease to any business enterprise separate and clearly distinct space in buildings in credit union offices in underserved areas. Permits a credit union to invest securities for its own account. Increases from 12 to 15 years the term of credit union loans. Increases from 1% to 3% the investment limit in credit union service organizations. Permits credit unions to offer check cashing and money transfer services to persons within the field of membership (instead of, as currently, to members only). Extends to voluntary mergers on or after August 7, 1998, involving multiple common-bond credit unions the exemption from the numerical limit (only a group with fewer than 3,000 members) for eligibility for inclusion in the field of membership category of such a credit union. Requires the Board to prescribe criteria for continued membership of certain member groups in the case of conversions of certain credit unions to a community charter. Amends the Securities Exchange Act of 1934 and the Investment Advisers Act of 1940 to treat credit unions as banks which shall not be considered brokers or dealers because the credit unions engage in certain broker- or dealer-related activities.

Montgomery GI Bill Improvements Act of 2005 - Amends the Montgomery GI Bill to authorize enhanced educational assistance to a member of the Armed Forces who, after September 30, 2005: (1) first enters on active duty; (2) reenlists or continues to serve on active duty; (3) serves a continuous period of active duty of four years; or (4) serves and is discharged or released for a service-connected disability, at the convenience of the Government (after serving at least 42 months of such duty), or due to a reduction in force. Limits to 36 months the period for such enhanced assistance. Requires the payment of educational expenses under such program. Provides a monthly stipend for approved programs of education. Increases the rates of basic educational assistance. Repeals, with respect to such assistance: (1) a required monthly reduction in pay for individuals who do not elect to participate in such assistance program; (2) a provision authorizing individuals to elect not to receive such assistance; and (3) the requirement that participants complete the requirements of a high school diploma or equivalency certificate prior to the end of their initial obligated period of service in order to be eligible to receive such assistance. Excludes educational assistance payments from income for purposes of eligibility for Federal educational loans. Repeals the ten-year delimiting date for use of entitlement to basic educational assistance for: (1) veterans; (2) Selected Reserve members; and (3) members of the reserve components called or ordered to active service in response to a war or national emergency. Eliminates: (1) with respect to transfer of basic educational assistance to a dependent by a member of the Armed Forces with critical skills the requirements that such skill or specialty be designated by the Secretary concerned as eligible for such transfer; and (2) with respect to accelerated payments of basic educational assistance the requirement that the individual is enrolled in a program leading to employment in a high technology occupation. Increases student loan program repayment amounts for active duty and Selected reserve members. Limits total repayment amounts for: (1) active duty members with specialties to $40,000; and (2) Selected Reserve members with specialties to $20,000.

COLI Best Practices Act of 2005 - Amends the Internal Revenue Code to limit the tax exclusion for benefits paid by employer-owned life insurance contracts upon the death of an insured employee, with certain exceptions for directors and highly compensated employees and for proceeds paid to the heirs of an insured employee. Requires employers to provide written notice to employees of intent to insure their lives and obtain written consent from such employees to being insured under a company-owned life insurance contract. Imposes certain reporting and recordkeeping requirements for employer-owned life insurance contracts.

Breast Cancer and Environmental Research Act of 2005 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to make grants to public or nonprofit private entities for the development and operation of not more than eight centers to conduct multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer. Requires each such center to: (1) be known as a Breast Cancer and Environmental Research Center of Excellence; (2) establish ongoing collaborations with community organizations; (3) be formed from a consortium of cooperating institutions; (4) be supported under this Act for a period of not more than five years with additional periods allowed after review and recommendation; and (5) use innovative approaches to study unexplored areas of the environment and breast cancer. Requires the Secretary of Health and Human Services to establish a Breast Cancer and Environmental Research Panel to make recommendations for and to review grants awarded under this Act.

Children's Vision Improvement and Learning Readiness Act of 2005 - Authorizes the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states for providing: (1) comprehensive eye examinations for children, with priority given to children under nine years old; (2) subsequent vision treatment or services to correct vision problems; and (3) educational materials to parents, teachers, and health care practitioners on recognizing signs of visual impairment in children. Directs the Secretary to: (1) develop criteria to collect data related to vision assessment and the utilization of follow-up services; and (2) coordinate the grant program with appropriate federal and state child services programs. Requires states to annually submit to the Secretary a program evaluation.

