Supports the U.S. Stimson Doctrine to not recognize territorial changes effected by force, and affirms that this policy should continue to guide U.S. foreign policy. Condemns Russia's military intervention and occupation of Georgia and its continuous illegal activities along the occupation line in Abkhazia and Tskhinvali region/South Ossetia. Calls upon Russia to: (1) withdraw its recognition of Georgia's territories of Abkhazia and the Tskhinvali region/South Ossetia as independent countries, (2) refrain from acts and policies that undermine Georgia's sovereignty and territorial integrity, and (3) take steps to fulfill the August 12, 2008, Ceasefire Agreement between Georgia and the Russian Federation. Urges the United States to: (1) declare that it will not recognize Russian de jure or de facto sovereignty over any part of Georgia, including Abkhazia and the Tskhinvali region/South Ossetia; (2) deepen cooperation with Georgia, including Georgia's advancement towards Euro-Atlantic integration; and (3) enhance Georgia's security through joint military training and the provision of self-defensive capabilities. Affirms that a free, united, democratic, and sovereign Georgia is in the long-term U.S. interest.

Transparent Environment in School Testing for Lead Act or the TEST for Lead Act This bill amends the Safe Drinking Water Act to condition a state's receipt of funding from the Drinking Water State Revolving Fund on the state establishing a program to test for lead in school drinking water. Program requirements include testing water from: (1) faucets used for food preparation, (2) sinks in bathrooms, and (3) drinking water coolers. Testing must be conducted at least biannually at schools built prior to 1996 and at least annually at schools built in 1996 or after. Additionally, local education agencies must notify parents, the Environmental Protection Agency (EPA), and the state in which they are located within 48 hours if a level of lead exceeds the EPA's lead action level.

This bill directs the Department of State to: (1) develop a strategy to obtain membership status for India in the Asia-Pacific Economic Cooperation (APEC) forum, including participation in related meetings, working groups, activities, and mechanisms; and (2) urge APEC member states to support India's membership.

Women and Minorities in STEM Booster Act of 2016 This bill requires the National Science Foundation to award competitive grants to enable eligible entities to carry out the activities specified below in order to increase the participation of women and underrepresented minorities in the fields of science, technology, engineering, and mathematics (STEM). An eligible entity that receives a grant shall use grant funds to carry out one or more of the following activities designed to increase the participation of women or minorities underrepresented in science and engineering, or both: online workshops, mentoring programs that partner STEM professionals with students, internships for undergraduate and graduate students in STEM fields, outreach programs providing elementary and secondary school students with opportunities to increase their exposure to STEM fields, and programs to increase the recruitment and retention of underrepresented faculty.

National Landslide Loss Reduction Act This bill requires the U.S. Geological Survey (USGS) to establish a national program to identify landslide hazards and reduce losses from landslides. The USGS shall: develop a national strategy for research on landslides and landslide hazards; develop and maintain a landslide hazard assessment system and a national landslide hazard inventory database; in coordination with state geological surveys, conduct federal-state working groups to establish regional priorities for identifying, mapping, and assessing hazards and develop and implement guidelines for geologists and geological and geotechnical engineers; compile, maintain, and evaluate data on landslide hazard stabilization and reduction of losses and on the nationwide impact of landslides on health and safety, the economy, and the environment; and in coordination with the National Oceanic and Atmospheric Administration (NOAA), the National Weather Service (NWS), the Federal Emergency Management Agency (FEMA), and state geological surveys, develop and disseminate guidelines and training materials (in coordination with specified entities) for planners and decision makers on the use of the system and reducing losses from landslides. NOAA and the NWS shall develop and disseminate landslide-related curricula and training modules for state and local officials and emergency managers. The bill establishes an Interagency Coordinating Committee on Landslides and an Advisory Committee on Landslides. The Department of the Interior shall make grants to support: (1) state and local government efforts to map and assess landslide hazards; and (2) efforts by institutions of higher education, state and local governments, and nongovernmental entities to research landslides.

