Sanctity of Human Life Act - Declares that: (1) the right to life guaranteed by the Constitution is vested in each human and is the person's paramount and most fundamental right; (2) each human life begins with fertilization, cloning, or its functional equivalent, at which time every human has all legal and constitutional attributes and privileges of personhood; and (3) Congress, each state, the District of Columbia, and all U.S. territories have the authority to protect all human lives.

Fallen Hero Commemoration Act - Directs the Secretary of Defense to grant access to accredited members of the media: (1) at military commemoration ceremonies and military memorial services for members of the Armed Forces who have died on active duty; and (2) when the remains of such members arrive at U.S. military installations. Authorizes the Secretary to establish the policy for media accreditation.

Broadcaster Freedom Act of 2009 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC), notwithstanding any other provision of any Act, from having the authority to require broadcasters to present opposing viewpoints on controversial issues of public importance, commonly referred to as the Fairness Doctrine.

Freight Rail Infrastructure Capacity Expansion Act of 2009 - Amends the Internal Revenue Code to allow: (1) a tax credit for 25% of the cost of new qualified freight rail infrastructure property and qualified locomotive property; and (2) a taxpayer election to expense the cost of qualified freight rail infrastructure property (i.e., deduct all costs in the current taxable year). Terminates such credit and expensing election after 2012.

Excludes funds provided for the National Guard Youth Challenge Program by federal agencies other than the Department of Defense (DOD) from the matching-funds requirement. Authorizes appropriations for FY2010 to the Secretary of Defense to carry out the Program.

Establishes the National Commission on Presidential War Powers and Civil Liberties to investigate, and report to the President and Congress on, the broad range of policies of the Bush Administration that were undertaken under claims of unreviewable war powers, including: (1) detention by the Armed Forces and the intelligence community; (2) the use by such entities of enhanced interrogation techniques or techniques not authorized by the Uniform Code of Military Justice; (3) "ghosting" or other policies intended to conceal an individual's capture or detention; (4) extraordinary rendition; and (5) domestic warrantless electronic surveillance.

Ronald Reagan Centennial Commission Act - Establishes the Ronald Reagan Centennial Commission to: (1) plan and carry out activities to honor Ronald Reagan on the occasion of the 100th anniversary of his birth; (2) provide assistance to governmental agencies and civic groups to carry out such activities; and (3) develop other federal activities to honor Ronald Reagan.

Belated Thank You to the Merchant Mariners of World War II Act of 2009 - Establishes in the Treasury the Merchant Mariner Equity Compensation Fund for payments by the Secretary of Veterans Affairs of a monthly benefit of $1,000 to each individual who, between December 7, 1941, and December 31, 1946, was a documented member of the U.S. merchant marine (including the Army Transport Service and the Naval Transport Service) serving as a crewmember of a vessel that was operated in U.S. waters by the War Shipping Administration or the Office of Defense Transportation and under contract to, or the property of, the United States. Requires such individuals to: (1) apply for such benefit before October 1, 2009; and (2) not have received benefits under the Servicemen's Readjustment Act of 1944. Requires the Secretary to include, in annual budget documents submitted to Congress, detailed information on the Fund's operation.

Guam World War II Loyalty Recognition Act - Recognizes the suffering and the loyalty of the people of Guam during the Japanese occupation of Guam in World War II. Directs the Secretary of the Treasury to make specified payments to: (1) living Guam residents who were raped, injured, interned, or subjected to forced labor or marches resulting from, or incident to, such occupation and subsequent liberation; and (2) survivors of compensable residents who died in war or survivors of compensable injured residents (such payments to be made after payments have been made to surviving Guam residents). Defines "compensable Guam decedent" and "compensable Guam victim." Directs the Foreign Claims Settlement Commission to specify injuries that would constitute a severe personal injury or a personal injury. Authorizes the Commission to adjudicate claims and determine payment eligibility. Requires: (1) claims to be filed within one year after the Commission publishes public notice of the filing period in the Federal Register; and (2) the Commission to make filing period information available to the public through the media in Guam. Directs the Secretary of the Interior to establish a grant program for research, educational, and media activities that memorialize the events surrounding the occupation of Guam during World War II or honor the loyalty of the people of Guam during such occupation, or both.

