Expedited Consideration of Proposed Rescissions Act of 1991 - Amends the Congressional Budget and Impoundment Control Act of 1974 to require a special message, in the case of budget authority proposed to be rescinded or reserved, to include language amending the law authorizing such programs to allow them to continue to function at the proposed new level of budget authority. Allows the President to transmit to both Houses of the Congress, for expedited consideration, one or more special messages proposing to rescind all or part of any item of budget authority provided in an appropriation bill. Requires that such special message be transmitted not later than three days after the President approves the appropriation bill and be accompanied by a draft bill or joint resolution that would, if enacted, rescind the budget authority proposed to be rescinded. Sets forth House and Senate procedures for the expedited consideration of such a proposal.

Constitutional Amendment - Declares that nothing in the Constitution shall prohibit the inclusion of voluntary prayer in any public school program or activity. Provides that neither the United States nor any State shall prescribe the content of any such prayer.

Calls upon the Soviet Union to: (1) evacuate all people from all radioactive zones caused by the Chernobyl nuclear accident; (2) decontaminate the Kiev water reservoir on the Dnipro River of radionuclides; (3) cease the planning for construction or operation of, and ask for supervision by an international commission of, nuclear power facilities in the Ukraine; and (4) assemble charts, maps, and any diagrams deemed necessary to indicate areas that have been contaminated.

Civic and Character Values-In-Schools Act of 1991 - Title I: Commission on Values Education - Establishes the Commission on Values Education. Directs the Commission to report, with recommendations, to the Congress and the President within one year after enactment of this Act. Authorizes appropriations. Terminates the Commission 30 days after its final report to the Congress. Directs specified congressional committees, within 90 days after submission of the Commission's report, to conduct hearings on such report, and to report to their respective houses on results of such hearings within 30 days after their completion. Title II: Ethics and Values Demonstration Program - Amends the Elementary and Secondary Education Act to provide for an ethics and values demonstration program under the Secretary's Fund for Innovation in Education. Authorizes the Secretary of Education to make grants to State educational agencies, local educational agencies, institutions of higher education, and other public and private organizations to conduct activities designed to stimulate understanding of ethics, civic and character values, and the principles of democracy as a means of enhancing and improving elementary and secondary education. Sets forth authorized uses of such grant funds. Sets forth application requirements.

Emergency Supplemental Persian Gulf Refugee Assistance Act of 1991 - Authorizes supplemental appropriations for FY 1991 for: (1) emergency humanitarian assistance for Iraqi refugees and other persons displaced as a result of the Persian Gulf conflict; (2) peacekeeping activities in the Persian Gulf region; and (3) the reimbursement of appropriations accounts from which such assistance was provided before this Act's enactment. Raises the ceiling on the limitation on appropriations for the U.S. Emergency Refugee and Migration Assistance Fund for FY 1991. Provides that such assistance shall not be counted against certain ceiling limitations on international disaster assistance and the drawdown of defense articles and services and military education and training. Permits appropriations under this Act to be appropriated from the Defense Cooperation Account, the Persian Gulf Regional Defense Fund, or the General Fund of the Treasury.

Family Caregiver Support Act of 1991 - Amends the Social Security Act to add a new title XXI entitled "Grants to States for Family Caregiver Support Programs" to establish a program to enable States to furnish services to support informal caregivers of individuals with functional disabilities. Outlines State plan requirements for such caregiver support services, including requirements that: (1) States must support 50 percent of program administration costs; (2) services may not supplant Medicare or Medicaid (titles XVIII and XIX of the Social Security Act) or private insurance otherwise available to eligible recipients of services; and (3) persons with incomes exceeding 200 percent of the Federal poverty level must pay on a sliding fee scale established by the State, up to a maximum annual income of $75,000. Caps total annual Federal expenditures at $2,400 per eligible recipient. Authorizes appropriations to carry out the new title.