Training Tomorrow's Doctors Today Act This bill amends title XVIII (Medicare) of the Social Security Act to require the Centers for Medicare & Medicaid Services (CMS) to increase, for purposes of Medicare payment, the otherwise applicable resident limit for qualifying hospitals. The bill establishes a process for distributing the new residency positions. The bill eliminates the use of three-year rolling averages with respect to calculating, for purposes of Medicare payment, specified limits on certain new or redistributed residency positions. With respect to specified hospitals, all of the time spent by an intern or resident in an approved medical residency training program, regardless of setting, shall be counted for purposes of determining a hospital's number of residents. The bill revises payment rules for graduate medical education (GME) costs with respect to a hospital that establishes a new medical residency training program. With respect to a hospital that has not entered into a GME affiliation agreement, CMS shall establish the hospital's resident amount only after determining that the hospital trains more a specified number of residents. Similarly, CMS shall adjust a hospital's limitation on allopathic and osteopathic residents only after determining that the hospital trains more than a specified number of residents. In specified cases, CMS shall provide a hospital an opportunity to have its resident amount reestablished and its limitation adjustment re-determined. The bill also revises provisions regarding: (1) aggregation rules relating to resident limits, and (2) the period of board eligibility for residents who change specialties. CMS shall establish and implement procedures for adjusting a hospital's indirect medical education payments based on specified performance measures.

Advancing Medical Resident Training in Community Hospitals Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to revise payment rules for graduate medical education (GME) costs with respect to a hospital that establishes a new medical residency training program. With respect to a hospital that has not entered into a GME affiliation agreement, the Centers for Medicare & Medicaid Services (CMS) shall establish the hospital's full-time equivalent (FTE) resident amount only after determining that the hospital's medical residency training program trains more than 1.0 FTE resident in a cost reporting period. In the case of a hospital with an approved FTE resident amount based on the training of no more than 1.0 FTE resident in a cost reporting period before October 1, 1997, or 3.0 FTE residents in a cost reporting period after that date, CMS shall provide the hospital an opportunity to have its FTE resident amount reestablished when the hospital begins training FTE residents in excess of the applicable threshold. Current law limits the number, subject to the application of certain adjustments, of FTE residents a hospital may have in allopathic and osteopathic medicine for purposes of Medicare payment. The bill specifies that CMS shall determine a hospital's limitation adjustment only after determining that the hospital's medical residency training program trains more than 1.0 FTE residents in a cost reporting period. In the case of a hospital with a limitation adjustment based on the training of no more than 1.0 FTE resident in a cost reporting period before October 1, 1997, or 3.0 FTE residents in a cost reporting period after that date, CMS shall provide the hospital an opportunity to have its adjustment re-determined when the hospital begins training FTE residents in excess of the applicable threshold.

Federal Firefighter Pay Equity Act This bill includes in the determination of a federal firefighter's average pay for purposes of computing retirement and annuity benefits one-half of a firefighter's basic hourly rate times the number of overtime hours included in such firefighter's regular tour of duty for a year.

Veteran Urgent Access to Mental Healthcare Act This bill directs the Department of Veterans Affairs (VA) to establish a program to provide former members of the Armed Forces with: (1) an initial mental health assessment; and (2) health care services required to treat the former member's urgent mental health care needs, including risk of suicide or harming others. A former member of the Armed Forces is an individual who meets either of the following criteria: the individual is a former member of the Armed Forces, including the reserve components, who served in the active military, naval, or air service, and was discharged or released under a condition less than honorable (except a dishonorable or bad conduct discharge by reason of a general court martial), has applied for a character of service determination that has not yet been made, and is not otherwise eligible to enroll in the VA health care system by reason of such discharge or release; or the individual is a veteran not otherwise eligible for VA health care. The VA may provide such mental health care services pursuant to a contract with a qualified mental health professional if: (1) the receipt of mental health care services by an individual in VA facilities would be clinically inadvisable, or (2) VA facilities are not capable of furnishing such mental health care services to that individual economically because of geographical inaccessibility. The VA shall seek to enter into a contract with an independent nongovernmental entity to study the effect combat service has had on suicide rates and serious mental health issues among veterans.