National Right-to-Carry Reciprocity Act of 2009 - Amends the federal criminal code to establish a national standard for the carrying of concealed firearms (other than a machinegun or destructive device) by non-residents. Authorizes a person who has a valid permit to carry a concealed firearm in one state and who is not prohibited from carrying a firearm under federal law to carry a concealed firearm in another state in accordance with the restrictions of that state or as specified under this Act.

Presidential Signing Statements Act of 2009 - Requires the President to transmit to the Speaker of the House of Representatives, the chairmen of the House and Senate Committees on the Judiciary, and to the Senate Majority Leader each signing statement that declares or insinuates the President's intention to disregard provisions of any bill he has signed into law because he believes it is unconstitutional. Requires the President, on the same day that he signs such statement, to transmit it to the Librarian of Congress who shall place it on the Thomas Web site administered by the Library with all other such statements during that Congress. Requires the Attorney General, Deputy Attorney General, or White House Counsel to testify before such congressional committees at the behest of any single Member of either committee to explain the meaning and justification of every presidential signing statement covered by this Act. Prohibits executive privilege from being recognized as a valid basis for refusing to appear or refusing to answer a question pertinent to the legal reasoning behind a signing statement or its legal ramifications. Bars authorization or expenditure of federal funds to implement any law accompanied by a presidential signing statement noncompliant with this Act.

National Guardsmen and Reservists Parity for Patriots Act - Amends the National Defense Authorization Act for Fiscal Year 2008 to back-date to September 11, 2001, the period of active duty or performed active service, in support of a contingency operation or in other emergency situations, for which members of Ready Reserve components of the armed forces shall receive credit in determining eligibility for early receipt of non-regular service retired pay.

Seniors' Health Care Freedom Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to remove the affidavit requirement applicable to the use of private contracts with practitioners under Medicare. Declares that no persons otherwise eligible for old-age benefits under Social Security shall be denied such benefits because of their voluntary refusal to participate in any part of the Medicare program.

Workers Severance Tax Reduction Act of 2009 - Amends the Internal Revenue Code to exclude from the gross income of individual taxpayers severance payments up to $150,000 for separation from employment due to a workforce reduction. Terminates such exclusion after 2010.

Social Security Preservation Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to require the Managing Trustee of the Board of Trustees of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund (Social Security Trust Funds) to ensure that the annual surplus of the Social Security Trust Funds is invested in: (1) marketable interest-bearing obligations of the United States or obligations guaranteed by the United States; or (2) certificates of deposit in insured depository institutions. Outlines requirements for determining the annual surplus of the Trust Funds. Prohibits disinvestment of Social Security Trust Fund amounts from public debt obligations, any refraining from making such investments, or any delay in making normal deposits in such Trust Funds for public debt limit-related purposes. Authorizes, with certain conditions, the sale of Social Security Trust Fund public debt obligations for the payment of cash benefits and administrative expenses.

Stop the Congressional Pay Raise Act - Declares that no automatic pay adjustment shall be considered to have taken effect in FY2010 in the rates of basic pay for Members of Congress under the General Schedule (thus eliminating the pay adjustment for Members for such fiscal year).

Social Security for Americans Only Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) prohibit the wages earned, and self-employment income derived, by individuals who are not U.S. citizens or nationals from being credited for coverage under the OASDI program; and (2) authorize the President to enter into (totalization) agreements with other nations to resolve entitlement and participation questions about their respective social security systems, taking into account such limitation on the crediting of wages and self-employment.

Requires government contributions for health benefits for an individual who first becomes an annuitant by reason of retirement from employment with the United States Postal Service on or after July 1, 1971, or for a survivor of such an individual or of an individual who died on or after that date while employed by the Postal Service, to be paid first from the Postal Service Retiree Health Benefits Fund up to the amount contained in the Fund, with any remaining amount paid by the Postal Service (current law requires such contributions to be paid by the Postal Service through September 30, 2016).