New GI Bill of Rights for the 21st Century Act - Revises, expands, or provides new rights and benefits for members of the Armed Forces, veterans, and their dependents and survivors, including, among others: (1) an FY 2006 increase in funding for veterans' medical care; (2) a prohibition until the end of FY2006 on medication copayments and on the imposition of a health care system enrollment fee; (3) an extension until 2010 of Vietnam veterans' eligibility for readjustment counseling services; (4) the collection of data from pre- and post-deployment health assessments, and preventive maintenance post-deployment intervention; (5) the prevention, early detection, and treatment of post-traumatic stress disorder (PTSD) for returning troops; (6) a Department of Defense/Department of Veterans Affairs Council on Post-Deployment Mental Health; (7) survivors' and dependents' eligibility for family and bereavement counseling; (8) certain educational initiatives; (9) a National Steering Committee on PTSD Education and a PTSD public awareness program; (10) certain benefits and outreach services for disabled veterans; (11) an increase in survivors' dependency and indemnity compensation (DIC); (12) certain pay increases and bonuses for active-duty members; (13) an expansion of benefits under under both the active-duty and reserve Montgomery GI Bill programs; (14) employment assistance for homeless veterans; (15) expanded reserve member eligibility under the TRICARE program (a Department of Defense managed health care program); (16) certain recruitment and retention incentives for Selected Reserve members; and (17) certain pay matters with respect to Federal employees performing active-duty reserve service. Repeals the: (1) DIC offset from Survivor Benefit Plan surviving spouse annuities; (2) pay reduction and high school graduation requirement for participation in the Montgomery GI Bill educational assistance program; (3) delimiting date for entitlement to basic educational assistance under such program; (4) time limitation on the exclusion of combat zone compensation by reason of hospitalization; (5) tax cut (implemented in 2001) for high-income taxpayers; (6) scheduled termination of the phaseout of personal exemptions; and (6) scheduled phaseout of the overall limitation on itemized deductions.

Student Bill of Rights - Directs the Secretary of Education to make annual determinations as to whether each state's public school system provides all its students with educational resources to succeed academically and in life. Requires such education to enable students to: (1) acquire knowledge and skills necessary for responsible citizenship; (2) meet challenging academic achievement standards; and (3) compete and succeed in a global economy. Requires each system to do so through: (1) providing specified fundamentals of educational opportunity to students at each public elementary and secondary school; (2) providing educational services in school districts that receive funds for disadvantaged students that are, taken as a whole, at least comparable to educational services provided in school districts not receiving such funds; and (3) complying with any final federal or state court order in any matter concerning the adequacy or equitableness of the system. Requires withholding of specified portions of its federal funding for administrative expenses if a system: (1) fails to meet a yearly interim goal; (2) does not remedy, after two school years, a failure to provide comparable educational services to schools that receive funds for disadvantaged children; or (3) does not comply with a court order. Allows students or parents aggrieved by violations of this Act to bring civil actions for enforcement in federal district courts. Directs the Commissioner of Education Statistics to study the effects of educational disparities on economic growth and on national defense.

Healthcare Enhancement for Local Public Safety Retirees Act of 2005 or the HELPS Retirees Act of 2005 - Amends the Internal Revenue Code to allow retired public safety officers to elect an annual exclusion from gross income up to $5,000 for distributions from governmental retirement plans for the payment of accident or health insurance or long-term care insurance.

Great Lakes Environmental Protection and Restoration Programs Reauthorization Act - Amends the Water Resources Development Acts of 2000, 1990, and 1996, respectively, to reauthorize appropriations for: (1) Great Lakes fishery and ecosystem restoration; (2) Great Lakes remedial action plans and sediment remediation projects; and (3) the development of a tributary sediment transport model for the Great Lakes. Reauthorizes appropriations under: (1) the Food Security Act of 1985 for the Great Lakes basin program for soil erosion and sediment control; (2) the Great Lakes and Lake Champlain Act of 2002 for research and development; and (3) the Federal Water Pollution Control Act for the Great Lakes National Program Office. Directs such Office and the Great Lakes Research Office to submit the joint research plan to the Executive Committee of the Regional Collaboration. Authorizes appropriations for: (1) the Great Lakes Coordination Office; (2) research on fisheries and ecosystems in the Lower Great Lakes; and (3) the Director of the U.S. Geological Survey, for use by the Great Lakes Science Center. Reauthorizes national programs for the prevention, reduction, and elimination of pollution and authorizes the Administrator of the Environmental Protection Agency (EPA), in carrying out such programs, to provide technical assistance to rural and small municipalities to help in planning, developing, and acquiring financing for wastewater infrastructure assistance. Extends the payment period for water pollution control revolving loan funds. Authorizes a State to provide additional subsidization to benefit a municipality that meets specified requirements. Codifies: (1) the Great Lakes Interagency Task Force within EPA (as originally established by Executive Order 13340); and (2) the Framework for the Great Lakes Regional Collaboration.