Protection of the Right of Tribes to stop the Export of Cultural and Traditional Patrimony Resolution or the PROTECT Patrimony Resolution Condemns the theft, illegal possession or sale, transfer, and export of tribal cultural items. Calls upon: (1) the Departments of the Interior, State, Commerce, Homeland Security, and Justice to consult with tribes and traditional Native American religious leaders in addressing this issue, to take affirmative action to stop these practices, and to secure repatriation of tribal cultural items; and (2) the Government Accountability Office to determine the scope of illegal trafficking in tribal cultural items and identify steps required to end such trafficking. Expresses support for restrictions on the export of tribal cultural items.

Encourages the deployment and coordination of regional advanced ballistic missile defense systems. Promoting Travel, Commerce, and National Security Act of 2016 This bill amends the federal criminal code to allow the United States to prosecute certain U.S. employees who engage in conduct in Canada that would constitute a federal criminal offense if the conduct had occurred in the United States. This bill applies to employees, contractors, and grantees of a U.S. department or agency other than the Department of Defense who are stationed in Canada pursuant to a border security initiative.

Affirms that it is in the U.S. national interest to become a formal signatory to the United Nations Convention of the Law of the Sea. Urges the Senate to give its advice and consent to the convention's ratification. Recommends the ratification remain a top Administration priority, having received bipartisan support from every President since 1994, and having most recently been underscored by the strategic challenges the United States faces in the Asia-Pacific region and more specifically in the South China Sea.

Green Stormwater Infrastructure Investment Act This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to assist state, tribal, and local governments to invest in green stormwater infrastructure. Green stormwater infrastructure is a stormwater management technique that uses natural or engineered systems designed to promote the uptake and filtration of stormwater at its source to protect habitats and reduce flood risks. The bill establishes a 20% reserve within each state's Water Pollution Control Revolving Fund for installation, operation, and maintenance of green stormwater infrastructure. The Department of Transportation must prioritize projects that include green stormwater infrastructure for competitive federal transportation infrastructure grants. The bill also authorizes the Environmental Protection Agency to extend National Pollutant Discharge Elimination System permits for green stormwater infrastructure systems for up to 10 years.

Veteran Suicide Prevention Act This bill directs the Department of Veterans Affairs (VA) to complete a publicly available review of the deaths of all covered veterans who died by suicide during the preceding five-year period. Such review shall include: the total number of veterans who died by suicide during the five-year period; a summary that includes age, gender, and race; a list of the medications prescribed to, and found in the systems of, such veterans at the time of their deaths, and a summary of medical diagnoses by VA physicians which led to the prescribing of such medications; the number of instances in which the veteran was concurrently on multiple medications prescribed by VA physicians; the percentage of veterans who were not taking any medication prescribed by a VA physician; the percentage of veterans with combat experience or trauma; Veterans Health Administration facilities with markedly high prescription and patient suicide rates; a description of VA policies governing the prescribing of medications; and recommendations to improve the safety and well-being of veterans. "Covered veteran" means any veteran who received VA hospital care or medical services during the five-year period preceding the veteran's death.

Russell National School Lunch Act to require a school food authority that purchases fish or fish products for a school lunch or breakfast program to purchase, to the maximum extent practicable, fish harvested within U.S. waters or tuna harvested by a U.S.-flag vessel.

Recognizes the historical significance of February 19, 1942, the date Executive Order 9066 was signed by President Roosevelt, restricting the freedom of Japanese Americans, German Americans, and Italian Americans, and legal resident aliens through required identification cards, travel restrictions, seizure of personal property, and incarceration. Expresses support for the goals of the Japanese American, German American, and Italian American communities in recognizing a National Day of Remembrance to increase public awareness of such events.

Firefighter Cancer Registry Act of 2016 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary patient registry to monitor, collect, and make available epidemiological information related to cancer incidence and trends among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) encourage the inclusion in the registry of data on minority, female, and volunteer firefighters; and (2) seek feedback on the registry from nonfederal experts. The CDC must develop an approval process for making registry data available for research without a fee if findings or publications derived from the research are made public or available to stakeholders.

Keeping American Jobs Act This bill amends the Immigration and Nationality Act to prohibit the admission of an H-1B visa (specialty occupation) nonimmigrant worker if the Department of Labor determines that the H-1B application was filed by the prospective employer for the primary purpose of using one or more U.S. workers to train the H-1B worker in the job duties and responsibilities of the U.S. workers in order to lay off the U.S. workers and move their job or jobs abroad, unless the application states that the employer did not and will not displace a U.S. worker within the period beginning 90 days before and ending 90 days after the date of filing of any visa petition supported by the application.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for its operations.