Veterans Outreach Improvement Act of 2009 - Directs the Secretary of Veterans Affairs to establish, maintain, and modify as necessary procedures for ensuring the effective coordination of outreach activities of the Department of Veterans Affairs (VA) between and among the Office of the Secretary, the Office of Public Affairs, the Veterans Health Administration, the Veterans Benefits Administration, and the National Cemetery Administration. Directs the Secretary to give priority to state and county outreach assistance in locations that: (1) have relatively large concentrations of veterans; or (2) are experiencing growth in veteran populations. Authorizes the Secretary to make grants to state or county veterans agencies for state and local outreach services.

Illegal Alien Crime Reporting Act of 2009 - Prohibits a state or political subdivision thereof from receiving funds under any program or activity administered by the Department of Homeland Security (DHS) unless the state: (1) compiles statistics on each person who is arrested, charged with a crime, convicted, or incarcerated after being convicted of a crime by the state or political subdivision, including each person's crime, immigration status, and country of origin; (2) reports such statistics monthly to the Federal Bureau of Investigation (FBI); and (3) certifies compliance with these requirements monthly to the Secretary of Homeland Security. Requires each federal agency to: (1) compile such statistics for any person it arrests, charges, prosecutes to conviction, or incarcerates after conviction of a crime; and (2) report such statistics monthly to the FBI. Directs the FBI to publish all statistics reported under this Act annually as a separate data collection of the FBI's Uniform Crime Reports.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Amends the Emergency Economic Stabilization Act to revise the process for exercising the authority of the Secretary of the Treasury to make purchases of troubled assets in any amount in excess of the $350 billion previously obligated. Changes the Joint Resolution of Disapproval, regarding the exercise of such authority, to a Joint Resolution of Approval. Prohibits the Secretary, that is, from exercising any authority to make any such purchases unless a joint resolution approving the plan is enacted into law.

Bringing Accounting, Increased Liquidity, Oversight and Upholding Taxpayer Security Act of 2008 or the No BAILOUTS Act of 2008 - Directs the Securities and Exchange Commission (SEC) to report to Congress on the effect of its clarification on fair value accounting issued September 30, 2008. States that the order of the SEC issued September 17, 2008, continues in effect until: (1) canceled or withdrawn by the SEC; or (2) repealed by an Act of Congress. Directs the SEC to: (1) reinstate rule 10a-1 (uptick rule on short sales of securities); (2) rescind rule 201 of regulation SHO; and (3) reinstate the price test restrictions that applied to short sales of securities before its action in the proceeding entitled "Regulation SHO and Rule 10a-1," adopted June 28, 2007. Requires the Board of Directors of the Federal Deposit Insurance Corporation (FDIC) to establish a net worth certificate program to provide capital to assist insured depository institutions to resolve solvency problems. Amends the Federal Deposit Insurance Act and the Federal Credit Union Act to increase from $100,000 to $250,000 the standard maximum deposit and share insurance amount.

Senator Paul Simon Water for the Poor Enhancement Act of 2008 - Amends the Foreign Assistance Act of 1961 to direct the Administrator of the United States Agency for International Development (USAID) to establish the Office of Water which shall: (1) implement the Senator Paul Simon Water for the Poor Act of 2005; and (2) place primary emphasis on providing safe drinking water, sanitation, and hygiene. Directs the Secretary of State to establish the Bureau for International Water within the Office of the Under Secretary for Democracy and Global Affairs which shall: (1) coordinate U.S. diplomatic policy regarding global freshwater issues; and (2) ensure that international freshwater issues are represented within the U.S. government. Amends the Senator Paul Simon Water for the Poor Act of 2005 to: (1) direct the Secretary and the Administrator to establish in every priority country a program to train local water and sanitation managers to promote government capacity to provide access to safe drinking water and sanitation; and (2) require that the water for peace and security report includes an assessment of current and likely future political tensions over water sources and an assessment of the future impacts of global climate change on water supplies. Amends the Foreign Assistance Act of 1961to authorize grants through USAID to develop technologies for providing clean water and sanitation in high priority countries with limited resources and infrastructure.