Service Members' Enhanced Transition Services Act of 2005 - Requires the Secretary concerned to transmit to the Secretary of Veterans Affairs the service medical records of each Armed Forces member who is entitled to preseparation counseling and other services. Directs the Secretary concerned to: (1) require preseparation counseling for members (including officers) of reserve components being separated from service on active duty for more than 30 days; and (2) ensure that commanders authorize such members to obtain counseling during duty time. Requires preseparation counseling on: (1) certification and licensure requirements for civilian occupations; (2) civilian occupations that correspond to military occupational specialties; and (3) Government employment. Enlarges the scope of counseling topics. Extends preseparation counseling to members of the National Guard being separated from long-term duty. States that counseling locations shall include: (1) military installations; (2) armories and military family support centers of the National Guard; (3) Armed Forces inpatient medical care facilities; and (4) locations reasonably convenient for members on the temporary disability retired list. Directs the Secretaries of Defense and Homeland Security to require participation in the Department of Labor transitional services program unless members previously participated in the program or are returning to previously held employment or educational pursuits. Enlarges the scope of the Department of Labor transitional services program. Makes members of the reserve components being separated from service on active duty for a period of more than 30 days and members of the National Guard being separated from full-time National Guard duty eligible for such program.

Declares that the existence of racially restrictive covenants in housing documents is inconsistent with the principles and values embodied in Supreme Court precedent and the Fair Housing Act of 1968, and causes harm to not only property owners but to all members of American society. Commends California and the Missouri State Senate for taking roles in such covenants' removal. Urges States to enact laws that: (1) will more readily permit property owners to remove racially restrictive covenants from their property titles, deeds, or other documents; and (2) require homeowner associations to strike racially restrictive covenants from all declarations or other governing documents.

Motor Vehicle Owners' Right to Repair Act of 2005 - Requires a manufacturer of a motor vehicle sold or introduced into commerce in the United States to disclose to the vehicle owner or to a repair facility of the motor vehicle owner's choosing the information necessary to diagnose, service, or repair the vehicle. Sets forth protections for trade secrets. Instructs the Federal Trade Commission (FTC) to prescribe a uniform methodology for manufacturer disclosure in writing and on the Internet. Prohibits the FTC from prescribing rules that interfere with the authority of the Administrator of the Environmental Protection Agency (EPA) regarding motor vehicle emissions control diagnostics systems. States that manufacturer noncompliance with this Act constitutes an unfair method of competition and an unfair or deceptive act or practice affecting commerce within the purview of the Federal Trade Commission Act.

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the United States Mint at West Point, New York, Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Focus On Committed and Underpaid Staff for Children's Sake Act - FOCUS Act - Establishes: (1) the Child Care Provider Development and Retention Grant Program; and (2) the Child Care Provider Scholarship Program. Authorizes the Secretary of Health and Human Services to allot funds to eligible states (and Indian tribes and tribal organizations) for distribution directly, or at state option through local governments, to pay the federal share of the cost of making grants to eligible child care providers under both such programs. Healthy Early Education Workforce Grant Program Act - Authorizes the Secretary to allot funds to eligible states (and Indian tribes and tribal organizations) to pay for the federal share of the cost of providing access to affordable health benefits coverage for: (1) eligible child care providers; and (2) at state option, the spouses, domestic partners, and dependents of such providers. Directs the Secretary to conduct an evaluation of several such funded state programs representing various approaches to increasing the rate of coverage for child care providers.