Federal Adjustment of Income Rates Act or the FAIR Act This bill increases the rates of basic pay for federal employees under the statutory pay systems (relating to the General Schedule, the U.S. Foreign Service, and the Veterans Health Administration) and for prevailing rate employees by 3.9% for FY2017. The percentage adjustment for locality-based comparability payments for calendar year 2017 shall be an increase of 1.4%.

100 Years of Women in Congress Act This bill amends the Food, Agriculture, Conservation, and Trade Act of 1990 to designate as Jeannette Rankin Women and Minorities in STEM Fields Program Grants the current research and extension grants to increase participation by women and underrepresented minorities from rural areas in the fields of science, technology, engineering, and mathematics (STEM).

This bill makes eligible for TRICARE health care benefits certain National Guard members (and dependents) who are performing disaster response duty, if the performance of such a duty immediately follows a period in which the member served on full-time additional National Guard duty. "Disaster response duty" means duty performed by a member of the National Guard in state status pursuant to an emergency declaration by the state governor (or, for the District of Columbia, by the mayor) in response to a disaster or in preparation for an imminent disaster.

United States Fish and Wildlife Service Resource Protection Act This bill authorizes the U.S. Fish and Wildlife Service (USFWS) to seek compensation from individuals or entities for costs or damages for destroying, causing the loss of, or injuring any living, nonliving, historical, cultural, or archaeological resource on land managed by the USFWS, or for causing the USFWS to carry out actions to prevent, minimize, or abate such destruction, loss, or injury. Amounts recovered as a result of such destruction, loss, or injury must be made available to USFWS to: (1) reimburse response costs and damage assessments; (2) restore, replace, or acquire the equivalent of a resource that was destroyed, lost, or injured; or (3) monitor and study those resources.

Treating Small Airports with Fairness Act of 2016 This bill requires the Transportation Security Administration (TSA) to conduct, and provide all necessary staff and equipment for, security screening at any airport that lost commercial air service on or after January 1, 2013, if the airport operator submits: (1) a request for the TSA to conduct such screening, and (2) written confirmation of a commitment from a commercial air carrier that it intends to resume service at the airport within one year. The TSA shall ensure that the process of implementing security screening at such an airport is complete by the later of: (1) 90 days after the operator of the airport submits a request, or (2) the date on which the carrier intends to resume service.

Military Retiree Employment Act This bill permits, for a specified five-year period, retired members of the Armed Forces to be appointed to civil service positions in or under the Department of Defense (DOD) during the first 180 days after retirement without meeting current requirements regarding: (1) appointment authorization, (2) basic pay increase, or (3) existence of a state of national emergency. The Office of Personnel Management shall establish an oversight plan to monitor such appointments. DOD shall ensure that every DOD employee is informed, within one calendar day, of the publication of a vacancy within that employee's office that requires qualifications related to the employee's current duties. DOD shall ensure for 10 years that each employee who is a veteran and who is newly hired or appointed to a DOD position shall be informed of the effect of certain DOD guidelines for reduction in force protection.

This bill extends through FY2022 (at increasing monthly amounts for each fiscal year) the special survivor indemnity allowance for a surviving or former spouse of a deceased member of the Armed Forces whose annuity under the survivor benefit program is offset by the amount of dependency and indemnity compensation received from the Department of Veterans Affairs.

Lake Berryessa Recreation Enhancement Act of 2016 This bill establishes as the Lake Berryessa Recreation Area specified land administered by the Bureau of Reclamation that is underlying or adjacent to Lake Berryessa in California, including any improvements. The bill transfers the administrative jurisdiction over the area from the Bureau of Reclamation to the Bureau of Land Management (BLM) of the Department of the Interior. Interior shall develop a management plan for the area and may establish guidelines and restrictions on recreational uses to ensure the safety and security of recreational users. Interior may also issue recreation concession permits, including at the area, to allow a third party to provide facilities and services to visitors on lands and waters managed by the BLM in support of outdoor recreational opportunities. Reclamation shall continue to administer and operate the Monticello Dam and any related facility, including any power facility.