Veterans' Homeless Pilot Project Amendments of 1991 - Authorizes the Secretary of Veterans Affairs to conduct and report to the Congress on a pilot project using real property acquired by the Department of Veterans Affairs through foreclosures of home loans guaranteed by the Department to provide transitional housing for homeless veterans. Directs the Secretary to select properties that have no significant likelihood of being sold for a price sufficient to reduce the liability of the Department or the veteran who had defaulted on the loan guaranteed by the Department. Authorizes the Secretary to maintain, repair, and improve any property used in the pilot program, pay utilities, and purchase household furnishings using funds from appropriations for veterans' readjustment benefits. Requires major structural repairs, alterations, or improvements to be paid from the appropriate revolving fund (either the Loan Guaranty Revolving Fund or the Guaranty and Indemnity Fund). Authorizes the Secretary to charge rent to occupants of such housing. Exempts property used for the pilot project from State and local taxation. Authorizes the Secretary to furnish information, counseling, and guidance regarding benefits and opportunities to veterans participating in the pilot project.

Steens Mountain National Conservation Area Act - Establishes the Steens Mountain National Conservation Area, Oregon. Directs the Secretary of the Interior to develop a comprehensive plan for the long-range management and protection of the conservation area. Designates the following lands in the State of Oregon as components of the National Wilderness Preservation System: (1) Little Blitzen Gorge Wilderness; (2) Blitzen River Wilderness; (3) Home Creek Wilderness; and (4) High Steens Wilderness. Releases certain portions of the conservation area not designated as wilderness from further study and requires them to be managed as part of the conservation area. Declares that the Congress does not intend the designation of any wilderness areas to lead to creation of buffer zones around them. Establishes the Steens Mountain National Conservation Area Advisory Committee to advise the Secretary with respect to the preparation and implementation of the comprehensive, long-range plan. Terminates the Committee within three years after development of the management plan. Disclaims any reservation of water rights by this Act, but permits Federal acquisition of such rights. Authorizes appropriations.

Amends the Federal Aviation Act of 1958 to require the Secretary of Transportation to issue regulations requiring the use of child safety restraint systems on commercial aircraft. Expresses the sense of the Congress that the United States representative to the International Civil Aviation Organization should seek an international standard to require that airline passengers be restrained on takeoff and landing and when directed by the captain of such aircraft.

Expresses the sense of the House of Representatives that: (1) Japan has not fully complied with the 1986 U.S. - Japan Semiconductor Trade Agreement and that such failure has had an adverse effect on the national security and economic future of the United States; (2) the United States and Japan should enter into a new agreement that will open the Japanese semiconductor market and will address the threat of future dumping of semiconductors by Japan; and (3) the President, the United States Trade Representative, and the Secretary of Commerce should take all steps necessary to negotiate a strong, effective semiconductor trade agreement with Japan.

Substance Abuse Treatment Corps Act - Amends the Public Health Service Act to establish within the Public Health Service the Substance Abuse Treatment Corps to increase the availability of treatment for alcohol and drug abuse in geographic areas with a significant incidence of abuse and an inadequate availability of services. Allows the Secretary of Health and Human Services to carry out such purpose only through assigning Corps members to provide services for such areas. Allows the Secretary to assign a Corps member to an entity only if the entity, among other requirements, enters into an agreement with the Secretary regarding the allocation, between the Secretary and the entity, of costs relating to the assignment. Directs the Secretary to establish a program of entering into contracts with students in specified fields under which the students agree to serve in the Corps upon obtaining their degree in consideration of the Federal Government agreeing to pay tuition, other expenses, and a stipend. Applies, except as inconsistent, provisions relating to the National Health Service Corps Loan Repayment Program to this program. Directs the Secretary to establish a program of entering into contracts with individuals who have been licensed or certified in certain fields, or who are students in such fields, under which the individuals agree to serve in the Corps in consideration of the Federal Government agreeing to repay up to a specified sum of educational loans of the individuals. Applies, except as inconsistent, provisions relating to the National Health Service Corps Loan Repayment Program to this program. Authorizes appropriations for the scholarship and loan repayment programs established by this Act.