Predatory Mortgage Lending Practices Reduction Act - Amends the Real Estate Settlement Procedures Act of 1974 to prohibit any person, in connection with a subprime federally related mortgage loan, from providing mortgage lending services or mortgage brokerage services unless such person is certified by the Secretary of Housing and Urban Development as having been adequately trained with regard to subprime lending. Amends the Truth in Lending Act to require lenders to establish a best practices plan, meeting certain criteria, to ensure compliance with such Act for high cost mortgages. Proscribes unfair or deceptive acts or practices in providing mortgage lending services for either a subprime federally related mortgage loan or for mortgage brokerage services for such a loan. Sets forth civil penalties for violations. Consumer Fairness Act - Amends the Consumer Credit Protection Act to declare unenforceable a written provision in any consumer contract or transaction which requires binding arbitration to resolve any controversy arising out of such transaction or contract, or the refusal to perform all or any part of the transaction. (Permits post-controversy arbitration agreements.) Amends the Community Development Banking and Financial Institutions Act of 1994 to authorize the Community Development Financial Institutions Fund to make grants to nonprofit community development corporations to educate and train borrowers and community groups regarding illegal and inappropriate predatory lending practices.

San Francisco Old Mint Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins emblematic of the San Francisco Old Mint Building, its importance to California and U.S. history, and its role in rebuilding San Francisco after the 1906 earthquake and fire. Requires that all surcharges received by the Secretary from such coin sales be promptly paid to the San Francisco Museum and Historical Society for purposes of rehabilitating the Historic Old Mint in San Francisco as a city museum and an American Coin and Gold Rush Museum.

Amends Federal transportation law to direct the Secretary of Transportation to prescribe a vehicle theft standard requiring automobile dealerships to verify ownership of a vehicle (including vehicle registration and driver's license) before providing a spare or replacement key for it. Sets forth a penalty for violation of such requirement.

Saudi Arabia Accountability Act of 2005 - Expresses the sense of Congress that the Government of Saudi Arabia must immediately and unconditionally: (1) cooperate fully with the United States in the investigation of terror groups and individuals; (2) close permanently all organizations in Saudi Arabia that fund, train, encourage, or in any way aid terrorism anywhere in the world; (3) end funding for terror organizations outside Saudi Arabia; and (4) block funding from private Saudi citizens and entities to Saudi-based or offshore terror organizations. Directs the President to prohibit certain exports to Saudi Arabia and restrict travel of certain Saudi diplomats if the President cannot certify to the appropriate congressional committees that the Government of Saudi Arabia: (1) is fully cooperating with the United States in investigating and preventing terrorist attacks; (2) has closed permanently all Saudi-based terror organizations; (3) has ended funding for any offshore terror organization; and (4) has made all efforts to block funding from private Saudi citizens and entities to offshore terror organizations. Allows the President to waive such sanctions for national security reasons.

Universal Right to Vote by Mail Act of 2005 - Amends the Help America Vote Act of 2002 to prohibit a State from imposing additional conditions or requirements on the eligibility of an individual to cast a vote in Federal elections by mail, except to the extent that it imposes a deadline for requesting the ballot and returning it to the appropriate State or local election official.

Breast Cancer Patient Protect Action of 2005 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group health plan or a health issuer offering group health insurance coverage that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan or issuer from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection; or (2) requiring that a provider obtain authorization from the plan or issuer for prescribing any such length of stay. Requires such a plan or issuer to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act; and (2) ensure that full coverage is provided for secondary consultations by specialists in the appropriate medical fields to confirm or refute a diagnosis of cancer. Applies such requirements to health insurance issuers offering coverage in the individual market.

America's Red Rock Wilderness Act of 2005 - Designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin; (2) Zion and Mojave Desert; (3) the Grand Staircase and the Escalante Canyons; (4) Moab-LaSal Canyons; (5) Henry Mountains; (6) Glen Canyon; (7) San Juan-Anasazi; (8) Canyonlands Basin; (9) San Rafael Swell; and (10) Book Cliffs and Uinta Basin. Sets forth administrative provisions regarding: (1) filing by the Secretary of the Interior of a map and a legal description of each designated wilderness area with appropriate congressional committees; (2) the exchange of State-owned lands within such areas; (3) Federal reservation of water rights; (4) measurement of setbacks for roads with wilderness; (5) authorized livestock grazing; and (6) withdrawal of such lands from disposition under certain public land laws.