Distribution and Promotion of Rights and Knowledge Act of 2016 or the DPRK Act of 2016 This bill amends the North Korean Human Rights Act of 2004 to authorize the President, through the Department of State, to: (1) distribute or provide grants to distribute information receiving devices, electronically readable devices, and other informational sources into North Korea; and (2) establish a grant program, which may involve public-private partnerships, to develop and/or distribute new products or methods to allow North Koreans easier access to outside information. The Broadcasting Board of Governors may broadcast American, Korean, Chinese, and other popular music, television, movies, and popular cultural references as part of its programming. The Board shall broadcast to North Korea in the Korean language information on rights, laws, and freedoms afforded through the North Korean Constitution, the Universal Declaration of Human Rights, the United Nations Commission of Inquiry on Human Rights in the Democratic People's Republic of Korea, and any other applicable treaties or international agreements to which North Korea is bound.

Education for Jobs Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to make an individual eligible to apply for a loan under the William D. Ford Federal Direct Loan program if that individual: (1) is carrying at least three credit hours or the equivalent coursework for the course of study the individual is pursuing, (2) is enrolled in an educational program leading to a degree or certificate, and (3) was employed on a full-time basis for at least 10 years. It makes those students eligible for interest subsidies. It requires the repayment period for such a loan to begin the day after six months after the student ceases to meet the loan eligibility requirements.

Rights for Transportation Security Officers Act of 2016 This bill repeals: (1) provisions authorizing the Department of Homeland Security (DHS) to establish a human resources management system for some or all of its organizational units, and (2) the authority granted to the Transportation Security Administration (TSA) to establish or modify a personnel management system for TSA employees engaged in airport security screening. Within 60 days after the enactment date of this bill: (1) any such human resources management system and all TSA personnel management policies, directives, letters, and guidelines shall cease to be effective, and (2) all TSA positions and DHS positions that provide transportation security in furtherance of the purposes of the Aviation and Transportation Security Act shall become subject to general civil service provisions. This bill sets forth transition rules that protect the pay rates and other rights of such employees. DHS shall consult with the labor organization certified by the Federal Labor Relations Authority to carry out the conversion of such positions. The provisions of this bill do not affect the prohibitions against disloyalty and asserting the right to strike against the federal government.

Education for All Act of 2016 This bill expresses the sense of Congress that: (1) it is in the U.S. national security interest to promote universal basic education in developing countries; and (2) an educated citizenry contributes to economic growth, strengthened democratic institutions, the empowerment of women and girls, and decreased extremism. The Foreign Assistance Act of 1961 is amended to state that it is U.S. policy to work with foreign countries and international and civil society organizations to achieve sustainable quality universal basic education by: (1) assisting developing countries and nongovernmental and multilateral organizations to provide all children with a quality basic education, and (2) promoting education as the foundation for community development. The President, through the U.S. Agency for International Development (USAID), shall develop a comprehensive U.S. strategy to promote quality universal basic education. The President shall give assistance priority to foreign countries in which there is the greatest need and opportunity to expand universal access and to improve learning outcomes, and in which the assistance can produce a substantial, measurable impact on children and educational systems. Priority should also be considered in countries where there are chronically underserved and marginalized populations, or populations affected by conflict or crisis. USAID shall designate a Senior Coordinator of United States Government Actions to Provide Basic Education Assistance, who shall have primary responsibility for the oversight and coordination of all U.S. government resources and international activities to promote quality universal basic education.