Nuclear Decommissioning Reserve Fund Act of 1991 - Amends the Internal Revenue Code to: (1) decrease the rate of the tax imposed on the income of any Nuclear Decommissioning Reserve Fund; and (2) remove restrictions on permitted investments of Fund monies.

World War I Veterans' Service Pension Act - Directs the Secretary of Veterans Affairs to pay a monthly pension of $100 to each veteran of World War I who meets specified service requirements. Requires such a veteran, if entitled to another pension administered by the Department of Veterans Affairs, to elect which pension to receive.

Limited Partnership Rollup Reform Act of 1991 - Amends the Securities and Exchange Act of 1934 to revise proxy solicitation rules with respect to partnership rollup transactions (in which general partners combine several limited partnerships into one unit that trades on a stock exchange). Requires any proxy rules prescribed by the Securities Exchange Commission (SEC) to: (1) permit dissenting shareholders in a proposed rollup to contact other limited partners before the transaction date without first having to file a written proxy statement with the SEC; (2) prohibit any general partner from paying directly or indirectly any person providing solicitation services (a broker-dealer) if the rate of compensation for soliciting approval is higher than the rate for soliciting disapproval, or the compensation is contingent on the transaction's approval or completion; (3) provide that the SEC will issue a cease and desist order suspending a rollup if the general partner proposing it fails to timely provide, upon request, to a shareholder (limited partner) a list of all limited and general partners involved in the proposed rollup; (4) require the rollup prospectus to be clear, concise, and understandable and summarize all effects of the proposed transaction, conflicts of interest, changes in voting rights and ownership interests, dissenters' rights, and other pertinent information; (5) require that each prospectus be accompanied by an independent opinion on the rollup's fairness; and (6) give each shareholder at least 60 days to review the prospectus. Requires the rules of a national securities association to prevent association members from participating in any rollup transaction unless it protects certain dissenters' rights, including: (1) the right to an appraisal and compensation, or to retain a security under the same terms as the original issue; (2) the right not to have dissenters' voting power unfairly reduced or abridged; (3) the right not to bear the costs of a rejected rollup; and (4) restrictions on the conversion of management profit-sharing interests and incentive fees into asset-based management fees. Requires a national securities exchange to prohibit the listing of any security resulting from a rollup transaction unless it provided for such dissenters' rights. Requires SEC rules to prohibit any national market system from trading any security resulting from a rollup transaction unless it provided for such dissenters' rights.

Federal Program Performance Standards and Goals Act of 1991 - Amends Federal law to include in the Federal budget a performance standards and goals plan for the overall budget. Directs the Office of Management and Budget (OMB) to issue regulations requiring each Federal department and agency to establish such a plan for each major expenditure category of its budget. Requires OMB to review and adjust such plans and establish an overall performance standards and goals plan for the Federal Government. Requires each bill or resolution which provides for the authorization of appropriations or for the appropriation of funds to specify performance standards and goals for such authorization or appropriation.

Considers: (1) the stated goals and actions of Saddam Hussein as a direct indication that his continued rule in Iraq would result in aggression against neighboring states and further genocidal efforts against ethnic and religious groups within Iraq; and (2) the perpetuation of Hussein's rule incompatible with the principles of the United Nations (U.N.) and the goal of U.N. Security Council Resolution 678, which authorizes the use of force to restore international peace and security in the area. Commends the President for his ability to unite and mobilize the community of nations through the U.N. Security Council, providing the leadership necessary to overturn the Iraqi invasion and occupation of Kuwait. Urges the President to mobilize the international community through the Security Council to achieve a resolution demanding the expeditious replacement of Hussein as military and political leader of Iraq.