Fair Elections Now Act - Amends the Federal Election Campaign Act of 1971 (FECA) with respect to: (1) eligibility and qualifying contribution requirements, seed money limits, and benefits of fair elections financing of campaigns for election to the U.S. House of Representatives; (2) establishment of a House Fair Elections Fund; (3) eligibility for Fund allocations as well as such allocations; (4) a seed money contribution requirement; (5) contribution and expenditure requirements; (6) certification of whether or not a federal election candidate is a participating candidate; (7) benefits for participating candidates; (8) payment of fair fight funds; (9) administration of the House Fair Elections System; (10) reporting requirements for nonparticipating candidates; (11) modification of electioneering communication reporting requirements; and (12) the limitation on coordinated expenditures by political party committees with participating candidates. Amends the Communications Act of 1934 with respect to the deposit of proceeds from recovered spectrum auctions. Establishes the Fair Elections Review Commission. Amends the Communications Act of 1934 to: (1) entitle participating candidates to receive specified reduced broadcast rates in certain circumstances; and (2) provide for political advertisement vouchers for them. Directs the Federal Election Commission (FEC) to charge non-public broadcast stations a spectrum use fee, which shall be deposited into the House Fair Elections Fund. Amends federal postal law to prohibit franked mass mailings by Members of Congress (except notices of public meetings) during the 90 days before primary and general election periods, unless they are not candidates for re-election. Amends FECA to: (1) empower the FEC to petition the U.S. Supreme Court for a proceeding on certiorari; (2) revise requirements for filing with the FEC by House candidates; and (3) reduce from 48 to 24 hours the deadline for electronic filing with the FEC of reports by each political committee of contributions received within 90 days before an election.

Requires, beginning with FY2010, a two-fiscal-year budget authority for the following accounts of the Department of Veterans Affairs (VA): (1) Medical Services; (2) Medical Administration; and (3) Medical Facilities. Requires the Comptroller General to conduct a study on the adequacy and accuracy of VA baseline model projections for health care expenditures.

Taxpayer Reimbursement Act of 2008 - Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992, as amended by the Federal Housing Finance Regulatory Reform Act of 2008, to require the Director of the Federal Housing Finance Agency to suspend temporarily any allocations by the Federal National Mortgage Association (Fannie Mae) or the Federal Home Loan Mortgage Corporation (Freddie Mac) upon: (1) the appointment of a conservator or receiver, and for the duration of a conservatorship or receivership; or (2) a finding that the federal government has not been fully reimbursed for the costs of such a conservatorship. Repeals the reduced percentages for calendar years 2010 and 2011 to require the use of 100% of certain Fannie Mae and Freddie Mac allocations to reimburse the Treasury for payments on bonds of the HOPE for Homeowners Program for calendar 2009-2001. Suspends the annual goals and duties established for Fannie Mae or Freddie Mac during any period it is in conservatorship or receivership.

Timber Revitalization and Economic Enhancement Act II of 2008 - Amends the Internal Revenue Code to make permanent: (1) the reduction in the rate of tax on the net timber gain of corporations; and (2) rules for the treatment of timber real estate investment trust (REIT) gains, mineral royalty income, and prohibited transactions.

Amends the Food, Conservation, and Energy Act of 2008 to exempt from the prohibition on receiving direct payments, counter-cyclical payments, or average crop revenue election payments when the sum of a farm's base acres is 10 acres or less: (1) a farm owned by a socially disadvantaged or limited resource farmer or rancher; or (2) a producer whose aggregate total base acres of all farms are greater than 10 acres, including farms owned by a producer or operated by a producer with the owner's concurrence, including farms operated under a crop-share lease arrangement. Permits a producer to reconstitute any farms to exceed the 10 base acre minimum through consolidation of the farms' base acreage.

New IDEA (Illegal Deduction Elimination Act) - Amends the Internal Revenue Code to deny a tax deduction for wages and benefits paid to or on behalf of an unauthorized alien. Directs the Commissioner of Social Security and the Secretaries of Homeland Security and the Treasury to jointly establish a program to share information that may lead to the identification of unauthorized aliens. Requires the Secretary of the Treasury to provide taxpayer identity information to the Commissioner of Social Security and the Secretary of Homeland Security on employers who paid nondeductible wages to unauthorized aliens and on the aliens to whom such wages were paid. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to: (1) make permanent the pilot program for verifying the employment eligibility of alien workers (E-Verify Program); (2) apply such program to current employees in addition to new hires; and (3) establish a rebuttable presumption that employers who participate in the pilot program have not violated the prohibition against continued employment of unauthorized aliens.