Albatross and Petrel Conservation Act This bill authorizes the United States Fish and Wildlife Service (USFWS) and the National Marine Fisheries Service (NMFS) to promulgate regulations to implement and enforce the Agreement on the Conservation of Albatrosses and Petrels, done at Cape Town, South Africa, on February 2, 2001. This bill authorizes USFWS and NMFS to take action to conserve albatrosses and petrels, including to: reestablish albatrosses and petrels; prevent the introduction of, eradicate, or control invasive and nonnative species that have or may have an adverse effect on albatrosses and petrels; conserve, protect, and restore breeding sites; undertake measures for the conservation and protection of albatross and petrel habitat and other marine habitats that provide food for albatrosses and petrels; undertake scientific research to assess the effects of pollutants and marine debris on albatrosses and petrels; develop and implement measures to prevent, minimize, or mitigate the taking or disturbance of albatrosses and petrels in U.S. waters or by U.S. vessels; develop and undertake measures to minimize the bycatch of albatrosses and petrels; and share information on the conservation status of albatrosses and petrels, the threats facing albatrosses and petrels, and any actions taken under this bill. This bill prohibits the taking of an albatross or petrel without a permit, authorization, or exemption. USFWS, in consultation with NMFS, may authorize the taking of an albatross or petrel under exceptional circumstances or incidental to otherwise lawful activities. This bill gives the USFWS, the NMFS, and the Coast Guard authority to enforce this bill. This bill authorizes cooperation with other countries to achieve and maintain a favorable conservation status of albatrosses and petrels.

Families of Flint Act This bill provides support for Flint, Michigan in addressing lead in the city's drinking water and related issues. The bill amends the Safe Drinking Water Act by establishing a 10-year grant program to ensure that Flint's drinking water does not contain: (1) lead levels that threaten public health or the environment, or (2) other drinking water contaminants and pathogens that threaten public health. The bill also establishes specified grant programs for assisting Flint that are established within the Department of Labor, the Department of Health and Human Services (HHS), the Department of Education, the Department of Commerce, the Department of Justice, and the Department of Housing and Urban Development. The bill amends the Consolidated Appropriations Act, 2016, by allowing states to use more than 20% of funds from Drinking Water State Revolving Fund capitalization grants for addressing a threat to public health from heightened exposure to lead in a municipal drinking water supply if a federal or state emergency declaration has been issued for that threat. HHS must establish in Flint a Center of Excellence on Lead Exposure. The bill amends the Child Nutrition Act of 1966 to increase the allowable participation period in the Special Supplemental Nutrition Program for Women, Infants, and Children for children residing in areas that are in a state of emergency. A state may elect to allow those children to participate in the program for a period that ends on the earlier of: (1) the child's tenth birthday (currently fifth), or (2) five years after the emergency (currently children may participate for a one-year period).

Secure our Skies Act of 2016 This bill requires each air carrier providing passenger air transportation to provide flight attendants, pilots, and dispatchers who are employees or contractors of the carrier with training to combat human trafficking in the course of carrying out their duties. Such training shall cover: (1) common indicators of human trafficking, and (2) best practices for reporting suspected trafficking to law enforcement officers. To assist in such training, the Department of Homeland Security and the Department of Transportation shall provide information, including the Blue Campaign training module, for use by air carriers. The Federal Aviation Administration shall report recommendations for improving the identification and reporting of human trafficking by air carrier personnel while protecting the civil liberties of passengers. The bill grants immunity to an air carrier for reporting any suspicious transaction relevant to a possible violation of law or regulation relating to human trafficking.

Heroin and Prescription Drug Abuse Prevention and Reduction Act This bill amends the Controlled Substances Act to revise requirements for and limitations on practitioners who dispense narcotic drugs for maintenance or detoxification treatment. The Department of Health and Human Services (HHS) must establish grant programs to: (1) encourage prescribing and purchase of opioid overdose reversal drugs (e.g., naloxone), and (2) develop prescribing guidelines for such drugs. (Opioids are drugs with effects similar to opium, such as heroin or certain pain medications.) The Centers for Disease Control and Prevention must provide support to improve drug overdose surveillance and reporting capabilities. HHS may support syringe exchange programs. The Substance Abuse and Mental Health Services Administration must provide support to: (1) reduce drug overdose deaths; and (2) develop, expand, and enhance substance use recovery support services. This bill amends the Public Health Service Act to extend residential treatment programs for pregnant and postpartum women. The Center for Substance Abuse Treatment must: (1) carry out a pilot program to support services for pregnant and postpartum women with a substance use disorder; (2) award grants to expand treatment activities in areas with a high rate of, or a rapid increase in, the use of opioids; and (3) support increasing the capacity of substance use disorder services for adolescents. This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) and Internal Revenue Code to direct HHS and the Departments of Labor and the Treasury to require disclosures, issue guidance, conduct audits, and publish information regarding the requirement for group health plans and health insurance coverage to have parity between mental health and substance use disorder benefits and medical and surgical benefits. HHS must establish a consumer parity portal website. HHS must establish a loan repayment program for substance use disorder health professionals.