Inter-American Partners in Democracy Resolution - Expresses the sense of the Congress that: (1) the United States should seek to strengthen the democratic legislatures in Central America and Panama by using foreign assistance funds to provide equipment and training for such legislatures; and (2) efforts to support such legislatures should be coordinated with and otherwise involve appropriately qualified private and public sector experts.

Declares that the Congress finds that both Czechoslovakia and Hungary have: (1) recognized fundamental human rights with respect to their citizens; (2) introduced economic reforms based on market-oriented principles; and (3) demonstrated a desire to build a friendly relationship with the United States. Amends the Trade Act of 1974 to authorize the President to extend nondiscriminatory treatment (most-favored-nation treatment) to the products of both countries.

Omnibus Adoption Act of 1991 - Title I: National Advisory Council on Adoption - Establishes the National Advisory Council on Adoption (the Council), to be appointed by the Secretary of Health and Human Services (HHS). Terminates such Council after four years. Title II: Adoption Data Collection System - Directs the Secretary of HHS to: (1) report to the Congress, within 30 days, on the status of the implementation of the adoption data collection system required under specified provisions of the Social Security Act, including specific assurances relating to such system; (2) report monthly to the Congress on the progress made in implementing such system; and (3) consult with the Council in developing regulations to carry out such reporting requirements and assurances. Title III: Adoption Education Programs - Amends the Higher Education Act of 1965 (HEA) to establish a program of fellowships for graduate study in social work, in innovative programs concerning the effects of adoption on the adopted children, their adoptive families, and their biological parents who make an adoption plan. Directs the Secretary of Education to award up to 50 such fellowships. Sets forth provisions for student selection procedures, stipends, payments to institutions, fellowship conditions, consultation with the Council, and an authorization of appropriations for FY 1992 through 1996. Directs the Secretary of Education, within one year after enactment of this Act, to make grants to States to carry out adoption education programs. Sets forth provisions for grants amounts, applications and agreements, program guidelines, consultation with the Council, and an authorization of appropriations for FY 1992 through 1994. Title IV: Adoption Benefits for Federal Employees and Military Personnel - Amends Federal law relating to Federal employees to allow their sick leave (including advance sick leave) to be used for purposes relating to the adoption of a child. Includes prenatal and maternal benefits (other than those relating to a surrogate parenting arrangement) for the biological mother of an adoptive child among the types of benefits which may be provided under Federal employee benefits plans. Directs the Office of Personnel Management (OPM) to establish minimum standards for this type of benefits, in accordance with specified guidelines. Amends Federal law relating to members of the uniformed services to require establishment of a program to reimburse them for expenses they incur for prenatal and maternal care provided to the biological mother of a child they legally adopt. Limits such reimbursement to care provided on or after the date on which the member notifies the appropriate administering Secretary. Prohibits such reimbursement for expenses incurred in carrying out a surrogate parenting arrangement. Includes prenatal care among types of authorized care for military dependents. Includes care for preexisting conditions among the types of authorized care for adopted children of uniformed service members. Defines adopted child, for purposes of Federal law relating to members of the uniformed services, as a child with respect to whom a written plan of adoption has been entered into pursuant to the laws of the State in which the child resides. Directs OPM and the Secretary of Defense to coordinate their development of regulations and guidelines to carry out their responsibilities under this title, and to consult with the Council in such development. Title V: Adoption Tax Credit - Amends the Internal Revenue Code (IRC) to establish a refundable tax credit for certain amounts of adoption expenses, for taxpayers at certain income levels. Title VI: Maternal Health Certificates Program - Directs the Secretary of HHS, within 180 days after enactment of this Act, to establish a program to provide maternal health certificates for eligible pregnant women to use to cover expenses incurred in receiving services at a maternal and housing services facility. Bases eligibility on an individual's having an annual individual income of not greater than 175 percent of the applicable official poverty line income. Determines such income without taking account of: (1) the income of any parent or guardian of the individual; or (2) the income of an estranged spouse who has been living apart from the woman for at least six months. Prohibits finding an individual ineligible for such program solely on the grounds that they do not receive aid under the State plan for aid for families with dependent children (AFDC) under the Social Security Act. Sets limits on the amount of expenses which such program certificates may cover. Directs the Secretary of HHS to consult with the Council in developing regulations for such program. Authorizes appropriations for FY 1992 through 1994 for such maternal health certificates program. Title VII: Rehabilitation Grants for Maternity Housing and Services Facilities - Directs the Secretary of Housing and Urban Development (HUD) to carry out a program to make grants to eligible nonprofit entities for rehabilitation of existing structures for use as facilities to provide housing and services to pregnant women. Sets forth provisions for such grant program authority, applications, limitations on numbers and amounts of grants, and reporting requirements. Directs the Secretary of HUD to consult with the Council in issuing such program regulations. Authorizes appropriations for such program for FY 1992 through 1994. Title VIII: Sense of Congress Regarding Changes in State Adoption Laws - Expresses the sense of the Congress that each State should adopt and enforce specified types of adoption laws, rules, or regulations, which include provisions for: (1) disclosure of all relevant information, including background information (except actual identification of the child or biological parents), to the prospective adoptive parent, with criminal penalties for unauthorized disclosure, (2) pre-placement investigations of the prospective adoptive parent; (3) disclosure to the court of all costs incurred by or on behalf of each party to the adoption; (4) guaranteed adequate legal representation for the biological mother; (5) filing of a petition for adoption with the appropriate court within one year after placement; and (6) coverage by the health plan of the adoptive parent of pregnancy and childbirth expenses (excluding surrogate parenting arrangements) for the child and the biological mother, or for any dependent child of the plan enrollee, and plan coverage of pre-existing conditions of adopted children.