Carbon Reduction Technology Bridge Act of 2008 - Amends the Internal Revenue Code to allow: (1) seven-year amortization of mechanical or electronic systems that are installed on a coal-fired electric generation unit after 2007 and that reduce carbon dioxide emissions; (2) a tax credit for the production of electricity using closed-loop biomass co-fired with coal; (3) a tax credit for investment in qualified clean coal electric generation units; (4) a tax credit for investment in carbon dioxide capture, transport, and storage property which is part of a qualified coal-fired electric generation unit; and (5) a tax credit for investment in clean energy coal bonds.

National Conservation, Environment, and Energy Independence Act - Terminates all federal prohibitions on expenditures of funds to conduct natural gas, oil, oil shale, and energy production leasing and preleasing activities for federal lands. Revokes withdrawals of federal submerged lands of the Outer Continental Shelf (OCS) from leasing for natural gas and oil exploration, development, and production. Amends the Tax Relief and Health Care Act of 2006 to repeal the moratorium on oil and gas leasing in certain areas of the Gulf of Mexico. Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008 to repeal the prohibition on using funds to prepare or publish final regulations regarding a commercial leasing program for oil shale resources on public lands or to conduct an oil shale lease sale pursuant to the Energy Policy Act of 2005. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from issuing any lease authorizing exploration for, or development of, natural gas or oil in any OCS area that is located: (1) within 25 miles of the coastline of a state; or (2) more than 25 miles and less than 50 miles from the coastline of a state that has enacted, within one year, a law disapproving of such a lease. Provides for the allocation of sums collected under qualified leases on submerged land made available for leasing under this Act. Establishes the Conservation Reserve, the Environment Restoration Reserve, the Renewable Energy Reserve, and the Carbon Capture and Sequestration Reserve. Establishes the state seaward boundaries under the Outer Continental Shelf Lands Act. Amends the Clean Air Act to allow the use of woody biomass from federal forest lands for the production of renewable energy. Amends the Energy Independence and Security Act of 2007 to repeal provisions prohibiting federal procurement of an alternative or synthetic fuel for any mobility-related use unless the contract specifies that the lifecycle greenhouse gas emissions associated with the production and combustion of the fuel supplied must be less than or equal to such emissions from the equivalent conventional fuel. Amends the Internal Revenue Code to revise provisions concerning tax credit extensions and deductions for renewable energy, alternative fuel, and energy conservation. Requires the Secretary of Energy to publish a plan for exchanging light grade petroleum from the Strategic Petroleum Reserve (SPR) for heavy grade petroleum. Establishes and provides for the allocation of the Energy Independence and Security Fund, including providing funding for: (1) researching and developing wind, solar, ocean and wave, and geothermal energy; (2) conducting energy efficiency projects; and (3) fostering the development of domestic energy production.

Department of Defense Service Dog Pilot Program Act of 2008 - Directs the Secretary of Defense to establish and carry out a two-year pilot program to furnish service dogs to any member of the Armed Forces: (1) who has a service-connected disability, including a disability that limits mobility; and (2) for whom a service dog may be of substantial benefit in the treatment of such disability.

Second Amendment Enforcement Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 (FCRA) to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" as any firearm which shoots, is designed to shoot, or is readily restored to shoot automatically, more than one shot without manual reloading by a single function of the trigger. Includes the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; (2) requirement that licensed firearms dealers keep records of ammunition received into inventory and ammunition sold or transferred; and (3) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Amends FCRA to allow an individual to possess ammunition in the District if the individual owns (currently, holds the valid registration certificate for) a firearm of the same guage or caliber as such ammunition. Eliminates criminal penalties for possessing an unregistered firearm. Amends federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person. Amends the federal criminal code to make it lawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver a handgun to a District resident if such individual is licensed in Maryland or Virginia to do so.