Pathways to an Affordable Education Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to modify provisions related to the Federal Pell Grant program. Among other things, it: increases the maximum Pell Grant award for academic year 2017-2018 and adjusts it in subsequent award years to account for inflation, converts the Pell Grant program into a mandatory spending program, increases from 12 to 15 semesters a student's lifetime Pell Grant eligibility period, and restores year-round grants. Additionally, the bill amends the Internal Revenue Code to include, as a qualified scholarship excludible from gross income, any amount received as a Pell Grant.

Access to Substance Abuse Treatment Act of 2016 This bill amends the Public Health Service Act to allow the Substance Abuse and Mental Health Services Administration (SAMHSA) to make grants to: (1) increase the availability of treatment for abuse of opioids (drugs with effects similar to opium, such as heroin), cocaine, methamphetamine, 3,4-methylenedioxymethamphetamine (ecstasy), and phencyclidine (PCP); (2) provide vouchers to individuals in underserved populations for services related to such treatment; and (3) establish programs to provide for and coordinate the provision of services, including medical services, job training services, and housing assistance, to individuals reentering the community after successfully receiving treatment for abuse of such substances. The grant program to provide residential substance abuse treatment to pregnant and postpartum women is revised to: (1) make caregiver parents eligible for treatment, (2) make Indian tribes and tribal organizations eligible for grants, and (3) set forth the priority for allocation of grants. The National Institute on Drug Abuse must conduct research on the effectiveness of drugs to reduce the problems associated with stimulant abuse. The Department of Health and Human Services must seek to enter into a contract with the National Academy of Medicine (formerly known as the Institute of Medicine) to complete a literature review on the effectiveness of drugs for the treatment of stimulant abuse. The Government Accountability Office must study: (1) the impact of the programs authorized by this Act, (2) how the level of federal funding available for such treatment compares to the amount necessary to provide adequate treatment, and (3) the cost savings of effective treatment due to the reduced need for criminal justice and other services.

Protecting Patient Access to Emergency Medications Act of 2016 This bill amends the Controlled Substances Act to direct the Drug Enforcement Administration to register an emergency medical services (EMS) agency as an entity authorized to dispense controlled substances, instead of registering the individual practitioners or medical directors of the agency. A registered EMS agency must be overseen by one or more medical directors. The bill specifies that an EMS practitioner who is employed by a registered EMS agency may administer controlled substances under a standing order issued by a medical director. The standing order does not have to be specific to an individual patient.

Faster Care for Veterans Act of 2016 This bill directs the Department of Veterans Affairs (VA) to begin an 18-month pilot program in at least three Veterans Integrated Service Networks (VISNs) under which veterans use an Internet website to schedule and confirm appointments at VA medical facilities. The pilot program's duration may be extended and the number of VISNs may be increased.

Women Airforce Service Pilot Arlington Inurnment Restoration Act This bill directs the Department of the Army to ensure that the cremated remains of persons who served as Women's Air Forces Service Pilots are eligible for interment in Arlington National Cemetery with full military honors.

Ukrainian Warfighter Assistance Act This bill amends the National Defense Authorization Act for Fiscal Year 2016 to specify additional security assistance and intelligence support that the Department of Defense (DOD) may provide to the government of Ukraine's military and security forces. It is U.S. policy that DOD, when providing equipment and technical assistance to Ukraine, shall give priority to border protection and monitoring assistance.

Wireless Tax Fairness Act of 2015 This bill prohibits states or local governments from imposing any new discriminatory tax on or with respect to mobile services, mobile service providers, or mobile service property for five years after the enactment of this Act. A "new discriminatory tax" is a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate, unless such tax was imposed and actually enforced prior to the enactment date of this Act. The bill grants jurisdiction to federal district courts to provide injunctive and other appropriate relief to prevent, restrain, or terminate any acts in violation of this Act. The bill requires the Government Accountability Office to study and report on the impact of: (1) state and local taxes on mobile services, providers, or property on the costs consumers pay for mobile services; and (2) the prohibition in this Act against discriminatory mobile services taxes on such costs.