Upper Sacramento River Fishery Resources Restoration Act - Directs the Secretary of the Interior to establish a ten-year program to restore natural salmon and steelhead trout populations of the Sacramento River (and its California tributaries and its drainage basin above the confluence with the Feather River) to the optimum carrying capacity of the habitat in a restored condition and to provide sufficient hatchery-produced fish to meet fishery restoration and mitigation requirements. Requires memoranda of agreement with Federal, State, and local agencies having jurisdiction over certain necessary activities. Establishes the Upper Sacramento River Fisheries Task Force to assist the Secretary and coordinate activities with governmental and private anadromous fish restoration projects within the basin. Authorizes appropriations for formulation, establishment, implementation, and maintenance of the program. Requires cost-sharing from California and the electric utilities, water districts, and other direct purchasers of water and power from the Central Valley Project. Prohibits appropriations under these provisions from being used to protect fisheries from chronic or acute toxicity caused by heavy metals or acid mine drainage.

Davis-Bacon Repeal Act of 1991 - Repeals the Davis-Bacon Act (an Act which requires that the locally prevailing wage rate be paid to various classes of laborers and mechanics working under federally-financed or federally-assisted contracts for construction, alteration, and repair of public buildings or public works).

Amends title XVIII (Medicare) of the Social Security Act to cover colon cancer preventive screening examinations and an annual physical examination performed by a physician or nurse practitioner if a demonstration project to be conducted by the Secretary of Health and Human Services proves such examinations to be cost-effective or of moderate cost but measurably health-enhancing.

Human Lessons of Desert Storm Consideration Act - Directs the Secretary of Defense to report to the Congress on appropriate military personnel policy regarding the enlistment, retention, activation, deployment, and assignment of members of the armed forces with respect to situations where both husband and wife are active-duty or reserve members with minor children, where a member is a single parent of minor children, where a member on active duty has immediate family members serving on active duty, and where a reserve member is the only member of a particular profession in a particular area of the United States. Requires the Secretary to include a discussion of whether different personnel policies are in effect or should be implemented with respect to members who have children who are infants, toddlers, elementary school age, or teenagers.
